THIS OCTOBER LONG WEEKEND, PORTLAND IS THE PLACE TO BE (from front page...)The

Foundations will be opening the gates for a range of activities for the first time since the COVID pandemic put a halt on events at the site in March.

Whilst the markets are not making a full return just yet, there will be a range of things available to do on the site over the long weekend and continuing on weekends throughout October. Runners can enjoy trail running around the picturesque site in guided trail runs, by Ant Fitness. The 5km course has some ‘challenging’ hills, but is accessible and fun for all runners. There will be Sunset walks each day, as well as a lunch time walk on Sunday. The walks will be guided as there are still areas of the site that need to be guided for safety reasons. There will also be some early access groups for fishing on the site, but you must get tickets to participate. The onsite nursery will also be hosting a soft opening to

the public, as we get closer to that being a integrated part of the site in the coming months. The heritage precinct will be open, with the Powerhouse hosting a popup exhibition of two works by local blue mountains artists, Clare Delany and Jody Graham. These works are viewable from 10am - 4pm daily. There will be some makers on site as well over the weekend for visitors to peruse, a sold out upholstery workshop and some local artists on the grounds creating artworks. “This weekend is a little bit of a taste test of what will be on offer as we begin to ramp the next stage of activation back up after this COVID hibernations,” said Rich Evans, Reactivation Manager for The Foundations. “We have to keep the numbers small for these first few activities, but as restrictions ease we hope to allow more people access to the site and pick up where we left off back in March,” he continued. Follow the Facebook page for more exciting announcements in coming weeks. NEW AND RENEWED TRANSPORT INFRASTRUCTURE IN THE CAPERTEE VALLEY

Lithgow City Council, working in partnership with the Federal Government, continues to support the growth of the Capertee Valley through transport infrastructure upgrades.

Over the last 20 years, Lithgow City Council has been progressively sealing both the Glen Alice Road and Glen Davis Road. This financial year, Council has committed to the completion of this project. “Long term residents would remember a time when the Glen Davis Road and Glen Alice Road were unsealed from the Castlereagh Highway to both Glen Davis and the Lithgow LGA boundary at Mt Marsden, a length of over 68 kilometres,” said Lithgow City Council’s Mayor, Councillor Ray Thompson. “However, I am very pleased to announce that over the course of the 2020/21 financial year, Lithgow City Council will be working in partnership with the Federal Government to finalise the renewal and upgrade of both Glen Alice Road and Glen Davis Road delivering a sealed surface for this entire length.” In 2020/21, $1.83 million has been allocated to this project, comprising approximately $800,000 from the federal Local Roads and Community Infrastructure

Program, $330,000 from the federal Heavy Vehicle Safety and Productivity Program, $370,000 generated from Lithgow’s special rate variation and $330,000 of Council’s standard revenue. All told, this will see over 15 kilometres of new bitumen seal applied in this area. “Lithgow Council is greatly appreciative of this opportunity to work alongside Mr. Andrew Gee and the Federal Government to show our support to the residents of the Capertee Valley through the delivery of upgraded infrastructure,” Mayor Thompson said. “The reconstruction of Glen Davis Road aims to better connect residents of remote communities, facilitate growth in business productivity through improved transport networks and better promote tourism and the unique beauty of the Capertee Valley. “Alongside these local business and social outcomes, this project also offers benefits to Council’s yearly operations by reducing maintenance expenditure.” ”Completion of this project will now allow for the allocation of resources to other unsealed road maintenance projects elsewhere in the LGA.” Local residents are already reaching out in appreciation of Council’s construction staff and the work they’ve undertaken to date. While Council has already commenced work on Glen Davis Road, tenders will be released in coming weeks for public submission on the Glen Alice Road project and physical works are expected to start shortly thereafter.

MEANINGFUL ENCOUNTERS FOR SOCIAL TRANSFORMATION

With the help of Nepean Blue Mountains Primary Health Network (PHN)and “Empowering our Communities” grants, Lithgow Information and Neighborhood Centre (LINC) has finally started its program “SOCIAL CIRCUS: A trick to Mental health wellbeing”. Lithgow High and Portland Central are two of the schools that had their teachers completed a basic circus workshop training, last Friday, in order to understand the benefits of the Social Circus program and to stablish the joint work within schools and social circus trainers (Cristina Portilla and Andrew Bennet). “SOCIAL CIRCUS: A trick to Mental health wellbeing” is a program who will be offering learning opportunities to young people in Lithgow LGA. This through the acquirement and practice of a selection of circus tricks, Young people in the Lithgow LGA will be learning life skills as well as participating in psycho educational and therapeutic group experiences, as part of their sports program. Due to COVID -19 pandemic, many of the Empowering

our Communities activities, funded by Blue Mountains Primary Health Network under the Well Being Grants, to support Farming Communities program, needed to pause in order to comply with Government requirements related to COVID 19. Since the easing of the restrictions and complying with NSW guidelines, LINC has commenced delivering the program. LINC considers that Social circus is a virtuous circle that keeps regenerating. For one person able to play a trick and share it, five others could learn, enabling the experience of being accepted and increasing feelings of self-worth within a group. During the workshop students will be learning circus skills, discussing values and world views in a safe space, to find what they want to change in their community, their life, developing a healthy self-concept. It is hoped with this project that participants’ motivation to join will increase through the encouragement and positivity received through social approval by performing tricks that

Council wishes to advise customers that a number of Council rates and water notices will fall due in coming months.

• Due date for the second rates instalment – 30 November 2020 (return to normal due date). Council will be issuing 2020/21 first quarter water account notices by mid-October. To ease the financial impact of multiple Council notices falling due between September and November 2020, Council has extended the due date for first quarter water accounts to 15 December 2020. From the beginning of 2021, Council will return to the standard 30 day terms for water accounts and the normal due dates for rates instalments (being 28 February, 31 May, 31 August and 30 November). Council acknowledges the financial impact that the bushfires and COVID-19 pandemic may have had on our customers. We have a range of options available if you need assistance with payment of your rates and/or water accounts: • Customers can use BPay on their internet banking to set up and control regular direct debit payments. The BPay

DUE DATES – COUNCIL RATES AND WATER NOTICES

Following the delayed issuing of 2019/20 water accounts, Council extended the payment period for the accounts to 90 days to reduce the financial impact on customers. In addition, the due date for the first rates instalment was extended due to obvious impacts that households have experienced through the COVID-19 pandemic. The due dates for Council rates and water notices are listed below: • Due date for the first rates instalment – delayed to 30 September 2020. • Extended 2019/20 water accounts – due 30 September 2020 to 30 October 2020 as indicated on your account. • Final water account to 30 June 2020 – due 30 November 2020.

Councillor Ray Thompson returns as Mayor for another year until the next election in September 2021. Mayor Thompson said “My focus in the year ahead will be on jobs - more of them and a broader range. You only need look at the proposed re-purposing of the former Wallerawang Power Station for an example of what can be. This site, when fully developed offers amazing job opportunities.” “I will also be pushing for the upgrade of the Great

Western Highway from Lithgow to Katoomba as an absolute priority. Our economy needs to be linked to Western Sydney and this road upgrade has never been more necessary.” “I would like to thank Councillor Ring for his hard work and dedication to the role of Deputy Mayor over the past twelve months” said Councillor Thompson. The Mayor went on to thank his fellow Councillors for re-electing him into the position for another year and welcomed Councillor Wayne McAndrew back into the role of Deputy Mayor. “I appreciate this opportunity to continue to represent our City and play a role in guiding its future. I’m honored to be elected Mayor and very proud to be given the opportunity to serve our community in its highest form.” said Mayor Thompson.

When I walked into the Council chambers Monday night and handed my Mayoral nomination to the General Manager, I knew I was the underdog, a very long shot. However, I felt that I needed to stand, to demonstrate that Lithgow has a vibrant alternative. My loyalty is to all the towns and villages within the Local Government Area. I am driven, and my passion for the Lithgow community is without question. In order to move forward, the Lithgow Local Government Area needs enthusiastic Councillors who are willing to work to bring us into a new age with new opportunities. I would like to thank the many residents who have sent me messages of encouragement and support via text and social media. I make this solemn promise to you that over the next 12 months I will continue to be your voice, especially for those who don’t have a voice. I will continue to listen to the community, not talk at the community. Friends! Times are changing. I won’t give up the fight. We deserve better.

$250,000 FOR BUSHFIRE RECOVERY PROJECTS IN LITHGOW The Australian Government has announced further bushfire funding under the Bushfire Community Recovery and Resilience Fund (BCRRF). Under Stream 1 of this funding, Lithgow City Council will receive $250,000 for small-scale, short term community projects. Stream 2 is for the broader community and is a grants program for organisations in bushfire-affected Local Government Areas, such as Lithgow, including community groups, councils, joint organisations, NGOs, and not-for-profits. It is designed for social recovery and preparedness projects between $20,000 and $300,000. The Lithgow community endured a horror summer. Homes were lost and farms and businesses were also badly hit. The importance of community led recovery cannot be underestimated. It’s through the work and ideas of local communities that recovery is achieved and resilience is strengthened. The Australian Government remains steadfast in its commitment to bushfire ravaged communities. That’s why a further $25 million in funding has been granted to help communities recover. Further information about the application process for Stream 2 will be available soon via Resilience NSW. You can also contact Lithgow City Council or visit www.emergency.nsw.gov.au for more details.

FUNDING TO SEAL GLEN DAVIS ROAD Over the last 20 years, Lithgow City Council has been progressively sealing sections of the Glen Davis Road in the Capertee Valley. Now, thanks to a $796,800 grant under the Australian Government’s Local Roads and Community Infrastructure Program, improvements to the final section of this road are now underway. The project will see 4.8 kilometres of new bitumen seal, commencing from the intersection of Glen Alice Road and Glen Davis Road, heading towards the village of Glen Davis. The local community have lived through some challenging times of late with the drought and bushfires. Making this road safer and smoother will assist with traffic management, and support local jobs, with the project being delivered by local people. The reconstruction of Glen Davis Road aims to better connect residents of remote communities, facilitate growth in business productivity through improved transport networks and better promote tourism and the beauty of the Capertee Valley.

Andrew with LINC’s staff and volunteers Lydia Commins, Sharon Fulton, John Hills and Leanne Walding I recently had the pleasure of presenting a $4,320 grant to the Lithgow Information and Neighbourhood Centre Limited (LINC) from the Australian Government’s Volunteer Grants Program. The funding is going towards reimbursement of volunteers’ fuel after delivering meals-on-wheels, as well as training for volunteers to identify if community members need further support when meeting with them face-to-face. The staff and volunteers at LINC provide enormous support for some of the most vulnerable members of the local community. Delivering over 800 meals a week to the elderly and others in need is a tremendous effort for a community organisation. Investing in Gateway Training for the volunteers is another excellent use of the grant’s funding. Thanks to LINC’s staff and 37 fantastic volunteers for the vital support they provide our senior citizens, vulnerable families and others in need over the years.

FIRE TRAIL MADNESS

During the summer bushfire emergency a lot of time and effort went in to putting in firebreaks and containment lines that ultimately helped save a number of communities in our region such as Capertee and the Capertee Valley. Our local firies, who worked so hard to defend life and property, would like to see these lines and breaks maintained so they are there when we need them for the next big blaze. Unfortunately the New South Wales National Parks and Wildlife Service is pushing them all back in. I shake my head in disbelief. On another note, I believe our parks should be opened up to be

used, enjoyed and appreciated, and not padlocked away as is increasingly occurring in our area. They are community assets yet the public is literally being shut out of them. If there was better access we’d also be in a much stronger position to deal with bushfires and prevent them from turning into the catastrophic emergencies we saw over summer. And as I also pointed out in my submission to the Bushfire Royal Commission, if we want state agencies like NSW National Parks and Wildlife Service to do more hazard reduction (which we do) they need the necessary resourcing.

ECONOMIC OUTLOOK: A ‘K-SHAPED’ RECOVERY The economic shutdown of 2020 was like nothing we have ever seen before. Well, not in our lifetimes, at least.

The global pandemic closed down the engine room of our economy. First it was the travel industry, but this quickly shifted to the hospitality and retail industries as the world went into lockdown. Business, consumer and investor confidence all fell through the floor as fear of unemployment took hold and the impending global recession became a reality. It ended Australia’s world-leading economic run. For the first time in 28 years we are in recession. After a small contraction in the March quarter, our economy slumped a further 7% in the June quarter. That is the biggest fall on record, and we have now lost $100 billion of economic activity this calendar year.

WORK UNDERWAY FOR MRI AT LITHGOW HOSPITAL Plans to deliver the Lithgow community a world-class MRI service are well underway, with the announcement today of significant capital works to house the state-ofthe-art machine.

Specialist engineers recently visited the Lithgow Hospital campus to determine the best location for the magnetic resonance imaging machine (MRI) to be installed. Paul Toole, Member for Bathurst, said this was great news for the local community.

“The MRI will be housed in a new building at Lithgow Hospital and will save locals the inconvenience of travelling outside the region to access a diagnostic scanner,” Mr Toole said. “Despite the challenges of the past 10 months with intense bushfires and the ongoing global COVID-19 pandemic, the NSW Government is focused on ensuring local communities continue to receive high-quality health care.” Acknowledging the unprecedented events, NBMLHD has liaised with the Commonwealth on a modified timeframe and is expected to complete the project by December 2021. NBMLHD will keep the community updated on the progress of this important initiative.

Looking forward to the recovery

Economists like to describe economic recoveries with letters that reflect the shape of trajectory. ‘V-shaped’ recoveries refer to quick rebounds, while ‘U-shaped’ recoveries take longer. In recent weeks we have heard economists talk about a ‘K-shaped’ recovery; where an economy recuperates unevenly. The economy segments into winners and losers and their trajectories follow the direction of the two spokes that poke out from the vertical line in the ’K’. Businesses in some sectors are positioned better than others to outperform. Sectors like telecommunications, technology and financial services are well-placed, while sectors like travel, hospitality and the creative arts aren’t.

What this means for your investments

This is no time for complacency. There are things you can do to invest to make the most of the K-shaped recovery. It starts by understanding what you’re currently invested in. Some super funds are more transparent than others, and it can be hard to see where your money is invested. If you don’t understand what your super fund is investing in, you should find out right now. At Daniel Crump Financial Planning we are not tied to any product providers or super funds. We know what questions to ask your super fund for you to help you understand your investments. You can control how you invest, and you are free to choose investments that have exposure to the winning sectors in the K-shaped recovery. GREENSPOT WALLERAWANG INDUSTRIAL PARK OFFERS ECONOMIC DEVELOPMENT GROWTH OPPORTUNITIES FOR LITHGOW

Lithgow Council has welcomed the announcement of the purchase of the old Wallerawang Power Station Site and the plans of the new owners to re-develop the site. The purchase of the former Wallerawang Power Station signaled a defining moment in the industrial future of Lithgow with EnergyAustralia passing over the keys of the site to its new owner, Greenspot The site is set to undergo a transformation with Greenspot’s business goal of turning the 450-hectare site into an industrial park that will incorporate manufacturing and food production businesses. Greenspot is a joint venture between the owners of two NSW businesses, Borg and Bettergrow. Lithgow’s proximity to Sydney, existing infrastructure and current trends in manufacturing were offered by Greenspot as a combination of factors that provided an ideal location for this new business venture.

Lithgow Mayor Ray Thompson said today “This investment offers a clear insight into what the future Lithgow economy will look like in the years ahead, one that is underpinned by new and emerging industry sectors that open up the next generation of jobs. Mayor Thompson added, “Council is committed to working with Greenspot in its development of this industrial precinct. This is a significant investment in our local economy and it shows confidence in Lithgow’s future. We thank Greenspot for demonstrating this confidence in our city. The next two and a half years will see initial demolition and rehabilitation underway as the first phases of the business venture, with around 60 new jobs expected. Beyond that, Greenspot will move into attracting a variety of businesses for the industrial park.

who are disadvantaged, marginalised, or isolated and supporting social opportunity and development in our regional communities, she said. “We’re looking to fund projects that use innovative solutions, but also deliver a local approach to addressing important community issues, including those arising due to the social and economic effects of COVID-19. “Our vision is to support projects that help to rewrite the future for people who are in need in our regional communities, Jennifer said. Twice a year the Charitable Foundation provides approximately $750,000 to fund projects and initiatives across regional New South Wales. Expressions of Interest open on 28 September and close 22 October 2020. All applications are made via the Charitable Foundation’s online portal, accessed via the website.

HAVE YOUR SAY ON THE 2020-2030 LONG TERM FINANCIAL PLAN

It is imperative that Lithgow City Council is financially sound. Service delivery must be matched to financial capacity. There is also the need to plan long term as circumstances will change from year to year. The Council has endorsed its Draft 2020-2030 Long Term Financial Plan (LTFP). We invite all residents of the Lithgow LGA to get involved and have their say on this document. The plan is a key component of Council’s strategies and supports delivery of the Community Strategic Plan. The Plan forecasts Council’s revenue and expenditure, balance sheet and cash flow for the coming 10 year period, based on a set of assumptions. Three scenarios were modelled: • A base case – maintaining the status quo. • An improvement plan – with ongoing improvement opportunities. • A sustainable Council case – with additional asset renewal and strategies to enable financial sustainability benchmarks to be met over the term of the 10 year plan. The Sustainable Council scenario includes the following strategies to enable Council to achieve financial sustainability over the term of the plan: • Management of employment costs to save $100,000 p.a. from the 2021/22 year. • Internal plant hire rates will be increased by at least 10% from July 2021 to rebuild the plant replacement reserve. • Consideration of an additional permanent 5% SRV from 1 July 2023. Alternatives to a 5% SRV will continue to be explored over the next twelve months. If you would like to know more about 20202030 Long Term Financial Plan please visit www. haveyoursay.lithgow.com The Draft 2020-2030 Long Term Financial Plan will be on exhibition until midnight, Tuesday 27 October 2020. Following this, submissions will be reported to Council for consideration before the plan is formally adopted.

The due dates for Council rates and water notices are listed below: First rates instalment – delayed due date was 30 September 2020. Extended 2019/20 water accounts – due 30 September 2020 to 30 October 2020 as indicated on your account. Final water account to 30 June 2020 – due 30 November 2020. TAKE TIME – STORIES SHARED FROM RURAL COMMUNITIES Leading up to Mental Health Month (October), the Rural Adversity Mental Health Program (RAMHP) has officially launched a new magazine Take Time capturing people’s stories of hope through adversity from across the country.

connection with other individuals, the environment and the community. RAMHP Program Manager Tessa Cummins said the title of the Magazine ‘Take Time’ really captured RAMHP’s ‘call to action’. “Take time to check in with your neighbours, friends, colleagues and family; take time to look after your own mental health; take time to listen and take time to be kind, just to name a few,” Tessa said. The magazine also includes tips and strategies to

improve your mental wellbeing as well as a comprehensive mental health directory. “We encourage everyone to take time to read and share this magazine with family, friends and colleagues,” Tessa said. To find out more about RAMHP or to find a RAMHP Coordinator in your local area, visit www.ramhp.com.au. If you have any concerns about yourself or a loved one, please contact the NSW Mental Health Line on 1800 011 511 (free call for landlines) for advice or call Lifeline on 13 11 14.

One of these stories is Kelly Forans from Glenn Innes, NSW. Kelly hopes that by sharing her story she can help others cope with life’s challenges. After falling pregnant with her firstborn, Kelly faced life-threatening health problems for both herself and her baby. Surgery to remove a brain tumour found at eight months' pregnant left her with a stroke on her right-hand side and her son Jake was born with Hyperinsulinemia and would later receive a cancer diagnosis. Consequently, Kelly and her son then spent months in intensive care in major hospitals across New South Wales and Queensland navigating the health system in big cities far from home. “It was frustrating and very isolating,” Kelly said. “Life was tough, and I had little independence.” It was only after everything had started to calm down that Kelly’s mental health took a turn. “That’s the thing about traumatic events. You might get through it, then six months later something happens to bring it all back. Then suddenly you’re not okay,” she said. Kelly’s message for others is that although it takes a lot to sometime ask for help, most people want to help out. Kelly’s journey inspired her to create the Friendly Faces, Helping Hands Foundation. Since 2011, over 90,000 country people have been supported through times of crisis. RAMHP’s new magazine Take Time includes ten personal lived experience stories from across NSW including Forster, Orange, Garema, Quambone, Monaro, the Central Coast, Bathurst and Steam Plains. The key theme is ‘connection through change’ with stories covering issues of grief, disaster, isolation and many other life changes. Each story highlights the importance of

CLEVER COCONUT CAKE

THIS COCONUT CAKE recipe is easy to whip up and is a warm treat served straight from the oven.

“This is my all-time favourite cake to prepare and is the perfect accompaniment with a cup of tea.

TAFE NSW Tourism and Hospitality Teacher Robyn Ward said the recipe not only uses minimal ingredients, but it sets the bar for homemade cakes.

“I encourage anyone with an interest in cooking to explore the range of courses available at TAFE NSW; there’s something for everyone!”

Coconut cake Ingredients • 1 cup self-raising flour • 1 cup caster sugar • 1 cup desiccated coconut • 1 cup full cream milk

Method 1. Pre-heat oven to 180C and line a 20cm cake tin 2. Sift flour and sugar into a bowl, add coconut and mix well 3. Make a well in the centre and pour in milk, mix well (the mixture is quite runny) 4. Bake for 45-50 minutes, or until a skewer inserted into the middle comes out clean.

For more information about the range of hospitality and commercial cookery courses at TAFE NSW available for semester two enrolment, visit tafensw.edu.au or phone 131 601.

EXPLORE CENTRAL NSW WITH NEW CULTURE MAPS A new set of interactive online maps that pulls together all of the amazing arts and cultural experiences in Central NSW has been launched today at centralnsw.com.

Central West locals are being encouraged to use the new maps to discover cultural gems in their own backyard these school holidays. The new resource was launched in Bathurst by Arts OutWest, Central NSW Joint Organisation of Councils and Regional Development Australia Central West. Culture Maps Central NSW uses maps and pop-up images to pinpoint museums, heritage sites and trails; galleries and artist studios; places to shop for handmade things; Aboriginal cultural places and experiences, and for the first time – a comprehensive regional map of public art. This is the first time most of these items have been mapped together in a regional way. CEO of the Central NSW Joint Organisation of Councils, Jenny Bennett, said art and culture are rated as the top things for visitors to see and do when travelling throughout regional NSW. “The maps reveal the diversity of these experiences available in our own backyard,” said Ms Bennett. “It’s a great resource for locals to familiarise themselves; ready for when their visitors can safely return or for exploring places close to home.” Some of the 400 pinned places in Culture Maps Central NSW include the new large scale works of public art in Forbes’ Somewhere Down the Lachlan sculpture trail; Bathurst’s brand new Rail Museum; bushranger history and tours in Eugowra, Canowindra and Forbes; Orange’s booming art galleries and artisan shops; the huge silo art murals in Portland and Grenfell; Cowra’s history told through a mobile app; and places to connect with Aboriginal culture like the Wiradjuri Study Centre in Condobolin. There’s nearly 90 items at 45 different places in the Lithgow area listed at Culture Maps Central NSW. Visitors are always amazed at the wealth of public art throughout Lithgow itself; then there’s art and heritage in Portland; galleries, history and a beautiful art trail in Hartley and a growing number of places to connect with Aboriginal

culture and experiences. RDA Central West CEO, Sam Harma explained that Culture Maps Central NSW will also play an important role for the local tourism economy in a post-Covid recovery. “This is a region that is full of art, culture and history; but those assets are not just fascinating to explore, they are a really important part of the regional economy,” said Mr Harma. Arts OutWest executive director Tracey Callinan added that the maps also highlight the increase in public art making. “There’s nearly 300 items of public art pinned to the map, showcasing the real boom in public art making in the last decade,” said Ms Callinan. The maps also feature 130 museums, heritage sites and Aboriginal experiences plus 80 art galleries, artist studios, craft shops and other places to buy handmade items. The maps are themed so you can search by category

or location within the Central NSW region that includes the Bathurst, Blayney, Cabonne, Cowra, Forbes, Lachlan, Lithgow, Oberon, Orange, Parkes and Weddin Local Government Areas. There’s also a growing selection of behind-the-scenes stories. The site works on mobiles, tablets and desktop computers. Culture Maps Central NSW was produced by regional arts development organisation Arts OutWest in partnership with the Central NSW Joint Organisation of Councils, Regional Development Australia (RDA) Central West and the tourism teams at the 11 local councils in the region. The project cost approximately $20,000 to develop, largely in staff time, research and web development. Website design and development was by Orange-based Sauce Design. Arts OutWest also welcomes additions or updates to listings on Culture Maps Central NSW. Email artsoutwest@csu.edu.au.

KOALAS HAVE MOVED INTO MAIN STREET! HOW MANY CAN YOU FIND? In the Spring of 2019, Lithgow Tidy Towns celebrated Wattle Day and in 2020 they are celebrating the iconic Australian eucalypt, yes, the Aussie gum tree, and its unique resident, the koala.

Lithgow Tidy Towns invites everyone to enjoy their new art installation, koalas climbing up all the trees from Lithgow Street to Eskbank Street in Main Street

in the CBD, unfortunately, only one eucalyptus tree, growing proudly in Cook Street Plaza. Amble up Main Street, count the number of koalas, as well as learn about their habitat and their diet. Did you know that, despite their laid-back lifestyle, one koala needs a lot of living space – about 100 eucalyptus trees per koala per annum? The koala cut outs were designed by Allyn Jory and created by the Lithgow Men’s Shed. Lithgow Tidy Towns also thanks Lithgow Quota Club for their kind donation towards public art in Lithgow.

TO DELEGATE OR NOT TO DELEGATE?

asking them to do it. Ensure, you have matched their new duties with their skills, knowledge, and capabilities. For example, your top salesperson maybe great at sales but not necessarily good at managing a team. Why then, would you make them a sales manager? This move would not be good for either the salesperson or the rest of the sales team. Find someone who can do both.

The hardest management concept to grasp for a team leader, manager, or business owner is what, when, and whom to delegate too! It means letting go and entrusting your staff with the belief that they will do the job well, in time, be better than you.

When delegating ensure that you check on how the employee is going with their new duties. Don’t delegate and then leave them to it. At the end of the day you will still be responsible for the things you decide to delegate to someone, so make good choices that benefit yourself, the team member, and the organisation. The following quote, from an advertising executive, is priceless if your wish to fully maximise your staff resources through delegation,

Better Business Column by Steve Semmens - The Persuader.

There are several advantages as to why you should delegate. Firstly, it frees you up to actually manage the business and not be involved in everyday operation duties that others could easily do. As an owner, you get the time to work on your business strategically, reviewing and clarifying the direction of the business, implementing changes when required. Secondly, delegation enables you to train and develop your staff with the purpose of at least one promising individual who can replace you at a later stage, so that you enjoy the fruits of your labour and work when you feel like it. Thirdly, if you delegate a minimum of 20% of your current duties to one of the team, preferably with a team member who is skilled at those duties, this will maximise your efficiency and productivity.

Come to our group on Saturdays! Starts Saturday 26th September for 10 week programme Adult’s Group 10.00am - 12.00pm Enjoy learning DBT skills to improve your quality of life and Art As Therapy in a Social Setting at 183 Mort Street, Lithgow

"Hire people who are better than you are, then leave them to get on with it . . . . Look for people who will aim for the remarkable, who will not settle for the routine." – David Ogilvy “Steve Semmens is an experienced Business Coach who works with senior and mid-level executives, managers, and business owners at all levels of leadership throughout the Central West of NSW.

Managers can be reluctant to delegate because they fear it may diminish their authority, that it will take to much time to train someone else, and that they have lost control of how things are to be done. If it is possible once you have trained someone thoroughly, allow them to complete the task in their own way as long as you get the results and outcomes you have stipulated. If they fail, they can go back to doing it the way you showed them.

To build a strong business your can’t do it on your own. Therefore, if you hire staff you need to be able to delegate so you can leverage and maximise the skills sets within the organisation. Train the employee on how to do the new tasks and explain why you are

Issue 330 - 2nd October 2020 ‘GET READY’ FOR STORM SEASON With a wet and wild summer on the cards this year, the NSW Government and NSW State Emergency Service (NSW SES) are encouraging all communities to be ready for a potential increase in storms and floods. Unfortunately, some people are not heeding the warnings of NSW SES and are risking their lives by driving through floodwaters. In fact, over the last eight months alone, NSW SES has received 500 flood rescue requests from people who have done exactly that. You wouldn’t run into a bushfire, so we are asking the community to help NSW SES volunteers by never driving, walking or riding through floodwater – it is dangerous. You put yourselves, and the people who come and save you, at risk. Our dedicated NSW SES volunteers selflessly give up their own time to protect their communities during floods and storms. It is important to know your flood risk and have an emergency plan in place for what you will do in the event of a flood. Don’t be scared, be prepared. NSW SES has 9,500 volunteers who partner with their communities prior to and during emergencies. For more storm safety tips and how communities can prepare for storm and flood events, visit www.ses.nsw.gov.au

SPORT DEFIBRILLATOR PROGRAM A LIFE SAVER

Stimulate your best mate's senses!

By Mardi Williams, Creature Speak Spring has sprung! So, why not make the most of this time by exploring different environmental areas with your pooch. Sensory stimulation is just as important to your dog’s mental health as physical exercise – so let them sniff! Try a designated off-leash area or pop them on a loose lead for a ‘doggy led wander’. You may feel like you’re being led in circles, but your doggy will love it! The Bathurst Regional Council’s website lists where off-leash locations are. In fact, Council has declared 12 sites for use as off-leash dog exercise areas. The list includes an individual map of exactly where they are located: https://www. bathurst.nsw.gov.au/residents/residents_ mm/animals/204-off-leash-areas.html There are four areas close to the CBD & other areas in Eglinton, Kelso, Perthville, South Bathurst, West Bathurst & Windradyne. Two of these locations are fully fenced for your peace of mind, with further nominated areas for small dogs: Kefford St & Rocket St (adjacent to the Basketball Stadium). Keep in mind there are a still a few rules to follow: -When using these areas all dog owners must keep their dog in sight & maintain

One of my favourite funding initiatives is the potentially life-saving NSW Government Local Sport Defibrillator Grant Program. Sporting clubs and organisations and councils are encouraged to apply for assistance in purchasing one of these units which are acknowledged as being a vital piece of equipment for their organisation. With more and more people remaining active at an older age, early access to a defibrillator could mean the difference between life and death in the event of a cardiac arrest. Up to $1 million is available to sporting clubs and councils this year and with up to 7000 people in NSW experiencing an out-of-hospital cardiac arrest each year, that’s why it’s crucial our clubs and councils are equipped to respond to these life- threatening emergencies. Medical experts say the first eight minutes following a cardiac arrest are critical and that early access to CPR and a defibrillator is essential to increasing a patient’s likelihood of survival. The program is open until 12 April 2021.

effective physical & voice control at all times -You are responsible for ensuring that your animal does not harm or threaten any other person or animal. -Please pick up your dog's poo – this really is important as not only does this keep the area clean, but it reduces the spread of contagious diseases & worm infestation. Dog poo bins are provided at all off-leash areas & some also have biodegradable bags attached for use. It’s important to remember that the area near the river between Evans & George St bridges is only designated off-leash: before 8am and after 5pm. If you are walking in an area that is not designated as off-leash or it is outside of the nominated hours, your dog must be leashed & under the control of a competent person who is capable of restraining it. If your dog attacks a person or another animal, you will be liable to prosecution by the Courts. Under no circumstance must you encourage your dog to attack. Council or the police may seize a dog that has attacked. Dog owners are responsible for any damage to a person or animal caused by their dog. So by following these simple rules we can all enjoy exploring with our mates. I may just see you there!

THE LONG RUN ... OR WALK! Keith Painter

Did anyone sign up to take part in The Long Run during September?

The challenge was for participants to run, walk or wheel 72km to raise awareness and funds for Australian men and families impacted by prostate cancer. The distance could be covered during the month of September anyway and anywhere you like. It was organised by the Prostate Cancer Foundation of Australia. I’m the Acting Leader of the Bathurst District Prostate Cancer Support Group. We usually meet every month on the third Tuesday. But this year we only managed one “face-to-face” meeting in February and then Covid-19 struck. We’ve had a couple of meetings using Zoom and tried to keep producing group newsletters for emailing and postal distribution to members. For information about the support group phone me on 0447 186 390. At one of our group meetings on Zoom I mentioned that PCFA was organising The Long Run for September. Somehow I ended up signing on to take part. That decision was helped when group member Tony Sutton said he would sponsor me! But, there were two problems: a. I had not been doing much walking this year because of the Covid-19 restrictions; and b. I was waiting for a hernia repair operation, which was originally set down for mid-August but delayed due to an intermittent sore throat and a Covid-19 test result that took 73 hours to arrive! Thankfully, it was negative. Well, I went online and filled in the entry stuff and because I live in Raglan I called myself and prospective team the Raglan Rovers! True to his word Tony was quick to pay up some sponsorship. Thanks. And I set out walking around Raglan. I reckon I put on a good show the first day clocking up 4.9km! Walking, not running. At that rate I could double the 72km! A few days later I went as far as 6.5km. After a week my total was 22.8km. The second week started with 4km, however the next day it rained and I stayed indoors. There was a good reason for that — my surgery was set down for the following day. Just to make sure that they would let me in at the hospital, I went for another Covid-19 test on the Monday, this time at the “Respiratory Clinic” at the university. My phone beeped with a text message at 5.30am next morning: Test results — negative. This result only took 17 hours! It was looking good to be cleared for surgery. Thursday afternoon I was the centre of attention for a short while with the hernia repair operation. I received great care. The next morning they sent me home. Later that day I managed to walk around the house and garden a couple of times — we have an acre, so I didn’t have to go outside the gate to clock up 200 metres. Since then I’ve been steadily clocking up the kilometres day by day. When I looked outside just after 6am on Saturday 26 September snow was falling! Later in the day it was cold but I managed 1.8km. Now as I write, with three days to go my total so far is 58.5km. I need another 13.5km to reach my target of 72km! I’ve found parts of Raglan that I never knew existed. Since I’m a “Raglan Rover” I’ve decided I should visit every street in the village. And then I think I should do a circumnavigation of the settlement on the last day, 30th September. CSU LEAGUETAG VICTORY The Wallerawang Landscaping Cup leaguetag grand final lived up to all expectations, a memorable match going past the allocated finishing time for a win to CSU 22-20 in extra time. Photos and Story by John Fitzgerald

From the opening whistle CSU took the game to their much-vaunted opponents and a try to Bronte Emanuel, converted by Issy Hunt gave the Mungals a 6-nil lead. Cargo, rich with attacking players like Heid Regan and Sami Laing, drew even at 6-all with Sarah Archer’s

converted try for the only score in the second quarter but CSU hit back soon after the start of the third quarter with Lily Phillips’ try, also converted, to regain the lead 12-6. Jenn Kimbel pushed the score along to 16-6 with her try, but the conversion attempt, the first of the game’s kicks to miss the posts, was unsuccessful. Pre-game favourites Cargo hit back, scoring twice, with tries to Tayla Press and Molly Holswell, to equalise at 16-all at fulltime. Into extra time, with Cargo’s Sami Laing’s try and a 20-16 scoreline, it appeared that the Heelers would win their first Midwest leaguetag premiership until, into the countdown CSU’s Claudia McLaren’s try evened up the score. Emanuel’s successful conversion cinched the result for CSU, winning 22-20 virtually on the bell, a fitting conclusion to an exciting, open and intriguing grand final.

GRAND FINAL WIN FOR OBERON Oberon Tigers won their first rugby league premiership in Group 10 since 2003 when they took the Midwest Landscaping Cup grand final 23-10 at Carrington Park. Photos and Story by John Fitzgerald

The Tigers scored first points after just three minutes with a converted try and, apart from CSU equalising eight minutes later at 6-all, Oberon never relinquished the lead, scoring again soon afterwards for a 12-6 scoreline. The Tigers took a stranglehold on the game with their next two tries, the second by Caylib Marston spectacularly throwing dummy passes to the right and the left to score

alongside the posts for an easy conversion by Josh Rivett and a 16-point lead. In the final quarter CSU’s Jarrod Colling’s try for 22-10 gave the reigning premiers some hope for a late revival but the Tigers tightened their defence to squeeze any life from the students’ attack. In the last couple of minutes a successful Oberon field goal sealed the result, with most of the Tigers’ players celebrating the win prematurely as the clock ticked down. Carrying injuries into the game Oberon still managed to dominate throughout, and CSU’s attack, kept in check, the Mungoes found it difficult penetrating the defensive line. Oberon, up and down from the Group 10 first division to the Midwest competition over the past 20 years, won their first title since their 2003 Midwest grand final win over Blackheath 17 years ago.
