The DTI even fielded Provincial DTI CARP Coordinators to handle CARP projects at the provincial level. The criteria for beneficiary section or locating the CARP-funded projects of the CIAs were quite general. DAR used a simple validation system in confirming projects of other agencies. Infrastructure projects like roads and bridges required that the area of influence of the project 64
