A New Year A new home

T

he New Year is upon us, and it’s shaping up to be a busy one in the real estate market. Before you head out to shop, there’s some initial groundwork you’ll want to do. Take the time before you begin your search to get pre-approved for a mortgage and find a real estate lawyer that you like and can afford. Shopping with a pre-approved mortgage not only helps define what you can afford, but it also locks you into today’s low rates for up to 90 days. Every little bit helps! Since the price of a home affects location and so many other factors, the more educated you are on what you can afford, the more peace of mind you will have. Once you have an idea of what your budget will be, compare what you’ll get in different locations. Consider up-and-coming communities — this is a great way to get your foot in the door, and in a few years when the property appreciates in value, you can make your move to your dream location. Once you’ve found the perfect home, ensure that a real estate lawyer reviews the Agreement of Purchase and Sale within the allotted timeframe. It can be a costly step to skip otherwise! hen you close your eyes you can likely picture your ideal home — one that has storybook elements from a favorite summer holiday, the luxury of modern finishes and aspects that just make a home function better, like a large laundry room, a family-sized island and a garage with ample space for parking both cars and storing the kids’ bikes. Little details can have a big impact on living, and with that in mind, Polygon had the insight to ask current Langley townhome owners for their feedback as to what would make a great home even better when designing their newest community, Mason&Green. “We listened and looked for ways to include more of what they wanted in these homes,” said Theresa Liljedahl, sales manager for the much anticipated new community. “The result is a newly designed floorplan that features a sideby-side two-car garage, a powder room on the main level, more windows, kitchen islands in every home, large laundry rooms with space for a side-by-side washer/ dryer and more storage; essential things that Langley townhome owners have typically had to compromise on.”

Fixed vs. variable

Which one is right for you? by kris grasty

There are positives that lure clients to one or the other and though I am generally pro-variable, each client will have their own preference. Different clients may be more or less tolerant of risk for many different reasons. I know that each client’s needs and overall scenario is unique. First, I’ll address the advantages of variablerate mortgages, now often called Adjustable Rate Mortgage (ARM), and then I’ll move on to the advantages of fixed-rate mortgages… ARM is the Statistical Winner! • 8/10 times variable is the historical winner and benefits the client over the fixed rates. • Overnight lending rates established by the Bank of Canada see less fluctuation over time as compared to fixed-rate offerings which are tied to the bond market. • The Bank of Canada can adjust the rates up to eight times per year. Since 1996, upward trends have only lasted up to 14 months before a decreasing rate cycle was observed.

My recommendation to those that prefer and qualify for the variable is to take the ARM rate but pay as if they had taken the fixed rate compounding the positive effect of their principal prepayment — the best of both worlds. 26 metro vancouver new home guide | january 10 - 24, 2014

ARM Has Flexible Options! • You can fix your payment higher on contract signing or use prepayment privileges to match the fixed rate payment. • You can lock into a fixed rate should you become rate sensitive. ARM Exposes You to Lower Penalties! • 60 per cent of five-year-fixed mortgages are broken at/near the 38-month mark. With an ARM, you only have to pay 3 months interest. Fixed Rates Come in Different Term Lengths! • With short term choices such as the two- and three-year or longer terms such as seven- and 10-year, there is more out to choose from than just the five-year fixed! Security for the Risk Averse! • Fixed-rate mortgages are better for those who cannot tolerate or simply do not want increased risk over the term. • Payments remain the same, eliminating the need to worry about rates. • Today’s fixed rates are still near all-time historical lows. One key consideration in going with an ARM is being able to afford the change in payments should they happen. Approval for a high ratio ARM or fixed mortgage of less than five years is tighter, as one must qualify at the benchmark rate of 5.34 per cent today. This is good on one hand, as the approved client has essentially stress tested their mortgage against a near 2 per cent increase, but on the other hand, it forces some clients and many First Time Homebuyers into a five-year fixed product. I advise clients to stress test even with a five-year term. In summary, you must weigh your suitability to risk, your future plans and what you can be approved for. Short-term fixed and ARM products are generally offered at discounted rates, can save you money and can allow you to make your move sooner and with less exposure to penalties in comparison to a five-year fixed. Some lenders also offer a 50/50 split product. My recommendation to those that prefer and qualify for the variable is to take the ARM rate but pay as if they had taken the fixed rate, thus compounding the positive effect of their principal prepayment — the best of both worlds. Ultimately the decision is yours; I’m working for you!

Year Ahead

Poised for Growth in 2014 by Susan M Boyce It’s the New Year, a time when it’s tradition to plan, dream and predict. This year, as industry watchers and insiders throughout the Lower Mainland spend some time gazing into the proverbial crystal ball, an underlying theme of gentle but solid stability and growth for our local real estate market is emerging — more of the same but a little bit better. “The term that comes to mind when I look ahead to 2014 is déjà vu,” says Mark Belling, CEO of Fifth Ave Real Estate Marketing. “However, I think it’s important to look at the coming year in context of the cycle we are in. So we’re really looking ahead to the next three years with the pattern of prosperity that started in 2013 to continue through 2014, which will be a set up year for modest growth in 2015 and 2016.” 01

Steady As She Goes Speaking at two independent conferences near the end of 2013, two prominent experts — Michael Ferreira, managing principal of Urban Analytics, and Neil Chrystal, president and CEO of Polygon Homes — both made five predictions for 2014 and, perhaps not surprisingly, three of them were the same. Continued low interest rates was top of the list for both men — and that’s good news for consumers. “There’s been a lot of talk about how these low rates can’t be the norm,” Ferreira acknowledged. “But I do not see rates going anywhere anytime soon — certainly not over the next two years, possibly three.” Ferreira and Chrystal both also ranked consistent international immigration, especially from Asia, and ongoing land supply constraints as two of their predicted top drivers for the coming year. Ferreira stressed, however, that contrary to widespread belief, not all investor-class immigrants are high net worth individuals. “A lot are middle income: people like ships’ captains, bus drivers, technicians. They’re buying in places like North Delta, Coquitlam and Burnaby, and they’re buying their homes to live in — not as a place to park money.”

Riding the Masterplanned Wave Another of Ferreira’s predictions for 2014 was to expect “urban masterplan mania” to continue ramping up, and he noted the upcoming Oakridge redevelopment by Wesbank and Shape Properties’ ambitious plans for Brentwood Mall are two he’ll be watching closely. “Surrey City Centre will also surprise people,” he added. “If you haven’t been there for a while, you should go.” Yosh Kasahara, Wesgroup Properties’ director of sales and marketing, also believes the movement toward thoughtfully conceptualized, masterplanned communities with a mixed-use component will gain momentum in 2014. “It’s no longer just an apartment or a townhouse, it’s about everything else around you — where you walk your dog, day care for your kids, proximity to your favourite restaurants.” He points to River District

Speaking to Buyer’s Dreams As completion for homebuyer’s dollars heats up in 2014, many experts are stressing the need for more targeted product that speaks directly to consumer’s desires, needs and pocketbooks. “We must begin to concentrate on different offerings for different consumers — especially when we are considering the affordability factor,” Kasahara says. “For example, there are some people who absolutely need three bedrooms — a family with three kids who need to be in a specific location for work. How do we make homeownership possible for them? It could be having smaller appliances and laminate flooring instead of hardwood. But what’s important is finding ways we can tailor our offerings to specific target demographics.” And while affordability factors heavily into the home buying equation, it’s not the only consideration. Larger, more luxurious condos are making a comeback that’s expected to gain strength in 2014 — especially among the many well-heeled Baby Boomers who would likely find downsizing from a house to a two-bedroom condo too severe a change. “There is a whole mentality shift coming,” says William Lin, CEO of Rize Alliance. “For the last 20 years, we thought the only way to increase affordability was to decrease size. But it can become too much of a compromise. If an apartment, or even a townhouse is so small it’s unusable, it becomes more like an excuse for homeownership. Homes must feel comfortable and inviting — no matter what the size.” The Bottom Line For consumers planning a home purchase during the upcoming 12 months — no matter what that purchase looks like — 2014 is shaping up to be an exciting year. Low interest rates, less pressure to ‘hurry up and buy,’ plus ever more creative and enticing incentives offered by developers are expected to keep the market lively and diverse. “Now is such a unique opportunity to get into the market,” Kasahara says. You’ve seen how easy renovating and flipping real estate properties is on TV, and you know you’d make the perfect landlord while making piles of money, right? Now give your head a shake and check out Julie Broad’s new book or switch the channel. Julie’s book, More Than Cashflow: The Real Risks & Rewards of Profitable Real Estate Investing, puts some much-needed advice into the hands of wannabe real estate investors considering making a career out of building a profitable portfolio of properties. A Canadian investor herself, Julie took a step-by-step approach with her new book – which went to number one on Amazon.ca – by providing some basic strategies and fundamentals about the Canadian investment market, and she did it without pulling any punches. “We help you get into real estate investing without the hype that comes with far too many newsletters, blogs and programs in the market today. But you will have to work for it,” says Julie. The book covers plenty of ground, including ways to increase cash-flow using rent-to-own strategies, tips on finding and keeping tenants, the low-down on property managers, and ideas about where to invest. There’s even a chapter on female intuition – love that! Much of the advice comes from the reallife adventures of Julie’s own investments with (and without) her husband Dave. Interestingly, the couple’s most successful investments were mutually agreed upon at the get-go. When I asked Julie what kind of time commitment an income property demands, she said it depends on how many properties you have and whether you hire someone to oversee tasks like finding tenants and property maintenance. “It may take an hour or two a month, or it could be a full time job,” she said. And costs can add up. Placement management fees, for example, can take a chunk of cash out of your pocket but the

Rent-to-own The rent-to-own strategy of purchasing a home is still an option, as people see that the Canadian real estate market is strong and the likelihood that home prices will increase is high. The rent-to-own scenario is a good one if you’re thinking about buying a property with the idea of selling to the tenant using the rental income, but you need to be sure to have a proper legal agreement in place, says Julie. “If the tenant suddenly decides the property isn’t worth buying, what recourse do you have if they walk away?”

Condo or freehold? When asked about the difference between buying a home or a condo as an investment, Julie says she prefers a condo-fee free investment. “You can control the costs of a freehold investment,” but even a freehold home has its caveats, she said. “If it’s not a solid, well-cared for property, for example, recovering the costs of a new roof can take several years.”

Get educated When it comes to getting more info and a better understanding of your local investment market, Julie suggests websites such as meetup.com, which often have specific networking opportunities for investors. Hearing about others’ experiences is the best way to learn, and getting suggestions from those who have been there and grown from the experience is a great way to avoid pitfalls. Since it takes more than the length of an average TV show to become an investment expert, folks like Julie who offer their own realworld accounts of both successful and unsuccessful strategies are essential to any future flipping star. For most people, shopping around for a mortgage can be a confusing, frustrating and intimidating. If you haven’t asked your lender the right questions, it can also lead to surprises when you visit your lawyer’s office. In addition to interest rates, savvy mortgage shoppers ask what their mortgage is securing. This might sound like a silly question, but many borrowers are now signing up for mortgages that tie their credit cards, overdraft limits and lines of credit to the mortgage on their home. These “all indebtedness” mortgages are often referred to as collateral charge mortgages. Traditional mortgages are fairly straightforward. You borrow a fixed amount from your lender with fixed repayment over the amortization period. Basically, your property is pledged as security for a single loan. If you default on your mortgage payments, your lender can demand full repayment and seize or sell your property if you are not able to repay the mortgage. All indebtedness or collateral charge mortgages are a different beast altogether. Rather than register a mortgage against your home for the amount that you borrow, in a collateral charge mortgage your lender will register a mortgage against your property for around 125 per cent of its assessed value. The mortgage charge is then used to secure any and all current or future debts you may have with your lender. With an all indebtedness mortgage, your home secures your purchase loan, your credit cards, your overdraft limit and any other debt that you have to your lender. Many borrowers don’t realize what they are signing up for until it is too late to choose whether this kind of mortgage makes sense for them. As a lawyer, this can be frustrating. When I sit down with

clients to explain the risks involved with their mortgage, most of the time it is too late in the game to negotiate a different kind or mortgage or delay their purchase. Clients end up knowing the risks, but there isn’t much they can do about it a day or two before their purchase completes. For many people, an all indebtedness or collateral charge mortgage is a great tool. This kind of financial product allows you to tap into your home equity over time through secured lines of credit and other financial products, all without having to visit a pesky lawyer. The key is to understand what you are agreeing to with your lender. It is important that you know the risks beforehand. If your new mortgage is going to secure your credit card, shouldn’t your lender give you a more competitive rate? If your new mortgage is going to secure all current and future debts with your lender, does it make sense to keep all of your debts in one place? So, the next time you are shopping for a new mortgage, don’t forget to ask your lender what your mortgage will be securing. You might be surprised by the answer.

One of the reasons so many people are up to their eyeballs in debt is that they’ve had access to gobs of credit. Whether lenders threw a dozen credit cards at us, offered us big, fat lines of credit, or let us buy now and pay later, we’ve been living a life where we could have whatever we want whenever we want. It’s been a life of abundance. Then came the economic change. Creditors stopped throwing credit at every Tom, Dick and Mary regardless of their ability to actually pay back that credit. The government got into the swim creating legislation that said lenders couldn’t just raise a person’ credit limit without telling them – further exposing them to credit risk. And people started losing their jobs. The abundance of the previous years has turned to forced scarcity. Some people took steps to prepare for the worst and are 52 metro vancouver new home guide | january 10 - 24, 2014

holding on through the tough times. Others have found their debt loads too high and are headed to bankruptcy trustees to see what they can off-load. Still others are just drowning with no idea what to do next. I’m sad for all the people who can’t keep it together – people who are missing their rent or mortgage payments, falling behind on their car payments, pulling their kids out of their sports or other extra-curricular activities. While things were good and they were constantly being offered more and more credit, they never imagined there would ever be an end to their ability to have


what they wanted. I’ve worked with more than a few people who are totally astounded at the place they are currently in. How could this happen? Y’all probably know a body or two who are scratching their heads. I’m hoping the forced scarcity teaches an extremely important lesson about money: there may not be more money, and you better have some set aside just in case. It doesn’t take a world economic crisis to throw a body’s budget into a tailspin if you have no money saved. It only takes a few weeks off work with a sick child, a call to jury duty, or a cut-back in your hours at work to make a house of cards fall down. I wonder how many people will actually learn the lesson. I wonder how many people will go back to spending every cent they make as soon as the economy gets back on its feet. And I wonder if anyone has figured out that you can create your own sense of scarcity to keep you constantly on your toes when it comes to managing your money. Abundance has a way of permeating our very being and making us feel invulnerable. But we are all vulnerable, whether we want to accept that fact or not. And creating the illusion of scarcity may be what it takes to stay true to a sound financial plan. I’m not talking about creating such a sense of scarcity that you’re always whining about what you can’t do or can’t have. And I’m not suggesting you use the illusion of scarcity to cheap out on life. But if you’re the kind of creature who routinely spends every penny she makes, maybe you need to implement the illusion of scarcity to keep yourself in check. And maybe if you move your money where you can’t touch it, leaving yourself with less to “blow” on stuff, you’ll actually end up achieving some of those goals that have always been so elusive.

I’m not talking about creating such a sense of scarcity that you’re always whining about what you can’t do or can’t have.

How do you create the illusion of scarcity. Well… First, you make a budget that balances. You transfer all the money that must be used to pay your fixed and variable expenses to a “house” account, so you know those bills are covered and you can’t spend that money on stuff. Second, you set some goals you want to achieve. It may be paying down your mortgage annually, taking a fabulous family vacation, or going back to school. Third, you set up savings accounts for each of the goals you want to achieve, and have the money you want to saved moved automatically to those accounts so that money is out of sight. Now you only have money left in your first account that you can actually spend on all that crap you so love to buy: coffee, lunches out, another tool, magazines, DVDs, more clothes… name your weakness here. For me it’s houseplants and books. When I look at the money in my account, because I’ve made most of it disappear to places I don’t look regularly, I’m more cautious about just how I blow what’s left. I prioritize. I consciously decide to spend (or not to spend) the money. I don’t feel like I have so much money I’ll never run out so I can just have this one little thing. And that’s the point of creating the illusion of scarcity: to recognize that money is an exhaustible resource so you better be sure your spending isn’t just a knee-jerk reaction to your sense of abundance.

‘Tis the season to make and break New Year’s resolutions. Lose weight? I think not. Learn another language? Non, Monsieur. World peace? Next year. No, this year I resolve to set goals that are achievable and not only good for me, but good for the community too. Here are a few house–related resolutions that I’m hoping will make for a healthier, happier home in 2014. 1. Make my home safer: There are many ways to make our homes just a little bit safer without a ton of effort. For example, to avoid electrical shocks and fires, place covers over all outlets and tie up or unplug cords so they don’t dangle temptingly in front of toddlers or pets. Inspect appliance cords and immediately replace any that are worn, old or damaged. Keep clothes, curtains and other potentially combustible items at least three feet from all heaters. In the event that there is a fire you’ll need to get out, so your home’s windows need to be accessible. Make sure they are not nailed or painted shut, and if they have guards, security bars, grilles or grates, test the release mechanism to make sure it works. 2. Be a little greener: There are many ways to ‘green’ our homes that also save us money. Here are a couple of suggestions that you may have heard before and one that might be new to you. On the list of usual suggestions: replace your incandescent light bulbs with compact fluorescents, or if you’re really keen, go even further and buy LED lights. If you invest in LEDs make sure you get help from the vendor selling you the bulbs: not all LED products are created equal, so make sure you ask about which brand the vendor sees returns on most frequently. On the list of unusual suggestions: make sure you change your furnace filter regularly. A dirty filter will make the furnace work harder to regulate the temperature and will cost you money. Replaceable filters are often inexpensive and reusable ones are easily cleaned and represent an easy way to save energy and money at the same time.

If it’s in good condition, your out-of-style or outgrown clothing could keep a family warm during the cold weather months. Many local charities also accept donations of household items that are in working order. That lamp, toaster or set of dishes gathering dust in the garage could help furnish a home for a needy family or provide revenue for a worthy charity. So go ahead and make those resolutions, but make sure they’re achievable like the ones above so that 2014 is the best year yet. We can wait until next year to deal with World Peace!

for most provincial economies in 2014 Over the past few years, we have seen a

two-tiered economy in Canada, in which resource-rich Saskatchewan, Alberta and Newfoundland and Labrador outperformed the rest of the country. Led by Alberta, most provinces can expect stronger economic growth in 2014, according to the Conference Board of Canada’s Provincial Outlook for Autumn 2013. “While many provinces have struggled in the past few years, Saskatchewan, Alberta, and Newfoundland and Labrador thrived as their primary resources were in high demand and fuelled solid economic growth,” says MarieChristine Bernard, associate director, provincial forecast. “However, the prospect of a stronger U.S. economy will now help boost exports and improve the outlook for other provinces over the next two years.” Despite the damage caused by the severe floods in June, Alberta’s economy has grown at a fast pace in 2013 and economic conditions are extremely favourable heading into 2014. Buoyed by investment in the oil sands and a very strong labour market, Alberta’s real gross domestic product (GDP) is forecast to expand by a robust 3.4 per cent in 2014. Strong gains in the primary sector, a rebound in construction and improved job creation will help lift British Columbia’s real GDP by 2.7 per cent in 2014. Following an estimated four per cent gain in 2013, Saskatchewan’s booming economy can expect to cool next year. Weaker prices will hold back potash production increases and lower the province’s economic growth to 2.3 per cent in 2014, in line with Canada’s growth. Manitoba’s economy will expand by two per cent in 2014, fuelled by better performances in the province’s goods and services industries, along with strong job growth and gains in personal disposable income. Newfoundland and Labrador’s real GDP growth will slow from a nation-leading six per cent in 2013 to 1.8 per cent in 2014. A much smaller increase in oil production and the completion of construction work on Vale’s Long Harbour project will limit economic growth in the province.

The economic outlook for Central Canada and some of the Atlantic provinces is set to improve in 2014. Stronger growth in the U.S. economy will help improve export volumes and the manufacturing sectors in many regions. A partial recovery in exports and strong growth in the commercial and financial services will help boost Ontario’s economy. The province’s economic performance is expected to be more in line with the national average in 2014, with real GDP forecast to grow by 2.2 per cent. Mining activity in New Brunswick is expected to pick up as new metal mines come into production in 2014-15, providing a boost to the province’s economy. Overall, real GDP growth in the province is expected to be 1.6 per cent in 2014. With the new Deep Panuke offshore natural gas field set to begin production and better growth prospects in the forestry and manufacturing sectors, Nova Scotia’s economy is forecast to grow by 2.8 per cent in 2014. Prince Edward Island had some of the strongest economic growth among all the provinces in 2013. However, a decline in private investment and ongoing fiscal restraint by the provincial government, will limit growth to just 1.3 per cent in 2014.

Value of Lower Mainland commercial property transactions climbs in third quarter While the number of commercial property

transactions in the Lower Mainland continues to trend below recent years, the third quarter of 2013 saw an increase in the dollar value of properties sold, according to data from Commercial Edge, a commercial real estate system operated by the Real Estate Board of Greater Vancouver (REBGV). The total dollar value of commercial sales in the region reached $1.411 billion in the third quarter (Q3) of 2013. This represents a 16.6 per cent increase from Q3 2012 and a 35.7 per cent increase from Q2 2013. There were 393 commercial real estate sales in the Lower Mainland in Q3 2013, according to Commercial Edge. This is a 17.4 per cent decline compared to the 476 sales recorded in Q3 2012, a 20.6 per cent decline from the 495 sales recorded in Q3 2011, and a 2 per cent decline from the 401 sales recorded over the same period in 2010. “The total dollar value of commercial sales increased in the Lower Mainland last quarter thanks in large part to activity in the office and retail sector,” Sandra Wyant, REBGV president said. “The total number of commercial sales in the region this year continues to trend behind what we saw between 2010 and 2012.” The Commercial Edge system includes all commercial real estate transactions in the Lower Mainland, excluding Pitt Meadows and Chilliwack, that have been registered with the Land Title and Survey Authority (LTSA) of British Columbia since 2009.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)
