GSP - 10 years We all witnessed the evolution coming together at the very start or joining at some point later the team in this ten years long journey Grup Servicii Petroliere (GSP Offshore) set up for the offshore industry, emerging from the Black Sea where it started as a drilling contractor and growing into a global integrated offshore services provider. GSP was established 10 years ago to provide a new vision and strong growth winds for the Romanian offshore operations. On the 22nd of December 2003 Grup Servicii Petroliere was established in Bucharest, afterwards the headquarters being relocated in Constanta and the company registered in the Romanian Commercial Registry in May 2004. At first, the company operated a fleet of six (chartered) offshore drilling rigs, six supply and personnel transportation vessels as well as a floating 100 tons crane. GSP became known in the Black Sea, Aegean Sea and Persian Gulf as offshore drilling, well intervention and shipping contractor. A decade after the Company’s establishment, GSP provides a wide range of integrated services in the following business areas: Offshore Drilling, Offshore Construction, Support Vessels, Well Services, Hydro-technical Construction, Engineering, Subsea Installation and Training. And what a decade it has been! It was challenging, thrilling, rewarding, exhausting and uplifting, it blended with our lives and brought us in points we have never dreamed of. GSP has done an incredible amount of things over the past ten years. Ask anyone and the answer will be that GSP won’t stop surprising through its tenacity and ambition to grow. GSP got along well, and created proper room for its own growth. Looking ahead, GSP will continue to adopt strategies designed to strengthen and deepen the core competencies of its personnel, to match the technological progress and secure a place ahead in the market. In meeting the world’s growing energy demand GSP will enter new markets, will push water depth limitations further offshore, heading towards deepwater. In this pursuit, GSP count foremost on its people - the most valuable asset, on the proven ability to innovate, on the ‘cando’ spirit! What will GSP stand for ten years from now? Nobody can tell for sure. What we do know is that the company has the best prerequisites for flourishing longevity on the international oil and gas market, the best prerequisites for ranking best among its peers. GSP’s Rescue swimmers, Search and Rescue Compartment The Search and Rescue Compartment will lead to enhanced Safety for Offshore Personnel and Overall Operations in the Black Sea. The new organizational structure, part of the HSEQ Department, represents one of the changes 2013 brought in the company. Search and Rescue Services in the Black Sea neighboring countries are more or less present; the local authorities have no

operational intervention capacity when necessity arises to search and rescue lives at sea. “When discussing about the rescue swimmer job it is not in terms of productivity that we assess their work, it is in terms of survival, there’s no room for mistakes”, says Emanoil Moraru, the SAR Manager. Emanoil Moraru provides the necessary guidance, acting as a mentor for the SAR team members.

The rescue swimmers are constantly in stand-by, they work in one of the hardest boot camps to succeed. Their competitive spirit helps them advance, get maximum scores in trainings, build physical shape and confidence. The training program prepares the team for the realities of maritime rescue operations in any type of situation. Emanoil Moraru told us: “In order to save distressed persons at sea, the rescue

swimmer must understand he has to operate all times at his physical best. It is not an easy pay, those who believe this are wrong, the rescue swimmer shall always be physically fit to run demanding rescues. And above all, doing this job is about honor, dignity, humanism at its purest state.” The selection process the 4 rescue swimmers entered initiated with 42 candidates, all of them

reluctantly, challenged their chance to be selected, to pioneer a profession in Romania. The candidates were required to meet specific physical, fitness, medical and academic requirements. The final four are all university graduates and certified divers, They are now the top emergency response unit on the Romanian Black Sea shelf, and they routinely put lives of others before their own. The provided mentorship helps them apply intense physical and mental training into challenging real-world situations where they know results count in saved lives, therefore there’s no margin for errors. GSP’s rescue divers performed an intense theoretical and practical training program including BOSIET, certified winch operator and winch man, being all licensed for helioperations. “In 32 years of experience with Special Forces and over 50 training courses, I haven’t had the opportunity to meet such an exemplar trainer as Glenn Holmes, from the Search and Rescue Winch Operator Contractor at CHC Global through Developing Assets (UK) Ltd.. Training courses were held in Constanta, the entire team has a high appreciation for his contribution to the professionalization of our team” said Emanoil. GSP’s rescue swimmers are now able to participate in dangerous missions

ranging from recovering crewmembers from rough seas to rescuing victims from isolated crash sites or individual fishermen in distress. Their training started in

August, and they performed hundreds and hundreds of dives; they have to feel prepared, to know every move, to sense, anticipate and give solution to finally save lives. When

it comes to saving lives, their strength, speed and endurance decide whether a mission is successful or unsuccessful. Rescue swimmers unit act as a supplementary safety belt for the offshore operators. The rescue diving service is fully operational and able to contribute to any of the following types of action: • Recovery missions, • Rescue missions, • Humanitarian assistance, and • Operational support. “When lives are on the line”, Emanoil Moraru added, “fast responsiveness matters. Our team in permanently in standby, we mobilize in 20 minutes at the HQ and in 40 minutes we’re ready for mission, helicopter support included. And very soon there will be a 24/7 SAR service, supported by a greater number of rescue swimmers.” On the 29th of November an emergency situation exercise was organized. It was design to test the entire GSP capabilities, from the OSR vessel GSP Orion, to communications and rescue swimmers capacity to act in specific situations. The intervention in the simulated emergency situation was considered fully successful, all participants from vessel and helicopter crew to OSR equipment and rescue swimmers’ performances being considered a success.

The safety of personnel and protection of the environment are integral parts of GSP’s business. GSP has the personnel, equipment and training to respond quickly and very effectively to emergency situations – whether on shore or offshore. The heart of this rapid and professional response is our dedicated Emergency Response Coordination Centre (ERCC). The purpose built ERCC is in Constanta port and provides 24/7 maritime, aeronautical and onshore monitoring of all our Company’s working sites. This allows a fast response using the great capabilities that we have – both technical and human. GSP’s ERCC uses internationally accepted ‘Best Practice’ procedures and is unique in the area, having protocols in place with local emergency services, the Romanian Naval Authority Emergency Coordination Centre and the Romanian Military Maritime Coordination Centre and unique partnerships with ARSVOM, ANR, Military Marines, Coastguard, terrestrial ambulance and trauma hospitals in Constanta, Bucharest, Istanbul and Wien. The Company SAR protocols follow the guidance set out in the International Aeronautical Maritime Search and Rescue (IAMSAR) manual and the Oil and Gas Producers report no. 390 GSP’s Emergency Respon-

MONITORING

The GSP Dispatcher Room has continuous monitoring of all GSP’s working sites. This monitoring has been extended to cover Romanian coastal waters as well as shore based activities, including road transport. GSP has the technical capability to do the following: • Continuous monitoring in 16 VHF (156.800 MHz ) and 70 DSC (156.525 MHz ) emergency channels for receiving any distress signal up to 30 – 35 nautical miles offshore. • Continuous monitoring in 2182 KHz and of all MF/HF emergency frequencies for receiving any distress signal, over a wide A1 + A2 traffic area. • Communication over MF/HF channels operates between 2182 KHz and 8 MHz and with a 250W trans-

mission power can cover long distances, with a range of up to 400 nautical miles, depending on the frequency and weather conditions. • Communication over INMARSAT equipment uses a wide coverage of dedicated satellites, providing reception of distress signals and also secure global voice and data connections. • Scan and plot maritime targets up to 96 nautical miles offshore with all the facilities to connect with AIS and GPS systems. • Receive weather and maritime safety information for A1 + A2 navigation zones. • Receive EGC safety maritime information over the area covered by Navtex and short data transmission via Inmarsat • Voice communications with the helicopters via standard aeronautical frequencies, company VHF and Satellite phones (which offer a continuous and efficient communication between the helicopter and the flight dispatcher). • Terrestrial VHF communications / retranslations and recording systems. Our ERRV and Oil Recovery vessels have experienced crews, having all the required certificates of competency (e.g STCW95) and all mandatory required training as per IMO standards,

but also specific training as per the role during an emergency situation (i.e. FRC Coxswain, deploying & using the oil rec. equipment, advanced medical care, etc). The maritime crews are well trained for each vessel’s specific missions (i.e. oil recovery, rescue etc) and are periodically trained at the GSP Training Centre. Onboard the ERRV there

Our pilots and winch operators are all ex–military and have more than 7 years of experience in offshore, SAR and MEDEVAC missions. All personnel graduated from the world class Training Academies

and have extensive knowledge of the aircrafts systems and its wide range of optional fittings. The pilots have an accumulated experience of over 7000 flight hours flown in the most demanding conditions, both onshore and offshore. All pilots exceed the requirements set out in the OGP AMG (App A5 A), and were trained and qualified in SAR operations

Between 1999 and 2013, Adrian has held varied management positions within the Romanian Naval Authority (RNA): National coordinator for the search and rescue (SAR) operations at sea, pollution

response, surveillance and vessel traffic monitoring; chief of the maritime operations division within the National Plan for Preparedness, Response and Cooperation in oil spill or other harmful substances at sea; RNA representative within the Operative Committee for Marine Oil Spill Response according to the National Contingency Plan; consultant for the International Maritime Organization – IMO for search and rescue issues - involved in the 30 days evaluation mission in all major countries bordering the Black Sea; involved in the IMO initiated regional project Training Needs Analysis - TNA 20032008 on the SAR needs for training, specifically for the SAR missions’ coordinators (SMC) at the regional level (the Black Sea). From 2007, Adrian is the President of the Group of Experts for Marine Pollution in the Black Sea – The Istanbul Commission, President of the Group of Experts on line marine pollution from ships in the Black Sea Commission in Istanbul. and 2013, Adrian was Chief of the Romanian Security Structure of the RNA and between 2005 and May 2013 he was the Director of the Maritime Coordination Centre – for search and rescue of human life at sea, marine pollution response, vessels’ traffic surveillance, and auditor of the International Maritime Organization IMO, upon the VIMSAS (2010) scheme, member of the audit team of the International Maritime Organization (IMO) in Finland audit mission in 2011.

James Martin is with Vega Offshore from April 2013. Vega Offshore provides aviation support to the oil and gas activities in Eastern Europe and the Mediterranean. James Martin is a professional pilot for over 30 years. James has started his career in 1981 as a Royal Air Force pilot, where he flew both fast jets and helicopters and chief pilot for private owner running jet and helicopters then 15 years as line trainer / chief pilot / TRE on emergency services helicopters and fixed wing throughout the UK, including attachments to Kuwait. has set up own training business specializing in training police and air ambulance crews and in 2010 contracted out to the Lexington Group in the UAE to train Abu Dhabi Air Wing pilots as Tactical flight Officers on the Bell 412. Between 2004 and 2008, James provided expertise in the North of England, when asked to take up the role

as company HEMS Chief Pilot and work alongside the client (the biggest air ambulance charity in the UK) to select and fit out the helicopters, select and set up the bases (5 in total) and train the new crews and pilots. He was responsible for overall flight safety of the operation and successful compliance with Civil Aviation Authority audits. He helped build

strong relationships with local emergency services and gather support of the local communities across the north of England. This involved local and national media including the BBC and Independent TV series producers. James has also significant experience in Safety Management Systems and Aviation Authority / company audits and

compliances. James was amongst the conference speakers of high profile events at Police Aviation events in the UK in 2009 and Kuala Lumpur in 2011. Between 2010 and 2012 James helped Lexington Group to design and deliver bespoke training programs for police / air ambulance units: risk assessments, operating manuals, standard operating procedures.

GSP`s Drilling Operations 2013 Year in Review

2013 has seen a growth in utilization of GSP’s drilling fleet. On the operations side, GSP Prometeu has been under contract for the whole year, GSP Fortuna came on stream from July and Uranus is about to kick in. On the marketing side,

our contract backlog has substantially increased, as of December 1st our average contract firm commitment per rig is just above 600 days when the industry average for the jack up rigs’ segment is 400 days for our peers (source IHS Petrodata September 2013). This allows us the plan for future growth, for mass expansion. And in order to prepare for this, several

measures were taken. First, the management team has been complemented, then we had to work on the QHSE side, to develop our safety culture and improve our performance. On the HR side, a fundamental program is being developed to address employee career path and competency at all levels within the drilling group. On the asset side, the asset management plan

over the next 5 years has been developed to optimize our utilization planning and asset performance. On another front, the procurement process has been reviewed to allow handling higher volume of activity coming ahead. GSP has already a relatively long experience: the company operates since 2004 in the Black Sea, the Persian Gulf and the

Mediterranean Sea and more recently the company entered the North Sea and Gulf of Mexico markets. The Jack-Ups segment has now recovered, and the jack-up offshore drilling in the Black Sea is benefitting from a medium to long term planning which is taking place under our eyes and involves all operators. We benefit from GSP’s good reputation and visibility

and have already recorded firm commitments from operators; this leads us to believe that GSP we will keep 2 units continuously at work in the Black Sea for the medium to long term. The global recovery, accompanied with expanding demand in the high JU user markets such as Mexico, provides GSP with good premises for future operations in regions

where we are already present and determinate to continue strengthening our market position in the Gulf of Mexico. A lesson learned during the crisis was provided by deep water operations: here, the floaters and mainly the ultra deepwater (above 7,500 ft water depth) have actually never felt the crisis. Still a certain number of exploration and

appraisal jobs are ongoing, but we clearly see some regions emerging with high potential and others remaining tight due to the balance of offer/demand. The development of the drilling department asset base envisages the addition of newbuilts, specific area/ environment enhanced units and developing competency in high gearing/potential areas.

GULF OF MEXICO OPERATIONS

South exploration well in Block EX-28, offshore Romania was drilled by the GSP Prometeu jack-up rig in 88 meters of water and will be drilled to approx. 3100 meters. The well is testing the hydrocarbon potential of Pontian (upper Miocene) aged sands at various levels with an unrisked mean prospective resource of 411 Bcf. EX-28 Est Cobalcescu and adjacent block EX-27 Muridava, were both awarded in the Romanian 10th Licensing Round and ratified in late 2011 and

GSP Prometeu will perform all drilling operations for the four planned wells. Offshore Bulgaria

GSP Prometeu provided drilling services offshore Bulgaria, within a larger offshore development project including pipelay services as well under GSP management. The MODU has completed a subsea wellhead. The new well has been flow tested at rates in excess of 12MMcf/d and is currently being produced through the Galata facilities, which are shared with the Galata and Kavarna fields. The well and flow line works were performed by GSP Prometeu and GSP Bigfoot 1, the project being concluded on September 10. The client, Petroceltic International has announced the successful tie-back of a new production well on the Kaliakra gas field, offshore Bulgaria.

MEDITERRANEAN OPERATIONS Offshore Greece

The drilling campaign GSP Fortuna was employed to carry out in Greek waters has focused

the interest as the program generated high expectations of all stakeholders. Mathios Rigas, chairman and chief executive of Energean Oil & Gas, said at the beginning of the drilling program: "Our target with the new drillings is to double our daily production in the existing oil field. It is in our favor that international oil prices are currently above 100 dollars per barrel. We are currently producing 1,600-1,800 barrels per day and we hope to double this quantity by the end of the year." Offshore Tunisia

GSP Jupiter mobilized from the Black Sea for Tunisian operations in February 2013 under a contract with Cooper Energy, Operator (30%) of the Bargou

Permit, offshore Tunisia. The mobile offshore drilling unit commenced the drilling operations of the Hammamet West-3 well in late March 2013. The Hammamet West-3 well is located offshore in water depths of approx. 50 meters. There were already registered results with two vertical wells previously drilled which indicated that an oil column is present in the target Abiod Formation. The objective at Hammamet West-3 was to drill and test a highly deviated wellbore through the Abiod Formation to confirm oil productivity. GSP Jupiter successfully completed operations and the rig is now mobilized for a new drilling campaign offshore Turkey.

NORTH SEA OPERATIONS The Dutch Sector

GSP has won the first drilling contract in the North Sea in early 2012. The contract marked the arrival of GSP in the North Sea market, in addition to the already existing Black and Mediterranean Seas’ markets, the Russian Federation one and the Gulf of Mexico. Wintershall Noordzee recruited the rig to perform offshore drilling in the Dutch sector where the first GSP operations in the North Sea initiated. GSP Saturn operated in the North Sea under a long term contract for Wintershall Noordzee B.V. and the offshore drilling crew and onshore support team have achieved in May 2013 one year of operation without LTI (Lost Time Injury). BUILDING A STRONGER SAFETY CULTURE WITHIN OUR DRILLING ACTIVITIES

Across the history, safety adopted different strategies to deal with disasters, accidents and unplanned events. The very first step, at the beginning of the last century, was to focus on engineering improvement and the understanding of the industry. With engineering becoming more and more complex, it appeared necessary to develop the Management System, with documentation, procedures, and work instructions to improve safety. In the 80’s the world experienced a number of major disasters that we all remember, or for the younger, we all heard about. This series of events affected all industries worldwide. Each time, governments and regulators appointed investigation teams to find out how such disasters could happen. The conclusion was every time the same: the consideration

and the importance of safety were neglected. This is how and when the world started to focus on the safety culture. So far, the meetings targeted management positions, such as Offshore Installation Managers, HSE Advisor, Operation Manager, Project Manager, Crewing Manager, Maintenance Manager, etc. More sessions and actions are coming soon, to continue this path to higher safety performances. What is a positive safety culture for GSP`s Drilling Department? Safety Culture isn’t about having a certificate or statistics, Safety Culture is everything around our system. Leadership is paramount to develop a safety culture: The highest standards you can expect from the people you lead or seek to influence are the lowest you exhibit yourself, by ignoring low standards/ performance you are approving them - you are communicating the message that low standards and performance are acceptable. Leadership is the communication of the actions and standards you expect; leaders’ words, deeds and silence communicate! Therefore, as a leader, you need to emphasize on: Reporting and cultivating an atmosphere where

people are confident when reporting safety concerns, without fear of blame. Employees must know that confidentiality will be kept and that the information they submit will be acted upon; otherwise they will decide that there is no benefit in their reporting. Learning means that an organization is able to learn from its mistakes and make changes. It will also ensure that people understand the processes at a personal level. An accountable management in which errors and unsafe acts will not be punished except for the people who act recklessly, taking willful and unjustifiable risks or breaching the company policies. This will still be subject to disciplinary action. Managers and supervisors are the driving force by demonstrating a high level of commitment and creating the necessary environment for a robust Safety Culture. We expect and encourage everyone in GSP to embrace and promote this move, to speak up when necessary and provide insight for improvement.

GSP received the visit of Mexico`s Ambassador In October 2013, GSP received the visit of Mr. Agustín Gutiérrez Canet, Ambassador of Mexico to Romania. His Excellency was accompanied by his wife, Mrs. Martha Barcena Coqui, appointed ambassador of Mexico in Turkey, Georgia, Azerbaijan, Kazakhstan and Turkmenistan and one of their two daughters. In fact, the visit was the first one made at a Romanian company since Mr. Canet`s appointment. The guests were welcomed al GSP`s headquarters by Mr. Fănel Hahui, GSP`s Chief Operating Officer, Mrs. Cristina Romanescu, Chief Sales Officer and Mr. Benoit Carayol, Drilling Managing Director. “We came to GSP because we heard many good things about your company; We know that you have operations in Mexico, with Pemex, our national oil company and our interest is to develop strong relations with Romanian entrepreneurs and, of course, with your company”, said His Excellency in the beginning of the meeting.” Mr. Fănel Hahui, GSP`s Chief Operating Officer presented the company to the guests and gave them details about the GSP’s operations in Mexico, about the two rigs that are working there, and about a third one, GSP

Fortuna, that is ready to start operations under another contract with Pemex. A particular matter the Ambassador was interested in was whether the Mexicans the GSP hires would be trained in Mexico or in the Training Center from Berth 34. Mr. Benoit Carayol, Drilling Managing Director, answered him that the training would take place, as much as possible, in Mexico, as GSP owns a portable simulator (DrillSIM 20) for well control certifications and also the company is

IWCF certified and has the capability and the license to train the field. GSP holds the authorization to train their employees in Spanish as well. “All in all, operations in Mexico is carried out adequately, all is going well. On to day to day operations we face situations needing effective solutions, but we are happy with the contractual relations we developed with Pemex. Up until now we haven`t faced any issue in the history of the contract with Pemex.. We are learning from the

The ambassador and his family were very interested in GSP`s activity and were impressed by the DrillSIM 6000 drilling simulator in the GSP Training Center. “There are only four drilling simulators like this in the world, one is in Baku, one in Aberdeen and one in Huston”, told them Mr. Fănel Hahui, the CEO of the company. Assessing the overall OSV fleet operations in 2013, Vasile Raceanu, the Executive Officer of the Naval Department, briefed us on GSP’s results. „We can say operations of GSP`s offshore support fleet have expanded as a direct consequence of market recovery. The Naval Department has had an adequate operational volume, the year to date figures overcoming the expectations we had at the beginning of 2013 and the results are encouraging.” Elaborating on the OSV fleet performance, the Executive Officer of the Naval Department continued: “This year has been marked by an improvement in all business units. The greater importance the Black Sea market gains for the major offshore players in the oil and gas, the better employment prospects our fleet has. In this context, our results are set to grow as the shallow water offshore fields in the region are offering generous space for development, still accounting for the largest share of offshore operations and operators spending. In terms of human resources, the Naval Department counts 45 DP certified officers. The financial results registered in 2013 (September included) show an operational profit of USD 8 mil. A peak was registered in August with USD 2,420,000. In terms of assets profitability, GSP Orion takes the leading

place,” said Mr. Raceanu. This year, GSP King and GSP Alcor have registered 100% utilization rate. GSP Queen was also approaching the 100% utilization rate. One of the projects GSP Queen carried out was performed in partnership with a Norwegian company, DOF, and had Exxon Mobil as client. This AUV survey project was concluded earlier than scheduled, both the marine and offshore crews proving highly diligent to conclude operations with the best possible results. The Client appreciated the crew performance for the proven professionalism and the safety awareness proven

along the entire program. For the sixth year in a row, GSP Orion continues to operate as oil spill recovery vessel under contract with the European Maritime Safety Agency, one of the high profile regulators of the European Union. In 2014 our company will renegotiate the contract with EMSA, in order to secure a new three-year contract. Beside this contract, GSP Orion reports being under operation with good utilization rate as it is under contract with Melrose Resources. This way the vessel took part in the operations the Client conducted on both Bulgarian and Romanian continental shelves.

The vessel will provide offshore support services for GSP Prometeu immediately after entering under the new contract with OMV Petrom until reentering service for Melrose Resources in 2014. We can assess favorable utilization rate for this vessel for the next year as well. GSP Vega had good utilization rate all year long as she provided offshore support services for GSP Jupiter during the contract with Cooper Energy in Tunisia. The contract and operations were managed by GSP representative office in Tunisia. The vessel is expected to arrive in Constanta and, after the first half of December will leave berth 34 heading towards Iskenderun to continue the scheduled operations, supporting GSP Jupiter operations under the new contract with Turkish Petroleum (TPAO). The vessels’ utilization rates reflect fleet age and technology profile. Other offshore support vessels in our fleet have had an adequate utilization, of course not at the DP vessels above mentioned percentage. GSP Perseu operated as chase vessel under a contract with Fugro for Samiento de Gamboa twice this year, and provided assistance services for GSP convoys transporting the company’s MODUs in various regions, Black and Mediterranean Seas included. GSP Licorn assisted GSP Fortuna during the rig’s operations in Greece for the contract with Ener-

gean, the operational base being located in Kavala. GSP Licorn has registered good results in terms of vessel’s utilization as well. GSP Phoenix reports less spectacular results in spite of the fact that crew boats are a safe and economical alternative to helicopters both for long distance personnel transportation from port to field and light equipment transport. GSP Phoenix, designed for crew transportation faces now lower demands for her services, which is a general trend in the offshore industry, as helicopters tend to take place as favorite means of transport for the offshore personnel due to the time

GSP Lyra has been transferred under the Naval Department management and it is their task to find employment for it, taking into consideration possibilities such as interfiled passengers shuttle or operational bases personnel shuttle highlighting the speed it develop as well as the number of seats. GSP Antares is the newcomer in our fleet, the acquisition being concluded in August. The OSV fleet continues its development, the process offering clear signals on the direction the strategic management has drawn in terms of development strategy: powerful vessels able to assist semi-

submersibles, operations going further offshore towards deepwater as the deep water operations represent the growing segment. The growth in deepwater offshore for exploration, development, production and maintenance will reflect as well in fleet assets, and GSP Antares is a step the OSV fleet performs in this direction. Also, GSP Antares is taken into consideration for its capabilities enhancement: with a small investment the vessel may answer the new EU regulations in terms of safer operations offshore, both for the offshore personnel and environmental protection, the vessel easily being able to answer all the

demands in the post-Macondo process. From the OSV fleet operated at its establishment ten years ago, GSP has undergone a dramatic modernization process. Nowadays there are only three of the initial vessels in service, the others being replaced with new, highly competitive vessels answering better to the offshore challenges. The fleet capability was developed in order to reduce costs: GSP operates today a number of innovative and cost efficient vessels in order to support competitive day rates, the skilled and competitive trained crews, the maintenance optimization and standardization.

Offshore Construction In terms of completed works, 2013 sums up a series of complex projects GSP has successfully conducted in the North Sea and in the Black Sea. The Offshore Construction Department focuses on extending both the operational area and the number of projects. In order to achieve these two objectives, our specialists aim all strategic projects developers and operators. Insights about the offshore construction operations GSP carried out are provided by Mihai Carlan, Chief Offshore Construction Officer.

There is an interconnection between the various categories of services GSP provides, as one activity follows the other in new regional markets. Could you explain the process? The successful start we took not very long time ago with projects and operations we carried out for high profile clients such as TPAO and Gazprom, allowed us to gain credibility on

the demanding offshore construction market. This allowed us to access new regional markets such as the North Sea and to look forward to enter the Gulf of Mexico, West Africa, Persian Gulf. Mainly, offshore construction operations follow GSP’s offshore drilling activities. Of course sometimes the offshore construction contracted services lead the way into new regional markets, the way it was

when GSP entered the Northern Pacific region first with subsea services. It is not important what specialties and services first access a new market –what matters isto to provide the best possible services, to work our best to the clients’ satisfaction. From the very beginning of the offshore construction operations, GSP simultaneously focused on developing the offshore assets, the subsea ROV, SAT

diving and trenching capabilities, together with a skilled workforce able to perform in a challenging environment, carrying out capital intensive operations by employing a vast variety of professionals. Could you introduce to the readers the overall operational schedule of the Offshore Construction Department in 2013? The offshore construction

projects we carried out over the concluding year were all successful. GSP strengthened its position on a new regional market. The feedback the North Sea operating clients gave both during and after the handover of the projects is positive and creates a favorable context for us. The completed projects just open the way to other potential clients, simultaneously with continuing collaboration

with the existing ones The North Sea contracts referred to installation of 8 to 10 inches and trenching services, and GSP employed GSP Falcon, the DNV class pipelay vessel being a familiar presence in the offshore construction operations in that region already. GSP Falcon operational portfolio during 2013 witnesses for successfully answered contractual obligations 100%. Marine and technical

crew together attracted highly positive feedback from the clients, creating the favorable premises for future operations. This year we also had demand for construction works in the Black Sea, from a traditional clientMelrose Resources. GSP Bigfoot 1 was deployed into Bulgarian waters to install and connect two pipelines of 6, respectively 10 inches in diameter, together with the piggy back lines for

the development of Galata East project. The technical crew has also performed the subsea tie-ins between the newly installed pipelines, the existent gas transportation network and the subsea production well head. The project was carried out in two stages, in April – May and September – October. The novelty of this project stays in the fact that the entire welding process, during it’s both stages, was carried

out by our own welding specialists. GSP has won another strategically important tender in the Black Sea, contracting subsea survey services for a major oil and gas company, Exxon Mobil. The subsea survey services take place in Neptun deepwater offshore block: the operations will be carried out over a three years span, with a first successfully completed phase. GSP Queen and an AUV were mobilized together in the field, operations being concluded in mid November. This first successfully concluded stage of the contract has already opened new collaboration opportunities between the two companies. GSP’s runway to the very top in the offshore contractors’ league has to be strictly linked with top international oil and gas companies, Exxon Mobil included. We have great hopes we’ll secure future contracts for the same client, with different categories of services, in order to build a lasting commercial relation for all its Black Sea operations. Are there any HSEQ results worthy of being mentioned? The projects the Offshore Construction Department carried out in 2013 resulted in 0 LTIs. As the overall HSEQ results are a key factor to our success, together with economical

profitability, we are very happy with the sound safety, environmental orientation of all our crew members. It became general knowledge inside GSP, at all workplaces that the HSE results we registered with GSP Falcon during all contracts in the North Sea were appreciated by the clients. The HSE program we developed onboard the pipelay vessel was so successful that the best practices were easily transferred onboard other assets, crew members being highly interested and motivated in their own progress. The offshore construction does not enjoy a high level of attention from the public and therefore specialists are a few. How did GSP solve the human resources issue? GSP has managed to develop a professional body in all offshore construction specialties through training programs. There were various in-house programs, in collaboration with international training providers and in partnership with the

Naval Academy Mircea cel Batran in Constanta. The Naval Academy has developed master classes in order to build a strong theoretical foundation to the future career of offshore specialists and we continue to develop the professional competencies of the offshore engineers with specialty focused in-house programs for field engineers, ROV pilots & technicians and many more. The personnel selection is a continuous process, periodical assessment showing the further skills development needs. However, we must take pride in keeping the leading position as employer, allowing graduates make a successful career in niche engineering areas required by offshore constructions. Is the Offshore Construction Department performing at its best? There’s always room for improvement. In 2013, in order to achieve more positive outcome, the Offshore Construction Department has been reorganized, the construction vessels

entering under our operational management, with the specific task of increasing profitability of these assets. This will definitely lead to increased technical and financial responsibilities of our department, to a higher involvement of our specialists in prospecting the market. Where’s the improvement possible? Improvement in terms of economic results comes from enhancing our activities on markets were we already operate, and here I refer mainly to North and Black Seas. The next step will be to extend our geographical presence, and we take into consideration entering other operationally booming regions for the offshore construction domain, such as the Gulf of Mexico, Mediterranean and Caspian Seas. Another key factor for our increased operational presence is to identify in the market the matching partners, and to unite our operational and workforce potentials, leading to better economic results. Joint ventures GSP concluded or takes in consideration will act as well in our advantage, in order to enforce our market position. And the third factor we count on is GSP’s fleet development program, both through acquisitions and newbuild projects.

GSP Neptun, Operational First in Romania


The largest crane in the Black Sea, GSP Neptun, has added a new success to its portfolio by performing an operational first in Romania. On the 28th of June, GSP Neptun, the 1800 tons crane barge, has performed the water the operations of lifting, positioning and installing the components of the new cable-stayed bridge across the Danube – Black Sea Channel at the 0+540 km, this technical solution being used for the first time in Romania. The vessel berthed in Constanta Sud – Agigea mobi-

lized a 13 members’ marine crew for the operation. The heavy lift operation was thoroughly prepared, task risk assessment and ship safety management meeting taking place followed by all the vessels’ functional tests. With all crew in positions for the connections, lifting, lowering and positioning activities, GSP’s heavy lift floating crane GSP Neptun performed the following operations: the transportation of the 58 meters long steel structure to the location, lifting, positioning and installation of the first

bridge deck weighing 586 tons. GSP Neptun has previously installed a 32 tons steel structure on one of the bridge’s pillars on the Channel’s bank, at 17 meters above the sea level. The 1800 tons crane barge was afterwards scheduled to perform a second operation of the kind for the same project under the contract with Tigitrans (TGT), one of the subcontractors of the cable-stayed bridge project. The new cable-stayed bridge at 0+540 km is the largest of this kind in Romania: the construction is

designed to have an overall 360 meters in length, with 200 meters width above the water, 17.4 meters width, and 18.4 meters above the Danube – Black Sea Channel. It will connect the A2 and A4 highways with the southern part of Constanta Port. Highly performing the lifting and positioning of the two metal deck segments of the cable stayed bridge through this first time used installation technology in Romania recommends the crane barge crew experienced professionals for future daring operations.

Hamish Thomsen was appointed to lead GSP’s ROV Division in November 2009. The company’s choice for an ROV divisional manager with a solid professional background was crucial at that time, as GSP was new to the ROV market. His expertise allowed GSP to develop the ROV operational, management, and training procedures geared specifically for ROV intervention, pipe lay,

subsea construction, subsea salvage and dive support projects. Hamish brought to GSP a proven track record of high-level supervisory experience spanning ten years in the ROV industry

This year, GSP`s SAT Diving System has offered support for the operations carried out under the Melrose Project, for development of Galata Est field, in Bulgaria. Working underwater in saturation for 7 hours a day is not what you would call an easy job, but GSP`s team is pleased with their latest works: “We registered good results while operating for Melrose, where we made a pipeline connection and performed the pressure tests. In two weeks, we managed to mobilize the SAT Diving system onboard GSP Bigfoot 1, performed the interface between the SAT System and the vessel with all the equipment needed. There have been made all the tests and we left harbor ready for

a good operation”, told us Mr. Petru Aron, Assistant Diving Manager. Over the years, GSP`s SAT Diving team has conducted many operations. The first one was a 30 m saturation diving, followed by a month long operation for the Akcakoca project, involving underwater cutting and preparing the cluster for coupling, placing the cluster to the riser of the rig and to a wye connection. Other operations involved 78 msw diving (GSP`s team maximum pressure to date) and underwater pipeline repair works (welding) in dry environment at 40 msw depth. GSP`s saturation diving system is designed and built by LexMar Engineering and is IMCA and ABS compliant.

Promoting Safer Offshore Operations in the Black Sea GSP established the technical advisory group to support the implementation of the DIRECTIVE 2013/30/EU on safety of offshore oil and gas operations. Following the last environmental disasters reported within offshore oil and gas activities worldwide, the European Parliament has decided to evaluate the current European legislation and see whether this legislation covers all possible hazards associated with this business. The new Directive referring to the safety of offshore oil and gas activities is meant

to deal with the gaps found upon this evaluation and is mandatory to be adopted by all the EU state members within two years from its approval by the European Parliament (June 2013). The new regulatory framework establishes minimum requirements to be complied with by all offshore oil & gas operators and contractors operating in the European seas. Each of the European

member states will grant the license to operate following a thorough evaluation of the operators’ documentation, management systems and assets. The license to operate can be suspended at any point if the operators are found breaching any of the HSE requirements, as set within the legislation. The new legislation shall cover both the proactive and reactive measures,

including the management systems, maintenance, engineering, safety of operations, contingency and emergency response plans. GSP took initiative in organizing in Constanta the HSE Forum for Offshore Operations in order to initiate public consultation of all the stakeholders in the matter of improving the offshore safety. The Forum resulted in establishing contacts and conducting a

series of bilateral meetings with regulators, academic representatives, NGOs active in the field of environmental protection. All the participants in the technical workgroup proceedings stressed the importance of raising awareness in respect of the impact the offshore operations have. The workgroup employs in the project the benchmark provided by the West and North European countries, where regulators have developed the most accurate and effective environmental legislation. The increased interest of offshore operators and the exploration and production intense development with large scale projects for the near future puts urgency on the measures required to transpose the Directive sooner than the two years’ time frame UE has set to its member countries. The Black Sea requires specific measures, the area being highly sensitive due to its specificity as a closed sea as well as with regard to protection of the biodiversity both offshore and on the coast.

GOOD YEAR FOR THE ENVIRONMENT AL GSP Selective recycling is a priority at GSP headquarters, and that shows in the result of the environmental analysis made by the HSEQ Department. “In 2013, compared to the previous year, there has been an increase of in recycled plastic material, going from 290 kg to 2585 kg. Also, this year, for paper and cardboard, we have registered a leap from 605 kg to 1285 kg. As per electrical and electronic equipment, there was a growth from 570 kg to 2600 kg”, underlined Irina Bălan, Environment Protection Inspector within the HSEQ Department. The statistics also reveal an over 300% increase for the recycled fluorescent tubes and other waste with mercury components, from 20 kg in 2013 to 62 kg.

GSP was the proud sponsor of this edition.

The scientific event took place between the 28th and 31st of October in Constanta and was organized by the Black Sea Commission, the Romanian Ministry of Environment and Climate Change together with the National Institute for Research and Development “Grigore Antipa” from Constanta. Simion Nicolaev, Director of “Grigore Antipa” Institute, Mr. Halil Ibrahim Sur – Director of the Permanent Secretariat of the Black Sea Commission and Mrs. Otilia Mihail, representative of the Ministry of Environment and Climate Change of Romania. The event promotes the use of science and information technology for a better

understanding of the environment problems of the Black Sea, thus aiming to ensure the sustainable use of its marine and coastal resources for the economic development, well-being, health and security of the population of the Black Sea coastal States. The scientific event provided the opportunity to the scientific community to meet and to discuss their

achievements in order to improve scientific basis for the implementation of the Black Sea Strategic Action Plan. The 4th biennial conference of the Black Sea proceedings took place in a plenary session and six specialized sections in which researchers from over 15 countries have discussed and presented their works in the fields of pollution, eutrophication, biodiversity, functioning of ecosystems, the impact of the socio-economic activities on the marine environment, integrated management of the coastal zone, climate changes and their impact on the marine ecosystem and ecosystem modeling. The event attracted the interest of 73 foreign guests from 17 countries: Moldavia, Ukraine, Russian Federation, Georgia, Turkey, Bulgaria, Hungary,

Environmental Protection within the Black Sea Area Following the company’s vision about the environment, GSP’s HSEQ department was assigned the mission to search for opportunities meant to improve the Black Sea environment and protect the bio-diversity, both offshore and next to the coast. One of these projects addresses the natural rebuilding of the Romanian beach. This will imply building of a steel structure which will be installed on a location North of Constanta. This location and the length of this structure will be defined after a thorough study done by a team of experts led by Mr. Eden Mamut, professor at the University of Constanta. This structure will play the following roles: • Deviating the water currents in a way that will leave the beach to come back naturally to its original shape and width. • Using the waves and currents’ energy and transforming the same into electricity. • Using its surface to host photovoltaic panels and producing electricity. • Building and installing some bird nests onto its surface in order to help rebuilding of some species, now very close to

Oceanic Club is a highly active environmental protection organization. Discussions between GSP and Oceanic Club have revealed a number of projects having the final

scope of protecting the biodiversity in the Black Sea. One of these projects refers to recovery of abandoned and illegal fishing nets next to the coast. These fishing nets represent deadly traps for the cetaceous, especially for the dolphins. It will be the first action of this kind in the Romanian waters and it involves some of GSP’s assets (i.e. support vessel, ROV, crane).

The second project is identification of perennial seaweed in the marine environment. This type of seaweed is essential for maintaining a healthy Black Sea. GSP will support this project with a support vessel and an ROV. The third project will be called “Dolphins in danger” and will help saving the dolphins drifted ashore. GSP will employ a transportation vehicle and some equipment ready to be deployed whenever is needed along the Romanian coast. Oceanic Club and National Museum of History will initiate a process of identifying and possibly recovering or preservation of shipwrecks, as part of our cultural heritage. GSP will join this project with a support vessel, an ROV and a 3D scanner. The fourth project is called “LIFE” and it will involve identification of the three species of dolphins existing in the Black Sea. Sea Ranger will host this expedition which is planned for the next summer. And GSP will not stop here. We are continuously looking to find projects and ideas in order to improve the environment and biodiversity.

Aiming to the next level in Enterprise Resources Planning GSP re-implements the SAP system GSP employs the SAP business management platform since 2006. The strategic management of the company approved an SAP 6.0 re-implementation project worth 1.5 mil Euros. At this point several integrators’ offers are under assessment in order to select the appropriate consulting company. The project will initiate at the beginning of 2014, under the supervision of Geir Johansen, GSP’s CFO. The necessity appeared as a direct consequence of the evolution GSP registered in its structure, processes and reporting. When the first ERP was implemented, there were no external entities, and in order to ensure the effectiveness of

the business management systems they have to evolve and reflect the company’s actual structure with all its subsidiaries, representative offices worldwide. A new component of the ERP re-implementation project stands in overtaking the management of all maintenance processes, with a comprehensive inclusion of all offshore assets (MODUs, construction vessels, OSVs) and onshore assets (buildings, operational bases, onshore auto and heavy lifting fleet). The maintenance management platform currently employed within GSP, AMOS, hasn’t been integrated with the other processes, procurement & accounting

included, and the re-integration of the SAP 6.0 brings with it the opportunity to finally have an overall ERP platform better suited to GSP’s needs. The project organizational chart includes for GSP a series of business owners whose task is to define each process requirements. Alexandru Canela, CIO, will coordinate the IT&C support activities for the project and there will be allocated human resources in the IT&C department to assist the necessary resources for the development of this project. The project team includes the highly experienced SAP consultants Sergiu Ionescu, Razvan Gherman and

Lorin Dragomir, all three assuming the key-users roles. The key users will make sure that all technical requirements of the business process owners reflect in SAP 6.0, working with the integrator’s consultants, providing training and support to all end-users, ensuring the continuous customization and modeling of the system in accordance with future requirements. As there will 8 or 9 SAP modules, and each of them will be assigned a key user and business owner, so the project team will be extended with five more members.

MEET GEIR JOHANSEN, GSP’S CHIEF FINANCIAL OFFICER Mr. Johansen was appointed Chief Financial Officer in August 2013. Mr. Johansen has extensive international managerial experience including mergers and acquisitions, equity and capital market activities, operations management, corporate support, quality assurance, human resources and information and communications technology. Mr. Johansen has extensive international executive experience from Asia, Europe and North- and South America. He has more than 20 years of experience within the maritime and oil and gas industries worldwide, with a proven track record from equity and capital markets and from implementing large savings through process redesign and implementation of stringent controls. Prior to joining GSP, Mr. Johansen occupied the CFO position within S.D. Standard Drilling a publicly listed company, DOF Subsea, including DOF Subsea ASA (also publicly listed) and DOF Subsea Asia Pacific. Prior to that, he worked with Det Norske Veritas (DNV) Maritime, last serving as Director of Finance; with CC Technologies (acquired by the DNV Group), held the Administrative Manager position for DNV Region Japan, and the position of Assistant Corporate Treasurer within DNV

Headquarters in Norway. Mr. Johansen began his career at Saga Forest Carriers. Mr. Johansen holds a Master’s Degree in International Economics from the Norwegian School of Management. He has also graduated from the International Institute for Management Development (IMD in Lausanne, Switzerland) the Senior Management Development Program. A versatile management professional with experience in driving bottom-line improvements through sound financial management and business planning, Mr. Johansen became a driver for operational and financial efficiency immediately after entering GSP’s top management team, establishing core metrics to optimize team performance and maximize capital. He proves himself a progressive executive leader, operational strategist and trusted advisor, instrumental in strategic reorganization, sustaining the strategies designed to yield flexible structure and support growth plans. Being selected to take financial reins for GSP, based on proven leadership strengths in handling transaction due diligence, Mr. Johansen assumed a pivotal role within GSP Board and directs all financial controls, accounting and reporting, taxes, treasury, IT&C, and internal audit functions.

Adornate won three prizes at the Lycamobile Mediterranean Tall Ships Regatta 2013 The Adornate schooner participated in the Lycamobile Mediterranean Tall Ships Regatta 2013, held between 21st September – 7th October 2013. The competition is organised by the Sail Training International Foundation, nominated for the Nobel Prize in 2007 for its work in promoting international friendship and understanding. Adornate has thus become the first civil sailing ship to represent Romania in an International Tall Ships Regatta. Competing with 35 sailing ships from around the world, the sailing crew of Adornate won three prizes in the competition: “Most impressive arrival in Barcelona” (trophy awarded by the Mayor of Barcelona), the trophy for longest distance sailed

by a ship in its class to start the competition in Barcelona and “The Friendship Trophy & Flag”, the most important prize of the Regatta, awarded by the vote of all participating ships’ commanding officers, to the ship and crew having contributed most to international friendship and understanding during the competition. During the event, Adornate housed a Romanian party onboard where the guest received traditional gifts and had the opportunity to find out more about our country. Black Sea Tall Ships Regatta 2014 Adornate will also participate in the first sailing competition for full-rigged tall ships to take place exclusively on the Black Sea. The event is organized by

Navigator Yacht Club (NYC) under the aegis of SCF Black Sea Tall Ships Regatta, in partnership with the Naval Academy and the Constanta Port Administration. The regatta is open to any kind of ship with sails which fulfills the specified conditions on the web site of STI. The participating boats will compete starting with the 30th of April to 27th of May on the route Varna– Novorosiisk – Sochi – Constanța. At the end of the race, the entire participating fleet will remain in the Port of Constanta between 24th and 27th of May and the ships will be open to the public. At the same time, Constanta will host the award ceremony. Romania will compete with the training vessel Mircea, which has participated in several simmilar

events and has gained international apppreciation. In 2014, Mircea will be celebrate 75 years of activity in the Romanian Navy service. STI is a British notfor-profit organisation which, for over half a century, is undertaking activities related to "sail training".Thus, young people are faced with many challenges, both physical and emotional, but, under the guidance of experienced instructors, they are able to learn the skills of teamwork, discipline and responsibility. Most of those who engage in this activity, consider it an experience that profoundly changed their life. NYC is a Romanian nonprofit organization which promotes and undertakes water sports activities.


The SAR team challenged in the Mamaia Triathlon On the 7th of September 2013, GSP`s Search and Rescue team participated in the “Triathlon Challenge Mamaia”, the biggest triathlon competition in Eastern Europe. The team members were: Laurenţiu Rusu, Abaz Erdal, Aurelian-Mihai Antonov and Bogdan Chiparu.

GSP`s Union Programs For a Healthy Body and Mind Every year, GSP`s Union run various programs for the employees, helping them to find time for sports and spirituality after work hours. Thus, the Union organizes several sports events and trips, which are a great way of promoting health, de-stressing and allowing employees to get to know each other outside work.

THE “MIRCEA CEL BATRAN” NAVAL ACADEMY SPORTS FACILITY

Following the agreement with the Naval Academy, our employees can now use the Academy`s sports facility, two days a week, Tuesdays and Fridays, for football or swimming. “We thought this would provide a good solution for GSP`s employees to spend their free time, to practice some sports and to release the pressure from work. Also, it is a good way to know your coworkers better and to make friends. I think even the work relations are better among those who come to these activities. Our colleagues are very happy with this agreement and many of them go there every week. ”, said Paul Cocoş GSP`s union leader.

GSP Football Cup has reached in 2013 its third edition. This year, the competition was organized at ENB sports facility and it was a great success. Almost all the departments had re-

presentative teams, but the winners were the football players of the Naval Department. The Sea Protect Group team won the second place and Hotel Vega team the third. The best goalkeeper award went to Tomiţă Mihalcea (Hotel Vega Team), best goal getter was Bari Bahtiar from Naval Team and the Drilling & HSEQ, IT&C and Shipyard teams received fair-play awards.

DISCOVER THE ROMANIAN MONASTERIES

The GSP Union regularly organizes pilgrimages to monasteries all over the country. In October 2013, the union organized a trip to Moldavian monasteries: Vlădiceni, Neamţ, Agapia, Văratic, and Sihăstriei. Also, in April 2013 our colleagues visited monasteries in Dobrogea, such as Dervent, Lipniţa, Sf. Andrei, Strunga and Sf. Filip and in July there has been a trip to Celic Dere, Cocoş, Saon and Niculiţel. These are good opportunities for all of us to come closer to spirituality, as well as to discover a part of history.

We Did It! GSP Won the Community Respect in Let’s Do It Romania Campaign

GSP volunteers joined one of the fastestexpanding civic movements in world’s history - Let’s Do It! and cleaned up the Faleza Nord foreshore in Constanta on the 28th of September under a heavy autumn rain. For the national cleanup program, GSP was represented by a team of 45 volunteers. Our colleagues were not defeated by the bad weather and have done a great job, proving once

more that they value their community and that they are capable of big things. The volunteers’ rows were given some extra- strength and determination, as some of our colleagues’ children were also present, confirming the fact that environmental education starts at an early age. We thank once more all GSP volunteers for engaging in this global action!

Illustrate the Holidays Spirit! Saturn Foundation, in collaboration with GSP and Decorporate Media, challenged the students of the “Regina Maria” National College of Arts, from Constanta, to create original Christmas cards.

The competition “Illustrate the Holidays Spirit” took place between 2nd and 12th December, 2013. Saturn Foundation invited the students to enroll in the competition and create a

series of Christmas and New Year illustration by employing different techniques: pastel, watercolor, oil painting or tempera, collage or other. The artworks have been assessed by a

jury consisting of one representative of Saturn Foundation, one representative of Grup Servicii Petroliere and one representative of Decorporate Media.

PETRU ARON, Assistant Diving Manager

Petru Aron is among the few pioneers who laid the foundations of the modern diving on the Romanian continental shelf, leading the works for the construction of the first fixed offshore platform in Romania where he coordinated the under water segment. He earned the title of doctor with a thesis about the fluid mechanics from the perspective the human body study, substantiating the gas transport through vessels and tissues and developed the first diving technologies leading the first people going under water at 500 meters deep in laboratory conditions in our country. He carried out an intense didactic activity, becoming lecturer to two superior naval institutes in Constanta: Petru Aron has given lectures of hydraulic machinery and

pumping stations at Ovidius University and at the Naval Academy and taught courses on fluid mechanics and the dynamics of the ship. He presented 27 scientific papers at sixteen scientific conferences. He is also the holder of 15 invention patents and the author of 24 ship designs.

MIHAI CÂRLAN, Chief Offshore Construction Officer

Mr. Mihai Cârlan is a highly motivated and adaptable professional with over 23 years rich upstream oil and gas experience and offshore construction services in both corporate and project management roles. Mr. Cârlan joined in 2008 GSP’s team after holding several managerial positions within Petromar, where he entered in 1987 as production engineer further advancing in

his career to positions such as O.I.M.-Offshore Installation Manager, Head of Production Department, Deputy General Manager. The last 5 years’ experience is based on EPCI Project Management for Offshore Construction Services, including analysis, design, fabrication, offshore installation and commissioning of fixed offshore platforms, jackets, topsides, hookup, commissioning and operations of subsea pipelines, piggyback pipelines, umbilical and cable laying, air and saturation diving systems and ROV operations.
