The Portland Art Purchase Society Inc. wishes to notify artists and patrons of changes, to meet the COVID-19 health restrictions, for their Annual Art Exhibition being held 4th, 6th and 7th March 2021. With the social distancing requirements and restrictions on serving food and beverages we unfortunately will not be able to hold the traditional Opening Night Friday 5th March. Our exhibition will be open during the weekend as in past years with appropriate COVID procedures. Patrons are encouraged to wear face masks, will be required to register via Service NSW App and maintain 1.5m social distancing. We are pleased our local CWA will again provide homemade delights available as takeaway only. We are pleased to announce ‘The Foundations Portland’ and Joe Penn and Lesley O’Shea will once again be

sponsoring the prize sections. This year’s ‘Isolation’ theme and the Simply Drawing prize will be judged prior to the preview evening. The winners in these sections will shared to The Society’s Facebook page and website (portlandartshow. net.au). This year’s feature artist, Frank Hodgert has been an exhibitor at our Exhibition for over 10 years now and his paintings have always been popular with patrons. AUSTRALIA DAY AWARD PRESENTATION The Mayor Ray Thompson has presented an Australia Day Award to George and Fay Quinell at a recent ceremony held at Council.

George and Fay Quinell were jointly nominated for the Volunteer of the Year Award (open category) for their amazing contribution to the Lithgow community through their active roles for many years with Lithgow Tidy Towns, Beehive and Lithgow Community Nursery. Their work with Tidy Towns has helped to deliver many important community improvement initiatives including the extensive awards and recognition programs that have established the reputation of Lithgow as a beautiful and sustainable township. Lithgow City Council invites public review and comment on a Planning Proposal to amend Lithgow Local Environmental Plan 2014 to rezone the land to facilitate light industrial land use on the site; and the continuation of the existing motel development on part of the site. In a statement at the February Council Meeting, Mayor Ray Thompson responded to a recent incident in which a member of the community was bullied online and received personal threats to herself and her family. The Lithgow Mercury posted an article on 26 January 2021 relating to this unfortunate incident. The article was written by a local young person who was coordinating an event intended to present the perspectives of some members of the local aboriginal community in relation to how modern Australia is celebrated on January 26.

It was a very articulate piece about the peaceful intention behind the event, the person’s personal experiences, and the broader historical context. It also detailed that ultimately the event was cancelled due to the abuse and threats received. The Lithgow Mercury article included screenshots of the messages that were sent to her directly. These messages, and subsequent social media commentary, caused distress and hurt and were clearly intended to bully and intimidate. In his statement, the Mayor stressed the leadership role that the Council plays in the community and reinforced its commitment to raising awareness and addressing violence, bullying and mental health in the Lithgow community. Reflecting on this unfortunate recent incident, the Mayor stated that everyone in the community deserves to feel safe and that this can only occur if the community continues to promote and uphold the values of kindness, inclusion and respect for all.

In a Mayoral Minute at the February Council Meeting, the Mayor Ray Thompson delivered a statement condemning bullying and called on Councillors and staff to always condemn and call out bullying as being unacceptable in our community.

Bathurst Regional Council has now compulsory acquired properties around The Bluff, allowing for work to reopen the Bridle Track to finally proceed. For years the Bridle Track linking Bathurst and Hill End has been closed to traffic due to rock slides, which has made the road impassable at Monaghans Bluff. Bathurst Regional Council last year acquired land from three property landowners to be able to divert traffic around the Bluff. Member for Bathurst Paul Toole said it has been a drawn out process as there were a number of significant steps that had to be followed to get this stage. “The NSW Government has committed $2 million for this iconic road to be reopened,” Mr Toole said. “The funding was made available to Bathurst Regional Council to go towards allowing vehicles to once again complete the 60 km journey between Bathurst and Hill End. “The Bridle Track is a favourite with four-wheeldrive enthusiasts, campers and anglers and is an example of how heritage tourism can benefit the region. “Reopening the Bridle Track brings with it significant economic benefits to the region, including the village of Hill End. “The campgrounds along the route are a lure for locals and visitors alike and present a number of opportunities to bring outdoor enthusiasts to the area.” Mr Toole said the Bridle Track’s history dates back in the early 1800s when it was a horse route for stockman, but become a very busy transport corridor when gold was discovered in the Turon Valley and was used by those wanting to strike it rich during the gold rush.

BLAYNEY TO HOST COMMUNICATIONS INFORMATION FORUM Regional Development Australia Central West (RDA Central West) is proud to partner with the Central NSW Joint Organisation of Councils (Central NSW JO) to deliver a Communications Information Forum in Blayney on Thursday, 11 March 2021.

Some of the major telecommunications providers including Telstra, Optus, NBN, Aussie Broadband and Wi-Sky, will feature at the forum that is open to local businesses and community members from across the region. The Regional Tech Hub will also be involved at the forum and was recently established by the Australian Government to provide independent advice to regional communities on technology solutions to support their needs. The forum will see the communication representatives take part in an open display followed by a live panel and Q&A session moderated by RDA Central West with time for networking at the conclusion of the event. The major service providers will give updates and information surrounding connectivity and coverage in regional areas so attendees can walk away with a better understanding of their needs and mostly importantly, the options available in the Central West. RDA Central West CEO, Sam Harma said the forum is an outstanding opportunity for local businesses and members of the community to hear directly from industry leaders. “Every customer’s needs and options are different but the common factor is reliability, and this is vital for those living and working in regional areas,” said Mr Harma. “The forum is a chance to find out more about the barriers we often face, but also the different options, including low cost options; we have to overcome these challenges and boost coverage, speed, data and in turn – profitability and efficiency. “There have also been some big announcements recently around communications for our region, including

NBN’s Business Fibre Zones in Orange and Bathurst, so I encourage anyone interested to come and find out what initiatives like this could mean for your business and our region overall.” Central NSW JO Chair Cr John Medcalf said the Central NSW JO and RDA Central West had a long partnership working in collaboration to advocate for better communications infrastructure across the region. “The JO Board has made communications a focus for 2021,” added Cr Medcalf. “Technology is moving at such a fast pace of change and this forum is an essential part of our plan to bring local concerns to key decision makers and provide access to the most up to date information to the communities we represent.”

There were approximately 100 people in attendance on the night, with former and current staff members, residents and their families as well as concerned community members, gathered to further discuss the issues facing the Lithgow Aged Care facility. At the time of printing there has been no response from the Aged Care Commission in regards to the appeal lodged last week by the organisation. There was much emotion in the room as concerned family members detailed the plight of loved ones who did not want to move and spoke of the toll that moving people at this late stage in their life could potentially have. One former staff member related the change in culture she had seen in aged care over the years. “There used to be a triangle and at the top were the residents, but now at the top it’s a dollar sign,” said the former staff member. It was the view of the room that they would like to have the federal Health Minister, Richard Colbeck, attend a meeting in Lithgow and answer questions, however there has been no confirmation that would be possible at this stage. An update late Wednesday from federal member Andrew Gee confirmed that if the appeal was upheld and accreditation was granted to the facility, then the normal funding of Lithgow Aged Care could continue, but the Health Minister has confirmed to Mr Gee that any further emergency funding would need to be considered in line wth the sustainability of the organisation and their ability to maintain a workable solution. Chair of Lithgow Aged Care Stephen Lesslie read a statement to the room that confirmed that the appeal already lodged was their last attempt at trying to have the decision reversed, and they would not be in a position to proceed to the Administrative Appeals Tribunal if the appeal was not successful. Lithgow Aged Care are in talks with another provider about taking over the facility according to Mr Lesslie, however he was unable to comment any further on that process. There is now an anxious wait for residents and their families as well as staff as the Aged Care Commission considers the appeal, and with no definite timeline on when that may occur, it will be a trying time for all involved.

Lithgow City Council is calling for comment and suggestions from bike riders on the concept design for the bike pump track to be constructed at Endeavour Park Lithgow.

In late 2020 Council engaged Common Ground Trails, one of Australia’s foremost pump track designers and construction companies to design and construct the Lithgow Pump Track. The pump track will be located immediately below and to the north of the Adventure Playground footprint. A pump track is a circuit of rollers, banked turns and features designed to be ridden by riders "pumping" generating momentum by up and down body movements, instead of pedalling or pushing. Pump tracks are a worldwide phenomenon although only recently arriving in Australia. The concept design is for a track with about 700 sqm of riding surface that is graded for beginner, intermediate and advanced riders. LITHGOW AGED CARE UPDATE The situation at Lithgow Aged Care (LAC) is distressing and complex. We all know that a closure of LAC would be devestating for residents, families and staff. I am continuing to work with the Department of Health and the Minister for Aged Care to try to find a way forward. I was in Lithgow again on Wednesday and below is the latest information that I have (current as at 12pm Thursday, 4 March).

1. Where is the review up to?

5. What’s the latest on available places?

LAC has lodged it’s application for a review of the Aged Care Quality and Safety Commission’s decision and the review is underway. I do not have any insight as to when the Commission will hand down it’s review decision, but I am told that the Commission is expediting their response and it should be received soon. I know many people have made their own submission to the Aged Care Commission as part of the appeal process. I have also made a submission to the Commission.

In case of a closure, the Department is directly contacting again all approved providers within a 60km radius of LAC to confirm availability of places.

2. Has the Federal Government ceased funding LAC? Not yet. The Federal Government continues to provide emergency funding to LAC on top of the standard Federal Government funding for accredited aged care facilities. In the event that LAC’s appeal to the Commission is successful and their accreditation is reinstated, then the standard funding from the Federal Government will continue. In relation to the emergency funding, the Minister for Aged Care has advised me that he has not yet made a decision as to whether the Federal Government will continue to provide this. The continuation of the emergency funding is a separate issue to the accreditation and will depend on LAC’s viability and financial plan.

3. Is LAC for sale? LAC is looking to sell the facility. It will need to ensure that any sale occurs with an approved provider who can takeover the operations of LAC and who is supported by the Department of Health. The Department is actively working with LAC on this.

4. If LAC closes and is sold, who benefits? This has been raised with me by the community. LAC is an unlisted public not-for profit company limited by guarantee. It has charitable status. There are currently six corporate directors. Full details are available on an ASIC company search. If LAC was sold its directors and members would not be able to share in the proceeds.

They are bringing this information together with the intention of providing these contacts directly to all LAC residents/families/ representatives. I am told that a detailed information sheet will be provided to residents and families this Thursday, 4 March 2021.

6. If LAC closes will there be support available? In the event of closure, the Department of Health will work with families and residents to find appropriate accommodation for residents. The Department is planning to engage an independent facilitator to assist and support residents and families on the ground at Lithgow.

7. What happens with the RADs? A number of people have raised concerns about the Refundable Accommodation Deposits (RADs). I am told that in the event of a closure, the Department of Health, or their representative, would negotiate with new providers on behalf of families. If the RAD at a new facility is significantly higher than what was originally paid for LAC, I have asked the Department to look into whether there is any other assistance, including financial assistance, that can be provided to families. The Department has undertaken to get back to me on this.

8. What should staff do? Staff need our full support. There are many extremely caring and compassionate staff at LAC who are very concerned about the future of the facility, including it’s residents. I understand that staff had a meeting with LAC, the Department of Health, and representatives from the Commission on Wednesday. PALMERS OAKY RFS ACKNOWLEDGED IN PARLIAMENT I recently spoke in Parliament to pay tribute to each and every member of the Palmers Oaky Rural Fire Service brigade that faced the catastrophic bushfire season of 2019-20. Here’s an extract of my speech: On 4 December 2019 the Palmers Oaky Upper Turon Road fire broke out in the central west and went on to burn more than 17,400 hectares of private property, state forest and national park. By midday that day, members of the Palmers Oaky brigade answered the call and had well and truly swung into action. Over the next 20 days the brigade, both on the front line and back at the fire shed, worked day and night fighting the fires in and around Palmers Oaky. Much of the dangerous work undertaken by the brigade was in hilly and mountainous terrain.

Brigade captain Nino Di Falco has said that the brigade’s firefighting response was a massive group effort which included essential behindthe-scenes work which stood them in good stead in the face of these Black Summer infernos. Nino makes special mention of Chris Schofield and Duncan Ferguson, who worked their bulldozers day and night at their own expense, constructing fire control lines before the official RFS equipment was on site. The hardworking, dedicated crews were able to gain control in early January and finally declared the fire out in February 2020. We are very grateful for your commitment and your sacrifice in keeping our community safe, and this parliament recognises you and thanks you for this extraordinary service today.

NEW YOUTH DROP-IN SPACE

Lithgow Council, Planet Youth Lithgow and Headspace Lithgow are excited to launch a new-drop in space for young people.

A crowd of young people attended the first drop in at Hometown Café on 23 February. There were plenty of musicians who came for a jam, an artist’s corner for sketching and a delicious afternoon tea, all provided completely free. The Drop in Space will be held every Tuesday during school term at Hometown Café from 3:30pm. Come along any Tuesday, bring your instruments, your art equipment or just yourself and your mates. “We really appreciate the young people in our community and the passion they bring to Lithgow. The new drop in space will give an opportunity to collaborate with other artists and musicians, as well as a place to just hang out,” said Lithgow City Council Mayor Ray Thompson. With funding from the federal government’s Bushfire Recovery Fund, the space will be open to young people from 12-17 years. There’s no need to book and afternoon tea will be provided. There will be artists and musicians as well as board games. Covid Safe measures will be in place.

LITHGOW CITY COUNCIL PRESENTS ITS SIX MONTHLY REVIEW

Council’s General Manager, Craig Butler’s summary on the implementation of the 2020/21 Operational Plan not only reflected on the achievements of implementing the plan over the July – December period, but also the challenges faced and the opportunities that have arisen in response to the Covid 19 pandemic and recent natural disasters. Council’s operating environment during the first and second quarters of 2020 continued to be profoundly influenced by the Covid 19 pandemic. Working remotely and splitting work crews kept the workforce and community safe but there were understandable challenges as new work practices were implemented. Inevitably, there was also a backlog of work as a result of Council’s resources being diverted to dealing with multiple recent disasters – most notably bushfires, but also flooding and drought. Council continued the focus on community recovery from disasters and Covid 19 pandemic. The Council was active in partnering with other levels of government to pursue grants for recovery with great success. Emphasis was placed on working at a fine-grained level with affected communities and individuals to rebuild their lives and their properties. New ways to engage with the community were designed and delivered. We will continue to look for new and innovative ways to connect with our rural and remote areas. The experience should equip the city with greater resilience and the Council with the experience to play a central role in people’s lives as they grapple with challenges. We recognised that the broader community were doing it tough and so when people fell behind in paying accounts we increased our focus on payment plans. Rent relief was provided to the business tenants in Council’s properties. Council adjusted its works program accordingly with some projects deferred until our finances recovered.Good outcomes were delivered with respect to the city’s natural environment. Rural landfills were enhanced with new cells, site rehabilitation works and changed operating procedures better containing waste materials and preventing the dumping of hazardous wastes. A thorough plan was developed to support the return of responsibility for the Lithgow landfill to Council’s operations, with every milestone met. This will support enhanced waste resource management and improve the customer experience for users of the landfill. Council procures potable water from the NSW

government’s WaterNSW and distributes that to the rural villages. For a range of reasons, the quality of the water that was provided by WaterNSW was not acceptable. Council stepped in and provided considerable resources to supply replacement water and advocated strongly for an improved level of service. While necessary austerity measures had to be introduced to respond to cashflow challenges, significant built infrastructure was still delivered ie., reconstruction and sealing of Glen Davis Road, Hartley Vale Road, Dark Corner Road and Fields Road. The Lithgow Pool moved across to Covid safe operating and 17,543 visited receiving much needed recreation and activity. Also, 325 local children learned how to swim during the period. Regional NSW experienced increased visitation and the tourism team worked hard to ensure that Lithgow was promoted as a destination. The installation of banners brought activity and colour to Main Street Lithgow. New marketing programs were rolled out with enhanced collateral material pushed out via social media and other technology. As people started to venture out more than 18,300 visitors called into the visitor information centre. With events like Halloween cancelled because of Covid fresh and innovative means were used to engage the community in events. The library excelled, hosting many electronic events such as storytimes and children’s programs, which can only help to increase our reach into the community via new media. Continuing our caring approach to impounded animals the dog kennel area at the Lithgow Animal Shelter was heated in time for winter and out of 183 animals impounded 150 were returned or rehoused. In summary, the first half of this Operating Plan year has been challenging but Council has stayed focused on providing quality services throughout. New practice had to be developed and rolled out seamlessly. Support from other levels of government has been much appreciated and we are substantially on track to deliver all funded projects on time. The back half of this year will see attention given to customer service, financial restraint and project delivery. BULKY WASTE COLLECTION The First Bulky Waste Collection for the year scheduled for 15 March 2021.

Lithgow Council advises residents of the first free bulky waste collection scheduled to commence on 15 March 2021. Anyone who wishes to take advantage of this service should, by midday on Friday the 12th March 2021, either register on Council’s website www.council.lithgow.com or alternatively contact Council’s Customer Service Office on 6354 9999 to register. Then, on the night before Monday 15 March 2021, leave their bulky waste adjacent to where they would normally place their garbage bin for pickup. The following items will and will not be collected. Council WILL NOT collect • Chemicals, oils or hazardous material • Liquid waste • Asbestos • Items that cannot be lifted by 2 persons • Building or demolition waste Council WILL collect • White goods • Mattresses (max 2) • E-waste (computers and electrical items) • Furniture items • Tyres (max 5) • Carpet rolls • Garden furniture • Other smaller items if packaged into boxes/crates

UPGRADES FOR CLUB LITHGOW’S OUTDOOR SPORTS AND RECREATION FACILITIES Bathurst MP Paul Toole has officially opened major upgrades at Club Lithgow, made possible by NSW Government funding of nearly $100,000.

The Stronger Country Communities Fund grant has enabled the club to transform its outdoor sports and recreation facilities. These included the installation of new greenside shades to replace those lost in a snow storm several years ago. “The SCCF grant of $97,448 has also seen the construction of an alfresco recreation and barbecue area which will provide a year-round facility for sporting presentations as well as use by members and their guests,” Mr Toole said.

“The funding also allowed the fence along the stormwater drain on Lithgow Street to be replaced. This improves the club’s appearance from the street and Valley Plaza as also helps conceal rubbish bins and the keg storage area.” Mr Toole said the improvements will encourage more participation in lawn bowls for all ages, from bare foot bowlers to seniors. He said the club has more than 150 bowlers and more than 4000 members who will benefit from the upgrades. “The club also sponsors numerous sporting bodies including Lithgow District senior and junior cricket, Zig Zag men, women and junior girls hockey and senior citizens and even the local ukulele group as well as many other groups that will make use of the recreation area for regular social activities and sporting presentations,” Mr Toole said. • Note opening was on Friday, February 26

“You need to associate with people that inspire you, people that challenge you to rise higher, people that make you better. Don’t waste your valuable time with people that are not adding to your growth. Your destiny is too important.” Joel Osteen Running a business, either as an owner or a manager, is a tough gig in the best of times and almost impossible in the worst of times. It can be very isolating if you are unable to find peers that you trust enough to be able discuss your inner thoughts, doubts, and ambitions. Many start-ups fail because they don’t have access to great mentors, or realise the value of listening to someone who has previously gone down the same or similar path. When these business owners hit a wall or come across a challenge that appears insurmountable, they simply give up, and they and their business disappear into oblivion. Thankfully, most business owners in regional areas are already very resilient as they have usually faced tough obstacles from their first day and see it as just part of doing business. It could be drought, floods, bushfires, technological changes such as online shopping, changes in their marketplace, more competition, or the impact of changes in legislation. These business owners are innovative in finding ways around any of the issues they may face and one of the ways they do that is by regularly staying in touch with a mentor or someone with business experience to utilise as a sounding board. Though resilience is seen as an individual attribute and generally related to growth drawn from previous experiences, it doesn’t mean that you have to face current day situations on your own. The on-going pandemic has drawn much of the community together to support each other wherever and whenever possible. Businesses, community groups, and all levels of Government have pitched in on collaborative projects which at the end of the day assist local communities as a whole. Yes, there is room for improvement especially where Government funding is concerned, but compared to many other countries we are doing well. My heroes are not movie stars or rock legends, or sporting stars. They are leadership guru’s such as John Maxwell, Tom Peters, Brene Brown, and the awesome Simon Sinek. They are my mentors such as Richard Dudaniec, David Weekes, Dean Mobbs, Mark Morrison, and Simon White. They are people I look up to, that I respect, that listen to me when I am down, that given half a chance, I could talk with all day and all night on our favourite topics of business, entrepreneurship, and leadership. These amazing people keep me going, keep me motivated, and keep me inspired regardless of what is thrown at me. If you are not doing it already, associate with people who bring the best version of yourself to the surface. Follow leadership guru’s you can relate to, find yourself a mentor, and listen to those that inspire you on a regular basis. NEW CAREER ADVICE PROGRAM IN CENTRAL WEST Skillset has launched a free career advice support service, Skillset CareerLink Central West, for residents across Central West NSW.

The Australian Government has recognised Skillset’s expertise and experience in career development programs by selecting them to receive a $600,000 project grant from the National Careers Institute to deliver a career information, advice and support program. The Skillset CareerLink Central West program is supported by Regional Development Australia Central West and will be delivered across eleven local government areas covering more than 180,000 residents and a local economy supporting 74,000 jobs. The eleven local government areas are Bathurst, Blayney, Cabonne, Cowra, Forbes, Lachlan, Lithgow, Oberon, Orange, Parkes and Weddin. There are three key services offered in the CareerLink Central West program: Career Consultation – where people aged 25-44-years can sign up for free career development sessions, CareerLink Hub – a regional careers information hub based in the Flannery Centre in Bathust, and CareerLink Community – an online portal where Central West residents can access newsletters, career advice, resources, and invitations to events. Craig Randazzo, Chief Executive Officer at Skillset said that this program will close the gap for local Bathurst

residents in accessing local and relevant career advice. “We know that a person’s career is a journey, not a destination with McCrindle research showing an Australian will have 17 different employers, and an average of five separate careers in their lifetime.” “We believe Skillset CareerLink Central West will create an immediate impact for in-person career services for our primary target group of 25 – 44 year olds where before now they have been unable to access relevant and current career advice tailored to the local market. This program will close that gap and become a key service for local residents to access career guidance.” Bathurst Regional Council is pleased to welcome a new program to the regional area to support career development of local people in the region. “Bathurst Regional Council is proud to be partnering with Skillset to provide access to quality careers information and advice to benefit residents, as well as ensuring our business community has access to the skilled workforce they need to grow. The CareerLink program will be the first of its kind where any Bathurst resident will be able to access free career information and advice,” said Mayor Bobby Bourke. The Skillset CareerLink Central West program received grant funding from the Australian Government’s National Careers Institute. Trees really are good for both the environment and human wellbeing. Trees reduce crime rates and improve mental health and wellbeing. One mature street tree can have a net ecosystem worth thousands of dollars. Sadly, throughout the world there is an unhealthy street tree-felling habit. Each day many trees are chopped down to make way for buildings and infrastructure, such as roads or sewers and this rate accelerates as governments relax planning rules to aid postpandemic economic recovery. It is larger street trees which are most often the victims of development because they are a challenge for planners. Such short sightedness ignores the fact that costs are more than offset, when we value what a single mature tree can provide. For example a mature tree can produce hundreds of thousands of litres of oxygen per year and supports thousands of species of birds, insects, lichens and fungus. Removing large species trees and replacing them with small ones results

in a net loss of ecosystem services. Size really matters with trees. The annual net ecological benefit of planting a large species of tree is 92% greater than planting a small one. Mature street trees do many wonderful things. They have a positive effect on infant birth weight in lower socio-economic demographics. They increase resilience to major life events among people who live within sight of them. And for the capitalists, consumers spend more on streets that are lined with large trees. Locally and globally we need tree strategies, that is policies which set guidelines on development, planning and community consultation. These are the standards for ensuring there are trees especially in urban areas for future generations. The question is ‘are we prepared to value street trees for the benefits they bring to people, the city and the environment?’

community TOOLE TIME COVID-19 VACCINE ROLLOUT BEGINS IN REGIONAL NSW Five major vaccination hubs and 99 satellite sites will open progressively across NSW from Monday, 15 March, through to the end of April. These vaccination hubs and satellite sites will initially focus on frontline health care and border workers, and will eventually be followed by a wider rollout of the vaccine to the general public through the GP network. The vaccine will be dispatched from the hubs to the satellite sites. We are still in Phase1A (P1A), which means only health care workers who have the greatest exposure to potential COVID-19 patients are receiving the vaccine. These workers include COVID-19 clinic workers, emergency department workers, NSW Ambulance clinical workforce including patient transport workers, COVID ward workers, critical care workers including support staff and COVID pathology lab staff. These workers have done an amazing job in keeping us all safe during this time.

IMPROVING REGIONAL EDUCATION FOR COUNTRY KIDS The NSW Government continues to improve education in the bush as part of our plan to create a safer and stronger regional NSW. The strengthening of this includes looking at further incentives to attract high-quality teachers to regional NSW, as the current teacher incentives program have not been properly reviewed since the early 1900s.

Issue 349 - 5th March 2021 We’ve developed an ‘Ambassador Schools Program’ whereby schools which are selected for their strong performance are compared with like schools and will enable us to research and understand their effective practices so that we can scale this across similar schools in NSW. We’re also, introducing a fast stream program, whereby 30 current teachers and 20 teaching graduates will be selected to take part, which will allow them the opportunity to become principals in 10 years (this takes on average 20 years). The hope will be that these teachers stay on in regional communities where they have made a home, giving our kids access to the best teachers while providing valuable jobs for the regions. We’re also increasing the number of Out of Hours School Care (OHSC) places in areas of demand, delivering on our $120 million election commitment and we’re bettering the infrastructure of 235 regional schools as part of the first round of the regional renewal roll out. It’s all a part of regional NSW getting our fair share in education.

NSW Premier's Reading Challenge opening for 2021. Students from Kindergarten to Year 9 are encouraged to jump into reading with the NSW Premier's Reading Challenge now open for 2021. The challenge encourages students from all education sectors to read for leisure and pleasure by asking them to read between 20 and 30 books, depending on their challenge level, from a reading list of quality literature. Last year saw a 5 per cent increase in student participation in 2020 during the pandemic, with almost nine million books read. I want as many students to get involved in the reading challenge, whether it's reading for pleasure or to beat your mates. Reading quality literature is crucial for students to access knowledge and skill and adds to the fundamentals to unlocking their future. Last year an additional 38,000 books were read, and 165 more schools joined the challenge. It's not too late for schools and students to join the Premier's

Lithgow residents are also encouraged to donate period care products via the pink Donation Boxes located at the front of each Woolworths and Woolworths Metro store. Woolworths has been in partnership with Share the Dignity since 2019 and has donated more than $1.8 million for the charity, with more than a quarter of a million period care products also being generously donated by customers to women in need. Over the last three Dignity Drives, more than 83,890 period and continence care products have been donated in NSW alone. Woolworths Store Manager, Brendan Edwards, said: “The support for Share the Dignity from our Lithgow customers during the past three Dignity Drives has been a simple and kind act that goes a long way to help Australian women have access to essential period care products, no matter their circumstances. “Together as a community we can make a difference, so we’re encouraging all our Lithgow customers to get involved in the March Dignity Drive.” The Dignity Drive will run across all Woolworths and Metro stores and customers can purchase any period care product, make a product donation in store via the collection boxes or add a cash donation at Woolworths self-serve checkout registers using the donation button. Rochelle Courtenay, Founder of Share the Dignity, said: “Lockdown came in the middle of our March 2020 Dignity Drive and over half of the Dignity Vending Machines were closed. As a result, many women and girls in need were unable to attend local community centres or schools to get a period pack. “We’re pleased to have the support of Woolworths for the fourth drive to raise awareness of the impact of period poverty in Australia. Together, we will work to ensure women have access to the products they need to manage their period with the dignity they deserve. I encourage all Australians to head into stores and make a donation in our collection boxes.”

ARTS OUTWEST OFFERS MICRO GRANTS TO ARTS COMMUNITY

Arts OutWest is offering small grants to ‘restart’ arts practice and activity in the NSW Central West.

Grants are on offer for up to $1000 for individuals, groups and businesses and up to $2000 for broader community activities. After a successful first round of quick turn-around micro grants in 2020, the regional arts development organisation is offering a second round in 2021, this time funded through the NSW Government’s Arts Restart package. “At Arts OutWest we recognise that COVID-19 continues to impact on the arts sector in our region and so have directed $24,000 to micro grants,” said Arts OutWest executive director Tracey Callinan.

“We’re keeping the options for how people can spend the funds fairly open, making it possible to use this grant for things that other arts funding often doesn’t cover”, Ms Callinan said. The $1000 grants are open to any individuals, groups, councils or businesses engaged in the arts and can be used for a range of costs or activities, such as equipment, training, marketing, development of new work or presentation, performance or exhibition of work. The $2000 grants are to support activities or projects that engage and benefit a section of the community. This might include workshops, community events or collaborations between a number of groups or artists. To be eligible you must be based in the Arts OutWest region; your request must be arts related; and your request

CWA UPDATE Members of the Country Women's Association (CWA) of NSW Blue Mountains Group met on Friday February 26th for their first meeting of 2021.

The sun eventually shone and we were able to explore the lovely garden of Barb Watters. Barb does all her own mowing of the great expanse down to Farmers Creek. A truly beautiful area to explore. A large covered patio was ideal for our lunch and to take in the scenery. Barb's sister Beth Paul lives next door and has an equally beautiful garden with a huge greenhouse containing many succulents and other plants. Beth sold some of the succulents and donated $160 to the Garden Club, a wonderful offer. A great day catching up with friends. Thank you Shirley, Barb, Beth for organising and Janice for the tea and coffee.

OFFICIAL OPENING AFTER THIRTY YEARS PLANNING Finally after thirty long hard years the Lithgow District Car Club is proud to announce the official opening of the Yvonne Martyn Memorial Motorsport Park on Sunday March 21st with a short ceremony getting underway at 9am.

Local Member for Parliament Paul Toole and Vice President of Motorsport Australia Graeme Emerton will carry out the official duties and declare the Motorsport Park open. The first event,the Liz Roberts Memorial Motorkhana will then be contested at 10am along with a come and try organised by Competition Secretary Mrs Helen Mullholand using the new electronic timing equipment obtained recently through a Community Building Partnership Grant with many thanks to Paul Toole. Former Lithgow District Car Club Secretary,Liz Roberts,who took on the duties after the sad passing of Yvonne Howard (nee Martyn) mid 1990,will also be honoured with the naming of the Liz Roberts Memorial Clubrooms.Yvonne of course spent thirty two years as Secretary. The Club last ran an event in November 2000,a lap dash at the famous Catalina Park Katoomba a one car at a time event with cars and drivers competing against the clock. All family focused events contested at the Motorsport Park,which will include motorkhana, khanacross, rally sprint and eventually hillclimbs are timed one car at a time. It’s been forty eight years since the closure of the iconic 40 Bends Hillclimb at South Bowenfels and from then to now the Club has been actively working on bringing back hillclimbing to our region and the old Boulder Road has undergone some major repairs with a grant for triple row guardrail in the grants pipeline. Since purchasing the 18.2 ha property in 2008 the whole perimeter has been security fenced,an old quarry levelled, clubrooms and toilets sited along with the associated septic system installed. Over 19,000 hours of voluntary labour has been expended on the Motor Sport Park since the purchase

on projects including removing many tonnes of rubbish,noxious weed eradication,fencing the habitat of the endangered Purple Copper Butterfly and many more ongoing tasks. A special mention goes to Life Members Beach Thomas,Les Taylor,Jim Morgan and former Club President Dave Tutton for their massive efforts in getting this project off the ground and to fruition. Thank you to Lithgow City Council for your much appreciated assistance and our many supporters of the Yvonne Martyn Memorial Motorsport Park including Centennial Coal,Energy Australia,Henry Plant Hire and Tutton Plumbing to name just a few. The Portland Tidy Towns BBQ will be operating for breakfast and lunch along with the Mint Brew Coffee Van to keep everyone fuelled up during the official opening and the following motorkhana plus come and try event.

In the early stages of the game, scores went back and forth for a few ends and at the conclusion of the eleventh end, Stephen Lesslie and Ray Warren held the lead by the narrowest of margins 11 – 10. Dave Bunting and Don Milligan then playing good bowls, scored eight shots on the next three ends to take a handy lead of 18 – 11. Over the final seven ends, both teams matched each other and scored five shots each. However, with the advantage of the earlier break, Dave Bunting and Don Milligan ran out comfortable winners 23 - 16.

Temporary road closure Mount Panorama Circuit will be closed between Murrays Corner and Hell Corner (Pit Straight) on Saturday 6 and Sunday 7 March from 6.30 am until 6.30 pm each day. Alternate access will be via Conrod Straight, entering from Panorama Avenue, while access to Boundary Road, Hinton Road and Panorama Avenue will be via the access road through CSU paddock.

Race fans headed to the Mountain last weekend as the 2021 Supercar season opener started the season off right where it finished in 202. It was the first time in 50 years this had occurred.

The players from the Colts are, with Kyle Willmot and Jake Gale as co-coaches, and with good numbers at their early sessions, looking forward to their re-entry into the competition. Sam Cameron will be in charge of the Portland Fillies leaguetag team and, with core players from 2019 and with seven new players from Lithgow Workies and Wallerawang, is confident his side will build on their good form from their last appearances. Lithgow Bears, with last year’s coach John Farr at the helm, were the first Midwest club, in late January, to commence training. Farr says he has no secret weapon but believes his team, with Blake Collins back in the fold, will perform well and be competitive against last year’s top sides, premiers Oberon and grand finalists and perennial good performer CSU. He expects last season’s skipper Peter Lewis to again lead the Bears into action. The leaguetag team is to be coached in tandem by Daniel Coleman and Katie Jeffery. Commencement of the Wallerawang Landscaping Cup is a month off, set down for the second week of April, but the annual knockout competition, to be hosted by CSU at Bathurst, is scheduled for March 27, just three weeks away.

Whilst numbers are still not back at the pre-COVID levels for a Supercars round at the iconic track, there were certainly more spectators in attendance and the great weather over the weekend ensured they made they most of it. Shane van Gisbergen and his Red Bull Commodore came out on top of the podium, claiming back to back victories after his win in last seasons final round. Starting from pole position, van Gisbergen had lost the lead by the first corner - but fought back to a clear victory in the second half of the race. Cameron Waters came in second in his Monster Energy Mustang ahead of former team mate Chaz Mostert.
