Berth 9 Work & Other Port Upgrades To Allow Larger Ships Ranger Mechanical Services, a group within Ranger Construction, is working with Vecenergy’s South Florida Petroleum Services to relocate and upgrade Berth 9 fuel offloading infrastructure as part of Port Everglades’ multi-year expansion plans to increase capacity for today’s larger ships. Vecenergy’s new Berth 9 infrastructure will feature larger loading arms and manifold, updated valves and elevated piping. Next, Port Everglades will expand Slip 1, where the berth is located. Larger tankers will be able to dock and complete offloading at a faster rate for increased turnover at the Broward County port, which is South Florida’s main hub for gasoline and jet fuel. The port is also one of the nation’s largest containerized cargo ports and the third largest cruise port in the world. Ranger and Vecenergy’s Berth 9 work is due for completion by year’s end. Port Everglades is also making other improvements to increase capacity, including deepening and widening navigation channels and adding cargo berths, with those upgrades scheduled for completion over the next four years. Under separate contracts, Ranger Mechanical is installing pipe from the new Berth 9 rack to a future Portofino bulk fuel terminal at the port. Ranger is also providing site development for the terminal. Elsewhere, in Hendry County, a Ranger Mechanical crew is working with Ranger grading crews on a C-139 Annex Restoration project to reroute agricultural stormwater runoff for South Florida Water Management District.

Sharpe Providing Full Range Of Services For Public, Private Sectors roads, where the added cost of milling is offset by longerlasting stretches of pavement able to withstand heavier loads. Using the AST method, Sharpe is resurfacing one primary and 33 secondary roads in Guilford and Rockingham counties under a 15-month, $1.8-million contract. The company is performing the same work on 46 additional Rockingham County secondary roads, along with milling and paving two more heavily traveled streets, under a separate $2.7-million contract. Base work, drainage, fine grading and
new asphalt paving are also Sharpe specialties. Projects include installing storm drainage for a new subdivision in Kernersville, and building three parking lots and a roadway for a new Publix Distribution Center in Greensboro. Sharpe’s work at Publix is due for completion by year’s end. Starting in June, Sharpe will remove concrete pavement from six streets in Winston-Salem, repaving them with asphalt.

Sharpe Bros. is working with municipalities in the Piedmont Triad area of North Carolina to stretch their road resurfacing budgets, improving miles of mostly rural roadways by protecting the existing surface first, rather than milling it. AST, also called chip sealing, involves placing and rolling a thin layer of small aggregates over a sprayed layer of emulsion. A layer of fresh hot-mix asphalt is laid over that. It’s an economical alternative for less-trafficked roads, while milling and repaving is reserved for busier or more urban

Ranger’s Central and South Divisions have been busy with a wide range of work lately. In the South Division, Ranger has upgraded four dilapidated brick paver intersections on the eastern end of SR-842 (Broward Blvd.) in Broward County, Fla., installing full-depth asphalt pavement. In Palm Beach County, Ranger is milling and resurfacing roadways for the county under its annual road maintenance contract, worth $10.4 million for 2020-2021. The company is performing similar work for one of the county’s municipalities, the Village of Wellington, under a $1.4-million contract. Also in Palm Beach County, Ranger is performing canal improvements as a subcontractor on two South Florida Water Management District projects, while working directly for the county to provide site

development, including storm drainage and utilities, for a bulk fuel storage facility. In Central Division work, Ranger has passed the half-way mark on a three-year, $20-million milling and resurfacing contract with Orange County, while in Sumter County, the company has widened the ex-
isting 22-ft. wide rural roadway into a 28ft. wide road with new stabilized shoulders, on nearly five miles of CR-478. Also in Central, Ranger continues making good progress on Wekiva Parkway and railbed site development for Brightline’s express route from Orlando to West Palm.

Adding to its many industry awards for producing high-quality results, Ranger was recently recognized by the National Asphalt Pavement Association for its work on SR-520 (shown above left), SR-19 near Little Lake Harris (above center), and I-4 (SR-400) in Lake Mary (above right). The SR-520 job was also honored by the Asphalt Contractors Association of Florida with an A.P. Bolton Excellence In Paving Award (District 5) at NAPA’s recent annual convention in Naples.
Ranger Earns Quality Awards For Projects In Florida, Georgia Three NAPA Awards, One ACAF Award For Central Florida Jobs Ranger won a second NAPA award for its work on SR-19 from Savage Circle to Royal Harbor Boulevard in Tavares. The company had to shift the road to tie it into a newly-constructed bridge over Little Lake Harris. Ranger cleared the area, did the earthwork and stabilization, laid base rock and asphalt pavement, and installed a storm sewer system. Ranger also received a NAPA award for its work on sections of I-4 (SR-400) in Lake Mary. The project consisted of milling and resurfacing the east bound lanes along the on/off ramps, plus guardrail improvements and signal improvements.
Reclamation Award In Georgia On its first ever job in Georgia, a fulldepth reclamation project completed in 2020, Ranger Construction was honored by the Asphalt Emulsion Manufacturers Association (AEMA) with a Past President’s Award. Performed on Indigo Road in Effingham County, Ranger pulverized the existing failing roadway and mixed in an Ergon asphalt emulsion product. The reclaimed base was then fine graded and prime-coated. The roadway was later chip sealed and paved. Ranger’s full-depth reclamation experience on Florida streets had caught the attention of Effingham officials, leading to Ranger’s invitation to participate.

Ranger Construction continues its tradition of producing award-winning work for its customers. The latest examples are three projects in central Florida that received Quality in Construction Awards by the National Asphalt Pavement Association (NAPA) at a virtual event in February. One of the NAPA awards was for excellence in construction on an asphalt pavement project on SR-520 in Orlando. Ranger partnered with FDOT to work through a number of field issues, minimizing their impact. The teamwork resulted in a smooth, high-quality asphalt road that is serving area motorists well. The SR-520 job was also recently honored by the Asphalt Contractors Association of Florida (ACAF) with an A.P. Bolton Excellence In Paving Award for District 5.
Ranger Receives Thanks From Orlando School Ranger Construction recently received a warm letter of thanks from Holy Family Catholic School in Orlando, after working around the school’s arrival and dismissal times while paving local streets under an Orange County resurfacing contract. Kudos to Asphalt Superintendent Juan Miguel Arce for working it out!

V&G Adds Florida Panhandle Job To Work Schedule

Vecellio & Grogan has begun work on a pedestrian underpass in East Inlet Beach, Fla., a coastal area in the state’s panhandle. As prime contractor, V&G is installing a precast structure to allow pedestrians to freely pass beneath SR-98 at the intersection with County Highway 30A. Work began in early 2021, with 14 months for completion under the $5.5-million contract. Also in Florida, as prime, sub or separate contractor, V&G is working with Ranger Construction on multiple projects. V&G is replacing a small bridge in St. Lucie County, and, in two projects owned by the South Florida Water Management District, V&G crews are lining six miles of ditch with concrete in Palm Beach County, and building 11 structures for a canal restoration project in Hendry County. In Central Florida, V&G is more than half-finished building 16 miles of railroad bed for an expansion of Brightline’s express rail service linking Orlando to West Palm and Miami, and is winding down on its Wekiva Parkway project, also near Orlando, where the company built bridges and elevated roadway. In other work, though slowed by rainy weather, crews have made consistent progress excavating for a 7.2-mile section of the new Rockingham Bypass in Richmond County, N.C. V&G is now over a year

Among its active projects, Hal Jones Contractor has completed more than 2,700 feet of rip-rap installation along the shoreline at Mayport Naval Station in Jacksonville, Fla., as shown at right (Photo 1). Work is underway on the final 200 feet. The company is replacing more than 1,500 feet of dock at the City of Jacksonville’s Northbank Riverwalk (Photo 2).

The Jacksonville Beach Pier replacement project is progressing well, with all trestle spans nearly finished, removal of debris from the old, hurricane-damaged pier mostly complete, and caps and bents for the new pier coming along well (Photo 3). Hard Hat Decal Contest — ‘Using Your Head’ To Promote Safety When it comes to safety, employees around the Vecellio Group are using their heads in more ways than one. A recent safety slogan contest for the construction divisions brought in a number of great entries, each a reminder to keep safety front and center. Winners received gift cards and the honor of having their winning slogans turned into designs, printed on hard hat decals, and distributed to employees. Signage around job sites and facilities carries impact, to be sure, but the personalized nature of hard hat decals takes the safety message one step further. As long as the hard hats have not been damaged or become obsolete due to new safety specifications, they can last for years, with the inserts replaced as necessary to maintain proper fit and performance. Employees can affix safety or other approved, industry-related stickers, literally carrying the message with them at all times and adding to their safety commitment.

The Vecellio Group extends best wishes to those who retired in the first half of 2021. Their many years of valued service are greatly appreciated! Retirees included three employees with a combined 50-plus years of service, along with two who were more recently hired, who opted to finish their careers with the Group.

Agustin Fuentes started with Ranger Construction’s Miami operations in January 2006 as a Dump Truck Driver. A dedicated and loyal employee, Agustin trained many new hires during his years of service. His consistent efforts contributed to the Company’s success and his service has been greatly appreciated. Agustin has decided to put his CDL to rest and enjoy a well-deserved retirement.

Ana Jakusevich was hired in 2000 as a Programmer for the Vecellio Group’s IT Department. She has experienced many changes, with constant innovation of technology. Ana helped update and enhance many system platforms, including the integration of JD Edwards Oracle, in support of all business functions companywide. She also 10

Whether programming new reports, providing customer support for JD Edwards users, or designing new programs, Ana was an essential part of the organization’s success. Her years of dedicated service were greatly appreciated.
Shirley D. Leasure
Shirley Leasure retired in January from her position of Safety Clerk with Ranger Construction after nearly 20 years of service. During her tenure she also served as a Safety Coordinator and Safety Administrator. Hired in 2002, Shirley’s knowledge, work ethic, and dedication to the Safety Department was a key to the department’s success. She was a valuable team member who will not be easily replaced.

Two other Ranger employees wound down their careers recently, each with about seven years of service. Abraham Samet retired from the payroll department, where he assisted in the preparation and distribution of weekly paychecks. Wallace Sessoms retired from his duties as a Tanker Driver. We appreciate their dedicated service and contributions to the Company’s success.

Richard A. Dixon
Richard “Dick” Dixon, a Plant Welder at White Rock Quarries in Miami with almost 32 years of service at White Rock Quarries, passed away in January. Hired in 1989, Dick was a quiet man, letting his work speak for him. And speak it did. Dick helped keep the plant structure and equipment in proper working order to allow for maximum production with minimal down time. This played an important role in White Rock achieving success as a top producer, with the plant and equipment able to withstand the heavy demands. Dick’s three decades of dedication and service to the company were greatly appreciated.
Robert N. McCray
Robert McCray, a Plant Loader Operator for Ranger Construction’s South Division with more than 23 years of service, passed away in April. Robert began his career with Ranger as a RAP Crusher/Loader Operator. He also worked at White Rock Quarries for a time before transferring back to Ranger’s West Palm Beach asphalt plant. He kept the plant’s cold feed bins properly loaded with sand and aggregates. He helped keep the plant’s inventory neat and assisted with maintenance. Robert was known for doing whatever was asked of him correctly and promptly. His work ethic and loyalty to the organization were greatly appreciated.

Ranger Reaches Higher On Airport Projects Airport work comes with higher performance standards than typical road construction projects. Job site access, safety protocols and, of course, the asphalt itself are subject to more critical specifications. Nevertheless, Ranger Construction has made airport work a steady part of its Florida business, establishing a reputation for successfully dealing with the challenging conditions to produce high-quality results. Recent examples include a project at Vero Beach Regional Airport in Indian River County, shown in both photos above. Crews have been upgrading the drainage and resurfacing an apron under a $2.6-million contract. At Palm Beach International Airport, shown at left, Ranger has been making improvements to the northeast airfield.
