Succession Planning At Work The process started with assessing the management teams for those approaching retirement age, and talking candidly with them about their plans and specific timetables. “You don’t want to get caught flatfooted when someone decides it’s time to step back,” said Bob Leadbetter, Vice President of Human Resources, who was charged with developing the succession plan. He brought in an organizational development specialist to assist with the process.

ne of the hallmarks of a well-run company is planning ahead for the retirement of key personnel. It’s even more important when multiple positions are due for turnover within a relatively short time frame. With its own well-crafted succession plan underway, the Vecellio Group is making its way through such a transition period. Florida-based Ranger Construction and sister company Vecellio & Grogan, which serves the mid-Atlantic states, are experiencing a number of executive-level retirements, while White Rock Quarries in Miami is positioned for similar transitions in the near future. At the corporate level, the Safety, HR and Equipment functions also have been transitioning. “We’re implementing a succession plan that has been in place a long time,” said Leo Vecellio, Jr., President, Chairman and CEO of the Group. “We’ve had a retirement matrix charted for years, knowing we would have a wave of high-level retirements cresting around this time.”

For each position, potential replacement candidates from within the Group were evaluated, and their skills and qualifications analyzed. If the candidates were strong and the time frame allowed it, opportunities were provided for training, education and additional experience to prepare for the next step.
Ranger Construction Bob Schafer had shown strong advancement potential since joining Ranger as a Project Manager in 1998. He was soon promoted to the executive team with increasing levels of responsibility, especially after Vice President Shelby Jarrell retired several years ago after 52 years of service. When Ranger President Mike Slade retired in December after 43 years with the Group, Schafer rose from Executive Vice President to fill the lead role. Slade is staying on as a Consultant, helping with a massive I-595 design-build expansion project on which Ranger is a major subcontractor to Dragados USA. The 2013 retirement plans of Miguel Correa, a Ranger Vice President with nearly 40 years of service, and the redesignation of Ranger’s operating areas into South and Central (see page 10), prompted the promotion of Scott Fowler. He serves as Vice President of Operations over the Central Florida area, extending from Ft. Pierce northward. Fowler was formerly Chief Estimator for Ranger’s Winter Garden operations (see page 11). Ponch Frank was another Project Manager who had shown tremendous potential since coming on board in 2002. After Vice President Larry McLaughlin retired to a Consultant role in recent years, Matt Farley was promoted to Vice President of Structures. This move strengthened the executive team in anticipation of two other retirements: Construction Division President Bill Medcalf’s in December 2012 (page 11), and Vice President of Equipment Dan Castrodale’s, set for mid-2013 after more than 40 years of service (page 4). Michael Vecellio, a corporate Vice President who oversees Ranger’s operations from the Group’s West Palm Beach headquarters, has been named President – Construction at V&G, with that team reporting to him as well. “The management at Vecellio & Grogan was strong enough that a resident leader was not needed after Bill’s retirement,” said Leo Vecellio. V&G’s team includes Farley, Vice Presidents Joe Mattlin (Construction) and Ivan Clayton (Sharpe Bros. division in North Carolina), LL Gwinn as Secretary/Treasurer and Rick Hertzer as Chief Engineer. Castrodale’s responsibilities are being realigned at the company and corporate levels, with Craig Vorster recently joining the Vecellio Group as Director of Equipment.
White Rock Quarries White Rock Quarries, which reports to corporate Vice President Christopher Vecellio, will also have transitions. Eddie Allsopp was hired in 2010 as a Vice President to provide leadership upon President Jim Hurley’s eventual retirement, still on the horizon. Hurley joined the Group in 1986 and oversaw building the limestone quarry quite literally from the ground up.

His right-hand man since those early days, Vice President of Operations Raymond Maddy, is also looking to retire, with a 2013 date penciled in. In line for the position is Operations Manager Ronnie VanLandingham, a 24-year employee himself.

Vecenergy Besides providing corporate and White Rock leadership, Christopher Vecellio is also President ie di Edd of Vecenergy, the Group’s energy sopp Alls division. Established in 2004 and expanded steadily since, Vecenergy has a few years to go yet before any imminent retirements at high-level positions. Todd Cannon was recently promoted from Vice President to Executive Vice President and COO, and he continues in those roles.
Corporate Transitions The Vecellio Group’s succession plan included corporate-level changes as well. In 2011, outgoing Vice President of Safety John West, who retired after 37 years, helped select and worked alongside incoming Vice President Mark Ligon for months to ensure a smooth transition. After leading the HR department since 2005, Bob Leadbetter is himself retiring in 2013. He recruited and hired his replacement, Robert Colozzo, as Director of HR. Reaching outside the Group occurred only after first looking at potential candidates internally, Leadbetter noted, with new hires brought on board early to overlap the tenure of outgoing personnel. Whenever possible, promotions came from within. (Continued on Page 11)

Our 2012 Service Award Recipients: The Individual Career Paths Vary, But Common Traits Include Professionalism And Dedication DANTE “DAN” CASTRODALE V.P. EQUIPMENT VECELLIO & GROGAN* • 40 YRS Dan Castrodale celebrated four decades with Vecellio & Grogan in 2012. After his many years of valued service, he is approaching retirement in the coming months. Dan started at Vecellio & Grogan in 1972. As a cousin of Leo Vecellio, he was held to a high family standard from the start. He worked his way up, starting as a Laborer, then Flagman, followed by Parts Man and Mechanic’s Helper, before receiving a promotion to Assistant Safety Director in 1973. He became Vice President of Equipment and Safety in 1979, overseeing the management of V&G’s equipment fleet, shop operations and safety program, while also assisting with bidding and marketing activities. As the safety department became more fully developed, his focus shifted to equipment, especially in more recent years. Upon his well-deserved retirement in mid-2013, Dan’s many areas of responsibility will be realigned at the local and corporate levels. RUBEN L. ADKINS BRIDGE FOREMAN VECELLIO & GROGAN • 30 YEARS Celebrating 30 years of service in 2012, Ruben Adkins joined Vecellio & Grogan in 1984 with the acquisition of bridge contractor Foster & Creighton, where Ruben had worked since 1982. Hired as a Carpenter, Ruben was soon promoted to Bridge Foreman because of his knowledge and skill. Ruben has worked on numerous heavy/highway construction projects over the years in West Virginia and the Mid-Atlantic states. Successful projects 4
include the nation’s first “Smart Road,” located in Blacksburg, VA; two “Corridor H” projects, located in Elkins and Hardy County, WV; US-421 work in Wilkes County, NC; Bryan Boulevard and airport runway projects in Greensboro, NC; and a Beckley Bypass job near Beckley, WV. HARREL BAKER DISTRIBUTOR OPERATOR RANGER CONSTRUCTION • 30 YRS Another 30-year employee in 2012, Harrel Baker started with the Vecellio Group in the early 1980s at Fort Pierce Contracting, later part of Ranger Construction. In the early 1990s, Harrel took a job with Martin Paving, where he continued applying his knowledge and skills. Upon Ranger’s acquisition of Martin in 1998, Harrel once again became part of the Ranger family. Over the years, Harrel has worked the lute, shovel and screed, in addition to operating the distributor truck. JOSEPH “JOE” CHAMLESS SERVICE TRUCK OPERATOR RANGER CONSTRUCTION • 30 YRS In his three decades of service with Ranger Construction, Joe Chamless has earned a reputation as one of the best service men in the business. He’s been a valuable employee since 1982, when he was hired as a Service Truck Operator at Ranger Construction in West Palm Beach. Joe expertly maintains the oil, grease, hydraulic and other fluids on Ranger’s heavy equipment. He is neat and thorough, with a good safety record. In addition to his duties as Lead Service Man for the West Palm Beach location, Joe has helped train Service Truck Operators at other locations.
DAVID LILLY SHOP MECHANIC VECELLIO & GROGAN* • 30 YRS Now with 30 years of service, David Lilly was originally hired by Vecellio & Grogan as a Shop Laborer in 1982. Showing an eagerness to learn, he steadily increased his skills and earned a promotion to Mechanic’s Helper by 1985. David continued to display a solid, dependable work ethic and progressed in the mastery of his trade. In 1988 he was promoted to Auto/ Truck Shop Mechanic, servicing the maintenance and repair needs of V&G’s fleet of light-duty vehicles. David shows a strong knowledge of his trade and takes pride in his work. LARRY VERK PROJECT SUPERINTENDENT RANGER CONSTRUCTION • 30 YRS Celebrating his 30th year of service in 2012, Larry Verk began his career with the Vecellio Group in 1982 when he was hired by Fort Pierce Contracting, later part of Ranger Construction. With his experience as a Grader Operator and Hydraulic Crane Operator, Larry made a valuable contribution right from the start. Over the years he became known as a very capable Finish Grader Operator. Larry was promoted to Foreman in 1995. In this position, he showed the ability to generate the same high quality results from his crew as he was able to produce himself. His knowledge of the work, commitment to quality and leadership abilities led to another promotion by 1999, when he was made a Project Superintendent.

INFORMATION TECHNOLOGY VECELLIO MGMT SVCS • 20 YRS Paula Burgess Davis was hired by Vecellio & Grogan, Inc. in 1992 as a Senior Programmer/Analyst working in the Beckley, WV office. She continued in this capacity until 1996 when she was promoted to Director of Management Information Systems. In 2004, Paula transferred to Vecellio Management Services in West Palm Beach, overseeing information services for all the Vecellio companies. In 2007, she was again promoted, becoming Vice President – Information Technology for the Group. Paula has been instrumental in making sure the Group’s information systems use the most efficient technology. She has been involved in upgrading the employee and payroll data systems, implementing the latest project and jobcosting systems, putting laptop computers into supervisors’ vehicles, and keeping the Group updated with general office and email systems. Her efforts have helped our companies become much more efficient in managing and processing a huge volume of daily business information. CLEVELAND CHILDS ASPHALT PLANT GROUNDMAN RANGER CONSTRUCTION • 20 YRS Cleveland Childs was hired as a Plant Groundman at PAVEX Corporation, a Vecellio company that later became part of Ranger Construction Industries. As one of the Miami asphalt plant’s valued team members, Cleveland has earned a reputation for reliability in all aspects of his work. In particular, Cleveland is known for consistently maintaining a clean and safe work-
ing environment around the plant. His dependability and safe approach set a good example for others, making him a valuable contributor to the plant’s daily operation. JIMMY JONES PAINTER/BODY MECHANIC VECELLIO & GROGAN* • 20 YRS Jimmy Jones began his employment with Vecellio & Grogan in 1992. He was hired as a Painter in the Beckley shop, which later became known as Beckley Equipment Repair. Jimmy’s work is considered exceptional and he displays professionalism with each piece of equipment. During times when there is no equipment to paint, he works as a Mechanic’s Helper, Truck Driver, or Laborer, assisting with any duty necessary to help the company. During his many years of service, Jimmy has helped ensure V&G’s equipment looks and runs its best. MICHAEL RUNION HEAVY EQUIPMENT TRANSPORT/ ASSISTANT SHOP SUPERVISOR VECELLIO & GROGAN* • 20 YRS In August of 1992, Mike Runion began his employment at Vecellio & Grogan’s Beckley shop, which later became known as Beckley Equipment Repair. Starting as a Laborer, he quickly progressed in his abilities and was soon promoted to a Mechanic’s Helper. Shortly thereafter, Mike was promoted to Heavy Equipment Hauler, transporting equipment to various construction projects throughout West Virginia, Virginia, Kentucky, North Carolina, and Florida. His ability and professionalism transporting equipment safely and efficiently on interstate high-
ways, secondary roads, and remote locations played a vital role in Vecellio & Grogan’s success. Mike has a talent for maneuvering and operating equipment with precision and expertise, which led to him becoming the lead equipment hauler for the company. His credentials and desire to achieve did not stop there. He became a Certified Flagman, Class A Driver, and Hydraulic Crane Operator. In addition to Mike’s driving duties, when called upon he operates V&G’s boom truck and rough terrain cranes. Currently, Mike also serves as Assistant Shop Supervisor. He continues to demonstrate leadership, knowledge, and loyalty to the company and to his peers. ANGUS “BUTCH” SIMS, JR. BULLDOZER OPERATOR RANGER CONSTRUCTION • 20 YRS Angus Sims, also known as Butch, began his career with Ranger Construction in 1992. He was initially assigned as Dragline Operator working on the first Everglades Nutrient Removal Project for South Florida Water Management. Following that assignment, he worked on a number of projects in Palm Beach County. As dragline worked dwindled, Butch operated various pieces of equipment, including Loader, Dozer, and Backhoe. Butch proved to be very versatile and is currently operating a GPS-equipped Bulldozer on the I-595 & Turnpike projects in Broward County. Butch is a dependable employee, and a safe and efficient operator, who has gained the respect of his supervisors and peers alike. His work knowledge and operating skills are second to none.

Vecellio Family Foundation Helps 11 Students With $10,000 Each Toward College Education Thanks to the Scholarship Programs of the Vecellio Family Foundation, the Vecellio Group is more than just a great place to work. It also played a role in the education of 11 newly enrolled college students in 2012. Founded in 1973 by Vecellio family members, the non-profit Foundation provides college scholarships each year to eight high school students in West Virginia and up to three eligible dependents of Vecellio Group employees. Recipients are chosen by an independent review board — not by VFF or the Group — based on SAT/ACT scores, school transcripts and other factors. Eleven scholarships worth $10,000 each – $110,000 total – were provided by the Foundation in 2012. Each recipient is receiving $2,500 per year for four years in care of the chosen college/university. Employee Dependent Scholarships Three employee dependents scholarships were granted in memory of Leo A. Vecellio, Sr., Vecellio & Grogan’s late cofounder. James M. Barlow, Jr., son of Jim Barlow, an employee at South Florida Materials, is attending the University of Florida with plans to become an attorney. Melisa Lopez is the daughter of Loader Operator Julio Lopez of Ranger Construction. Melisa is studying at University of Florida, majoring in International Business, minoring in French.

Liberty High School graduate Autumn Toliver also received a scholarship in memory of Leo A. Vecellio, Sr. Autumn is attending Marshall University. Three students from Woodrow Wilson High School received scholarships in memory of Leo Vecellio, Sr., Rick Vecellio (late brother of Leo Vecellio, Jr.), and Al Janutolo (former long-time V&G employee). Tazewell H. Armentrout and Madison B. Treadway are studying at West Virginia University, while Kristen Heldreth-Rutledge is going to Marshall University.

Th Vecellio The V lli F Family Foundation, at its discretion, awards two or three scholarships each year to dependents of employees of Vecellio Group, Inc., and its subsidiaries and divisions. To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of an employee of the Vecellio Group (any company or division) who has at least one year of continuous active service before Jan. 1 of the scholarship year.
Employee Dependent Scholarship applications are available from the Human Resources Department. Applications must be completed and returned no later than March 1, 2013 for consideration.

Ranger’s Rick Morris Retires After 35 Years
Scott Fowler Promoted To VP at Ranger
Bill Medcalf joined the Vecellio Group in 2001 as Vecellio & Grogan’s Construction Division President. He assumed the role after his predecessor, John Conkwright, sustained injuries Bill Medcalf in an airplane runway incident and needed to step back. Formerly a member of APAC’s executive team, Bill came to V&G with years of management experience. He was instrumental in establishing V&G’s Greensboro, NC, asphalt plant operations, which were later combined with the Sharpe Bros. acquisition. His 2012 retirement caps 11 years of valued service and substantial contribution to the Vecellio Group’s success.
After three and a half decades of service with the Vecellio Group, Richard “Rick” Morris has transitioned to a parttime consulting role. He started in 1977 as an Equipment Operator Rick Morris for Rubin Construction, later acquired and renamed Ranger Construction. His potential was quickly recognized and he was promoted to Foreman in 1978, to Superintendent in 1984 and to General Superintendent in 2000. Rick developed a vast knowledge of construction, heavy equipment and personnel management, and was instrumental in the success of many difficult projects. He also set a great example with his work ethic, commitment to quality and dependability.
Formerly Chief Estimator at Ranger Construction’s Winter Garden office, Scott Fowler is now Vice President of Ranger’s Central Florida operations, from Ft. Pierce north to the OrScott Fowler lando and Daytona areas. Scott worked for several Vecellio companies during summers in college, then was hired in 1984 by PAVEX Corporation, a sister company in Florida that later was merged with Ranger. He worked in estimating, grading and asphalt before becoming Assistant Asphalt Manager, then Grading Manager. In 1995 he became Branch Manager of an acquisition in Bartow, before transferring to the Winter Garden acquisition.

Still, succession planning isn’t a one-time deal, he added. Although a number of concurrent retirements made it an obvious strategy over the past several years, it’s really an ongoing program. “A good succession plan is a living document, something to be reviewed every six months or so. We look at the one-, three- and five-year time frames, because you never know what’s going to happen.” Unexpected departures can occur for any number of personal, family or professional reasons, in addition to the more predictable retirements. Even if attrition is the goal, such as during leaner years, the process still needs to be carefully managed. Succession planning anticipates a wide range of these possible changes and ensures that the Vecellio Group and its operations stay ready.

As for the privately-owned Group itself, which reaches the 75-year milestone in 2013, the Vecellio family is still integrally involved in its leadership, gradually transitioning from the third generation to the fourth with the continued growth of Christopher and Michael Vecellio’s executive leadership, at the Group level and at the operations level. After all, for the Vecellio Group, it’s not just a people business. It’s a family business as well.
