Stakeholders engaged during the study overwhelmingly noted that despite positive outcomes, this has not necessarily translated into improved access to justice and sustainable development or transformational change for individuals and communities.78 Stakeholders do, nevertheless, concede that change takes time and that these interventions are building blocks for further effort. Generally, there is a consensus that more needs to be done, perhaps pursuing a different approach if significant impact is to be attained. This is especially so given the changing global and regional contexts that demand a review of current strategies as seen in the preceding chapter. This section provides an overview of key issues and lessons that have emerged and a discussion of their implications for UNDP.
