A LETTER FROM SARAH CARUSO & JON CAMPBELL Great Challenges and Great Opportunities: Leading In Extraordinary Times Helena is 21, a single mother living on her own and trying to improve her life. She lives in St. Paul’s Frogtown neighborhood. She works as a nursing assistant, but during the past few months, her work hours were reduced when the client she cared for was hospitalized. She fell behind on her bills and her rent, and worried about providing for her 2-year-old son. She turned to Lifetrack Resources, a United Way partner agency, for some bedding, T-shirts and socks for her son, to get her family through the hard times. Things are better now. Like many other people living in or near the edge of poverty, Helena and her son face multiple challenges. But her spirit is resilient. “I keep trying,” she says. “I’m blessed because I keep trying.” As our community recovers from the Great Recession, more and more people like Helena have been left struggling in its wake. A recent survey of United Way’s nearly 200 partner agencies confirmed what we have been hearing for months: client needs are up, and resources are down. According to most forecasts, this will likely be the situation for the foreseeable future. In this new era of increased needs and reduced funding, United Way is leading the community by supporting highquality programs in basic needs, education and health so we

can serve Helena and others like her who face tremendous challenges. Thanks to your support, United Way is resilient. Some of our efforts touch individual lives—often at critical moments, when people are exhausted and hungry or need a roof over their heads. In these pages you will find their stories. Other efforts convene the broader community to create large-scale change. In June, United Way convened United Front 2010 at the Minneapolis Convention Center, with sponsorship support from General Mills. Nearly 900 health and human services leaders and board members from across the Twin Cities region took part in this informative and interactive forum. Keynote speaker Dr. Tom Stinson, Minnesota state economist, defined the “New Normal”— a challenging paradigm for the nonprofit economy that will require new ways of working together. Participants left with encouragement and tools from United Way so that we can all continue to serve clients effectively. As the largest non-governmental funder of the health and human services sector in Minnesota, United Way continues to lead and shape policies and improve systems. In our annual Community Scorecard, which accompanies this report, you will find the measurable results of your investment in United Way, and more details of the progress we are making in building pathways out of poverty.

Thank you for your big hearts as you work with people in need every day, and for your partnership in building pathways out of poverty.

Most of all, we celebrate our donors. In 2009, our donors, led by Campaign Chair Jeff Noddle, met tough times head-on with extraordinary generosity, helping to raise $87.7 million in total resources to be invested in 2010. Some of you are pictured in these pages. You know that making a gift to United Way is the most effective way to help the whole community. Thank you for your unflagging commitment to advancing the common good. Thanks to each of you for helping people like Helena to persevere and improve their lives. We couldn’t do it without you.

We celebrate our volunteers. United Way Caring Connection volunteers give their time and talent and then some to this community. In 2009, over 35,000 volunteers participated in Caring Connection projects at local nonprofits. Thank you for your elbow grease, your brainpower and your determination to make this community better with your very own hands. We celebrate our board. With volunteers from some of our community’s most successful businesses and organizations, United Way’s board is one of the most engaged in the Twin Cities. At United Way, we believe that everyone in our community should be safe, have enough to eat, a roof over their head, and the means to achieve a better life. We invest in strategies that move people from poverty to financial stability. We provide a safety net for people in crisis with emergency food and safe shelter. We help increase earnings through job training and earned tax credits. And we provide financial education to support income management and growth. 2009 HIGHLIGHTS: Reducing hunger. United Way investments raised an additional 17.6 million pounds of food for the emergency food system in response to record-breaking increases in need.

Increasing earnings. United Way–supported Claim It! A Communitywide Partnership helped an additional 3,700 people claim the tax credits they have earned—boosting their household incomes and bringing an additional $15 million into our local economy.

Providing housing stability. United Way helped more than 31,400 people coping with homelessness or at risk of being homeless improve their housing stability through temporary assistance, homeless intervention (assisting those at imminent risk of homelessness) and permanent housing.

Reducing domestic violence. United Way is partnering with the Department of Public Safety-Office of Justice Programs to secure data to help domestic and family violence experts better understand current realities and address gaps in services.

GIVING BEFORE GIVING THANKS On Thanksgiving morning at the Mall of America, almost 4,000 people learned about and helped to end hunger in our community at the Walk to End Hunger, raising some $250,000. United Way is the

leading sponsor of this annual event and money raised goes to food banks, food shelves and on-site meal programs to feed more people.

CONSTRUCTING THE FUTURE Meet Dean, who received job training through Summit Academy OIC, a United Way partner agency.

“I found myself in midlife at a crossroads,” said Dean. “And where do I go?” At 52, Dean was living in a halfway house in Roseville, recovering from a battle with drugs and alcohol and chronic depression. His prospects for employment were dim. Dean, a Yankton Sioux, had grown up on a farm in South Dakota. After serving in the military, he owned a mortgage company for a number of years. “And then I got caught up in the mortgage crisis,” he said. “I was found guilty by the federal government of mortgage fraud. I did two-and-a10 | BASIC NEEDS

half years in a federal prison.” After prison, his life continued to unravel. “When I got out of prison, I had to decide what I could do,” he said. “I couldn’t work in any business that had a fiduciary responsibility. I decided instead to go to school, better myself— put myself in a position to where I could get a job that I could afford to pay my financial obligations. And I found out about Summit Academy.” United Way is the largest, nongovernmental funder of jobs programs in Minnesota, investing over

$5 million in 36 programs annually. Summit Academy OIC in North Minneapolis is a United Way partner agency. United Way supports the Hard Hats construction program. “Deep down, I was bound and determined to be successful,” said Dean. “To be someone that my children, my family, can be proud of, and turn my life around.” Each semester, students in the Hard Hats program build a mock house outside on campus, just off Victory Memorial Parkway, learning skills such as carpentry, plumbing,


electrical wiring, welding and weatherization. Each student undergoes 20 weeks of rigorous classroom and hands-on training, plus placement services. Students learn hard skills like reading blueprints and using materials and equipment safely, and soft skills such as interviewing and being dependable, so they are positioned for success. Summit Academy OIC believes that the best social program in the world is a living-wage job. For Dean, the experience has been transformational. “You know, after

being in prison, losing everything that I had materialistically, financially, I was at a place in my life where I was a little unsure,” he said. “And Summit, since I’ve been here, has allowed me an opportunity to regain my confidence, my self-esteem, my self-respect.” Summit Academy OIC has an 80 percent placement rate for its graduates and leverages strong partnerships with local companies such as M.A. Mortenson. Summit Academy graduates helped construct TCF Bank Stadium and Target Field.

Increasing people’s earnings through job-training programs and other efforts is one means by which United Way is helping people in need move up and out of poverty. “In Sioux culture, it’s a circle,” said Dean. “Everything goes in circles. I think that I’m coming full circle, back around again, and I’m ready to blossom.” Last year, United Way helped nearly 6,500 people get and keep a job for at least six months.

At United Way, we believe that all children have the right to a strong start so they can be successful in learning and in life. United Way focuses on three crucial stages in a child’s development: early childhood education, reading by third grade and quality out-of-school-time programming. In Minneapolis and St. Paul, fewer than 50 percent of low-income children are reading at grade level by third grade. Investing early to get kids on the right track helps ensure that the next generation is fully prepared to lead and work in our community. 2009 HIGHLIGHTS: Supporting early learning. United Way is helping parents cope with multiple challenges. More than 6,900 low-income parents are learning positive parenting skills to support their children, guide optimal child development, enhance school readiness and strengthen their families. Results from 29 programs will be evaluated to support the identification of parenting best practices.

Ensuring reading success by third grade. United Way is investing in reading support programs that involve high-level partnerships with Bloomington, Minneapolis and St. Paul public schools and community organizations to integrate best practices and steer program expansion.

Providing quality out-ofschool-time programming. United Way provides quality enrichment and academic opportunities for youth in grades K-12, with a special focus on grades 6-8. Families with limited incomes often can’t afford quality programs that engage youth in learning and deliver results.

NEW CONVERSATIONS AND COLLABORATION United Way convened the first-ever meeting between Valeria Silva, St. Paul Public Schools superintendent, and Bernadeia Johnson, incoming Minneapolis Public Schools superintendent, their key staff and more than 90 program leaders. Participants discussed

how to improve practices in data sharing, transportation, space needs and more, and the conversations strengthened relationships and practices for the future. Continued collaboration is anticipated with United Way leading the effort.

LEARNING TO READ, AND READING TO LEARN

Within moments of arriving at the Network for the Development of Children of African Descent (NdCAD), three sisters—Dynasty, age 7; Essence, age 6; and Desire, age 4—have each chosen a book from the shelves and settled in to read on one of the comfy couches. Their father, Edmund, says this wasn’t always the case. “They didn’t read much before the Sankofa Program,” he said. NdCAD, a United Way partner agency, is a quiet haven of reading success in St. Paul. NdCAD’s Sankofa Program is an intensive, African-centered reading instruction program for children who

are below grade level in reading. The program has a special focus on grades K-3. The student-to-tutor ratio is 5:1. Research has shown that reading at grade level by the end of third grade is a critical stage for children. Before third grade, children learn to read. After third grade, they read to learn. Children who aren’t reading at grade level are not prepared to succeed in school, putting at risk both their own futures, and the future of our community. Edmund’s daughters, Dynasty and Essence, were assessed to determine their reading levels. Then an individual

learning plan was developed for each child. Both girls took part in the eight-week after-school program, three times a week for 90 minutes per session. Each child in the program also gets three books per week to keep and build a home library. Meanwhile, Edmund and his wife participated in NdCAD’s four-week Parent Power training session, which helps parents learn how to become advocates for their children and keep the learning going after Sankofa ends. “Parent Power has helped me help them,” said Edmund. “It teaches parents how to better teach their kids.

I learned about phonemic awareness— the different ways to say a vowel like a—ah, aay, at…It really helped me to teach them how to sound out words.” All Sankofa students complete a postassessment following the program. During the 2007–08 school year, 80 percent of students made documented gains, with 20 percent increasing their reading levels by two to three levels. At the end of the program, Dynasty had gained four reading levels, and Essence had gained three reading levels. “That was a proud moment for me,” said Edmund.

The NdCAD partnership is just one component of United Way’s larger, innovative partnership with the Saint Paul Public Schools to implement literacy strategies on a broad scale for students and schools throughout the district. United Way has made similar strategic investments in reading programs in Minneapolis and Bloomington. United Way’s investment of $2.2 million per year to increase the number of children reading at grade level by the end of third grade will impact approximately 7,200 children per year throughout the nine-county region.

At the end of the afternoon, Edmund and his daughters are reading together. When Essence stops at the word “beside,” Edmund softly says, “beh…” and she quickly sounds it out and says “beside” and continues reading. ”They are not scared of any words,” he says. “They make their daddy proud.” More than 7,200 children in grades K-3 in our community received help in learning to read last year through United Way programs.

At United Way, we believe that healthy people are also productive and engaged community members. United Way provides access to health care for uninsured people, helps children and youth learn healthy behaviors that prevent future problems, and provides support to thousands of older adults and people living with disabilities so they can remain independent. Many of our strategies are based in prevention: action taken now will provide long-term benefits for our community. 2009 HIGHLIGHTS: Providing access to health care. United Way is investing $3.5 million annually to increase access to publicly funded health care programs and communitybased clinics and agencies. Programs enroll people in publicly funded health care programs and deliver integrated care that meets their primary medical, dental and mental health needs.

Increasing healthy behaviors. United Way–supported programs to prevent obesity and diabetes help more than 1,300 children annually in improving their health through lower blood pressure, lower heart rate, and progress toward an appropriate body-mass index.

Maximizing independence. United Way helps caregivers and families navigate services to maximize the independence of older adults and those living with disabilities so they can remain in their homes.

FINDING COMMON GROUND In the midst of a polarizing debate about health care, United Way convened a nonpartisan health care forum at the University of Minnesota Humphrey Center. Panelists representing all sides of the issue emphasized

common ground and solutions as they discussed the General Assistance Medical Coverage crisis and the short- and long-term consequences for our community when citizens lack health insurance.

HEALTHY FAMILIES, HEALTHY COMMUNITIES Meet Dr. Loie Lenarz, a physician who volunteers at St. Mary’s, a United Way partner agency. During her most recent half-day shift at one of the St. Mary’s Health Clinics, Dr. Loie Lenarz saw 11 or 12 patients. “Most of the people I see work in jobs with no health care benefits, or their income is such that they don’t qualify for public health care such as Medicaid or Minnesota Care,” she said. “About one-third of them had diabetes. Most spoke Spanish instead of English. All of them expressed significant gratitude for the care they received. They left with the medications they couldn’t have afforded on their own and that will help them successfully manage their conditions.”

When people don’t have adequate access to health care, the costs can be great. Prevention, said Dr. Lenarz, is key. Properly managing diabetes, which is so prevalent among her patients, is a good example. “Medically speaking, we know how to prevent diabetes,” she said. “But if diabetes isn’t managed for five to seven years, there is a likelihood

In 2009, with support from United Way, St. Mary’s recorded 6,134 patient visits— the most in their 17-year history. Nearly 10 percent of patients were under age 18. They anticipate serving over 6,000 patients again in the current fiscal year.

Dr. Lenarz has been in practice for 26 years, most recently as chief clinical officer at Fairview Health Services. Eight years ago, she became a board member at St. Mary’s, a ministry of the Sisters of St. Joseph of Carondelet that provides free health care services at eight sites throughout the metro area to people who are uninsured or underinsured. In January, she became their volunteer medical director. Over 300 people—doctors, nurses, admission staff, interpreters, drivers—volunteer at St. Mary’s. St. Mary’s staff use the term “days lost from work.” When people can receive care at St. Mary’s, their days lost are substantially reduced, and they are more productive members of their families and community.

If clinics like St. Mary’s didn’t exist, Dr. Lenarz says she’s not sure what people would do. “You never really know for sure,” she said. “But statistically speaking, I say they will go without health care until they are so desperate and sick they end up in the emergency room, and have a greater need for intensive and expensive health care, and where the long-term health implications are much greater for them.”

for kidney disease or even kidney failure. At that point, they qualify for Medicaid because the expenses will be so much higher. The cost to society of not caring for these people is huge.”

Dr. Lenarz says her experience with St. Mary’s has “made it far more real to me how difficult it is to access health care in the U.S. if you don’t have the money to do so.” With her Catholic upbringing and her family’s strong commitment to social justice, her connection to St. Mary’s runs deep. Even so, she dreams of a day without St. Mary’s. “Nothing would make me happier than for there to be no need for the clinics to exist,” she said. “That would mean that people have adequate care.” More than 119,800 uninsured people received access to health care through United Way programs last year.

2009 COMMUNITY INVESTMENTS United Way raises funds in one calendar year to be invested the following year. In 2008, United Way raised $88.9 million in pledges, of which approximately 11.7 percent was spent on fundraising and administration. Approximately 3.2 percent of pledges were uncollected. The remaining $76.2 million, along with $7.3 million in revenue from investment income, foundation grants and other sources, was invested in the community in 2009.

BOARD OVERSIGHT Our 50-member volunteer board of directors composed of business and community leaders provides oversight. Board committees hold United Way accountable for administrative and fundraising costs and make sure the organization is run as efficiently as possible. Citizen volunteers staff our strategic impact area committees, helping set priorities for the work we do.
