Bill Selke receives Willie W. Lightfoot Youth Advocate of the Year Award Each year, adults and young adults are recognized for dedication and selfless contributions to our community with the Young Citizen of the Year and Willie W. Lightfoot Youth Advocate of the Year Awards. The 2021 Willie W. Lightfoot Youth Advocate of the Year Award highlighted some exceptional individuals this year. A lifetime resident of Monroe County and long-time North Greece resident, William “Bill” Selke, was recently nominated and recognized by Monroe County Legislator Blake Keller on behalf of the County Legislature for his genuine passion and commitment to changing the world by
making a positive and lasting mark on the lives of area youth. At 90 years old, this passion has never been stronger. Selke is known for his vital role in many local groups and events across Monroe County, including the Youth Advisory Board, Intergenerational Fishing Day, the Youth Bureau Senior Holiday Ball, the Greece Kiwanis Festival of Youth, and more. Although COVID-19 and poor weather conditions led to the eventual cancellation of the ceremony, Selke was able to receive his award from Legislator Keller at the Parma Town Hall. The eagle has landed in Brockport For a number of years, the Emily L. Knapp Museum in Brockport has been the home of two taxidermy golden eagles. Although they were treasured artifacts, the museum had limited space in which to display both of them. For a short time, one of the eagles was on loan to the Clarendon Historic Society. The only information the museum had was on a scrap of paper indicating that one of the eagles had been prepared by Nathan Locke Davis and was part of the William Palmer collection.
After further research on Ancestry. com, it was discovered that Nathan was the child of Mary A. Locke, born in the town of Sweden in 1840. Mary married Walter Davis in 1875. Their son Nathan later settled in California and became a taxidermist. The Locke family’s history in Brockport and the town includes both the Covell and Comstock families. Recently, Dr. Rozenn Bailleul-LeSuer, curator at the Morgan-Manning House, has turned one of the building’s display rooms into a bird sanctuary in honor of Gifford Morgan who had a special fondness for wildlife and birds in particular. Gifford, D.S. Morgan’s youngest son, settled in Brockport and eventually acquired the Blodgett property on the east side of Lake Road in Clarkson. By restoring the original Blodgett millpond and excavating a second basin, Gifford created on his land what he hoped would become a wildlife preserve and a sanctuary for migrating birds. The room at the Morgan-Manning House now showcases many bird pictures and dioramas prepared by local taxidermists David Bruce, George Guelf, and Carl Akeley, and it seemed a perfect location to hold and display the eagle. Hilton senior Doron Indelicato has been named a Semifinalist for the 2022 class of the Coca-Cola Scholars Program. Selected from a pool of over 68,000 applicants nationwide, Doron is among 1,617 students chosen based on academic excellence, leadership, and service demonstrated in school and in their communities. Semifinalists are now asked to complete Phase 2 applications, which include essays, a recommendation, and transcripts. An independent selection committee will review the applications and select 250 Regional Finalists by the end of January to participate in online interviews. One hundred and fifty Coca-Cola Scholars will be named in March to receive a $20,000 college scholarship and participate in the Coca-Cola Scholars Leadership Development Institute facilitated by program alumni. A joint effort of Coca-Cola bottlers across the country and The Coca-Cola Company, the Coca-Cola Scholars Program is the largest corporate-sponsored, achievementbased scholarship program in the United States. Sweden Assessor will conduct 2022 update The Sweden Town Assessor has been contacted by the New York State Office of Real Property Services (NYS ORPS) to perform a 2022 assessment update of residential, commercial, and vacant properties in order to maintain an equalization rate of 100% and remain eligible for state aid. Residential home sales continue to be remarkably strong. When Assessor Tammy Baker reviews Town of Sweden sales each week, she says she is astonished that homes are still selling for so much more than what she has them assessed. Hilton CSD welcomes Matthew Schultz as Director of Transportation At its November 9 meeting, the Hilton Board of Education appointed Matthew Schultz to the position of Director of Transportation. He replaces the retiring Joseph LaMarca. Schultz served as Director of Transportation for the Brockport Central School District for the past three years. He began his career teaching social studies in the Greece Central School District before becoming assistant principal in Brock- Matthew Schultz port, a position he held at the High School, Middle School, and Fred Hill Elementary School. Schultz’s education includes a bachelor’s in history education from SUNY Geneseo, a master’s in education from SUNY Brockport, and a Certificate of Educational Administration from Canisius College. “I’m excited about joining a district that emphasizes educating the whole student, and where schools are viewed as the center of the community,” said Schultz. “Everyone I have met so far is welcoming and proud of Hilton CSD.” Schultz and his wife, Erica, live in Greece with their two daughters, grade six and pre-K. Commercial property in the Town of Sweden is selling at 2% more than assessed; vacant land at 6% more than assessed. Many Sweden property owners, particularly residential properties, have been reassessed two or three times in the last few years. However, Sweden assessments continue to lag behind market value, according to NYS ORPS. NYS law requires properties to be assessed at market value. Some residents ask what will happen if sales prices drop? Historically, that has not happened in western New York. If it does happen in the Town of Sweden, Baker says she will address it at that time. In the meantime, change of assessment notices will be mailed April 1, 2022. Ruiz breaks scoring record; named RWC Male Scholar Athlete of the Month Dylan Ruiz is goal-oriented. In fact, no player in the history of Roberts Wesleyan College men’s soccer has scored more goals than the 50 Ruiz has accumulated in his first four seasons as a Redhawk. Ruiz delivered one of the signature moments of Roberts’ fall sports season by scoring a hat trick in a 4-1 win over Lancaster Bible College in the National Christian College Athletic Association Tournament on November 17. His second goal eclipsed a 41-year-old record set by Jaime Rivera from 1977-80, and Rivera made the trip from his home in Miami to witness history at his alma mater. Ruiz, who scored 17 goals and earned first-team East Coast Conference honors this fall, shared an emotional embrace with Rivera on the sideline after eclipsing the mark. Ruiz, who was born in Canada but spent a great deal of his youth in Mexico City, where his parents Carolyn and Moises served as missionaries, is also driven to succeed

in the classroom, where he carries a 3.47 grade-point average. An accounting major who is considering becoming a CPA, Ruiz has been selected Roberts Male Scholar Athlete of the Month for November. Ruiz, who plans to return for a fifth soccer season in 2022, took a few moments to discuss his record-breaking career, relationship with Rivera, and spiritual growth at Roberts. The interview has been lightly edited for length and clarity. Soccer is huge in Mexico. Is that where you developed your passion for the game? “Yeah, definitely there is nothing quite like it. In Mexico, anywhere you go there are people playing on the street. You go out with your friends and play on the street with a couple of rocks and nets. Just growing up in that culture, it is something that everyone does. I have two older brothers who are seven and five years older than me. They were always really into soccer, and it was kind of a way for me to connect with them and bridge the age gap through sport. So, soccer has always been a passion of mine just because of the way that I grew up, the culture I was in, and the opportunities that it has given me.” Take me back to the moment when you became the career goal-scoring leader at Roberts Wesleyan College. “It’s pretty awesome. When I play soccer, I don’t have other thoughts in my head; it’s all just about that game, that play, and what I’m doing in that moment. My head just kind of clears, and that is one reason why I love soccer. Now, afterwards and kind of seeing the impact and seeing Jaime making all of that effort to be there and see it, it really does feel amazing just to leave my mark and have my name be at Roberts forever. To be able to do that for this school is awesome because I love this school. It has given me some of the greatest moments of my life.”
What is the connection between you and Jaime Rivera like? “He’s a great guy, and he’s a funny guy. He’s just very genuine, and he wants the best for everyone. I respected that, and I wanted to be able to do it for him. So, when I scored it, and I saw him there on the sideline, I had to go give him some respect, and he passed the torch to me.” You switched your major three times; why did you choose accounting? “I have always been someone who likes numbers, and accounting really drew me in. Someone explained it as a way of painting a picture with numbers. You can take the numbers that a company has in its statements; you can take those and figure out what is possible for a company to do and how they’ve gotten to where they’ve gotten. Unraveling what a business truly is through the numbers is what drew me in.” Why did you decide to come back, and what can we expect from you next season? “Everyone always says that college soccer comes and goes really quickly, and you need to enjoy it while you can. I plan on taking this opportunity and just finish with a bang. Hopefully, there are a lot of goals still to come. The extra year actually allows me to get enough credits to sit for the CPA exam while also playing soccer here at Roberts, so it is a win-win.” Was the faith aspect of Roberts something that appealed to you? “Yes. I have always been around the church and I have always been a Christian, so Roberts emphasized that, and I have actually grown in my faith a lot since I came to Roberts. It has been one of the greatest decisions of my life because if I was surrounded by other things, I don’t know if my faith would be as strong or as important to me as it is today.” Provided information and photo

John Nugent December 2, 2021. John Nugent was a lover of trees, golf, and basset hounds. He was known by many as “Nuge” and known by even more as simply “Bud”. He was an entrepreneur with an illustrious career spanning over 40 years in the lawn and tree business - many of which were spent helming his own company Nugent Lawn & Tree Experts. He touted an impressive New York State Certified Arborist title and was a highly skilled tree climber. John was born in Salamanca, NY on September 13, 1953 to parents Harold F. and Mary Gaynor Nugent. Following his graduation from Salamanca High School in 1971, he moved to the Rochester area to attend and graduate SUNY Brockport in 1975 where he met his wife Judy of 35 years. He remained a fixture of the Brockport community where his business was based. When he wasn’t working he was golfing. Never one to sit idle - upon retirement from tree climbing it became his passion, his new career. He was driven by an insatiable desire to deepen his knowledge about the game and constantly improve upon his skills. A kind hearted, fun loving man with a quirky sense of humor, he had a deep love for his friends and family. To know him was to love him. He lived for holiday traditions, The Beatles, and spending time with his grandchildren. John is predeceased by his wife Judy, his brother Jim, and his beloved Basset Hounds Forrest and Arnold. He is survived by daughters Megan (Remy) Cherin and Kelly Nugent; sister Kathy Nugent; sister Molly Nugent; grandchildren Jude and Edie Cherin; 3 nieces and 4 nephews. Small businesses encouraged to apply for grant program New York State’s small businesses are encouraged to apply for the $800 million COVID-19 Pandemic Small Business Recovery Grant Program. Grants are available for eligible small businesses that have revenues up to $2.5 million and are experiencing hardship due to COVID-19. Additional information and the application are available at https://nysmallbusinessrecovery.com/. Empire State Development and Lendistry, the minorityled Community Development Financial Institution that was selected to administer the program, are accepting and reviewing applications on a rolling basis. There is no deadline at this time. Questions about the program can be directed to Lendistry at 877-721-0097. Grants for a minimum award of $5,000 and a maximum award of $50,000 are calculated based on a New York State business’ annual gross receipts for 2019. Reimbursable COVID-19 related expenses must have been incurred between March 1, 2020 and April 1, 2021 and can include payroll costs; commercial rent or mortgage payments for New York State-based property; payment of local property or school taxes; insurance and utility costs; costs of personal protection equipment necessary to protect worker and consumer health and safety; costs for heating, ventilation, and air conditioning, or other machinery and equipment; and supplies and materials necessary for compliance with COVID-19 health and safety protocols. Additionally, the limitation for businesses that received Federal Paycheck Protection Program loans has been increased from $100,000 to $250,000. State Agriculture Commissioner Richard A. Ball is especially urging those in the agricultural industry to apply. Ball said, “There are so many agribusinesses that are still feeling the effects of the COVID-19 pandemic and facing many challenges after having lost markets at schools and restaurants. This grant program provides an opportunity for our food and beverage producers, our farmers, and our growers to access some much-needed capital to help recover their losses and rebuild their businesses.” To help those in the agricultural industry apply for the COVID-19 Pandemic Small Business Recovery Grant Program, the Department of Agriculture and Markets is hosting a webinar for interested businesses on December 13 at 11 a.m. The webinar will provide an overview of the grant program, the level of funding available, and how to apply for funds. Hilton sophomore completes Eagle project Hilton sophomore Blake Mott, son of Brian and Jessica Mott of Huffer Road, successfully completed his Eagle Scout project which consisted of restoring four Historic Markers for the Town of Parma and Village of Hilton. Blake demonstrated his leadership skills throughout the project. He planned, communicated, executed the work, and reported to the authorities with professionalism and timeliness. Four signs were removed from their locations, sandblasted, primed, and painted with New York State Historic Marker new colors of blue and yellow. Paul Kron provided instruction on sandblasting and the use of his shop for that task. Once restoration and repainting was completed, the Parma Parks Department had them reinstalled. The silent pandemic: COVID-19’s impact on mental health Forty-one percent of adults report struggling with mental health or substance use, according to the Centers for Disease Control and Prevention, up from 20 percent pre-COVID. Nearly one in three adults now report having symptoms of anxiety or depression. “Behind the masks, people are hurting,” says Geoffrey Hopkins, MD, Senior Medical Director for Behavioral Health at Excellus BlueCross BlueShield. “As we approach another year of living with COVIDDr. Geoffrey Hopkins 19, even more at-
tention needs to be paid to mental health challenges as our country wrestles with finding its new normal.” The National Center for Health Statistics, a part of the CDC, is monitoring the situation closely. In April 2020, it partnered with the Census Bureau to conduct an ongoing Household Pulse Survey designed to complement the ability of the federal statistical system to quickly respond to and provide relevant information about the impact of the coronavirus pandemic in the U.S. The survey is collecting information on symptoms of anxiety and depression experienced by participants. Results have been consistent since the pandemic began, with 30.8 percent of respondents reporting symptoms of anxiety and depression in Phase 1 of the survey (April 23 -May 5, 2020) and 27.3 percent reporting symptoms in Phase 3.2 (September 29 – October 11,
2021). For comparison, a similar pre-COVID NHIS survey conducted in 2019 found just 10.8 percent of adults aged 18 and over reported symptoms of anxiety disorder or depressive disorder. “If there’s any good news since the start of COVID, it’s that Americans have embraced telemedicine, with its increased access to behavioral health services,” says Hopkins. “Patients can see a specific behavioral health provider on an ongoing basis from the privacy of their home, where they feel comfortable and can call at their convenience.” He also points out that in areas that have a shortage of behavioral health professionals, especially those who treat children and adolescents, telemedicine offers patients access to behavioral health services that otherwise may not have been readily available to them.
Specialists providing care via telemedicine for behavioral health treatment include psychiatrists, social workers, psychologists, counselors, and nurse practitioners. Services include treatment of mental health conditions such as generalized anxiety disorders, major depressive disorders, dysthymic disorders, posttraumatic stress disorders, and adjustment disorders. Substance use disorders treated by telemedicine providers include opioid use disorder, alcohol use disorder, and tobacco use disorder. “If you’re dealing with mental health issues or substance use, speak with your primary care doctor, or ask your health insurer to help you find a behavioral health provider,” advises Hopkins. “You can get through this, you’re not alone, and you don’t have to suffer in silence behind your mask.” Provided information and photo

Commemorative bicentennial calendar available to Greece residents The Town of Greece published and is distributing a commemorative 2022 calendar in celebration of the town’s 200 year anniversary. Earlier this year, the community was invited to submit photographs to be featured in the calendar. Town Historian Keith Suhr gathered and evaluated all the submitted photos to create this project. The calendar consists of historical photographs from Greece residents and records. They offer a window into
the past and a view of the treasured elements of the town’s narrative, as told and seen by the residents who lived it. The collection of photographs serves to both memorialize and honor that story and allow the tale to continue to be celebrated by residents long into the future. Calendars are now available to purchase through the Town of Greece RecTrac System at https://bit.ly/ anniversarycalendargreece. The calendar is available to Greece residents only and is free, however, a postage and
handling fee of $2.50 per calendar will be required. Shall the proposition set forth in the legal notice of this special voter meeting, authorizing construction, reconstruction and equipping of existing school buildings and facilities, site and incidental improvements, all at an estimated maximum aggregate cost of $66,730,000; with the expenditure of $3,322,970 from the existing 2009 capital reserve fund for such costs, and $15,339,425 from the existing 2017 capital reserve fund for such costs, the appropriation of up to $947,605 from federal funds received or from other available funds for such costs, and the issuance of not to exceed $47,120,000 of debt obligations of the School District therefor, and the levy of a tax in annual installments therefor, with such tax to be offset by state aid available therefor, all as more fully described in said notice, be approved?
Section 2. Authority This local law is adopted pursuant to Cannabis Law §131 which expressly authorizes the town board to adopt a local law requesting the Cannabis Control Board to prohibit the establishment of cannabis retail dispensary licenses and/or on-site consumption licenses within the jurisdiction of the town and is subject to a permissive referendum, the procedure of which is governed by Municipal Home Rule Law §24.
The School District, acting as lead agency under the State Environmental Quality Review Act and the applicable regulations promulgated thereunder (“SEQRA”), has completed its environmental review and, on September 28, 2021, as amended on November 9, 2021, has duly issued a negative declaration and has determined that the implementation of the type I action as proposed will not result in any significant adverse environmental impacts.
Section 4. Severability If any clause, sentence, paragraph, subdivision, or part of this Local Law or the application thereof to any person, firm or corporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this Local Law or in its application to the person, individual, firm or corporation or circumstances, directly involved in the controversy in which such judgment or order shall be rendered.
AND NOTICE IS ALSO GIVEN that applications for absentee ballots to vote on the proposition may be applied for at the office of the School District Clerk. Any such application must be received by the District Clerk at least seven days before the date of the aforesaid special district meeting if the ballot is to be mailed to the voter, or the day before such special district meeting if the ballot is to be delivered personally to the voter.
