Hilton eighth-grader is “tops” in creativity; brightens the holidays for seniors Mallory Heise, an eighth-grader at Merton Williams Middle School in Hilton, has been collecting the colorful little tops from squeezable applesauce packets since fourth grade. Apparently, she and her fellow students eat a lot of applesauce because her collection has grown to over 3,000 caps. “I saw that a lot of people had applesauce pouches at lunch and figured the cap would be an easy thing to collect since

they were popular and it kept them from going in the garbage,” said Mallory. “Word began to spread and I started to receive bags of them from students and staff.” Mallory began brainstorming ideas on how she could use the caps and turned to Pinterest for ideas. At the same time, Mallory’s mom, Carla Heise, a first grade teacher at Village Elementary School, heard from a college friend, Dawn Byfield, activity director at Elderwood of Lakeside, a skilled nursing and rehabilitation facility in Brockport, about how difficult this time is for residents because they are unable to see family during the pandemic. “I wanted them to know that people are

So she got to work making reindeer, Christmas tree, and wreath ornaments with her caps – 100 ornaments in all. “It took me at least 10 hours, maybe more,” she said. A member of the Hilton Chapter of the National Jr. Honor Society, she plans to use those hours to help fulfill her 15-hour volunteering requirement.
“I learned that even the little things you do can make a bigger difference in other people’s lives,” said Mallory. “I’ve always known that I would reuse the caps and make them into something, and it turned out that this was the perfect opportunity.” Provided information and photos
Clarkson’s efforts to go green have added community benefits

Supervisor Christa Filipowicz has announced the Town of Clarkson is on its way to becoming a “greener” community, notably through solar projects, but also with substantial additional benefits to the community negotiated by the Town Board. The Borrego Solar project is located on Redman Road and is a 6.2 MW solar array on 49 acres. This was the first company to approach the town since the Solar Law and Overlay District was enacted. This floating overlay zoning is granted by the Town Board if the project meets specific criteria and offers substantial benefits to the greater good of Clarkson. Borrego Solar was granted this zoning once the neighbors’ concerns were addressed and a Community Host Agreement was executed. In short, this agreement provides $400,000 to be paid to Clarkson before any permits are issued. The money has been received and is reserved for the update and renovation of the Town Hall. The historic 1899 building is in need of work and a large part of this project can now be done without the use of tax dollars. A second project, NexAmp Solar on Lake
Road, will be installing a 5MW system and also offered a unique agreement to the town in order to capture the overlay zoning designation. This agreement was more complex but includes $81,000 in unrestricted funds to be paid up front to the town and a PILOT agreement will be in place for 15 years. This also includes a lease agreement that states that the rent paid by the solar company to the landowner will instead be used to benefit the community. The landowner will transfer the land to the Town of Clarkson and assign the lease payments to the Town of Clarkson for the purpose of recreation and to the Town of Sweden for the Sweden Clarkson Community Center. This donor has been a longtime supporter of the Sweden Clarkson Community Center, parks and programs in the community. These projects have set the standard for solar projects in Clarkson as the town continues to work toward becoming a green community and have additional tangible benefits for all. Sweden seeks additional committee members The Sweden Town Board is in the process of forming a committee of Sweden Village residents to study traffic and safety issues in the subdivision and then make recommendations to the board. The recommendations could include things like additional stop signs, pedestrian or warning signs, speed bumps or cushions, changed speed limits, raised crossings, sidewalks, requests for increased law enforcement patrols, etc. Councilperson Randy Hoke will chair the committee. Hoke is a resident of Sweden Village and retired sheriff ’s deputy. Other experts from law enforcement, planning, transportation, and emergency services agencies may be asked to participate in committee discussions as needed. The board has received seven letters of interest, however it is still seeking representatives from a cross-section of Sweden Village residents so that each distinct area within the large subdivision will be represented. Specifically, the town is seeking more representation from the western end and the center of the subdivision. Comments A life saved thanks to the kindness of a stranger This is a letter to express my sincere and heartfelt thanks to a gentleman, unknown to me, but who was instrumental in saving my little dog’s life. The situation occurred on December 11 in the area of the cemetery on Union Street in Spencerport. This little dog managed to slip away while he was being transferred from one leash to another and was headed for imminent injury or death because he was trying to cross the road with many cars just whizzing by. Fortunately, he changed directions at the last moment and headed toward the cemetery. At that point, this unknown gentleman driving past perceived the situation, stopped his vehicle, got out, and simply blocked this little dog’s forward progress. I was following from the other direction, leash in hand. What made such a difference in the outcome of this situation was the perception and kindness of this gentleman who prevented not only the loss of a lovely little dog, but also the heartbreak of his owner. Thank you, sir, I am eternally grateful.

Byron-Bergen fifth-grader tops Genesee County in Play to Get Fit Challenge During October, Byron-Bergen students in grades three through five participated in the ninth annual Genesee Play to Get Fit Challenge, coordinated by the Health and Physical Education Department at Genesee Community College. All elementary schools in the GLOW region were invited to participate. Byron-Bergen fifth-grader Ruthie Kuipers won first place among all participating students in the GLOW region with 4,279 minutes of activity recorded. “I love this annual challenge because the students get so excited to participate,” said ByronBergen Elementary Physical Education Teacher Danielle Carson. “Ruthie really went above and beyond this year. I’m very proud of her and of all of my students.” Kuipers was awarded a plaque by Byron-Bergen Elementary Principal Brian Meister and Physical Education Teacher Danielle Carson in her classroom. All student participants received a certificate. The goal of the Fitness Challenge is to recognize the important benefits of being physically active, support efforts to battle childhood obesity, increase self-esteem and confidence, increase academic performance by promoting fitness through fun activity, and raise awareness that getting fit can be done through play. SEF announces grant awards The Spencerport Education Foundation (SEF) recently announced 10 grant award winners for the 2020-2021 school year, which totaled $2,300 in funding. SEF received 17 project applications from district teachers to provide supplemental resources to enrich and enhance student learning.
Math manipulatives – Hands-on 6th grade math materials are used for inquiry-based activities. The materials additionally allow students to benefit from and engage in soft start class activities. Students engage and develop social skills that are critical to success like collaboration, planning, goal setting, trial and error, and the overall creativity activities.
The grants support district initiatives in the areas of Blended Learning and Wellness while aligning with the SEF’s mission and vision. Awards were selected based on their alignment with SEF goals, SCSD initiatives, and the merits of the application. To ensure students are prepared for the challenges of the twenty-first century, the Spencerport Education Foundation funds innovative programs and services that supplement and are outside the normal operations of the Spencerport School District. Spencerport Education Foundation awards monies that do the following: •Provide an innovative and unique educational opportunity for a classroom or program in grades K-12 outside the normal operations of the district through teacher mini-grants. •Augment the curriculum being offered by the district in grades K-12 through curriculum enhancements. •Contribute to extra-curricular activities that benefit district programs. Spring 2020 Grant Awards were given to: Tina Brien for mobile play therapy kits (Cosgrove); Frank Cafarella for desk bouncy bands (Cosgrove); Sarah Caiazza for yoga mats (Terry Taylor); Sue Chatterton for soft skills materials (Canal View); Theresa Dils for books and supplies (Cosgrove); Hannah Hill for a wireless microphone system (Munn); Kimberly McLean for a math marker board activity table (High School); Ian Milam for math manipulatives (Cosgrove); Katherine Resch for French and Spanish books (High School); and Kathy Wilson for a sound field system (Bernabi). Ken served with the national guard and was a past member of the Churchville Volunteer Fire Department. He was a past employee of the Village of Churchville and was a retiree of both eastman Kodak Company and Churchville-Chili Central School District. Ken’s passion in life was to get up early, head out the door and onto his tractor to do the job at hand that needed doing. His strong work ethic along with his steady, upright way of life, spoke volumes to those he lived amongst in his final years. Ken was well respected and greatly loved by all. at Ken’s request, his body was donated to Bodies for Science Program, a division of loma linda University, loma linda, California. a celebration of Ken’s life was observed December 7, 2020 on the home property in California. Lynn Stafford LYNDONVILLE: Lynn Stafford, age 65, passed away peacefully on December 10, 2020 due to a non-Covid related illness. He was born September 10, 1955 in Albion to the late Donald and Lillian (Holt) Stafford. Lynn worked at SUNY Brockport for many years before retiring. He really loved spending time with his grandchildren and family. Lynn enjoyed fishing, classic rock music, and especially going antiquing and to flea markets with his late wife Fran. In addition to his parents, he was predeceased by his wife Fran on February 8, 2020. The Hilton Education Foundation (HEF) awarded three $2,500 scholarships totaling $7,500 in addition to Surface Pro 7 bundles to three Hilton High School 2020 graduates. HEF Scholarships were awarded to Ethan Hryhorenko and Kayla Simone. Ethan is registered at SUNY Binghamton, majoring in anesthesiology. Kayla is enrolled in Industrial Labor Relations at Cornell University. The Women’s STEM Scholarship went to Faith Keller, who will be studying Marine Science/Research at SUNY Stony Brook. HEF offers three scholarships in its name annually to Hilton High School seniors: The Hilton Education Foundation Scholarship, Hilton Education Foundation Skilled Trades and Services Scholarship, and the Women’s STEM Scholarship. 12, 2020. In 2005 Aggie met with a team of community volunteers to create an education foundation to provide funds to enhance and enrich educational opportunities for teachers and students through scholarships and grants in the Hilton Central School District. Since its inception, HEF has created and sponsored the Cadet Cupboard, The Principal’s Check Book, and the three scholarships awarding recipients $7,500 annually. HEF has also funded and sponsored the Experiential Learning Grant, guided alumni tours, and the Alumni Hall of Fame. Additionally, HEF administers and manages contributions for 17 other private scholarships. Charitable projects such as the annual Golf Tournament, Comedy Night, and associated fundraising activities have been carried out under Aggie’s continuous guidance and vision. The virtual concert is free, and donations for the Brockport Food Shelf and the orchestra will be gratefully accepted online. Directed by Jonathan Allentoff, this concert will feature all-new recordings of fall 2020 performances with guest vocal artists Mary Wojciechowski and Michael DeLuca. Wojciechowski, a graduate of Nazareth College and Temple University, has performed as a vocal soloist at the Rochester International Jazz Festival and appeared with the Philadelphia Pops Festival Chorus under the baton of Peter Nero. DeLuca studied vocal performance with Heinz Rehfuss while attending the University at Buffalo and has performed on stage across Western New York. 4-Hers safely enjoy annual events despite pandemic With COVID safety measures in place, Orleans County 4-H members gathered in November for two annual inperson events - the Produced in New York silent cooking competition and Holiday Workshops. Both programs were held in person in the Trolley Building and the Education Center on the 4-H Fairgrounds. “We strictly followed COVID safety protocol with distancing, hand sanitizing, and masks,” says Kristina Gabalski, 4-H Program Coordinator. “We had to make adjustments to the Produced in New York program, in particular. Gloves and masks had to be worn at all times; all recipes tasted by evaluators had to be prepared on-site; and we did not allow any additional sampling of the recipes.” Both events had about a dozen youth participate. “Participation was lower than in a typical year,” Gabalski says,

Brockport Lions to the rescue A member of the Brockport Lions Club was recently approached to assist an elderly couple with getting their garage doors closed. The couple did not realize there was damage to the garage that was preventing the doors from closing (shown). Orleans County Master Gardeners donate holiday centerpieces to area organizations Orleans County Cornell Cooperative Extension kicked off the holiday season with a series of small wreath-making classes open to the public. Typically the class has extra greenery that is usually composted or taken home by volunteers for their own holiday décor. This year, however, the Master Gardener vice-chairperson Janelle Flammger thought those leftover greens could be used in a better way.

“We talked at our meeting about how this holiday season would be different for so many people and how we could give some people a little boost. I thought why not use the leftover plant material from wreath-making to make centerpieces that we could donate,” Flammger explained. Most years, the Master Gardeners have a holiday party in December to celebrate another successful year of fun and educational programming. With the COVID-19 pandemic and ensuing restrictions, the entire season of their typical programming was canceled. This year, instead of their usual holiday party, the volunteers decided to get together to make holiday arrangements and gift them to various organizations. And so, on Saturday, December 5, with cheerful holiday music playing in the background, six Master Gardener volunteers gathered at Orleans County CCE to get creative and spread a little joy. “This is such a fantastic way for our volunteers to really support their neighbors in a festive and heartwarming way,” said Katie Oakes, coordinator of the Master Gardener volunteer group and Horticulture Educator at Orleans County CCE. “And so many of our community members were impacted by the pandemic this year, especially those in medical or long-term care facilities. We realize that everyone’s holidays will look a little different this year, and our volunteers just wanted to spread a little cheer in whatever way they can.” Oakes reached out to the Orleans County Office of the Aging Director Melissa Blanar for ideas of locations to donate the centerpieces. In addition to Medina Memorial Hospital and Orleans County’s two resident nursing and rehabilitation centers (Oak Orchard Rehabilitation in Medina and The Villages in Albion), volunteers donated festive arrangements to Supportive Care (formerly Hospice of Orleans County), long-term adult care facilities, and congregate meal sites at various locations in the county. IJC approves Plan 2014 deviation strategy for Lake Ontario this winter The International Joint Commission (IJC) has approved the International Lake Ontario - St. Lawrence River Board’s request for authority to deviate from Plan 2014, and as conditions permit, outflows from the Moses-Saunders dam on the St. Lawrence River can be increased to exceed Plan 2014 flows. The risk of high water on Lake Ontario in 2021 is moderate due to persistent highwater levels on Lake Erie and the upper Great Lakes. This will cause inflows to Lake Ontario from Lake Erie to remain high over the coming winter months. The main driver of a high-water event in the Lake Ontario basin will depend on seasonal factors such as precipitation and snowpack runoff.
Since June, Lake Ontario levels have steadily declined to just above the seasonal long-term average. Levels remain well below those that would automatically grant the Board the authority to deviate from Plan 2014 outflows. The board and IJC recognize the continued threats posed by high water supplies into the system and the risk of another high-water event in 2021. The board will implement a deviation strategy to take advantage of opportunities that may arise throughout the winter. The IJC has granted this authority under Condition J of its Orders of Approval, which allows for the testing of some regulatory deviation strategies from Plan flows. This authority will begin January 1, 2021, and
continue through the end of February. This regulatory strategy will be reassessed in February and could be revised with a request for further deviation authority from the IJC should conditions warrant. During this period, flow limits are expected to pertain to low Lake St Lawrence levels, municipal water intakes, and river ice formation. All deviation strategies, regardless of magnitude of impact, implemented by the board in this time frame, are intended to cumulatively reduce the risk of high-water impacts and balance the interests of other groups throughout the system. There remains considerable uncertainty in the weather and water supply conditions between now and next spring. These natu-
ral, uncontrolled hydrologic factors are the primary driver of water level fluctuations on Lake Ontario and the St. Lawrence River. If basin conditions are extremely wet, and similar to those observed in 2017 and 2019, no deviation strategy will prevent water levels that can cause flooding and damage shoreline properties. Providing those types of benefits are beyond the reach of water regulation and are more reliably addressed through coastal resilience and planning. Legal Notice Village of Hilton Hilton Village Board Please take notice that the Village of Hilton Board of Trustees will hold a public hearing on Tuesday, January 5, 2021 at 6:00 p.m. in the Hilton Community Center, 59 Henry Street to consider Local Law #1, 2021 as follows: To replace Chapter 259, Recreational Vehicles of the Hilton Code in its entirety. § 259-1 Definitions. As used in this chapter, the following terms shall have the meanings indicated: RECREATIONAL MOTOR VEHICLE Expressly limited to “off road” vehicles such as minibikes, trail bikes, motor scooters, dune buggies and swamp buggies and any other similar motor vehicle of the type that is normally used on land for recreation, entertainment, or pleasure. The use of the lawn mower, powered garden vehicles, other similar utilitarian domestic vehicles and vehicles required to be registered with the DMV are specifically excepted here from. § 259-2 Purpose. It is the purpose of this chapter to preserve and promote the health, safety and general welfare of those inhabitants of the Village of Hilton who wish to use and operate Recreational Motor Vehicles on private property or municipal property. It is also the purpose of this chapter to prevent those inhabitants of the Village of Hilton who wish to use and operate Recreational Motor Vehicles from trespassing on public or private property in the village of Hilton, from annoying inhabitants and from creating a public nuisance. § 259-3 Prohibitions It shall be unlawful to operate or for the owner to permit the operation of any Recreational Motor Vehicle as defined in §259-1. A. On the private property of another without the express prior written consent of the owner and the occupant of said property. Such consent may be revoked at any time by the grantor thereof. Where such express prior written consent has been obtained, the operator or person at the site responsible for such operation shall keep said consent on his person and available for immediate display at all times during the period of such operation. Excepted from the operation of this subsection are any private clubs or other organizations that permit the operation of Recreational Motor Vehicles on their property in connection with the principal use of said property by members of such club or organization. B. On any public grounds or property, including Village-owned land, which shall include but not be limited to parks; ball parks; recreation areas; Village-owned streets, easements and sidewalks or areas dedicated to or commonly used for vehicular or pedestrian traffic; Village storage facilities; garage areas; and Board of Education lands, unless specifically designated, set aside and reserved therefor by resolution of the Village Board. C. In such manner as to create loud or unnecessary noise so as to unnecessarily disturb or interfere with persons in the peaceful and quiet enjoyment of their property. To this end, no person shall operate a Recreational Motor Vehicle before the hour of 9:00 a.m. and after one hour before sundown or 7:00 p.m., whichever is earlier. D. In a careless, reckless or negligent manner so as to endanger the safety or property of any person. E. While in an intoxicated condition or under the influence of narcotics or drugs as defined by §1194 of the Vehicle and Traffic Law. § 259-4 Enforcement: The Monroe County Sheriff ’s Department and /or any Law Enforcement Officer with jurisdiction in the Village of Hilton. § 259-5 Confiscation of vehicles: Any member of the Monroe County Sheriff ’s Department or any other law enforcement officer who shall encounter any person operating a Recreational Motor Vehicle or conveyance in violation of this chapter, or if the vehicle is operated by an individual under 16 years of age, or the Sheriff ’s deputy is unable to determine the owner of the vehicle or notify the owner of the vehicle, is authorized to impound said vehicle or conveyance to a place designated by the Monroe County Sheriff ’s Department or his designee. The owner or duly designated agent of the owner of such vehicle or conveyance may regain the same upon the payment of all expenses and charges necessarily and actually incurred by the removal and/or storage of said vehicle or conveyance. § 259-6 Penalties for offenses. A. Any person, firm or corporation violating or permitting the violation of any provision of this chapter shall be guilty of a misdemeanor and shall be subject to a fine of not more than $250 or to imprisonment for not more than 15 days, or both such fine and imprisonment. Any person of the age of 18 years or over, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction thereof, be punished by a fine not to exceed $500 or by imprisonment in the county jail for a term not exceeding 15 days, or both the case of a second or subsequent violation B. In addition, any and all persons, firms or corporations violating or permitting a violation of any of the provisions of this chapter or omitting or refusing to do any act required by this chapter shall severally, for each and every violation and noncompliance respectively, be liable for a civil penalty of $50. The imposition of all penalties for any violation of this chapter shall not excuse the violation or permit it to continue. The application of the above penalties or the provisions of this chapter shall not be held to prevent the enforcement of this chapter by other action.
