Summer of violence Frightening series of incidents over Christmas holidays

enrith is facing a summer of escalating violence after a series of frightening incidents over the Christmas holiday period. In less than two weeks Nepean Hospital’s Emergency Department has dealt with injuries including two broken jaws, a fractured skull and a stab wound to the abdomen – all a result of street violence, and these are only the “serious” cases. Amongst the incidents, 19-year-old Alexander McEwen was conveyed to hospital with a fractured skull and his brother left with facial injuries after being allegedly punched whilst standing out the front of McDonald’s on Peachtree Road last Saturday. Alleged attacker, Corey Beard, was charged with a number of offences including recklessly inflic ting grievous bodily harm and the possession of steroids. In another incident in the early hours of Christmas Day, following a celebratory night out at a licensed venue on Station Street, a 26-year-old man was beside the road near Jane Street when he was approached from behind. In a “cowardly attack” the man was punched to the right side of his face and knocked to the ground where he was kicked and assaulted by two offenders. He spent Christmas in hospital with a broken jaw. In another violent incident, St Marys Police were called to the scene of a brawl at a Colyton oval on Monday night. Upon arrival, they found a 17-year-old boy with a stab wound to his abdomen. “The issue of alcohol-fuelled violence is not new and Emergency Department staff continue to see people presenting each week as a result of senseless violence,” said Nepean Hospital Emergency Department Director, Dr Rod Bishop. “Violent and alcohol-fuelled incidents come at a great personal expense to the victim and their family and there are significant health costs associated.” State Member for Penrith, Stuart Ayres said that there is no excuse for violence, particularly alcohol related and assured the community that the Government is taking “strong action”. “We are targeting problem locations and venues by implementing measures that will be the most effective in those areas,” he said. Despite the number of serious incidents, the ‘silly season’ was relatively positive for local police. “They were very busy and were given some challenging experiences, which they dealt with well,” Detective Inspector Grant Healey said.

GP fee backlash

Locals say no to co-payment proposal lans to charge an up-front fee of up to $6 for a doctor’s visit have not been well received by Penrith residents. The Federal Government’s Commission of Audit is considering a proposal for a co-payment scheme that would see families pay an up-front fee for a visit to the GP, with only 12 bulk-billed visits for families allowed per year. Whilst Federal Health Minister, Peter Dutton, has refused to be drawn into speculation about the Commission’s yet-to-be-released fi ndings, he said the Government is committed to maintaining and improving the public health system. “Labor spent a lot of money on creating huge health bureaucracies. The Coalition Government is committed to getting more of that money back to deliver and improve front line services for patients,” he said. But locals, Elizabeth and Karl Cook, believe such a system would only hurt struggling families. “I am a diabetic and so visit the doctor up to 30 times per year. $6 for every visit would be far too expensive,” Mr Cook said. Mrs Cook said she felt equally frustrated by the proposal. “Why are we paying taxes and the Medicare Levy? Th is would only affect families and those who are not well off,” she said. “Our son has asthma so he too has to be taken to the doctor’s regularly. No way would we support an up-front fee.

“If they raise the Medicare Levy by 1 per cent and include dental care, I’d be happy with that, but the GP should remain as it is.” The Australian Nursing and Midwifery Federation is very critical of any co-payment scheme. “We believe it would simply shift the cost burden onto Australia’s public hospital system, because many people would head to the hospital ED to get checked for routine or relatively minor ailments rather than paying rising up-front fees to see the local doctor,” said Federation Secretary, Lee Thom as. “Whilst we appreciate the co-payment plan is meant to be saving money, it should not be at the expense of ordinary Australian families who won’t be able to afford the out of pocket costs.” But some Penrith residents said they would be willing to pay the fee if it was going to be invested directly back into the health system. “I think it would be fair if it was funding health services, not if it was being used for revenue raising,” said local, Richard Spanos. The fi ndings and recommendations of the Commission of Audit will be presented to the Federal Government this year.

THINKING OF SELLING? Need a Current Market Appraisal?

hen you choose not to get behind the wheel of a car after you’ve been drinking, what’s the real reason? Is it that you legitimately realise your reactions and ability could be so severely impacted that you could kill somebody, or is it that you fear getting caught? I’d argue it’s the latter. The consequences of drink driving are well known – potential loss of licence, big fi nes and even the threat of jail time. Then there’s the potential job loss and the impact on your family. The truth is we don’t get behind the wheel when we’re drunk because we fear the red and blue lights in our rear vision mirror and the potential losses that follow a moment of stupidity. Yes, there’s still idiots out there who drive while drunk but advertising campaigns and programs implemented by governments and police have successfully instilled in us a fear of getting caught. Of course, the same result is achieved as with less drunks on the road, there’s less chance of somebody being killed or injured by a drunk driver. Often you’ll hear people talk about the “old days” when people got behind the wheel drunk as a skunk because there was no Random Breath Testing (RBT). So, why was RBT introduced in the fi rst place? Quite simply, in the early 1980’s the Federal Government realised that road accidents were costing the Commonwealth Budget $100 million a year and that at least one third of adults killed in road accidents had signific ant blood-alcohol levels. The solution, the introduction of RBT, was obviously designed to stop people getting drunk and driving by introducing a fear of getting caught and a fear of the consequences. Controversial as it was at the time, it has been an enormous success. In NSW, study after study has shown that the introduction of RBT coincided with a marked and permanent decline in accidents. And it wasn’t because people suddenly developed a fear of killing someone; it was because people developed a fear of what would happen if they were busted. As we consider now the very real problem of alcohol-fuelled violence and unprovoked attacks in Sydney and even

here in Penrith, we can look back at the introduction of RBT to learn some lessons from the past to help us guide the future. With the introduction of RBT, we tackled the core problem head on: the driver. We didn’t try to get pubs and clubs to lock cars in car parks, or to close earlier. We didn’t try to restrict sales of alcohol, or scan drivers’ licences when people bought a case of beer. We didn’t suggest people shouldn’t be driving at 2am, because it’s not what we did “back in the day”. Ever since the death of Thomas Kelly in Kings Cross in 2012, the issue of alcoholfuelled violence and unprovoked assaults has been a hot one. Not surprisingly, in the last few weeks we have seen a fresh array of incidents that have changed lives and torn families apart. They will keep happening, too. I understand why much of the argument centres around pubs and clubs and their opening hours. It’s an easy argument, after all. But the problem goes well beyond that and as others have pointed out, Tho mas Kelly and Daniel Christie were both attacked in Kings Cross relatively early in the night and not in a licenced venue. Just like when RBT was introduced, you can’t turn around and blame the pub or club because of an individual’s actions. What we need is a legitimate deterrent that makes people think twice before they attack somebody. Sentences like the one handed out to Thomas Kelly’s killer are so laughable that the message doesn’t get through in the slightest to the next guy who wants to attack somebody in a drunken moment of stupidity and rage. We will never stop drunk idiots from assaulting people, just like we will never completely halt drink driving. But we can implement a ‘fear factor’ that dramatically decreases the chances of incidents occurring. Just like anything in life, the greater the consequences are the less chance you will take the leap. Forcing someone to think twice about what they are about to do is the key step in preventing violence like that which impacted upon Thomas Kelly, Daniel Christie or Alex McEwen (who was assaulted in Penrith last weekend). It’s up to the lawmakers and the courts to step up to the plate and help make that happen.

lanning for the expansion of a waste management facility at Kemps Creek is well underway, however, local property owners are concerned about possible impacts on their land. SITAâ&#x20AC;&#x2122;s Advanced Waste Treatment facility on Elizabeth Drive currently processes about 134,000 tonnes of waste each year, creating compost that is then used for local sporting facilities and fields whilst reducing waste that goes to landfil l. However, with growing needs for environmentally friendly waste processing, SITA is proposing to increase their facilityâ&#x20AC;&#x2122;s capacity. â&#x20AC;&#x153;The project involves an upgrade of the existing facility to take 220,000 tonnes of waste per year. Th is means that more material can be recovered through recycling and composting, and less waste is sent to landfi ll,â&#x20AC;? said Ben Connell, SITA NSW Business Development Infrastructure Manager. â&#x20AC;&#x153;The upgrades include new waste treatment lines, new biofi lters and waste water storage tanks among other work. The upgrade represents a $49 million investment and will also result in 22 extra full time jobs at the facility.â&#x20AC;? However, land owners in Kemps Creek, including the University of Sydney, have raised concerns about the impact of the expansion, including noise and odour emissions. In a submission to the Department of Planning, the University said that odour was a concern for their

The University has asked that the new facility have stricter monitoring of odours. Mr Connell said SITA was committed to

Fires under investigation: Two blazes in Penrith on Monday

ocal police are investigating two separate blazes that occurred just hours apart on Monday night. In the fi rst incident, a Llandilo home was severely damaged by a blaze that police are not treating as suspicious. Police from Penrith Local Area Command are however investigating the circumstances surrounding the fi re, which occurred at about 8.20pm on Monday, January 6. “Emergency services were called to the house on Seventh Avenue, fi nding it well alight,” police said in a statement.

“NSW Fire and Rescue extinguished the blaze but not before it caused signific ant damage to the front of the home. “There was no-one on the property at the time of the incident and at this stage, it does not appear to be suspicious.” Just a few hours later, police were called to a second house fir e. Shortly after midnight, a resident of a home in Maxwell Street, South Penrith heard a window smash, smelling smoke shortly after. He ran to the front of his premises and saw the rear of his work van alight. Flames quickly spread through the vehicle and the carport before the roof of his home caught alight.

fter being unable to locate a man, who is wanted on arrest warrants, police are turning to the public for assistance. 23-year-old Gavin Marriot is wanted by the police for breaching the conditions of his parole. Despite conducting inquiries to determine his whereabouts, the man is yet to be located, which has prompted the police to appeal for information from the public. “It is believed Gavin may be frequenting the Penrith, Kingswood, Bidwill, Merrylands and Parramatta areas,” a spokesperson from NSW Police said. Mr Marriot is described as Caucasian in appearance, about 180cm tall, with a slim build, brown hair and grey eyes. He also has a number of defi ning tattoos, including one on his neck that says “William”, and tattoos on his forearms. Police warn the public not to approach the man, but urge anyone who sees him to contact 000 immediately.

Spy camera pen Police have charged a man who was found in a local shopping centre fi lming the public with what is believed to be a “spy camera pen”. The camera was examined and a number of video fi les were located. As a result of police investigations, the man was charged with seven offences including stalking.

f you have a poor car accident record, you might expect your car insurance premium to be a little more expensive than that of your friends or family. But would you expect to pay more than your neighbours simply because of your street number? That’s the situation Glenmore Park resident, Samantha McKendrick has found herself in and she isn’t pleased about it. “I was fi lling out all my details online for NRMA car insurance but accidentally put the address of my next door neighbour in,” she said. “When I re-entered my correct address I found that the quote I was given increased by nearly $90. All the other information I supplied was exactly the same. “I then tried the house number of our other neighbour and found that they too received a different insurance quote, despite us all living on the same street.” Ms McKendrick contacted the NRMA to check if the information was correct and was told individual street numbers could change the premium on a policy. “The exact location of the ‘risk address’ is a part of the policy underwriting, and the premium is adjusted based on a number of factors including exact location on the policy,” the NRMA said in an email to Ms McKendrick. But the long time NRMA customer is unhappy at the seemingly unjustified discrimination. “I can understand there are different

s I sit down to write this piece in my Newcastle office, just two hours down the M1 a young man remains in a critical condition in St Vincent’s Hospital, the victim of an alleged one-punch attack. Out to celebrate the New Year with his brother on December 31, 18-year-old Daniel Christie was allegedly punched in the face whilst on his way to a Kings Cross nightclub. In an incident that lasted only a matter of seconds, Mr Christie hit the pavement, fracturing his skull and fell unconscious – a moment that undoubtedly changed the lives of the victim and Mr Christie’s alleged attacker, Shaun McNeill, forever. These acts of violence are not exclusive to the Cross. Penrith teen, Alexander McEwen, fell victim to a single punch whilst trying to defend his brother in an altercation with his alleged attacker, Corey Beard, a boxing enthusiast from Kingswood, in the drive-through of a Penrith McDonald’s restaurant last weekend.

And here in Newcastle, 23-year-old Kelsy Johnston is lucky to be alive after he suffered bleeding and bruising on the brain – the result of being knocked unconscious by a patron who allegedly hit Mr Johnston’s female friend in the face at a Merewether hotel last month. With more and more reports of alleged single-punch assaults surfacing in the media, pressure is increasing for NSW Premier, Barry O’Farrell, to try the so-called “Newcastle solution” in Kings Cross. The scheme, implemented in March 2008 at a time when Newcastle had the highest rate of alcohol-fuelled violence in NSW, includes a 1am lockout at 14 venues across the city’s CBD entertainment precinct, no shots after 10pm and the closure of venues at 3am. Although the changes were initially met with resistance by nightlife lovers, nearly six years on it’s hard to argue with the outcome of the strategy. Recent academic analysis suggests that reducing trading hours from 5am to 3am results in a 33 per cent reduction in alcohol related assaults and a 26 per cent decrease in related hospital emergency department admissions. In Newcastle specifically, there were nearly 200 fewer assaults in the fi rst 18

months after the scheme launched. There is no doubt that the Newcastle solution has improved safety in the Newcastle CBD at night, but it must be noted the city is by no means trouble free and venues operating under the scheme have regularly appeared on the list of the state’s most violent venues since 2009. Moving between venues on a night out, young men will often exchange loaded remarks, looking to start a fight, and blanket closing times mean that come 3am, as venues shut their doors and well-oiled revelers spill out onto the streets, taxi ranks can become an obvious breeding ground for tension as groups, keen to get home after a long night on the grog, argue over who is entitled to the next cab. The 24-hour McDonald’s in King Street, opposite the popular King Street Hotel nightspot, has gone so far as to hire its own security team on weekends to help control often aggressive customers with assistance from local police and assaults are common at the restaurant. The results of the Newcastle solution speak for themselves in respect to a general reduction in the amount of alcohol related assaults and anti-social behaviour occurring around licensed venues after dark and these results could be emulated in the

capital if Sydney was to adopt a similar strategy. However, if the State Government’s aim is to put an end to “coward punches” and change the current drinking culture among young people – where unprovoked attacks are increasingly becoming part of an average night on the town – the Newcastle solution should only be part of a wider, ideally statewide strategy. A strategy where young men are reeducated on the norms and expectations of masculinity and the consequences of their actions whilst under the influence of drugs and/or alcohol. The State Government has taken positive steps in supporting a move away from the term “king hit” in favour of the far more appropriate “coward punch” but a change in vernacular is merely the beginning. It’s time for policy makers to make tough decisions and get to the bottom of this country’s troubled drinking culture before more innocent lives are lost to violent acts of cowardice and stupidity. Rider hurt: Truck didn t stop after accident A woman has been injured after her bicycle was hit by a truck at Kemps Creek as she was riding beside the road. It was at about 10.20pm on Sunday, January 5, when the 26-year-old woman was riding her bike along Mamre Road. Police have been told that a truck hit the back of the bike, throwing the woman off. The truck continued along Mamre Road, without stopping to assist the woman. Emergency services attended the scene, conveying the injured woman to hospital where she was admitted to intensive care. n a suspected attempt to scale the walls and fences of Emu Plains Correctional Centre, two inmates fashioned an 18-metre rope from their bed sheets but were caught out by prison staff. It was during a routine search of cells at the correctional facility on Sunday, December 29, that Corrective Services NSW officers discovered the rope hidden in a plastic bag under an inmate’s bed. It is suspected that two inmates, women aged 32 and 21 who were in custody for fraud and property offences, had been knotting together bed sheets for some time, hoping to make a New Year’s escape. “The New Year period can be a difficult one for

inmates, as it prompts them to reflect on their situation,” said Commissioner Peter Severin, who congratulated officers on foiling the planned escape. “I know our officers want to be with their families at this time of year, like everyone else, but in our prisons it’s business as usual, and that includes our program of frequent routine searches.” The women have been moved to another correctional facility and an investigation into the incident is underway. “As always, security and the safety of the community are paramount,” he said. The incident comes less than four months after four female inmates escaped from a transitional centre in Emu Plains. All four women have since been recaptured by police.

Shock ﬁnd: Multiple charges following police search St Marys police seized guns, vehicles, snakes and sick pets during a search warrant at an Orchard Hills home. Office rs executed the warrant at about Midday on Monday, December 30 2013, at a property on Landsdowne Road. A semi-automatic rifle and ammunition, two trailers and a motor vehicle, and two snakes were seized. RSPCA officials were contacted to assist police when two guinea pigs and a rabbit were found in poor health. One of the guinea pigs has been euthanised. A 34-year-old man was arrested at the scene and charged for 13 offences at Penrith Police Station. Those charges include ‘possess unauthorised prohibited firea rm’, ‘possess unregistered fi rearm-prohibited fi rearm’, ‘not keep firea rm safely-prohibited fi rearm’, ‘possess ammunition without holding licence or permit or having authority’, ‘buy or sell or possess or control protected fauna’ (two counts), ‘commit an act of aggravated cruelty upon an animal’, ‘being in charge of an animal fail to provide vet treatment’ (three counts) and ‘goods suspected stolen in/on premises’ (three counts). He was refused bail and appeared in Parramatta Local Court on Tuesday, December 31.

An alleged ‘Brothers for Life’ member has been arrested and a gun seized following a car search on the M4 at St Marys last week. Highway Patrol officers stopped a westbound van just before 11pm on Friday, January 3. During a search of the vehicle, police allegedly located a .38 revolver and arrested the 23-year-old driver as a result. lack of parking, bumper to bumper traffic and hooligan activity are at the top of the list of problems local business owners have been encountering since the triangle park closed off the end of High Street. As a result, businesses are losing profit, with some threatening to re-locate unless something is done to fi x the issue and bring people back to the “forgotten end” of Penrith’s main street. Robbie Martin owns a number of affected properties on High Street and speaking for his 26 tenants, is calling on Penrith Council to take action. “What [Council’s] whole motive is about is revitalising the CBD – great, I applaud that. Th is initiative was good in concept however, misplaced – it is the wrong spot to have a public area park,” he said. “What I am really asking Council to do is review the current feedback and consider if there is enough merit to continue to trial for the whole 12 month period. A prudent and receptive Council would action something sooner rather than wait 12 months when more damage is done.” Mr Martin is proposing that half of the park be kept in tact, but with a number of angle parking spaces added in front of shops and the roadway put back in place, only this time as a 10km/h slip lane. He said that if a park were to remain in the space, amenities would be essential. For Judith Wawszkowicz, director of Pullman and Williams, located right beside the park, it is the lack of parking and the

traffic problems associated with the trial park’s current format that is taking a toll on her business the most. “We’re inaccessible. There is not a day that goes by that one of us doesn’t hear some sort of complaint from a client,” she said. “My main area of concern is the traffic congestion but also the number of shortstay car parks on the street has been reduced significantly. They are essential for professional businesses that rely on the delivery of legal documents at all times of the day.” Ms Wawszkowicz said that she rarely sees the park used. “I am not adverse to trying to improve the area but I just think that it is possibly not going to work as it is,” she said. To combat the adverse traffic conditions, Councillor Kevin Crameri urged Council to change the phasing of the traffic lights at the intersection of High and Station Streets. “The traffic is banking up because a maximum of only five cars can get through the intersection. And if the front driver is asleep, only two cars get through at a time,” he said. “We need to change the phasing of the traffic lights immediately – an extra fiv e seconds would make a real difference.” Councillor Marcus Cornish believes that changing the traffic signals will only create traffic issues in the other direction. “I have always been against this triangle park and I don’t think there is a solution to the traffic congestion other than removing the park, there is no easy answer,” he said. Council has had mixed responses from the local business community in relation to the park but will be continuing the trial.

From January 1, a child cannot be enrolled at a child care facility unless the parent or guardian provides an offic ial immunisation record proving the child is fully vaccinated. According to NSW Health Minister, Jillian Skinner, the strict, new laws will help protect children in care from preventable diseases. â&#x20AC;&#x153;Th is legislation puts the onus squarely on parents and guardians to either show proof of vaccination or provide an approved exemption, which can only be granted after counselling by a GP or nurse immuniser,â&#x20AC;? she said. â&#x20AC;&#x153;Th is will capture the parents who simply forget to stay up to date with their childâ&#x20AC;&#x2122;s immunisation schedule. We expect it will also educate those who are antivaccination.â&#x20AC;? If a child has a medical contraindication to vaccination, is on a recognised catch-up schedule for immunisation, or if the parents or guardians are reluctant to vaccinate on religious or other grounds, an exemption can be granted provided the appropriate paperwork is completed by a nurse immuniser. â&#x20AC;&#x153;No longer will it be left to child care operators to decide whether to enrol or refuse an unimmunised child. Th is new legislation makes it very clear what must

Happy New Year The New Year is a good time to reflect on our community’s achievements over the past 12 months. Penrith’s Digital Economy Strategy, which is projected to boost the local economy by $420 million to $720 million every year, was launched in 2013. The groundwork was laid to create more local jobs with the Erskine Park Link Road and the development of the Western Sydney Employment Area, as well as the Penrith Health and Education Precinct. 2013 was also a year of accolades. A National Disability Award was won for the “No Boundaries” project. Penrith was named NSW Keep Australia Beautiful’s Overall Sustainable Council and the Heart Foundation’s NSW Healthy Community. Events brought many visitors to our city throughout the year, including the Bicentenary of the First European Crossing of the Blue Mountains, the Rowing World Cup and The Australian Youth Olympics. My wish is that we will continue to accomplish even more in 2014.

Surely this is a much more sensible place to have the clinic than in St Marys especially for those who are sick and need help. I’m just surprised that it has taken so long to relocate it. How dare Dominique compare this clinic to a cancer clinic. People who use the methadone clinic are addicted by choice; yes, it is an illness but they are addicted because they use drugs. New bridge needed I have followed with interest plans to build a pedestrian bridge across the Nepean River from Penrith to Emu Plains in conjunction with the Victoria Bridge. I am astonished that no one seems to have given thought to a more pressing and important matter. Planning a new traffic bridge is urgently needed. In view of the fact that the NSW justice system is into making a spectacle of true justice, why not meet fi re with fi re? At each courthouse in NSW starting with the ones where such infamous sentences have been imposed, an electronic bulletin board is set up on the footpath at the entrance to the courthouse. On this board is the name, accompanied by a photograph of the particular judge who is presiding at that particular court on that particular day with his title and any letters after his/her name which he/she is entitled to display. Also on the board would appear the details of that judge’s last three cases; a brief summary of the offences, the name of the defendants, the verdicts and any of the judge’s remarks that are appropriate. Government reviews Disability Support Pension

Cranebrook Shops may soon be set for a $14 million redevelopment. The site of the current shops, along Laycock Street and Borrowdale Way is owned by Penrith City Council and following a detailed tender and design review process, Cranebrook Village Pty Ltd was selected to undertake the redevelopment project. The proposed development includes a full-line supermarket, an additional discount supermarket and a number of specialty stores. The proposed ‘village green’ and associated landscape zone located to the south of the site will provide a landscaped focal point for the development. Construction work is able to be undertaken in stages to allow for continuous trading while the centre is redeveloped. The existing shopping centre was constructed in the 1980’s and forms part of a community precinct (community hall, community health centre, child care centre, and Barnardos Family Centre), which services the surrounding residential area. Council has received an application to redevelop residential space in St Marys. An application has been submitted to demolish the existing buildings on 144 Brisbane Street, St Marys, and build seven three-bedroom attic-style villas with associated car parking and landscaping. The works would cost an estimated $980,000. Penrith Mayor Ross Fowler launched the library summer membership drive yesterday (Thursday, January 9). Cr Fowler said about half of Penrith City residents are library members. “We are hoping to boost those numbers with our summer membership drive,” he said. “Joining the library is free, and if you sign up this summer you’ll get a free library bag as well as go in the draw to win an iPad, a pass to Penrith Whitewater Stadium, or theatre tickets. he Federal Government has announced its intentions to reform the Disability Support Pension (DSP) scheme that assists people with a disability who are unable to work. Some 5,739 people in the electorate of Lindsay receive the DSP because they have a physical, intellectual or psychiatric impairment that does not allow them to work for more that 15 hours per week. But the Federal Government wants to review the system to “best reduce debt, ensure expenditure is sustainable and support people to work”. “The Government understands the importance of maintaining an adequate safety net for those who cannot provide for themselves, and is conducting a review of the welfare system to ensure there is a

balance between incentive to work and the wellbeing of an individual,” said a spokesperson for Social Services Minister, Kevin Andrews. Belinda Colombrita, General Manager of the Thorndale Foundation in Penrith that provides employment support for people with disabilities, says that reform in the sector is necessary. “Reform in our sector is inevitable to ensure that the people who need the support continue to receive the appropriate support networks or fi nancial assistance,” she said. “My concern would be that the system for assessment would not be suitable and those who are able to understand the system would benefit and those who may not know how to work the system would suffer.” To read the full story, visit our website at www. westernweekender.com.au.

ingswood TAFE Western Sydney Institute is offering future chefs a head-start in their training, with the launch of a new program at the local campus in the coming term. The new pre-apprenticeship commercial cookery course will commence in February as a result of the success of a trial course last year. “Th is is a great way to get started in hospitality,” said head teacher Ajith Cooray. “Participants gain skills such as food and work safety, use of kitchen equipment and preparation of salads, appetisers and dishes. “They have work placements lined up for them and are well-equipped for starting apprenticeships, traineeships, further training and employment following the course.”

The training aims at helping students through the front door of the industry by providing them with the skills they need in their future careers. “Some students completed this course as a part of a school based apprenticeship or traineeship and have gone into the second year of their apprenticeship after their HSC,” said teacher, Jason Husar. “We have also had students working at very good restaurants in the area as well as prestigious locations like Doyles in the city. It has all been very positive and a great introduction to working as a chef, and great for the industry as they can employ new apprentices who already know the ropes.” The program is funded by State Training Services and operates in partnership with HTN, an industry based group training organisation. Excellent results for St Paul’s as school proves itself as an IB leader again t Paul’s Grammar School’s class of 2013 International Baccalaureate (IB) Diploma students received their results this week, with excellent news for the Penrith-based school. Results show that International student, Sereibanndith Seang of Phnom Penh, Cambodia, was the Dux of St Paul’s from the class of 2013 with an IB score of 43 out of a maximum possible 45, equating to an Australian Tertiary Admissions Rank (ATAR) of 99.60. A total of 17 students achieved IB scores of 37 or above, equating to ATARs above 95. Other top scoring IB Diploma students included Nicholas Coulshed of Mount Riverview, Lachlan Johns of Blaxland and Veronica Mitchell of Orchard Hills, all with an IB of 42 (ATAR 99.25). School Captain Susannah Hoff mann of Bligh Park and Sarah Smith-Wade of Springwood both scored IBs of 41 (ATAR 98.70) and Ryan Lin of South Penrith scored an IB of 40 (ATAR 98.05). Director of International Relations and Coordinator of the International Baccalaureate Diploma Programme at St Paul’s, Antony Mayrhofer, congratulated the students. “The outstanding academic results of St Paul’s IB Diploma graduates reflects their excellent application to the International Baccalaureate Diploma over the past two years,” he said. “Th is has been a very special group of students to work with. They have been an inspiration to all those who have been

He follows in the footsteps of his family who practice in the field. “My family have always been involved in medicine,” he said. “My sister has a condition that she was born with that will affect her for the rest of her life. I want to work in a career that helps people like my sister, to shape improvements in medicine that contributes to new treatments and fi nding cures.” Ben came to St Paul’s as an International Student from Cambodia. “St Paul’s has a great atmosphere and learning culture. On my fi rst day at school I made friends who have helped me all the way through Year 11 and 12,” he said.

Veronica found overcoming her personal expectations, both high and low, as the major challenge for Year 11 and 12 study. “If you talk yourself down in a subject, it makes it really hard to achieve well. I guess I learnt not get stressed with those expectations as well as aim to do well in those subjects that I struggled with.”

new local health group, providing a direct link between residents and professional health organisations, is set to give consumers a voice when it comes to their own local health care. Nepean Blue Mountains Medicare Local (NBMML) and Nepean Blue Mountains Local Health District (NBMLHD) celebrated the formation of the Health Consumer Working Groups in Penrith and surrounding areas. The groups, made up of local residents who can speak about their own

experiences on behalf of the community, will give the public the opportunity to provide feedback and information to the organisations. It is hoped that the formation of the groups, which will be fully operational this year, will allow for health service delivery to be improved in the local area. “The celebration event marks a new era in the relationship between the communities of Blue Mountains, Lithgow, Hawkesbury and Penrith and their health providers,” said NBMML Chair Dr Shiva Prakash at the launch last year. “Health consumers will have a direct hand in developing local health services tailored to their needs.”

fter a hectic yet very successful 2013 which saw the commencement of capital works for the Werrington Park Corporate Centre (WPCC), a $28.5 million project jointly funded by the former Federal Government and the University of Western Sydney, PBA is looking forward to yet another busy year and some very clear outcomes in respect of several projects we started and will be involved with other partners including the State Government. Readers will recall that WPCC is a critical component of our flagship initiative, the Penrith Health and Education Precinct. We also expect further escalation in the status of PHEP through the soon to be released Sydney Metropolitan Strategy with announcements expected for planning for further infrastructure and services. Currently PHEP is recognised by the State a potential specialised centre. Of great interest to many readers has been the Penrith Progression (TPP), a joint initiative of the Council and PBA to stimulate both public and private sector interest in the revitalisation of the Penrith CBD. TPP has already created some interest in the market place and will go through its most important phase over the next six months or so. Th is will include a launch in early February of a registration of interest document by the Premier to canvass the interest of developers, investors, and business and community stakeholders in the development of the CBD. We also propose to work closely with the NSW Department of Trade and Investment on Government’s 2014 priorities for industry growth which includes targeted initiatives for western Sydney. any business owners use the New Year season to take stock of their business and life in general. It is a great opportunity to set goals and plan for the coming year, and make changes where necessary. Hopefully when you started your business, you went into it with your eyes wide open. If you didn’t, it would not have taken you long to learn that running a business means you will need to sacrifice some blood, sweat, tears, money, time and so on in order to achieve success. The tricky part is maintaining some semblance of balance. You need to ensure that your sacrifices are not outweighing your success. The very fi rst ‘sacrifice’ you should evaluate is family time. There is nothing wrong with short periods of time where work has to come fi rst. But if you spend little time with family and friends and spend most of your nights and weekends working, you need to make some changes. Reflect on what is most important in life and work towards creating more, not less, time on that. Find a leisure activity that is completely different to your ‘work’ and make it a regular (i.e. at least weekly) pastime. Th is gives your brain time to recharge and will ultimately provide you with more focus and energy. Ensure that you take regular holidays, where you completely ‘switch off ’. Th is is critical now more than ever in the age of 24/7 access to technology. Evaluate whether your ‘normal’ state is one of stress and anxiety. If it is, you need to decide if a shorter life span (which is ultimately what extreme, constant stress results in), is worth it. If you want to attract new customers, you have to make promotion a priority. Plan often: Planning is vital if you want a healthy, growing business. Business planning lets you take stock of what worked and what didn’t work, and helps you set new directions or adjust old goals. Learn something new: What you choose to learn may be directly related to your business or completely unrelated. Learning something new will add to your skills and add a new dimension of interest to your life. Join a new networking group: There is always plenty of choice. Even sending your young staff members to events like Gen YQ can be of benefit. Give something back to your community: There are all kinds of worthy organisations that make a difference in your community. he Productivity Commission has found that increasing the retirement age from 65 to 70 is a possible policy action to address the demands of an ageing population, but seniors aren’t sold on the idea. An Ageing Australia: Preparing for the Future, has found that Australia is facing a major productivity slowdown at the same time that ageing will start to make major demands on the budgets of all Australian governments. The population aged 75 years or more is projected to rise by four million from 2012 to 2060 and in 2012, there was roughly one centenarian for every 100 babies; by 2060, it is estimated that there will be 25 such centenarians. Peter Harris, Chairman of the Commission, said the best time to develop policies that address the

inescapable implications of ageing is while the issue is in its infancy. “It is a good time to start a debate and to float creative policy options,” he said. The report says the design of the age pension and the broader retirement system discourages an active economic role by older people, notwithstanding their far longer life expectancy. “It might appear that a person born in 2012 could expect to live for 19 more years after they reach 65 years old. In fact, it is projected that they will live for around 29 years after that age. Th is raises issues about optimal retirement ages, provision for publicly funded pensions and rules about access to superannuation savings,” claims the report. But National Seniors, the consumer lobby for older Australians, has hit back at Productivity

Commission suggestions that the pension age be raised to 70. National Seniors Chief Executive, Michael O’Neill warned against raising the age pension age without fi rst tackling the issue of unemployment. “It is naive to suggest that simply raising the pension age will boost productivity,” he said. “Currently, older Australians want to work but no one will hire them. Raising the pension age without providing jobs will see older Australians merely shifted from one form of welfare to another.” Penrith local, Sang Cheung, said that ultimately retirement needs to be a personal decision. “The welfare of the person working needs to be considered. There are pros and cons to raising the retirement age, but it all comes down to whether the person is still physically able.”

he Australian Tax Office (ATO) has scrapped recent plans to add extra GST charges to mobile homes, bringing relief to thousands of seniors across the country. A 10 per cent increase in GST charges was proposed by the ATO but after feedback from the community, the draft ruling has been withdrawn. “Over the past seven weeks, we have been considering a range of submissions from the community and stakeholders as part of our consultation process,” said Tax

Commissioner, Chris Jordan. “We have carefully considered the legal arguments and practical implications and decided that we don’t need to change the existing GST treatment of these estates.” Mobile homes will continue to be treated as commercial residential premises, with the same GST rules that apply to long-term accommodation. “With the benefit of submissions, it is evident that while moveable home estates have changed, they are still similar enough to caravan parks to receive the concessional treatment. In particular, both involve letting of sites separately to the building,” he said.

The strictly-for-seniors organisation, aimed at retired or semi-retired local people, is gearing up for its annual enrolment day. With over 100 courses available, there are subjects from maths and psychology to arts and crafts or physical activities like

yoga or bush walking. “Classes like ballroom dancing and line dancing make your brain work as well as your body – socially it is good too,” said U3A Curriculum Convener, Alan Lees. “Members sometimes send us comments and one man said that before he joined us last year he couldn’t do any drawing or painting but now he feels much more confident and is really getting on with it.” The number of members, currently sitting at 1,500, is expected to grow after this year’s enrolment day. The U3A enrolment day will be held between 11am and 12.30pm on Friday, January 17 at Penrith School of Arts.

Train hard, but not too hard

Top 3 tips for good health? 1. Drink plenty of water. 2. Balanced diet including fresh fruit and veggies. Fish is also important. 3. Try and do some type of exercise most days of the week. A daily ‘must do’? All of the top three I mentioned, people should really try getting some type of physical activity, even just for 30 minutes if that is all you have time for. If it gets you started, just aim for five minutes of something you enjoy, often once you get the blood flowing you realise it feels good and you will fi nd some more time to keep going. Biggest health/fitness misconception? Every training session has to be hard and at 100 per cent. Sometimes easier training sessions are just as beneficial. Also, I am a big fan of having recovery days, especially if you are feeling tired.

What do you consider the biggest benefit of being fit and healthy? 1. Feeling energetic most of the time and getting the most out of each day. 2. Meeting and training with like minded people. What type of activity/exercise do you enjoy the most? I enjoy all of the training for triathlons, as you are not just training for one particular sport. It varies with swimming, cycling and running. Each session is different and with cycling, you get to see some great places. The most enjoyable though would be swimming, particularly in the surf. How do you stay motivated when it’s so easy to just ‘take it easy.’ It is not hard to get out the door when it is nice outside. The only time it gets a little diffic ult is swimming in the middle of winter and the long rides up the mountains. But the rewards for being fit and healthy and my competitive nature gets me out the door. You also get to spend time with mates who are training alongside you.

And my wife likes time to herself so she kicks me out of the house.

I’m addicted to shopping, are you?

ccording to the Oxford dictionary, a person with an addiction is physically and mentally dependent on a particular substance or activity. Other defi nitions describe an addiction as harmful and one even went as far as to say a person with an addiction is “enslaved to a habit”. Addictions are most often used in negative contexts, like an addiction to drugs or alcohol, but for me, addiction is the best defi nition I can fi nd that describes my relationship to shopping, specifically swimwear shopping. Oxford defi nes “shopping” as the act of purchasing goods from a shop, which is a defi nition I disagree with – I am sure they know better than I do, but for the sake of this column, let’s allow browsing to have a part in our defi nition of the act. Monday was my fi rst day back at work and when my alarm went off, I immediately picked up my phone and read my emails – and learnt that one of my favourite online stores was having a 20 per cent off sale. I immediately jumped on the website, despite having purchased a one-piece swimsuit the night before and began to browse. Before I knew it, I was running late and had sent my credit card details off in return for two new tops (it was a great deal!). I got to work just in the nick of time and when I opened up my Internet browser and accidentally typed in the web address for another Internet store, I knew I had a problem. When I am not Internet shopping, I am thinking about heading down to the local shops or planning what I will do when I will pick up my parcels in the mail, what next event I can wear my new outfits to, and what my

purchases match in my existing wardrobe. Is it harmful? No (unless I choose the wrong pair of shoes for a day-long trawl in the local Westfield), but it does cause significant harm to my bank account. Am I enslaved? Well, I do feel like I can’t escape the sales... Most people are against their addictions, doing anything to stop or quit, but I love mine. If I wasn’t in stores or browsing online, I would be doing nothing – probably watching stupid sitcoms or ‘Dr Phil’. My New Year resolution was to cut down on the spending but that doesn’t mean I can’t keep up the shopping – my addiction is here to stay, for better or worse for my bank account. Happy shopping!

ack from holidays, and your children may have picked up head lice in their adventures! Head lice is a source of frustration for all parents. While the lice are completely harmless, they are irritating and embarrassing for many kids and parents alike. Head lice are tiny insects, about the size of a sesame seed. They cannot fly or jump, but crawl very quickly. They spread through close contact, as well as through sharing of hats and brushes. Head lice can only live on human heads and feed off blood under the scalp. Th is feeding is what can cause itchiness and irritation, but besides this they are harmless. It does not matter whether hair is long or short, dirty or clean, meaning anyone can be infested. Head lice can be hard to detect as not everyone experiences itching. The best way to know if your child has head lice is to use a fi ne tooth comb on wet hair and look for the eggs and lice themselves. The treatment of head lice can be very frustrating. As head lice are easily spread, your child can be treated and rid of lice, only to be re-infested again. You need to treat and kill the lice and eggs, and then take preventive steps to stop re-infestation. There are a number of treatments available, using both insecticides and natural herbal treatments. I am not convinced one is more effective than the other. However always use the treatments on dry hair. When hair becomes wet, the lice shield themselves and can survive the treatment. The dead eggs can stay stuck to the hair for a long time so you will need to manually remove them. Use a fi ne tooth comb and hair conditioner to comb them out. To re-infest, you only need a few eggs out of thousands to survive, so treat again after a week.

as your dog been vaccinated over the last 12 months? If not your dog could be at risk of contracting Canine Parvovirus. Unfortunately during the summer months we see an increased number of cases of this often fatal disease. Parvovirus is shed from the faeces of an infected dog, into soil. We can walk this virus into the backyard on our shoes. It has been recently discovered that other species can contract the virus and not be affected, but shed it in their stools. Flies are also possible carriers of this infection. Even dogs living in their own backyards are not isolated from this infection. Dogs that become infected with the virus will usually start to shed the virus within three or four days of contracting it, but will not be showing any symptoms. The y become ill within seven to 14 days after exposure. Unlike most other viruses, Parvovirus is stable in the environment and is resistant to the effects of heat, detergents and alcohol. Symptoms of Parvovirus can vary in each individual dog, but generally we see severe vomiting, diarrhoea (often full of blood), lethargy and inappetence. Th is can lead to severe dehydration, electrolyte imbalances and infection in the bloodstream. An often aggressive and expensive treatment regime of intravenous fluids containing electrolytes, antibiotics, pain relief and anti-nausea medications are given to correct dehydration and electrolyte imbalances and to make the dog more comfortable. Young, severely dehydrated puppies are at most risk of not responding favourably to treatment, and may die despite treatment effor ts. The best method of protecting your dog against Parvovirus is a full vaccination program. Once Parvovirus has been in the environment, thorough cleaning and disinfection with a parvocidal solution is needed. The disease can remain in the environment for up to 12 months.

o how many resolutions have been kept so far? How’s the exercise every day one going? You say you “don’t have time to exercise”. Th is is probably the most common reason people give for not exercising; they say they just don’t have the time. Well let me put it to you this way: exercise is every bit as important as eating, sleeping and breathing! It should not be viewed as an ancillary part of your day, but rather a necessity. You probably don’t go a week without eating, and you should not go a week without exercise either. In fact, you typically shouldn’t go more than a couple of days at most without it. The trick to making time for exercise is to view it as a non-negotiable part of your day. Ideally, schedule it into your appointment book the way you would an important meeting or social event. Set the time for it and then make no excuses about keeping your exercise “appointment”. What you’ll fi nd is that the more you exercise, the better you’ll feel and the more addictive it will become. Soon you won’t want to miss your exercise sessions because you’ll notice a dip in your energy or stamina when you back off for too long. You need to place a HIGH PRIORITY on it and schedule your day around the exercise, not the other way around that most people do. Th is way it will get done and you will serve as a powerful example to those who you love. When it comes to exercise, there’s no time like the present. Don’t wait another day to get your program started. And please don’t use your age as an excuse either, because no matter what your age, exercise can provide enormous benefits for your health. If you happen to be over 40, it’s especially important to either start or step up your exercise program. Th is is the time of life when your physical strength, stamina, balance and flexibility can start to decline, and exercise can help to counteract that dramatically.

elcome back everyone and Happy New Year! I was just thinking this morning how time fl ies. It is already January 10 and those New Year’s resolutions have been made and some probably already broken. Before much more of the year zips by, now is a better time than ever to reflect on your goals, fi nancial or otherwise, and check how you’re tracking against them. Even better is to make tracking your goals a monthly activity to ensure you’re staying on course to make 2014 a great year. As we all know with our fi nances, it’s not what you do once in a while but consistency that plays a part in achieving your fi nancial goals. People don’t generally wake up one day and fi nd themselves in a good fi nancial position, unless of course there’s a big Lotto win involved! It’s more likely to be the dedication and the everyday actions towards the end result that moves people from where they are now to where they want to be. And, just in case you didn’t make any fina ncial resolutions this year, I’ve made some for you; it’s never too late to make a change for the better! • Resolution 1: I will make a budget, and I will stick to it • Resolution 2: I will manage my credit card; it will not manage me • Resolution 3: I will reduce the fees I incur • Resolution 4: I will set up a savings account And, if you need help from your Bank Manager to set your fi nancial goals for the year make a time to visit them to discuss your needs.

A fresh start

he fi rst miracle that Jesus performed was to turn 100 litres of water into top class wine. Jesus was at a wedding and to save the bride and groom some significant embarrassment from poor catering plans, Jesus performed this remarkable but yet fascinating miracle. When there were so many other things that Jesus could have done, this miracle seems so insignificant, yet, the Bible tells us that when Jesus’ disciples saw this miracle they “put their faith in him.” Why? Was it because they thought they would have a never ending supply of the best wine? Not at all! The Bible looks forward to a time when God Himself would hold a magnificent banquet, just like a wedding banquet, to which all people will be invited. It would be a banquet of the fi nest foods and wine, and it would be a banquet celebrating the triumph of all good things; the end of fear and death, an ongoing peace and satisfaction with life, the removal of guilt and frustration and disappointment. It would signal the beginning of a new era; a fresh start of new life with God that any person could enjoy for all eternity. When Jesus, at this wedding, performed this miracle, it was a sign that this new age had dawned, and Jesus’ disciples, those who had eyes to see it, recognised that Jesus was to be trusted and followed because he was the one would generously give this new life to any person who would come to him. What a great way to start the New Year by coming to Jesus and putting your faith and trust in Him! Happy New Year!

Bathurst bound The Penrith Panthers have announced Bathurst’s Carrington Park as the venue for an NRL home game each year for the next five seasons. Bathurst was chosen over other options including Tasmania due to its proximity to Penrith and the already established fanbase in the region. “We are committing to the community of Bathurst and its surrounding communities for five years, and the game itself will be a by-product of a whole raft of initiatives,” Head of Business Development for Panthers Group, Justin Pascoe said. “These initiatives will focus on developing the game of rugby league in regional NSW, focusing on the development of players in Group 10 plus the development of coaches in the region through a coach the coaches program.” A game for 2014 is yet to be confir med.

The ‘Born to be a Panther’ initiative welcomes children born at Nepean Hospital into the Panthers football family with babies receiving a Panthers teddy bear, baby bib and beanie as well as a Born to be a Panther birth certificate signed by Phil Gould and coach Ivan Cleary. “We want all local children growing up supporting the Panthers,” said Panthers Group Head of Business Development, Justin Pascoe. “We hope this initiative creates a flow on effect, and we can also attract not just the newborn but his or her siblings, parents, cousins and whole extended family to support the Panthers.” At the launch at Nepean Hospital late last month, Mr Gould along with Panthers stars Tim Grant and Jamie Soward were on hand to witness the fi rst ‘Born to Be a Panther’ member, Adrian Salvatore, inducted into the Panthers family. “It’s a big honour especially being a footy fan,” Adrian’s father Peter Salvatore admitted. Cricket: During the summer break the Penrith Cricket Team recorded a huge win over Sydney. In a one day game, Penrith batted fir st scoring 9/246 after 50 overs. Englishman Sam Billings was the best with the bat hitting a cool 92. When Sydney hit the crease, they were bowled out for a lowly 177 with Pat Jackson 3/39 and Ryan Smith 3/35 leading the way for the bowlers. Penrith’s next game is a one day match this Saturday at Coogee Oval against thirdplaced Randwick-Petersham.

It’s been a remarkable fi rst few months for the Cats who have gone above and beyond since experienced coach Steve Small took over. Small said the side made up of both experienced and youth players are no longer under the radar.

Baseball: Congratulations to Penrith Baseball pitcher Aaron Sookee who was last week named the Delta Airlines Pitcher of the Week for the Sydney Blue Sox in the Australian Baseball League. Sookee claimed the honour on the back of a stunning complete shutout game against Brisbane.

“We are currently coming second and I’d be disappointed if we didn’t qualify in the top four,” he said. “The boys are playing plenty of enterprising cricket and they’re sticking to it. n a major pre-season shock, the Penrith Panthers have signed giant centre Jamal Idris on a three year deal, with the former Origin player to commence training with the club next week in preparation for the 2014 NRL season. The stunning signing coup was confir med on Tuesday when the Gold Coast Titans agreed to release 23-year-old Idris on compassionate grounds. He had spoken to the club on Monday about his desire to return to Sydney to be closer to his family despite having three years left to run on his contract. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve enjoyed my time here at the Titans and Iâ&#x20AC;&#x2122;m grateful that the club has favourably considered my request for a release,â&#x20AC;? But to make way for signing Idris, the Panthers have been forced to grant Brad Tighe an early release.
