About the Center The Center for Strategic & Diplomatic Studies (CSDS) conducts cutting-edge research on global and national security issues and develops academic programs dealing with diplomacy, strategy and leadership. It seeks to serve as a bridge between academia, the private sector and the government, breaking down the walls that have traditionally separated them. The CSDS is located within the Patel Center for Global Solutions (photo) at the University of South Florida in Tampa.

Dear Friends and Supporters, The Center for Strategic & Diplomatic Studies (CSDS) plays an important role supporting USF establish itself as a globally-engaged institution. The center has become the stage where influential thinkers and dignitaries come to share their visions and enlighten our community about key global challenges. The world has become irreversibly connected and interdependent. Only those institutions that understand this profound transformation can excel. This philosophy underlies the deep commitment by the CSDS to increase student and faculty awareness of this transformation and prepare them to succeed in this new environment. The success of the CSDS in its first two years is inspiring. Increasingly large numbers of students, faculty and members of the local community participate in our programs. The center has organized three international conferences, and held 16 Conversations on Global Security. We are developing the outlines of a Graduate Certificate Program in Global Leadership, have established an Advisory Board, and attracted seven Research Affiliates from the United States and the United Kingdom. For different programs, the center collaborated with the U.S. CENTRAL COMMAND, the NESA Center for Strategic Studies in Washington, D.C, the Tampa Bay Area Committee on Foreign Relations, and with different colleges across the campus. Many of these activities were funded by outside sources. These events, along with the many published articles and interviews given by our team at the CSDS, significantly increased the national and international visibility and the academic prestige of our university and helped with its student recruitment efforts. These activities reached out to more than 120 countries. In 2015, the CSDS will build upon our past successes, expanding our existing programs, and, most importantly, undertaking new initiatives. The Center will host an international conference on extremism in the Greater Middle East in January. We will strengthen our relationship with USF’s Student Government, conduct more collaborative work with universities and centers at home and abroad, and start a new Diplomat-In-Residence and Student Internship program. We will introduce a new website with expanded features and videos of our programs. And the Center will intensify its fundraising campaign in order to develop, among other things, scholarships for extraordinary students. In fact, the Center has received a modest private donation for student scholarships. Our success in such a short time has been possible thanks to the unwavering support of President Judy Genshaft, Provost Ralph Wilcox, Vice Provost Roger Brindley, Dean Eric Eisenberg of the College of Arts and Sciences, Dean Moez Limayem of the Muma College of Business, Dr. Karen Holbrook, Mr. Walter Andrusyszyn, Judge Raymond Gross, and Rear Admiral Jon Bayless (Ret). The Center for Strategic & Diplomatic Studies conducts a well-received “Conversation Series on Global Security,” which brings to the university leading experts and diplomats for in-depth conversations on global security. The Center organizes conferences and highly specialized workshops about international affairs. It endeavors to produce non-ideological and non-partisan policy recommendations that contribute to international peace and harmony.

Graduate Certificate in Global Leadership The Graduate Certificate in Global Leadership is designed to educate students about the essential elements of effective leadership in the age of globalization. Specifically, it seeks to help future leaders understand the intricacies and complexities of the global challenges we face, sensitize them to cultural, religious and ethnic issues, and familiarize them with emerging technological and political trends. Based on the recommendations of a campus-wide committee, the Global Leadership Certificate offers an interdisciplinary and holistic approach to leadership. This certificate compliments USF’s 2015 Quality Enhancement Plan (QEP) theme, the Global Citizens Project. The outlines for the certificate program have been completed for a planned program start in 2015.

Conversation Series on Global Security The Conversation Series on Global Security, the first program designed by the Center, brings leading global thinkers to the campus to discuss major global security challenges. In an informal and highly interactive environment, the moderator, CSDS Director Mohsen Milani, poses key questions to his guests and challenges them, followed by a question-and-answer session from the audience. The growing success of the series can be measured in the increase in attendance by students and faculty, some of whom now bring their classes, as well as by members of the general public representing a variety of sectors of the community.

Illustrious Participation Distinguished guests who have come to USF to speak include: Ambassador Thomas Pickering, Former Ambassador to Israel, Russia, India, El Salvador, Jordan and Nigeria, and the United Nations. Steven Coll, two-time winner of the Pulitzer Prize, author of seven books, and former Dean of the Columbia School of Journalism. Graham Fuller, author and former Vice Chairman of the National Intelligence Council, served as the CIA station chief in Kabul, Afghanistan. CSDS Conferences 2012-14 The conferences organized by the CSDS focus on emerging international issues that have serious ramifications for American national security. These conferences are comparative, as they look at the same issue from the perspectives of different countries.

Scanning the Horizon December 4-6, 2012 This three-day conference focused on current and future political, economic, societal, and security threats to the United States. The event was organized in collaboration with the Central Command Academic Consortium and the NESA Center for Strategic Studies, Washington, D.C. Distinguished speakers included: Vice Admiral Robert S. Harward, Deputy Commander of the U.S. Central Command (USCENTCOM). Paul R. Pillar, non-resident Senior Fellow at Georgetown University and a 28-year veteran of the Central Intelligence Agency. Ambassador James A. Larocco, served as Director General of the Multinational

Force and Observers and was Principal Deputy Assistant Secretary of State for the Near East, U.S. Farhad Kazemi, Professor Emeritus of Politics and Middle Eastern Studies at New York University and former president of the Middle East Student Association of North America. Kristin Smith Diwan, Assistant Professor in Comparative and Regional Studies at the American University School of International Service. Mariya Y. The Greater Middle East & Central Asia in 2020: Implications for American Foreign Policy March 17-18, 2014 This two-day conference focused on future trends in the Middle East and Central Asia. Discussion covered democracy, Islamism/Islamic movements, proliferation of weapons of mass destruction, terrorism, and American foreign policy. Distinguished speakers included: Roger Cohen, author and columnist for the New York Times and The International Herald Tribune. Judith Yaphe, Distinguished Research Fellow for the Middle East in the Institute for National Strategic Studies, the National Defense University at Ft. McNair, Washington, DC. Kenneth M. Pollack, Senior Fellow at Saban Center for Middle East Policy at Brookings Institutions and author. Frederic Wehrey, Senior Associate in the Middle East Program at the Carnegie Endowment for International Peace.

CSDS Leadership Advisory Board Karen A. Holbrook, Ph.D. serves as Sr. Advisor to the President at the University of South Florida. Prior to this position, she was Senior Vice President for Global Affairs and International Research at USF, president of The Ohio State University and provost and professor of cell biology at the University of Georgia. She is currently on the board of the Institute of International Eduction (IIE) and has been a member of the International Advisory Councils and of numerous committees of KAUST (King Abdullah University of Science and Technology).

Executive Director Dr. Mohsen Milani is the Executive Director of the Center for Strategic & Diplomatic Studies and Professor at the University of South Florida. He served as chairman of the Department of Government and International Affairs at USF for 13 years and has been recipient of numerous teaching awards, including the Outstanding Undergraduate Teaching Award from USF. He was a research fellow at Harvard, Oxford, and Foscari University (Italy). Since 2000, Dr. Milani has participated in 180 conferences and workshops in 25 countries and has testified before the U.S. Congress as a subject matter expert. The Honorable Raymond O. Gross, recently retired Circuit Judge in the Sixth Judicial Circuit of Florida, served from 1995-2014. Gross has been presented with the 2006 USF Donald A. Gifford Alumni Service Award, USF President’s Distinguished Citizen Award (2002), and the USF Distinguished Alumnus Award (2002). He graduated from USF in 1969, with a bachelor’s degree in political science, and earned his juris doctorate in 1972 from Florida State University, where he served as student body president. He has been an active supporter and alumni affairs participant and has served on the Foundation boards at both universities, and was elected in 2010 to emeritus status on the USF Foundation Board of Directors. Rear Admiral Jon W. Bayless, Jr. United States Navy (Ret), is a consultant to the Aerospace and Defense Industry, with a 31-year career in which he held six different commands. He has led organizations and activities ranging from 200 to 20,000 personnel in the areas of senior operations and program management. These included Commander, Navy Region Midwest; Commander, Harbor Defense Forces Western Pacific; Commanding Officer, Patrol Squadron Sixty-Six and his last assignment at the Pentagon as the as the Deputy Chief, Navy Reserve. His military decorations include the Distinguished Service Medal, the Legion of Merit, and the Meritorious Service Medal.


Research Affiliates Randy Borum is a Professor and Program Coordinator for Strategy & Intelligence Studies in the School of Information at USF. He has served on the Intelligence Science Board (ISB) of the Director of National Intelligence and on the Defense Science Board Task Force on Understanding Human Dynamics. Dr. Borum has taught courses on Terrorism, Custodial Interrogation, Intelligence Analysis, and Criminal Psychology and is author/ co-author of more than 150 professional publications. Michael Decker is Maroulis Professor of Byzantine History and Orthodox Religion and Associate Professor of History at USF. He served as an Andrew Mellon Postdoctoral Fellow at Rice University. At Rice, Michael worked with Professor David Cook, with whom he studied Arabic and from whom he developed an appreciation for Islamic history and the study of radical Islam. His most recent book is The Byzantine Art of War (Westholme, 2013). Mirela Iamandi Stimus is a political analyst specializing in Eastern European affairs and Strategic Communication. As a political journalist, she authored over 1,000 columns and editorials in European media and served as special correspondent in the U.S. for the CNN affiliate in Romania. Ms. Stimus holds a Law degree from the University of Bucharest and is a Ph.D. candidate in Government & International Affairs at USF. Mohammadreza Kalantari is a Doctoral Research Fellow in the Department of Politics & International Relations, Royal Holloway, and University of London. His research interests focus on political Islam as a transnational movement, with particular concentration on the Shiite clerical elite in the Middle East. His

Ph.D. research describes the contemporary Shiite activism in the region, relying on the opinions of the local religio-political elite communities. He has published his works in several journals and is an active commentator on Shiite communities in Iran, Iraq, and Lebanon. Darrell Slider earned his Ph.D. in Political Science at Yale, and began his career as a specialist on Soviet domestic politics. Since the collapse of the USSR, he has published extensively on the politics of Russia and Georgia. He is widely recognized as one of the leading authorities on Russian regional politics, federalism, and the rise of “Putinism” and he was a Fulbright scholar in Russia. Currently, his research is focused on corruption and governance in Russia. Hiva Feizi is a Ph.D. candidate in the Department of Government and International Affairs at the USF. She received her M.A. degree in Public Diplomacy and International Affairs from the University of Southern California. Her research interests include Iran’s foreign policy, strategic narrative, public diplomacy and soft power rhetoric. Peter N. Funke is Assistant Professor in the Department of Government & International Affairs at USF. He received his Ph.D. from the University of Pennsylvania and his Vordiplom from the Freie Universität Berlin. His research focuses on transnational social movements, new media, and movement politics under globalizing capitalism. Parandoosh Sadeghinia earned her bachelor’s degree in English Language and Literature and is currently a graduate student in the College of Education at USF.
