Remember fallen officers on May 15 Message from the Chief May 15th of every year is set aside by the nation to remember police officers who have given their lives in the performance of their duties. As your Chief of Police, I ask that you take a moment to reflect on those men and women who have made the ultimate sacrifice protecting the public. As we honor those who have come before us; friends and co-workers, it is my hope that you take a moment and realize what the cost really is. Every day thousands of men and women leave their loved ones to put on a uniform and protect the civil order that enables our way of life to survive. They do so having sworn to uphold the laws of this land as well as the local laws of the Village of Westchester. While engaged in their duties, they vigorously hold the principles of professional police service closely to their hearts. Policies are developed to guide and direct their responses in an attempt

to bring peace and stability in what most times is a chaotic situation. Police officers make split second decisions and often times are evaluated and critiqued for years. So as we honor those who have given the last measure, please take a moment to remember those who still stand ready to respond no matter what the challenge or danger, so that your community remains a wonderful place to work, live and play. Thank you.

Police blotter • At 11:58am on March 23, 2016 a Residential Burglary was reported on the 1800 block of Manchester. The resident reported that unknown person(s) had forced entry into the home removing various personal items. •At 3:45pm on March 25, 2016 a Residential Burglary was reported on the 2100 block of Bristol. The resident reported that unknown person(s) had forced entry into the house and removed miscellaneous items from the home. • At 2:20pm on March 31, 2016 a Damage to Property report was taken on the 1300 block of Westchester Blvd. The resident reported that damaged was discovered on the rear door and occurred sometime during the previous week. •At 1:57pm on April 9, 2016 a Retail Theft was reported at the Goodwill Store located at 3054 Wolf Road. A female was arrested

and charged with theft after exiting the store without paying for merchandise. • At 11:19am on April 10, 2016 a Theft was reported on the 700 block of Newcastle. The resident reported that unknown person(s) removed the license plate on their vehicle while parked in the alley. • At 12:05pm on April 13, 2016 a Belated Burglary report was taken on the 1600 block of Heidorn. The resident reported that unknown person(s) attempted to break into their detached garage through a service door. Entry was not made. • At 10:07 am on April 15, 2016 a belated Retail Theft was reported at the BP Amoco located at 825 Mannheim Road. The store manager reviewed surveillance footage and located video of an individual taking two full boxes of candy from the store.

GOVERNOR RAUNER MEETS WITH WCMC LOCAL REPRESENTATIVES On Wednesday April 6, 2016, Village Manager Janet Matthys, Trustee Carl Celestino and I drove down to Springfield with the West Central Municipal Conference (WCMC) to meet with our legislative representatives and senators. During our visit, I was able to schedule a meeting with Governor Bruce Rauner thanks to his Legislative Assistant for Governmental Affairs James Clark, who I had met at the Metropolitan Mayors Caucus Meeting in March. As I reported in prior newsletters, I along with other mayors, as well as the whole state, are very disturbed that the State of Illinois does not have a budget. I mentioned to Jim that our group was going to be in Springfield when the session opened and if possible, could he arrange a meeting with members of our WCMC Executive Board. As luck would have it, Jim called the very next day and was able to make it happen.

We do not want a repeat of the event held on April 16th and have, in prior years, been able to manage, without any difficulties, all of our electronic recycling/shredding events in the past. Staff will be checking for residency. Note: police will be on hand to issue tickets for those vehicles registered to the village that do not display the current Westchester 2016 Vehicle Tag. Please check our Village website for a list of acceptable recyclable items. We DO NOT accept projection televisions.

ELECTRONICS PROHIBITED IN GARBAGE COLLECTION Illinois state law does not allow electronic equipment such as televisions, VCRS, radios, etc to be placed in your garbage or out at the curb for pick-up on garbage day. We have seen many of these items left at the curb. Please DONOT place these items at the curb. Public Works will NOT be picking them up and you will be visited by Code Enforcement and asked to remove them from the parkway.They can be recycled properly by bringing them to the electronic recycling location mentioned above on the second Saturday of the month throughout the summer and fall.

GARBAGE DAY COLLECTION Speaking of garbage collection, it appears that there are some residents placing their garbage containers, recycling bins, leaf bags, yard waste cans, carpeting and general refuge out at the curb way before their collection day. This is in violation of our village code. The village has been broken down in 4 sections for Monday, Tuesday,Thursday and Friday pick-ups. There are no pick-ups on Wednesday. Our code requires placement of all items BEHIND THE CURB AND NOT IN THE STREET beginning no earlier than 3PM the day before your garbage day and removed before 7AM the day following the pickup. Again, please adhere to the rules that have been put in place regarding time, place, and manner covered in section 8.04 of the village code.

have many jobs to do weekly, such as water leak repairs, pot hole filling, parkway restoration,Ash tree removals, alley grading, and other matters of concern, there is a defined schedule for the chipping of branches. Branches are picked-up the FIRST FULL WEEK OF THE MONTH. Brush/branch pickup has a schedule by area on Monday, Tuesday, Wednesday and Thursday with logs and large stumps picked up on Friday, called open loading. Please read the Public Work Page of this newsletter for specific details. The next branch pick-up will be the week of May 2-6 2016.

BOY SCOUTS HOST FLAG CEREMONY Before the May 14th electronic recycling and paper shredding event, the Boy Scouts of Troop 1 will be holding a flag ceremony in order to honor and properly dispose of damaged non-cotton American flags. If you have flags that you would like to include, please drop off your flags in the green box at Village Hall from May 3rd through May 13th. If you wish to observe the flag ceremony, you may stop by the Water Tower (off Enterprise Drive) at 8:30 AM where the flags will then be shredded.

HIGH GRASS COMPLAINTS With the growing season has begun I would like to send out this friendly reminder about lawn grass maintenance. Our ordinance prohibits grass to be longer than 8inches. Last year our Code Enforcement personnel spent an inordinate amount of time following up on numerous complaints about high grass. Below is the definition and general ordinance section where the prohibition can be found. Code Section 7.56.020 - Noxious weed and nuisance greenery control. It shall be unlawful for any owner or occupant of private property within the village to permit any noxious weeds or nuisance greenery to grow on the property, any such noxious weeds or nuisance greenery are hereby declared to be a nuisance. The owner or occupant of any private property abutting any public street, road or way shall maintain the area between the edge of pavement or curb and their property line, commonly known as parkway, in a neat, clean and orderly condition and free of any noxious weeds or nuisance greenery. The term “nuisance greenery”, as used in this chapter, shall mean any

LIQUOR BOTTLE SALE RESTRICTION At my request,as Liquor Commissioner, the Village Board unanimously approved the prohibited sale of small “single-server” liquor bottles of 100 ML or less in the village. For the past several years I have been picking up these small discarded (air plane size) bottles from the parkways, alleys, and village roadways; especially in the area of the convenience stores and gas stations. Enough is enough. Effective July 1, 2016, alcoholic beverages that are 100 ML or less are prohibited from being sold at all retail establishments in the village. Owners have been notified of the amendment to the Liquor Code and will be allowed to sell their existing stock through June 30, 2016. Penalties will be assessed for violations beginning July 1, 2016.

HONORING LOCAL SERVICE MEMBERS AND VETERANS

The Cook County Board of Commissioners will honor the Silver Star Families of America at the Cook County Board Meeting on June 29th, 2016. This event was initiated to recognize the service members and veterans of the United States Armed Forces who have been wounded or became ill while serving in a war zone.

VETERAN DESIGNATION ON DRIVERS LICENSE While in Springfield, I came upon information that would allow all Veterans to have the word “Veteran” placed under your picture on your Driver’s License. To obtain a “Veteran” designation on your Driver’s License or State ID card you must: • Be an honorably discharged U.S.Veteran. • Take your DD-214 or Certification of Military Service (NA Form 13038) to your local Illinois Department of Veterans Affairs’ Office to have a certification stamp placed on your DD-214 or Form 13038. • Bring the certified DD-214 or Form 13038 to any Secretary of State Facility to obtain the “Veteran” designation on your Driver’s License or State ID card. If the “Veteran” designation is added during the renewal of your Driver’s License or State ID card, there is no additional cost. If a veteran chooses to add the designation before their scheduled renewal date, they may obtain an updated Driver’s License for $5 and an updated State ID card for $10. Veterans over the age of 65 can obtain an updated State ID card at no cost. ASPIRE TOURS WESTCHESTER FIRE DEPARTMENT On April 7th the Westchester Fire Department hosted a fire station tour for the residents of a local Aspire Home.Aspire Living helps adults across Chicagoland ages 18 and up who have autism, cerebral palsy, Down syndrome or other disabilities, to achieve greater levels of independence through formal, informal, hands-on and real life experiences. RED NOSE DAY IS BACK! It’s that time of year to “get seriously silly” all, for a good cause. The Westchester Fire Department helped our local Walgreen’s kick-off the 2016 Red Nose Campaign. Red Nose Day is a campaign dedicated to helping children and having fun.The campaign started just last year and aims to raise money to move children out of poverty both here in the United States and overseas.The money raised for the Red Nose Day Fund in 2016 will go to charities working on the ground to deliver the basic needs of kids living in poverty. WATER CONSERVATION In past issues of the newsletter I have written about water conservation and making sure you are aware of conservation methods as to keep your costs down. As a result of the Flint Michigan situation, I am telling you to run the water to flush any standing water in your pipes before you drink it.. SO WHAT GIVES? How can I conserve water when you are telling me to run it?? Will running the tap increase my water bill? Running tap water is a simple and inexpensive measure you can take to protect your family’s health. It usually uses less than one or two gallons of water and costs approximately $1 per month. To help reduce these costs, you can also fill a couple of bottles for drinking water after running the tap the first time.Another way to conserve water is to use the first run of water for plants, household cleaning or for other purposes that do not involve cooking and drinking.

TURN OFF THE TAP Just by turning off the tap while you brush your teeth in the morning and before bedtime, you can save up to 8 gallons of water! That adds up to more than 200 gallons a month, enough to

The EPA allows faucets to be sold in the U.S. that do not leach more than 11 parts per billion of the lead into water during a 19-day test. That is comparable to a teaspoon of water in an Olympic-sized pool. The EPA’s criteria is in accordance with the Safe Drinking Water Act (SDWA), taking into account the extremes of potable water chemistry that interact with the pipes and faucets across the U.S. Contrary to some erroneous claims, faucets do not increase the amount of minerals that are leached over time. In fact, the amount decreases over time. Clean Water and Imported Plumbing Products EPA officials addressing Plumbing Manufacturers International said that the EPA has reason to believe that faucets are being imported into the U.S. that contain lead in excess of the SDWA requirements of 11 parts per billion. EPA is coordinating with U.S.Customs and Border Protection to identify imports that violate U.S. standards, working with environmental and law enforcement agencies to share information about noncompliant or suspect imports. Some of you may be wondering why I have decided to report about a case involving the Village of Broadview in this newsletter.For those who may not remember or who may have forgotten, the Village of Broadview has been fighting in court the opening of “JOE’S TEA ROOM,” an adult use club that wanted to open the business several hundred feet from our N/E residential border.The club had plans to open just east of Gardner Rd. and the I290 /25th Ave. exit where the old Pfizer building was once located. Last month I received a phone call from Mayor Sherman Jones with the good news that theVillage of Broadview had prevailed and blocked the opening of the adult use club.I have attached Mayor Jones’press release regarding the Federal District court decision.The Village of Broadview was represented by the Fornaro Law Group located in LaGrange, Illinois. LAGRANGE, ILLINOIS – Fornaro Law successfully blocks the opening of strip club, Chicago Joe’s Tea Room, in westsuburban Broadview following a nearly decade-long legal battle. The restaurant nightclub which sought to feature seminude dancers, fought to open in 2007 despite the fierce opposition of Village of Broadview Mayor, Sherman Jones and Village residents. Chicago Joe’s filed suit in 2007 to force the Village to allow the operation of the strip club. Mayor Jones worked tirelessly to defend the Village and brought in new representation, Fornaro Law, in 2009 to successfully fight the strip club owners in court. “Needless to say, we are thrilled with the victory and appreciate Fornaro Law’s expertise and hardwork in obtaining this result,” said Mayor Sherman Jones. In 2007 the Village Board denied Chicago Joe’s application for a permit to locate its strip club on a plot of land for industrial use. Chicago Joe’s filed suit alleging the Village violated its First Amendment Rights. The court ruled in favor of Chicago Joe’s based on the Village ordinances at that time. Unwavering Mayor Sherman Jones continued to fight the strip club owners and brought in Fornaro Law, to

INFECTED ASH TREES ELIMINATED At the time of this writing,Village PW Crews have almost cut down all of the ash trees infected with the Emerald Ash Borer in the village. I’m told there are under 20 trees left for all of the 825 trees that needed to be removed. Sinnott Tree Service has been contracted to remove well over 200 stumps and has been working feverishly to do so. Our Public Works crews have been removing the spoils, filling the holes with black dirt and reseeding the village parkways. Our plan is to replant parkway trees over the next few years with varying species to avoid any further diseases that may affect a certain variety.

ARBOR DAY CEREMONY At our April 26th Board meeting, I read a proclamation declaring April 29, 2016 as Arbor Day in the Village of Westchester. The proclamation urged all citizens to celebrate Arbor Day and support the effort to protect our trees and woodlands, and further urged all citizens to plant and care for trees to gladden the heart and promote the well being of this and future generations. In keeping with tradition, the village celebrated Arbor Dayon Friday,April 29th by planting a (Linden) tree at the Westchester Primary School located at 2400 Downing Ave. The tree was provided free of charge by our contract tree service SINNOTT TREE CARE.THANKS RICK FOR YOUR DONATION! SANITARY SEWER LINE REPAIR INSURANCE This is just another reminder that is highlyrecommendedthathomeowners sign up for the National League of Cities Sewer Line Warranty Program. We had a second instance where the homeowner was faced with a huge charge as a result of a broken clay lateral sewer line. By Ordinance, the village responsibility is with the main sanitary sewer line and not with the line from your home connecting to it. I have not had to use the service myself, however I have been told of several success stories where the insurance helped immensely. The village receives no financial gain regarding the service. POLICE MEMORIAL WEEK - 25 YEARS HONORING HEROES Having been a 40+ year police officer from a law enforcement family serving the public before me as well as currently, Police Memorial Week is very special to me and should be very special to you. I can honestly say that, reflecting on my career based on what I know now, I probably could have handled many situations differently. Many of the decisions I made were a result of not having the luxury of weighing my options over a long period of time; something the police officers of today are still faced with. Police officers, as you are well aware, are under much more scrutiny today than ever before. There are times when we are our own worst enemy in the things we do both on and off duty. Standards for police education and training have increased dramatically since my 7 weeks at the CPD Academy. For far too many, all the education, training, time on the job, and experience did not stop them from being victims themselves and killed in the line of duty. Police officers are human beings and have the same life issues as non-police officer families with wives kids, schooling, payments, and stresses. They are charged by sworn oath to enforcing the law that someone else,whether it be the Federal Government, State Legislature, or Local Ordinance, directs them to do. There were 124 law enforcement officers killed nationwide in 2015.Since January 1, 2016, 33 law enforcement officers have been killed in the line of duty. Just like it is unacceptable for any person to lose their life as a result of violence and poor decisions, it is just as unacceptable that the protectors lose their lives as well.ALL LIVES MATTER. On average, one law enforcement officer is killed in the line of duty somewhere in the United States every 58 hours. Since the first known line-ofduty death in 1791, more than 20,000 U.S. law enforcement officers have made the ultimate sacrifice. Over the past decade (2005-2014) the average number of officer fatalities has been 145. The deadliest year on record for law enforcement was 1930 when 300 law enforcement officers were killed in the line of duty.The last time officer fatalities dipped below 100 for a single year was 1944. In 1962, President John F. Kennedy signed a proclamation which designated May 15th as Peace Officers Memorial Day and the week in which that date falls as Police Week. If you don’t follow the label directions, the product may not be as effective as you expect. The label on the insect repellent product is your guide to using these products safely and effectively. The effectiveness of the product can vary due to conditions such as: Physical activity/perspiration. Water exposure. Air temperature. How attractive you are to mosquitoes and ticks; every person is different. Look for an EPA registration number (EPA Reg. No.) on the insect repellent product label. This registration number means the company provided EPA with technical information on the effectiveness of the product. The Centers for Disease Control and Prevention (CDC) recommends the use of products registered by EPA.

we can never imaginewhat a woman goes through during pregnancy, and although many of us were present in the delivery room, we surely cannot imagine the pain a woman endures during the birth of a child. Without that sacrifice, none of us would be here today. There are also women who have not experienced childbirth but have raised, nurtured, and unconditionally loved children in their lives who I consider great mothers too. Grandmothers and yes, even mother-in-laws fall into the category of motherhood that also need to be recognized on this important day. For those of us who have lost their moms to a better world, remember that unconditional love that you probably failed to recognize as you were growing up, but certainly would give your left arm to see, hug, and kiss them once again.
