INTRODUCTION

he city of Marion is situated in beautiful southern Illinois – an area featuring logistic dynamics, worldclass outdoor activities, workforce opportunities and renowned educational facilities. Abundant attractions offer visitors and residents a wide variety of cultural, outdoor and sporting activities. The Links at Kokopelli Golf Club, designed by Steve Smyers, is an 18-hole course providing a quality golf experience along with dining and banquet facilities. Rent One Park, built in 2007, is home to the minor league baseball team, the Southern Illinois Miners, which is a member of the Frontier League.

Established in Williamson County in 1841, Marion has transformed into a community of more than 17,000 residents. Nicknamed “The Hub of the Universe,” Marion has become a magnet for industry, shopping and restaurants. With a historic downtown area offering unique shops, arts and entertainment and a historic library, Marion has successfully blended the old and the new. As the city has grown, careful planning has led to the creation of enterprise zones, industrial parks, TIF districts and, most recently, the development of Boulder Creek on the Hill. Marion’s location at the crossing of Interstate 57 and Route 13 make it an ideal location for restaurants and shops. In 2006, Walmart opened one of its largest retail stores in the nation in Marion. With the development of The Hill, a rapidly growing, 175-acre commercial business area, other large retailers like Menards opened in Marion. In 2012, several new restaurants and businesses started construction and growth is expected to continue.

The park is known for providing an outstanding baseball experience, including fireworks after every Friday night home game. The Marion Cultural and Civic Center, located on the square in downtown Marion, is a state-of-the-art theater facility constructed in 2004. The theater comfortably seats 1,065 and features some of the best theatrical and concert venues in the region. With all of these attractions to explore, staying for a night or two will be no problem with over 1,200 hotel rooms to choose from in Marion.

CITY OF MARION

he City of Marion is a commissionbased form of local government. Voters elect four commissioners and a mayor in four-year terms. As a group, all five are responsible for city management and general functions. Individually, each commissioner is assigned executive responsibility for a specific department. The following were elected to the 2015 city council: Mayor Robert Butler and City Commissioners Anthony Rinella, John Goss, Jim Webb, and Angelo Hightower. Marion City Hall hosts council meetings every other Monday at 6:30 p.m. Mayor Robert Butler is believed to be the longest-serving active mayor in Illinois. Elected in April 1963, Mayor Butler has seen the city though disasters such as an F-4 tornado in 1982 and the May 8, 2009, derecho. Mayor Butler has been instrumental in the areas of economic development, population growth, the establishment of TIF and Enterprise Zones and the development of the STAR Bond District. He nicknamed Marion “The Hub of the Universe” because of its location at the crossroads of Illinois Route 13 and Interstate 57. With access to Interstate 24 just to the south, Marion is also

a point of access to major cities like Chicago, Nashville and St. Louis. Marion continues to grow and serves as the hub of shopping, dining, and entertainment in Southern Illinois.

Williamson County The City of Marion is the county seat of Williamson County. In 2010 Williamson County had a population of 66,357. Williamson County is one of the larger counties in Southern Illinois and continues to see growth. The County is situated conveniently by Interstate 57, Route 13 and Interstate 24, the county is a midpoint in the region and is often referred to as an area called Little Egypt. The county is home to several lakes, a large community college and many smaller villages and cities. The Williamson County Regional Airport Authority, located on Route 13, just three miles west of Interstate 57, provides access to the area for those that commute by air. With daily flights to and from St. Louis via Cape Air, the airport offers residents and visitors another added value to living in or visiting the region.

County Board of Commissioners Williamson County is one of 17 Illinois counties which operate under the

Commission form of government. Under the Commission form, the County is governed by a three-person Board of Commissioners. Commissioners are elected at-large to sixyear terms. One Commissioner is elected at each General Election in November of evennumbered years. The Williamson County Board of Commissioners meet once a month. Regular meeting dates are usually the second Tuesday of the month at 10 a.m. Special meetings may be held from time-to-time with at least 48 hours advance notice. Meetings are held at the Williamson County Administrative Building, 407 N. Monroe, Marion, Illinois in the boardroom located on the second floor. HISTORY

fter the formation of Williamson County in 1839, leaders met to select a new county seat geographically close to the center of the county. The 20 acres of land that was selected and would become the public square was owned and farmed by William and Bethany Benson. Officials met at the Benson log cabin to organize the Williamson County Courthouse Oct. 7, 1839, and, later, a post office on Jan. 30, 1840. The community was incorporated Feb. 24, 1841, and named Marion after American Revolutionary War hero General Francis “Swamp Fox” Marion. The city of Marion is home to many historic buildings and landmarks. One such place is Goddard Chapel, located in Rose Hill Cemetery at the intersection of Routes 13 and 37. The chapel was built in 1918 and is listed on the U.S. National Register of Historic Places. Goddard Chapel was a gift to the city of Marion from the founder of the first bank in Williamson County, Leroy A. Goddard. 

In the spring, Shawnee NF is noted for wildflower viewing and mushroom gathering. In the fall, Shawnee displays an amazing array of fall colors. Catch a glimpse of history at one of Shawnee’s historic sites, including Millstone Bluff, Illinois Iron Furnace, Lincoln Memorial, Trail of Tears and Miller Grove, as well as many small historic family cemeteries. Cache River State Natural Area is situated in southernmost Illinois within a floodplain carved long ago by glacial floodwater of the Ohio River. When the Ohio River adopted its present course, it left the Cache River to meander across rich and vast wetlands. Among the outstanding natural features are massive cypress trees whose flared bases, called buttresses, exceed 40 feet circumference. Many are more than 1,000 years old, including one that has earned the title of state champion bald cypress because of its huge trunk girth, towering height and heavily branched canopy. The Cache River State Natural Area holds onto some of the highest quality aquatic and terrestrial natural communities remaining in Illinois. Wetlands within this area are so important to migratory waterfowl and shorebirds that in 1996 the Ramsar Convention collectively designated them a Wetland of International Importance, only the 19th wetland in the United States to receive the distinction. The site offers a wide array of recreation opportunities, including hiking, biking, canoeing, fishing and seasonal hunting programs. Visit the Henry N. Ferne Clyffe has been known as an outstanding natural scenic spot for nearly 100 years. An abundance of ferns, unique geological features and unusual plant communities create an atmosphere that enhances the many recreational facilities offered at the park. Trails wind through picturesque woods, allowing visitors to view fascinating rock formations and inspiring vistas. Ferne Clyffe also offers camping, picnicking, hiking, hunting and fishing. 

Marion Park District

Ashley Park is near the South side of Marion. The Park sits in a residential area on the North side of Boyton Street and East of Virginia Street.

The Marion Park District was established on July 15, 1957. As of 2014, the district serves approximately 17,500 residents who live within the district’s taxing limits. The park district currently owns and provides services at seven park locations covering approximately 112 acres. We are a member of Illinois Association of Park Districts. There are seven full-time employees, including the director of parks and recreation. During peak Season, the District employs 40 additional workers to provide necessary service and support for park operations and recreation programs. The district maintains facilities early spring through late fall for sports associations and clubs; sponsors an annual triathlon; and collaborates with other organizations in providing its best to the community.

In the Park District’s Administrative Office is located here with the entrance located on the West end of the Boy Scout Cabin. This location is also where you can attend a Park Board Meeting on the 4th Tuesday of each month. (except for revised dates) A Bulletin Board located at the entrance of the Administrative office displays postings of meeting dates, agendas and other pertinent information. The Boy Scout Cabin (rental), Girl Scout Cabin (rental), large picnic shelter(rental), small picnic shelter, restrooms, playground equipment, basketball court, and large open fields welcome all who visit. (10 acres.) Many plans are being made for the open available property in Ashley Park. The Scout cabins located in Ashley Park are available for rent. The Boy Scout Cabin has central heating and a/c. There are ten(10) – 8 ft. banquet tables and seating for 100. It has a warming kitchen which includes a full size refrigerator/ freezer, microwave and full size electric range/oven. Also inside the cabin are men’s and women’s restroom facilities. The Girl Scout Cabin is smaller and has enough room for approximately 50 persons seated using the five(5) – 8 ft. banquet tables. It also has a warming kitchen and restroom facility.

John W. Jones is located near the City of Marion’s Boyton Street Community Center south of Marion. The neighborhood park is located at Gent and S. Monroe Street. It has two lighted basketball courts. A picnic shelter, outdoor grills, restrooms and playground are available for the residents to enjoy. This is a KaBoom grant partnership park. The Marion Soccer Complex is located at 1700 E. Main Street (George Sims Road) It has a total of 14 soccer fields both lighted and non-lighted. It is the site the annual Whirlwind Soccer Tournament. The site has extensive parking, two shelters, a concession stand, two restrooms facilities and playground for residents to enjoy. The park is bordered on the east with our irrigation pond and a nature area. The Marion Park District provides services in this park to Soccer Marion Incorporated for programming. The 33 acre park is active with our Skate Park centrally located. It also has two softball fields with ample parking and restrooms. A playground is located near the shelter with outdoor grills available for your picnic enjoyment. There are two restroom locations. Russell St. Park has four lighted tennis courts for enthusiasts or competitors. The lights automatically turned off at 11:00 PM. The Park District’s tennis classes and clinics are offered at this location. Two shelters, a playground for all ages and restrooms are available for everyone to enjoy. 

LITTLE EGYPT ARTS ASSOCIATION

The Pavilion has free parking and WiFi and is located on 40 rolling acres, nestled by a 12-acre pond just off Route 13 behind the Illinois Star Centre Mall, less than a mile from I-57. The Pavilion is centrally located near excellent restaurants and hotel accommodations.

Little Egypt Arts Association is a nonprofit artist Co-op that was established in 1995 by approximately 20 local artists and art patrons. In 1999, LEAA received a donation from Mrs. Powell that allowed the group to obtain a building. After moving to 601 Tower Square Plaza in Marion, LEAA grew into a dynamic teaching and showing facility for the visual arts, representing artists from throughout southern Illinois. LEAA has a gallery and gift shop. In the gift shop are numerous items for sale including jewelry, paintings, fiber art, sculptures and photography. The gallery has shows rotating throughout the year from members of the association. There are group shows, solo artist shows and open competitions. Shows are all open to the public during gallery hours at the art centre. LEAA also provides on-going classes for adults and young aspiring artists on various mediums like oils, acrylics, watercolors, pastels, photography, fiber, sewing and quilting. Special classes with children are held during summer and school holidays. Hours are Monday from 9 a.m. to 1 p.m., Tuesday-Friday from 11 a.m. to 3 p.m. and when meetings are held.

The Marion Cultural and Civic Center prides itself upon serving Southern Illinois with an outlet for cultural and artistic opportunities of all types. MCCC is a 1,064-seat performing arts center located in the historic town square of Marion, Illinois. In addition to providing a state-of-the-art theatrical facility at a low rental cost, MCCC also provides a portion of the lobby to display paintings and artwork from Southern Illinois artists. As a service to the community, MCCC provides two separate series of programming every year. The Patron Series provides Southern Illinois with an opportunity to see a number of national touring productions at affordable ticket prices. The second is the Young Peoples Arts Series which are presentations and performances directed at children. This series is not open to the public, but instead is presented for local schools at a nominal fee. Through these and other support of local community groups the Marion Cultural and Civic Center is committed to serving the communities of Southern Illinois. 

he unified efforts of the city of Marion, the Chamber of Commerce and the Regional Economic Development Corporation (REDCO) are consistently the driving forces that bring business and industry to Marion.

AIRPORT INDUSTRIAL PARK The Airport Industrial Park is located five miles west of Interstate 57 on Route 13. Fifteen acres are available in the Business Park adjacent to Route 13. More than 200 acres are prime acreage west of the airport, some with access to the runway. Utilities are installed and long-term lease options are available.

REDCO INDUSTRIAL PARK Located on Skyline Drive in Marion, just one-half mile north of Route 13 and two miles west of Interstate 57, REDCO Industrial Park offers nearly 200 acres of mostly level land for development. The park also provides easy access to the Burlington Northern Santa Fe Railway. Several other industries call REDCO Industrial Park home, including three Aisin manufacturing facilities and a new RIDES Mass Transit Regional facility. Infrastructure, such as water and sewer, is in place with electric and gas service provided by AmerenCIPS.

Aisin

Aisin Aisin has three plants located in Marion, proudly supplying automotive parts to Toyota, GM, Mitsubishi and Subaru. Aisin Manufacturing has 1,100 team members, Aisin Light Metals has 150 team members and Aisin Electronics has 400 team members. Aisin Manufacturing began production in 2002, Aisin Light Metals in 2004 and Aisin Electronics in 2005. Aisin also has other manufacturing plants across North America to support the automotive industry. Marion was selected based on its proximity to several automotive manufacturing plants, the strong network of community colleges and Southern Illinois

University, and a strong workforce to support long-term growth. Aisin is very active in the community with involvement in numerous organizations.

WILLIAMSON COUNTY INDUSTRIAL PARK The Williamson County Industrial Park is in a rural area five miles east of Marion and one mile north of Route 13. The park includes 500 acres available for sale that can be adjusted to meet client needs. Enterprise Zone benefits are available.

ROBERT L. BUTLER INDUSTRIAL PARK The 1.1-million-square-foot I-57 Logistics Center is in the Robert L. Butler Industrial Park, as well as 50 acres still available for sale. The park is four miles west of Interstate 57 and features blacktopped and curbed streets. The park is adjacent to Crab Orchard and Egyptian Railroad, a short-line railroad providing connecting service to Burlington Northern Santa Fe and Union Pacific Railroads. Robert L. By annexation of adjacent areas Community Unit School District #2 now covers approximately 159 square miles and extends into seven of the 12 townships of Williamson County and one township of Johnson County. Employees in Marion Unit #2 Schools care about the students they serve and enthusiastically strive to provide necessary experiences for students to be successful. District goals include providing a wellrounded educational experience, making education the #1 priority of the community, and making parents a meaningful part of the educational program. Currently, Marion Unit #2 is constructing a new 330,000-square-foot, state-of-theart high school. The four-phase project is scheduled for completion in 2017. Its design will be unrivaled in southern Illinois for both academics and extracurricular activities. The new campus will accommodate 21st century learning with a science and technology (STEM) lab, a performing and visual arts center, a technical and vocational educational center and an extended learning facility. The project includes a new health education center with an indoor track, multiple courts, a dance rehearsal area and a fitness center. The educational wing will better accommodate the wide variety of honors, advanced placement, capstone vocational courses and college dual credit opportunities that prepare students for experiences in the work place and at universities and colleges throughout the nation. The high school campus also includes a state of the art outdoor sports complex.

Marion Unit #2 is also making great strides in the area of technology by becoming a Google Apps for Education School District. This year alone the district increased its bandwidth to accommodate wireless capabilities in all attendance centers, replaced over 750 computers and deployed more than 500 Chromebooks/iPads. Marion Carnegie Library was opened to the public in 1916, with 1,162 volumes and 680 borrowers. It has undergone several renovations in the years since, including a major expansion in 1997 that added 12,000 square feet. The library’s collection now exceeds 80,000 items. There are 8,000 registered borrowers and the library averages more than 140,000 visitors each year. The library has an automated circulation system, as well as multi-media workstations and Internet capability, including WiFi. There are two public meeting rooms. The library is linked to a network through the Illinois Heartland System. The system is a regional, multi-type library system serving schools, the public and special and academic libraries. Being linked to such a large collection allows our patrons to have access to a wide variety of materials that are delivered to each library through interlibrary loan. As a member of the system and as an Illinois library, people not living within

The Mayor of Kanie, School Superintendent, and several city officials along with eight students visited Marion. In 2009 the city began discussions with Kanie to establish a Sister-City relationship. In November, 2009 the Marion Chamber agreed to form a committee to plan the upcoming Sister City visit and program.

n 2005 the Marion Carnegie Library, with a $30,000 grant from the Illinois State Library, developed a Japanese resource collection to aid families transferred to Aisin, Illinois. This began the Southern Illinois Japanese Friendship Program and the grant served as a spearhead to open Marion up to Japanese families associated with Aisin. The partners at that time were Aisin Manufacturing, Marion Carnegie Library, City of Marion, Marion Chamber of Commerce, REDCO and the Marion Unit 2 Schools. This group thought that such a program might be beneficial to the long-term relations between Marion, Aisin, Japan and Illinois. A second grant was received in 2006 â&#x20AC;&#x201C; The library has over 850 books in Japanese, 150 in English about Japan, five magazine subscriptions and over 400 DVDs. In 2007 the City began seeking a Sister City in the Japanese prefunct (prefecture) where Aisin is located. In 2008,

On March 26, 2010, the Cities of Marion, Illinois and Kanie Town, Aichi Prefecture, Japan formally recognized each other as Sister Cities. In 2010, 2012 and 2013, representatives from Kanie, including city officials and students, visited Marion. In 2010, Marion sent two adult representatives to Kanie and in 2014, six Marion High School students and four adults who represented the City of Marion, the Marion Chamber of Commerce and the community, traveled to Kanie. In 2015, from March 24-28, Mayor of Kanie Town, Junichi Yokoe, along with other city officials and 12 students visited Marion. Marion Chamber of Commerce members interested in learning more about the Sister City relationship are urged to join the Sister City Committee.
