Gymnastics is working hard to serve you efficiently and professionally. We've made great strides in improving customer service and we're very excited about the new season upon us.

Due to our website upgrade, we were able to begin online registration for the 2001-02 season on June 26, four weeks earlier than ever before. Hundreds of peop le have taken advantage of the service. Our website also offers the most complete listing of downloadable forms that you need. You'll find everything from sanction request forms, to merchandise forms, program forms and membership forms . Thanks to your suggestions, our new and improved phone system was introduced in May. Rarely will you receive a busy signal as we are now able to answer incoming ca lls in the order received. The service allows callers to queue fo r the next available Member Services Representative. Furthermore, each USA Gymnastics staff member now has a direct line, so you no longer need to use the switchboard to rea ch one of our employees. Moving forward, we are working toward many new technological advances. Our goals for upcoming months include being able to register for competitions, clinics and educationa l courses online. dneYement Pr m Men's Program has updated the Boy's Basic Skills Achievement Program and it was unveiled at USA Gymnastics National Congress. This program is intended for young boys and consists of four levels including Preschool, Class 10, Class 9 and Class8.The skills in each level have been selected to provide the coach with a simple progression of basic skills, which are appropriate for the beginner level student. This program can be incorporated directly into the typical one-hour class lesson plan. The program, which has been designed and reviewed by some of the best coaches in the United States, can be adapted to any program and any age group for boys. The program is also intended to integrate easily into the USA Gymnastics Age Group Competition Program and the Junior National Development Team program (Future Stars) which will provide the opportunity for further growth within your boy's program. The intent of the program is that it can benefit every club and coach that has boys in its program. If you are just starting a boy's program, you need a little guidance with your existing boys' program or you already have a great boys' program, the Basic Skills Achievement Program is for you. The mission of USA Gymnastics is to encourage participation and the pursuit of excellence in all aspects of gymnastics. The Basic Skills Achievement Program was designed to meet the following criteria, needs and objectives:

1

Most boys' instructional class programs are based on classes that meet once per week and are approximately one hour in length.

2. Success

of t he business is linked to the enrollment in these classes.

5: Students need to feel

that they are learning and doing gymnastics from the very first class to provide positive reinforcement and the opportunity to advance.

4. Parents

need to see a well -organized and executed program where students visibly progress.

5. The program must be flexible to allow adaptability to the individual difference between programs, individuals and classes.

program must provide for and encourage the recognition and rewarding of individual accomplishment.

7. The

skills within the program should be specifically described and easily understood to insure consistency both in skill teaching and the evaluation of the student's progress.

8. Establishing beginner programs should be inexpensive. The Basic Skills Achievement Program consists of four parts:

A basic skill curriculum divided into four levels of progression.The curriculum covers skills on all six of the men's Olym pic events plus trampoline. There is also a section on Strength and Flexibility and Basic Conditioning Activities.

A

BSAP Evaluation Sheets which provide the instructor the means to document the progress of the student. These sheets ca n be duplicated as needed.

A

The BSAP Skill Chart which provides the means to record and recognize the progress of all students within the program or a class. Additional BSAP Skill Charts are available through USA Gymnastics Member Services at 1-800-345-4719 .

Compulsory Vault for 200 1 by Tim Rand: Region 8 JO Chairman

T Level 4 Vault for 2001 - "Jump from the board to a handstand on a stacked mat surface. Maintain a straight body position and fall to a straight lying position on the back. " Repulsion from the hands is not required - If there is repulsion which results in athlete landing on the feet, she must return to a straight lying position on her back to receive no penalty. Start value will be 1 O. 00 Equipment Specifications for Level 4 Vault - Recommendation that manufactured skill cushions and/or resi-pit (minimum of 5' wide by 10' long) must be stacked to a minimum of 32, 40 or 48 inches in height. An additional mat (minimum of 4 inches)

his article will deal with the JO Committee's rationale for the new Level 4, as well as providing some drills and ideas for training the new vault.

The decision to change the Level 4 vault came directly from the coaching community in every region of the country. There has been tremendous controversy concerning the safety and the validity of teaching a squat vault versus a handspring vault. In addition, there has been a problem with the difference of start values for the squats and handspring vaults in many states. The JO committee is concerned that difficulty has been emphasized to separate the athletes at Level 4. This is not the intention or necessarily the philosophy of the JO committee. However, the biggest concern from the coaching community was that the Level 4 squat vault was not a progressive vault for teaching athletes to become great vaulters in the future. Coaches felt that gymnasts had to hold back their run and heel drive in order to control the vault to avoid an injury. On the other side of the debate however, was the belief that the squat vault could be taught easier than a handspring vault and allowed more athletes to be able to enter competitions and compete successfully. A little 40 pound, 6-8 year old Level 4 who could do a squat vault over the horse often had difficulty performing a handspring vault over the horse, either out of fear or lack of power. The JO committee decided that it wanted to provide a vault that would satisfy both of these concerns from the coaches. The committee wanted to develop a program that provides competitive opportunity to a large number of athletes and also provides worthwhile progressions for the future development of those athletes. The JO committee agreed the squat vault had problems, but felt a regular handspring vault was too difficult for the average Level 4 to perform successfully. After looking at the weaknesses of vaulting in compulsories, the committee felt the run, hurdle and board contact were the biggest problems in Level 4 vaUlting, and hope the changes that have been made will help to improve these areas. Level 4 athletes were having problems with the run due to the nature of the squat vault, and also out of fear of running full speed toward the horse. Therefore, it was decided to take the horse out of the picture for Level 4, so we would be able to eliminate the squat vault. By doing this, the gymnasts could improve the speed of the run, and

must be placed on the floor behind the mat

stack. A line of tape must be placed across the width of the landing surface at a distance of 32 inches from the front edge of the top skill cushion. The far edge of the tape must be placed at 32 inches. There are no changes to the Level 5 and 6 vault.

still allow a wide range of athletes the ability to compete successfully. The emphasis for Level 4 will be on the first half of the vault. We hope the run and preflight of the handspring without a horse will improve. If we can get our Level 4 athletes to do this successfully along with a tight, locked out finish lying position on stacked mats, they will be on their way to developing good vaulting technique. In competitions, the judges will evaluate the run for the first time. The actual speed wi ll not be evaluated, but the judge will determine if the athlete maintains an accelerated run through to the hurdle. The j udges wi ll also be looking at positions on the board as part of their evaluation. The preflight of Level 4 should improve greatly. If we start at the beginning competitive levels to work on the run, hurdle and board positions with tight, straight shapes and a good block off the horse, we wi ll provide our athletes strong basics, allowing them to become better vaulters in the future.

The Member Services Department has started processing athlete as well as all other memberships for the 2001-2002 season. Here are some reminders and pointers to help make this season a smooth and successful one for all.

If you choose to fax your membership forms to the

Member Services fax line here are a few pointers: Use a cover sheet indicating how many pages are in your fax transmission for groups of membership forms. If you do not indicate the amount we should expect, we have no way of knowing if forms are missing in the fax transmission. • Credit card payment information must be present on all sanction and membership forms submitted by fax. Do not fax forms with a note that states the "checks in the mail." We are sorry but the forms will not be processed until payment has been received in the office. • Do not fax forms more than one time as you are risking duplicate charges to your credit card.

Due to the high volume of telephone calls, representatives wi ll not be able to walk you through th e online process, nor will they be able to complete the online services for you . Proofread and then proofread again all forms submitted to USA Gymnastics Member Services. • Please designate someone to proofread all membership forms to ensure required areas are completed and that proper payment is submitted. All forms submitted without a required signature, missing or unclear information, incorrect payment, etc. will result in delayed processing. This means the member will be in a pending status and will not receive magazines, a membership card, or be allowed participation in USA Gymnastics sanctioned events.

3.

Keep a copy of all athlete forms submitted to USA Gymnastics on file at your club. This is required by our insurance compa ny.

4.

Avoid Rush fees! Plan ahead to allow ample time for all forms submitted to USA Gymnastics. Processing time is three to four weeks from the date the complete membership form and proper payment are received in our office. All forms without proper payment or complete information will take longer! •

We assembled a team of experie nced coaches, club owners and program directors who have enjoyed successful boys programs and competitive teams. Gene Watson was one of the founding fathers of th is program so we wanted his input again. Also making this program come to life were: Steve Butcher, Tom Meadows, Steve Randall, Phil Savage, Joy Umenhofer, Dennis Mcintyre and myself.

original program was developed in 1993. The sport has changed greatly since the n and the Junior Olympic Age Group Program has made many changes as well. The BSAP just needed a little tune-up to come into the future with the sport and the JO Program. The Men's Program is placing a major emphasis on education. The BSAP is just one of the educational projects that we will be unveiling this year.

How do you hope this will affect the boys' program?

We hope that the program will be " " well received and implemented in all clubs. Almost every club has preschool boys. What happens to those boys who want to continue the sport, past the ripe old age of 57 We think this program will help those clubs be able to have a plan or guideline to continue their boys class programs, even if they never have a competitive team .

About Boys oys are very competitive by nature. Incorporating games and simple cont ests within the skill learning will make classes both fun and motivating for the students.

Basic gymnastics is the same regardless of the age of the student, however; older boys will progress more quickly through the beginner levels due to their increased strength and physical maturity. Classes and age groupings should be designed with this fact in mind. Boys will find a way to keep themselves busy if you do not. It is always better to choose their activity than to let them make it up. Boys' classes should be planned to utilize mUltiple stations and maximum participation to keep students on task. •

My name is Don Holder, and I look forward to receiving every issue of Technique magazine. One of the main reasons for being a member of the 1952 Olympic Team and also the 1955 Pan Am Team, was due largely to the efforts of my former Coach, mentor and good friend Frank Cumiskey. My concern is with the July issue of Technique. On page 43, Frank's name is spelled incorrectly with an "0", and should be with a "U" as in Cumiskey. Please take note and correct. My wife Connie and long time friend, Pat Signorelli and I, who were students of Coach Curniskey, recently had a visitation with Frank and his lovely wife Peggy. Frank is 88 and still tells remarkably great stories of the past Olympics he attended, (which I feel should be recorded for history), like working the pommel horse on a moving train while traveling to the 1932 Games in California. yan Weston, 21, is a 5-time USA National Team Member in Trampoline and Tumbling. In fact, he won the trampoline national title five times in 2001, 1999, 1998, 1997, and 1996! He's from Chubbuck, Idaho and trains at Elite Performance with his coach Joy Umenhofer.

Ryan, who began the sport at age 8, finished eighth at the 1999 World Cup in Germany and was the alternate to the 2000 Olympic Games. At the 1999 French National Championships Ryan took fourth . At the 1999 World Championships in South Africa his team finished first in double mini, and 19th in trampoline. Ryan's toughest skill right now is a Miller Plus, which is a double back flip straight with four twists. Ryan graduated from high school with a 4.0 grade point average and is an Eagle Scout. He attends Idaho State University and will be a junior in the fall. He's one of four children. He has two sisters, Shaleen and Jeanna, and one brother, Kevin . Ryan's hobbies are playing the piano and art.

Ryan is competing at the World Championships for Trampoline and Tumbling in Odense, Denmark, Ju ly 26-28, at the time of printing. He's also looking forward to competing in the Goodwill Games, August 29 - September 9 in Brisbane, Australia. Good luck Ryan!

article about the first American international gymnastics team. The team of the Milwaukee Turners competed in Germany against the best gymnasts in the world at that time and did very well. George Brosius was our first international coach. He took eight men from the very successful 1879 Milwaukee Turner team to Frankfurt, Germany where they met and competed against the best gymnasts in the world at the time the following year. This article provides interesting flashbacks as we enter the new Millennium.

The year was 1880, a time plior to the advent of the modem Olympic Games. A national governing body for sport in the United States was still eight years away. In that year, Walter Camp presented changes to lUgby styled football which evolved into present day football in America. Professional baseball's National League was in its infancy. Basketball was unknown. Gymnastics, on the other hand, had been established in the United States thirty years earlier with competitions dating from the first national gathering of gymnasts in Philadelphia in 1851. Gymnastics spread from a sophisticated playground in Berlin in 1811 to evelY comer of central Europe, Great Britain, Russia, Greece and the United States. Other gymnastics systems

influenced by the Germans appeared in Scandinavia and eastern Europe. Gymnastics programs grew rapidly in the United States due to the influence of the Turners, beginning in 1848 when a large immigration of Gelman people resulted from a failed revolution to establish a democracy in their homeland. They sought freedom in America and brought gymnastics with them. By 1880, Amelican gymnastics was on a par with that practiced in Europe. The Turner leadership was curious to know just how well our gymnasts would fare against the world's best. If you attended a gymnastics meet in 1880, you would observe many of the types of apparatus we have today although it was primitive compared with )----------------

' present day ~quipment. Some of this apparatus is found in the photograph. Most competitions '" were held outdoors. A gymnast was trained to be wen-rounded in heavy apparatus; parallel bars, pommel horse, vaulting horse, horizontal bar and flying rings. Unlike gymnasts of today, they also competed in selected track and field events. The "Zwolfkampf," literally twelve competitivt events from gymnastics and track and field, was contested in Europe and was also known and practiced by Turners in America. A gymnast competed in all twelve events and generated a -combined score. The most renowned teacher of gymnastics (furnlehrer) at the time, a man sought after by clubs in Chicago as well as New York, was George Brosius of TV or ''TurnVerein" Milwaukee, better known today as the Milwaukee Turners. The club was founded in 1853

and Brosius was a lifelong Turner, a gymnast from age fifteen. He fought for the Union in the Civil War and was taken prisoner in Missouri in 1863. He was jt:eated very badly by his captors since German i.nulligrants, as a group, favored the abolition of slavery. He lost sixty of his 160 pounds prior to his release and was in very poor health. It took several years for his recovery. Between 1865 and 1875, Brosius competed with his Milwaukee Turner ' teammates. They won top honors at regional and national meets during the period. Brosius had won first prize as a Junior in the first national Tumfest held in Milwaukee in 1856. When the Turner system was introduced to the public schools of the city in 1875, Brosius was appointed Superintendent of PhYSical Education. He continued to train promising gymnasts at the Turners, however. The 1880 Turnfest to be held in Frankfurt, the fifth, was

announced in German American newspapers. These festivals had attracted as many as 20,000 participants in 1863 and were held every three to five years. -Brosius wrote to the Gern;lan organizing committee asking if foreign teams might be invited to particpate. He was surprised and happy that the Milwaukee team, who won the national Turnfest competition in Philadelphia in 1879, would be more than welcome. The premier gymnasts in the Unite States would have an opportunity to compete against the b~ ts in the w orld at that time. The local Turners began raising funds for the trip and finally arr ged or the participation of a team of eight men and their leader, George Brosius. Their theme during fund-raising was "To Dare is to Wm!" And win they did! Four of the eight man team produced scores in the "Zwolfkampf' placing them in the top six positions. A photograph of the team accompanies tb.is article. Their success was widely reported in the foreign ana domestic press. Specifically, Herman Koellier laced second; 000- Wagner, 3rd; Carl Muelle~ 5th and Anton Schafer 6th. A German Turner from Frankfurt won the coveted laurel wreath awarded to the top man. He was Christian Meller. Teams from Belgjum, England, France, Holland, Italy, Russia, Switzerland and Hungary took part. This ,was America' s~ first international team. Yoichi congratulated our gymnasts on their continued successes internationally. Raj Bhavsar, Steve McCain, and Clayton Strother did very well in Moscow and Romania. The chair thanked Dave Juszczyk and Ron Brant for their work on gathering input for potential changes to the FIG Code. George Beckstead is currently meeting with the men's techIlical committee on various issues. Jamie Natalie announced his retirement. Yoichi expressed thanks for his contributions to our team and wished him the best of luck in the future. FUN

VICE路CHAIR FOR MEN POSITION

Tim Daggett reviewed the Vice-Chair for Men position. Daggett served eight years in this position. He recommends a person with political savvy and a view of the big picture. This person should also be assertive and not afraid to voice an opinion. It can sometimes require a lot of time, especially if there is a major issue being addressed by the board. You must be able to work closely w ith other Executive Committee members and be able to garner their support. Tim Daggett recommends that all potential candidates call him to get a briefing before pursuing the position. Tim Daggett does not have a personal recommendation. There has only been one name proposed for this position so far. Tim Daggett's term ends after the next board meeting in November where elections for his position will take place. Nominations will be taken from the floor, candidates will speak for about five minutes each and discussion will follow. The board votes after this process. The MPC is presently considering all candidates interested in the position of VP for Men. Galimore suggested the formation of a committee to review all of the possible candidates and make a recommendation to the MPC. Galimore feels that MPC support of one candidate will be important in getting whom we want elected at the board meeting. Ron Brant recommended an interview process. The committee agreed and confirmed this being done at the upcoming U.S. Championships. Bill Foster, a past Board Member, echoed the comments of Tim Daggett. After lengthy discussion, it was determined that the entire committee will work on submitting the names of potential candidates. The goal is to get the names down to two primary candidates and have the MPC interview them as early as the u.s. Championships.

In a follow up to the request for aTC residency made by Sanjuan Jones, Ron Brant and Vitaly Marinitch, after reviewing the requested video of Sanjuan's training, recommended a special training reques t through the u.s. Championships. This request will allow Sanjuan an opportunity to train at the aTC until after the u.s. Championships when his progress will be re-evaluated and full resident program status can be considered.

Scott Vetere's petition was based on injury. Kurt Golder spoke on his behalf. Vetere wants to petition to the U.S. Championships and the World University Games Team. His shoulder injury will prevent him from being able to compete at the qualifier. It was confirmed that he would not compete in the qualifier even if the petition was denied. The MPC requests a doctor's note.

III. FOREIGN ATHLETE INVOLVEMENT TIm Daggett spoke about the USAG Executive Committee's (EC) stance on this issue. The Executive Committee has a policy that a non-citizen cannot have a position on our national team. The EC also will not permit a foreign athlete to compete in our national championships. This policy prevents any American citizens from being displaced in the results. The FIG now requires citizenship in order to represent any country internationally. Alexander Artemev's petition to the u.s. Gymnastics Championships needed to be reviewed because of this policy. The MPC will permit Artemev to compete, exhibition only, due to the policy of the Executive Committee. TIm Daggett spoke again about finding the right person for our VP for Men's position.

IV. WORLD UNIVERSITY GAMES TEAM SELECTION Kurt Golder made suggestions as to the determination of the three final positions for this team. The other members of the MPC do not want to limit the criteria at this time. There was lengthy conversation regarding how the scoring information should be gathered. The MPC has a goal reaching the highest team score. Obviously rank order will be considered in any selections.

C. Beckstead joined call. Dave Juszczyk has volunteered to run a computer-scoring program to help gather information to consider for the World University Games team selection. The MPC supports Juszczyk 's efforts to produce this program.

2002 MEN'S PROGRAM BUDGET

Senior Men's Program Director, Ron Galimore, presented an overview of the 2002 men's program proposed budget that the MPC members were given to review prior to the call. The final budget provided that the program will be based on guaranteed income for USA Gymnastics in the year 2002. We are being asked to prioritize items in the budget in the event additional funds become available to the men's program later in the year through additional sponsor dollars. The final budget will be approved at the November Board meeting. Ron Galimore requested input from the committee, mentioned that we needed to set some priorities and that he needed to submit the proposed budget to Bob tomorrow. Galimore then walked us through the budgeting timeline, process, and provided a detailed review of each item. He covered items in his review such as domestic events, camps, international competitions, athlete/ coach support, and several other items. There were questions by the MPC members and some lengthy conversation. Committee members will provide Ron Galimore with more input throughout the budget process.

III. ANNOUNCEMENTS MADE 1. A USOC grant has been approved for a USA-China junior national team exchange at our training camp in October. There may be a competition in conjunction with the camp. 2. Senior Elite clinician program will continue.

A revised edition of the Compulsory book will be available in August 2001. It will include all corrections, clarifications, and additions published since the 1997 (original) version. Opening remarks: Role of the Women's Program committee is changing. It is felt that this will be to our benefit. Tom Koll has taken a very active role as the Vice Chairman for Women. His primary role is to represent the Women's Program. The Women's Program volunteers are united in their representation to the Board of Directors.

II. FINANCIAL REPORTING: There will be review session at the State Chairmen's workshop for financial reporting for anyone having difficulty.

III. REGIONAL REPORTS: The regions presented reports on their activities (camps, congresses, clinics, etc).

IV. NECC: GARY ANDERSON:

All ballots will be made verifiable by USA Gymnastics Professional numbers. Only valid ballots will be counted. Motion Schlott Second Ostberg PASSED Clarification to the Operating Code: All closed committee meetings should follow the regional guidelines listed (pg 11). All other corrections were given to Kathy Kelly.

VIII. RULES AND POLICIES Committee reviewed the R & P and made corrections. After Kathy Kelly arrived, the procedure for completing the revisions to the R & P was explained, with deadline established as August l. The issue of coaches' attire was discussed as an increasing problem. They are representatives of the sport and should dress accordingly at all times. Recommendation to delete "comfortably for safe spotting" to "Dress in appropriate gymnastics attire which reflects the best image of the sport." Motion Kornegay Second Shufflin PASSED

Encourage proper dress. Must wear shoes, no hats, Dress code at training camp currently reads no jeans, no flip-flops, no tank tops, etc. (This can be noted on the sanction-with a possible flat fee for all violations ).

Gary reported on the activities of the National Elite Committee.

Recommendation to change the amount of fines for violations of the Rules and Policies to $20.00 - $500.00.

The committee discussed the present contract and gave suggestions to Kathy Kelly to submit to Bob Colarossi.

VI. REGIONAL CHAIRMAN HANDBOOK The committee will create a Regional Chairman's handbook to assure that all incoming RACe's are aware of policies and procedures.

IX. TOPS REPORT Gary updated the committee on the purpose and activities of the Talent Opportunity Program (TOP).

X. MEMBERSHIP Kathy Feldmann, via phone, updated the committee on changes in membership. She presented the committee with information regarding "Fasts tats" and requested their input.

XI. STATE CHAIRMEN WORKSHOP

The time schedule and agenda were reviewed. Kathy reminded the committee of the importance of the State Chair Workshop and the attendance of the all Women's Progran1 elected representatives. This year's workshop is schedule for Wednesday, August 8 from 1-6 p.m. The Women' Program Summit will immediately follow.

ADDITIONAL ACTION TAKEN BY THE COMMITTEE: Recommendation that all the National level athletes be allowed the option of using the old horse or the new table at the Gymnastics Festival. Jan thanked the committee for its continued contributions and dedication to the program.

III. NATIONAL QUALIFYING PROCESS

Example: 5 male TR, 5 female TR, 5 male DM, 5 female DM, 5 male TU, and 5 female TU.

A motion was made to require two eligibility meets and two qualifiers to the National Championships. The first qualifier must be the State Championships. The second must be the Regional Championships. Levels 5-10 are eligible to qualify. This system will remain in place through the 2004 Nationals.

NOTE: Athletes are not required to compete at Regional Championships they qualifiJ to Nationals at the State Championships.

Each team will receive matching uniforms and warm-ups at Nationals through the Program's sponsorship through Elite Sportswear. Personal coaches will receive matching shirts. The competition will be held at Nationals after the Level 10 individual competition. Competition will follow Finals rules with winning teams to be determined by adding all athlete scores (per event) together. Example: TR female championship team, TR male championship team, etc.
