From the Board President Dear Friends, Welcome to this presentation of another year of great accomplishments by Watershed Council staff, our members, and volunteers. Our core monitoring activities, extensive water quality monitoring, and shoreline surveys continue to be strong with the involvement of dedicated volunteers. Highlighted on the Sound Science page is a leading effort to study a pioneering control method for invasive zebra and quagga mussels done in collaboration with university, Federal, and State agency expertise. Watershed Council advocacy has demonstrated respected leadership in addressing the issues before us which include aquaculture in the Great Lakes, water withdrawal, and Northern Michigan climate change. Significant staff effort continued to be devoted to the Line 5 issue both as it requires and our members have requested. Enhanced approaches in Innovative Education reached more of our community with youth programs such as the Watershed Academy, resources for shoreline property owners, and online posting of special event recordings for anytime access. Focused attention yielded increased participation in the Shoreline Stewards program and communication of Watershed Council events to members. The 2017 Financial Report illustrates a sound base to continue the accomplishment of our mission which is implemented by the outstanding leadership of our Executive Director, Gail Gruenwald and her staff. I believe the organizationâ&#x20AC;&#x2122;s sustainable strategic direction ensures the stability of water resources protection and advocacy into the future. Creating Ripples of Change for

38 Years

Itâ&#x20AC;&#x2122;s interesting how many facets our waters have: crashing waves on the Great Lakes, gurgling currents in streams, and quiet lapping on the shores of our inland lakes. Each one causes a ripple effect into the future. When our Watershed Protection Team works with volunteers to monitor our lakes and streams or works with landowners to restore shorelines...they are creating ripples. When our Policy and Advocacy Team works with federal, state, and local officials to protect our water resources or attends public hearings to voice our support of decisions that protect our resources and oppose decisions that put them at risk...they are creating ripples. When our Education Team fosters a sense of stewardship in young people through our youth education programs...they are creating ripples. When our Development and Communications Team reaches out to the community with educational resources and solicits funding to enable the work of the Watershed Council...they are creating ripples. The 2017 Annual Report features the work of the Watershed Council that has created ripples of change to protect our lakes, rivers, streams, and groundwater for generations to come. Sound Science 2017 Accomplishments

Sound Science is what guides all of our programs and activities, and is the cornerstone of our organization. A watershed approach, rooted in science, enables us to protect and restore our water resources.

Zequanox® Study To evaluate a new control method for zebra and quagga mussels, our Watershed Protection Team began the first open water application study for Zequanox.® The study is being conducted with funding from a Great Lakes Restoration Initiative grant. Zequanox® is a biologic control composed of dead cells of the common soil bacterium that causes the digestive system of the mussels to fail, resulting in their death.

The project brought together researchers from the University of Michigan Biological Station, United States Geological Survey, and the Michigan Natural Features Inventory to monitor many aspects of the aquatic environment surrounding Zequanox® treatments. Additional field work will be conducted in 2018 and a final report will be made available in 2019. This three-year projet will ultimately provide statistically-rigorous and detailed information on large-scale Zequanox® use and contribute to the body of knowledge surrounding invasive mussel control.

Volunteer Botulism Monitoring Program

Since 2007, the Watershed Council has recruited volunteers to document bird fatalities along the Lake Michigan shoreline in Charlevoix and Emmet Counties. In 2017, volunteers surveyed around 47 miles of Lake Michigan shoreline, documenting 81 dead birds. Many of these were likely killed by avian botulism. Although many birds were documented, this is far fewer than 2016. The hardest hit in 2017 were common loons, white-winged scooters, and long-tailed ducks. This data collection effort contributes to a research program coordinated by Michigan Sea Grant and the Michigan Department of Natural Resources.

Volunteer Lake Monitoring Program The Tip of the Mitt Volunteer Lake Monitoring Program is our longest standing water quality monitoring program, with data spanning over 30 years. In 2017, a total of 26 sites were monitored on 21 lakes by over 60 volunteers. The wealth of data collected is used by the Watershed Council and other groups to assess the water quality and biological productivity of our lakes. Volunteer Stream Monitoring Program

Since 2005, our Volunteer Stream Monitors have collected macroinvertebrates (bugs that live in streams) twice per year to document annual stream health and changes over time. In 2017, over 100 volunteer stream monitors helped monitor 34 sites on 16 different rivers and creeks! Although most Northern Michigan streams have excellent water quality, there are a few sites where diversity is low due to nonpoint source pollutants and habitat degradation. Special Lake Monitoring Projects

Walloon Lake Phosphorus Monitoring Although naturally occurring and essential for aquatic life, excess phosphorus can lead to algal blooms, nuisance plant growth, and depleted dissolved oxygen. Human activities can lead to elevated inputs of phosphorus to lakes from failing septic tanks, agricultural runoff, stormwater, and lawn fertilization. To address this threat, the Walloon Lake Association has contracted with the Watershed Council to monitor total phosphorus in every basin of the Lake. This was our 20th year of monitoring, continuing to ensure that changes are detected and addressed. Elk and Skegemog Lakes Water Quality Monitoring Monitoring supported by the Elk-Skegemog Lakes Association tracked water quality in both Lakes throughout 2017. Since 2000, monitoring has occurred four times per year to ensure any changes in water quality are detected.

Shoreline Surveys

Elk River Chain of Lakes Shoreline Surveys As part of a grant from the Michigan Department of Environmental Quality (MDEQ), shoreline surveys were conducted for all lakes in the Lower Chain in 2017. The lakes in the Upper Chain were surveyed in 2016. Shoreline surveys quantify shoreline health related to riparian management practices, including greenbelts, erosion, alterations such as seawalls and rip-rap, and Cladophora algae (a nutrient pollution indicator). Results will be used to help shoreline property owners implement lake-friendly practices. Black Lake Shoreline Survey Recent high-water levels and storms have resulted in shoreline erosion and property damage on many Northern Michigan lakes, including Black Lake. The Black Lake Association contracted with the Watershed Council to conduct a shoreline survey of Black Lake. The survey documented greenbelt status, erosion, alterations such as sea walls and rip-rap, and Cladophora algae. Results will be used to prioritize best management practices for Black Lake, and for outreach and education of Lake residents.

Biocontrol of Purple Loosestrife

During the summer of 2016, the invasive wetland plant, purple loosestrife, was documented in abundance in the Indian River Spreads on the south end of Mullett Lake. The Indian River Spreads is an ecologically diverse wetland that provides valuable habitat plus water quality and flood retention benefits. These beneficial properties are threatened by invasive plants like purple loosestrife.The Galerucella beetle, a well known biocontrol for purple loosestrife, was released in the Spreads in 2017. The project was made possible by funding from the Mullett Area Preservation Society and the Petoskey Regional Audubon Society.

Elk River Chain of Lakes Watershed Management Plan

A draft of the new Elk River Chain of Lakes (ERCOL) Watershed Management Plan, developed by students from the University of Michigan (School of Natural Resources and Environment), was presented at the 4th Annual Local Government Event in April 2017. The event highlighted opportunities for local governments to participate in the Watershed Plan implementation. Funding for the new Plan was provided by the Joyce Foundation, MDEQ, and the University of Michigan. One of the implementation tasks from the Plan was to conduct a social indicator survey. The survey was completed in 2017 and the results will provide a better understanding of community membersâ&#x20AC;&#x2122; and leadersâ&#x20AC;&#x2122; stance on issues surrounding ERCOL Watershed resources.

Little Traverse Bay Watershed Protection Plan In February 2017, the Watershed Council hosted an event to discuss the update of the Little Traverse Bay Watershed Protection Plan and give participants an opportunity to provide feedback. Once approved by the MDEQ and US EPA, the Plan will be implemented over the next ten years. The Plan update was generously funded by the Petoskey-Harbor Springs Area Community Foundation, the Baiardi Family Foundation, and the Walloon Lake Association.

Stover Creek Restoration The Watershed Council took the first steps toward restoring the lower stretch of Stover Creek by contracting with Northwest Design Group to prepare an engineering report outlining the potential impacts to the stream from removal of a small dam at the mouth of the Creek. After careful consideration and research, removal of the dam was recommended. The study was generously supported by the Charlevoix County Community Foundation.

In 2017, this road/stream crossing on Maxwell road was replaced to allow improved fish habitat, water quality, and public safety on the Minnehaha Creek.

Minnehaha Creek - Road/Stream Crossing Project

This project is part of the Watershed Council’s ongoing efforts to improve road/stream crossings within Northern Michigan for the benefit of water quality, stream habitat, and public safety. In 2017, a new culvert was installed at Maxwell Road thanks to our partnership with the Emmet County Road Commission and grant funding from the National Fish and Wildlife Foundation’s Sustain Our Great Lakes program, the U.S. Fish and Wildlife Fish Passage program, the Baiardi Foundation, and Patagonia. A second crossing will be completed in 2018.

Project Rain Garden

In spring 2017, the Watershed Council launched the Petoskey Project Rain Garden, thanks to support from the Little Traverse Bay Protection and Restoration Fund of the Petoskey-Harbor Springs Area Community Foundation. The Rain Garden Project will further our work to protect the water quality of Little Traverse Bay by installing 12 residential rain gardens and one public rain garden within the City of Petoskey. Additionally a 16-page “how-to” guide on rain gardens was written and produced. The booklet was designed for home owners who want step-by-step instruction on how to design and install a rain garden.

Elk River Chain of Lakes Greenbelt Initiative

In 2017, the Watershed Council began the process of overseeing the installation of ten residential greenbelt projects thanks to a grant from the Michigan Department of Environmental Quality (MDEQ). This funding will help offset the cost of installing a greenbelt for eligible lakefront property owners within the Elk River Chain of Lakes. 7

Respected Advocacy 2017 Accomplishments

Whether we are in Washington DC, Lansing, or Northern Michigan, the Watershed Council’s Policy and Advocacy Team speaks on behalf of our waters. Proposed actions on the national and State level to dismantle water quality regulations and reduce State responsibilities are having ripple effects throughout our area. Below are just a few highlights of our activities for 2017.

Aquaculture in the Great Lakes Net-pen aquaculture, also known as fish farming, is the practice of raising fish in an underwater net or structure that serves as a pen. In 2017, Michigan State agencies concluded that fish farming should not be pursued in the Great Lakes due to the risks to water quality, our fisheries, public health, and tourism. The Watershed Council was vigilant in our efforts to ensure that proposed aquaculture in the Great Lakes was defeated. We advocated for sustainable, land-based aquaculture that fully treats wastewater and avoids the risks of traditional aquaculture.

Nestlé Water Withdrawal In July 2016, Nestlé Waters North America (Nestlé) submitted an application to the Michigan Department of Environmental Quality (MDEQ) that would allow them to increase the water withdrawal rate at Nestlé's White Pine Springs well No. 101 from 250 to 400 gallons per minute. On April 12, 2017, the Watershed Council presented our comments at the MDEQ public hearing on Nestlé’s groundwater pumping expansion request held at Ferris State University in Big Rapids. The Watershed Council joined with other organizations stating that Nestlé had not provided sufficient information to meet the requirements of Michigan law to issue a permit for an expanded withdrawal. Over 80,000 comments were submitted. Given the volume of information that the MDEQ had to review, a decision on the issue was not finalized until 2018 when the permit was approved. 8

Enbridge Line 5 Pipeline Pipeline regulations and management is a remarkably complicated topic – one that the Watershed Council staff has spent hundreds of hours studying. In 2017, the draft Alternatives Analysis for the Straits of Mackinac Pipeline report was released by the State of Michigan for public comment. Thanks to funding provided by Petoskey-Harbor Springs Area Community Foundation and Charlevoix County Community Foundation, the Watershed Council was able to host seven workshops throughout Northern Michigan, providing approximately 100 individuals with the information they needed to effectively submit public comments. Due to the thorough research and dedication of our policy director, multiple areas of “holidays” - industry jargon for areas where pipeline anticorrosion coating is missing - was noticed in the federal work plan that Enbridge filed with the U.S. Environmental Protection Agency. The Watershed Council reported this to the Michigan Pipeline Safety Advisory Board, stimulating further discussion about the decommissioning of Line 5 in the Straits. Additionally, we worked to improve transparency and public engagement on this issue. We continued to present our research to the public, attended countless meetings and discussions about the pipeline, and worked to secure funding for a water crossing study to identify additional areas of concerns along the entire length of the Line 5 pipeline.

Climate Change

Climate change is having a profound effect on the Great Lakes region’s ecology and economy. Recognizing this, the Watershed Council continually incorporates and considers climate change impacts in our watershed management planning and implementation, restoration actions, outreach and education efforts, and all that we do to improve the resiliency of our water resources. To further solidify our position on this issue, the Watershed Council Board of Directors adopted a position statement regarding climate change and our role in combating its effects. Innovative Education 2017 Accomplishments

Engaging Northern Michigan’s residents, visitors, and the public is key to protecting our water resources. Educating our youth expands their sense of stewardship of our natural resources.

Educational Shoreline Video

In 2017, the Watershed Council produced an educational video about the importance of healthy lakeshores and what property owners can do to protect and restore them for the benefit of the lakes they love. The Natural Shorelines: Living in Harmony at the Water’s Edge video was made possible with support from the U.S. Fish and Wildlife Service, MDEQ, Michigan Department of Natural Resource, Michigan Natural Shoreline Partnership, Midwest Glacial Lakes Fish Habitat Partnership, and Tip of the Mitt Watershed Council.

Invasive Species Awareness Signage

Thanks to a grant from the Petoskey-Harbor Springs Area Community Foundation, Tip of the Mitt Watershed Council, in partnership with the Pickerel-Crooked Lakes Association designed and installed invasive species educational signs at eight boat launches on Pickerel and Crooked Lakes.

We also assisted the Elk-Skegemog Lakes Association invasive species committee by designing boater education signs for boat launches on Elk Lake.

The signs urge boaters to help stop the introduction and spread of invasive species by ridding their boats of potentially harmful invaders before and after each visit to marinas and boat launches. 10

Septic System Health and Maintenance

The Septic Question Project for Cheboygan County was completed in 2017 thanks to funding from the Joyce Foundation. The Septic Question report for Emmet County began in late 2017 and will be completed in early 2018. The Watershed Council worked with Burt Lake Township Planning Commission regarding a time-of-transfer septic inspection ordinance. We also worked with a septic subcommittee of the Elk River Chain of Lakes Watershed Plan Implementation Team and Milton Township in Antrim County to improve septic system management in those areas.

Michigan Shoreland Stewards Program (MiSS)

In 2016, the Watershed Council worked with the Michigan Natural Shoreline Partnership to launch the MiSS Program. The MiSS Program is a web-based survey that provides recognition and resources for property owners who are using best management practices to protect their lake. As of June 2017, 21 lake associations and over 400 property owners all over Michigan have joined the program, and more than 15 miles of shoreline has been surveyed. Of the survey respondents, 110 qualified as gold Shoreland Stewards, 119 silver, and 94 bronze. To promote this valuable educational resource, the Watershed Council staff spoke at numerous meetings and events, distributed postcards, and engaged participants through social media posts.

Lake Association Summit

The 12th Annual Lake Association Summit themed “H2Ohhh, I didn’t know that!” was hosted in June 2017. Dr. Linda Greer, interim director at the University of Michigan Biological Station was our keynote speaker. The annual Lake Association Summit gives local lake associations an opportunity to gather once a year to share ideas, concerns, and solutions.

Communication Tools

In 2017, the Development and Communications Team broadened their reach for events and workshops by recording and posting them online for future viewing. Additionally, we began utilizing an email platform that allows us to quickly communicate important information to targeted audiences. www.watershedcouncil.org

Through contributions, partnerships, and grants, the Watershed Council provides a Stu wide variety of educational experiences to help den ts E xper engage youth in protecting our lakes, rivers, streams, ience L ake Charlevoix wetlands, and groundwater. This section highlights just a few examples of our current youth programs. WATERSHED ACADEMY The third year of this program was celebrated in 2017. Since the program began, the Watershed Academy has grown to 12 schools and engages over 100 students per semester in the science and stewardship of their local watershed. at e

STUDENTS EXPERIENCE LAKE CHARLEVOIX May 2017 marked the 24th year of providing 6th and 7th grade students a hands-on opportunity to learn about the Lake Charlevoix Watershed. Nearly 300 students attended in 2017. This program continues to be made possible through a partnership with the Lake Charlevoix Association and the Beaver Island Boat Company.

The Tip of the Mitt Watershed Council speaks for Northern Michigan's waters. We are dedicated to protecting our lakes, streams, wetlands, and groundwater through respected advocacy, innovative education, technically sound water quality monitoring, thorough research, and restoration actions.
