History A HERITAGE STEEPED IN HISTORY

In the early-to-mid-1800s, Bryan County’s prosperous rice plantations were the “breadbasket” off the South, but that prosperity changed to poverty virtually overnight as a result of the war. Heavily dependent on slaves to work the rice fields, the plantations were at risk yet insulated from most of the effects of war by the ever-resilient walls of Ft. McAllister. This earthwork fortification had been invincible through seven attacks by Union forces, including assaults by their ironclads.

or centuries, the Guale people inhabited the shores of the great Ogeechee River, enjoying the plentiful seafood and temperate climate – but the Spanish exploration of the late 1500s was the beginning of massive change. By 1792, the English had established themselves in the area, and Bryan County was born.

At dusk on December 13, 1864, the full wrath of the war hit Bryan County. General Sherman knew the key to Savannah was taking Ft. McAllister, so he moved 4,500 of his troops south of Savannah and destroyed all but a few of Bryan County’s plantations. Watching from the roof of a rice mill across the Ogeechee River, Sherman witnessed the fall of the once invincible Ft. McAllister. The general’s devastating March to the Sea ended when he entered Savannah without protest on Christmas Eve.

Although Sherman left Savannah virtually untouched, Bryan County was not so lucky. The economic livelihood and residents’ way of life were destroyed. The years of 1865-1925 were times of trouble and desperation with malaria and moonshine dominating people’s lives and livelihoods. Almost 80 percent of the county’s residents lived in poverty. What was needed was an economic shot in the arm, and that shot came when Henry and Clara Ford visited Ways Station in 1925 while looking for a winter retreat. Henry and Clara built their winter estate on Sterling Bluff, the site of a former plantation with an astounding view of the great Ogeechee River. Over the next 22 years, the Fords set out to erase the poverty-stricken Ways Station. While his estate was being built, Ford constructed a sawmill, drained the swamps and subsidized healthcare. He started the first kindergarten in Bryan County and began building schools that helped set the standard in education throughout Georgia. Eventually, Ford bought 85,000 acres, including Ft. McAllister, saving the old fort from demise. (After his death, International Paper acquired Ford’s holdings and donated Ft. McAllister to the state.) Ford built a church, commissary, trade school, community house and homes for his 600 employees. Collaborating with his friends, Thomas Edison and Harvey Firestone, they formed the Edison Botanic Society and conducted laboratory experiments. Ford Farms transformed

former rice fields into fields that produced fine iceberg lettuce and grew 365 varieties of soybeans to test their properties for extracting rubber. All of this inspired many local youth to seek higher education and better paying jobs. In 1941, Ford and the local citizenry renamed Ways Station to Richmond Hill. While Richmond Hill enjoyed Ford’s largesse, Pembroke became the center of population due to its prominence as a railroad center and major shipping point for the lumber and turpentine produced in North Bryan County. Within a couple decades, the railroads and Pembroke would lose much of their importance as automobile and trucking companies provided point-to-point service in the latter half of the 20th century. The U.S. Army struck a simultaneous blow in 1941 by building Ft. Stewart in the center of Bryan County, literally splitting the county in two. Today, although the heyday of the railroad is gone, Pembroke is the archetypical Southern small town, sustained by a renewed vigor from the economic lifeblood flowing down I-16 and a populace seeking a quieter and friendlier lifestyle. Bryan County’s multi-layered story reflects its citizens’ pride, grace and valor, just like that of her namesake during our country’s struggle for independence – The Honorable Jonathan Bryan, founding father and patriot from Georgia.

arents seeking quality education for their children need look no further than Bryan County. There are excellent schools at both ends of the county, providing instruction to more than 7,200 students through nine outstanding and accredited public schools, including two primary schools, three elementary schools, two middle schools and two high schools. Bryan County is also home to numerous faith-based and secular private schools. The public primary and elementary schools serve students in kindergarten through fifth grade. The middle schools serve sixth through eighth grades, and offer extracurricular programs, including band and chorus. The comprehensive academic program at Bryan County High School and Richmond Hill High School provides vocational and college-preparatory instruction to students in grades 9-12. Parents often choose to move to Bryan County communities because of the school system test scores, but they stay and form lasting impressions of our schools based on the positive daily interactions among students, parents and school staff. Resources are provided to support exemplary academic and extracurricular programs, but there is a consistent focus throughout the curriculum on values such as patriotism, honesty and other components of character education. Schools in Bryan County have implemented a number of recognition and appreciation activities to demonstrate gratitude to military parents for their service to both community and country. The Bryan County School System outpaced its neighbors and the state as a whole in SAT scores. The school system also boasts a high school graduation rate of over 80%, compared to the state average of 69%. Retirees and professionals often migrate toward the planned communities or condos where they can enjoy a maintenance-free lifestyle. For those wanting space and large tracts of land, you’ll be drawn to the upper end of the county. Richmond Hill and Bryan County has experienced an active real estate market for the past several years with a real appreciation in residential markets. In 2006, Bryan County received high marks in the national housing market by Dr. Danielle Babb, a real estate investor, who announced on Fox News that she ranked Bryan County #3 in the nation for the housing market. The commercial market also continues to lure new businesses and industries that usually follow rooftops. Through careful planning, Bryan County’s growth continues with efforts to preserve the area’s beauty and natural resources.

esidents of Bryan County benefit greatly from strong and visionary local government leaders who have proactively planned and implemented critical services throughout the rapid growth of the last decade. A collaborative effort between city and county officials ensures that services and infrastructure guarantee a continued high quality of life for all residents.

A safe and secure community surrounds Bryan County’s family-oriented lifestyle. The sheriff and city police departments proudly maintain one of the lowest crime rates in the Coastal Empire year after year as a result of top-notch law enforcement facilities and state-of-theart equipment. An excellent Fire Department and Emergency Service Provider System offers 24/7 service with two ambulances on each end of the county. On February 1, 2008, Bryan County Emergency Services took delivery of a Mobile Command Vehicle. This vehicle was purchased with Homeland Security Funds with no matching funds required from the county. BlackHawk 1 was designed and built by North American Catastrophe Services (NACS), a company in Florida, which specializes in these types of vehicles. RICHMOND HILL POLICE DEPARTMENT

Since its establishment on October 18, 1877, the Richmond Hill Police Department has grown into a professional organization consisting of 30 sworn officers and eight administrative staff. The department consists of three divisions which include the Uniformed Division, the Criminal Investigations Division and the Services Division. Specialized units consist of training, traffic and K-9. Officers are equipped with the most modern equipment available to law enforcement. Construction of a 10,000-squarefoot police complex was completed in late 1999. All officers are equipped with ballistic vests, portable radios, 40 caliber handguns, new shotguns, laptop computers for reporting, specialized weapons, in-car video cameras and many other items that are necessary to perform their duties. The department also has a state-of-the-art firearms complex and FATS system (firearms simulation). Additionally, the records system is totally computerized. The Richmond Hill Police Department received state certification from the Georgia Association of Chiefs of Police in January 2000. WASTEWATER TREATMENT FACILITY

Water and wastewater has been a concern with growth. Richmond Hill is an example of a city with a growing population and a need for additional infrastructure; therefore, in 1995, Richmond Hill prepared for expansion by planning for the construction of the Sterling Creek Wastewater Treatment Facility. Richmond Hill invested six million dollars over 20 years in a state-of-the-art wastewater treatment facility – successfully establishing a regional wastewater treatment program that brings nature back into the treatment process. This overland-based process enables the city to maintain its natural coastal beauty while providing for the expansion capabilities for the City of Richmond Hill. The treatment facility removes harmful pollutants from liquid waste so that it can return to the environment safely. Additionally, the all-natural facility attracts a variety of wildlife and is a popular site for avid bird watchers and wildlife viewing. This 500-acre facility has been designated a wildlife sanctuary by the city council. Richmond Hill’s wastewater treatment facility serves more than nine thousand residents and collects sewage over an area of 10 square miles. The wetlands process an average of 1 million gallons per day, with capacity to treat 1.5 million gallons per day. All this falls under the guidance of the Operations Management International, Inc. (OMI), which is contracted by the city to handle all of the public works for Richmond Hill. Richmond Hill’s innovative approach to wastewater treatment has been beneficial in a variety of ways and was recognized by the Georgia Water and Pollution Control Association with the Public Education Award in July 2004. The constructed wetlands program is excellent because it is low in cost and in maintenance requirements, offers good performance and provides a natural appearance. The constructed wetlands are well-suited in small communities like Richmond Hill.

In Pembroke, Hendrix City Park is where families cook out and children enjoy the playgrounds, basketball hoops and tennis courts. Be sure to visit the Old City Jail, built in 1912. The jail was a one-room brick cube with barred windows and an armored door. The jail remained in operation until the 1950s and now serves as a museum.
