The Millpond will be open to the public over the Easter Long Weekend. Work is almost complete on a new trail around the dam, and a new fence is in place to keep everyone safe. You will be able to enter from behind the St Stephens Church, and walk down to the waters edge. No need to register this time, just bring your own gear. This is a lure and fly only fishing lake and is also catch and release at this stage.

LOCALS TAKE A ‘BALD’ STEP TO SHAVE THE WORLD FROM BLOOD CANCER This year, twelve extraordinary locals from Fairview took a stand against blood cancer by rallying together to lose their locks, colour their cuts, or shave their scalps in one of Australia's most-loved charity events, the Leukaemia Foundation’s World's Greatest Shave.

The campaign aims to raise vital funds to support the growing number of Australians diagnosed with blood cancer including leukaemia, lymphoma, myeloma and other related blood disorders.

Currently, 47 Australians are diagnosed with blood cancer every day. The Leukaemia Foundation’s latest Blood Cancer in Australia report confirms that in just 15 years, by 2035, this number will more than double to 100 people every day. Fairview’s Marketing and Communications Officer, Laura Cole, organised the event on behalf of the organisation’s Health and Wellbeing Committee. “Our team have raised almost 5500 dollars in just under one month. The support from our family, friends and wider community has been phenomenal.” Ms Cole said that the money raised through the World’s Greatest Shave is critical to ensure that every man, woman, child, and all Australians diagnosed with blood cancer across the country, no matter where they live, can

be supported. “With the money we’ve managed to raise, we have been able to ensure that families facing blood cancer have someone to turn to every step of the way, access to the best possible care and treatment and a place to call home during treatment,” said Ms Cole. Fairview hosted an afternoon tea where all staff were able to cheer on those employees making the colour, cut or shave. Hollie Hunter of Malibu Hair and Beauty in Main Street Lithgow made the kind donation of her time and hairdressing tools in support of the cause. “Whether you have a personal connection to blood cancer or simply want to have fun and raise money for a good cause, it was such an honour to play a part in this year’s World’s Greatest Shave.“

WELCOME FUNDS TO GROW GREENER GREENS

Portland Bowling Club will continue to have some of the best greens in the region thanks to a successful application for Community Building Partnership (CBP) funding from the NSW Government.

Member for Bathurst Paul Toole said the program aims to support self-funded community hubs that provide recreational activities for the whole of the community, run primarily by volunteers. “It was great to visit the Portland Bowling Club and officially announce the success of their application for $12,000 through CBP program,” Mr Toole said. “The funding will see the purchase of a new mower and new scarifier – two vital pieces of plant equipment that keep the playing surfaces in tip top condition. “Right across our Electorate, community groups and organisations struggle to find the funds to grow, enhance and maintain these wonderful meeting places. I commend the Portland Bowling Club for continuing to serve and enhance recreational activities in the community.” The NSW Government’s Community Building Partnership invests in infrastructure projects that deliver positive social, environmental and recreational outcomes, while promoting community participation, inclusion and cohesion.

WESTERN NSW BUSINESSES URGED TO REGISTER FOR DINE & DISCOVER

Business NSW is encouraging businesses across Western NSW in the hospitality, entertainment and tourism sectors to register for the NSW Government’s Dine & Discover program.

The call comes as the four $25 vouchers have started to become available in several Local Government Areas across regional NSW this week. “This was a popular announcement from last year’s State Budget, and it’s important our region’s businesses in tourism, hospitality and entertainment register now to benefit from the program,” said Business NSW, Regional

Manager – Western NSW, Vicki Seccombe. “No one needs extra encouragement to have a meal out or enjoy some down time after the past year, so I encourage Western NSW businesses to register now so they can reap the rewards when the program opens here soon,” Ms Seccombe said. “Customers are likely to spend much more than the $25 the voucher provides, and they have the opportunity of opening their business up to a whole new potential client base and encourage repeat visitation. “There will be two distinct categories of voucher, ensuring as many businesses as possible can benefit from the program. “Two vouchers can be used for eating in at restaurants, cafes, bars, pubs and clubs from Monday to Thursday, excluding public holidays. “The remaining two vouchers are to be used for entertainment and recreation, including tour operators, cinemas, galleries, indoor bowling, and outdoor adventure operators and are available 7 days a week, excluding public holidays. “In particular, we are encouraging our entertainment and recreation businesses in the region to get involved as we are seeing less of these businesses currently registered. “And once the program is launched in Western NSW, we want all residents who are 18 years and older to apply for the vouchers and start using them locally to support this business community,” Ms Seccombe said.

SAM’S PARAMEDIC DREAM CLOSER TO A REALITY

VERTO Bathurst and Central West First Aid trainer and assessor, Sam Hocking, is on the verge of achieving a lifelong dream, selected on an eligibility shortlist to join NSW Ambulance as a paramedic. Mr Hocking’s pending acceptance is the culmination of a unique journey spanning nearly seven years, one which he claims has helped him get the life skills needed to forge a long and successful career as a paramedic. “I started my Bachelor of Paramedicine degree in 2014, but after one-and-a-half years, I realised that I didn’t have any real work experience or the life skills needed to be a good paramedic,” he said. “So I took a break from my studies, worked in disability services and it was there that I got my qualifications to deliver First Aid training. I resumed studying my degree in 2019 and then started delivering First Aid training for VERTO in Bathurst and the Central West soon after. “Delivering First Aid training for VERTO has been my favourite ever job. I like people and I like helping people, and seeing course participants grow in confidence so they have the skills to help their family and friends is very rewarding. “Teaching First Aid has helped me develop really strong communication skills. Being able to understand the needs of patients and being able to talk to people in a way they understand while being respectful is crucial to being a paramedic. These aren’t skills you can learn in the classroom at university.” Mr Hocking has helped hundreds of people gain nationally accredited First Aid qualifications in Bathurst and the Central West since 2019. He is highly regarded among his peers and colleagues, and often receives compliments from course participants. “I had my First Aid Training presented by Sam Hocking and I was very impressed with his presentation. He was very respectful and knowledgeable,” course graduate and participant, Seru Zanco, said. “I have done a lot of this training and have never come across a presenter like him. VERTO is doing the community a favour by having Sam deliver their First Aid training,”

RAIN DIDN’T DAMPEN LITHGOW’S AMBASSADOR, ALGWA THE ENTHUSIASM NSW PRESIDENT UNTIL 2022 "A strong woman stands up for herself, A stronger woman stands up for everyone else."

From 1983 to last Sunday Lithgow District Car Club life members Beach Thomas and Les Taylor have fought to get a motorsport venue in the Lithgow area to conduct hillclimbs and a range of other events.

This quote ended my welcoming speech as President at the Australian Local Government Women’s Association (ALGWA NSW) at the longawaited conference over the weekend, which was hosted by Shellharbour City Council. Among the presenters who were inspiring and informative, was Tracey Spicer. We were very fortunate to secure this Walkley award winning journalist as our Master of Ceremonies. Capacity numbers of delegates from across the state convened in Shellharbour. I expressed the importance of having the opportunity to network and share ideas and experiences. Lifelong friendships were being formed at our conference, which was a highlight of 2021 for myself, considering the difficulties posed by the pandemic

through 2020. I was very proud to acknowledge the ALGWA NSW Executives who have joined me crisscrossing the state, with over 25 Council booked to host an ALGWA NSW Getting Women Elected Forum. The NSW Government recognised the importance of our Forums, which are running prior to the NSW Local Government elections in September this year, with a grant. The enthusiasm shown by the Councils hosting our Forums has ensured their success. I am pleased to announce that Lithgow City Council has voted to host an ALGWA NSW Forum on June 5. In my role as President of ALGWA NSW, which continues until March 2022, I welcomed new delegates elected onto the Board and farewell those who worked so very hard in such difficult times. Having the opportunity to provide leadership, share knowledge, enthusiasm and a voice for Local Government and my community, is something I absolutely relish and never imagined doing when I was first elected to Lithgow City Council in 2016.

Some thirty eight years later the Yvonne Martyn Memorial Motorsport Park was finally officially opened by the Vice President of Motorsport Australia Graeme Emerton and local Member of Parliament Paul Toole. Special guests included Steph Foran,neice of Yvonne Martyn and Maria Harvison, sister of the late Liz Roberts who had not only the clubrooms named in her honour but also the very first event after twenty one years,a motorkhana. Unfortunately just as the opening ceremony started so did the rain but it certainly didn’t dampen the excitement and sometimes emotional speeches by guests and club life members. The Liz Roberts Memorial Motorkhana was contested over four courses,each contested twice,with the outright winner being Bathurst’s Geoff Sims from young Scott Sims and Josh Hunter. Scott Sims also won the Junior Class from twelve year old Chloe Wootton,class B went to Jason Ribbons,class C to Chloe Wootton,class F to Geoff Sims and Class G to Portland’s Barry McMahon at the wheel of his historic open wheeler. Shannon Sims claimed the honour of being the fastest female with young Chloe Wootton in second place. A huge thank you goes out to Helen and Gwyn Mullholand of Orange who stepped up to carry out the event secretary and steward positions,the Portland Tidy Towns Committee who did an amazing job feeding everyone from their BBQ,Tanya Aussell with her Mint Brew Coffee Van and the club members who did a fantastic job running the event in such adverse conditions. Competitors went home with smiles on their faces and vowed to return to the Yvonne Martyn Memorial Motorsport Park in a few weeks time when a Khanacross will be contested.

LIFTING OF RESTRICTIONS GOOD NEWS FOR BUSINESS

The state’s peak business organisation, Business NSW, says the lifting of a number of COVID restrictions by the NSW Government is welcome news for the business community across Western NSW.

The easing of restrictions comes into place from Monday 29 March and will include the change to allowing one person per 2 square metres at all venues, with a minimum of 25 patrons before the per square metre rule applies while full capacity can return at seated entertainment venues including stadiums and theatres. “NSW has led the way with how we’ve been

able to manage the response to the pandemic, and the Government should be applauded for this proactive step,” said Business NSW, Regional Manager – Western NSW, Vicki Seccombe. “It’s been a tough period for many business owners and their employees, and hopefully this news will give them a great boost in the lead up to the Easter break,” Ms Seccombe said. “This of course doesn’t mean the dangers associated with the pandemic have ended, far from it, and businesses must still insist that customers fill in QR codes where appropriate and that proper record keeping measures remain in place. “Today’s announcement gives some clarity for business owners about ‘the new normal’ and allows them to plan staffing levels accordingly,” Ms Seccombe said.

REX RESTORES KEY REGIONAL ROUTES

Rex today announced it will continue to operate several routes which had been earlier earmarked for closure at the end of this month.

This follows the unexpected decision by the Federal Government to continue the Regional Aviation Network Support (RANS) program until end September 2021. The five affected routes are: Sydney - Bathurst, Sydney - Cooma, Sydney - Lismore, Sydney - Grafton, Adelaide - Kangaroo Island. “This is welcome news as an air route such as Bathurst to Sydney is critical in providing connectivity. Many individuals will be pleased with this announcement as this service is used for business, medical, leisure and major events here in the city of Bathurst.” Said Member for Bathurst Paul Toole MP. Fares for travel on these routes from April onwards will be available for sale this evening. The decision to extend the services from 1 April will coincide with the start of new regional services from Sydney to Coffs Harbour and Port Macquarie. Rex is pleased that these cities will finally have access to safe and reliable air services at affordable fares that will go a long way in helping them in their economic recovery, especially at this time of severe flooding. At the same time, Rex will also be launching its new domestic routes of Melbourne to the Gold Coast (commencing 29 March) and Adelaide (commencing 31 March); and Sydney - Gold Coast (commencing 1 April) on its fleet of Boeing 737-800 NG jets.

SEWER OVERFLOWS THE IMPACT OF HEAVY RAINFALL

With the recent rainfall Council has experienced a number of wet weather overflows of sewerage system.

One cause of wet weather overflows is rainfall infiltrating through the ground into leaky sewers. Excess water can also inflow through downpipes illegally connected to sewers and broken or badly connected property sewer/drains. This infiltration/inflow can significantly increase flows in sewers during wet weather far beyond the design storm allowance made for the sewers. Exceeding the capacity of the sewers causes overflows at overflow structure points, maintenance holes and at the sewage treatment plant. The extent of this problem varies within and between systems, depending on factors such as rain intensity

soil conditions and infrastructure conditions. The operation of every sewerage system in Australia is affected to some extent by infiltration/inflow, and/ or illegal connections of stormwater. The impact of infiltration/inflow is a significant if the sewers or property sewers/drains are in poor condition. This is not a new problem and Council in the last 10 years has invested significant funds toward reducing inflow and infiltration into the sewerage system and in the last 3 years has targeted illegal connections of stormwater to the sewerage system. Whilst there has been a significant reduction over this time there is still a considerable amount of work required to reduce the potential for wet weather overflows. Whilst in many events there is little Council can do, residents should still report surcharging sewers on (02)6354 9999 or email council@lithgow.nsw.gov.au as the overflow may not be as direct result of the wet weather.

LINC STORAGE UPGRADED HELPING FEED NEEDY

Lithgow Information and Neighbourhood Centre’s Second Bite Food Rescue program continues to make a huge difference to the lives of many local residents.

Member for Bathurst Paul Toole visited the centre and congratulated the hard working staff and volunteers for the work they do. At the same time Mr Toole announced a grant for $12,624 from the NSW Government’s Community Building Partnership (CBP) Fund for new shelving in the preparation room. “The CBP fund focuses on those organisations that make big differences in their communities,” Mr Toole said. “The work that LINC do is so valuable to the Lithgow community. I can think of no better recipient for this funding.” Community members in Lithgow can stock up on essentials at LINC for free, thanks to the organisation’s partnership with Coles supermarkets. Volunteers collect items like baked goods, canned items, fruit and vegetables from supermarkets that would have otherwise had to be thrown out. In addition, they often receive generous donations from other businesses and companies, including items like hygiene products, toiletries and other basic goods. “It’s amazing to see this program continue to operate and grow. It’s a real credit to the staff and volunteers here that they still manage to operate despite a lack of space in their facility. This upgrade will make it easier for volunteers to organise, pack and prepare donations for those in need,” Mr Toole said. LINC also hosts a wide range of programs for the community in the Lithgow and are always looking at ways they can assist people in need.

LITHGOW AGED CARE UPDATE There was a meeting between the Administrators and families on Monday night that covered a number of key issues. Here’s a summary of some of the main issues raised.

1. Will there be any additional money to be paid by residents under existing residential contracts if there’s a buyer of LAC? Any buyer would be subject to the existing terms of contracts. Residents should not be concerned about this issue.

2. There is major concern amongst families about the uncertainty associated with the wait. The Administrators are doing the best they can to reduce that period of uncertainty. Families can come and talk to them at any time.

3. Is the current ownership of LAC community-based? Yes.

4. Would the residential terms and conditions remain the same in a sale? The Administrators would be looking to transfer contracts as they stand. Changes to the contracts would be untenable.

This issue is front and centre to negotiations with prospective buyers. If a transaction occurs, then the accreditation issue is not one that should concern residents. A new provider would need to fulfil all the obligations set by the Commission.

6. Would the new wing be part of the transaction? Yes, the entire business as a going concern would be a part the transaction

7. How many potential buyers are there as we speak? I am advised that there is a shortlist of four parties at present. Expressions of interest have been lodged. The Administrators will work with the party that puts forward the best transaction in terms of meeting all the criteria. The process of assessing the expressions of interest is not complete. Hopefully we’ll have more clarity on this in the coming days. I’ll provide more information when it comes to hand. It goes without saying that all parties dealing with LAC and issues surrounding it need to stay focused on constructively getting a result that keeps LAC open so our residents don’t have to move.

5. When is the decision by the Commission on reaccreditation expected? Accreditation is set to cease on 16 April. The response to the appeal could come through any day.

PUBLIC FORUM From 26 March 2021, Councils will once again permit members of the public to attend meetings in person, subject to the requirements of any Public Health Order in force at the time and social distancing requirements. Councils can limit the number of members of the public attending meetings to comply with the Public Health Order and to ensure appropriate social distancing. To comply with the new requirements, the following rules for public attendance at Council meetings will apply: From the 26 April meeting, limited public attendance at Council meetings will be permitted. To ensure appropriate social distancing, up to ten members of the public will be allowed to attend each Council meeting, on a "first to arrive" basis. An additional five public attendance places will be reserved for public forum speakers. The maximum number of public attendees at each Council meeting will be set at fifteen during the transition period (i.e. pending any further advice from the OLG). NOTIFICATION OF EVENT AT PIONEER PARK AND ROAD CLOSURE SATURDAY 27 MARCH As part of the recent enhancements to Pioneer Heritage Park, Lithgow City Council will host a community day of family entertainment on Saturday 27th March. During the day there will be kids activities, craft, games and live music between 10am – 3pm. In the evening Pioneer Park will be transformed into an openair cinema. Food trucks and preshow entertainment will be accessible from 5pm – 9.30pm, the film will be screened from 7.30pm. Due to COVID-19 restrictions capacity will be limited for both events. GREEN WASTE COLLECTION A Green Waste collection will be provided on 5th April 2021. Residents are reminded that a SERVICE BY REQUEST will apply. Residents should ensure the following: Garden Prunings – should be no longer than 2 metres, not thicker than 200mm and tied in bundles. Each bundle or box shall be less than 16 kilograms in weight. A maximum quantity of 1 cubic metre (about 4 wheelie bins) will apply. *Please note no grass clippings will be accepted.

Waste2Art is an art competition and exhibition open to local residents of all ages. It showcases and celebrates creative works made from reused and recyclable waste materials, and aims to challenge people’s perception of waste. Entry forms are due no later than Friday 26 March and artworks due at Union Theatre Gallery on Thursday 15 or Friday 16 April between 10am and 4pm. Flood victims are eligible for free legal advice as they recover from the devastating rains over the weekend.

Issue 352 - 26th March 2021 Lawyers from the Disaster Response Legal Service NSW team stand ready to provide legal assistance covering a range of issues, including insurance claims, tenancy, credit and debt, financial hardship, social security entitlements and employment. Legal Aid NSW CEO Brendan Thomas said that civil lawyers from the Disaster Response Legal Service NSW were specialists in areas of law that are likely to impact victims of extreme weather events. “All of our solicitors providing legal help at have undergone training about what to expect,” Mr Thomas said. “This is important work at a difficult and stressful time in people’s lives, so part of the training is about

how best to respond to the trauma experienced by those affected by disasters. “Having an experienced advisor to help you navigate through legal issues can significantly reduce trauma and pave the way to rebuilding lives.” Free legal advice is available to anyone effected by a disaster. For more intensive casework, a means and merit test is applied. Victims of disasters are priority clients of Legal Aid NSW. Anyone needing legal help can call Disaster Response Legal Service NSW on 1800 801 529, or your local Legal Aid NSW office. Alternatively, visit disasterhelp.legalaid.nsw.gov.au. TIME LOCAL LAND SERVICES RATE RELIEF CONTINUES FOR FARMERS ACROSS THE BATHURST ELECTORATE Great news for the rural community with the NSW Government once again waiving Local Land Services (LLS) rates for 2021, as farmers across the region work towards drought recovery. Our farmers have been doing it tough over the past three years, and while conditions have improved significantly, drought recovery does not happen overnight. The NSW Government has stood side-by-side our primary producers through years of devastating drought, and we remain committed to ensuring they bounce back stronger than ever. I am pleased that once again the NSW Government has been able to waive LLS rates for farmers across the State because during this critical phase of drought recovery, every bit of support counts. LLS ratepayers can expect their notices to arrive in the coming weeks, informing them that their rates have been waived for 2021. This is the third year in a row the NSW Government has been able to support primary producers by waiving LLS rates. This is a $50 million investment across the State that will allow landholders to use the money they would have spent on rates elsewhere, but still access all the services offered by LLS. LLS has a range of technical experts, specialising in areas like biosecurity and agricultural production, who are on-hand to help local landholders make better decisions about the land they manage. After years of severe drought, these decisions can give our region’s farmers an upper hand as they recover from drought, so I encourage them to reach out to their local team. There are two Dignity Drives each year, run with the assistance of Woolworths and other partners, the ‘Its in the Bag’ campaign every November during which handbags bags are packed with essential items and donated by women in the community, they are collected by Bunnings and again donated to local charities and organisations to be given freely to women and girls who are homeless or escaping domestic violence. Share the Dignity also installs ‘Pink Boxes’ in different locations throughout Australia, these boxes dispense free packs of period products, there are two ‘Pink Boxes’ in Lithgow, one at Lithgow High School and one at Headspace in Main Street. Since Share the Dignity was founded in 2015, they have been able to donate 2.8 million packets of pads and tampons to those in need. Share the Dignity believes that everyone experiencing period poverty deserves the right to their dignity. All donations are distributed to local Charities who are then able to provide period products to women and girls in need . This Dignity Drive ends on the 31st March and there is a box setup opposite the Service desk in Lithgow Woolworths, ready to receive donations of any period or continence products.

Last week the Tourism Rail Trail committee was formed to investigate and work towards creating a trail alongside the rail corridor in the Lithgow area.

Initially from Wallerawang to Portland then onto Cullen Bullen, Ben Bullen, Capertee and possibly beyond to Kandos and Rylstone. The trail would be for biking and walking for all including tourists and locals. It could also lead to increased tourism and economic growth for the region. 2021 YVONNE JENKINS MEMORIAL AWARD

2020 was the year of coronavirus, calamity, and cancellations. One of the cancellations was the 2020 Yvonne Jenkins Award Essay competition which is sponsored annually by the Lithgow & District Family History Society.

2021 brings with it the promise of a return to a ‘new’ normal. The title of the 2021 Yvonne Jenkins Award essay is “A favourite child of my grandparent” and gives the opportunity to write a story of a parent or a much-loved or quirky aunt or uncle. REGIONAL YOUTH TASKFORCE: Member for Bathurst Paul Toole, left, has met with Lachlan Hicks to congratulate him on his appointment to the NSW Government’s Regional Youth Taskforce.

Lachlan Hicks from Bathurst will join 17 other young people from across regional NSW as a member of the State Government’s Regional Youth Taskforce.

Member for Bathurst Paul Toole congratulated the 23-year-old fire protection officer on his appointment to the Taskforce, representing the Central West and Orana regions. “This is great news for the young people of the region. Lachlan will be part of a really important initiative and will work with his peers from across the state to deliver real change and practical benefits for regional young people,” Mr Toole said. Minister for Regional Youth Bronnie Taylor said the second-year cohort will build on their predecessors’

achievements, which included improvements to education, digital connectivity and public transport. “The incredible young leaders from our first ever Taskforce were integral in pushing for an online licensing scheme which cut a lot of red tape and is already saving young people a long trip to a Service NSW centre,” Mrs Taylor said. “The 2019/20 Taskforce also helped shape holiday programs that gave hundreds of young people in drought and bushfire affected areas the chance to attend recreation camps, skills programs and community activities for free.” Mr Toole said the new Taskforce will have big shoes to fill. “However, I am really excited by their potential and am eager to hear their views on how the NSW Government can continue to make life better for young people living in

OCC SHOEBOXES 2021 BEGINS! While we have been in COVID lockdown, many keen shoebox packers have been knitting, sewing and creating ready to begin packing shoeboxes! Finally we can have our first get together on Tuesday 13th April 10.30 at Lithgow Baptist Church (Cnr GWHwy/ Lee St)

We will practice COVID Safe policies to ensure we are all kept healthy and food will be served individually packed. STORYTIME WITH THE EASTER BUNNY

The university ground has held up well after the long wet spell and is expected to be in good condition for Saturday’s games. The clubs taking part in the competition are last year’s grand finalists Oberon and CSU, along with Lithgow Bears and Portland Colts. Oberon are drawn to play Portland in the first round while CSU are matched against the Bears, but the two grand finalists are tantalisingly not drawn to play until the final round. Both clubs are confident their teams will compete strongly in the tournament which will kick-start the Midwest season commencing after Easter with a full complement of clubs. In addition to the number of clubs in the men’s competition, Kandos Tiaratahs and Orange Warriors are competing in leaguetag, and with the extra teams competing on Saturday the women’s competition will be played in a pools format on the nearby rugby field, both competitions kicking off at 10 am, premiers CSU to meet the Bears in the first leaguetag game. The finals are set down for the Diggings ground at 3 o’clock for the women, to be followed at 4 by the men.
