Strike from the Sea The Development and Deployment of Strategic Cruise Missiles since 1934

The cruise missile—also referred to as a guided missile—is a widely employed tactical and strategic weapon, capable of striking ground or ship targets with conventional or nuclear warheads. Before the development of ballistic missiles for attacking an enemy’s territory, the U.S. and Soviet strategic arsenals had land-attack cruise missiles to deliver nuclear warheads. Subsequently, the U.S. and Soviet navies, as well as other fleets, developed tactical anti-ship and anti-submarine cruise missiles. Strike from the Sea addresses the U.S. Navy’s Regulus missile program—the world’s first submarine weapon for attacking an enemy homeland with a nuclear warhead—and the similar Soviet navy’s cruise missile efforts. Prior to Regulus a few of the world’s submarines had deck guns that were employed for assaulting coastal targets; indeed, the British built a class of “submarine monitors” with large-caliber guns for attacking coastal targets.

The U.S. Navy’s rapid and successful development of the Polaris Submarine-Launched Ballistic Missile (SLBM) and budgetary constraints caused the cancellation of advanced submarine-launched cruise missiles—the Regulus II as well as the follow-on Rigel and Triton. Submarines armed with the Regulus I missile continued on patrols in the North Pacific until mid-1964, when they were replaced on the “deterrent” role by Polaris missile submarines. The Soviet navy continued the development and deployment of anti-ship cruise missiles, which retained some land-attack capabilities. NORMAN POLMAR is an analyst, consultant, and author specializing in naval, aviation, and intelligence subjects. He has served as an advisor/consultant to three U.S. Senators, the Speaker of the House, and three Secretaries of the Navy. He has written or co-authored more than fifty published books, including four editions of Guide to the Soviet Navy and nine editions of Ships and Aircraft of the U.S. Fleet. He has served in the Secretary of the Navy’s Research Advisory Board and served as chairman of the Science and Technology Advisory Board of the Department of Homeland Security.

As a naval officer, JOHN O’CONNELL, served in an aircraft carrier and heavy cruiser, and, subsequently, twenty-two years in submarines, including a Regulus missile submarine, and commanded a submarine and a submarine division. He served as U.S. Defense and Naval Attache in Tokyo from 1978 to 1981. O’Connell authored three books on air power and two books on submarines and served as a docent at the National Air and Space Museum for two decades.

Originally published in Japan in 2005, each album in The Japanese Naval Warship photo album series contains official photographs taken by the Kure Maritime Museum, as well as those taken by private individuals. These pictorial records document the main types of Japanese vessels, from battleships to submarines, based on the best images from Shizuo Fukui, a former Imperial Japanese Navy commander and technician. These photos include the ones Fukui began collecting as a young boy and continued after he worked as a naval shipbuilder, and those that he was given in order to complete a photographic history of the Imperial Japanese Navy’s ships, which include those gathered by Nagamura Kiyoshi, a shipbuilder who proactively collected photos, and the collection of machinist Amari Yoshiyuki. Moreover, with the help of shipbuilder Makino Shigeru, among others, Fukui was able to continue to gather photographs and other items throughout the postwar period. It is not an exaggeration, therefore, to say that Fukui dedicated his entire life to this work. These images are especially valuable because of the massive destruction of official documents at the end of the war. THE KURE MARITIME MUSEUM (also known as the Yamato Museum) is located in Kure City, Hiroshima Province. Its collection focuses on the people and culture of Kure, as well as its industries, primarily shipbuilding and steelmaking. The museum houses more than twenty thousand Imperial Japanese Navy photos. KAZUSHIGE TODAKA, the director the Kure Maritime Museum, is the coauthor of several books on the Japanese navy. ROBERT D. ELDRIDGE is the author of dozens of books in English and Japanese on U.S.-Japanese relations, Okinawa, and Japanese politics. He received a PhD in political science from Kobe University. There was not even agreement about when the re-entry into the Continent would occur. The Western Allies were in the midst of a great debate about the strategy or strategies to defeat Nazi Germany. COSSAC’s primary task was to create a plan that would be approved by the inter-allied Combined Chiefs of Staff. To gain that authorization, Morgan had to decide where the attack was to take place, address the need for improvised shelters for the transport ships until a port could be captured; create all the structure necessary for a multi-national force that would liberate countries, not occupy them; and convince his superiors that it could be done with the limited forces they were willing to provide. COSSAC presents a new interpretation of Morgan’s vital contributions to the development of the OVERLORD plan by exploring his leadership, his unorthodox approach to problem-solving, and his willingness to disregard or modify orders he thought wrong. By constantly taking the initiative to move the discussions forward, Morgan secured the needed political approval of a concept for the Normandy landings that Montgomery and Eisenhower would modify into the D-Day operational plan.

Assured Destruction: Building the Ballistic Missile Culture of the U.S. Air Force documents the rapid development of nuclear ballistic missiles in the United States and their equally swift demise after the Cuban Missile Crisis, revealing how these drastic changes negatively influenced both the Air Force and the missile community. David W. Whaling Captains of Color

America’s First Meritocracy The history of whaling as an industry on this continent has been well-told in books, including some that have been bestsellers, but what hasn’t been told is the story of whaling’s leaders of color in an era when the only other option was slavery. Whaling was one of the first American industries to exhibit diversity. A man became a captain not because he was white or well connected, but because he knew how to kill a whale. Along the way, he could learn navigation and reading and writing. Whaling presented a tantalizing alternative to mainland life. Working with archival records at whaling museums, in libraries, from private archives and interviews with people whose ancestors were whaling masters, Finley culls stories from the lives of over fifty black whaling captains to create a portrait of what life was like for these leaders of color on the high seas. Each time a ship spotted a whale, a group often including the captain would jump into a small boat, row to the whale, and attack it, at times with the captain delivering the killing blow. The first, second, or third mate and boat steerer could eventually have opportunities to move into increasingly responsible roles. Finley explains how this skills-based system propelled captains of color to the helm. The book concludes as facts and factions conspire to kill the industry, including wars, weather, bad management, poor judgment, disease, obsolescence, and a non-renewable natural resource. Ironically, the end of the Civil War allowed the African Americans who were captains to exit the difficult and dangerous occupation—and make room for the Cape Verdean who picked up the mantle, literally to the end of the industry. SKIP FINLEY is a former broadcasting executive who was responsible for over forty U.S. radio stations and experienced success in all areas of radio. Attempting retirement since age fifty, he keeps returning to communications, currently in marketing at the Vineyard Gazette Media Group on Martha’s Vineyard, where he summered since 1955. For five years Finley wrote the weekly Oak Bluffs Town Column and is a contributor to several publications in the areas of whaling and history.

U-Boat Commander Oskar Kusch Anatomy of a Nazi-Era Betrayal and Judicial Murder BY ERIC C. RUST To his enlisted men on U-154, Lieutenant Oskar Kusch was the ideal skipper—bright, experienced, successful, caring, tolerably eccentric—and a popular captain who always brought his boat home safely when so many others vanished without a trace. Early in 1944, after his second patrol under Kusch, his executive officer, a reservist with a doctorate in law and member of the Nazi party, denounced him on charges of sedition and cowardice. A hastily arranged court-martial cleared Kusch of the cowardice accusation but sentenced him to death on purely ideological grounds for “undermining the fighting spirit” of his boat. Abandoned by all but his closest friends and relatives, coldly sacrificed by Grand Admiral Karl Dönitz, unwilling to plead for mercy, and to the end tormented by a naval legal bureaucracy acting in collusion with the brown regime, Oskar Kusch was executed in May 1944. This study, the first scholarly work on Kusch in English, traces his career and ordeal from his upbringing in Berlin to his tragic death and beyond, including the fifty-year struggle to rehabilitate his name and restore his honor in a postwar Germany long loath to confront the darker dimensions of its past. ERIC C. RUST, a native of Lübeck, Germany, and a veteran of the Bundesmarine, holds a doctorate from the University of Texas at Austin. He has been a professor of history at Baylor University in Waco, Texas, since 1984. His research focuses on German maritime and naval history, especially submarine warfare.

Armoured Cruiser Cressy Detailed in the Original Builders’ Plans BY ANDREW CHOONG The subject of this volume is best known for the disaster of 22 September 1914 where Cressy and two sister-ships, Aboukir and Hogue, were sunk with great loss of life by a single small submarine in little more than an hour. Having been overtaken by the rapid advance of naval technology in the fifteen years since their construction, the cruisers were regarded as obsolete and employed on a task for which they were never intended. However, in their day they were powerful and innovative ships, with a significant impact on the way the armored cruiser developed. This becomes clear from the analysis of the plans included in this book, which thus presents an original and more positive view of these ships that will enlighten— and perhaps surprise—many naval historians and enthusiasts. Rear Admiral S N Timiryov was well placed to make observations on the character of significant commanding officers and also many of the operations of the Baltic Fleet from 1914 to 1918. He trained their many of the key figures and shared battle experiences in the Russo-Japanese War of 1904–5 and the siege of Port Arthur; and he spent a year in Japan as a prisoner of war with a number of them. The torpedo-bomber reached its zenith in World War II, particularly from 1940– 42, with notable successes at the Battle of Taranto, the sinking of the Bismarck, and Pearl Harbor. A Developmental History BY JOHN HENSHAW The revolutionary battleship Dreadnought of 1906 brought together in one package the new technology of oil fired boilers and steam turbines, and all-big-gun armament; in doing so she rendered all other capital ships then afloat completely obsolete. RULES OF THE GAME

At Jutland in 1916, the British Grand Fleet, the most powerful in the world, finally engaged and should have crushed its German rival. It failed to do so, and this study aims to reveal that important failures in its handling of the battle originated in conflicting styles of command and different understandings of the rules of the game. Andrew Gordon here examines issues of peace and war relevant not only to Jutland but to all fighting services, and to the present as well as the past. When published in hardcover in 1997, this book was praised for providing an engrossing education not only in naval strategy and tactics but in Victorian social attitudes and the influence of character on history. In juxtaposing an operational with a cultural theme, the author comes closer than any historian yet to explaining what was behind the often-described operations of this famous 1916 battle at Jutland. Although the British fleet was victorious over the Germans, the cost in ships and men was high, and debates have raged within British naval circles ever since about why the Royal Navy was unable to take advantage of the situation. The book is the winner of the 1997 Westminster Medal for Military Literature and was the Longman/History Today Book of the Year in 1997.

ORAL HISTORY PROGRAM

T

he Naval Institute Press is pleased to announce the publication of the oral history of Adm . Thomas H . Collins, U .S . Coast Guard (Retired) . Admiral Collins served for an eventful thirty-eight years, from the time he entered the U .S . Coast Guard Academy in the summer of 1964 until his retirement from being the twenty-second commandant of the Coast Guard in May 2006 . From the Cold War to the War on Drugs to protecting the U .S . homeland, Collins held six different major commands . Admiral Collins’ oral history interviews reveal that he was a leader skilled at implementing organizational change in a dynamic and large institution like the Coast Guard . It was a skill he honed throughout his entire career and one he put to good use as he achieved greater responsibility . One of many examples of him being a change agent was his vision that led to the establishment of Coast Guard Sectors during his tenure as Commandant . As commandant, Admiral Collins oversaw an aging Coast Guard fleet of cutters, aircraft, and communication systems and an active-duty force that was about the same size as the New York City Police Department . Despite the chronic underfunding of the Coast Guard, which readers are made well aware of throughout the interviews, Collins’ budget expertise the Coast Guard enabled to up to its motto of “Semper Paratus” and prevented any terrorist attacks in our nation’s 361 ports and 95,000 miles of waterways—no small feat considering the September 11, 2001 attacks and the concerns that the maritime sector was the next target . Moreover, Admiral Collins deployed Coast Guard personnel and platforms overseas in support of Operation Iraqi Freedom in March 2003 . Finally, as if guarding the U .S . homeland against a maritime 9/11 attack and deploying forces in support of DOD’s combatant commanders weren’t enough, Admiral Collins also oversaw the transfer of the U .S . Coast Guard from the Department of Transportation to the newly created Department of Homeland Security in March 2003, followed two years later by the Coast Guard’s rescue of 24,145 lives and 9,409 medical evacuations in the aftermath of Hurricane Katrina . Admiral Collins’ memoir serves as an invaluable resource on a significant chapter in U .S . Coast Guard history, as well as a testament to a remarkable career .
