J

oseph Sheley spent much of his first year as interim president of California State University, Stanislaus, touring the Central Valley and meeting with business and community leaders and elected officials. In May 2013, the CSU Board of Trustees rewarded Sheley’s hard work with a permanent appointment as president of CSU Stanislaus.

Now in his first full academic year as president, Sheley continues to lay the groundwork for a new era of community partnership that will help uplift the entire region. Sheley, who received a proclamation from the Turlock City Council in July 2013 and whose appointment was celebrated with an investiture ceremony on campus Nov. 22, 2013, is a strong advocate for university-community partnership. “I’ve driven to cities and towns all over the region … to meet people and to listen to them, to see where our students live and work, and to send the message that we will come to them,” Sheley said in his 2012 fall address to the campus community. “We are not an island. We are part of an important region, and we truly want to partner in moving this region forward.” Sheley believes the university and the community should become stronger advocates for each other. CSU Stanislaus alumni, faculty, staff and students should not be shy, he said, when it comes to boasting about the university’s accomplishments and contributions to the region, among them: • CSU Stanislaus has been featured in the Princeton Review’s “Best Colleges” ranking for seven consecutive years and in U.S. News & World Report’s Best Colleges ranking 17 times.

Page 1

• The university has been recognized by the Princeton Review as one of the most environmentally responsible colleges in the U.S. and Canada, appearing in all four editions of the “Green Colleges” publication. • For seven consecutive years, CSU Stanislaus has been named to the President’s Higher Education Community Service Honor Roll for its commitment to volunteering, service learning and civic engagement. The university’s Office of Service Learning works with faculty members and more than 2,400 students every year on community service projects and communitybased research initiatives, providing nearly 54,000 volunteer hours to the region and an estimated economic impact of more than $1.14 million in services to the local community in 2012 alone. • The College of Business Administration at CSU Stanislaus earned renewal of its prestigious accreditation through AACSB (the Association to Advance Collegiate Schools of Business) International. The college was first granted AACSB accreditation in 2003, and in a mark of distinction, it received its renewal without the need for any continuing review from the accrediting agency. • Gökçe Soydemir, the Foster Farms endowed professor of business economics, will release the third edition of his Business Forecast Report for the San Joaquin Valley. The report is a valuable tool for the area’s business and community leaders, providing annual projections and midyear updates for the Valley’s labor market; regional housing conditions; prices and inflation; and depositary institutions and capital markets.

Welcome to Turlock, the second-largest community in Stanislaus County. Over the past 60 years Turlock has grown to more than 70,000 residents. Turlock has, however, retained its small-town charm and diverse agricultural heritage. Since 1949, when the Turlock Chamber of Commerce was first chartered, its members have worked to improve the vitality and quality of life in the Greater Turlock Area. The Chamber has taken an active role in ensuring that growth and economic stability continues in a positive manner, and that Turlock is a desirable and contemporary community in which to raise a family. This goal is continually being realized through teamwork with community leaders, through the support of area businesses and through the hard work of volunteers. Our committees, activities and programs create a unique environment that fosters both networking and community involvement. As the voice of business in our community, the Chamber’s goal is to advocate for the best interests of our members and for what is best for our entire community; working as a representative of both small and large businesses, retailers, professionals, educators, service providers, governmental entities, manufacturers, non-profit organizations and individuals. The diversity of our membership is reflected in the broad range of initiatives the Chamber takes on each year. In 2014, the Chamber will be heavily engaged in economic development, establishing a regional consensus on advocacy for business and participating in community-wide efforts to secure and protect water for our cities, financial resources for needed infrastructure and expanding economic opportunities. Even though our community, as every community, is experiencing the effects of the economic impact, the citizens of Turlock continue to join together to keep our economy moving in a positive direction. Turlock is proud to be the home of California State University, Stanislaus, as well as the Stanislaus County Fairgrounds. Recreation abounds in Turlock with more than 14 soccer fields, three volleyball courts, four softball fields and one hardball field, and you can visit Turlock Lake just a few miles out of town. Turlock is proud to be considered a family-oriented community. Being Turlock’s No. 1 business resource, citizens look to the Chamber for the area’s economic well-being. That is why we seek to have a major impact on business, the creation of wealth and future growth of the Greater Turlock Area.

Page 3

2014 is going to be an exciting year! I appreciate the opportunity to serve the business community as the Chairman of the Turlock Chamber of Commerce Board for the upcoming year. I look forward to working with this year’s Board of Directors as well as other leaders in this community to ensure that we continue to provide high-quality business programs and services that help to promote our local economy, the success of our member companies and a strong community. While our region is seeing a number of promising economic trends, for many this continues to be a time of business and financial uncertainty. The Turlock Chamber of Commerce is working as a catalyst to support our local economy. It is our mission to promote a positive business environment in the greater Turlock area. Your Chamber continues to be a business advocate by focusing on member services, educational programs, cooperative partnerships and legislative advocacy. We work with the local business community, local and state government, the City of Turlock, CSUS, and other public and private organizations to make sure our members have all of the resources available to them in order to prosper. In doing so, we can continue to realize the opportunities and the history that surrounds us. This year, the Chamber will focus on a number of economic development initiatives, establishing a regional consensus on advocacy for business, participating in community-wide efforts to secure and protect water for our communities, building our infrastructure and expanding economic opportunities. As always, the key to our success will be a unified business community working together to keep our economy moving in a positive direction. Turlock is an amazing city and a great place to raise a family and run a business. It offers an outstanding quality of life and is a welcoming place where people can live, work, learn, shop and play. Our Chamber also is working to make our community healthier. It’s not only the right thing to do, it makes business sense too. While health care reform may improve access to services, we all continue to face escalating health care costs. In order to reduce these external cost pressures, we are working on well-designed, coordinated employee wellness initiatives that help prevent the need for more costly disease management and injury care. The Turlock Chamber of Commerce is leading the way with creative new health care initiatives for member businesses. Welcome to Turlock! Let us know how we can help your business to grow. Sincerely,

Sincerely,

Sharon Silva President/CEO

he history of how Turlock was named varies; however, some believe it originated from the term “turlough, an Irish dry lake. Founded on December 22, 1871 by prominent grain farmer John William Mitchell, the city was comprised of a post office, a depot, a grain warehouse and a few other buildings. Mitchell and his brother were successful businessmen, buying land and developing large herds of cattle and sheep that were sold to gold miners and others as they arrived. They were also leaders in wheat farming and cultivated tracts of land under the tenant system. Eventually, the Mitchells owned most of the area, over 100,000 acres, from Keyes to Atwater. In the early 20th century, 20acre lots from the Mitchell estate were sold for $20 an acre. Turlock experienced economic and agricultural growth and development in the early 1900s and was incorporated in 1908. A thriving community with a diverse population brought its skills, ideas, capital, culture and religious beliefs to this area. Turlock prospered and became the hub of activity throughout the end of the 19th century. A Board of Trade (known today as the Turlock Chamber of Commerce) was formed along with a school district, a newspaper and numerous religious and civic organizations. By 1960 businesses had grown and Turlock became home to California State University, Stanislaus. Today, with a population over 70,000, Turlock has achieved its early city planning goals of creating a safe environment, a strong school system and maintaining a hometown atmosphere. Economically sound and agriculturally elite, Turlock continues to promote growth and development that complements both the city’s business and industry, as well as the needs of its residents. www.turlockchamber.com

he Westside Industrial Specific Plan includes 2,600 acres that will accommodate and nurture the development of a major industrial/commercial center in Turlock’s industrial west side. The city of Turlock has prepared WISP to facilitate economic and job development through orderly growth and development. enduring and sustainable economy based on agricultural products and related processes and services. It is anticipated that the benefits available from WISP and the Enterprise Zone will stimulate industrial development. In addition to the development of WISP, the city has invested $15 million in backbone infrastructure improvements to provide “shovel ready” sites for industrial development. A significant portion of the Greater Turlock Area, including the entire WISP area, is located in Stanislaus County’s Enterprise Zone. S

tarting a new business can be a daunting task. The following list, while not comprehensive, aims to hit many of the high points in the startup process.

1 I S RU NNING A BU SINESS FOR YOU ? Becoming a business owner is extremely demanding and is not something to be entered into lightly. At the following website, find an article that includes a brief personality test designed to see if running a business could be right for you. http://www.entrepreneur.com/ landing.220369. 2 DO YOU HAVE A BUSI NES S IDE A? You may already have a specific business idea that you feel strongly about. If not, reviewing your work history, hobbies and interests could help in identifying your ideal business. Look for something you feel passionately about and that has the potential to generate profits. The next site, although written with college students in mind, offers a useful template for anyone interested in coming up with business concepts. http://leedsfaculty.colorado.edu/moyes/html/ resources/Idea%20Exercise.pdf. 3 LOOK OBJE CTI VE LY AT YOUR S KI LL S E T. Operating a business requires a range of talents. Some of the major talents needed include: a. Technical to produce your product or service. If you are planning to open a restaurant, are you well qualified as a chef? Similarly, for a consulting business, expertise in the targeted field is necessary. b. Managerial to plan, prioritize tasks, set timelines, measure progress and motivate employees. c. Financial to stay on top of your firm’s books, monitor cash flow and budget prudently. d. Marketing to develop a strategy, generate customer leads, maximize customer service and close sales.

Rarely is an entrepreneur strong in all these areas. Carefully evaluate your current skills to determine training needs. You will need experts, either employees or outside professionals, to fill in any remaining skills gaps. 4 E X PA ND YOU R SKILL SE T. Frequently, the best way to develop the technical abilities required in your chosen business is to work as an employee for a

company in the same field. Taking classes, which are available from a range of training providers, can enhance management and marketing skills. Start by checking out the upcoming workshops hosted by your local Small Business Development Center (SBDC). In Stanislaus, Merced, Mariposa and Tuolumne counties, the SBDC website is: http://www.alliancesbdc.com. 5 CONFER W ITH A BUSINESS CONSULTANT. In addition to workshops on a range of topics (including starting with business), the Alliance SBDC offers one-on-one business counseling. Visit the website for more information, or call (209) 567-4910. http://www.alliancesbdc.com. 6 DEVELOP A BUSINESS PL AN. If your business idea seems promising and you plan to proceed, it is important to develop a business plan. The plan should spell out your goals for the business and how you will reach them. Many items can be included in a plan, starting with an executive summary. Some other elements include: a. Product or Service describes what you will bring to the marketplace. b. Structure identifies the business’ form: corporation, partnership, limited partnership. c. Operations is a review of the daily functions of the business, supply sources, hours of business, etc. d. Accounting describes your bookkeeping and financial tracking system. e. Insurance categorizes the policies you will need for the business. f. Management covers the talents of the business owner(s) and team. g. Location identifies where you plan to locate the business. h. Market Analysis reviews the opportunity you see, competition and more. i. Marketing Strategy deals with your approach to attracting customers. j. Financial shows how much money the business needs to start up, what the sources of funds are, and goes on to project what the fiscal future of the enterprise is expected to look like.

The business plan is an essential tool that will save you both time and money down the road. It is instrumental in helping you determining your state of readiness for launching your business and the viability of your concept. The Alliance SBDC has assisted hundreds of entrepreneurs with their planning process at no cost. Visit the SBDC website to view a variety of the documents related to business planning. http://www.alliancesbdc.com/docs/ business-planning. Another Alliance department, the Business Resource Center (BRC), can assist you with industry reports and other research in support of your business planning efforts. http://www.stanalliance.com/indexes/ index-brc.php. 7 REGISTER THE BU SI NE S S A ND OBTAIN NE EDED PERMI TS. If you have done your homework and established the viability of the concept, it may be time to launch your business. If so, you will need to register with a variety of governmental agencies. Some of the steps in this process include registering your business name, getting a business license, obtaining any special permitting (if needed) and much more. The Alliance BRC can help guide you through this process. Other resources include: Business Registration Process flowchart http://www.stanalliance.com/documents/ publications/2008/BusRegProcess2.pdf. urlock, in the heart of Stanislaus County, ranks as one of the nation’s top 10 agricultural counties, producing in excess of $3.2 billion in gross farm income and one-third of the county’s jobs. The area is known for its agricultural productivity and crop diversity, which can be attributed to a unique combination of factors: • Highest-quality farmland in the world • Clean air • Affordable and adequate water supplies • Climate Stanislaus County is one of California’s top almond producing counties with more than 155,000 acres, 20 percent of the acres in the state. Stanislaus County currently has more than 1,200 almond growers and yields regularly exceed 2,000 pounds per acre. More than 30 local export companies shipped over 235 million pounds of almonds to international markets in 2012. The Stanislaus County is considered one of the richest in the world because of its food processing and related industries; generating economic activity in processing, packaging, marketing and retailing agricultural commodities. Many agricultural products are grown and processed for export to European and Pacific Rim markets. The value of agricultural commodities produced last year in Stanislaus County increased almost 7 percent to $3,277,843,000.

or more than 95 years, Emanuel has been the heart of health care in Turlock. And while much has changed and is changing in health care, Emanuel’s commitment to quality care close to home has never wavered.

F

Care. And in late 2013, two new state-ofthe-art cardiac operating suites are scheduled to open. With these new operating suites, Emanuel will be able to perform even more procedures here in Turlock and treat two emergency heart attack patients at once.

Nothing demonstrates this better than our Cardiovascular Services Department. At Emanuel, we recognized the need to have emergency heart care available locally and built a program from the ground up to rival any cardiac program in the Valley. In Emanuel’s Cardiac Cath & Interventional Lab, area cardiologists and interventional radiologists can perform everything from lifesaving emergency angioplasties to complex non-surgical treatments and diagnostic procedures. Our cardiac operating suite is equipped with the very latest technology, and our surgical team performs a variety of open heart procedures. In June 2013, in recognition of the quality of our staff, technology and procedures, Emanuel received full accreditation as a Chest Pain Center from the Society of Cardiovascular Patient

The same philosophy also built the Emanuel Cancer Center, which brought comprehensive cancer care to our community in 2007. People from the greater Turlock area and Merced County no longer have to travel to distant cities to receive medical and radiation oncology treatments. Through Emanuel’s radiation oncology partnership with Stanford Medicine, Emanuel Cancer Center patients have access to these cutting-edge technologies and treatments right here at home. Emanuel Cancer Center is fully accredited by the American College of Surgeons’ Commission on Cancer in recognition of its quality of treatment and care. This accreditation is awarded to only about 20 percent of cancer programs in the country.

32

www.turlockchamber.com

Looking ahead, Emanuel will continue to serve the changing needs of our community even as low patient counts, decreasing reimbursements and increasing rates of uncompensated care present challenges to hospitals across the country. The Affordable Care Act is also bringing changes to health care nationwide. An estimated 43,390 people in Stanislaus County will be among nearly three million uninsured or poorly insured Californians eligible for tax credits to help them buy insurance as a result of health care reform. This infusion of newly covered patients will have a major impact on the delivery of health care in our county. Despite these challenges, we believe health care will continue to advance, evolve and improve. And Emanuel Medical Center, as it has for more than 95 years, will continue to advance, evolve and improve as well, serving families, friends and neighbors in Turlock and the surrounding communities for generations to come. Emanuel Medical Center, a 209-bed acute-care hospital, provides a full range

Here are highlights of just a few of Emanuel’s services:

These services have brought a number of specialty physicians to Turlock, including cardiologists, interventional cardiologists, cardiothoracic and vascular surgeons and a cardiac electrophysiologist, practicing in the Tower Health and Wellness Center:

Ca rd i ov a s cular Se r v ice s Emanuel’s Cardiovascular Services offers patients an array of lifesaving cardiovascular treatments not previously available in Turlock, including open heart surgery and emergency interventional cardiac catheterization procedures.

Emanuel Cance r Ce n t er Emanuel Cancer Center’s multi-faceted cancer diagnostic and treatment services were founded on the idea that people in Turlock and nearby communities shouldn’t have to travel far from home to find topquality cancer care. The Cancer Center houses the Stanford Emanuel Radiation Oncology Center, a clinical joint venture with Stanford Hospital & Clinics and Stanford University School of Medicine; the Ruby E. Bergman Women’s Diagnostic Center; Emanuel Specialty Care – Medical Oncology and Emanuel Specialty Care – Surgery.
