Spanning more than 650 square miles in the southwestern portion of Louisiana, Jeff Davis Parish is strategically located near a number of excellent modes of transportation. The parish is ideally placed within reach of major highway networks, airports, railways and waterways – all making travel and distribution in and out of the area quick and convenient. A wealth of arterial highways wind throughout the parish, offering easy accessibility to neighboring communities and regional and national destinations. Main thoroughfares in and near the parish include Interstate 10; U.S. Highways 90, 165 and 190; and eight Louisiana state highways. These State Highways include 14, 26, 99, 101, 102, 380, 382 and 395. Commuters can also take advantage of affordable transportation through the area’s only public-use service, the Jefferson Davis Parish Public Transit. Commercial air travel can be accessed through the Lake Charles Regional Airport, a short 35

miles from the center of the parish. The airport accommodates the travel needs of Southwest Louisiana through the services of American Airlines’ nonstop service to the Dallas Fort Worth International Airport and United Airlines’ nonstop service to the Houston Intercontinental Airport. General aviation is provided here and can also be found within the parish at Jennings Airport (5,000-foot runway) and Welsh Airport (3,000-foot runway). For businesses, the Union Pacific Railroad is centrally located within the parish, with the availability of the Burlington Northern & Santa Fe Railroad and the Southern Pacific Railway serving the area as well. Communities of Jeff Davis Parish d Elton Elton is a small town located in the northeastern corner of Jeff Davis Parish, boasting a modest population that reaches approximately 1,248 residents. With early settlers journeying in search of warmer climates and available land encompassing fertile resources, Elton became an attractive site for establishment. With the amount of trees in the area, the lumber industry was prominent, as were the cotton and rice industries. In fact, Elton was home to one of the area’s largest cotton gins. German settlers proved to be an important factor in the agricultural success of the area, bringing with them improved techniques for rice growing and dedicated work ethics. The Village of Elton was officially incorporated as a town in 1921, maintaining the initial name that was bestowed upon it by the Isaac Henderson family. Elton has preserved its original values and proud sense of community to this day.

fantastic museums, recreation and charming shopping boutiques. Jennings experienced its initial influx in population with the coming of the railroad. The town was soon chartered in 1888, receiving its name for Jennings McComb, a Southern Pacific Railroad surveyor who established the town’s first railroad station. Perhaps the most prominent event in the history of Jennings happened in 1901 when Jules Clement discovered oil in the area. The drilling of the first oil well in the state took place just northeast of Jennings at the Jennings Oil Field on September 21 of that same year. This marked the beginning of the booming oil industry in Louisiana. Jennings is known today as the “Cradle of Louisiana Oil,” and a replica of the original rig can be viewed at the Louisiana Oil and Gas Park. d Lacassine The small community of Lacassine sits in the west-central section of the parish, just south of Interstate 10 off of Highway 90. While Lacassine is part of unincorporated Jeff Davis Parish, it plays a large role in the area’s economic vitality. The area is the site of a 200-acre Regional Industrial Park, with prominent rail spur and scale house that equips a high speed rail loading facility for rough rice and other grains which opened new market opportunities to many farmers in Jeff Davis Parish and beyond. The Jeff Davis Landfill, Jeff Davis Renewables LLC, Louisiana Spirits, The Center for Advancement of Meat Production and Processing and Zagis USA are located near the Industrial Park. A water park is also under construction in Lacassine and anticipates opening by Summer 2014. d Lake Arthur Approximately 2,942 people reside within Lake Arthur, which stretches nearly two square miles in the southeastern area of Jeff Davis Parish. The town received its original moniker after Arthur LeBlanc, an early settler of the area. The community began to grow along the lake that eventually became recognized as Lake Arthur, an attractive site that continued to

draw new residents in, not only for its beauty, but also for its great resources. The flourishing lumber industry, along with the rice industry, also brought in more settlers to Lake Arthur. The first rice mill was constructed in 1876, followed by the first rice irrigation pumping plant (the first of its kind in Louisiana) in 1890. Tourism was also prominent during this era, as Lake Arthur was regarded for its recreational hunting and fishing opportunities. Today, Lake Arthur remains a scenic destination in this region of Louisiana, offering plenty of recreational endeavors on its waters, abundant local wildlife and tranquil spaces for rest and relaxation. Lake Arthur is the proud home of the Regatta Restaurant, located on the lake with a marina and sea plane dock and L’Banca Albergo, a unique hotel with eight rooms and a wine bar. d Welsh Situated in the heart of the parish, Welsh encompasses a population of around 3,325 residents. The town received its name from a Pennsylvania native, Miles Welsh, who traveled south to find warmer weather. Welsh first settled in New Orleans, but soon left with his family towards Texas with the hope of becoming a prosperous cattle rancher. On his way, he came upon what is now current-day Welsh, and he became so enthralled in its winsome countryside that he decided to establish his business here. The Southern Pacific Railroad eventually found its way through the town, spurring quick growth. The town was incorporated in 1888, with the cattle and rice industries leading the way in commerce, both then and now. Today, Welsh exudes a special charm with renovated buildings, brick sidewalks, traditional family homesites, old New Orleans-style street lamps and a museum highlighting the history of this beautiful farming community. Welsh is also the gateway to the Lacassine Wildlife Refuge, a magnet for all kinds of waterfowl.

The earliest settlers of what is now known as Jefferson Davis Parish were American Indians. These inhabitants made their homes along the bayous and lakes of the region and were joined by a number of Acadians who had been expelled from Nova Scotia in the 1700s. The next surge of settlers came with the Civil War years, as soldiers were introduced to the Louisiana region. Many war soldiers remained in Louisiana, especially with the advent of the Homestead Act.

Current-day Jeff Davis Parish was initially a section of Imperial Calcasieu Parish, until it was made into a separate entity in 1912 – making it one of the last parishes to be incorporated in Louisiana. Named for Jefferson Davis, the president of the Confederate States of America, the parish’s homesteaders included immigrants of German, Irish, Italian and Acadian descent. On October 22, 1921, Jennings was designated the parish seat. Today, with a population of approximately 31,435, Jeff Davis Parish stands as a charming, rural southwest Louisiana community that has enjoyed great success over the years. Both residents and visitors are able to experience the area’s rich heritage through the many historic landmarks that dot the landscape of the parish.

In September of 1901, the first oil well in Louisiana was established only a few miles away, bringing about a thriving oil and gas industry. This, paired with a growing agricultural industry, fueled economic development and residential relocation to the area.

While the southern region of Louisiana is widely multicultural, it is predominantly composed of Cajuns and Creoles. The term “Creole” in Louisiana is used to characterize those of French and Spanish backgrounds. In south Louisiana – notably New Orleans – the initial settlers of the area were of French nobility who chose to retreat from the revolution in their homeland. These settlers brought with them their unique culture and delicious recipes. Soon after establishing residence in the New Orleans area and along the Mississippi River, the French were joined by settlers from Spain, Africa, Germany, Italy and Great Britain. Another distinct group of settlers came to south Louisiana in the early 18th century. This group, known as the Acadians, consisted of natives of Nova Scotia who fled Canada when its governance fell under English rule. The Acadians were dispersed by the British in 1755, with one group eventually coming to south Louisiana – ultimately becoming recognized as “Cajuns,” derived from the accented version of “Acadians.” The Acadians were a familyoriented, religious group of people who made the most of what was given to them in south Louisiana. Since the climate and land conditions were very unlike that of Nova Scotia, the Cajuns struggled to overcome difficult obstacles. The strength of these early settlers has contributed greatly to the culture and outlook of today’s Cajuns. Many people immediately think of food and a unique style of cooking when the names “Cajun” and “Creole” spring up. As the Creoles

dined on more European-style cuisine, the Cajuns experimented with local flavors and the game available in the bayou. The early families of Louisiana’s Acadian and Creole population today have engrained a distinct lifestyle recognized for its dedication to family and God; love of hearty, savory food; and “joie de vivre” (joy of life).


While the parish and its communities exude a small-town rural feeling, their culture is ample and diverse. Jeff Davis Parish is steeped in history and is home to a renowned fine arts museum, a landmark movie theater housing the area’s community theatre troupe and an array of cultural events for everyone to enjoy. The Zigler Museum is a gem in Jeff Davis Parish, a site that came to fruition from the dreams of Ruth B. Zigler, the wife of industrialist Fred B. Zigler. The museum contains a fine arts collection characterized by European and American artists. The original collection began with 20 pieces of art, a number that has since grown to more than 200 works today. The collection includes stunning sculptures, American art glass, the largest private collection of works by William Tolliver, wildlife dioramas and more. The museum also offers rotating exhibits of guest artists throughout the year. The Zigler Museum will be moving in late 2014 from its current location, 411 Clara Street in Jennings, to 154 N. As located along Jennings’ historic Main Street and listed on the National Register of Historic Places, the Strand Theatre is a three-story, art deco-style movie theatre. The structure still reflects its beautiful 1939 facade. The Strand Theatre was constructed to serve as the entertainment focal point of Jennings, as well as the entirety of Jeff Davis Parish. The theatre’s popularity lasted for a number of years, operating into the 1960s. Since then, it has closed and reopened several times, and today is proudly utilized by A Block Off Broadway community theatre troupe. Opportunities for recreation are abundant in Jeff Davis Parish, which boasts several parish parks and facilities that are open throughout the year. In addition to the replica of the first oil rig, the Alligator House and the Tourist Information Center are located in Jennings’ 31-acre Louisiana Oil and Gas Park. This park provides picnicking and fishing on its 11-acre lake, playground equipment and a jogging/walking trail. Houssiere Park, West End Park, War Memorial Swimming Pool and Park, North Cutting Park and Tennis Courts, and the Mermentau River are also prime areas for recreational activities in Jennings. Lake Arthur Park is ideal for swimming, picnicking, volleyball, tennis, basketball and softball. Lake Arthur’s beautiful lake is a wonderful site for boating, skiing or fishing. Located at the southern end of the Mississippi and Central flyways, the Lacassine National Wildlife Refuge was created in 1937 as a sanctuary for area wildlife. The refuge protects one of the nation’s major wintering grounds for waterfowl, with peak populations reaching more than 300,000 ducks and 80,000 geese. The nearly 35,000-acre wildlife haven is also home to swamp rabbits, fox squirrel, mink, coyotes, white-tailed deer, a large population of American alligators and more. Hunting and fishing are permitted at designated times, with hiking, biking, boating and wildlife observation rounding out the list of available activities. The Lacassine National Wildlife Refuge is open all year, seven days a week from sunrise to sunset.

Welsh is home to a museum that showcases the rich history of the community and also is a Cultural District featuring local artists. Jeff Davis Parish is home to the newest distillery in Louisiana and produces “Bayou Rum” from sugar produced in our state. The 18,000-square-foot distilling facility will feature a gallery celebrating the state’s historic role as a sugar cane producer and rum distiller; a 109-year-old farmhouse (the first home built in Iowa, Louisiana) that has been saved and relocated to our site; a gift shop and more. All on 22.77 naturally-set acres, complete with ponds, cypress trees and a sugar cane field. The Gator Chateau, located at the I-10 Park offers the opportunity for visitors and citizens alike to hold baby gators and learn about their habitat. Downtown Jennings will soon have a newly renovated city hall that will include the Zigler Museum, housing six centuries of European and American art, and one block away, the Tupper Museum provides a look at a General Merchandise Store from 1910.

Tupper, Jr., W. H.’s grandson, donated the items in order to create the museum. Today, visitors can tour the museum, which is lined with antique toys, school supplies, fashions and fabrics, hardware, medicine and more. The Louisiana Telephone Pioneer Museum is an excellent option for those interested in the history of the telephone. Located in the W. H. Tupper General Merchandise Museum, this attraction includes exhibits and audiovisual presentations, along with a number of interactive learning displays. Children of all ages revel in the Children’s Telephone Museum, which complements the Louisiana Telephone Pioneer Museum and offers an interactive learning experience designed to educate children on the science of communication and the development of the telephone. W.H. TUPPER GENERAL MERCHANDISE MUSEUM Step back in time and experience 20th century life in rural Louisiana at the W. H. Tupper General Merchandise Museum. W. H. Tupper opened his General Merchandise Store in 1910, eventually closing its doors in 1949. Though the store was not in operation, the original inventory remained on the shelves until 1971 when all of the merchandise was warehoused. The inventory continued to exist in the warehouse until Joe

The Telephone Pioneers of America created these museums in 1992 to showcase the history of communications from Alexander Graham Bell’s invention of the telephone in 1876 to the digital technology, computers, and wireless communication systems of today. Several dioramas and exhibits feature life-sized figures telling the history of the telephone in Louisiana. In addition, there are a number of activities geared specifically for children. They can step inside a phone booth and speak on a payphone. The primary and secondary educational needs of Jeff Davis Parish are served by Jefferson Davis Parish Public Schools, a pre-kindergarten through 12th grade public school district. More than 5,900 students attend one of the district’s 13 excellent schools located throughout the parish – all of which are either new or have been remodeled in the last 15 years, beginning with the new $24 million Jennings High School facility. Jeff Davis Library What an exciting time to be a part of the Jefferson Davis Parish Library System! Technology has changed so many of the tasks we have performed for our patrons through the years. Databases for research materials have allowed fact-finding to occur right at one’s fingertips. Literacy Stations set up for the children of our parish allow for developmental games that provide an enjoyable way for children to learn numbers, colors, concepts and much more. FYI classes (For Your Information) have informed patrons on a variety of subjects to include growing plants to attract butterflies and birds, massage therapy, drawing, home dÊcor and so many other enjoyable and entertaining topics. Besides the latest titles of books available via the McNaughton Book Plan, books can be obtained from other libraries for patrons via interlibrary loans. We are constantly reviewing materials and patron needs as we select new items for our library system. Recently, the addition of Overdrive (digital library) to our collection has roused the interest of the patrons. Overdrive is a consortium consisting of seven parishes who are sharing their online holdings. These holdings include e-books, audio books, music and videos. Zinio is another database located on our website to access approximately 22 online magazines. All patrons may utilize their library cards to access these databases on our Jefferson Davis Parish website located at: http://www.jefferson-davis.lib.la.us/ Our library system is composed of the Headquarters Branch located in Jennings, Louisiana and three branch libraries located in Welsh, Elton and Lake Arthur, plus a traveling Bookmobile. The Jeff Davis Parish Economic Development Commission (JDPEDC) is a partnership of the cities, towns and tourist commission. Our team manages all contacts with potential industrial and business clients. JDPEDC also assists existing businesses with expansion and workforce development and housing; serves as an interface between a potential client and state and local government for available incentives and required permits; directs tourism through a management contract; and works with local, parish, state and federal governmental bodies.

Cotton Spinning plant is located adjacent to the park and spins cotton from three states and ships the yarn to different locations. Louisiana Spirits, home of the “Bayou Rum” distillery is located to the North of the park and produces rum from sugar cane, distributes it state-wide and provides another opportunity for visitors to stop in our parish and buy Jeff Davis Parish products. Louisiana Spirits is both an economic development and tourism project. The Center for Advancement of Meat Production and Processing (CAMPP) located to the North of the park is a 7,350-square-foot facility and a satellite campus under the administration of the Harold and Pearl Dripps Agricultural Sciences Department at McNeese State University. The center will be used to conduct applied research related to agricultural sciences and to support workforce development by preparing students for a wide variety of jobs in the agricultural and food science. McNeese State University will utilize this campus to “brand” their meat products.

LEEVAC Shipyards, located on the Mermentau River at the East end of the parish is a world-class ship building facility and has two other locations in Louisiana. They design and build offshore vessels for the petroleum industry and provide approximately 500 jobs in Jeff Davis Parish. BP Biofuels, also located on the Mermentau River, is the nation’s first cellulosic ethanol research and development facility. BP provides 100 jobs and has a $90 million partnership with British Petroleum.

A growing community needs a growing hospital. Having access to quality healthcare is an essential pillar for growth in any society. Our Jennings community is growing and, thanks to the vision and commitment of the leaders at Jennings American Legion Hospital (JALH), services continue to be expanded. The cath lab at JALH opened in early July 2008, bringing enhanced cardiology services to the Jennings area and surrounding communities. In the past year, following completion of cardiology residency training at Tulane and Duke Universities, Dr. Lam Nguyen returned to Jennings. He is practicing cardiology full-time. “Expanding our cardiology services is something we’ve planned for, and I’m pleased to see the pieces coming together,” explained Dana Williams, Chief Executive Officer. With the cath lab in full daily operation, the Jennings hospital can provide a wide range of cardiology services, including nuclear stress testing, echocardiograms, pacemaker procedures and angioplasty. “The overall goal is to provide these needed cardiology services close

to home, so that people in our community won’t have to go out of town for these vital procedures,” Williams explained. Hospital leaders continue to focus on future growth and have been developing a strategic plan for the organization, to include master facilities planning. This encompasses a vision for expansion and renovation of the front entrance, the emergency department, operating rooms and outpatient care areas. JALH cares for the community in partnership with the outstanding providers that serve on the medical staff. Recruiting physicians who

have grown up in the area and have a strong commitment to primary care in a rural environment has yielded great benefits. “Healthcare is one of the founding pillars of any community,” Williams said. “Residents must have access to innovative medical care, as well as education, safety, recreation and other building blocks for a successful community. I believe that one of the reasons for the growth in the Jennings community is due to the healthcare resources available through this hospital,” Williams continued. “We are continually working on improving the scope of services offered and communicating to our community that these services are available right here at home.” We have a newly formed JALH Foundation which will allow us to link monetary donations from patients, families and community members with needs and services within the hospital.
