aby, it’s cold outside! The leaves are gone, the temperature has dropped and Jack Frost has begun nipping at your nose; the good news is that it can only mean one thing — Christmas, Chanukah, Christmaka and/or Kwanza are just around the corner. Regardless of which holiday you celebrate there’s one thing for certain; it’s time to start decorating. Typically, when you think of decorating for the holidays it’s all about the tree but I say the tree is just the first step. It may even be your source of inspiration but it doesn’t have to end there. Think ornaments are just for hanging?

Think again. With the dynamic colour and style options now available you can decorate every nook in your home, well, maybe not every single one. The assortment and price range varies dramatically from luxury pieces at Teatro Verde to budget-friendly options at HomeSense, Bouclair and even Home Depot featuring the Martha Stewart Collection, so this year there really is no excuse. It’s not where you put these ornaments, it’s how you place them. Be mindful of consistency and harmony. If you’re one of the lucky ones who has a large mantle, do not forget to adorn that fireplace with colour, texture and elegance. Instead of the traditional evergreen, try a homemade wreath of feathers for a glamorous look or rustic branches in an urban setting. Start with a circular piece of

Fancy a workout in your condo’s gym? Maybe a swim? Well, why not? After all, you’re paying for it – through your condo fees. Condo fees are what each owner is required to pay monthly, in addition to their mortgage payments. They differ from condo to condo, from place to place – and they are not up for discussion. While the fees will vary according to building, they will likely cost you several hundred dollars per month for a typical unit. Some of these costs include: building insurance; utilities like electricity, heat and hydro; building property taxes; cleaning services and garbage pick-up; landscaping and snow removal; security and

concierge; pool/gym maintenance; and parking. For some people, the idea of having security, parking and snow removal are some of the great things about living in a condo. For others, those incentives aren’t important. If you want a condo with all of the bells and whistles, you are looking at higher fees; if you want to keep the fees low, you should consider buildings without all the facilities. Because, let’s face it, if the building has the amenities, you will pay for them month after month after month – even if you never dip your toe in the Olympicsized pool.

New home warranty // by Jim Rivait, CEO Canadian Home Builders’ Association – Alberta New home warranties have been in the news
this fall because the Alberta government is taking steps to ensure all buyers are protected when they take the big step of purchasing a new home. Legislation to require mandatory new home warranties was introduced in the Alberta Legislature on Oct. 25 by Municipal Affairs Minister Doug Griffiths. “While most homes in Alberta are built to stand the test of time, if things go wrong, homeowners will have stronger protection to get their homes repaired,” says Minister of Municipal Affairs Doug Griffiths. “Albertans should be reassured that the single largest purchase their family makes will be protected by one of the strongest warranty programs in the country.” Under the proposed legislation, all new homes – including condominiums – would be covered for one year on labour and materials, two years for defects related to delivery and distribution systems, five years of building envelope protection with the option to purchase additional years of coverage, and 10 years of warranty protection for major structural components. The estimated cost of a warranty for an average house would be $1,700 to $2,000, or less than one per cent of the price. The provincial government plans to have the system in place by next fall. Even though it will take some time to get all of the details ironed out and the legislation put into force, the good news for consumers is that members of the Canadian Home Builders’ Association – Alberta have offered their customers warranty protection for decades. Alberta builders led the nation in 1974 by introducing the New Home Certification Program of Alberta, now the Alberta New Home Warranty Program. Other warranty providers also offer coverage in Alberta, including Blanket
Home Warranty, National Home Warranty Group and Progressive New Home Warranty. A report prepared for the Canadian Home Warranty Council in 2010 stated that more than 125,000 Alberta homes constructed by 650 builders were covered under warranties. The Alberta government estimates that about 80 per cent new homes built now have a warranty. That still leaves a substantial number of homebuyers without warranty protection. Consumers should consider whether they are comfortable spending hundreds of thousands of dollars without the kind of coverage they would insist on receiving when buying a new car or even a smartphone. People planning to build their own home would not be required to obtain warranty protection under the proposed Alberta legislation. But there is a catch. If they decide to sell their house they will be required to arrange coverage for the remaining balance of the warranty period. Adding warranty protection after a home is built and occupied would be difficult because the warranty provider would not have worked with the builder during construction to ensure standards are met. CHBA – Alberta members must demonstrate knowledge, commitment and discipline to be approved by the Alberta New Home Warranty Program and an annual review includes checks on customer satisfaction. Mediation, conciliation and arbitration services are available to solve any dispute that may arise. Warranty providers also help buyers keep their home in tip-top shape for years to come by offering comprehensive guides on how to maintain the many materials and systems used in construction – from the basement to the roof, plus everything in between. Of course warranty protection is a backstop in cases where an issue cannot be resolved through discussions between the buyer and builder. CHBA – Alberta members have years of experience both building new homes and ensuring their customers are happy with their purchase. In the period until all builders are required to meet the same standards of warranty protection, buyers should ensure they understand what coverage they will enjoy after they take possession of their new home.

It is never a “bad” time to buy real estate. Some times are just better than others as some opportunities are better than others. If you are looking for your first home then certainly “the earliest date possible” is the right time to buy. The reason is real estate creates wealth and therefore is beloved by those seeking financial security.
While economic windfalls or turmoil may swirl around you, owning a home is the most predictable path to increasing wealth through “equity creation” and “capital appreciation” due to economic growth and inflation. Over time, it’s difficult to lose on real estate purchased for your residential use. The forced savings effect of standard mortgages and 200+ years of economic data show that owning your home is still the best investment you can make in yourself and your future. As we approach the end of 2012, assuming that Mayan calendar fiasco doesn’t unfold as predicted, it’s time to look into the crystal ball and see what 2013 holds for new homes in the Alberta market and more specifically the major cities. Perhaps a place to start is with the news of the day which drives public opinion and therefore buyer behavior. Currently, there’s a lot of negative news in national media about the integrity of home and condo prices and some pretty “dark” commentary on price corrections (collapses) that may occur due to high household debt, a possible second recession due to the mess in Europe, The US fiscal cliff, the impact of a global slowdown on commodity prices and now, more Arab – Israeli conflict. Wow, with all that going on maybe those Mayans were onto something with just blowing the whole thing up and starting over. While these events will shape a great deal of economic reality in 2013 and provide some headwinds for Alberta’s economy, forecasts are for a real estate market only slightly slower than 2012. For 2012 most metrics that determine the health of the new home sector outperformed forecasts. robust 31,800. For 2013 activity levels are expected to level, increasing just 1.2% to 32,200. Single family starts are projected to rise in 2012 by 15% to 17,600 units over 2011. 2013 sees these values move up a further 5% to 18,400 units with an increased bias toward move up housing and modest price growth. Multi-family starts have increased a staggering 35% in 2012 to 14,200 units. This rate of growth will slow in 2013 to 13,800 units while inventory gets absorbed. What’s most important if you’re looking to purchase in 2013 is that balanced market conditions are expected, which means only modest price increases of about 2%. What makes this even more compelling is the affordability of housing in Alberta. It’s in harmony with historical norms at approximately 30% of average household income. When this is compared with Toronto at 53% and Vancouver at almost 70%, housing in Alberta, be it Edmonton or even the slightly higher priced Calgary, looks like a steal. So 2013 still appears to be a great time to buy, all things considered. What will you buy? Well, that depends on you and your situation. There are excellent opportunities in Alberta’s multi-family market as an abundance of inventory has to find buyers. The Royal Bank has pegged Alberta as the #1 performing economy in Canada for 2013 and still with some of the most affordable housing. So, the sooner you buy, the sooner you get the time value of money and equity growth working for you. As history has shown, that’s the most predictable way to a better financial future – and let’s hope the Mayans were wrong on the time and date when making a smart real estate decision simply doesn’t matter. SECOND PROPERTY ARE YOU DREAMING OF SUMMERS at a lake-front recreation property? Or maybe you’ve always wanted to own a condo for investment purposes? Whatever your reason for wanting to purchase a second property, knowing your financing options before you buy is crucial to avoid surprises down the road. “Financing the purchase of a second property can be complicated at first glance,” says Farhaneh Haque, regional sales manager, Mobile Mortgage Specialists with TD Canada Trust. “A team of experts such as your mortgage lender, real estate agent or builder, and insurer can take you through the process and help you decide what you can afford.” Here are three things to consider:
01 You may be able to use the equity in your home as a down payment for your second property. Using the equity you’ve built in your existing property is one way to contribute to the minimum 25-per-cent down payment required for investment and cottage properties. 02 If you need financing, you’ll need to set up a new mortgage for your second property. As well, you must have sufficient income to carry all debts, including your primary residence. For most investment and vacation properties, financing can be provided using a standard mortgage. All of the different options and terms available when financing your primary residence are also available on your second property. 03 Insurance policies for vacation homes are “named perils” versus “comprehensive” policies. “Named perils” means you have protection for specific risks named in the policy. Other risks like water damage or vandalism can be more difficult or expensive to obtain coverage for because there isn’t someone living there year round, which increases the security risk. growing and it’s time for each of us to rethink our everyday actions and what that means for our planet. Try calculating your environmental footprint to assess your personal impact, and see where you can make small changes. With the plethora of environmentally smart ideas and products on the market, going green is easier than you think. DO shop locally. Visit your neighbourhood farmers’ market and support your community. DON’T buy international fruit. The fuel used to transport and ship the product can be wasteful and environmentally damaging. DO buy a stainless steel water bottle.
You can refill it with water from your tap or from your water filter dispenser. DON’T purchase bottled water. Bottles expend energy in the manufacturing process, transportation and distribution. There are also the costs of garbage pick-up, recycling or taking waste to the landfill. DO take public transport or start a carpool. Fewer cars on the road mean less greenhouse gases and traffic congestion. You can take advantage of carpool lanes and shared fuel usage to save money and get to work faster. DON’T forget to check your tires. According to Pollution Probe, “If every Canadian motorist had properly inflated tires, 375,000 tonnes of CO2 would be prevented from entering the atmosphere.” That’s because under-inflated tires create drag and reduce your car’s fuel efficiency. DO learn about the small changes you can make to help the environment. Try using P&G Future Friendly products such as Tide Coldwater – a product you know and trust, and that can help you reduce your energy use. DON’T overuse your products. Many cleaning products are available in concentrated forms so that you can use less for the same results. Be sure to read product labels for recommended use. DO recycle and compost. Be sure to check your local municipal recycling guidelines because different cities may or may not recycle certain items. DON’T buy styrofoam products or over-stuff your garbage can. hopping for a new condominium is an exciting process. But, as with all substantial purchases, there are important considerations to be weighed before making your final decision. With this column, I hope to give you a framework for making a wise and informed purchase. Firstly, if you don’t need to move into a new home immediately, you should know that there are significant advantages to buying your condo during a development’s planning stages. In order for a builder to receive construction financing, that builder typically needs to show that 65 to 75 per cent of the suites have been sold. To reach this goal, it’s in the builder’s best interest to offer better prices earlier on in the sales process. Buying early can result in substantial savings, and offers the greatest equity growth potential. It also allows you a much wider selection of floor plans and locations within the building. Consider where you want to live. While the most important factor influencing price in real estate is location, this doesn’t mean that the priciest section of town is necessarily the best for your personal lifestyle. Consider proximity to your workplace, and to the kinds of amenities you feel are important, whether that means shopping, restaurants, greenspace or recreational centres. Once you’ve zeroed in on a particular condo development, it’s equally important to consider the location of the unit itself within that development. Examine proximity to the elevator, street noise levels and the quality of the view; often, the higher the floor, the higher the price. This raises the question: how much do you want to pay? Your personal budget may not allow you to buy the penthouse of your dreams. Again, weigh what’s most important to you. Some factors to consider when selecting your suite include functionality of the layout; exposure to natural light; ceiling heights; and access to a balcony or other outdoor space. A development’s curb appeal will affect both the enjoyment of your home and its resale value. The same applies to density – the fewer people sharing your development’s facilities, the better. All condos are not created equal. What’s behind the walls – mechanical systems, for example – is just as important as those things you can see, though admittedly more difficult for a homebuyer to judge. That’s why choosing a builder with a good reputation is crucial. Research prospective builders by gathering information, by visiting existing developments, speaking with current owners and by researching the equity growth of their homes as compared to others. Be sure to check the builder’s Tarion rating. Tarion is a government-regulated organization which licenses all new-home builders in Ontario and provides safeguards to all new-home purchasers. Finally, make sure that the builder has a strong customer service team with extended hours. There’s no denying that buying a home is an emotional process. Just be sure not to let your heart rule your head.

For antique oil-rubbed bronze hardware, you may want to go with the red or burgundy velvet. Regardless, start with a colour scheme. This will keep you on track when you are out shopping – and we all like to shop! You will stick to your colours – if you are in the gold camp you will pass on the silver garland, even though it is on sale. Another tried-and-true shopping rule is this: just because it’s on sale does not mean it’s a good deal. If it doesn’t work in your home, it’s not a deal. “Stylish” means that the items you choose blend in with your existing home and don’t look out of place or cluttered. A stylish holiday home may mean relocating some accessories and putting them away over the festive season. Replace the accessories you put away with the new, wonderfully themed decorative items you have purchased. Try this:

People run into problems when they continually purchase new decorative items each year and then end up with a house full of goods, none of which work together. So, a plan is your best friend. Examine the style of your home. Is it traditional, contemporary, or something in between? Then, choose your colour palette. It may be silver, gold, red and gold, or any festive combination that gets you in the spirit. Your colour choice may be influenced by your interior door

If you can add lights and plug in discretely then go ahead. If not, opt for the battery-operated lights – you don’t want to see any wires hanging down.

Next, take some decorative ribbon that matches your décor and wind it loosely through the garland. Add candles, pinecones and glass ornaments to finish off the garland. Remember to stick with your theme and coordinate the mantel with your tree or your banister. The mantle is a place where you can add those very special home décor pieces that may be a little more fragile. You may even consider adding a star-burst decorative mirror over the mantel in place of your year-round décor. The hearth is another place that will require some attention. Consider a nativity scene or tall standing figures such as angels or a snowman. Just remember not to clutter things up too much. The key is to remove your year-round décor and replace it with your favorite Christmas pieces. Canadians don’t mind paying for the perks of
condo living Attracted to the urban lifestyle,
three-quarters of Canadian condo buyers say condo fees are worth the extra monthly expense to enjoy the benefits of living in a condominium. The TD Canada Trust 2012 Condo Poll surveyed urban Canadians who recently bought or intend to buy a condo and found they are drawn to condos because they require less maintenance (60 per cent), are more affordable (45 per cent), and offer more amenities (25 per cent) than a house. “Managing your housing expenses is about prioritizing your needs and budgeting accordingly. It’s clear that the convenience of condo living is important to many Canadians, and they are willing to pay the monthly fees that come with owning a condo,” says Farhaneh Haque, director of mortgage advice, TD Canada Trust. The poll found that one-third of condo buyers (35 per cent) are willing to pay up to $200 per month in condo fees, 44 per cent would pay up to $400 and 17 per cent would pay up to $800. Across all cities, Torontonians are willing to pay the highest fees; 38 per cent are willing to pay more than $400 and 16 per cent more than $600. Even though they’ve set these limits, many condo buyers understand that monthly fees can increase at any time and have a plan: 29 per cent have a buffer in their budget and 34 per cent say they could cut back in the event of an increase. “The possibility of a fee increase
can be a little unnerving,” says Haque. “While there’s no way to ‘lock-in’ to a monthly fee like you can with a mortgage, you can prepare for a fee increase by building a buffer into your monthly housing budget, as some Canadians have wisely done. That way if fees go up, it won’t be a major shock to your cash flow. If they don’t increase, you have extra money to put aside in savings or towards your mortgage.” According to the poll, condo buyers think the most important features when deciding on a condo to buy are: » Good building security (94 per cent) and low fees (94 per cent) » Energy-efficient building features (92 per cent) and attractive interior design (92 per cent) » A balcony (90 per cent) » Parking for their car (87 per cent) » Close to public transit (84 per cent) Women are more likely than men to look for a building with a balcony (92 per cent versus 87 per cent of men) and environmentally-friendly features (86 per cent versus 79 per cent of men), while men are more likely to say finding a brand new condo – not a resale (56 per cent versus 46 per cent of women) – is important to them. Many condo buyers see condos as an affordable alternative to renting: 29 per cent say owning a condo is cheaper than paying rent. But, one-quarter say paying condo fees

still feels like paying rent so they are saving up to buy another place where they won’t pay monthly fees. Almost one-third of condo buyers say the main reason for their condo purchase is that it is a good investment. Recent housing forecasts do not seem to have fazed most Canadians. Only one-third of the general Canadian population say recent forecasts have made them less likely to buy a condo. “Recent housing forecasts have predicted that an over-supply of condos will cause a drop in prices. How this affects your decision to purchase a condo comes down to your goals at that time,” says Haque. “If you are buying a condo and see it as a source of rental income that you’ll move into when you are ready to downsize, this drop in value will likely not have a big effect. On the other hand, if you see a condo purchase as a way to build equity as you save up to buy a home, you need to consider the potential effect of a decreased price when you sell on the money you will have towards a down payment on a house.” Of those who are buying condos that will not be their primary residence, 46 per cent think they are a good investment to buy and sell at a profit when prices have gone up. Almost an equal number (42 per cent) see them as a long-term source of rental income and 38 per cent see them as a source of rental income for now that they will move into later when they are ready to downsize.

Budgeting for life’s big milestones
CAR, WEDDING, HOME FIRST JOB AND CAR, HOME, WEDDING AND CHILD – paying for life’s milestones can add up, so how do Canadians find the money to cover them all? According to the TD Canada Trust Report on Savings, they don’t – at least not up front. Forty per cent of Canadians find it a struggle or impossible to save, so many of them rely on credit and the kindness of friends and family to fill the gaps. TD Canada Trust, offers the following advice for saving and budgeting for three of life’s big milestones: FIRST CAR The average price of a new car in Canada is approximately $33,000, but that doesn’t include additional expenses such as insurance, maintenance, registration and gas. After you determine what you can afford, budget for a down payment of at least 20 per cent. Larger down payments will lower your monthly payment and allow you to stay on budget with your finances. WEDDING AND HONEYMOON The average cost of a wedding in Canada is $20,000, and newlyweds tend to reach out to family and friends, secure a loan or line of credit or use a credit card to cover the costs. Review your finances and set a realistic budget that you’ll stick to, specific to set amounts for essentials such as venue, invitations, dress and transportation. DOWN PAYMENT ON YOUR FIRST HOME More than one third of Canadians admit they would rely on a loan or line of credit for a deposit on their first home, but it should ideally come from a homebuyer’s savings. Save 15 to 20 per cent for a down payment, as well as consider how the ongoing costs of homeownership will affect your budget now and in future. A first home is often followed quickly by a first baby. If you’re buying a first home and hoping to start a family, make sure your budget reflects your plans and allows room for growth. A new baby brings joy and excitement, but can also mean added expenses and possibly a reduced income if you take maternity leave.

is the key word for Canadian housing markets in 2013 markets demonstrated remarkable resilience in 2012 despite tighter financing and economic uncertainty abroad. According to a recent report by Re/ Max, home sales were up or on par in 65 per cent of major centres this year, and the trend is expected to continue, with home-buying activity propped-up by low interest rates and an improved economic picture in 2013. The Re/Max Housing Market Outlook 2013, which examined 26 major markets across the country, found that the number of homes sold is expected to match or exceed 2011 levels in 65 per cent of markets in 2012, led by strong activity in Western Canada, including Calgary (up 13.5 per cent) and Regina (up eight per cent). Eighty-one per cent of markets are set to experience average price increases by year-end, with HamiltonBurlington, Greater Toronto, and Fredericton at seven per cent and Saskatoon at 6.5 per cent. The forecast for 2013 shows the upward trend moderating, but values still ahead of 2012 levels in 85 per cent of centres. Stability is forecast to characterize Canadian real estate in the New Year, with sales above or on par with 2012 levels in 81 per cent of markets. Nationally, an estimated 454,000 homes will change hands in 2012, falling one per cent short of the 2011 level. And the average price of a Canadian home is expected to remain

stable at $364,000 in 2012—on par with the figure reported in 2011. “Looking forward, there are a number of factors on the horizon that will serve to bolster residential activity in 2013,” says Elton Ash, Regional Executive Vice President, RE/MAX of Western Canada. “Canada’s economic performance is expected to show signs of improvement, particularly in the latter half of the year, which should bode well for housing markets across the country. Historically low interest rates will also continue to drive healthy home-buying activity, especially in the move-up segment.” The report found that low interest rates were a major impetus in 2012, fuelling sales of homes across the board. Tight inventory levels also factored into the equation early in the year, causing a flurry of activity in many centres. By mid-year, however, the third round of CMHC mortgage tightening had a noticeable impact on housing markets, pushing homeownership beyond the grasp of many first-time buyers. “Despite all the negativity surrounding residential real estate, the sky is not falling,” says Gurinder Sandhu, Executive Vice President and Regional Director, Re/Max Ontario-Atlantic Canada. “Home sales have moderated, but remain within healthy levels. Greater optimism is expected to return next year, as the economy marks further improvement.” While first-time buyers will continue to have a significant presence in the overall marketplace, they are expected to take a back seat in 2013 in Canada’s largest markets—with move-up buyers the new engine driving home-buying activity. The greatest advance in home sales is expected in Vancouver (12 per cent), Calgary (10 per cent), Halifax (five per cent), Kingston (4.5 per cent) and Saint John (four per cent). More balanced market conditions are expected in 2013 throughout the majority of markets, with supply meeting demand.

How to trick yourself into
SAVING MONEY
SKIP THE LATTE. BRING YOUR LUNCH. We have all heard the examples of how to save money by cutting back on discretionary spending. They’re all good ideas, but even with the best of intentions, some people have trouble controlling the impulse purchases. If it’s tough to muster up the self-control not to spend when you have money in your account, trick yourself into thinking you don’t have the money to spend. “If you have trouble saving because you’re a chronic spender, make your savings automatic,” says Raymond Chun, a senior vice president at TD Canada Trust. “When you transfer small amounts to your savings account regularly, you may not even notice a difference in the money you have to spend day-to-day, but will see a big difference as you watch your savings grow.”
Chun offers his advice on how Canadians can “trick themselves” into saving: » Save it before you see it: A pre-authorized transfer of a
portion of your paycheque into a tax free savings account (TFSA) or to another high-interest savings account will help you put money aside before you see it or get a chance to spend it. » Save every time you spend: Some banks offer programs that allow you to automatically transfer a small pre-set amount into you savings account with each debit purchase or ATM withdrawal. That means every time you buy your groceries or pay for gas, you could be saving without even trying. » Know what you can spend: You should aim to save at least 10 per cent of your pre-tax income. So, once you have automated your savings and covered bills and other financial obligations, you can treat yourself with the knowledge that you are responsibly setting aside money for the future. Watch your account balance carefully, especially in the first few months of the automatic transfers, to make sure you don’t spend more than is available. NC

he holidays are just around the corner and only the most savvy of us have everything under control. That’s one of the problems with our very busy lives… there’s just no time. But if you want to have a happy holiday that doesn’t leave you holding your aching head when the bills roll in come January, you have to start planning early. The longer you wait, the more you’re prone to give in to stress, make impulse purchases, blow your budget or even buy a lame gift. Look at your holiday spending as you would any other big-ticket item. If your lawn has some bare patches, fall is a great time to sod or reseed. Adding sod gives you an instantly perfect lawn that will be a pleasure when the warm weather returns. To firmly establish new sod, keep it moist for the first week after it is put down. After the first week, it can be watered as needed. Tips for Pruning Shrubs and Hedges
Pruning is important to encourage healthy growth in spring. A good rule is to prune spring blooming shrubs immediately after flowering and to prune summer blooming shrubs in the dormant season. Pruning too late in the growing season will encourage new growth that will be damaged by frost. Walkways and patios can take a beating in cold weather. Shifts in temperature and humidity can cause concrete and brick to heave and settle unevenly. Keeping them free of water build-up and debris will reduce the chances of winter damage. If you noticed water or ice accumulation last winter, take steps now to provide proper drainage. This can be as simple as adding a small gravel drainage channel next to a walkway or fi xing a gutter that drips onto steps. Remember to have you irrigation system blown out, and disconnect any outdoor garden hoses. Winter Fun
Hot tubs and spas will be a welcome treat in the cool weather. Make sure the heater and pump are functioning properly. The women at Jayman give it their all for Movember
The women from Jayman Modus decided to pitch in and do
their part for the “Movember” campaign, to raise awareness and money to support prostate cancer research and other men’s health initiatives. Some of the men at Jayman were already participating in the fundraiser and had named themselves the “Jayman Mo-Bros”. The women came up with the name Jayman Mo(dus) Sistas. The five of them agreed to wear a full moustache all day every Friday.

I see quite a few builders offering homes in this category. I can’t blame the builder totally—if people didn’t buy the product, builders wouldn’t produce it. All I can do is show you why this isn’t necessarily the best way to buy a home. Consider the following scenario: You are looking for a home in the 2000 square foot range. You have been to many showhomes and have seen a few nice layouts that would work for your family. Most of the homes have durable features: hardwood/tile floors, heavier baseboards and trims, good quality kitchen cabinets and appliances, durable exterior finishes, and (of course) some energy saving items. Then you see another home. This home is 2200 square feet! The builder has finished the home with a lower quality package than the others but it’s still acceptable: carpet/ linoleum floors, small/thin baseboards and trims, lower quality cabinets and appliances, exteriors meeting minimum code standards, and no energy saving items to speak of. This home is the same price as the others, maybe even a bit less! Sounds like a deal doesn’t it? Let’s look a bit deeper. Fast forward seven years—this is the average time a family spends in a home. The first group of homes still show well. Your hardwood may have a few character marks, but is still in good shape. Your baseboard and trims have survived the rigor of a busy family life very well. Appliances are out of warranty but have worked without fail and have many years of service ahead of them. Kitchen cabinets and components are still in good shape. The exterior looks as good as the day you moved in and the energy saving items are still saving you money. The larger home may not have fared so well. At seven years, carpet is looking a little worn in the high traffic areas and the linoleum has a few cuts and marks. The trims may need some replacing from the day-to-day family activities. Your appliances are occasionally needing repair. The hinges on your cabinet doors are sitting lop-
sided and your drawers don’t slide as well as they used to. The exterior still looks presentable, but could use a little touching up, and you don’t have any energy saving features to speak of. At this point, if you want to sell your home, you have two options: renovate before you sell or sell as is. If you renovate, you will spend more money than you can hope recover in the sale price. If you sell as is, the buyer will look at what needs to be done, figure out the cost, add a percentage to it “just in case”, and make you an offer based on that. Either way you will not receive the best return on your investment. The energy saving items are of importance only because of legislation being implemented across the country. This requires sellers to have their home Energy Rated to show what the operational cost of a home is compared to another. This exists in Ontario and Atlantic Canada and is on the books right here in Edmonton (see Edmonton’s Green Building Plan). You’ve heard many times that your home is the largest investment you will make. Buying quality and durability is almost always a better long term strategy than buying quantity.

City continues to build great neighbourhoods in 2012 Reconstruction began in six neighbourhoods; work completed in Parkallen, West Jasper Place
The City of Edmonton is wrapping up neighbourhood reconstruction in 2012 with two neighbourhoods rebuilt, seven under construction and various Drainage Renewal, Neighbourhood Renewal and Great Neighbourhoods projects completed. The city will invest $201 million in 2012 to renew and replace neighbourhood infrastructure and to enhance community connections and overall neighbourhood livability in 74 neighbourhoods across Edmonton. This investment contributes to the city’s long-term Building Great Neighbourhoods initiative.
Building Great Neighbourhoods coordinates three city programs: » Drainage Neighbourhood Renewal (Financial Services & Utilities) » Neighbourhood Renewal (Transportation Services) » Great Neighbourhoods Capital Program (Community Services) In 2012 reconstruction of Parkallen and West Jasper Place was completed, reconstruction of Capilano continued, and reconstruction in Canora, Dovercourt, King Edward Park, Terrace Heights, Windsor Park and Woodcroft got underway as a result of these programs. Go with the flow. The Drainage Neighbourhood Renewal Program is investing $32 million in Edmonton neighbourhoods in 2012 to renew and replace deteriorated drainage infrastructure in neighbourhoods, prior to pavement and sidewalk reconstruction. “Coordinating drainage work ahead of roadwork and other projects ensures that our projects get done cost-effectively, on budget and on schedule, with as little disruption to residents as possible,” says John Cairns, Program Manager for Sewer Rehabilitation. In addition to work in reconstructed neighbourhoods, Drainage Neighbourhood Renewal renewed sewer pipes in 19 neighbourhoods and conducted sewer inspections in communities scheduled for reconstruction in 2013 and 2014, working closely with utilities such as EPCOR and ATCO Gas.
The Neighbourhood Renewal Program is investing $153 million in neighbourhoods this year, which includes renewal and replacement of streets, sidewalks, curbs, gutters and streetlights. “Neighbourhood Renewal doesn’t just improve transportation

infrastructure,” says Adam Laughlin, Director of Neighbourhood Renewal. “It improves and maintains quality of life and the way we move within our communities.” In addition to neighbourhood reconstruction, Neighbourhood Renewal completed: » Overlay in eight neighbourhoods » Microsurfacing in two neighbourhoods » Renewal of 18 km of collector roads under the Collector Renewal Program » A lley light and streetlight LED and pole upgrades in 33 neighbourhoods » One alley reconstruction (under 50-50 cost-share pilot) Growing community. The Great Neighbourhoods Capital Program engages neighbourhoods to align city investments, such as shared use pathways, with community goals. “Our goal is to enhance the livability and community connectivity of Edmonton’s neighbourhoods,” says Stephane Labonne, Director of Great Neighbourhoods. “Replacing roads, curbs, sidewalks and streetlights and repairing and maintaining the sewer system adds to Edmonton’s overall livability.” In 2012, the Great Neighbourhoods Capital Program is investing $16 million in 12 neighbourhoods. This includes reconstruction efforts in older neighbourhoods and major projects like the 108 Street streetscape and revitalization efforts along 118 Avenue. The city thanks neighbourhood residents and motorists travelling through neighbourhoods under reconstruction for their patience. tax tips Nobody likes to pay too much tax, but a bit of
planning can reduce your tax liability. “It’s not too late to change what will go on your 2012 tax return when this season rolls around,” says Gary Dent of the accounting firm Grant Thornton. Dent recommends talking to your accountant about these last-minute tax planning tips:
›› If you have a capital gain in 2012 (or in any of the last three years), talk to your accountant about selling investments with accrued losses before the end of the year. If your spouse has realized a capital gain and you have an unrealized loss (or vice-versa), there are ways to transfer the loss to the spouse with the gain. ›› Since most mutual funds distribute income and capital gains once a year around mid-December, deferring the purchase until January will mean that you won’t have to report any income for 2012. If you’re planning to sell, consider doing it before the distribution date so instead of reporting an income allocation, you’ll realize a capital gain or loss. 076 new condo Guide | Volume 20 issue 13 | www.hometrader.ca
›› Make certain payments before the end of the year to realize tax savings: some medical expenses; fitness costs and registration fees for artistic, cultural, recreational or development activities for your children under 16 (under 18 for disabled children); public transit costs; investment costs (safety deposit box rental, interest and brokers’ fees); moving costs; tuition fees and interest on student loans; and charitable and political donations. ›› With current interest rates at very low levels, you might want to consider loaning funds to a spouse or common-law partner who is in a lower marginal tax bracket than yourself. Your spouse can invest the loan proceeds and include any income/capital gains as their own, provided you are paid interest on the loan at the prescribed rate in effect at the time the loan is made. Work with a tax planning professional to understand the rules. ›› Most people must make their 2012 RRSP contribution by March 1, 2013, but you can delay your RRSP contribution if you expect to be in a higher tax bracket in the near future, or you can make the contribution but delay claiming the amount. ›› You may also be able to make contributions to a Registered Education Savings Plan, Registered Disability Savings Plan and a Tax-Free Savings Account. There is no tax on the income earned in an RESP or RDSP until the amounts are withdrawn, and any income earned in a TFSA is never taxed. You can start to collect CPP benefits beginning as early as age 60 and as late as age 70, but you no longer have to be retired to begin receiving payments. If you are between 60 and 65 years of age and have not yet retired, you need to decide if you want to start collecting benefits. ›› The government imposes a “clawback” on your Old Age Security payments if your net income for 2012 exceeds $69,562. If you have the ability to manage the amount of income you receive in a year, keep this threshold in mind. ›› In general, charitable donations over $200 result in tax savings at the highest marginal tax rate. While these tips aren’t a substitute for the recommendations of your tax adviser, and individual circumstances vary, the ideas can help begin the conversation with your accountant. oliday preparations such as tree trimming, present wrapping and hanging lights can help get us in the holiday spirit and are lots of fun. But thoughtful packing of seasonal decorations and materials at the end of the holidays for the next year can keep the fun in what is, for some, a stressful time. In other words, it pays to plan, even 12 months ahead. Careful packing and organization prevents damage and breakage, and ensures you can find everything next year. Here are some tips to keep in mind while packing away holiday decorations: DELICATE ITEMS
> Wrap breakables in tissue or packing paper, or use bubble wrap. Do not use newspaper – the print may wear off on ornaments. And instead of throwing away used paper or junk mail, run it through a paper
LIGHTS
> To prevent tangles, wrap lights around empty gift-wrap paper tubes. > Leave the plug accessible by taping the ends of the light strands to the end of the tube. Next year, you can quickly test the lights before unwinding them. > Store coloured lights in a dark place to prevent fading – especially blue, green and purple. WRAPPING PAPER
> Hanging garment bags provide good storage for wrapping-paper rolls. Use outside pockets for gift tags, cards and tissue paper. > To protect used rolls of paper, cut an empty wrapping paper tube from end to end and slide it over the roll. > Ribbons and bows can be saved and reused. Pack these loosely so they keep their shape. SOME OTHER CONSIDERATIONS
> Wrap holiday candles individually in cellophane and store in a cool place so they don’t melt together. > Pack an “open first” box. Place the decorations you use first in here with essentials such as extension cords. > Use a “wardrobe box” to hang and

The more detailed the description, the easier it will be to find things next year. > Take a digital photo of special-care items like snow globes or wreaths, print them off on regular paper and tape the photo to the outside of the box as an easy description of what’s inside.

Clever ways to organize
A SMALL LIVING SPACE ORGANIZING A SMALL LIVING SPACE can be a challenge. Apartments and lofts typically have limited closet space, if any closets at all. Townhomes can also be a challenge to organize with their small kitchens and bedrooms. Such is true for many singletons and families just starting out, or couples looking to downsize their living arrangements. Whatever your habitat, here are some tips for organizing a small space so you can enjoy it to its full capacity.
FURNITURE WITH STORAGE
The furniture you choose for your home can make or break it. Oversized furniture is out, but furniture with storage is in. Look for pieces that will maximize storage capacity without taking up too much room. Armoires are great for storing clothes if you don’t have a closet, and these days they come in all sizes. Antique trunks add instant style to any room and they can double as a coffee or bedside table with a hideaway
for keeping extra blankets, seasonal items or books. Media cabinets are a worthwhile investment for anyone with a television and other multi-media. Sanus offers media cabinets with open shelves or enclosed doors and ample room for holding DVD players, video games, cable boxes, music and other gear. If you like the mounted TV look, but don’t have the wall space for it, consider a flat-panel mount kit that attaches to furniture. It will give you the same aesthetic appeal as a TV mount, but doesn’t require drilling in the wall.
DEFINE THE SPACE
Just because a room is small doesn’t mean it can’t look pulled together. It’s important, especially in homes with open floor plans, to define living areas for how you intend to use them. It sounds counter intuitive, but wide-open rooms with poorly placed furniture can actually seem smaller than they are. Defining the space will allow you to create distinct areas for entertaining, eating and relaxing. Accordion-style room dividers do the trick. So do area rugs. A dining room or sitting area can easily be established with a pretty rug and chairs placed around it. A couch positioned in the middle of a room is a good way to separate living and dining areas.
ODDS AND ENDS
No matter how organized you are, you most definitely have at least one overflowing junk drawer. So what do you do with all these extra odds and ends? Get creative. Look around. You’d be surprised at how many things you already own that, when repurposed, make the perfect organizers. Toolboxes are ideal for storing crafting and office supplies like ribbons, buttons, paper clips, push pins, stamps and envelopes. Rather than tucking away flower vases in a cupboard, use them for neatly displaying kitchen utensils or makeup brushes. Matching baskets and photo boxes will hold just about anything from scarves to painting supplies. Looking for a fun way to display photographs? String a piece of twine across an archway and use clothespins to hang the photos from the twine. With a little effort and creativity, any living area can be transformed into a well-organized space you enjoy spending time in. NC

Leslie Styles, foodie and travel aficionado, shares some delicious dishes found on her travels around the world
Braised Lamb Shanks with Creamy Polenta Directions Combine 2 cups hot water and porcini in small bowl and let stand, about 30 minutes. Using a vegetable peeler, remove peel from oranges in long strips. Squeeze juice from oranges, reserving peel and juice. Heat 4 tablespoons olive oil in a large pot over medium-high heat. Add onions and sauté until golden, about 12 minutes, stirring frequently. Using a slotted spoon, transfer onions to small bowl. Add 2 tablespoons oil to the pot. Sprinkle lamb with salt and pepper and add 2 lamb shanks to the pot. Sauté until brown on all sides, about 10 minutes. Transfer to plate. Repeat with remaining shanks. Return the onions to the pot. Using slotted spoon, add porcini mushrooms and their soaking liquid, leaving any sediment in the bowl. Add orange peel and juice, herbs, wine, and tomato paste. Boil 5 minutes, scraping up browned bits. Return lamb to pot, arranging in single layer. Add broth and bring to boil. Reduce heat to medium-low. Cover and simmer 30 minutes. Partially uncover pot, and simmer until lamb is tender, about 2 to 2 1/2 hours, turning every 15 minutes. delicious Braised Lamb Shanks are cooked in an
aromatic sauce for about two to three hours until the meat is so moist and tender, it’s literally falling off the bone! ‘Braising’, from the french word ‘braiser’, is a cooking method that uses both moist and dry heat. The lamb shanks are first seared in some olive oil to brown the meat and enhance the flavour. They are then simmered in an aromatic liquid of red wine, orange peel, orange juice, rosemary, cloves, bay leaves, tomato paste, sautéed onions and broth, creating the most wonderful sauce. Just before serving, the shanks are basted with the sauce and served over a blanket of silky smooth polenta spiked with cream, butter and cheese. And for a final flourish — a towering sprig of rosemary! ingredients
Transfer lamb to a bowl. Tilt pot and spoon fat off top of sauce. Boil until sauce is thick enough to coat spoon lightly and is reduced to 5 cups, about 35 minutes. Discard herbs and orange peel. Season sauce to taste with salt and pepper. Return lamb to pot, spooning sauce over to coat. To make the polenta: In a large saucepan, bring the water, cream and butter to a boil. Add 1 teaspoon of salt to the water and quickly whisk in the polenta. Whisk constantly for 3 to 4 minutes to prevent lumps, until the polenta is thick, smooth, and creamy. Add the Pecorino. Check for seasoning and adjust consistency by adding milk or water to the polenta. Polenta may be made up to 20 minutes ahead of time and kept warm and covered until ready to serve. To serve: Spoon the polenta onto large platter or into individual serving bowls. Arrange lamb on top of the polenta, and spoon some of the sauce around the polenta and serve, garnishing each serving with a spire of rosemary.

› 2 cups hot water › 1/2 cup dried porcini mushrooms › 2 large oranges › 8 bay leaves › 6 large rosemary sprigs, and extra for garnish › 8 cloves
› 6 tbsp olive oil › 2 cups onions, finely chopped › 4 lamb shanks › 2 cup red wine › 1/4 cup tomato paste › 8 cups chicken broth

anadian winters being what they are, many of us like to flee for either the short term or long term to the sun, sand and heat whenever we get a chance. While we are enjoying the warmth, we are often drawn to the siren song of homeownership at our favourite destination. Maybe it’s the urge to plan for retirement, additional income or the certainty of having a place of your own to come back to year after year, but one thing is for sure, Canadians have never been more interested in owning foreign property than now. Thanks to low interest rates and a stable economy, Canadians have the upper hand and the world knows it. However, homeownership in another jurisdiction means a slew of considerations that are complex and at times overwhelming. In the U.S., for example, there are estate tax issues that come up, and you may require a specially designed Trust to avoid
legally speaking
buying foreign property Uncle Sam as a partner with you or your kids after your death. There are issues of law if the country does not have a British system and if it’s run on civil or Napoleonic law; Martinique and St. Martin are examples. There may be other issues of property ownership such that foreign nationals may only be able to lease, not own. The next issues relate to the vendor. Are you purchasing from a reputable organization? If it is a condo, how are you sure the developer will be around if things go wrong? What guarantees are there on your deposits if they go broke and does not finish the project? It sounds like a lot to think about… but it was so easy to sign up during the tour. So, really, what are you buying? Are you buying a timeshare, outright ownership or a long-term lease? Here is a list of a few questions that need to be answered on a preliminary basis on a resort or new condo purchase before you make any offer: 1 Location – why are you choosing this location for a second home? 2 How much time will you spend in a typical year in your second home? 3 Will you typically bring friends and family? 4 What are the common fees and how are they set and controlled? 5 What are resales like for the development? 6 What is the legal structure and laws that apply in the country you are looking at purchasing? 7 Would you rent the property, and if yes, what are your expectations and needs on rental income? 8 What security is there for deposits and payments? Here is the litmus test to go forward: A How did the resort or sales centre answer those eight questions? B Did they satisfy you with their knowledge and professionalism? C Did they try to push you into signing something without the opportunity to consult with a lawyer? If those questions are answered to your satisfaction, then you know you are in the right place. What to do when you hire a contractor Many experienced and reliable contractors work in your community – highly skilled professionals who do business the right way. Unfortunately not all contractors play by the same rules. Some cut corners to offer lower prices. They promise you a “good deal” as long as nothing is written down and you pay in cash. These cash deals can mean a lot of risk for you. Contractors who don’t do business properly don’t protect you from accidents or their mistakes. If there is a work-related injury or damage to your home, you could face lawsuits and financial loss. You could be responsible for your contractor’s unpaid bills. And you could be stuck with work that is incomplete or badly done. While serious, these risks are easy to avoid. Follow these steps to see if you’ll qualify for a mortgage on your dream condo 01 Calculate the combined monthly before-tax income of you and your spouse. 02 Divide by three. This figure is the monthly payment you can afford to make on your condo. 03 Take the total price of the condo and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.) 05 Multiply this figure by the amount you need to borrow. Divide by 1,000.
