Holley Police Department undergoes several changes by Tami Raco Robert Barton was sworn in as the new Chief of the Holley Police Department on April 1 following the retirement of former Chief Roland Nenni. Barton has been with Holley PD since 2008. He retired from the Greece Police as a Sergeant in 2007 after a career in law enforcement that began in 1987. Barton started teaching Criminal Justice, Forensic Science, and Social Studies at the Aquinas Institute in 2008 while working in a part-time capacity as an officer in Holley. In 2015 Holley PD and Albion PD entered an inter-municipal agreement where one chief of police, Chief Nenni, oversaw both agencies. With Nenni’s retirement, each agency will now have its own chief. “It’s been a smooth transition,” said Chief Barton. Chief Nenni recommended Barton to fill his position upon his retirement. Although Holley and Albion police agencies are now operating separately, Chief Barton says they have a good working relationship. Chief Barton’s son, Officer George Barton, recently left Holley to accept a position in the Orleans County Sheriff ’s Department. He joined the Holley PD in

2015 and was the department’s full-time officer. He started his new job with the Sheriff ’s Department on Monday, April 26. Three new part-time officers - Thomas Kirk, Timothy Quatro, and Charles (Chuck) St. John - were sworn into the Holley Police Department on Friday, April 23, with the Mayor and Village officials present. Officer Kirk, a Spencerport resident, has 16 years of law enforcement experience working for the Rochester Police Department. In addition to Holley, Officer Quatro also works for the Perry Police Department. Officer St. John is a retired Lieutenant from the Greece Police Department who brings more than 20 years of experience in law enforcement to the Holley community. Although the village of Holley has less than 2,000 residents, Chief Barton has seen the Police Department undergo some positive growth and updates in technology since he began 13 years ago. When asked how he likes policing the Holley community, he said, “I like the small village capacity. It allows us to get to know people and allows them to get to know us. The village of Holley is a wonderful community, and I consider it an honor to serve the residents and businesses as their chief of police.” Provided photos

Brockport Research Institute among 2021 ATHENA Awards honorees Greater Rochester Chamber of Commerce and its Women’s Council affiliate presented Dixon Schwabl Founder and Chairman Lauren Dixon with their 35th annual ATHENA International Award. Cicely Strickland-Ruiz, United Way of Greater Rochester Chief Operations Officer, received the seventh annual ATHENA Young Professional Award, and Brockport Research Institute took home the fourth annual ATHENA Organizational Award. The ATHENA International Award is given annually to a professional female leader who has demonstrated significant achievements in business, community service, and the professional advancement of women. After a start in television, Lauren Dixon launched her own business in a

male-dominated field, which would go on to become one of the largest firms in our region. Dixon Schwabl has been one of the Top 25 Small Companies to Work for in America for 15 consecutive years, and ranked one of the Top 20 on the Ad Age list and the Top 20 on the PR News list for five years. Lauren’s unwavering dedication to the Rochester community over the past decades is evidenced by her exhaustive list of board, volunteer, philanthropic, and mentorship commitments. The ATHENA Young Professional Award recognizes emerging leaders in the 30 to 45 year old range who demonstrate excellence, creativity, and initiative in their business or profession. Recipients also provide valuable service by contributing time and energy to improve the quality of life of oth-

ers in the community while serving as a role model for young women both personally and professionally. As the United Way of Greater Rochester’s first COO, Cicely Strickland-Ruiz is instrumental in community building, process improvement, and team leadership. Among her many board and volunteering roles, Cicely currently serves on the Race, Equity, and Justice Initiative (REJI) Steering Committee, a collective impact initiative seeking to address racism and to build community capacity for racial equity. The ATHENA Organizational Award goes to a woman-owned or woman-led business or organization that creates a culture encouraging women employees to achieve their full leadership potential and supports

leadership development opportunities for women and girls in the community. Brockport Research Institute was founded in 2013 by CEO Dr. Sarah Silverstone to provide high-quality grant writing, evaluation, and professional development services to clients in K-12 and higher education as well as non-profit organizations. The company itself and the programs it helps to develop and fund are directed by a central goal of increasing opportunities, particularly for women and including a growing network of women of color, in the academic and professional spectrums. Hilton CSD Board of Education adopts $87.4M budget proposal for 2021-22 At its regular meeting on April 13, the Hilton Central School District Board of Education adopted an $87,378,298 budget proposal for the 2021-22 school year. This is a 3.45 percent increase from last year’s budget, which, if approved by voters, will result in an estimated 2.96 percent tax rate increase in Clarkson due to the town’s equalization rate decreasing from 100 percent to 95 percent; a 2.21 percent decrease in Greece; a 2.25 percent decrease in Hamlin due to a 91 percent equalization rate; and a 2.01 percent increase in Parma due to the town’s equalization rate decreasing from 97 percent to 93 percent. Using the equalization rates in the four towns, a home in the Hilton School District valued at $100,000 will see an estimated tax bill decrease of $50. “Building a school district budget is always a challenge due to the economic climate when the plan is being developed,” said Superintendent Dr. Casey Kosiorek. “The process has been especially challenging during the COVID-19 crisis, but we have been fortunate as a result of increased state aid to maintain our current staffing and programming. We are very thankful for this additional funding.” The proposed property tax levy increase is 1.83 percent, which is at the state imposed property tax levy cap of 1.83 percent.

District residents can vote on the budget proposition as well as a $1,159,511 bus purchase proposition, and two open positions on the Board of Education. “I want to thank the Board of Education, administration, and all who served on the building and department committees for their input during this challenging budget development process,” added Kosiorek. Voters will select two board members to serve three-year terms. The terms of Thomas Abbott and Russell Byer will expire June 30. politically speaking State Legislature passes bill requiring all new vehicles in NYS be electric by 2035 On April 26, S.2758/A.4302, sponsored by Assembly Environmental Conservation Committee Chair Steve Englebright and Senator Pete Harckham, passed the New York State Senate. The bill had passed the Assembly the week before and now heads to Governor Cuomo for his signature. The legislation directs the Commissioner of the Department of Environmental Conservation to establish regulations to ensure that 100 percent of new passenger vehicles are electric by 2035 and that medium- and heavy-duty vehicles are electric by 2045. By doing so, the bill ensures a smooth and orderly process to fully electrify all vehicles in New York.

With more than 11 million vehicles registered in the state, the transportation sector is the single largest contributor to greenhouse gas emissions in New York State, with much of that air pollution disproportionally affecting low-income communities and communities of color. As air pollution leads to higher cases of lung and cardiovascular disease, Black and brown communities have been hit hard by COVID19, which is exacerbated by pre-existing conditions. Next, Kirby’s extended its season into December, offering Christmas trees, wreaths, and poinsettias. And in 2020, a Community Supported Agriculture program was added. No matter how the business evolves, however, the Kirby family still works together to keep everything running smoothly. death notices William R. Hullfish Jr. Brockport - passed away peacefully surrounded by his family on Monday, April 26, 2021, at the age of 84. He is survived by his devoted wife of 59 years, Suzanne; sons Stephen, Jeffrey, Brian, and Matthew; 9 grandchildren; 2 great-grandchildren; his brother robert Hullfish and sister Judith Lewis. William proudly served his country in the United States Air Force from 1957-1963, touring the world performing with the legendary United States Air Force Band, Singing Sergeants, and achieving the rank of technical Sergeant at 25. He was a beloved professor of music at SUNY Brockport for almost 50 years – with degrees from the University of Maryland and a doctorate from the University at Buffalo. Always one for adventure, Bill canoed, hiked, and biked extensively through the United States and canada. In 1977 he and his family completed an epic, world-record-breaking family bike trip, from San Francisco to Atlantic city. Many in the community know Bill as the leader of the Golden Eagle String Band, which performed and recorded for the last 4 decades. Living in Brockport for over 50 years, Bill was a historian of the Erie canal and a lifetime member of the American canal Society. He authored books including “the canaller’s Songbook,” “Songs of the Horse-ocean Sailor,” and “the Erie canal Sings.” He also recorded an album of canal songs for Smithsonian/Folkways, “Grand canal Ballads,” and an album of songs for rochester’s Sesquicentennial. His musical contributions to the community also include performing in the Brockport Symphony orchestra and the GateSwingers Jazz Band. the community recognized Bill when he was memorialized as part of a mural in Brockport’s Sagawa park. Long fascinated by the headline-grabbing 1936 trial of the dog Idaho, Bill co-authored “the Brockport Murder Dog trial,” published this month by the History press. The Brockport Integrated Service Clubs Organization (BISCO), organizer of the Brockport Arts Festival, has been looking for signs that the pandemic is dissipating, making it safe enough to gather our vendors and our friends and neighbors for a 2021 festival. Sadly, we are not seeing them. In spite of vaccinations, and the continued requirement for social distancing, the virus still thrives. Our board of directors feels that we cannot be reasonably certain of a successful festival that will not endanger our community. Therefore, the festival is canceled for 2021, and will resume in 2022. In the interim, BISCO would like to continue supporting youth projects as best we can. For that, we will need donations from all of you folks. Spencerport Firemen cancel 2021 carnival The Spencerport Volunteer Firemen’s Association would like to provide an update to the community on the status of the annual carnival. Once again, we are grateful for the many messages of encouragement from the community and we thank everyone for their generous support and understanding. The leadership of the association has made the difficult decision not to proceed with this year’s event. The current pandemic restrictions that are still in effect state-wide regarding outdoor amusements presented challenges to the Firemen’s Association and with our ride provider, Hammerl Amusements. These restrictions have made it unrealistic to proceed this year. Although recent updated guidance from the Centers for Disease Control allows for the lifting of some COVID restrictions, the New York State Department of Health and Executive’s Office have not provided enough guidance that would allow for a widely attended community event. We will keep everyone updated through our social media platforms and our website on possible future activities. It is regrettable that this action was taken, but there was no other option. In closing, we are just as disappointed as you to have to deliver this message. The Firemen’s Association relies heavily on this event as one of our largest and most important fundraisers. The members of the Hamlin Fire Department have made the difficult decision to cancel the 2021 Firemen’s Carnival. The combination of dwindling profits and uncertain COVID requirements from the state prompted the members to, reluctantly, take this action. The carnival has been a Hamlin institution for many decades, but even before the pandemic, putting on a successful event was becoming very difficult. Over the last few years, the Hamlin Fire Department has been compensating for the loss of money from the carnival by creating several other, more popular, fundraisers like the gun raffle and lobster bakes. As the restrictions due to the pandemic evolve, there might be opportunities for additional fundraisers in the summer months. Monroe County’s long history of making recycling services more accessible to County residents continues throughout 2021, as the County’s Department of Environmental Services (DES) will again work with community partners and municipalities to host a series of mobile Household Hazardous Waste (HHW) and pharmaceutical collections. At these collections, residents can properly dispose of up to 30 gallons of chemicals such as paint, automotive fluids, fertilizers, household cleaners and pool chemicals at no charge. These events are especially important because if not properly disposed of, these types of chemicals have the potential to contaminate local waterways. Sweden Town Board takes several actions The Sweden Town Board has placed a moratorium on new solar farm and commercial solar project applications and is contemplating moratoria on wind energy conversion systems and battery energy storage systems. The board would like to standardize decommissioning requirements for the three types of projects and is also considering some other changes to each of the three sections of the Sweden Town Code. A committee will be convened in May and the board does not contemplate the amendments to require the full six months-time period normally set for moratoria. Public hearings on the new moratoria for battery storage systems and wind energy systems will be held concurrently on May 25 at 6 p.m. At its April 27 meeting, the Town Board approved the rezoning of less than four acres of property near the corner of Brockport Spencerport Road and Sweden Walker Road from single Family Residence to Retail Commercial. The owner of the properties is Bentley Bros. Inc. The Town Board will hold a public hearing on May 11 regarding a CARES Act grant application to build a new Senior Room at the Community Center. The Senior Room would facilitate social distancing, ventilation, and sanitation as a response to the COVID pandemic. That public hearing begins at 6:45 p.m. Provided information

Free compost available for Monroe County residents Every year, over 20,000 cubic yards of leaves are composted at the Monroe County / Waste Management ecopark. Composting is a natural process that uses decomposition to turn organic material, such as leaves, into a rich, dark soil that is coveted by gardeners. This earth-friendly end product – compost – is available for free to Monroe County residents only at the Monroe County / Waste Management ecopark during normal operating hours (no businesses or professional landscapers). Yard waste takes up valuable space in local landfills, as evidenced by a 2010 study of items disposed by Monroe County residents. That investigation revealed that 17 percent of local waste was comprised of leaf and grass clippings and tree and garden debris that could have been recycled or composted. Uncontaminated yard waste should never be sent to landfills and should not be placed in curbside recycling bins. When yard waste is composted and used as a soil amendment, it promotes erosion control and closes the loop by avoiding the loss of valuable organic resources. Supplementing of soils with compost also increases water holding capacity and reduces the need for watering and fertilizers. Compost is available at the Monroe County ecopark during normal business hours: Wednesday from 1 to 6:30 p.m. and Saturday from 7:30 a.m. to 1 p.m. The ecopark is located at 10 Avion Drive in the town of Chili. Compost is also available seasonally at the Town of Ogden Highway Department, 2432 South Union Street, Spencerport. Residents should provide their own containers and shovel. Provided information

Botrytis blight in tulips by Kristina Gabalski Colorful and easy to grow, tulips are a staple of spring gardens. They come in a wide range of colors and brighten the yard and garden throughout spring. The mix of weather we have experienced this spring is very typical, but tulips show remarkable resistance to repeated beatings from wind, rain, and springtime snow. They are, however, susceptible to a fungal disease brought on by cool, wet conditions. If you are noticing tan or white-colored blotches on your tulip petals, stems, or foliage, you might think it is due to crazy springtime weather swings, but it probably is not weather-related damage. Botrytis blight is a fungal disease, sometimes called Tulip Fire, that affects all parts of the plant, including the bulb. Be on the lookout now, as the infections are visible. The cool, wet weather of spring - 60 degrees F or less - is favored by the fungus, and days of rainy, wet weather or frost can make the situation worse. Once your tulips have been infected, the fungus will return year after year. It also spreads easily to other tulips in your yard. According to the Plant Disease Diagnostic Clinic at the Cornell University College of Agriculture and Life Sciences, symptoms include leaf malformations and/or light tan patches on leaves. These infections are somewhat sunken, yellow to light tan in color, and are surrounded by a watersoaked area. On colored flower petals, the spots appear white; if your tulips blossoms are white, the spots will appear brown. Stems show gray to brown infections and likely will collapse. On the flower bulb, Botrytis blight shows yellow to brown, somewhat sunken, circular lesions. Small, shiny black sclerotia, which are the resting structure of the fungus, can develop on rotting leaf, flower, stem, and bulb tissue. The fungus overwinters as sclerotia in infected plant debris. The fungus infects tulip leaves as they emerge in the spring. Spores produced in infected areas will spread, causing infections on other leaves, petals, and stems. It is easy to understand why Cornell recommends managing the disease through inspection and sanitation. Remove any plant parts affected, or cut back the entire plant at the base. It is also best to avoid clean-up and removal of plant material when the plants are wet, either from rain or dew, as the infection easily spreads in wet conditions. If you leave bulbs in the ground, you can try using a fungicide in the spring as leaves emerge to help control the disease. Use a fungicide labeled for use on Botrytis blight in tulips and follow label directions. Spray the tulips, following label directions, until the blooming stage. Another important management strategy is rotating your tulip bulb plantings, just as you do vegetables in your vegetable garden. Refrain from planting tulips in the same location no sooner than every third year. Planting in a spot with sun and good air circulation as well as good soil drainage is also helpful in controlling Botrytis.

by Tami Raco Anthony (AJ) Gruttaduro, a 2016 Brockport High School graduate, has been active in track since middle school. He began race walking in 2015 with his first race at SUNY Brockport. Race walking became AJ’s sport as he continued to train and compete while attending West Virginia University. In 2018 he was the first U.S. competitor to cross the finish line in the 50k IAAF World Race Walking Championship in China. After graduating from college, AJ decided to focus on his sport, hoping to qualify for the Summer Olympics. AJ moved to Owego, New York, to train closely with his coach Erin Taylor Talcot. He trains multiple times a day, including training out on the roads and doing yoga, core work, stretching, and rolling. As part of his training, AJ cleaned up his diet by cutting out processed foods and eating primarily plant-based and natural foods. “Ice cream is what I miss most,” he laughed. Full-time training is not easy for a new college graduate with student loans and expenses. “A pair of shoes last me one month,” AJ said, as he puts approximately 100 miles on his sneakers per week. But to pursue his dream of being in the Olympics, he recognizes the need for the sacrifices. AJ has competed in race walking events in Guatemala, Ohio, New Mexico, and Philadelphia, all part of a strategy to move him closer to the Olympics. In December, AJ completed the Guatemala race with a personal best time, which helped him greatly with the world rankings.

AJ Gruttaduro competing in a race walking event in Ohio. The 2020 Olympics were postponed due to the pandemic and are tentatively planned for this summer in Tokyo. Although it appears international spectators will not be permitted, AJ is still moving forward with the hopes of competing in the games. Finding qualifying events has been a challenge with all the pandemic-related restrictions and cancellations. AJ had plans to compete in an important qualifying event in Ecuador, but the U.S. decided not to send a team due to State Department recommendations. AJ continues to look for other international events to help him qualify for this summer’s Olympics. There may be an opportunity in Finland at the end of May. “My coach and I will need to figure out what is best to qualify. It will be close,” AJ said. Race walking became an event in 1904 during the London Olympics. At that time, it was part of the Decathlon. In 1936 it became its own event, the 50k walk being the longest foot race in the Olympics. There are three athletes chosen for the U.S. Race Walk team per event. AJ and his family, who reside in Brockport, are excited with the hopes that this July, AJ may be part of the 2021 U.S. Olympic team. Provided photos

Festival of Ten offers a theatrical smorgasbord Twenty-two years ago, the Department of Theatre and Music Studies at SUNY Brockport produced their first 10-minute play festival, having started planning for it two years prior to that. Paddling Stewardship Program for NYS Canals launched The Erie Canalway National Heritage Corridor, along with the New York State Canal Corporation, has launched the NYS Canalway Water Trail Stewardship Program to help ensure the Erie, Cayuga-Seneca, Champlain, and Oswego canals are welcoming and safe for paddlers. Individuals, families, groups, and organizations are invited to adopt a section of the 450-mile NYS Canalway Water Trail from May through October. “As we invite more paddlers to use the NYS Canal System, we are providing resources, improving access, and now promoting good stewardship to ensure that paddling here is a world class experience,” said Bob Radliff, Executive Director of the Erie Canalway National Heritage Corridor. “We are thrilled that outdoor enthusiasts, including boaters, cyclists, nature lovers, and paddlers, are enjoying this National Historic Landmark. With that, comes the need for good stewardship to protect the waterway.” The canal system opens for the season on May 21. Volunteer stewards will perform light maintenance at launch sites, observe and report issues, and act as friendly ambassadors for paddlers using the waterway. Volunteers will steward a section of approximately 10 miles of the Water Trail, contributing about four to six hours a month. All volunteers will complete a virtual orientation, be provided t-shirts and supplies, and have access to additional training. All volunteers must be at least 12 years old (with adult supervision). politically speaking Guidance needed on fire department carnivals On April 26, Governor Cuomo released new guidance that allows the New York State Fair to safely reopen this summer. Although this is great news, communities across the state are left wondering if their local fire department carnivals will be allowed to resume as well. Assemblyman Josh Jensen said the announcement is a step in the right direction but that it is well overdue for the state to provide guidance on fire department carnivals. “For fire departments across New York, including in Monroe County and the 134th District, first responders rely on their annual carnivals as their primary fundraising event of the year, and every day that passes without more information from the state hurts communities more and places potential fiscal strain on these organizations,” said Jensen. “The fair and carnivals are similar in nature, and while fire department carnivals take place on a smaller scale, they are just as important for our communities. Our volunteer fire departments depend and rely upon the money raised at these carnival fundraisers to sufficiently operate.

After such a difficult year, our volunteer fire departments need these fundraising events more than ever before; they do not deserve to be left in the dark by our state government,” he added. Provided information
