HARTLEY VALE BRIDGE RESTORATION COMPLETE ...from front page Over the past 10 months, Lithgow City Council has been undertaking sensitive heritage restoration works on the bridge north-east of the Hartley Vale village. This project is now complete.

In April 2020, during the course of routine structural assessments undertaken yearly on bridge assets throughout the Lithgow LGA, it was identified that the bridge immediately north-east of the Hartley Vale village required urgent works. To facilitate the necessary abutment reconstruction, the bridge was immediately closed to traffic and a temporary bridge and approaches were installed to cater to through traffic. “This temporary diversion remained in place for nearly 10 months,” said Council’s Director of Infrastructure Services, Jonathon Edgecombe. “Council undertakes yearly inspections of its bridge assets, carefully assessing their structural integrity and prioritising any required improvements or renewals. With public safety being Council’s utmost priority, once we became aware of the problem the bridge was immediately closed, a temporary bridge was installed within a week and design work commenced on an upgraded structure.” Since last April, Lithgow City Council has worked with the Hartley Vale community, specialist heritage consultants, bridge construction experts and relevant state authorities to protect the heritage value of the bridge while also updating it to modern standards. “Our city is characterised by both the beauty of its natural environment and its contrasting industrial

and community infrastructure assets of years gone by”, said Lithgow City Council’s Mayor, Councillor Ray Thompson. “The Hartley Vale bridge is one of those unique assets, built by convicts in the 19th century, and forming one of the significant lines of road coming down into the valley known as the Old Bells Line of Road. This bridge and its connecting roads were essential in opening up western NSW.” The works completed saw the original sandstone abutments removed, a new concrete and steel bridge constructed, and the original sandstone abutments replaced to maintain the heritage value of the original structure. Timber logs and handrails have also been installed to disguise the modern structure and retain the impression of a historic, nationbuilding asset. “I am very proud of what Council was able to achieve over the course of this project”, said Mayor Thompson. “Our culture and historic assets are very important and must be protected. In its current state, this bridge will continue serving our community for the foreseeable future while also standing as a reminder of the importance of our past.”

LITHGOW AGED CARE A Monday morning press conference held at Lithgow Aged Care attended by over 120 people bought public attention to a problem that had been coming for over 2 years. In August of 2019, a review of Lithgow Aged Care by the Aged Care commission found serious non-compliance with the standards that govern the industry.

There have been a number of reviews and reports and consultants in the past two years, however it seems that neither money nor time has put the organisation in a position to rectify the issues that have led to the commission’s decision to remove accreditation of the facility, effectively closing the doors on the community owned facility. The role of the Aged Care Quality and Safety Commission is to protect and enhance the safety, health, well-being and quality of life of people receiving aged care. The Commission is the national end-to-end regulator of aged care services, and the primary point of contact for consumers and providers in relation to quality and safety. There are however differing views in the industry on the effectiveness of the regulator and certainly in Monday’s press conference some of the compliance failures mentioned were perceived as trivial, however if they are trivial, they should be able to be easily rectified and moved from a failure to a pass. “The commission knew the service was struggling because in 2019 they put Lithgow Aged Care under sanctions and required the service to employ an administrator. The administrator appointed had to be approved by the Commission,” said Chairman, and Lithgow City Councillor Stephen Lesslie at the official press conference. “There was an inspection in March 2020, in July and another in October and it was obvious that there was still a problem. But where was the oversight? Where was the help? Where was the advice? Where was the expertise that the Commission must have, to help and guide us to meet all the standards required? Nowhere,” Clr Lesslie continued. The board and the management however, do not deny that many of the failures are serious. “Arising from the inspection of the 12-15 January 2021 the Commission determined that the facility had failed to meet 30 of the 42 standards. In response to this the board submitted a comprehensive self-assessment that when implemented will address all the standards not met.” Clr Lesslie continued. This is not a view shared by the Commissioner Janet Anderson PSM.

This years’ rally will commence in Mudgee on the 14th August before travelling over 3,000 kms to finish a week later in Young. On the way crews will travel via mainly back roads including State Forest and National Park tracks visiting local towns and localities such as Lithgow, Oberon, Meadow Flat & Black Springs. The rally provides a challenging adventure for all participants with the event following the traditions of the Australian reliability trials made famous last century. The Kidney Kar Rally is not a race but a test of skill and car preparation for those who crave not only something different, but more importantly for the chance to raise funds for a good cause. Each participant pays for their own accommodation, food and car expenses etc. whilst the Rally organisers provide a team of volunteer officials to ensure that crews remain on the right track with safety of paramount importance. Many of the volunteers are members of the Bathurst Light Car Club and look forward each year to assisting with the running of the rally. A prerequisite to entering the annual Kidney Kar Rally is that each team must raise a minimum of $3,000 which goes directly to Kidney Health Australia with the aim this year of raising $500,000. These funds are then applied by Kidney Health Australia towards running their Children and Youth programs which are aimed at supporting young people who are affected by Kidney Disease. This will be the 32nd running of the Kidney Kar Rally and a secondary outcome is that we visit many regional

communities who assist with meeting our catering, fuel and accommodation requirements. This benefits these communities financially as well as involving various Community groups along the route such as Parents and Friends Associations at small schools, Community Halls and Service clubs etc.

TEMPORARY CHANGES TO PARKING ZONES – COOK STREET, LITHGOW

Lithgow City Council are advising motorists of a temporary change to the parking zones in Cook Street, between Main Street Lane and Mort Street, Lithgow. In order for roofing repairs to be completed on the Old TAFE building located on the corner of Mort Street and Cook Street, Lithgow, part of Main Street Lane will be closed to through traffic for approximately six (6) weeks (completion expected at the end of March / early April 2021). To enable delivery vehicles to access businesses on the southern side of Main Street between Cook Street and Burns Lane (including the Woolworths loading dock), heavy vehicles will be required to access Main Street Lane via Cook Street. To enable the delivery vehicles to safely access Main Street Lane, some amendments have been made to the current Emergency Personnel parking and 15 minute parking zones on the eastern side of Cook Street.

RECOGNISE YOUR CAT OWNERSHIP RESPONSIBILITIES

As with any pet ownership, if you have a cat there are great responsibilities but as long as you understand those you can enjoy your feline companionship without annoying your neighbours or endangering our native fauna. In conjunction with the Cat Protection Society Lithgow Council is promoting responsible cat ownership The three most important responsibilities of cat ownership are: - Microchipping and registration Desexing before 4 months of age - - Keeping them indoors at night time

The Cat Protection Society can assist with discounted desexing and information on responsible cat ownership through The Good Neighbour Project. Lithgow Mayor Councillor Ray Thompson said, ‘It’s important for pet owners to take responsibility for their animals. Let’s remember that kittens can have kittens so get them de-sexed early. Cats should also be kept indoors at night and not allowed to cause a nuisance to neighbours.” Council Rangers can issue fines up to $330 for noncompliance with a cat nuisance order under Section 31 of The Companion Animal Act 1998.

POSSIBLE ACQUISITION OF WORLD WAR TWO ARTILLERY GUN

Lithgow City Council is inviting public comment on a proposal to acquire a surplus artillery gun from the Australian Defence Force (ADF).

Council has received a request from the Lithgow RSL Sub-Branch for Council to acquire a surplus 5.5 inch artillery gun from the Australian Defence Force (ADF). The gun is approximately 7.5 metres long, has a barrel length of 4 metres and weighs approximately 6 tonnes. Manufactured in Britain, it is of a different type to those at the South Bowenfels gun emplacement site and the existing gun adjacent to the Queen Elizabeth Park Cenotaph. The Australian Army used this weapon from 1943 until 1984 including during World War 2 at the battle of El Alamein, in which Australian forces were a linchpin for the success of the operation. There is no confirmation that Lithgow servicemen used the gun. The RSL Sub-Branch have advised Council that they consider that the gun’s acquisition would be of benefit to Lithgow, from a military history and a tourism standpoint. Council has considered this matter however no decision has been made in relation to the merits of the acquisition, possible sites for its location and cost. A number of sites have been investigated including Queen Elizabeth Park, Endeavour Park and outside the Small Arms Factory Museum. If the gun were to be acquired, any decision on its location would need to take into account the gun’s size and relevance to that location. Council is seeking feedback from the community about how they feel about this idea.

LITHGOW RED CROSS BRANCH The members of the Lithgow Red Cross Branch are pleased to be able to return to having meetings and planning for 2021 after a very quiet 2020.

Our rooms are once again available for hire by community groups, keeping social distancing and complying with Covid 19 health recommendations of course. Our group is very much in need of new members and we would welcome anyone who is interested to come along to our meetings which are held on the 1st Thursday of each month at 1pm in the Red Cross Rooms, 225 Main Street. Our meetings are very relaxed and social. Our Branch has been operating for 85 years and we hope to be able to continue on for many more years. Lithgow people would remember our lovely members Ethel Blackadder, Jean Crook, Marie Evans, Margaret Rossi, and Judy White{all now deceased}, who amassed between them approximately 200 years of service to Red Cross and the community of Lithgow, and we would like to see their work carried on into the future. In Lithgow we have a Red Cross Emergency Services team and its main role is to assist in Emergency/ Disaster situations, in evacuation centers and recovery centers, coming alongside affected persons and providing psychological first aid. INLAND SEA OF SOUND 2021: 12 FEBRUARY 2021 Opening festival concert a feast of great music at a bargain price. The first live music concert of the Inland Sea of Sound in 2021 will feature three great bands for the ridiculously low price of $20 for Adults and $15 for Students and Concessions (Pensioners & Unemployed). The concert will be in the BMEC City Hall commencing at 7:30pm on Wednesday the 24th of February. First up are local band The Mirandas, a new line up comprised of a number of well-known musicians. Many will know Mark Adams from the much-loved Bathurst band Pig Iron Bob and will be glad to see him on stage again. The remaining members of the band are Clare Moore (vocals and keys), Phil Blatch (bass and vocals) and Dave Twigg (drums). The second band of the night is The Safety of Life at Sea. They will appear in their full 9-piece line up including Abby Smith & Sophie Jones on guest vocals and a 3-piece horn section. Kris Schubert brings us a sense of New Orleans blues/soul that is infectious, a great array of original songs with some new material that hasn’t been played live die to Covid-19. We can’t wait to hear it. The final band for the night is SUB-TRIBE. We discovered how cool they are in 2019 and invited them to perform in the 2020 Inland Sea of Sound where they were a clear crowd favourite. We had to invite them back. From the land of the long white cloud, Aotearoa (New Zealand) and Australia SUBTRIBE is a dynamic 6-piece outfit with a refreshing new take on raw, roots-driven bass culture. Rolling in thick bottom end, glitchy beats, lively harmonies and a 3-piece horn section that glues the wall of sound together. Don’t miss them, you’ll love them too. With the relaxed vibe in City Hall you can enjoy local wine, beer and cider accompanied by picnic boxes which can be purchased in advance. There will be savoury picnic boxes,

LITHGOW AGED CARE

Last week I received notification that Lithgow Aged Care’s accreditation will not be renewed due to serious non-compliances, the latest being in mid-January 2021. The decision was made independently by the Aged Care Quality and Safety Commission who acts as the national regulator for all Commonwealth Government funded aged care services. The report issued by the Commission details that the decision was made on the basis of 38 non-compliances out of 42 conditions. In Sept 2019 Lithgow Aged Care had 41 non-compliances out of 42. Members of Parliament do not have influence or involvement in this process. This situation is obviously of great concern as the safety and wellbeing of residents is always paramount. There are serious issues that need to be addressed. I have visited Lithgow Aged Care many times and have been lucky enough to meet many deeply compassionate, committed and professional staff who are dedicated to caring for our community members. They also need our support. I know that the new board of Lithgow Aged Care which was elected on 27 November 2020 is disappointed that the Commissioner did not provide more time to sufficiently address the issues. I can understand the Board’s disappointment, because I know they have been working hard to try to urgently address these issues. Unfortunately, I have been advised that the Minister for Senior Australians and Aged Care Services has no power to alter this decision or extend the time to rectify the non-compliances. There are two avenues of review/appeal. The first is a review of the decision through the Aged Care and Quality Safety Commission. The review would be conducted by an officer of the Commission, and must be lodged next week. The second avenue of review/appeal is through the Administrative Appeals Tribunal. This process is separate and independent from the procedures and decision of the Commission. Last Friday night I visited Lithgow Aged Care and was informed the Board intends to seek a review of the decision and pursue its rights of appeal.

On Monday, officers of the Commission and the Department of Health visited Lithgow Aged Care and met with residents and management. While I was in Canberra this week for the sitting of Parliament I met with the Minister for Senior Australians and Aged Care Services as well as representatives of the Commission and the Department of Health where I discussed the future of Lithgow Aged Care and raised the concerns of residents and families about the Commission’s decision. In my meetings I called on the Department and the Commission to ensure that the needs and concerns of residents and families be put first and handled in a caring and compassionate manner. My office is continuing to work closely with the Minister’s office to ensure that the wellbeing of residents and families of residents is a priority. As a community we all need to stick together and work through this process in a calm and constructive way to get the best possible result for the residents of Lithgow Aged Care as it navigates through this difficult situation. I will always support and fight for Lithgow residents having first class aged care. We have a brand new facility that is ready to be opened and we need to get it operational for our residents and community. In supporting aged care in Lithgow, the Australian Government has invested $8.3 million in 2017 through a special package for Lithgow Aged Care which included extra beds and a $3.5 million expansion which is now complete but yet to open. The Australian Government has also provided $3.2 million to Lithgow Aged Care for additional operational cost support over the past 12 months, in a special effort to assist Lithgow Aged Care. I know what a stressful and worrying time this is for the Lithgow community and I would like to invite any concerned residents, or family members of residents, of Lithgow Aged Care to contact my office if they need support or help regarding this decision and the process going forward. I have requested ongoing help and support on the ground for residents of Lithgow Aged Care and I will keep the community updated on this very distressing and worrying situation.

COVID-19 VACCINE ROLLOUT IMMINENT Tens of thousands of aged care residents in Australia are expected to receive their first vaccine dose against COVID-19 from Monday. The vaccination program will begin in every state and territory and will include regional and rural aged care facilities. Logistics company DHL has been engaged to support the distribution of the Pfizer vaccine across Australia. The vaccine, which needs to be stored at minus 70 degrees, will be transported across Australia in a network of 200 ultra-low

temperature portable freezers, ensuring rural and regional areas are not left behind. It’s anticipated the rollout to aged care facilities will take six weeks and will reach more than 2,600 residential aged care facilities, 183,000 residents and 339,000 staff. The Australian Government is ensuring those who are particularly vulnerable to the worst effects of the coronavirus receive the earliest protection, so priority is being given to residential aged care facility staff and residents.

When we first started in business, as a start-up recruitment company, one of the first things that we looked at was which of our local charities were struggling with fundraising and to see how we could help them? We decided to give 5% of our revenue each year to a variety of non-for-profit organisations. That did create a couple of issues because it had some impact on our bottom-line. We then changed our policy to set aside 15% of our profit to assist non-forprofit organisations and that was much more effective. It was important for us to ensure that our customers knew that the primary purpose of our organisation was much more than just making a profit. The purpose of our organisation was to deliver excellent customer service and outcomes for our clients and to support our local community because they were supporting our business. As a business coach, I encourage the business owners that I work with to find a charity that is close to their heart and to support that charity either financially or with their time. The unexpected consequences of supporting charities has been, that we received a multitude of benefits, both personally and professionally. Some clients advised that they chose me over a competitor simply because I supported non-for-profits and my competitor did not. I also got the opportunity to develop very strong relationships with people I would not normally encounter who have then referred potential clients to me over many years. On occasions, our efforts have been recognised by media outlets and this creates awareness of who we are and lifts our profile within our community. The following are a few tips on how to go about supporting local charities and your community: 1. Ensure that you can afford to donate time and money.

the crunch, it’s more important to own your own home in retirement than to have super. Home ownership provides a sense of security for Australian retirees as they grow older, and it has an added advantage of being excluded from the age pension means test. The age pension provides a guaranteed income that is effectively tax free, indexed to wages and paid fortnightly. We can’t imagine a world where you would trade this home ownership and age pension combination for a higher super balance.

3. Increasing super contributions won’t help pre-retirees

Pre-retirees are coming to the end of their careers so the increase in mandatory super to 12 per cent a year over the next four or five years won’t really matter. There’s just not enough time to make any meaningful difference. But higher investment returns and lower fees will. That’s the way the mathematics work. Pre-retirees are at their peak lifetime super balance, so a small increase in returns or a small decrease in fees can have a big impact. You always have options when unexpected things happen in retirement and selling the family home is usually the last resort. CALLING ON LITHGOW SCHOOLS TO BEE-COME ENVIRONMENTAL CHAMPIONS WITH WOOLWORTHS JUNIOR LANDCARE GRANTS Applications for the 2021 Woolworths Junior Landcare Grants Program are now open for Lithgow.

Primary schools and early learning centres across Lithgow can also apply for a Bee Bonus, as part of a $1.5million investment by Woolworths into the program. Up to a thousand Woolworths Junior Landcare Grants are being offered, for up to $1,000 each. Recipients in Lithgow can use the grant to grow a vegetable or bush tucker garden, composting, worm farm or other environmental projects in their schools and communities, helping to educate the younger generation about the importance of the environment. Primary schools and early learning centres can also apply for a Bee Bonus, in addition to the $1,000 grant. The Bee Bonus offers $500 of extra funding to support the conservation of Australia’s bee population. An estimated 15.6 million hectares of native Australian forest was destroyed in the 2019-2020 bushfire crisis, resulting in a negative impact on the ability of honey bees to provide pollination services to Australian crops and horticulture. With bees and pollination a crucial part of the horticultural and agricultural industry in Australia, schools and early learning centres can use the Bee Bonus in the development of native beehives, pollinator gardens or bee education programs. The contribution will help schools to do their part to support bees so they can continue their good work in the environment. Woolworths Lithgow Store Manager Brendan Edwards said: “Our Woolworths Junior Landcare Grants Program is all about inspiring Aussie environmental champions in Lithgow. The Bee Bonus puts the spotlight on the impact honey bees and native bees have on our ecosystem, creating awareness and encouraging positive action. “The grants help deliver programs that not only educate younger generations on how to be more environmentally conscious, but also get Lithgow students hands-on and directly supporting the growth of a sustainable, greener future. “If we work together, we can help support growth of flora and fauna so that bees can continue their vital role in supporting our agricultural systems and improving biodiversity.” Woolworths Junior Landcare Grant projects focus

on sustainable food production, improving waste management practices or enhancing native habitats such as vegetable gardens, recycling initiatives and native habitat enhancement and indigenous perspectives. Landcare Australia CEO, Dr Shane Norrish said: “Junior Landcare helps young Australians develop skills, share knowledge, create new experiences and foster connections with place and community. The Woolworths Junior Landcare Grants Program encourages continuous participation from childhood to adulthood so that the children of today, become the Landcarers of the future. “Bees and pollination are integral to our environment and the new Bee Bonus will help grow Lithgow students’ understanding of our native habitats, why bees are an important part of our ecosystem and their role in fresh

food production and supporting biodiversity through pollination.” The investment is the largest number of Junior Landcare grants offered in one round to date. Since 2018, Woolworths has also contributed more than $1million to a total of 1,155 primary schools and early learning centres across Australia. The program is funded through purchases of the Woolworths Bag for Good™, an initiative that was launched in June 2018 when Woolworths removed singleuse plastic shopping bags across all stores. TEMPORARY CHANGES TO PARKING ZONES – COOK STREET, LITHGOW Lithgow City Council are advising motorists of a temporary change to the parking zones in Cook Street, between Main Street Lane and Mort Street, Lithgow.

In order for roofing repairs to be completed on the Old TAFE building located on the corner of Mort Street and Cook Street, Lithgow, part of Main Street Lane will be closed to through traffic for approximately six (6) weeks (completion expected at the end of March / early April 2021). To enable delivery vehicles to access businesses on the southern side of Main Street between Cook Street and Burns Lane (including the Woolworths loading dock), heavy vehicles will be required to access Main Street Lane via Cook Street. To enable the delivery vehicles to safely access Main Street Lane, some amendments have been made to the current Emergency Personnel parking and 15 minute parking zones on the eastern side of Cook Street. The Emergency Personnel parking zone has been relocated further toward Mort Street, with the implementation of a No Stopping Zone where the Emergency Personnel parking zone was has occurred. This will allow adequate turning space for large vehicles to safely access Main Street Lane. It is expected that works will be completed by late March / early April 2021, at which time the temporary parking zones will revert back to the previous arrangements.

GREATER ACCESS TO LICENCES THOUSANDS OF STUDENTS TO IN THE REGIONS BENEFIT FROM OUT OF SCHOOL HOURS CARE PLACES Having a licence can be a real game changer for people living in

the bush – it can be the difference between getting a job, being able to get to TAFE or to access health services. That’s why we’re expanding our Driver Licensing Access Program (DLAP) to invest $20 million over the next five years to help people who face barriers get their licence. DLAP helps disadvantaged groups like vulnerable youth, low socio-economic environments and Aboriginal communities get their licence, become safer drivers and improve their access to jobs, education and training. Getting behind the wheel isn’t easy for everyone in the regions because some might find it challenging to get the required supervised driving hours, difficulties providing ID documents and accessing support. Since the program started in 2015, DLAP has helped more than 4500 participants to gain their L-plates, 3000 people gain their P-plates as well as deliver more than 17,000 hours of supervised driving. We’re going to see even more people benefit from this next round of the program, which is expected to deliver about 2000 learner licences, 1000 provisional licences and more than 50,000 logbook hours in the first year alone This is another step in the right direction as we build a safer, stronger regional NSW.

TOOLE TIME

Forty seven schools across NSW will open Out of School Hours Care Hubs by June as part of the NSW Government’s Before and After School Care election commitment. More than $20 million Out of School Hours Care Hub Program will benefit families across NSW. The new hubs are an innovative way of providing additional before and after school care for more than 2,400 students across the state. We know families are concerned about the cost of living following the pandemic, and I want to ensure affordable and convenient before and after school care is available to everyone who needs it and at a location that is convenient. We’ve created more than 11,000 after school care places and these new hubs will add to this capacity. The Out of School Hours Care Hub Program, which will deliver modular buildings custom- designed for Out of School Hours Care services, will cut waiting times and allow more families to access before and after school care services. This initiative supports NSW families – it will allow more students to have safe, fun environments before and after school and during vacation periods, and for their parents to have the flexibility to participate in the workforce. The Out of School Hours Care Hub Program is part of the $120 million investment over four years to expand access to Out of School Hours Care for public primary school children. The after school care hubs initiative is on top of the NSW Government’s record $7 billion school infrastructure program to deliver more than 200 new and upgraded schools to support communities.

CREATURE TALK Please Check Your Bunnies - Myxomatosis Alert! With reports last week of a confirmed Myxomatosis outbreak in Bathurst, I felt it was important for the column. Domestic Rabbits are generally children’s pets & given that virtually all infected rabbits will die: prevention is vital! There is no cure or vaccination for this awful, deadly disease. I urge you to help spread the word! In speaking with Stewart St Vets, fortunately they had not had any positive cases (at the time of writing). But there is no room for complacency -here is important information about how it spreads, what you can do to best prevent it & what the symptoms look like.

HOW IS IT SPREAD

• Myxomatosis is carried by mosquitoes, fleas & biting insects (come flies) so the first step is to ensure they cannot get to your rabbit

HOW TO BEST PREVENT IT

• The best way to protect your rabbit is to keep them inside the home in a screened area • If they are outdoors keep citronella lamps burning at dusk, night-time and mornings • Spray regularly for mosquitoes – Mortein NaturGard is reported to be affective however make sure the area is ventilated so air can circulate • Cover cage with mosquito screening • Keep rabbits flea & mite free –flea prevention treatments for toy dogs will suffice • Keep other pets free from fleas & mites • Don’t let wild rabbits have nose to nose contact as

they may carry the myxomatosis virus

WHAT DO SYMPTOMS LOOK LIKE & WHAT TO DO

• The first sign is puffy swelling around the head & face. ‘Sleepy eyes’ are a classic sign along with swollen lips, swellings on the inside of the ear &puffy swelling around the bottom & genitals. Within a day or so, these swellings can become so severe they cause blindness – so be vigilant! • Once a rabbit has myxomatosis it is very contagious so if you suspect or see signs of Myxomatosis in your pet rabbit, separate it immediately from any other rabbits & seek veterinary care asap • Incubation periods can be as short as three days & as long as 21 days

As a result, more than six thousand additional first homebuyers have gained a foothold on the property ladder in just six months following the NSW Government’s decision to provide additional relief on stamp duty and help boost the economy and jobs. Additional stamp duty relief has delivered the twin benefit of helping more people achieve their dream of homeownership, while continuing to boost the economy. Stamp duty is a significant financial barrier to those buying a first home and this program has helped thousands of people go from renters to homeowners without saving for years to pay stamp duty. Record low interest rates are putting upwards pressure on prices, but it’s clear if we can lower the financial burden the dream of home ownership burns as strong as ever. In the five months following the changes - from August to December 2020 - the number of stamp duty exemptions and concessions granted topped 21,436, compared to 14,967 in the same period in 2019. According to NSW Treasury stamp duty adds about $34,000 to the upfront cost of buying the average NSW home. It now takes around 12.6 years compared to 8 years in 1990 for the average person to save for a deposit. On 1 July 2019, NSW became the first state in Australia to index stamp duty brackets to the Sydney Consumer Price Index, to limit the taxation cost due to inflation. THE LITHGOW MUSICAL SOCIETY IS BACK

Following over $1 million worth of upgrades to the historic Union Theatre, funded by the Lithgow City Council and the NSW State Government the Lithgow Musical Society will be resuming production of the world's favourite musical LES MISERABLES.

We're thrilled that this show is not only going to be the first major production in the newly renovated theatre but also that it will be our first show in over 18 months with all our activities placed on hold in 2020 due to the COVID-19 pandemic. Current plans are for the show to be staged in early August, however this is of course subject to the impact of any COVID related restrictions. We'll be holding an information evening at the Union Theatre on MONDAY FEBRUARY 22ND from 7:30 PM where we will let people know about the plans for the show and the audition process. Auditions for the principal roles will follow on Thursday February 25th, Monday March 1st and Thursday March 4th. As with all our shows we don't require auditions to be part of the chorus. Rehearsals will then resume on Mondays and Thursdays from March 8th at the Union Theatre. Rehearsals will be conducted in line with COVID safe guidelines that limit us to 5 people singing at any one time. We'll also need everyone to be able to scan in using the Service NSW app. We encourage anyone interested in being part of the show, either on stage or behind the scenes, to come to the information night on February 22nd. ST PAUL'S ANGLICAN CHURCH CARCOAR

A 'Call to Arms" . . .

The historic village of Carcoar has launched a campaign to purchase St Paul's Anglican church in a move to prevent it being placed for sale on the open market. For this purpose an Option to Purchase has been obtained from the diocese which is valid until 16 March 2021. The newly formed St Paul's Church Association Inc is administering the campaign. Campaign Co-ordinator, Mr George King, said every effort is being made to raise the required $450.000 and that donations from all sources would be very much appreciated. A GoFundMe donation site can be accessed from the church's Facebook page and a new website www.stpaulscarcoar. com which include campaign bank details for direct deposits. Church warden for 40 years, Mr Ron Murray, is delighted that the residents of Carcoar are behind the campaign and said it justifies the esteem in which St Paul's is held. "It's more than a place of worship, weddings and funerals" he said,"it's been a part of the historic fabric of the village since 1849. Comments left by visitors from Australia and overseas testify to its simple beauty and cultural importance", he said. The church would adopt a non-denominational role in the future and widen its appeal as a community inclusive venue. VALENTINE’S SURPRISE AT WANG… Lithgow Theatre Group treated 150 locals to a delightful stage show about the highs and low of coupledom on Valentine’s Day.

The Contenders written by Lithgow-based author Rupert Grech featured an 18-person cast, adapted for stage by local identity Greer Ashworth. “We always love performing for local audiences and The Contenders was first performed at the Lithgow Pottery site,” said Greer Ashworth. The cast included Reverend Matt Trounce; the Shirt family (Alan and Kay and son Lauren); Martin Curtis; and Greer Ashworth herself.

“What a wonderful performance space we have at Wallerawang Community & Sports Club,” said Greer Ashworth. “We will certainly be returning here again for the awesome stage and the wonderful audience.” Our Lithgow City Councillor Cass Coleman watched the local production about random couples bantering in a Mediterranean bar. “This is one of the best local plays I have seen, with a witty, intelligent and insightful cast,” said Councillor Coleman. The Contenders will be performed again in May 2021 as part of a special fundraiser for the Kidney Kar Rally. Keep an eye out for another local production from Lithgow Theatre Group in the making being scheduled during April 2021.

The Greens on William are offering stall holders among the community, the chance to convert their trash into somebody else’s treasure by selling their pre-loved clothes, shoes and accessories. The Greens on William aim to encourage the community to reduce, reuse and recycle their pre-loved goods and turn them into cash. Anyone from the community is able to purchase a stall - or share a stall with a friend. "In Australia, more than 501 million kgs of unwanted clothing ends up in landfills each year" (The Guardian, 2019). These are eye-opening statistics that The Greens on William want to take part in preventing. Shoppers will pay a gold coin entry to enter the Thrift Shop Market which will be donated to the local Animal Welfare League Branch.

Beef & Reef Kebabs

Exactly the same recipe can be used with some chicken breast if you want an alternative.

The combination of a quality piece of beef and some delicate prawns is something that just works so well together. This recipe is a way to put a new spin on an Aussie favourite.

You can add some chilli flakes too to give it an extra spicy kick.

The marinade will give you the hint of a Béarnaise sauce with the tarragon, butter and piquant flavour from the vinegar, but you won’t have a plate swimming in sauce reminiscent of an 80s Bistro. Ingredients

• 500g of shelled green prawns • 12 slices of streaky bacon • 3 x sirloin steaks • Punnet of cherry tomatoes • 2 x brown onions • Fresh Tarragon • 1 x tablespoon whole grain mustard • 1/2 cup of butter. • 1 x tablespoon white-wine vinegar • Olive oil, salt & pepper

Method 1. Cut the sirloin steak into 2 cm cubes. Melt the butter and roughly chop the tarragon and combine with vinegar and mustard to make a marinade for the beef. Marinade the beef while preparing the rest of the ingredients. Reserve some mixture for basting throughout cooking. 2. Shell and de-vein your prawns. Wrap each one in half a slice of the bacon. 3. Cut the brown onion into wedges and remove

the very centre piece from each. It will be too hard to skewer through a small surface area. 4. Place your ingredients on kebab skewers in an alternating pattern, start with meat, then onion, then tomato, then prawn, then onion and so on. I like to use flexible wire skewers for this one and make big long skewers. 5. Heat up your BBQ grill, this one is perfect on a standard gas grill.

6. Sprinkle the skewers with some olive oil and season with salt & pepper. 7. Lay the skewers down directly on the grill, You need to keep turning them regularly every 2-3 minutes for about 12 minutes. They are ready when the steak is medium rare and the prawns will be perfectly done. 8. Once they are done, slide them down off the skwers onto each plate and serve with some BBQ corn and salad.

The 2021 Repco Supercars Championship will kick off on 26th February at the spiritual home of Australian motorsport, Bathurst’s iconic Mount Panorama.

The Repco Mount Panorama 500 will be the first of the 12-round Championship and first of two stops at the iconic Bathurst circuit in 2021, with the Repco Bathurst 1000 now locked in for October 7-10. The 500km three-day event from 26-28 February will add a new element to the history of Mount Panorama and will see new faces battling it out to become the inaugural race winner in 2021.

The event will see the return of camping and much more activity than 2020’s race with the easing of COVID restrictions in line with current health guidelines. The much needed boost to the local economy off the back of the motor racing industry will be a welcome event by local hospitality and accomodation businesses.
