elcome to our eleventh edition of Staying Connected in VET eZine, a publication produced by Velg Training to Educate, Inspire and Empower the VET community. We have had a busy start to 2018 with new initiatives kicking off, some of which you will read about in this edition. Velg Training staff are heavily involved in preparations for our 12th annual National VET Conference to be held in Adelaide on 13-14 September 2018. The theme this year is ‘Skilling Australia’s VET Future’ and the full program of plenary and elective sessions is now available for viewing, along with overviews for pre-conference Master Classes which will be held on 12 September. We are excited to be heading back to Adelaide and a number of our sessions will be held in the brand new facilities of the Adelaide Convention Centre. If you haven’t already registered, I would encourage you to take advantage of our early bird registration fee (available until 30 June). Why not make a holiday out of it? Adelaide is a beautiful city with many sights to see and activities to take part in. Our other key events for 2018 will be our VET CEO Conference, to be held 18 May, and our QLD Schools VET Conference, to be held 10 August. Both
of these events will be held at the newly renovated Hilton, Brisbane, with some fantastic presenters, topical discussions and a range of exhibitors. Read more about the VET CEO Conference lineup in the ‘Educate’ section of this eZine. Another new initiative at Velg Training is the introduction of our Focus Week webinars. This provides us with an opportunity to focus on one key area or topic with one webinar per day delivered by our expert consultants. We have just wrapped up our first Focus Week which centred on assessment practices. Feedback has been very positive with many of you liking the format to progress and expand on topics across the week. Don’t miss out on our upcoming Focus Week in June which is all about compliance. Refer to the ‘Educate’ section of this eZine for further information. We saw the launch of our brand new PD platform, Velg2Go, in 2017. This year has seen the rollout of this program and two courses (and intakes) have now been completed – The A-Z of Planning and Mapping Assessment (six week course), and The VET Landscape (three week course). Feedback about this new program has been very positive and our staff are currently busy developing our mentoring programs for Trainers and Assessors and QLD Schools. Upcoming courses and dates are available from our website. Velg Training is continuing to provide support to Members through access to a range of professional development
included in the membership program. Our suite of VelgCasts is continuing to grow and we now have approximately 65 individual VelgCasts for members to access via our ever-growing Knowledge Hub. Our Resource Team has been busy working on adding additional resources such as templates, links and products to the already extensive materials available. We have also made our range of ‘At a Glance’ products available for purchase by non-members via our Products page. If you do have any specific templates or information sheets that you’re looking for, make sure you drop by our Knowledge Hub or contact our Resources Team via the Live Chat option on our website. VET does have quite a varied history and NCVER are putting together a comprehensive resource to illustrate the history of VET. Read more about this in the VET Knowledge Bank article.
Velg Training have a mission which includes educating the VET sector. Our Educate article in this edition provides a round-up of our recent Focus Week, which was a resounding success, along with information about our upcoming Focus Week in June.
Our regular Inspire section includes articles about the VET Information Strategy of real skills for real careers and details on the Australian Training Awards, in addition to an article full of tips from the USI Office.
Our Educate section also includes an article from ASQA’s Chief Commissioner and CEO, Mr Mark Paterson AO. This article provides an overview of the upcoming ASQA provider briefings. These briefings provide critical information to RTOs and I encourage you to read this article and register for your local briefing or webcast. Many of us have been working in the VET sector for quite some time, and with each generation of practitioners that moves through the system we witness the continual evolution of the sector.

O
ne of ASQA’s ongoing priorities as national regulator of the VET sector is to maintain strong, two-way communication with providers and industry stakeholders. Since launching three years ago, ASQA’s annual Training Provider Briefings—which are a mix of face-to-face and webcast events—have proven to be an extremely valuable way of continually enhancing this relationship.
ASQA’s program of webcasts means providers who are unable to attend in person, whether for reasons of scheduling or distance, can still participate in these important conversations. These online events include an interactive component, and allow participants to send questions through to the presenters and seek more information on the topics discussed.
For ASQA, these events are a chance to communicate directly with providers from across the country, share information about our regulatory approach, and discuss the different factors that inform our regulatory decisions. For providers, they are an opportunity to ask questions and engage with other providers and ASQA staff.
Two of these webcasts will cover the same agenda of topics as the face-toface briefings, and will be looking at a wide range of information relevant to registered training organisations including updates on the student-centred audit process.
The schedule includes four webcasts, as well as 23 in-person events at 13 metropolitan and regional locations across Australia.
On 12 June, we will host a webcast briefing for consultants and advisors. Increasingly, consultants and advisors are being engaged by training providers to help achieve and maintain compliance.

This year, the schedule of Training Provider Briefings runs from early May to late June. Participation is free for both the webcasts and face-to-face briefings, but registration is essential – we invite you to book your place now through Eventbrite as spaces are limited.
The other two webcasts are a new initiative in 2018. On 29 May, we will host a webcast briefing for accredited course owners and developers. This briefing will give participants a comprehensive understanding of the requirements of accredited courses, and guidance on how to develop a high-quality application for course accreditation.
This targeted briefing webcast will be an opportunity for these professionals to engage directly with ASQA and receive advice specific to their roles in the VET sector.

ike most countries, Australia’s vocational education and training (VET) system is complex and everchanging. To capture its history and help explain the system, NCVER has released a new resource called the VET Knowledge Bank.
Available as a web page, the Getting to know VET diagram can also be downloaded – useful if you are a trainer looking for a resource to explain the VET system.
Whether you are a trainer, student, researcher, policy maker or just someone interested in learning more about the VET system in Australia, the VET Knowledge Bank is a valuable resource for those involved in the sector.
To complement the Getting to know VET resource, NCVER’s ever-popular Glossary of VET is also available as part of the VET Knowledge Bank. The VET sector abounds with acronyms as we know, so this essential resource is useful for deciphering our many abbreviations and other VET terminology.
What’s in the VET Knowledge Bank? NCVER has designed the Knowledge Bank as a repository for rich information about Australia’s VET system—what it is, how it’s been shaped and how it is governed today.
If you are seeking up-to-date information about VET governance arrangements, you can visit the Governance page on the Knowledge Bank. Here you’ll find links to VET regulators, state/territory training authorities, and current Ministers responsible for skills and training.
If you’re looking for a ‘big picture’ overview of the system, Getting to know VET maps out our complex VET infrastructure into an easy-to-understand diagram that is supported by more detailed explanations and overviews. VET sector inputs and outputs, drivers and enablers are all covered by this resource, and the overviews provide more detailed explanations about topics such as the Australian Qualifications Framework (AQF), VET in Schools, and the roles of industry, provider peak bodies and VET regulators.
To better understand the current VET system, it helps to know the past. The new interactive Timeline of VET policy initiatives provides quick and easy access to policy initiatives and programs that may have influenced enrolments and completions in VET courses over the past 20 years. In this way it paints a picture of how government decisions in response to changing economic and community needs have shaped Australia’s VET system. Filters on the timeline allow you to focus on specific regions (national, states

espite industries turning to Australia’s VET graduates to find candidates with relevant, transferable and innovative skills, there remains a concerning disconnect between the proven education outcomes of a VET qualification, and the public’s lack of engagement with this sector when making career decisions. In order to reverse this way of thinking, the Australian Government saw a need to change the way we speak about VET by conveying a tone of ambition and achievement, and positioning VET as a personally, professionally and financially rewarding career choice. On 23 November at the Australian Training Awards, the Hon Karen Andrews MP, Assistant Minister for Vocational Education and Skills, launched real skills for real careers. Real skills for real careers is the first Australian Government-led communications strategy that is implementing a long-term, sustained plan of activities to unify and promote the sector.

At its core, it is about helping Australians understand that VET qualifications can lead to successful, meaningful, professional jobs, with great salaries and outstanding career prospects. Its implementation includes communication initiatives centred around a united tagline for the VET sector, real skills for real careers, and promote a collaborative approach by stakeholders and corporate and community partners in assisting to elevate the status of this career pathway. This strategy’s call to action is the enhancement of an online resource www.myskills.gov.au that will serve as a central, online information hub for VET consumers, registered training organisations and employers; helping individuals to make more informed decisions about VET. Real skills for real careers also shines a light on the stories of the internationally recognised Australian Apprenticeship Ambassadors and Australian VET Alumni by sharing their

authentic success stories in the mediums of videos, podcasts, brochures, posters and across social media. It is through this multi-pronged communication methodology that more individuals will become aware of the proven education and career results delivered through VET. How RTOs have engaged with the USI The USI Journey
O
ver the past three years, RTOs have worked to integrate the USI into systems and refine their business processes to better manage the inclusion of the USI. Many RTOs have also made considerable efforts to bring their students up to speed with the USI and what it means for them. As with any new process, integrating the USI initiative came with its challenges, but RTOs did it and they did it well. Today, more than 8 million USI accounts have been created. The launch of the USI Transcript Service in 2017 saw a key benefit for students come to fruition. It also put a spotlight on reporting and the critical connection between accurate reporting and how students then see the information in their USI Transcripts as

In 2018, it’s time to take charge of the USI in your business! Helping your students After three years of working with the USI, we know most RTOs are now well informed and well equipped to manage the USI within their organisations with confidence.
Typically, these things occur when students are enrolling. RTOs are well placed to help students with these types of simple enquiries and it may speed up enrolment if the simplest problems can be solved on the spot.
User research also indicates that some students don’t understand that they only need one USI and that it’s theirs for life. This is something RTOs can incorporate on their websites or enrolment forms and reiterate to students when they enrol in training. Getting USI reporting right We know RTOs want to see students get the full benefit of the training they have delivered and the qualifications they have issued, so anything they can do to ensure their students reap the full benefit of the USI transcript service will be important. To date, more than 425,000 transcripts have been viewed by students, which means student awareness of transcripts is quickly rising. One consequence of this is that any errors or omissions in the training information from RTOs that is used to populate their transcripts will be apparent. Even small errors in reporting stand out in student transcripts. So what does this have to do with getting USI reporting right? The information RTOs report into the National VET Collections (through their State

Training Authority (STA) or directly into AVETMISS) is the same nationally recognised training information that appears on a student’s USI Transcript. If the reporting is missing information or is incorrect, this will appear in or will be missing from a student’s transcript. Anomalies in student transcripts can only be fixed by the RTO that delivered the training. That means the best solution is to get reporting right the first time. We’re never shy about giving good advice, so these are our best USI collection and reporting tips: Check first for an existing USI – With nearly 8 million USI accounts, more and more students will already have a USI before they enrol with you. Tell them they’ve probably got a USI if they’ve enrolled in any training since 2015, and you can help them look up their USI. The USI Registry System blocks duplicate creations but the fastest way to complete your enrolment process is to check first, whenever a student might have a USI already. Collect/Create early! Collect and verify or create a USI at enrolment, before training begins and follow up quickly if the student can’t provide their USI on the day of enrolment. It is important to establish business processes which enable your organisation to do this. The most common cause of USI reporting issues arises from delaying or deferring collection and verification. Unable to Verify? If verification is unsuccessful, you can use the ‘Existing USI/Locate USI Search’ functions or ask students to log into their account using the quick ‘Forgotten USI’ function upon enrolment. You must first seek your student’s permission before searching for their USI. Remember, that using this function will generate a text message to the student notifying them that you are trying to locate their USI.
you only need to submit your data when the window opens. For RTOs reporting their fee-for-service data to an STA, your deadline may be earlier than this. If you are unsure of your individual reporting requirements for state funded training, please check with your STA. Choose to report more often – For RTOs that currently report annually, you may be aware that the National VET Data Policy allows for RTOs to report on a quarterly basis. This means that students will see training information in their USI Transcripts on a more frequent basis. For updates on progress of when this new option will be available, keep an eye out for USI and NCVER Bulletins. Seek help - If you are unsure about the USI process, contact the USI Office on 1300 857 536 or at USI@education.gov.au for more information. Questions about AVETMISS reporting requirements should be directed to NCVER. If interpreting or transcribing USIs is sometimes a problem, the ‘Provide your USI’ functionality will be a great solution but it needs your prompting to work. Update your enrolment form – when students provide you with their USI, sometimes it can be time consuming and frustrating to interpret handwriting and a transcription error can end up causing the incorrect USI to be entered into your Student Management System. Update your enrolment form to include an additional step at the end of the creation of the USI process. Once they’ve created their USI they will have the option to print or email the USI. Ask them to select ‘Email
USI’ to you and provide them with your email address. The email you receive will include the USI, the student’s name and their date of birth. Be sure to have appropriate security around the email account you use for this purpose. You can also ask existing students to select the ‘Provide Your USI’ tile on the front page of their USI account and then choose the ‘Email Your USI’ option. Students can enter any email address for the USI to be sent to. This will also be handy for school age students who may want to email their USI to their parents for safe keeping.

Creating an outcomes driven VET ecosystem Paul Rasmussen, Manager - Research, Learning & Development | Guide Dogs Queensland
I
f we are seeking to create and maintain a functional VET system in Australia which produces high quality outcomes for all of its stakeholders we need to view VET in this country as an ecosystem, rather than a collection of disparate parts and entities. In order to develop a functioning VET ecosystem there are a number of things which we need to understand and the first of these is the purpose of VET. If we look at a simple definition from the Australian government, VET is designed to deliver workplace-specific skills and knowledge, and covers a wide range of careers and industries, including trade and office work, retail, hospitality and technology. This definition is good but it seems to lack a very important and significant connection. The vast majority of people who undertake VET are doing so to improve their employment or workforce participation options and any cohesive VET ecosystem must recognise this fact if it is to have a hope of being successful. The conversion of a qualification into some form of workforce participation outcome is integral not only to the person undertaking the study, but also to employers and industry. Industry needs to be able to trust that a qualification is a signifier of a student’s

competence and students need to be able to be assured that their qualification will be accepted as such a signifier by industry. Unfortunately in some areas this is not the case and either accredited qualifications in general, or qualifications from particular providers are not being viewed in this manner. This outcome can only be achieved if all parts of the system work in conjunction with each other. Industry must ensure that training products are built to suit not only their current, but also their ongoing needs and that the revision cycle of these products is able to keep up with advances in their sector. In addition, providers need to ensure that these products are deliverable and that students can be deemed competent in the skills and knowledge contained in them. Providers need to ensure that how they are delivering products and how they are assessing competence meets the standards of industry and industry needs to come to the party to inform providers and stakeholders like the government, regulators and product developers when this is not occurring, whether it is an individual provider or across a whole qualification.

Business models for providers must have strong connections to the industries they train students for. Trainers must be industry professionals, and not just teachers with a qualification tacked on. Delivery and assessment models need to include employers, who can offer additional advice to both students and providers on what competence looks like and how it is determined. Providers who fail to do this will and do put their students at risk of not being able to convert their qualifications into meaningful workforce participation outcomes, it is only when industry, providers and other stakeholders take on a cohesive ecosystem view that high quality outcomes can be delivered. Paul is a multi-award winning Learning and Development, and Vocational Education Professional, and a widely read commentator on the sector. He has worked across all parts of the VET sector and for government, non-government and commercial organisations. He is currently the Head of Research, Learning and Development at Guide Dogs Queensland.

New Data,
New Opportunities
for Vocational E-Learning Identified in AVEAR

funded VET sector, is adapting to meet changing needs for efficiency, higher completion rates and increased student expectations. Students want a more engaging learning experience and instructors are being incentivised to provide one. So, how can technology help ensure the quality of the training and the workforce-readiness of students while meeting the industry’s changing needs?
e know that an increasing number of registered training organisations (RTOs) are using online learning applications, digital content and learning management systems. But we need additional insight into how they’re using these e-learning resources, the impact of using them and the remaining barriers to adopting them. To shed light on this evolving landscape, Velg Training and Instructure Australia, the makers of the Canvas LMS, conducted an industry-wide survey of Australia’s vocational education and training (VET) sector to learn more about the current use of e-learning technology, as well as opportunities for future use.
The Australian Vocational E-Learning Adoption Report (AVEAR) 2017 features responses from more than 200 users from RTOs of various sizes and across a multitude of disciplines, including assessors, trainers, business owners, managers and instructional designers. The report provides a snapshot that will benefit all those in the vocational education sector who wish to examine, among other things, their competitive positioning, e-learning adoption, professional development opportunities and their own organisational planning compared to the market as a whole.

Insights from AVEAR 2017 include: •
Most organisations (72%) use a mix of traditional and online learning. And most recognise the benefits of e-learning. The key
barrier to adoption is a lack of skills/ IT resources to implement online learning tools. •
Among “new” users of e-learning technology, 24% say they use it for just a few courses they teach and 31% use it for about half their courses. This, as the use of online learning is expected to increase.
•
Student demand, efficiency and student engagement were cited as the key drivers of e-learning. Most RTOs recognise the importance of online learning in improving pedagogy. Saving money and increasing ROI were the least cited.
•
Among those surveyed, 76% say that within two years, they expect their organisations to increase their use of online learning. Nearly all of these organisations say that online learning largely solved issues of staff training, technical support and budget constraints.
