In 1848 Warren and Jesse Wheaton and Erastus Gary gave their land to the railroad company so that a rail line would come through their land holdings. This railroad line, which ran from Chicago to Galena, ran through settlements that are today’s Glen Ellyn, Wheaton, Winfield, and West Chicago. The first DuPage County station was built in 1859 in Winfield (then called “Warren” after Colonel Julius Warren, a neighbor). Legend has it that the village of Winfield takes its name from the famous general and presidential candidate Winfield Scott. Born near Petersburg, Va. on June 13, 1786, having already served as the country’s general-in-chief for two decades, America’s preeminent military figure, perhaps the most celebrated since George Washington, Scott was nearly 75 when he commanded the Union armies at the start of the Civil War. By that time, Scott, a Virginia native who refused to join the Confederacy, was clearly nearing the end of his brilliant career. The Village of Winfield became an incorporated community in 1921, choosing to operate under the Village form of government provided by the State of Illinois statutes. When it incorporated, settlements with names of Fredericksburg and Gary’s Mill were brought into Winfield. The Village of Winfield is well known as the location of one of the finest health facilities in the Chicago area. The site where Central DuPage Hospital currently stands has a century-long history of health service. In 1897, Winfield, Illinois, was selected as the site for a family-run rest home near what is now the main entrance to Central DuPage Hospital. The two-story frame building was set on a wooded hillside, with grounds that reached to the DuPage River. After the owner’s death in 1908, the rest home was sold. A year later, it reopened as the Chicago-Winfield Tuberculosis Sanitarium, which was operated by three Chicago-area charitable organizations. 4

Over the years, more land was acquired to the east. The original building was destroyed by fire, and a new sanitarium was rebuilt on the same site. By the late 1950s, most patients were being relocated to Chicago for care. In 1958, a citizens group representing the communities of Glen Ellyn, Lombard, Wheaton, Warrenville, Winfield, and West Chicago was incorporated as the Central DuPage Hospital Association. Their purpose: to establish a hospital in the area. A community-wide fundraising drive took place. With philanthropic support from local citizens, businesses and friends, Central DuPage Hospital Association purchased the sanitarium and its land from the Jewish Federation of Chicago in 1963, and then invested another $1 million in improvements and expansion to ready it for opening day. On September 16, 1964, Central DuPage Hospital opened its doors. The new 113-bed hospital was the achievement of seven years of careful planning and preparation. Under a long-range development plan, the hospital’s size more than doubled when a new pavilion was completed in 1970. Smaller additions were added in 1971-72. Stage II of the long-range plan called for a new five-story patient tower and new surgery facilities, which were completed in 1976. Stage III of the long-range plan added a new birthing wing and additional surgical facilities. With the addition of the new Mother Baby Unit in 2005 and the new Ambulatory Unit in 2006, Central DuPage Hospital has tripled its licensed beds and expanded its medical staff more than ten-fold from its initial size. The hospital is the hub of a network that include physician practices, outpatient medical centers, residential facilities for aging adults, occupational health facilities, and other resources. Despite the expansion, Central DuPage Hospital remains committed to a core goal: to promote the health and well-being of the communities it serves. 2010-2011 Winfield Business Directory

Despite the suburban feel of this quaint village, Lee Station and Shelburne Farms are bringing a more urban feel to Winfield’s Town Center, capitalizing on easy access to Winfield’s Metra commuter station. Building permits are required for the following: Room additions, patios and enclosures, garages, sheds, fences, swimming pools (above and below ground), decks, air conditioners, roofing, siding, sidewalks, and electrical revisions. For alterations or additions not listed above, please call the Village Hall BEFORE you begin. Remember to call Joint Utilities Locating Service (J.U.L.I.E.) at 1-800-892-0123 before doing any digging! Please contact Village Hall for a complete list of permitting requirements.

Village Government The Village of Winfield has eight elected officials including the Village President, Village Clerk, and six Village Trustees. The administrative operation of the Village is the responsibility of a full time Village Manager. All persons can be contacted by calling the Village Hall at 630-933-7100.

The following is a brief list of some of the regulations/ordinances that are important to residents of the Village:

Village Meetings The public is welcome and invited to all meetings. The meetings are held every 1st and 3rd Thursday of each month at 7 pm, immediately followed by the Committee of the Whole meeting, and are broadcast live on cable access Channel 10. Please contact the Village Hall for meeting schedules of other boards and committees or visit our website for this and other current village information, forms, etc.

Block Party Permits Block party permits are available at the Village Hall. There is no fee. The Winfield Fire Protection District can make a Fire Engine and Ambulance visit to your block party at your request.

Resident Information

Bicycle Registration Free bicycle registration is available at the Police Department.

Curfew It shall be unlawful for a person less than seventeen (17) years of age to be present at or upon any public assembly, building, place, street or highway at the following times:

Contractor Registration All contractors working in the Village of Winfield must register at the Village Hall. If you are a resident and are hiring a contractor to do work on your home, they must be registered with the Village before beginning any work.

C) Between eleven o’clock (11:00 am) on Sunday to Thursday, inclusive, and six o’clock (6:00 am) on the following day.

Building Permits Please call the Building Department at 630-933-7113 in reference to any type of building remodeling or renovation you might be contemplating.

Additional regulations apply to new and inexperienced drivers. Dog License The Village no longer requires dogs to be licensed, although they are prohibited from running at large and required to be leashed when not on owner’s property.

VILLAGE INFORMATION Garage and Yard Sales A permit is required for garage and yard sales held within the Village of Winfield. There is no fee. Two (2) such sales are allowed during a twelve (12) month period per residence. Housewatch If your home will be unattended for an extended period of time, please contact the Police Department to let them know that you will be gone. They can place special emphasis on patrolling the area near your house. Pool Meters The Village provides “deduct” pool meters for a period of three (3) days to fill swimming pools, once a year. Any water on the meter will not be charged sewer charges. There is a $5.00 fee for use of meter and a $60.00 refundable deposit is required. Recreational Burn Permits Recreation Burning Permit applications are available at the Village Hall. A permit for recreational (camp fire/bonfire) burning must be submitted a minimum of seven (7) days prior to the date requested. A copy of the Recreational Burning Ordinance, which outlines the types of fuel, size, and location of the allowed recreational burn is attached to the permit application and should be read thoroughly prior to submitting a completed application.­ Tree Planting It shall be unlawful for anyone to plant a tree in the public right of way without a permit. Village Nuisance Regulations No weeds and/or turf grass are permitted to grow to a height greater than eight inches (8”): 1) within two hundred feet (200’) of any building used for residential purposes; 2) within any public right of way immediately adjacent to privately owned property; 3) within five feet (5’) of any public right of way. Refuse including grass clippings, leaves, tree trimmings and other yard debris, garbage cans and other refuse containers and objects for scavenger service pickup shall not be placed on the public right of way, except during the period of time between four o’clock (4:00 pm) the day prior to garbage pickup and ten o’clock (10:00 pm) the day of garbage pickup.

The use of heavy equipment or construction equipment for the erection, expansion, renovation, alteration, repair or demolition of any privately owned structure or property shall be limited to the hours of seven o’clock (7:00 am) to seven o’clock (7:00 pm) Monday through Friday, eight o’clock (8:00 am) to seven o’clock (7:00 pm) on Saturday, and ten o’clock (10:00 am) to six o’clock (6:00 am) on Sundays and holidays. Water and Sewer The Village of Winfield supplies Lake Michigan water to its residents and requires a refundable deposit of $65.00 for all new water and sewer users. New residents are required to come in to Village to complete a new resident form. A photo ID is also required. The deposit will be refunded following a final read of your water meter and will be credited to your final bill. Billing for Winfield water and sewer users is generated on a monthly basis. There is a minimum monthly usage of 2,500 gallons. Payment for utility services is due to the Village on the 5th of every month. If the 5th falls on a weekend, bills are due the next regular business day by 9 am. Failure to make payment to the Village will result in a 10% penalty. Accounts that are 30 days or more delinquent and have a balance of $50 or greater are subject to disconnection of service. There is a $50 reconnection fee to restore water that has been terminated for any reason. If the restoration is requested after normal business hours, a fee of $150 is required. Payments can by made by check, by mail, direct deposit, ePay (online only), by credit card or cash (at village hall only). There is a drop box located behind the Village Hall.

Quarterly daily parking permits are available for use in any of the daily lots. There is no waiting list. The Village also has two permitted lots located at: Jewell Road (just east of the Village Hall) Church Street (at the corner of Chicago Avenue and Church Street) There is currently a waiting list for parking in the two permitted lots. If you would like to be placed on the waiting list for a spot in these lots, you must come in to the Village Hall and complete an application. Additional information can be obtained on the Village website or by calling the Village Hall at 630-933-7100. Overnight Parking in Commuter Lots Overnight Weekend Parking (Daily & Permit lots) Residents may park in Daily or Permit lots overnight on weekends as long as they remove their vehicles before Monday morning 5:00 am. Overnight Weekday Parking (Daily lots Only!) We discourage overnight parking weekdays unless payment is made in advance in the police department to avoid ticketing or vehicles must be out of the lot by 5:00 am the next morning. Parking is free in both lots after 3:00 pm, however the above restrictions apply. Parking Overnight Parking on streets and in the Village parking lots is not allowed between the hours of 2 am and 5 am, except areas specifically allowed by Ordinance. Please contact the police department for exceptions. Parking on any street after 2˝ snowfall is prohibited. This allows the Public Works department to clear the snow from the roadways. Parking on Private Property The Village has an Ordinance restricting the parking of vehicles on private property. Temporary Handicapped Parking Applications for temporary handicap parking permits are available to Winfield residents at the Village Hall.

WINFIELD SOLID WAsTE pROGRAM Refuse & Recycling Refuse service is provided by Waste Management of Illinois. A Waste Management refuse sticker is required on all 22 gallon garbage cans and on all yard waste containers or bags. These stickers may be purchased at the Village Hall and various businesses in the area or by mail from Waste Management by contacting Waste Management Customer Service at 1-800-796-9696. For a complete list of recyclables contact the Village Hall. Recycle Bins Recycle bins can be purchased at the Village Hall or purchased/rented at Waste Management. Recycle bins are priced as follow: Small-20 gallon: $10.50 (with lid $15.00) Large-32 gallon: $36.00 (includes a lid) STICKERS ARE NOT REQUIRED FOR RECYCLING When is my pickup day? Your collection day is on Tuesday. Garbage, recycling and yard waste will be collected on the same day. Separate trucks will be around to collect all three items. Refuse should be placed out by 7:00 am on the day of collection. Plastic bags or garbage containers may not exceed 32 gallons and 50 pounds in weight. One sticker must be attached to each bag or container. (Looped through a handle) A pick-up schedule is available on-line and at the Village Hall. Where do I purchase stickers? Health Care Provider CPR Class The Winfield Fire Protection District conducts a Healthcare Provider CPR class on the 4th Saturday of every month. There is a $50.00 fee per participant, which includes the cost of the instruction manual. Register at Fire Station #1 between the hours of 8:00 am and 5:00 pm. Child Safety Seat Inspections Child safety seat installations and inspections are available with the Winfield Fire Protection District on a daily basis by appointment. Statistics show that 82% of the child safety seats inspected are installed with three or more errors. To make an appointment to have your child safety seat inspected or installed, please call 630-653-5050 and ask to speak with a child safety seat technician. Free Home Inspections Making sure your home is as fire safe as possible is one of the many services offered by the Winfield Fire Protection District. If you would like a member of our Fire Prevention Bureau to conduct a free home safety inspection to provide tips on how to better protect your home, please contact Deputy Chief Bryan Lewis at 630-653-5050.

Free Blood Pressure Checks The paramedics of the Winfield Fire Protection District conduct free blood pressure checks to all residents of the Fire District. This service is available on a walk-in basis. Block Parties If you are planning a block party and would like the Fire Department crew to visit with the fire engine and/or ambulance, please contact the administration office at (630) 653-5050 to make arrangements. Tours Individual and group tours of the fire station are available upon request.
