The Rainbow Municipal Water District board voted 5-0 March 25 to approve a joint agreement for the Horse Creek Ridge development. “It’s indemnification mostly,” said Rainbow board president George McManigle. The Horse Creek Ridge is part of the Campus Park project approved by the San Diego County Board of Supervisors in May 2011. D.R. Horton has purchased the residential component of

Campus Park from Passerelle, LLC, and the approved map calls for 521 single-family residences and 230 condominium dwelling units. Rainbow staff and D.R. Horton have been involved in plan checking and coordination of facility improvements. The Board of Supervisors action approved a tentative map. A tentative map can be recorded as a final map after all conditions of the map, other than those for which a final map is required, are fulfilled. The conditions include a joint subdivision improvement

agreement which ensures that all infrastructure facilities, including water and sewer, are bonded. The County of San Diego will process the actual bonding agreement which will include security for labor and materials as well as for completion of the infrastructure. The Rainbow facilities included in the improvement agreement consist of water and sewer pipelines, a sewer lift station, and a pressure reducing station. FALLBROOK - Donations to programs benefiting several worthy groups were approved by the board of directors of the Angel Society of Fallbrook at its meetings in February and March. A total of $10,000 was awarded to the Boys & Girls Clubs of North County to help sponsor its annual summer swim programs and field trips. The organization serves more than 1,500 local children annually and about 600 kids daily at six locations.

The Fallbrook Community Center was given $3,000 in support for its Summer Day Camp for kids. The program offers several educational activities, as well as sports and games. Field trips are also planned. The Gem and Mineral Society received $2,500 in funds to help defray the cost of repairing the air conditioning at its museum. The museum, which hosts both children and adult groups, is staffed by volunteers and admission is free.

Operation Clear Vision was awarded $2,000 to help pay for laboratory fees. The program has provided upwards of 4,000 pairs of free eye glasses to eligible military family members over the past 10 years. Two local school programs also received $700 each. The funds given to the Bonsall/Sullivan Band & Choral will help sponsor student scholarships to the Music in the Parks Educational Festival in Anaheim. All four show choirs, the jazz band and the new guitar ensemble groups will attend. In the past, the program has won 12 Overall Sweepstakes awards. The funds to Fallbrook Street School will go towards the cost of a field trip for 138 students to visit the San Diego Safari Park. Bonsall-Fallbrook Little League and the FUHS Prom received $500 each. The Little League is seeking sponsors for partial scholarships for girls and boys ages four to 14. This year, the high school prom will be held on the USS Midway, with 800 students expected to attend. The funds will be used to help students pay for transportation, dinner, and photos. Head Start in Fallbrook, which helps prepare children for kindergarten, was given $300 to help purchase additional learning and play activities. Sullivan Middle School also received $300 for supplies for its new Functional Skills class. The Angel Society raises philanthropic funds through the operation of the Angel Shop at 1002 S.
