Business & Industry A high value commodity handled at the Port of Hueneme includes the import and export of automobiles and other rolling stock. Automobiles make up the greatest percentage of the District’s ocean freight operating revenue and the Port has up to 34 acres of dedicated terminal land for use by its automobile customers. The District has contracts with three vehicle distribution companies for the handling of vehicles transiting the Port. These companies perform pre-delivery inspection and technical service on the vehicles followed by the coordination of their inland transportation to regional dealerships. These three vehicle distribution companies are BMW of

xnard agriculture continues to thrive, with county estimates of gross dollar sales more than $1.6 billion annually. Agriculture continues to be a mainstay for Ventura County’s economy. The county spans over 1,800 square miles and is unique in that it boasts of nearly one acre of irrigated farmland for every acre of city. Strawberries are the leading commodity followed by nursery stock, celery and raspberries.

Agriculture Oxnard is surrounded by some of the most fertile agricultural land in the world. While sugar beets, lima beans and lemons were historically the topgrown produce of the area, Oxnard has become the agricultural leader in the growth and export of strawberries. Helping to rank California No. 1 producer of strawberries, Ventura County revenues for the delicious red berry topped $515.4 million in 2009. Business & Industry

More than 12,000 acres in Ventura County, primarily in the Oxnard region, are dedicated to growing strawberries (little wonder the Annual California Strawberry Festival is held in Oxnard). Celery, lemons, avocados, tomatoes,

peppers and nursery stock are grown profitably in and around Oxnard, contributing to Ventura County being ranked 10th nationally in farm revenues.

Oxnard Harbor District/Port of Hueneme

Since the port’s designation as a U.S. Port of Entry and the establishment of Foreign Trade Zone #205, the Port of Hueneme has become one of California’s busier seaports. International businesses use the Port of Hueneme as their trade gateway between North and South America, Asia, and Europe. The Port’s regional economic impact and its direct and indirect job spinoff function spotlight its position as one of Ventura County’s premier economic development engines. The Port of Hueneme has more than 256,000 square feet of on-dock refrigerated transit space serving fresh agricultural shippers and refrigerated ocean carriers. These facilities position the port as a busy player in the United States for fresh fruit and produce cargoes.

North America, Wallenius Wilhelmsen Logistics (WWL) and Global Automobile Processing Services, Inc (GAPS). The Port of Hueneme’s geographic location, close to the greater western regional automobile markets, along with the Vehicle Distribution Companies’ productivity and attention to the auto industry are central to the establishment of the Port as an important automotive gateway center. In addition, the Port of Hueneme has introduced a Real Estate Business Line in an effort to diversify its business base. The District’s Business Line is responsible for the acquisition, development and rental of industrial/commercial real estate

necessary for the development and operation of the Port of Hueneme or for the accommodation and promotion of commerce, navigation or fisheries inside the boundaries of the Oxnard Harbor District. The port’s success is due, in part, to its geographical position less than 60 miles from the greater southern California market. Its unique location, near the Santa Barbara Channel, also makes Hueneme a primary support facility for the coastal offshore oil industry, as well as serving an active commercial fishing industry.

Business & Industry

Flexibility of facilities, innovative services and attention to customer needs add to the Port of Hueneme’s attraction. Near-dock rail service is provided by the Ventura County Railroad to the Union Pacific mainline in nearby Oxnard.

Naval Base Ventura County NBVC is a major aviation shore command and a Naval Construction Force mobilization base providing airfield, seaport and base support services to fleet operating forces and shore activities. NBVC and its tenants (over

Oxnard, along with the region surrounding it, made of a list of the 75 best college towns in the United States, a list that also includes Santa Barbara, San Luis Obispo and Santa Cruz. The 2010 list was compiled by the American Institute for Economic Research, which analyzed 222 metropolitan areas. The institute considered student diversity, cost of living, art and leisure, and professional opportunities, among other criteria, in evaluating college towns. Oxnard, which ranked 18th among small-city college towns, scored high in three categories: arts and leisure, entrepreneurial activities and earning potential.

Housing The City of Oxnard offers residents a diverse range of high-quality residential options. The city offers everything from one-of-kind waterfront homes to neighborhoods of single-family residences on tree-lined streets. The options include modern apartments and condominiums within the city or near the water, as well as Victorian-style homes.

Location The City of Oxnard is 36.6 square miles, with an elevation of 53 feet above sea level (near City Hall). Oxnard is located with the shore of the Pacific Ocean as its southwesterly border. The City of Ventura is northwest of Oxnard, Camarillo is to the east, and Oxnard surrounds Port Hueneme to the south. Oxnard is approximately 60 miles northwest of downtown Los Angeles and 35 miles south of Santa Barbara.

Climate The Oxnard Plain experiences a mild, Mediterranean climate typical of Southern California. Average temperatures in the Oxnard area are 70° F high, a 52.4° F low, and an overall mean temperature of 60° F. Precipitation averages 14.45 inches per year, with the majority of rainfall occurring from November through March.

The sugar beet factory was responsible for another significant event—bringing a spur line of the Southern Pacific Railroad to the plant site and passenger service to the community. Oxnard was incorporated in 1903 by the Ventura County Board of Supervisors, who officially named the city after the Oxnard brothers who established the American Beet Sugar Company between 1887 and 1889. The city grew steadily into what is the largest city in Ventura County, with a population of just over 200,000 residents.

Downtown

One of the city’s most ambitious and successful revitalization efforts in downtown was the creation of Heritage Square. Fourteen turn-of-the-century structures were relocated onto a single block and restored to their original beauty—resulting in the homes being repurposed as professional offices, a location for events and one of the area’s most popular restaurants. With the addition of the Oxnard Transportation Center; Centennial Plaza, featuring a 14-screen multiplex; excellent restaurants with outdoor patio seating; a multilevel parking structure; and the newly completed City Civic Center housing the Fire Administration, Community Development, Traffic and Engineering and Public Works, Downtown Oxnard is quickly becoming a charming shopping and convenient business center. Downtown Oxnard is one of California’s earliest downtowns. Explore the rich history, traditions and culture. Celebrate family-friendly events, art shows, live theatre and holiday parades. Quality of Life

In 1896, local farmers began experimenting with sugar beets in addition to barley and lima beans. A prominent local farmer, Albert Maulhardt, visited Henry T. Oxnard and his three brothers’ American Beet Sugar factory in Chino, which led him to plant sugar beets for shipment to the plant. Maulhardt’s success persuaded other ranchers to switch from grain to sugar beets. Encouraged by a pledge of 18,000 acres of sugar beets from local farmers, the Oxnard brothers completed construction of a sugar beet factory adjacent to the beet fields in 1898 on what was then known as Rancho Colonia. The massive brick factory, with its 150foot smokestacks, was located a few blocks northeast of a town-site that, five years later, would become the City of Oxnard.

Oxnard History

The Oxnard Downtown Management District is a Property-Based Business Improvement District (PBID), established in 2001 and renewed and expanded in 2006. The PBID encompasses over 40 blocks, 300 merchants and over 2,800 free public parking stalls, situated three miles south of U.S. Highway 101.

Community Overview Healthcare Oxnard is served by the St. John’s Regional Medical Center and Community Memorial Healthcare System– Centers for Family Health. St. John’s, a 266-bed facility on a 48-acre parcel in northeast Oxnard, offers comprehensive medical services including cardiac care, pediatric and maternity services and a 23-bed acute rehabilitation center along with an oncology care center and an emergency room. St. John’s Regional Medical Center employs more than 1,100 people and has a medical staff of more than 200 physicians representing every medical specialty. The center was established in 1912 in Oxnard and relocated in 1992. The facility is linked to a 90,000-square-foot office building. The Medical Pavilion at St. John’s houses doctors’ offices, an outpatient surgery center and the St. John’s Cancer Center. Community Memorial Healthcare System currently has three Centers for Family Health located in Oxnard. The centers are staffed by board-certified physicians and

Oxnard is the largest coastal city between Los Angeles and San Jose, with a population of more than 200,000. Oxnard’s crime rate has been decreasing incrementally since 2003. In 2004 Oxnard ranked as the fifth-safest city in the United States among cities with populations between 150,000 and 200,000. The crime rate in Oxnard has dropped nearly 60 percent since 1992 with violent crime dropping by more than 50 percent since 1992. Oxnard’s residential burglary rate has declined by more than 80 percent since the inception of the city’s nationally recognized neighborhood watch program. Oxnard’s crime rate is lower than many cities in California including Anaheim, Beverly Hills, Costa Mesa, San Luis Obispo, Santa Barbara, Santa Cruz and Ventura. Transportation HIGHWAY

Waterborne commerce is provided at the Port of Hueneme adjacent to the City of Oxnard. The Port of Hueneme is the only deepwater harbor between Los Angeles and San Francisco. The port, governed by the Oxnard Harbor District, is designated a U.S. Port of Entry. Grant funding from the Department of Homeland Security helped enhance security at the port.

AIR Oxnard Airport is classified as a non-hub commercial service airport with commuter flights currently serving Los Angeles International Airport. The airport is home for one full service fixed base operator providing services such as aircraft charters, aircraft maintenance and pilot supplies. Charter services are provided by Aspen Helicopters. The airport also hosts several car rental agencies and shuttle van service to Los Angeles International Airport. The airport is conveniently located a mile and a half west of Oxnardâ&#x20AC;&#x2122;s business district and within a three minute drive from the beach. There are several historic attractions within a twenty minute drive from the airport; there are three shopping malls located within a few minutes drive from the airport, along with three golf courses.

RAIL SERVICE The Oxnard Transportation Center is a spacious and modern rail station providing connections to local and distant transit services. This regional multimodal transportation facility offers connections between Los Angeles, Metrolink commuter rail service and Amtrak.

MASS TRANSIT Bus patrons will find eight centrally located bus stops providing convenient connections between regional service providers and local bus routes. Gold Coast Transit provides fixed route and paratransit services within Oxnard and in surrounding communities. The service area is approximately 91 square miles with a population of 375,000. Ventura Intercity Service Transit Authority (VISTA) provides bus service along seven regular routes, including highways 101 and 126. VISTA serves most of east and west county cities, Santa Barbara, California State University Channel Islands, and has a connection at Woodland Hills-Warner Center. d

Recreation & Activities Due in large part to Oxnard’s temperate and sunny climate, a wide variety of outdoor recreation and attraction venues are available to residents and visitors year round. More than seven miles of white sandy beaches, 58 parks and a state beach campground are found within the city.

Education Elementary The City of Oxnard is served by four elementary school districts that provide students with excellent classrooms; teachers; and support teams comprised of psychologists, elementary school counselors, reading specialists, special education teachers and speech therapists. The caliber of Oxnard’s schools compares favorably with that of suburban areas throughout the United States. Facilities are modern, studentteacher ratios are low, and budgets are sound.

High School

Oxnard Adult School serves the adult population of the Oxnard Union High School District, encompassing the communities of Oxnard, Port Hueneme, and Camarillo. The goal of the educational program is to contribute to successful schools, strong community and a skilled workforce.

Colleges & Universities Oxnard College is a public, two-year community college that has been a part of the Ventura County Community College District since 1975. The college offers 30 Associate of Science and 18 Associate of Arts degree programs and continuing education courses. Oxnard College is fully accredited by the Western Association of Schools and Colleges.

Azusa Pacific University (APU), a private Christian university, has an offsite regional center in Oxnard that is a direct extension of APU’s main campus in Azusa, California. The regional center offers undergraduate degree completion programs as well as a wide variety of master’s degrees and credential programs. All courses are offered in the evening and are taught by both full-time faculty and local adjunct professors. California Lutheran University was founded in 1959 as Ventura County's first four-year university. Today it offers more than 50 undergraduate, graduate and continuing education programs at its Oxnard Graduate Center and its main campus in nearby Thousand Oaks. University of La Verne (ULV) offers 88 bachelors and master’s degrees, along

with four doctorates within four major colleges and one school. ULV has a regional campus in Oxnard as well as additional class sites in Ventura and Moorpark. Embry-Riddle Aeronautical University is the world's largest university specializing in aviation and aerospace. Embry-Riddle educates students at residential campuses, through the Worldwide Campus and online. Santa Barbara Business College, founded in 1888, is an accredited business college that has grown into five campuses, with locations in Santa Barbara, Santa Maria, Bakersfield, Palm Desert and Ventura, California. In addition to business, SBBC offers courses in healthcare, computers and the legal profession. Many other great public and private universities can be found within a onehour drive of the City of Oxnard. Undergraduate and graduate programs are offered at the universities of California at Los Angeles (UCLA) and Santa Barbara (UCSB), at California State University Northridge (CSUN), at the University of Southern California (USC) in Los Angeles, and at Pepperdine University in Malibu. d

California State University Channel Islands is the 23rd campus of the California State University system. The 670-acre campus is located midway between Santa Barbara and Los Angeles and is adjacent to Oxnard, near Camarillo. The Oxnard Union High School District (OUHSD) serves a diverse community that stretches from north Oxnard, east to the City of Camarillo and south to Point Mugu. The district enrolls more than 16,000 students in six comprehensive high schools, one continuation high school and one alternative educational program.
