LITHGOW HALLOWEEN GOES DIGITAL (FROM FRONT PAGE) IN 2020! Lithgow’s annual halloween is on this weekend… and it’s all gone digital!

The Best Dressed Competition will be managed totally online (from registering through to uploading costume photos) across 7 categories. The categories are; Male and Female Adult, Boys and Girls Teens, Boys and Girls under 13 and, for the first time ever, a Professional category has been added for Cosplayer’s. The Best Dressed Competition is offering $11,000 in voucher prizes with 3 costume winners for each category. There’s $600 for first place, $400 for second and $200 for third. All 3 place getters will also receive an official winner’s certificate. To support local businesses and keep the money in the local economy the vouchers will be redeemable locally. In addition to the 3 winners per category, for every category there will also be 50 additional spot prizes (vouchers) of $50 awarded on a daily basis to an entrant sharing their outfit on social media using the hashtag: #lithgowhalloweendigital2020 and tagging in Lithgow Tourism and Events (Facebook, Instagram and Twitter). Entries will be judged against a 100 point scale across 5 areas: 1. Pre-Halloween photo, not in Halloween costume (5 points). 2. Halloween costume photos (60 points). 3. Photos in costume in a prominent Lithgow location/s (20 points). 4. Placing and sharing costume photos on social media (10 points). 5. Writing why the costume was chosen and what Lithgow Halloween means to the entrant (5 points). Entries will close at 5pm on Saturday the 31st October 2020 and an independent panel will judge all entries. The winners will be announced in the first week of November 2020.

Lithgow Mayor Ray Thompson said today “The Best Dressed prize vouchers are redeemable at local businesses, so it's a way of keeping the money local and giving back to our own businesses in what has been a difficult year. This is a great opportunity for us to keep the Lithgow Halloween brand alive in 2020 and we look forward to receiving plenty of Best Dressed entries showcasing amazing costumes - and great film entries as well.” The Film competition will be in its 2nd year and will be promoted once again via the international Film Freeway Website: https://filmfreeway.com/ LithgowHalloweenFilmCompetition. Films will be judged in 4 categories: Most Creative, Best Performance, Best Youth Film and `People’s Choice’ award. The People’s Choice Award will be via online voting. SF3 of the "SmartFone Flick Fest" (Australia’s international smartphone film festival) will be Council’s partner again, promoting the competition to their database and judging the category finalist films. Each Film category winner will receive a winners’ certificate and a prize of $500. All short listed entries will be available for viewing on the Lithgow Tourism and Events Website once entries close on the 13th of October, that’s when online voting will open and take place for the ‘People’s Choice’ Award. Mayor Thompson added, “Council is very happy we can offer a COVID19 Safe Lithgow Halloween event for our local community this year, and we all should be following Lithgow Tourism and Events social media channels, Facebook, Instagram and Twitter for all the latest news on Lithgow Halloween Digital 2020.” To get all the information and enter head to: -Lithgow Halloween Digital Best Dressed Competition at https://tourism.lithgow.com/halloween-digital/ -Lithgow Halloween Smartphone Film Competition at https://filmfreeway.com/LithgowHalloweenFilmCompetition

RON BIDWELL ROTARY PARK OFFICIAL OPENING

It was a rainy afternoon on Saturday as locals from Portland came out to the old Rotary Park for the unveiling of the memorial plaque celebrating local Ron Bidwell and giving him much-deserved naming rights to the park. Ron, who passed away in March 2018, came to town many years ago and in 2001 created the community group called the Walnuts, who have painted the majority of the fantastic murals that are dotted all around the town. Ron had been a

champion of Rotary Park by taking care of the landscaping, often with the help of local Correctional Services, and was also part of the team that planted the now large pine tree that was carefully brought to our shores from Gallipoli. BJ Graham, the new spokesperson for the Portland Wallnuts, thanked all those in attendance which included many of Ron’s family, a Rotary Club official representative and Lithgow Councillor Maree Statham.

news TACKLING HOUSING AFFORDABILITY IN LITHGOW Issue 334 - 30th October 2020

Twelve brand new homes will be built in Lithgow as part of a NSW Government social and affordable housing building blitz across the Central West.

Minister for Families, Communities and Disability Services Gareth Ward said Housing Plus would deliver the new properties through the NSW Government’s Social and Affordable Housing Fund (SAHF) program.

FOODWORKS TO IGA IN PORTLAND

“These new homes are creating a pipeline of new housing, which will support some of the community’s most disadvantaged people,” Mr Ward said. “Our Government is delivering more social housing than any other State or Territory, and it’s great to see firsthand the benefits of that here in the Central West.” Member for Bathurst Paul Toole said the new homes in Lithgow would help alleviate housing stress and add to the growing supply of housing in the region. “This project is a big win for Lithgow. It will help drive the local economy by keeping tradies employed in the construction industry locally,” Mr Toole said. “The program is also helping to support some of the community’s most vulnerable, by boosting housing supply and

providing people who need it most with a place to call home.” Housing Plus CEO David Fisher said the not for profit housing provider is investing $90 million to deliver 280 new homes across the Central West under the SAHF program. “Work to date is ahead of schedule and we are delighted to be already welcoming people into their new homes,” Mr Fisher said. “The construction program comes at a time when the need for affordable housing is growing and the need to maintain construction jobs in the local economy is critical.” The SAHF is a key initiative of Future Directions of Social Housing in NSW, the NSW Government’s plan to deliver more and better social housing across the state.

FINALISTS ANNOUNCED FOR ROTARY EMERGENCY SERVICES COMMUNITY AWARDS Member for Bathurst Paul Toole has congratulated Oberon local Craig Gibbons on being a finalist of the Rotary Districts of NSW Emergency Services Community Awards.

The awards are community-nominated and are open to all emergency services personnel, both paid and volunteer, to be recognised in this combined awards program. Winners for each service will be announced on Friday, October 30. Finalists are drawn from the NSW Rural Fire Service, Fire and Rescue NSW, the NSW State Emergency Service, Marine Rescue NSW, Surf Life Saving NSW, NSW Ambulance, and the NSW Volunteer Rescue Association. Mr Toole said the awards are a fantastic opportunity to celebrate the enormous contribution of emergency services workers.

“The past year has been an exceptionally challenging one for the state and this is an appropriate time to pause, honour and congratulate our volunteers and emergency service workers for their dedication to their respective communities,” he said. “We are indebted to all of our first responders and it’s important that we acknowledge the unsung heroes who repeatedly go above and beyond the call of duty.” Mr Gibbons said he joined at the early age of 16 and has dedicated 27 years within both the SES and RFS. He is the local Oberon SES unit commander and RFS deputy group captain, Chifley Zone. “It’s a privilege to be nominated, two of my fellow colleagues putting me up for this award,” he said. “I love what I do, I’m not here for the accolade but it’s appreciated.” Winners for each service, plus two special overall winners will be announced on Friday 30th of October. The overall winners for NSW then representing the State at the National Awards on the 23rd of November 2020.

APPLICATION MADE FOR TIMBER BRIDGE REPLACEMENTS IN THE CAPERTEE VALLEY

This month, Lithgow City Council has made application for funding under the NSW Government Fixing Country Bridges program for the replacement of three timber bridges on Glen Davis Road.

Glen Davis Road, connecting the Castlereagh Highway to the villages of Glen Alice and Glen Davis, currently features three single lane timber bridges each of which were constructed in the early 1940s. Recent assessments predict that maintenance requirements for this ageing infrastructure will increase in the coming years. “With this information, Council engineers have seized the opportunity offered by the NSW Government to replace Coco Creek, Crown Creek and Airlie Creek bridges with modern, dual-lane, concrete structures,” said Lithgow City Council Mayor, Councillor Ray Thompson. “Should these bridges require a temporary closure for any reason, detours of over 100 kilometres would apply which is a concern to Council. I am very pleased that Council is acting proactively to seek the financial assistance required to upgrade these assets.” “Replacement of these timber bridges will come at a total cost of just over $5 million,” noted Council’s Director Infrastructure Services, Jonathon Edgecombe. “However, this significant cost is offset by meeting Lithgow City Council’s strategic objective of enhancing regional development by connecting people and places in growing regions. By delivering improved rural community access and safety, Council is expanding on its targeted approach

to delivering regional value through improved transport services and infrastructure that cater for the needs of the future.” “By prioritizing this project,” said Mayor Thompson, “Council aims to reduce future maintenance obligations, improve service standards to the community and further promote all that Lithgow has to offer. I sincerely thank Deputy Premier and Minister for Regional NSW John Barilaro and Minister for Regional Transport and Roads Paul Toole for their continued dedication to transport outcomes in regional and rural areas. Combined with the $1.83 million of joint Commonwealth, state and local funding allocated to the sealing of Glen Alice Road and Glen Davis Road, I can’t wait to see what the future holds for our Capertee Valley.”

Issue 334 - 30th October 2020

FEDERAL BUDGET: PINK FUNDRAISER GOES AHEAD WHAT ABOUT ME? STILL The team at Professionals Lithgow Retirees and people actively planning for their retirement may be forgiven for thinking that they have missed out. But scratch beneath the surface, and we see that retirees may actually benefit most. Take a step back

The Budget contains over $200 billion of stimulus measures in what will amount to a private sector led economic recovery. The spending will primarily focus on tax cuts and employment subsidies. This is good news for retirees. The fiscal stimulus will take the pressure off monetary policy and the low interest rate environment that makes it impossible for most people to live off their retirement income. It means that there are unlikely to be any further interest rate cuts.

have organised a fundraiser for breast cancer for the last few years.

The fundraiser usually centres around a breakfast, with donations and and prizes for raffles and games donated by local businesses. This year however, the breakfast could not go ahead due to COVID restrictions, but that didn’t stop the team fundraising for this very worthwhile cause. Once all the donations are in, the team expects to have raised over $3000, which is down a little because the breakfast was cancelled. Congratulations to Tina Case (pictured) and her team on a great effort despite the difficult circumstances.

I want my share

The tax cuts also provide an opportunity for pre-retirees to fast-track their retirement plans. People earning more than $37,000 a year will enjoy tax cuts backdated to 1 July this year. Those earning $120,000 a year will benefit most; to the tune of $2,745 after tax in a year. Pre-retirees can double down on the tax savings. If a pre-retiree earning $120,000 chooses to salary sacrifice their tax saving, it would mean redirecting around $4,200 of pre-tax income to super. This would boost their super savings by over $3,500 per year. That’s an immediate return of about 30% and it could make a meaningful difference to your retirement.

See the little people

But it’s the structural changes to the super system that will likely benefit retirees most. The changes will increase competition between funds, improve transparency and ultimately lead to a more efficient and simpler super system. From next year, when you change jobs your new employer will ask you where your super is and pay into it. Just like they ask for your bank account details. And it will be easier than ever to identify whether you’re in a dud super fund. A new annual benchmarking test will mean there’s nowhere for your super fund to hide.

Sometimes I wish for more

What’s clear is that there’s plenty in this year’s Budget for retirees and pre-retirees. The changes will put less pressure on interest rates, provide a platform to fast-track your retirement savings, and make it easier to find a good performing super fund. For communities like Lithgow and surrounding towns including Clarence, Dargan, Ilford and Running Stream, recovery doesn’t happen overnight and many are still suffering. VINNIES COMMUNITY SLEEPOUT RAISES MORE THAN $11,000 FOR THE HOMELESS The stormy weather didn’t stop me from pitching a tent in my backyard last week for Vinnies’ Community Sleepout event, which aims to raise awareness of the very real problem of homelessness in our region. There are around 400 people sleeping rough in the Central West every night. If the COVID-19 pandemic has taught us anything, it’s that our lives can be turned upside down in an instant. Unforeseen events can change lives forever

EMBRACING CHANGE Better Business Column | By Steve Semmens, The Persuader

“You must embrace change before change erases you.” - Rob Liano As entrepreneurial business owners, we are often very good at embracing change and moving quickly as we respond to the ebbs and flows of our marketplace. Those changes may have been imposed upon us by external forces such as changes in customer’s needs, competitors, new technology, changes in Government, changes in Law, and of course economic factors. When managing a boutique recruitment agency in 2001, we learned the hard way, of how a terrorist act in America, could have a huge impact on our business in Australia. In the first week after 9/11 we lost 80k of revenue and immediately had to find new work to replace it or have to lay off seven of our staff. Our major clients were all American multinationals or National companies that supplied American companies. Until that point in time, it never occurred to me that a global event would hurt us here in safe Australia. It was a wake up call, and something that has ensured that when I ran my own business I was always fully prepared for any changes in our external environment, no matter how far away they were. In the case of the after affects of 9/11, we pivoted from mostly dealing with large multinationals and started to pick up some great work from medium size Australian firms. We explained to the staff why and how we will do this and that we had to be successful at it or there would be job losses. Everyone jumped on board to help out and we quickly started to generate the same level of revenue,. Within a year, we actually started to exceed it. Our client base had changed dramatically. It was a positive outcome and it spread our risk across many businesses rather than the few large ones that we had been servicing. Our change management process was carefully planned and we involved everyone in the organisation. Clear communication was the key both internally and then externally as we marketed our new offerings to a very different marketplace. However, it was our mindset that was crucial to our success. After our initial shock of losing so much business, we immediately started to explore other opportunities and rather than feeling down about the situation, we embraced the changes and we were excited. Though forced upon us, these changes would not only ensure our survival in the short term, but set a foundation for sustainability in the future. The learnings from this change management experience has helped me get through some very tough times thrown at us from external factors including aggressive competitor attacks, the global financial crisis, floods, fires, ill health, and of course the recent pandemic that we find ourselves in. Due to the pandemic, many local businesses have pivoted successfully, especially those who have adopted new technologies, and now truly believe that staff can successfully and productively work from home. One of the worst things that could have happened to us in 100 years has forced us to be much more innovative and provided other opportunities that we may not have previously thought of. Embrace change as it is inevitable. “Steve Semmens is an experienced Business Coach who works with senior and mid-level executives, managers, and business owners at all levels of leadership throughout the Central West of NSW. The Persuader coaching process is designed to focus on the individuals core strengths and capabilities to maximise their effectiveness, as well as identifying any gaps or challenges they may have, and then we help to close them. Steve has a Diploma of Executive Coaching, a Bachelor of Business (Honours), and is a Member of International Coach Federation. He has a strong interest in the development and growth of entrepreneurial leaders, especially in regional areas. Steve currently consults with a variety of organisations, helping them to implement effective and successful change management strategies, so they can reach their full potential and achieve the desired outcomes according to their set vision.”

GET YOUR APPLICATIONS READY CENTRAL WEST - THE $250 MILLION BUSHFIRE LOCAL ECONOMIC RECOVERY FUND OPENS TODAY

Communities impacted by bushfires in the Central West can now apply for funding to support local projects under the $250 million Bushfire Local Economic Recovery Fund, co-funded by the NSW and Australian governments. Federal Member for Calare, and Minister for Decentralisation and Regional Education, Andrew Gee, said the support would provide a social and economic boost to NSW communities most severely affected by the Black Summer bushfires. "The summer bushfires were unprecedented, with more than 3,000 homes lost across the country and 33 people tragically killed,” Mr Gee said. “Our electorate of Calare in central western NSW was on the frontline, with communities such as Clarence and Dargan, Ilford and Running Stream, left devastated. “These bushfire affected communities don’t just recover overnight and many are still suffering. “That is why programs like the Bushfire Local Economic Recovery Fund, which support longer-term initiatives, are so important. “Our bushfire recovery here in the Central West needs to be locally led, with money invested in the things that matter to our community – and that’s exactly what this program is all about. Under the Bushfire Local Economic Recovery Fund, grants of $200,000 to $20 million will be available to organisations such as councils, businesses, joint organisations, business chambers, charities, local Aboriginal Land Councils and state government agencies. Funding is available for infrastructure and

environmental projects, and social, business and environmental education initiatives. Examples of projects that could be funded include: · Restoration of bushfire impacted roads. · Tourism campaigns and infrastructure that support social community development and economic recovery. · Community hall upgrades and other critical social infrastructure. · Community wellbeing and mental health programs. · Restoration and improvement of parkland and other natural resources. · Fire resistant infrastructure. · Energy security infrastructure, such as solar power for community buildings. “Applications open today (Tuesday 27 October) so it’s time to get your project ideas ready,” Mr Gee said. “I encourage fire affected communities here in the Central West to get together and consider what’s needed to boost your community, your local economy and your region. “Together, we will rebuild our communities, through projects and initiatives that put local people back in work, retain existing jobs and reinvigorate the economy.” Overall, more than $500 million joint funding from the Australian and New South Wales Governments will be provided to support local economic, community and industry recovery projects in bushfire affected communities. Funding for Local Economic Recovery projects is just one of the initiatives supported by the Australian Government’s National Bushfire Recovery Fund, which is worth more than $2 billion. To date, more than $1.8 billion in Australian Government support has been provided to help bushfire affected communities, including $1.2 billion spent so far from the National Bushfire Recovery Fund. Projects seeking funding must be delivered in an eligible LGA, including: · City of Lithgow Council · Mid-Western Regional Council · Oberon Council Applications open on 27 October 2020 and close 11 December 2020. ABORIGINAL EDUCATION STRONGER WITH NEW AGREEMENT Aboriginal education in NSW government schools will be strengthened under a new partnership agreement signed this week between the NSW Department of Education and the NSW Aboriginal Education Consultative Group (NSW AECG).

The new Partnership Agreement 2020-2030, Walking Together, Working Together, builds on the strong foundation of the previous 2010-2020 Partnership Agreement. It will continue the work towards the Premier’s Priority of increasing the proportion of Aboriginal students attaining Year 12 by 50 percent by 2023 whilst maintaining their cultural identity. Minister for Education Sarah Mitchell said the key to the agreement is ensuring every Aboriginal child and

young person in NSW can achieve their potential. “The NSW AECG is the peak advisory body to the Department on Aboriginal education. This partnership underpins the work to strengthen education for Aboriginal children and young people,” Ms Mitchell said. “The clarity of the partnership will lead the development of a 10-year plan with interim and annual reporting accountabilities.” “It is essential that the students of NSW know, understand and learn about the land of the people they live and study on and celebrate the richness of Aboriginal cultures across our State.” The agreement was signed for the virtual launch by Cindy Berwick, President of the NSW AECG, and Mark Scott, Secretary, NSW Department of Education, and witnessed by Minister Mitchell. The partnership will: •inform improvements to policy which will ensure

BUSINESS LEADING NSW OUT OF THE CRISIS The state’s peak business organisation, Business NSW, believes NSW is getting back on track, with its quarterly Business Conditions Survey revealing the first bounce in business confidence in a year.

The survey shows business perceptions about the performance of the NSW economy rebounded strongly from the record low recorded in June. “The outlook has also improved, with businesses expecting further lifts in the economy for the remainder of 2020,” said Business NSW, Regional Manager – Western NSW, Vicki Seccombe “The strong bounce in business confidence is a welcome boost and gives a big tick to government decisions that have backed a business-led recovery,” Ms Seccombe said. “It should also give governments confidence that their policy responses – such as providing support to make it easier for employers to protect jobs and easing restrictions on trade – are working. “In Western NSW, the pick up in the Agricultural

sector due to easing drought conditions and the increased tourism across the region have continued to bolster the local business outlook. “However, our businesses are experiencing some the of highest skills shortages that we have seen for some time, with over 47% Western NSW businesses responding they have not been able to find suitably skilled people.” said Ms Seccombe. “The survey also examined some of the factors common to businesses most affected by COVID-19. “While business services, hospitality and tourism businesses are heavily impacted overall, business performance in these industries varies dramatically depending on location and type of customers serviced. “Businesses located in a CBD (regional or metro) and reliant on foot traffic, for example, are among the most vulnerable, as are those reliant on international visitors. “While many businesses are about to enter a difficult period as support measures are tapered back, its promising to see a strong foundation for recovery emerging in NSW and in particular, Western NSW,” Ms Seccombe said.

NSW HITS THREE MILLION TESTS AS COMMUNITY URGED TO REMAIN VIGILANT As the state marks three million COVID-19 tests since January, the NSW Government is calling on the community to continue to work together to fight the deadly virus.

Premier Gladys Berejiklian said reaching three million tests was a major milestone in the State’s fight against COVID-19. “I want to thank everyone in NSW who has come forward to be tested – three million COVID-19 tests is an incredible result, Ms Berejiklian said. “As we ease restrictions, it is critical that we maintain our high rates of testing which has been central to our success in limiting the spread of the virus and keeping NSW open. Health Minister Brad Hazzard warned that while recent easing of restrictions is very welcome, it comes with risks and it is critical everyone keeps getting tested. “This is a stealthy virus and if we give it an inch, it will take a mile and undo a lot of good work, Mr Hazzard said. “The community response to COVID-19 has been fantastic and I thank the people of NSW for their efforts and sacrifices during the past nine months, which have put us in a position where we have been able to ease restrictions. “We hope to be able to continue to ease restrictions in the weeks and months ahead, but this depends on us being successful in minimising community transmission. As at 8pm on 26 October 2020, 3,000,641 COVID-19 tests had been performed on 2,247,101 people in NSW. Of those people tested, 63.7 per cent had a single test and 36.3 per cent had more than one test, with 1.16 per cent having more than five tests. NSW Chief Health Officer Dr Kerry Chant said it was critical that people continue to come forward for testing and practice COVID-safe behaviours when out and about and catching up with family and friends.

“When we have high numbers of people continuing to get tested, that allows us to detect cases in the community earlier and prevent onward transmission, Dr Chant said. “Get tested at the first sign of even the mildest of symptoms, wash your hands regularly, physically distance and wear a mask when using public transport and in places where you can’t physically distance. “We have been able to get the recent clusters under control with the support of the community, but their emergence shows that the risk of a resurgence of cases in NSW remains very real. Restrictions eased recently by the NSW Government include: - 30 people can now gather outdoors in public spaces (previously the rule was 20 people). It remains a maximum of 20 people in households; - There can be 30 customers per booking, and 30 customers per table, at hospitality venues (previously the rule was a maximum of 10 customers); - Corporate functions of up to 300 people can now be held at any appropriate premises, including at restaurants, subject to a COVID safety plan (previously it was just function centres); - Religious gatherings/places of worship (excluding weddings and funerals) can have up to 300 people, subject to a COVID-19 safety plan; and - Gyms are now only required to have a COVID-19 safety marshal if there are more than 20 people in the gym at one time. Additionally, from 1 December 2020, the number of people who can attend weddings will be increased to 300 people subject to the four square metre rule indoors and two square metre rule outdoors. This will allow people to make plans and book venues knowing the capacity ahead of time. There are more than 300 COVID-19 testing locations across NSW. To find your nearest clinic visit https:// www.nsw.gov.au/covid-19/how-to-protect-yourself-an d- others/clinics or contact your GP. Most people receive their results within 24 hours.

A STATEMENT FROM ANDREW GEE RE CHARLES STURT UNI’S FINANCIAL POSITION

â€œCharles Sturt University (CSU) receives hundreds of millions of dollars of taxpayer’s money every year and as a consequence, it’s accountable to the Australian taxpayer,â€? Minister Gee said. “CSU is not above scrutiny." “I have called on CSU to carry out a full, independent and transparent external audit into their finances and to provide that report to Government. A report was prepared by KPMG and CSU initially agreed to provide this report to the Government. “Now the Acting Vice-Chancellor and CSU have reneged on this and are refusing to release the report. “I have already met with the Acting Vice-Chancellor to discuss the KPMG audit report once, but there is little point in further meetings until CSU and the Acting Vice Chancellor honour their commitments to make the report available to the Australian Government. The fact that this commitment has been reneged on is very worrying. “The CSU community is facing hundreds of job losses. This is a very serious issue for our region. “What I want, and what our community rightly expects, is for CSU to deal with the concerns around its financial position in an open and transparent way. “The purported “summary of findingsâ€? that the University has provided is not comprehensive in nature and begs the question as to what information CSU is seeking to withhold from the public. “This is all about ensuring taxpayers and the Government have trust and confidence that taxpayers money is being properly spent to ensure that the University continues to grow and prosper. “I am doing my job as the Minister for Regional Education and I am going to keep doing it. I make no apologies for that.â€?

THE COMPANY WE KEEP

Nicole and Julie Foxall were lucky enough to hit the sister-in-law jackpot when Nicole married Julie's brother, Mike. They are not only good friends but share a common drive to create.

Paul Toole MP with Raglan Public School principal Jo Cafe and students

NSW GOVERNMENT LAUNCHES $100 MILLION REGIONAL JOB CREATION FUND NSW businesses have demonstrated remarkable resilience in the face of drought, bushfires and COVID-19 and this unprecedented funding program will help them thrive instead of just survive. Regional businesses that can increase employment by expanding production lines or relocate operations to regional NSW from interstate or overseas will have access to support grants of up to $10 million under a new program designed to create more jobs across the state. We have set an ambitious target for the Regional Job Creation Fund to create at least 5,000 new direct jobs across regional NSW in the next three years by providing businesses with the equipment, infrastructure and capacity they need to create new opportunities and attract new customers. Regional NSW is the engine room of our state and this program will deliver immediate economic stimulus as businesses leverage new opportunities by providing work for tradies and suppliers. Regional NSW’s abundance of natural resources, its pool of skilled labour and the NSW Government’s record infrastructure spend is providing businesses and industry with everything they need to succeed. Applications are now open, for information about eligibility criteria and program guidelines, go to www.investregionalnsw.com/RJCFund

ALL NSW PUBLIC SCHOOLS TO BENEFIT FROM INTERNET UPGRADES NSW public school students will now have the fastest internet access for a public education system in the country. The NSW Government will partner with Telstra to provide a $328 million internet upgrade to more than 2000 public schools across NSW. The funding will see internet speeds increase more than tenfold and roll out more than 5,200 km of fibre. We want to ensure every child in NSW has the opportunities to be the best they can be, no matter where they live or what their circumstances may be. This upgrade will bypass existing network constraints meaning all our schools will be on a high-speed connection in the next 18 months, three years ahead of schedule. Schools require large bandwidths and can sometimes run into service problems when hundreds of students and teachers are accessing the internet. The internet speed will no longer constrict teachers' lesson, and they will benefit from more reliable video conferencing and professional development opportunities. This is not just about downloading websites and videos faster. The project will give students access to new immersive learning opportunities. Once complete, Telstra will have rolled out more than 5,200 km of fibre across every corner of the state, making this one of the largest fibre networks in the world.

This year, like many people, they have experienced change and uncertainty. As essential workers, carving out creative time has been more important than ever. Nicole’s work continues to evolve and she has left her more abstract painting to return to more representational work. This has been influenced by spending more time in the local bush post lockdown and a need to be “more real” in an increasingly abstract world. Julie’s background in graphic design and passion for colour is evident in her cheery pieces. Gardens come alive in her bold, abstract botanical paintings. Whimsical watercolour and ink drawings capture an upbeat essence. The works featured in this show were created during a challenging year. “The Company We Keep” demonstrates the positivity we can manifest when we place ourselves in the right surroundings. Our families. Our creative spaces. Our favourite brushes, our subjects, our collaborations and our collective inspiration. The Company We Keep is at T.arts Gallery from Friday 13th November until Saturday 28th November. Online catalogue is available at www.tartsgallery.com

PAUSE. REMEMBER. COME TOGETHER. LOCALS URGED TO HELP KEEP REMEMBRANCE DAY ALIVE Australian mental health promotion Charity Swiss 8 is calling on local RSL Clubs and sub-Branches, businesses, pubs and clubs to play their part in helping to keep the memory of Remembrance Day alive by supporting a new national initiative A BBQ to Remember.

Former combat veteran and Swiss 8 CEO Adrian Sutter said Remembrance Day is a chance for all Australians to come together and celebrate the selfless acts of our national heroes who rose to the challenges in the country’s time of need. “At the 11th hour on the 11th day on the 11th month, the Great War was finally over. We have the Army, Airforce, Navy, Doctors, Nurses and first responders to thank for the many freedoms we enjoy today,” Mr Sutter said. “Their sacrifices must never be forgotten. This year, when the nation was in the thick of a global pandemic, Anzac Day was not a day of connection and coming together and the Defence and veteran community has felt the weight of that heavily. “To ensure Remembrance Day brings people together, reduces isolation and helps people to rebuild their tribe, Swiss 8 has launched A BBQ To Remember which is designed to build community connections while also keeping Remembrance Day front of mind. “A BBQ to Remember is a campaign that encourages Australians to connect around the barbie, to remember our heroes and to discuss the big elephant in the room mental health challenges.” Local RSL Clubs and sub-Branches, businesses and pubs are invited to support A BBQ to Remember by hosting an event at their venue. Swiss 8 has partnered with the Village Co who have designed a one-off edition A BBQ To Remember sausage especially for the event.

“Funds raised by Swiss 8 will go directly towards supporting veteran mental health, while funds raised at the BBQ will go to sub-Branches to support their effort in helping veterans in our local community,” Mr Sutter said. “The only thing more Australian than a BBQ is the nation’s support of our defence personnel on ANZAC and Remembrance Day. We hope by bringing the two together, we can create a lasting legacy for a whole new generation of Australians to pause, remember and come together.” To register your A BBQ To Remember, go to www.swiss8.org/ fundraising

BACK LANE GARAGE SALE Our third and final Packing Day this week saw another 290 shoeboxes full of gifts of love packed and ready for pick up. This was thanks to the hard work of some 25 volunteers. This gives us a record-breaking 1134 for the Covid 19 year of 2020 which has had its challenges. As fundraising events have been severely restricted we are so thankful for generous donations from the community as large as it costs $10 per box to get our boxes to where they are needed. Our final effort is a Back Lane Garage Sale at the rear of 79 Cupro Street Lithgow this Saturday, our closing day for boxes 31st October, from 9 am to 2.pm. You are invited to call by and support it. There will be a great range of goods including cakes and jams. Thank you to so many in the district who have contributed in any way to this worthwhile project as we share God's love in the world. BATHURST REGIONAL ART GALLERY EXHIBITIONS OCTOBER - DECEMBER

BRAG Opening Saturday 17 October From Saturday 17 October, Bathurst Regional Art Gallery will have four new solo exhibitions on display: Amala Groom RE: Union; Ngurang Buwugarra-gu Gudhi-dha Murruway, Wiradyuri Ngaanha, Birrunga Wiradyuri; Jock Alexander: Of This Place; and Tom Buckland: Flightpaths. The exhibitions are tied together with the theme of place. For Bathurst-based Wiradyuri artist Amala Groom, place can be seen in her artworks as they address social, cultural and political factors facing First Nations peoples. Artworks by Wiradyuri artist Birrunga Wiradyuri reference place in personal Songline, with reference to some geographic and historic sites of the Bathurst region. For Jock Alexander, his exhibition reflects on a personal connection with Mount Panorama / Wahluu from his childhood to the present. And Tom Buckland considers the place of birds in our lives as friend, foe and food. “This suite of exhibitions pays tribute to the ties that bind us to place: cultural, spiritual, social, historic, and aesthetic.” Says BRAG Director Sarah Gurich, “each artist responds to this place – the Bathurst region – through the lens of culture, community, memory, and lived experience. BRAG is particularly proud to present solo exhibitions by two Wiradyuri artists – Amala Groom and Birrunga Wiradyuri – for whom connection to Wiradyuri country, culture and storytelling is fundamental.” Amala Groom RE: Union is a five-year survey of the video and photographic work of Wiradyuri artist Amala Groom. The exhibition reflects upon the artist’s use of self-portraiture to explore complex issues around identity, sovereignty, history, politics, culture and spirituality. In conjunction with the presentation of RE: Union, Groom has invited eight writers to respond to her work through poetry and prose including Susie Anderson, Djon Mundine OAM, Ellen Van Neerven, Professor John Maynard, Saha Jones, Justin Files, Hannah Donnelly and Professor Megan Davis. RE: Union will be accompanied by a digital publication featuring catalogue essays written by Professor Larissa Behrendt and Dr. Daniel Mudie Cunningham. Ngurang Buwugarra-gu Gudhi-dha Murruway, Wiradyuri Ngaanha, Birrunga Wiradyuri (Translation: home come on songline/path/track Wiradyuri look, see, behold, Birrunga Wiradyuri, English: Coming home on songline Wiradyuri lens, Birrunga Wiradyuri), presents the work of Birrunga Wiradyuri, a Wiradyuri artist who produces original narrative works of Wiradyuri Culture, history, spirituality and Lore. This exhibition focuses on aspects of Birrunga’s personal Songline, referencing geographic and historic sites across the Bathurst region as well as contemporary Cultural narratives relating to colonisation, leading up to and including the Bathurst War of 1824, through Muyulung. Jock Alexander: Of This Place presents artworks by Bathurst-based multidiscipline artist Jock Alexander relating to his personal connection with Mount Panorama / Wahluu. The exhibition reveals his deep connection to the mount, stemming from his childhood attending the car races with his family to more recently living and working in its shadow: Mount Panorama / Wahluu has become his ‘studio’. He has mapped the mount and, through his quest for knowledge, forged friendships with the local Wiradyuri Elders. During his walks and when painting en plein air, Jock collects raw earth that he transforms into pigments and uses in creating sublime watercolour drawings of different Mount Panaroma / Wahluu vistas. Of This Place will be accompanied by an illustrated catalogue with an essay by the artist reflecting on his connection with Mount Panorama / Wahluu. Tom Buckland: Flightpaths presents a series of works made of bronze, cardboard and found objects by sculptor Tom Buckland. The artworks seek to respond to questions and explore our emotional, ethical and imaginative connection to the world of birds. Amala Groom RE: Union is a BRAG exhibition curated by Sarah Gurich. Jock Alexander: Of This Place is a BRAG Local Artist Project. Ngurang Buwugarra-gu Gudhi-dha Murruway, Wiradyuri Ngaanha, Birrunga Wiradyuri is presented by BRAG. Tom Buckland: Flightpaths is a BRAG Foyer Exhibition.

ABOUT THE ARTISTS

Amala Groom is a Wiradyuri conceptual artist whose practice is informed and driven by social, cultural and political factors facing First Nations peoples. Her work subverts western iconography to articulate Aboriginal stories, experiences, and histories, and to interrogate the legacy of colonialism. Her work is informed by archival, legislative and first- person research. Groom recently won the 2020 Wyndham Art Prize, has exhibited widely across Australia in solo and group exhibitions including The National 2019: New Australian Art (2019, curated by Daniel Mudie Cunningham, Carriageworks), Have you seen my Emily? (2017, curated by Adam Porter, Casula Powerhouse Arts Centre), and advocated for the rights of First Nations at the United Nations for five years. Birrunga Wiradyuri is founder and principal artist of the multi-award winning Birrunga Gallery in Brisbane’s CBD, and participant in the Australia Council’s Inaugural National Custodianship Program. Birrunga consults closely with his Elders, Wiradyuri Traditional Owners from the Gunhigal Mayiny Wiradyuri Dyilang Enterprise, on matters of Culture and Lore, resulting in Ngurang Buwugarragu Gudhi-dha Murruway, Wiradyuri Ngaanha, Birrunga Wiradyuri. Jock Alexander graduated from the National Art School, Sydney, in 1983 with a Bachelor of Visual Art degree, and for

Tom Buckland studied visual art at Bathurst and Orange TAFE campuses and, in 2011, winning the Countryscapes Essential Energy Youth Encouragement Award at BRAG. He graduated from the Australian National University, Canberra, with a Bachelor of Visual Arts with Honours in 2015 and was the recipient of the John and Elizabeth Baker Honours scholarship. JACK-O’-LANTERN PUMPKIN PIZZA THRILL THE KIDS this Halloween with some spooky pumpkin pizzas with grinning jack-o’-lantern faces. TAFE NSW Tourism and Hospitality Teacher, Robyn Ward, said this Halloween inspired pizza was a perfect meal to celebrate the excitement of Halloween and balance the sugary treats. “Cook and mash the pumpkin in advance, so that it has time to cool before arranging on the pizza. “This Halloween treat will not only impress the kids but the grown-ups too. You will learn more recipes for all occasions by studying a hospitality course at TAFE NSW.”

For more information about the range of hospitality and commercial cookery courses available at TAFE NSW, visit tafensw.edu.au or phone 131 601.

Jack-o’-lantern pumpkin pizza Ingredients • 300 grams pumpkin, peeled, seeded, cooked and mashed • 4 pieces char-grilled capsicum, drained • 1 zucchini • 4 mini pizza bases • ¾ cup grated tasty cheese

Method 1. Preheat oven to 180 degrees and line a baking tray with baking paper. 2. Season pumpkin mash to taste and cool. 3. Cut a mouth shape from each piece of capsicum. Slice one side off the zucchini. Cut this piece into 12 small triangles.

C R E AT U R E Animal Poisons Helpline This week’s piece has been written by Katrina Daly, a client who recently wrote this awareness post on social media, the Animal Poisons Helpline helped to save her dog’s life! “Zena is the name of my smart, sweet, foster-fail dog. She came to me with a long list of behavioural & undiagnosed health problems which plagued her life. Every morning around 2am I would be woken up to the sound of Zena choking, coughing & vomiting. She also suffered from seizures, almost every night & sometimes during the day. There were short periods when she would even stop breathing. It became the new normal to wake up several times throughout the night to check & ensure she was still okay. One night I woke & quickly realised that Zena wasn’t moving. I found her limp & completely unresponsive. She wasn’t breathing & I couldn’t feel her pulse. I was absolutely terrified with dread that she’d already passed away.

22

4. Place bases on tray. Spread each with pumpkin mash. Sprinkle each evenly with cheese. Arrange triangles, skin side up, on each to form two eyes and a nose. Place capsicum along the bottom for the mouth. 5. Bake for 10-15 minutes, until golden and crisp. Serve with drink of choice.

TA L K

I rung the vets and waited the longest minute of my life before the call rang through to voicemail... The Animal Poisons Helpline was the only other number I had on hand, so I rang it. The vet I spoke to was so helpful & knowledgeable, they instructed me on how to perform CPR for Zena while I waited for my own vet to ring back. I’m happy to report that after such a horrible scare that night, Zena has recovered just fine with no lasting side effects. She is also currently doing better than ever due to a drastic diet change. This post is mostly to give the Animal Poisons Helpline a huge shout out for saving Zena’s life. But also to raise awareness for the awesome, not-for-profit, completely free work they do to save over 10,000 pets each year from accidental poisonings, tick & snake bites. Their work is the only completely free animal hotline service available in Australia. Unfortunately, they rely solely on donations from the public & are currently limited to operating between 9am7pm only. All calls are answered by animal poison specialists &

experienced veterinary staff. It is important to note that this service is to be solely used for poison related animal enquires only. They generally don’t make a habit of answering the calls of desperate women just before close to instruct them on CPR. As we come into summer tick & snake bites also become more common. With Christmas ahead, there’s even more things around the house for pets to get into, so it’s more important than ever to ensure you have their number down just in case. I hope that everyone will share this number with someone they know as it might just help save another life like Zena’s!” Animal Poisons Helpline 1300 869 738 www. animalpoisons.com.au

THE 2020 PANORAMA PUNISH The 2020 Panorama Punish, the one lap running race around the Mount Panorama car racing track was run on Sunday, and despite pandemic restrictions, the number of entrants and volunteers approached the 500 covid-19 limit.

The race was restricted to the Bathurst Regional Council and adjoining council areas, and the cut-off times at the top for the mountain and for the full lap were extended to allow more locals to get involved. In true 2020 fashion, the weather was the worst the Punish had experienced in this, its 4th year, but the field took to the track with both competition and community in mind, heeding all the covid rules but still in bright spirits. It was amazing to see the interaction of the locals after the prolonged absence of events. Friendships were rekindled and smiles shared all around. The strength and need for community was self evident. The race was won by a local race regular, 14yo Miller Rivett in an age group record of 22:57 after a neck and neck battle with Max Martinez who came in 3rd in 23:54. Aaron Houston was 2nd in 23:50. Miller also took out the KOM from Max in 12:24. Dominique Windsor, a local mum, took out the women's race in 27:50, as well as the QOM in 15:26, with Josie Brown (28:44 / 16:05) and Kellie Gibson (29:00 / 15:59) chasing her home. Organisers Jenn Arnold and Stephen Jackson were thankful to the participants that came along and the organisations that supported the race. Special mention to Bathurst Regional Council and Renshaw's Pedal Project. Jenn and Stephen were truly relieved that the

event went ahead despite the pandemic, being the first running event in the region since March. With nearly 1,000 participants last year, it is expected that next year will be an even bigger race and a real community event.
