Dear Western alumni and friends,

You are a significant part of Western’s history. You have generously supported Western, and by doing so you have helped write the history of the College’s first 100 years. Western has persevered through many challenges as many milestones have been achieved over the years. With new and remodeled buildings, recently created academic programs and modern technology for teaching and learning, Western is constantly evolving to make the best education available for students. Yet as the old adage goes, “the more things change, the more they stay the same.” Although higher education continues to face a difficult economic climate, there is one thing of which we can be certain. Western is facing these challenging times head on, and in spite of state funding limitations our successes continue, thanks to the resilience and tenacity of the Western community. This year’s first historic moment was the opening and dedication of the new College Center. This LEED Gold certified building was made possible through a partnership with the Western State College Foundation. The Center features over 35,000 square feet of space on both of its main floors. It is home to the main cafeteria now known as the Rare Air Café, the College Bookstore, a ballroom and a 200-seat 3D movie theater. The new building brings together the campus and the Gunnison Valley communities. Other historical moments this year include:

• I n February, the College received official accreditation for its new graduate programs, which had been discontinued in 1989 per State legislation.

•L ast spring, Western students approved a facility fee that will make possible construction of a new residence hall facility as well as a new field house and recreation/fitness center. All new construction will occur on the west side of campus and includes the demolition of Keating Hall and the Shavano apartment complex.

• The 2010-2011 academic year has been declared the Year of Sustainability as a result of a student initiative to create a campus-wide awareness of Western’s commitment to resource conservation and environmental stewardship.

As we look from our heritage to our horizon for Western’s second century of service, we see the challenges that lay ahead. But as our history has demonstrated, we are ready to face and overcome those obstacles. Western alumni and friends, students, faculty and staff have begun writing the history of our second century. To my Fellow Alumni and Friends, It has been over eight years of service to the Foundation and the College as part of my terms on the Board of Directors for the Western State College Foundation. It seems like it has only been a few weeks and we have so much more to accomplish. I have always believed that we as people should give back as part of being successful in their life. As President of the Foundation Board of Directors, I appreciate even more what we do for the people around us and how much pleasure there is in helping with the further success of the College. We have taken on many small and large projects all of which could not been accomplished without the generous people that been part of the Foundation and the College. Western State College was a big influence on my life’s development and as I thought back on those experiences I saw campus life and the College Center as being the centerpiece of those experiences. I have believed that a large part of the campus life and reasons attending is the environment in which we live. With the completion of the Borick Business Building, College Center, new track, improvements to Kelley and Taylor Halls, plans for the new residence halls and the field house it will be hard not to think of Western State College as a centerpiece of State colleges in Colorado and around the country. We have always had the academics, programs and the tradition of excellence in place. We now have the final reason for young people to be excited to attend our wonderful College and become part of the tradition of Western State College. Come Home to the new College Center

The Western State College Foundation celebrated the opening of the new $28 million College Center February 12 and 13, 2010.

The College and Foundation partnered College Center is LEED Gold certified, featuring over 75,000 square feet of space. It contains a main cafeteria, Rare Air CafÊ; a grill, Mad Jack’s; the College Bookstore; and a ballroom, a 200-seat movie theater, and much more. The range of activities headquartered in the Campus Center engages students of every interest. As students enjoy the outstanding meal plan and retail dining, an impressive menu of student services, and overwhelming opportunities for engagement and activity, they are extending and enhancing their educations in powerful and transforming ways in community with each other, the faculty, staff and local residents.

College Center Dedication Gala

The Western State College family joined the Gunnison Valley community to celebrate the College Center Dedication on Friday, February 12, 2010. Guests enjoyed live music, hors d’oeuvres, self-guided tours, the unveiling of the donor wall, ribbon cutting, and a host of other touches that made the event unforgettable. Early arrivals also enjoyed Duane Vandenbusche’s narrated slide presentation of the history of Western State College and the Gunnison Valley in the Prosser Theater.

College Center Celebration Banquet On Saturday, February 13th, the Western State College Board of Trustees, President Jay and Dawn Helman and the WSC Foundation Board of Directors hosted a banquet for donors to the College Center in the new building’s Ballroom. Guests dined on a four-course meal by Sodexo, and enjoyed an award presentation and music by Ken Todd and Alicia Belgiovane, the Western State College Chamber Singers and the Swing Doctors. WSC Foundation Board of Directors President Don (’73, ’75) and Donna Prosser were presented an award for their provision of the Prosser Theater in the College Center. Other Foundation Board members recognized who were present included Malte and Pam vonMatthiessen; Art (’78) and Susan Harter; Valerie Hastings (’83) and Stephanie Day; Stu Kaplan (’70); David McEntire (’80), and Jyl Voss (’76) and her family, Milt and Mark (’83). WSC Board of Trustees Gregg Rippy and his wife, Marilee, and Sandy Mark (’86) were also recognized for their support of the College Center at the banquet. Other donors present included Carol Greenlee; Jim and Sue Oates; Dick (‘54) and Donna (’62) Bratton; Jim (’78) and Teresa Peay and Chuck Gamber (’73).

The Western State College Foundation was incorporated on August 22, 1975 with the generous bequest of former Colorado Governor Dan Thornton and his wife, Jessie. The Thorntons’ gift created one of the finest undergraduate biology programs in the country. The founder of the Western State College Foundation was L. Richard “Dick” Bratton (’54), an attorney in Gunnison and a former member of the Western State College Foundation Board of Directors. To this day, the Foundation Board of Directors still conducts, manages and controls the business and affairs of the WSC Foundation. The purpose of the Western State College Foundation is to promote and support Western State College of Colorado, including any activities which are directly or indirectly related thereto. The WSC Foundation serves as the depository of private funds raised by the Western State College Foundation and Western State College. The Foundation’s home, the Aspinall-Wilson Center, was dedicated on August 4, 1984. Named after Joan Adams-Wilson, whose family donated the land for the building, and Wayne Aspinall, a former member of the Colorado House of Representatives, the Colorado Senate and the United States Congress, the Aspinall-Wilson Center is still home to the Foundation. Both the Wilson and Aspinall families contributed in many ways to the Gunnison Country and especially Western State College. Since the Thorntons’ generous gift, countless Western donors have transformed dreams into reality, clearly demonstrating the absolute power of private support. Some of the following accomplishments could not have come to fruition without the generosity of Western alumni and friends:

Ruland Property Dick Bratton, Tom Havens and Dan Tredway led the effort to raze the Ruland Middle School building. Close to 300 Gunnison community members made contributions to purchase the property for Western. Elnora Smith and Don Eastman (’51) came forward with financing to secure the $600,000 Ruland Middle School site. The WSC Foundation purchased the five acres of land from the City of Gunnison and deeded it to the College, creating a gateway to Western from Highway 50.

All-Weather Track in Mountaineer Bowl In 1980, a $117,000 grant from the Helen K. and Arthur E. Johnson Foundation was acquired by the WSC Foundation for a new all-weather track. At that time, it was the largest grant ever given by the Johnson Foundation.

Tracy Borah Mountaineer Sports Hall of Fame Room The Hall of Fame Room, completed in 1999 in the Paul Wright Gymnasium, established a permanent home for athletic memorabilia, including trophies, jerseys and letter jackets of Western’s most prestigious athletes. Louie Carleo (’74), a previous Western State College Board of Trustee and a former member of the Western State College Foundation Board of Directors, led the way with a generous gift, and others quickly followed to make the Hall of Fame Room one of the most interesting meeting rooms on campus. 8


Western’s Second Century Capital Campaign

Celebrating the 100th anniversary of Western’s charter In the summer of 1999, Western began the silent phase of a five-year effort to raise $5 million in the first capital campaign in the College’s history – an ambitious but “do-able” project, according to the College’s consultants. Officials soon learned that their goals were too modest. At Western’s Centennial Homecoming Celebration in 2001, Paul Rady (’78), the Campaign National Chairman and then-President of the WSC Foundation Board of Directors, announced that the original goal of $5 million had been reached and surpassed only halfway through the Campaign, and a new goal of $10 million had been set. However, the $10 million goal was reached one year early, with a total of $10.3 million raised. Western donors celebrated the Centennial in most generous style, providing program and technology support and endowments in academic programs, athletics, the arts and scholarships. Three $1million gifts helped to reach the Campaign goal. Ethel Rice (’63), a retired Technical Services and Special Collections Librarian and a former member of the Western State College Foundation Board of Directors, designated an estate gift of $1 million, the College’s first, to establish an Endowed Chair in Art in 2000. This was the first seven-figure gift commitment to Western. In 2001, Paul Rady, a former member of the Western State College Board of Trustees, made a cash gift of $1 million to establish an Endowed Chair in Petroleum Geology. It was the largest cash gift in the College’s history, and the first $1 million gift received by the Foundation. Paul’s gift enabled Western to create a new curriculum for Petroleum Geology and to hire energy industry leaders to teach courses. John Brach (’71) gave Western’s third million-dollar gift. In 2001, John announced that he was making a gift through his estate for $1 million to purchase books and research materials related to the history of the American West for Western’s Savage Library. Western’s Second Century Campaign exceeded everyone’s expectations. It was an amazing start for Western entering the new Millennium! 9


Studio Theater Lobby in Taylor Hall

Renovated in 2002, the Theater Lobby was the first venue constructed entirely through private gifts, and the sole “bricks and mortar” project in Western’s Second Century Capital Campaign. More than a simple entryway, the lobby links three performing areas: the Taylor Auditorium, the Martin Hatcher Theater and the Studio Theater. A “Gateway to the Arts” at Western, the Lobby also serves as a theater museum, a community outreach center and reception venue.

New All-Weather Track in Mountaineer Bowl

After using a track that was out-of-date, out of regulation and out of life, the Western State College Foundation, in cooperation with the Department of Athletics, raised the needed funds to install a new track in the Mountaineer Bowl in 2005. The majority of the funds of the $800,000 project came from private gifts.

The Borick Business Building

On Friday, September 16th, 2005 the WSC Foundation hosted a banquet to celebrate the groundbreaking for the Borick Business Building. Western State College received the largest gift commitment in its history, a $3 million challenge from Steven Borick (’75) and Family, to build a new $6 million, 25,000 sq. ft. business building on Western’s campus. The Borick Family gave the first $1,000,000 in December, 2003, as a “seed gift” and contributed the remaining $2,000,000 after the challenge was met. Added amenities pushed the final budget to $7.1 million, which donors generously supplied. The Borick Business Building was the first major academic building, at any public college or university in Colorado, built, furnished and equipped entirely through private investment. Borick received LEED (Leadership in Energy & Environmental Design) Silver Certification, the first building at Western to achieve a LEED status. The Dedication of the Borick Business Building was held during Homecoming on Friday, September 14, 2007.

Professional Land and Resource Management

Western’s PLRM Program is the first privately funded Land Management degree program in the nation. A group of alumni, friends, companies and firms joined together to give over $3 million to endow this new academic program at Western. Classes in the new PLRM emphasis in Business Administration began in the 2008 spring semester. Western’s PLRM Program is the only such program in the Rocky Mountains, and one of only six nationwide.

W.A. “Tex” Moncrief, Jr.

Over the past several years, Texas oilman Tex Moncrief of Ft. Worth, Texas has invested more than $5.5 million to Western through the WSC Foundation, making him the largest single benefactor in Western’s history.

Tex’s gifts have created:

• the W.A. “Tex” Moncrief, Jr. Chair in Petroleum Geology;

• the W.A. “Tex” Moncrief, Jr. Petroleum Geology Endowment for Excellence; • the W.A. “Tex” Moncrief, Jr. Chair in Professional Land and Resource Management; • and the W.A. “Tex” Moncrief, Jr. Chair in Anthropology.

Center for Environmental Studies

Western’s Environmental Studies (ENVS) Program, due to its interdisciplinary nature, never had a headquarters for instruction, lab work, advising, faculty offices and collaboration – until recently. A state-funded renovation of Kelley Hall was completed in 2007, and includes a new, privately-funded home for the ENVS Program. The new site houses a lecture hall, seminar room, lab and faculty offices. Malte vonMatthiessen, a former member of the Western State College Foundation Board of Directors, and his wife, Dr. Pam vonMatthiessen, made a $300,000 lead gift commitment to the ENVS Program, toward the $850,000 Campaign to create the program’s headquarters in the renovated Kelley Hall. To gain a LEED Gold Certification on the entire Kelley Hall project, the new facility incorporates recycled and eco-friendly materials, including a cork floor, denim insulation, carpet squares, solar panels, natural lighting, efficient T-12 lamps, smart wood and other sustainable building materials. The College celebrated the LEED Gold status during Homecoming, 2010. 11


College Center

Western State College Foundation celebrated the opening of the new $28 million College Center February 12 and 13, 2010. The College and Foundation partnered College Center is LEED Gold certified, with over 75,000 sq. ft. The Ballroom is the most elegant and functional meeting space in the lower Valley, suitable for everything from hosting dignitaries, formal lectures and elegant receptions to campus preview gatherings and the High School Prom. The well-appointed, smart meeting rooms host the city leaders, local and regional nonprofits, student government and more. And the College Center is the destination for students and local residents alike, as the home of Gunnison’s only movie theater, an amenity that the College and Community have been craving for years. Don Prosser (’73,’75), President of the Western State College Foundation Board of Directors, his wife, Donna, and their family led the College Center Campaign with a gift commitment of $1.5 million to provide the Prosser Theater in the new facility, an addition the College and Foundation could not have provided without this monumental gift.

$1 Million Club

In addition to Tex Moncrief, Steve Borick, Paul Rady, Ethel Rice (who made a gift commitment of an additional $1 million in 2006), John Brach and Don Prosser (whose million dollar gifts were profiled on the previous pages), there are a few other members in this prestigious giving club. Bill (’54 and ’58) and Janet (’57 and ’63) Smith designated $1 million in their estate plans to Western to provide the Bill and Janet Smith Scholarship which will provide assistance to WSC students with high academic achievement. Their estate gift will also establish the Bill and Janet Smith Visiting History Professor Endowment. Gerry Shear (’92), a member of the Western State College Foundation Board of Directors, is the youngest donor to make a $1 million gift commitment. He did so through a gift provision through his estate plans. One half of his gift is unrestricted, and the other half is designated for the Department of Business, Accounting and Economics. 12


By the Numbers

Western State College Foundation has grown remarkably since its inception. The Foundation distributes over $2 million annually to the College, with nearly $600,000 of that designated for scholarships. Every department on campus benefits from Foundation support. Funds maintained by the Foundation number 375, with 159 of them being endowed perpetually. Since 2005, Western State College Foundation has tripled its asset base to more than $30 million. This translates into nearly $14,000 in assets-perstudent, exceeding the assets-per-student levels of several of the State’s large universities. From 2004-2009, Western received, in charitable gift revenue alone, more than $26 million (nearly 35 million since 2000), 48% more than its next closest Colorado state college peer. In that same time period, Western’s Foundation distributed $9 million to the college. The successes of Western State College Foundation are a reflection of our loyal Western alumni and friends. The Foundation’s past is a tribute to you! In every chapter of Western’s history, you have written passages of hope, triumph and promise. In recent years you have risen up to new and inspiring levels of support that have set Western above our peers with regard to private investment. With you, Western will continue to grow stronger, elevate its visibility, enhance its reputation and advance its mission beyond what seems possible.

The next Century holds unlimited potential and promise, and we look forward to taking this exciting journey with you!

Mountaineer Athletic Association The first mention of the Mountaineer Athletic Association can be traced back to the days of Head Football Coach O. Kay Dalton with the creation of the Century Club in the 1963-64 academic year. For just $100 each year, members could enjoy all the benefits of supporting the Mountaineers and the various sport programs that existed in the 1960s. The Century Club maintained its current membership level - $100 a year – until inflation and the need for additional funds encouraged the creation of different membership levels. The Century Club was renamed the Mountaineer Century Club in the 1989-90 academic year, and then adopted the current Mountaineer Athletic Association title in 1995. The MAA corporate partnership program started a year later to create additional means for businesses to become involved at a larger level and to create additional marketing avenues for those businesses. From the original 32 members in 1996, the corporate partnership program has grown to 77 local and regional businesses and corporations in 2009-10. In 2001, the Sam Boyd Crab Feed, Auction Dinner and Casino Night was started and has raised nearly $200,000 in nine years. More than $25,000 was raised for studentathletes last year, the third-highest total in the event’s history and the most since 2006. Last year more than $270,000 was raised for the scholarship needs of Western State College student-athletes with the support of 361 corporate and individual members. Among public NCAA Division II institutions with football, the Mountaineers continue to be among the national leaders in private support, in part from the generosity of the MAA members.

Donald (Don) W. Prosser (’73,’75) currently serves as President for the Foundation Board. A Certified Public Accountant and entrepreneur in the Denver area, Don specializes in tax and securities accounting. He is currently serving as a Director of Veracity Management Global, Inc., Avatar Technologies, Inc., Colorado Oil and Gas, Inc. and Arete Industries, Inc., where he serves all as Chairman of the Audit Committee and the Company’s Financial Expert under the Sarbanes Oxley Act. He is former Director and CFO of an American Stock Exchange Company, VCG Holding Corporation. He has also served as CFO and Director for the following publicly traded companies: Chartwell International, Inc., a publisher of high school athletic information and recruiting services; Anything Internet Corporation, a computer equipment and internet services provider and its successor Inform Worldwide Holdings, Inc.; and NetCommerce, Inc., an Internet services provider. Don and his wife, Donna, currently reside in Denver, Colorado. 16

David R. McEntire, a 1980 Business graduate, is President-Elect of the Foundation Board and will begin his term as President in January, 2011. He is President of Amstar Homes, in Las Vegas, Nevada, and a member of the southern Nevada Home Builders Association Board of Directors. David is a 30-year veteran homebuilder. He began his career with North American Homes in Colorado, and after nine years expanded into the Las Vegas market as Mainland General Manager for Honvest Corporation. David has been or is currently the Owner, Managing Partner or General Manager of multiple Las Vegas communities. Blessed with 4 children he and his wife, Sarah, live in Las Vegas.

Roy V. Hood, a 1966 graduate of Western State College, serves as Vice President of the Foundation Board of Directors. He earned his M.B.A. from New York University in 1970. From 1970 to 1985, Roy was an officer in the Financial Division of Aetna Life and Casualty Company, and ultimately became President of its oil and gas exploration and production company. In 1985 he formed Resource Investors Management Company (“RIMCO”) and raised, invested and managed over $1 billion of funds committed to the energy industry. RIMCO was subsequently acquired by an affiliated entity, RIMCO Production Company, Inc. (“RPC”), an oil and gas exploration and production company. He was Chairman and Chief Executive Officer of RPC until it was sold in June, 2005. He currently serves as Chairman and Chief Executive Officer of RIMCO Royalty Management Company, L.L.P. and participates as a member of the Board of Directors of three non-affiliated entities. Roy and his wife Doris, a Meteorologist at NASA, reside in Seabrook, TX, and are avid skiers and sailors.


Jyl Voss (‘76) currently serves as Secretary for the Foundation Board of Directors. Jyl earned her M.D. degree from the University of Colorado Health Sciences Center and has been practicing Obstetrics and Gynecology in the Denver, Colorado area for 15 years. She has been an active member of the medical staff, most recently serving as Chair of Credentialing for Sky Ridge Hospital. Jyl is a native of Kansas, but has strong ties to the Gunnison Valley as her father, Milton Voss, is a local resident. She enjoys traveling, and many sports and outdoor activities. Jyl is one of Western’s Portrait of Excellence Honorees.

Jim Musgrave, a 1964 graduate and formerly from Colorado, is serving as Treasurer for the Foundation Board of Directors. He resides in Scottsdale, Arizona, where he is involved in real estate. A long-time supporter of Western, Jim strongly believes in the continued high quality of education and athletics to promote the achievement of future excellence and pride of accomplishment.

Donald “Chip” Creager (’85) is the Immediate Past-President of the Board of Directors. He owns Creager Mercantile, a supplier to convenience stores. Creager Mercantile’s products include candy, beverages, groceries, medicines, and tobacco. He is a past president of the Kiwanis Club of the Denver Tech Center. He has been the lead advocate for Kiwanis at Marilee center for ten years working with at risk youth. He is also President of The Colorado Association of Distributors. Chip enjoys skiing and golf with his wife, Robin, and their sons, Max and Andy. Chip has climbed 39 of Colorado’s 14er’s.

James Christian is a 1982 graduate of Williams College. He currently serves as a Managing Member at Benolivia, LLC. He has served as Managing Director at Anschutz Investment Company, Managing Director at Paribas and Vice President at Dillon, Read & Company, Inc. He and his wife, Pam, reside in Gunnison, Colorado.

Donna Faulkner, a 1968 graduate, taught in Georgia, Arizona, and eventually at Phillips University in Enid, Oklahoma, where she earned her M.Ed. In 1978, Donna started Faulkner Corporation, an oil and gas company and a related drilling company, where she has been comptroller for the past twenty years. Donna resides in Crawford, Colorado, where she enjoys raising and riding horses.

Art Harter is a 1978 business graduate of WSC. He is Senior Vice President with Morgan Stanley Smith Barney where he has spent over 32 years of his professional career. He has served on the Boards of Colorado SIDS and Eastern Hills Community Church. Art and his wife, Susie, have three children and reside in Centennial, Colorado. Their oldest daughter, Mallory, is a recent graduate of WSC. The Harters enjoy skiing, traveling, sports, music and riding horses.

Valerie Hastings graduated from Western with a B.A. in Accounting in 1983. A member of both the Colorado Society of Certified Public Accountants and the American Institute of Certified Public Accountants, Valerie is a certified public accountant with over 26 years experience in accounting, tax and business consulting. In addition to her CPA practice, she is also the owner of Specialty Plating, Inc., an industrial surface finishing shop. Valerie has been a volunteer firefighter/ engineer for the City of Golden, Colorado for 12 years, and is currently the Secretary/Treasurer for the department and also the President of the Fire Department Pension Board. She currently resides in the City of Golden with her partner of 15 years, Stephanie Day, and their son, Corbin, who is 7 years old.


Kathleen (Kathy) Lutito, a 1985 Western graduate, is President and Chief Investment Officer of Qwest Asset Management Company (QAM), a subsidiary of Qwest Communications International, Inc. QAM is a registered investment advisor and is responsible for the investment management of the Qwest employee benefit trusts, which total $15 billion. Kathy holds the Chartered Financial Analyst designation and has a Masters degree in Finance. Kathy and her husband, Mike, live in Denver, Colorado and love spending time with their two boys, Nicholas and Matthew.

Sean Markey is a 1993 graduate Ken Moffitt, a longtime friend of Western, of Western. He earned his medical is a retired executive of Ingersoll-Rand degree in 1997 from the UniverCompany after 44 years. He is former sity of Colorado Health Sciences Vice President and General Manager of Center, where he also completed his the Rotary Drill Division. Ken has surgical internship and neurosurexperience working with College and gery residency. He is board certified University Foundations, serving on other by the American Board of Neurohigher education boards. He is also a logical Surgery. Sean has served former Crested Butte Music Festival Board as the Director of Neurosurgery at member and Board President. Ken and his Littleton Adventist Hospital and wife, Barbara, divide their time between currently serves as the Director of Crested Butte, Colorado and Scottsdale, Neurosurgery at Parker Adventist Arizona. Hospital. He also serves as faculty for a number of medical device companies, which includes ongoing work in the development of new spinal surgery techniques. He has been listed in 5280: Denver’s Mile-High Magazine as one of the city’s top doctors for his work with brain and spine disorders. Dr. Markey currently serves as the Neurosurgical Consultant to the Denver Broncos. Sean is an active member of the American Association of Neurological Surgeons, the Colorado Neurosurgical Society, the Congress of Neurological Surgeons and the Western Neurological Society. Sean and his wife, Kristina, currently reside in Denver, Colorado and have three daughters. Outside of medicine Sean enjoys skiing, biking and automobiles.

Thomas F. “Ty” Petway IV, a 1996 graduate, is Chief Executive Officer of Zurich Insurance Services, Inc., a privately-held marketing and administrative services organization serving the commercial insurance industry. He is a shareholder of the company and serves on its Board of Directors and Executive Committee. Ty is actively involved with a number of charities primarily focused on the health and education of children with special needs. An avid sportsman and Jacksonville Jaguars fan, he resides with his wife and son in Atlantic Beach, Florida.

Steve Reynolds graduated from Western in 1978 with degrees in Business and Geology. He is Co-Owner and Vice President of Infinity Oil & Gas, Inc., a gas and oil exploration company with interests in over 1.5 million acres across the U.S., and he is involved in numerous commercial real estate ventures. Steve has held various positions with the Rocky Mountain Association of Geologists. Steve, his wife, Paula, and their three daughters live in Broomfield, Colorado.

Gerry Shear graduated from Western in 1992 with a degree in Business Administration and Psychology and he recently earned his M.B.A. in the executive program at the University of Nevada Las Vegas. He is the Managing Partner of GENCO Realty Group (a division of GENCO-ATC) and the President of GSA Management, which provides venture capital and real estate investments. Active in the community, Gerry has served as a regional officer for Big Brothers Big Sisters of America and as a board member for Big Brothers Big Sisters in Southern Nevada and Utah. He currently resides in Las Vegas, Nevada and Park City, Utah.

Kip Tindell has been at the helm of The Container Store since it opened its doors in Dallas in 1978 – creating the first store devoted solely to storage and organization products. With stores nationwide and a thriving Web site, Kip continues his commitment to being a trailblazing retailer. For Kip, the goal never has been growth for growth’s sake. Rather, it’s to adhere to a fundamental set of corporate values, centered around an intense employee commitment, strict merchandising and superior customer service all of which have landed the company on FORTUNE’s list of “100 Best Companies to Work For” year after year. Kip enjoys spending time with his wife Sharon at their ranch in Colorado, traveling, fly fishing and golf. He is actively involved in the community as a member of the Salesmanship Club of Dallas and the Save the Cathedral campaign. Kip also serves on the board of Whole Foods Market (WFMI) and the National Retail Federation. He chairs the National Retail Federation’s Foundation and is a leader in the Conscious Capitalism movement. Pat Wiesner is the retired CEO of Wiesner Publishing, a Colorado Company that publishes a dozen regional and national magazines. It also publishes a number of national insurance industry trade magazines. He is an active pilot, a partner in Gunnison Valley Aviation in Gunnison, Colorado, and does management and sales training for publishing companies. He is a former Chair of the Board of Trustees of Western, and has served on the Boards of Directors of The Colorado Aeronautical Board and The Wings Over the Rockies Air and Space Museum. He has served on a number of other Boards in the past. Pat has a B.S. in Physics from Canisius College in Buffalo, New York.

Henry (“Hank”) D. Windmoeller is a 1973 graduate of Western. He is currently the Chief Operating Officer of Connolly Bove Lodge & Hutz, LLP, an intellectual property law firm located in Wilmington, Delaware. Hank’s experience includes 17 years as Chief Financial Officer and other high-level administrative positions in the legal services industry in the Washington, DC and Philadelphia metropolitan areas. Prior to the legal services industry Hank spent six years in homebuilding and 11 years in public accounting. Hank is a certified public accountant and holds a Masters degree in Accountancy and Business Administration from the University of Denver Daniels School of Business. Hank currently serves on the Board of Directors of the Delaware Boys and Girls Clubs and as an Alumni Admissions Representative for the University of Denver.

Robert Wright is a 2000 graduate of Western. He is Co-Founder and Executive Vice President of ReachLocal, Inc. (Nasdaq: RLOC). Prior to ReachLocal, Rob served as Director of Business Development for WorldWinner, Inc. where he was responsible for offering WorldWinner’s tournament platform to the Internet’s leading game portals, including: Pogo.com, Games. Yahoo.com, Gamesville.Lycos.com, and Shockwave.com. Prior to WorldWinner, Rob was Director of Business Development for LineUp Technologies, a streaming media syndication company. Rob currently serves on the Development Committee for the Heart of Los Angeles Youth, a non-profit organization helping under-privileged children enrich their lives through education, athletics, and fine arts. Young Alumnus Makes a $1 Million Planned Gift Gerald Shear, a 1992 graduate of Western, wanted to do something significant for Western now. He generously made a planned gift of $1 million for his alma mater. Half of his estate gift is unrestricted, and the other half is designated for the Department of Business, Accounting and Economics. “Western provided more than an education, it was a life transforming experience,” explained Gerry. “What I learned during my time at WSC prepared me to learn from challenges and identify opportunities and that has served me well in my career and life.” Gerry is the Managing Partner of GENCO Realty Group (a division of GENCO-ATC) and the President of GSA Management which provides

venture capital and real estate investments. He currently resides in Las Vegas, Nevada and Park City, Utah. Gerry received his degree in Business Administration and Psychology at Western and he recently earned his MBA in the executive program at the University of Nevada Las Vegas. Deborah Beggs Moncrief 1918 – 2010 Deborah Moncrief, wife of Western’s most generous benefactor, W.A. “Tex” Moncrief, Jr., passed away on May 13, 2010 in Fort Worth, Texas. Deborah grew up in Fort Worth, graduating from Paschal High School, then Central High, before graduating from Pine Manor College in Massachusetts with a degree in Home Economics. Deborah married Harold V. Johnson, Jr. in Fort Worth, and they had two children: Harold V. Johnson III and Deborah Johnson Ryan. After they divorced, she married Tex Moncrief and they had three children: Charles Beggs Moncrief, Monty Francine Moncrief, who died when she was six, and Tom Oil Moncrief. Deborah was a strong supporter of the Fort Worth Garden Club and her beloved Fort Worth Botanical Garden, for which the Deborah Beggs Moncrief Garden Center was named. She was a trustee of the Beggs Trust and part owner of the legendary Beggs Cattle Company. She was also involved with the boards of All Saints Episcopal Hospital and Harris College of Nursing at Texas Christian University, and worked with St. Andrew’s Episcopal Church and presided over Assembly and Jewel Charity balls. The Moncriefs have established the following funds at Western, totaling $5.5 million:

E. Ray Haley, a 1951 graduate of Western, died November 3, 2010 in Jackson, Mississippi. He was 81. During his years at Western, Ray played on the Football Team, and was a known member of the “Bus Riders,” the 1951 team that survived a bus without breaks going down Monarch Pass. Ray formed Marine Gears, Inc. in 1973 in Greenville, Mississippi, and later expanded his business by forming Haley Clutch and Coupling and Marine Gears International. He was well known in the marine gearing sector and was instrumental in the development of standards for his area of the gearing industry. Ray was a member of the American Gear Manufacturers Association (AGMA), and served as President and Chairman of the Board. In 1988 he received the AGMA’s Technical Division Executive Committee Award for his service and contributions to the Association. Ray was one of the founders of the Western State College Foundation 1950 Football “Bus Riders” Team Scholarship, a scholarship that assists members of the Western Football Team. “Ray was truly a remarkable gentleman, and he will be missed by his Western family and friends,” said Deborah Hoskins, Director of Development and Associate Director of the WSC Foundation.

Jim Cox, a 1966 and 1968 graduate of Western, passed away November 15, 2010 in Watertown, New York. He was 68. Jim earned his Bachelor’s Degree and Master’s Degree in Business at Western and later received a Paralegal Certificate from Syracuse University. Jim worked several years as a management trainee at JC Penney’s and as an Assistant Manager at Jerome’s Clothing Store in Elmira, along with other numerous positions. Jim went to work at Jefferson Community College in 1968 as a Business teacher and retired in 2000 as a Professor and later received Emeritus Status. Jim was a Past President of Planned Parenthood, a member and Board member of JCC Foundation, a former Vice President and member of the Jeff Lewis Mediation Center, a member of the Neighborhood Watch Program in Watertown and an Eagle Scout. Jim continued to stay involved with Western, and established the James H. Cox Business Administration Scholarship. Donations from his estate will be directed to his scholarship, which assists selected Western State College students majoring in Business Administration with the payment of tuition and living expenses.

J. Ralph Reed

J. Ralph Reed, Emeritus Professor of Business at Western, passed away on April 4, 2010 in Fort Smith, Arkansas. He was 94.

1915 – 2010

Prior to teaching at Western, Ralph taught at Central State University of Oklahoma. He received his Master’s and Doctorate degree at the University of Oklahoma and served in World War II in the U.S. Army Air Force as a cryptographic technician. Ralph taught at Western from 1965 to 1978. He was regarded as a Professor of great character who set high standards of academic and moral excellence and was a true leader and mentor to his students. Business alumnus Steve Borick (’75) was among the many students whose lives were impacted by Ralph’s teaching and mentoring. In addition to teaching, Ralph had a passion for singing and was instrumental in forming the Gunnison Community Choir. He is survived by his wife of 68 years, Marjorie Watson Reed.

In 2003, Steve established the J. Ralph Reed Business Scholarship at the Western State College Foundation to “honor one of the very great people in my life. I became Dr. Reed’s surrogate son and he became my mentor.” The Reed Business Scholarship provides assistance to students majoring in Business, Accounting or Economics. Ralph used to always tell Steve that “there was a right way and a wrong way to do anything in life.” According to Steve, Ralph only knew the right way.

Harvey Harriman, a 40-year Gunnison resident who had a distinguished career at Western and active role in local civic life, died in Gunnison on March 22, 2010. He was 74.

Harvey Harriman 1935 – 2010

Harvey took a teaching position at Western in 1969. He went on to serve as an Associate Professor of Music, teaching Voice, Theory and Choir for 39 years. He was granted Emeritus Status when he retired in 2008. In 1987 Harvey’s deep-seated roots with civic engagement resurfaced when he received an appointment to the City of Gunnison Planning and Zoning Commission. He was elected to Gunnison City Council in 1998 and served there until 2002, at which time he went back to the Planning Commission. He was a member of that Board until the day he died. In addition to his work at Western or City Hall, Harvey loved to work in his yard and garden. Last year he added a greenhouse. Harvey is survived by his wife of 46 years, Ellen, and their two daughters and one son, and two grandchildren. “Harvey was quite an idealistic person in a lot of ways,” said Ellen. “He really believed in trying to make life better for everyone.” The Harvey Harriman Memorial Fund has been established at the Western State College Foundation by Harvey’s family and friends to honor his memory. 26

Theodore Dean Violett 1932 – 2010 Ted Violett, Western Professor Emeritus of Physics, passed away May 2, 2010. Ted taught at Western for 50 years, longer than anyone else in the history of the institution. As a testament to his impact at Western and Gunnison Valley, friends and former students from Maine to California attended his emeritus celebration in 2009. After graduating from East High School in Kansas City in 1949, Ted attended the University of Kansas City before transferring to the University of Missouri–Columbia, where he received his Bachelor of Science in Education in 1953 and his Master of Arts in 1954. He then served in the U.S. Army (1954-56) and was stationed in Huntsville, Alabama where he was involved in scientific research. Ted’s doctoral study for a Ph.D. in Physics from the University of ColoradoBoulder was completed in 1959. That fall he joined the Western State College Physics faculty where he taught Physics and Astronomy. Ted was married to Joyce Cockrell from 1953 until her death in 1983. They had three sons: James, Randall and Keith, and three granddaughters. In 1985 he married Martha Watson, a colleague in the Music Department at Western. Ted was an active volunteer coach for middle-school and high-school students preparing for science competitions. His teaching activities in Astronomy included presentations and articles for the general public, the Park Service and local papers. Ted was a member of the Board of the Gunnison Valley Observatory, and recently a member of the Gunnison County Environmental Health Board and was on the RE1J School Board in the early 1970’s. Ted enjoyed traveling with Martha, running and cross-country skiing and attending athletic events. Ted also had an interest in music, especially in classical music, and was an active concert-goer and supporter of music at Western and in the Gunnison, Crested Butte and Lake City communities, as well as the Colorado Symphony. Ted and Martha have been loyal and generous supporters to Western and the Mountaineer Athletic Association. The Ted Violett Science Memorial Fund has been established at the Western State College Foundation by Ted’s family and friends in honor of Ted.

A. Organization and Nature of Activities Western State College Foundation (the Foundation) was incorporated on August 22, 1975 under the laws of the State of Colorado. The purpose of the Foundation is to aid, directly or indirectly, Western State College (the College) in fulfilling its education purposes. The Foundation is supported primarily through donor contributions.

For purposes of the statements of cash flows, the Foundation considers all highly liquid investments available for current use with an initial maturity of three months or less to be cash equivalents. During the year ended June 30, 2010, the Foundation had non-cash investing and financing activities consisting of the payment of debt issuance costs of $120,000 from the premium on a bond issuance.

B. Financial Statement Presentation E. Investment Securities The accompanying financial statements have been prepared on the accrual basis of accounting in accordance with generally accepted accounting principles. Net assets and revenues, expenses, gains, and losses are classified based on the existence or absence of donor-imposed restrictions. Accordingly, net assets of the Foundation and changes therein are classified and reported as follows: •

Unrestricted net assets - Net assets that are not subject to donor-imposed stipulations.

Temporarily restricted net assets - Net assets subject to donor-imposed stipulations that may or will be met, either by actions of the Foundation and/or the passage of time. When a restriction expires, temporarily restricted net assets are reclassified to unrestricted net assets and reported in the statement of activities as net assets released from restrictions.

Under Financial Accounting Standards Board Accounting Standards Codification Topic 958-320, Accounting for Certain Investments Held by Not-for-Profit Organizations, investments in marketable securities with readily determinable fair values and all investments in debt securities are valued at their fair values in the statement of financial position. Fair values are determined by quoted markets. Unrealized gains and losses are included in the change in net assets. F. Property and Equipment

Permanently restricted net assets - Net assets subject to donor-imposed stipulations that they be maintained permanently by the Foundation. Generally, the donors of these assets permit the Foundation to use all or part of the income earned on any related investments for general or specific purposes.

C. Contributions Contributions including unconditional promises to give are recorded as made. All contributions are available for unrestricted use unless specifically restricted by the donor. Conditional promises to give are recognized when the conditions on which they depend are substantially met. Unconditional promises to give due in the next year are recorded at their net realizable value and at fair value if expected to be collected in more than one year.

The Foundation’s capitalization policy requires individual assets to be capitalized if the original cost or fair value at date of donation exceeds $1,000 and has a useful life greater than one year. Donations of property and equipment are recorded as support at their estimated fair value. Such donations are reported as unrestricted support unless the donor has restricted the donated asset to a specific purpose. Assets donated with explicit restrictions regarding their use and contributions of cash that must be used to acquire property and equipment are reported as restricted support. Absent donor stipulations regarding how long those donated assets must be maintained, the Foundation reports expirations of donor restrictions when the donated or acquired assets are placed in service as instructed by the donor. The Foundation reclassifies temporarily restricted net assets to unrestricted net assets at that time. Property and equipment are depreciated using the straightline method over their estimated useful lives. Income Taxes

The Foundation uses the allowance method to determine uncollectible unconditional promises to give. As of June 30, 2010 a $60,000 allowance has been provided. The allowance is based on prior years’ experience and management’s analysis of specific promises made.

The Foundation is a not-for-profit organization that is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and classified by the Internal Revenue Service as other than a private foundation. H. Estimates

The preparation of financial statements in conformity with accounting principles generally accepted in the United States of America requires management to make estimates and assumptions that affect certain reported amounts and disclosures. Financial instruments that potentially subject the Foundation to concentrations of credit risk consist principally of cash balances at financial institutions in excess of federally insured limits. The Foundation maintains cash balances at a financial institution located in Western Colorado. Accounts are insured by the Federal Deposit Insurance Corporation (FDIC) up to $250,000 in 2010 and 2009. At June 30, 2010 and 2009, the Foundation had no uninsured deposits. The Foundation periodically assesses the financial condition of the institutions and believes that the risk of any loss is minimal.

Investment securities of the individual net asset classes, consisting of money market funds, equity securities, bonds and investments in limited partnerships, are combined to form a pool of investments. Income earned on investments is allocated, based on cost, to the individual net asset classes with earnings of the endowment investments being included as an increase of temporarily restricted net assets or unrestricted net assets. Investment fees are offset against investment income. Investments are as follows for the years ended June 30:

Other assets are recorded at their estimated value on the date of contribution where market value is not available.

The Foundation has a 403(b) plan (the Plan) covering all employees working at least 20 hours per week. Covered employees are fully vested after two years of service. The Foundation matches from 3% up to 10% (based on years of experience) of each participant’s compensation which they have elected to defer into the Plan each year. Total expense for the years ended June 30, 2010 and 2009 was $9,454 and $9,154, respectively. Note 11 - In-Kind Donations The Foundation received non-cash contributions of services and materials totaling $136,100 and $150,891 for the years ended June 30, 2010 and 2009, respectively. The non-cash contributions are included in total contributions and program expenses in the Statements of Activities.

Note 7 - Restrictions on Net Assets Note 12 – Bonds Payable Temporarily restricted net assets are to be used for various programs and departments of the College. Permanently restricted net assets are endowment funds restricted in perpetuity to continue the tradition of the Foundation. Income generated by these assets is generally used for scholarships and awards. Note 8 - Western State College The Foundation rents part of its facilities to the College. The lease was extended and now expires June 30, 2015 with annual rentals of $14,482. The rental income for the years ended June 30, 2010 and 2009 was $14,482 and $14,482, respectively. Effective August 1, 2007, the Foundation is renting the Borick Business Building to the College for 10 years for $10. The building was built on College property which is subject to a 50 year ground lease to the Foundation. On August 30, 2006, the City of Gunnison issued its Revenue Bond (Western State College Foundation Project) Series 2006 to finance the construction of the Borick Business Building to be owned and operated by the Foundation and utilized by Western State College. The proceeds of the bond will be loaned by the city to the Foundation. Under the terms of the agreement with the city, the Foundation is obligated to repay the loan by paying to the registered owner of the bond, on behalf of the city, moneys sufficient to pay the principal of and interest on the bond. The bond was issued in the aggregate principal amount of $6,000,000 at a 4.50% annual interest rate. On October 15, 2009 Western State College issued a Revenue Bond of $19,535,000 to finance the construction of a new College Center (Note 13) The Foundation was included in this issue for a $6,000,000 bond issue (relating to its share of the project) at a 6.1% annual interest rate. which is due July 15, 2019. In September 2008 the Board of Directors of the Foundation voted to participate in the funding of a new dining hall, student union and theater for the campus. The Foundation’s share of the project is a commitment of $6,000,000 and a future potential commitment up to additional $13,900,000. The entire project is funded by a $19,535,000 bond issue and the balance of the $28,034,130 project will be funded by the College. The Foundation closed on a $6,000,000 bond issue on October 15, 2009 (relating to its share of the project) which is due July 15, 2019. The project was completed in November 2009. The Foundation entered into a Memorandum of Agreement that allows the Foundation to purchase approximately 18,000 sq feet of the center under the terms of a condo agreement that was executed on October 15, 2009. The Foundation under the terms of the Memorandum of Agreement has the right to purchase additional condo space up to the $13,900,000 or approximately 40,000 sq feet. The foundation has to October 15, 2014 to complete its additional commitment. If the Foundation fails to pay its debt service on the bonds the condo units will not be deeded to the foundation in relation to the amount not paid.

Following is a description of the valuation methodologies used for assets measured at fair value. There have been no changes in the methodologies used at June 30, 2010 and 2009. Investments in registered investment companies (mutual funds): Valued at quoted market prices which represent the net asset value (‘NAV”) of shares held by the Plan at year end. Common stocks, corporate bonds and U.S. government securities: Valued at the closing price reported on the active market on which the individual securities are traded. The methods described above may produce a fair value calculation that may not be indicative of net realizable value or reflective of future fair values. Furthermore, while the Foundation believes its valuation methods are appropriate and consistent with other market participants, the use of different methodologies or assumptions to determine the fair value of certain financial instruments could result in a different fair value measurement at the reporting date.

Note 14 – Fair Value Measurements Financial Accounting Standards Board Accounting Standards Codification Topic 820, Fair Value Measurements (FASB Statement No. 157), establishes a framework for measuring fair value. That framework provides a fair value hierarchy that prioritizes the inputs to valuation techniques used to measure fair value. The hierarchy gives the highest priority to unadjusted quoted prices in active markets for identical assets or liabilities (level 1 measurements) and the lowest priority to unobservable inputs (level 3 measurements). The three levels of the fair value hierarchy under FASB Statement No. 157 are described below: Level 1:

Inputs to the valuation methodology are unadjusted quoted prices for identical assets or liabilities in active markets that the Foundation has the ability to access.

Level 2:

Inputs to the valuation methodology include: • • • •

The asset’s or liability’s fair value measurement level within the fair value hierarchy is based on the lowest level of any input that is significant to the fair value measurement. As a result of this interpretation, the Foundation classifies permanently restricted net assets as assets that, under the terms of the gift instrument, are permanent endowments not wholly expendable by the Foundation on a current basis until a portion is allocated for spending. Permanently restricted assets are invested in perpetuity in the investment pool subject to periodic spending allocations where a portion of the donor-restricted endowment fund in permanently restricted nets assets is allocated and classified as temporarily restricted net assets available for spending. The investment pool also includes donor-restricted funds and board designated funds classified as temporarily restricted net assets, not specifically designated as permanently restricted endowment funds but they are restricted and designated for a particular purpose of Western State College. The Foundation classifies these funds as temporarily restricted net assets and the related investment return as unrestricted assets. There are certain unrestricted net assets invested in the investment pool also. Based on the interpretation of the investment policy and UPMIFA, the total return of the endowment investment pool including appreciation, depreciation, income, expenses and fees shall be included as part of the temporarily restricted net asset classification.

Note 15 – Endowments The Foundation’s endowment consists of approximately 155 individual funds established for a variety of purposes for donor-restricted endowment funds. Net assets associated with endowment funds are classified and reported based on the existence or absence of donor-imposed restrictions. Interpretation of Relevant Law: The Board of Trustees of the Foundation has interpreted the Colorado Uniform Prudent Management of Institutional Funds Act (UPMIFA) of 2008 as requiring the assets of an endowment fund be donor restricted until allocated for spending, unless otherwise specifically stated in the gift instrument. The Board believes this interpretation is consistent with long established Board approved investment and spending policy which is specifically referenced in the Foundation’s endowed gift instrument. In accordance with the investment policy and UPMIFA, with the exception of certain restricted assets that are separately invested, all restricted endowment assets are invested in the investment pool on a pooled basis until allocated for spending.

In accordance with UPMIFA the Foundation considers the following factors in making a determination to appropriate and allocate assets for spending or accumulate assets of an endowment funds: 1. 2. 3. 4. 5. 6. 7.

According to the spending policy, the Foundation is not obliged to allocate for spending a stated percentage of its endowment assets in any given year. However, in order to achieve both reasonable stability in budgeting and a reasonable balance between near-term and distance programmatic priorities, the board has adopted the following spending policy: The allocation for spending in any given fiscal year shall equal: • 70% of the inflation rate (three year trailing average), plus, • 30% of the endowment’s investment returns (three year trailing average). This rate shall be applied to the market value of the endowed account (three year trailing average) not including gifts made in the current fiscal year (to allow those new gifts to accrue interest). The corridor (or parameters) of the distribution from year to year will be between 3.5% and 6.5%, with the caveat that the Foundation Board’s distribution committee may, with all available information, have the discretion to adjust slightly the distribution rate for a given year depending on short/long term needs of the College and the anticipated near-term trends in anticipated inflation and investment returns, consistent with the Foundation’s Investment/Distribution Goal Statement. The only exception to this policy shall be for endowment distributions tied directly to a faculty member’s salary, such as an endowed chair. In this case, every effort will be made to hold these distributions at 5% annually. The spending allocation rate was 3.77% and 3.67% for the years ended June 30, 2010 and 2009, respectively.

The total endowment spending allocation distributed for the years ended June 30, 2010 and 2009 was $390,984 and $506,283 respectively.

Funds with Deficiencies

Return Objectives and Risk Parameters: The Foundation’s return objective is to preserve and if possible enhance the purchasing power of its endowment, net of cost and board-approved withdrawal, over the long-term. The goal is the pursuit of a time-weighted net return on endowment assets that equals, and if possible exceeds, 6% over the long-term. The Foundation stands prepared to incur risks consistent with its pursuit of the return objective set forth above. Its endowment investment pool should be deployed monthly in common stocks, exchange traded funds that invest in common stocks, and bonds. Investments in a single issuer, with the exception of the U.S. Government and its agencies (including GNMA, ENMA, and FHLMC), may not exceed 5% of the total market value of the endowment funds. No more than 5% of the total endowment assets may be rated below investment grade. Venture capital, private equity partnerships or other illiquid investments are limited to 5% total endowment fund assets.

From time to time, the fair value of assets associated with individual donor-restricted endowment funds may fall below the level that the donor or UPMIFA requires the Foundation to retain as a fund of perpetual duration. In accordance with GAAP, deficiencies of this nature that are reported in unrestricted net assets were $2,441,964 as of June 30, 2010 and $2,647,633 as of June 30, 2009. These deficiencies resulted from unfavorable market fluctuations that occurred after the investment of permanently restricted contributions. The continued appropriations for certain programs that were deemed prudent by the Board of Trustees and in accordance with UPMIFA, caused deficiencies in temporarily restricted assets of $1,638,341 and $1,031,311 as of June 30, 2010 and 2009, respectively. Note 16 – Subsequent Events Subsequent events have been evaluated to October 28, 2010 the date the financial statements were available for issuance. There were no Subsequent Events.
