About President Stuckly Texas State Technical College Waco President Elton E. Stuckly Jr. is a Central Texas native and a 1975 graduate of the Electrical Power Technology program at TSTC. Mr. Stuckly worked as a Senior Electrical Designer for five years and as an Electrical and Electronics Power Technician for more than seven years before returning to his alma mater. At TSTC, he has served as an Instructor, Department Chair, Vice President for Student Learning and is currently serving as President. Mr. Stuckly has a Bachelor of Science degree and a Master of Science in Technology from the University of Texas at Tyler. Under his leadership, Texas State Technical College Waco has increased enrollment and broadened program offerings to meet the economic needs of Texas.

Vice Presidents and student support staff directors at Texas State Technical College serve as the administrative arm of the college. TSTC Historical Timeline 1942

Texas State Technical College’s 2,200-acre campus started out as the Waco Army Air Field, established by the U.S. Government for pilot training.

1951

The facility’s name changed to James Connally Air Force Base in memory of the late Col. James Thomas Connally, USAF. Connally, a McGregor native and Texas A&M graduate, was killed in action in May 1945 in the Pacific.

In 1945, the base was deactivated and placed on stand-by. In 1948, the base was again activated and named Waco Air Base.

1945-1948

1964

In December, Secretary of Defense Robert S. McNamara announced that James Connally Air Force Base of Waco would be phased out by July 1966. Harry Provence, Harlon Fentress and J.H. Kultgen suggest turning the deactivated base into a technical college.

1965

The Texas Legislature authorized the establishment of the James Connally Technical Institute of Texas A&M University at the James Connally Air Force Base by enactment of Senate Bill 487 in April 1965.

1968-1969

The James Connally Technical Institute was accredited by the Southern Association of Colleges and Schools. The 61st Legislature separated the James Connally Technical Institute from Texas A&M and renamed the college Texas State Technical Institute, with the Waco location to be the first campus of a system of technical colleges.

1976-1983

The state of Texas purchased the James Connally Air Force Base from the federal government.

1970

The Kultgen Automotive Center was opened on Oct. 13, 1970.

1991

The Harlon M. Fentress Center was dedicated in 1976.

Texas State Technical Institute was changed to Texas State Technical College in September 1991.

The Electronics Center was added to the Waco campus in 1981.

The East Texas Center in Marshall was added as an extension to the Waco campus.

The Provence Graphic Communications Center was completed in November 1981. Both the Electrical Trades Center/Library and the Technical Studies Center were dedicated Aug. 3, 1983. Groundbreaking ceremonies for the Student Services Center also were held in 1983.

1967

The first commencement was Aug. 10, 1967. Twenty-eight students graduated from Heavy Construction Equipment Mechanics, the first one-year course offered at the school.

1993-1999

The Aerospace Technologies Center opened on Sept. 9, 1993. (Renamed the Dr. Roy Dugger Center)

The Student Recreation Center was completed in September 1994. The John B. Connally Technology Center opened in March 1999.


TSTC Facts Our Airport The TSTC airport is the largest airport in the nation owned and operated by a two-year public college. Its runways can accommodate the largest of planes, like the military aircraft, the C-5. The airport is mainly used for educational pilot training. Through a joint program with Baylor University, TSTC students can earn a bachelor’s degree in aviation science that utilizes Baylor’s strong aerospace science and academics and TSTC’s top-quality flight program.

Our Students By Age Group Our Instruction TSTC’s educational philosophy is total immersion. Similar to learning a foreign language, the total immersion concept makes information easier to learn and retain. Students who may have been unsuccessful in traditional learning environments (teacher/lecture) succeed with TSTC’s handson interaction and applied learning delivery. Students generally spend approximately 60 percent of their time in laboratories with industry-standard equipment. Full-time students spend 25-35 hours per week in classes and laboratories learning theories and concepts and immediately applying them. The classes at TSTC are kept current with the latest industry-standard curriculum developed through the advice of technology advisory committees comprised of industry leaders from across the state. Currently, TSTC has more than 700 active industry advisors who meet regularly with technologies to keep them abreast of industry demands. TSTC is constantly adapting its curriculum to satisfy the rapidly-changing landscape of technology.

Due to the high cost of capital equipment, TSTC relies on industry donations for much of its equipment. Companies view donations as an investment to ensure TSTC graduates will have exposure to industry-standard equipment.

City Bus Service An alternate mode of transportation is the Waco Transit bus service to and from the campus. For a complete schedule of times and fares, students may pick up a Waco Transit System map in the Recruiting Services office at the Student Services Center.

How to Find Your Classes Classrooms and offices at TSTC are numbered or identified by initials. The names of instructional buildings are often shown abbreviated on documents students receive. The Academic Process Registration Before beginning classes each semester, students must register or enroll. Regular registrations are scheduled approximately two months before the beginning of each semester. Each student’s initial registration must be completed with their technology advisor, but subsequent registrations may be completed by using the online WebAdvisor. Once registered, students will get their WebAdvisor account information after the 12th day of class.

To gain access to a WebAdvisor account and other online tools, students can log in to the https://webadvisor.tstc. edu site. With WebAdvisor students can: • Obtain degree plans (the courses required for completing a degree or certificate) • Register for classes • View class schedules • Check grades • Request an official transcript • View financial information

Before registering, students should identify the classes they need to take, get a department schedule of classes and create a schedule. For each class, they must note the course number and section number.

Step 4: Under “What’s my user name” type in your last name and Student ID and click “Submit.“

MyLearning is another Web application that offers specific resources for classes students are enrolled in. After logging in at https://tstc.blackboard.com, students can view class information including: • Syllabus • Classroom e-mail and chat • Course announcements • Calendar of assignments • Current grades

Step 1: Go to http://www.waco.tstc.edu/. Step 2: Click “WebAdvisor” on the top right-hand side of the screen. Or go directly to: https://webadvisor.tstc.edu.

Step 5: Highlight your username and copy and paste it in the username box. Step 6: Highlight the LAST SIX DIGITS of your Student ID* and copy and paste it in the password box. *(If you have previously enrolled with TSTC, your default password may be set to the last six digits of your Social Security number) Step 7: Click “Submit.” Step 8: Select the “Students” Tab, and select “Register for Sections.” Step 9: If students know the course number, section number, and term, they should select “Express Registration.” If students don’t know this information, they should select “Search and register for sections.” Note: All the TSTC colleges use WebAdvisor. When selecting a specific course, be sure the location is designated as “Waco.”

To Search and Register for Classes: Select the semester from the drop-down list, select the subject and course level and click on the “Submit” button. From the listing of courses, select a section and location and click the “Submit” button. After selecting the courses, a preferred sections page will allow students to fully register using a drop down box to select “RG-RG Register“ and then submit. Step 10: Once registered for courses, students should print their schedule and review it to make sure they have registered for the necessary courses.

They may also check the “Status” column to be sure Registered has been assigned for each course. To print a copy of their schedule at any time, students may click the MENU button to return to the main student page. They should be careful NOT to use the browser’s forward or back buttons. Step 11: Sign out. It is inadvisable for students to leave WebAdvisor open and signed in on any public access computer.

Distance Learning   TSTC Waco has an extensive offering of online classes, including two complete online degree programs. A student registers for distance learning classes just as they do for traditional classes, through their faculty advisor or WebAdvisor.

What is distance learning?   Distance Learning describes a self-paced instructional format. Instead of an instructor lecturing in front of the class, students work independently from anywhere.  This form of learning is an option for individuals who are self-motivated and can work independently in a less structured learning environment.  Distance learning courses are fully credited college classes and offer the same material as a lecturebased class. There is no difference in WHAT students are expected to learn. It is the WAY they learn that is different. Supplemental information, course requirements and assignments are mainly delivered through Web-based technologies such as Web pages, chatting software and e-mail. Therefore, students will need the following: n Computer with network connection n Internet access n E-mail address

WebAdvisor Common Questions What computers can I use to access WebAdvisor?

Any computer connected to the internet will work. There are computers in the Student Services Center, Library and Student Recreation Center you can use.

I tried to register, but I received a message that I’m not eligible.

If you get a ineligible message, it should include the reasons you couldn’t register and who to contact to continue registration. If you have

Texas Success Initiative (TSI) requirements, you must register for remediation classes first. If you have questions about specific courses, cancelled or full classes, contact your technology for assistance.

I want to change my schedule after I have registered for courses.

You can repeat these steps and change your schedule until the day classes start. After the first class day, you MUST complete the drop/add process by seeing your Faculty Advisor.

When are grades posted?

Faculty must submit final course grades no later than two days after the last day of the semester. Final course grades should be available in WebAdvisor four days after the last day of the semester.

How do I know I am registered for the courses? Look at the “Status” column. It should say Registered.


Money Matters Financial Assistance There are several types of financial aid available for a TSTC student. Grants, loans, scholarships, wages from part-time jobs or any combination of these can be packaged for financial assistance. The key to obtaining financial aid is to apply early. Students must fill out the FAFSA (Free Application for Federal Student Aid) each year using TSTC’s Federal School Code number, 003634, to be eligible for aid.

Getting Financial Aid

The first step to getting financial aid is filling out FAFSA each year you are in college.

Applications and information for all financial assistance programs are available in the Financial Aid office, or are accessible on the TSTC Financial Aid Web site, www.waco. tstc.edu/financialaid.

Scholarships Each year a number of individuals, firms and organizations provide scholarships to students attending TSTC. The awards vary in amount. If students are interested in applying for a scholarship, they should contact the chair of their technology department or contact the Financial Aid Office. Most scholarships at TSTC are available to students who complete one or two semesters. More information can also be found on the Financial Aid Web site under “Scholarship Information.“ Or at www. waco.tstc.edu/scholarships.

Installment Plan for Tuition TSTC offers an Installment Payment Plan for tuition. If students choose to pay by installment, one-third the total tuition and fees are due before classes begin, and then two separate payments are due prior to the beginning of the 6th and 11th weeks of 16-week terms. An installment fee of $10 is assessed with the first payment. A late fee of $25 is assessed for late second and/or third payments.

Loan Information Sessions (LIS) Any student at TSTC Waco who receives students loans will have to attend a Loan Information Session. The session will only last around 30 minutes and you only have to attend one. For more information on loan information sessions, contact Rhonda Beauchamp by phone at 867-3624 or by e-mail at rhonda.beauchamp@tstc.edu.

TSTC Money Management Center The Money Management Center provides tools and solutions students need to achieve financial independence during their college experience. The Money Management Center will also sponsor FREE workshops, seminars and clinics covering personal financial and money management topics. Staff members will partner with students from their first day on campus through graduation to address personal financial and money management needs. They will provide confidential personalized consultations. Students will gain insight and clarity in all aspects of their money management situation by scheduling a personal consultation. All information will be held in strict confidence. Money Matters (cont.) Student ID Cards An ID card is a student’s official Tech OneCard Services passport and visa at TSTC and a way Ext: 4825 to receive financial refunds. Students sharon.gatlin@tstc.edu will need a picture ID made at Tech SSC 136 OneCard Services, located in the Student Services Center, Room 136. The official Tech OneCard is mailed to the student’s address on file. Once they receive a TechOneCard, students must go online to activate the card and choose a refund option.

Cashier's Office

Finding a Bank If a student wants to open a checking account in Waco, there are a lot of options to choose from. Waco has several banks, savings and loan institutions and credit unions. Most banks require an average balance of $100 to open an account, but also have special rates and services for area students. To open an account, contact the new accounts department at the bank. A branch of Educators’ Credit Union, which students may join, is located on campus behind the JBC. Aside from that option, students can also open a checking account by activating the “Tech OneCard” and choosing the “OneAccount” refund option, or at any of the banks, savings and loan institutions or credit unions in Waco. No minimum deposit or credit check is required to open a “OneAccount” through Higher One.

Refunds Refunds will be given only after students have completed an Add/Drop form, which is available in their technology’s department. Full refunds are given before the first class day of each semester, and partial refunds are given thereafter. See the college catalog for complete details about refunds for withdrawal from TSTC.

Cashier’s Office Located in the Student Services Center, the Cashier’s office processes payments for college expenses, TSTC campus housing and parking tickets. It also offers a variety of services for students including: n Bill payment for tuition and housing rent n Check cashing n Postage Stamps

How Do I Activate My TECH OneCard? Go to www.techonecard.com, enter your card number in the “New Cardholders: Activate Your Card” box and follow the step-by-step process. Once you activate the Tech OneCard, you can select a refund option. Refund options: n Use the Tech OneCard as a debit card by opening a free FDIC insured checking account, the “OneAccount,” with Higher One. The Tech OneCard can then be used both on and off campus (anywhere Debit MasterCard® is accepted). A no-fee Higher One ATM is located on campus in the Student Recreation Center for “OneAccount” holders, and a Higher One communication box is located in the Student Services Center across from Campus Living for communication and deposits to Higher One. n Request the money be sent to an existing checking or savings account. The Tech OneCard would then only be used for ID purposes on campus. Students should carry their Tech OneCard with them at all times for identification as a TSTC student. The student ID card is required for admission to many student activities, for use of campus facilities, meal plans and Tech Bucks. Report lost or stolen cards to Tech OneCard Services located in the Student Services Center, Room 136 or log in to OneAccount and click the “Report Card Lost or Stolen” link provided in the message box on the welcome page. If students have questions or problems with their Higher One OneAccount, they can contact Higher One Customer Services directly by using the Higher One Courtesy Phone located in the Student Services Center in the Tech OneCard office, or by calling the 1-800 number located on the back of the card.

Need To Know Student Code of Conduct TSTC believes a primary factor in strong student morale is an overall regard for good citizenship on the part of the student body. TSTC assumes that students eligible to perform on the college level are familiar with the ordinary rules governing proper conduct and that they will observe these rules as a matter of training and habit. Additional information on student conduct is available in the Student Handbook online at www. waco.tstc.edu/handbook.

HOW to make a Formal Complaint TSTC wants students to be happy with their college experience. Having a chain of command for formal complaints about grades, classes and instructors encourages resolution. Before taking the issue to the college, students should think about if the situation is serious and a valid concern, or if it is a momentary irritation. The following steps explain the chain of command:

STEP 1: When making a formal complaint, students

should write down their concerns. It is important to have a clear idea of the complaint and the resolution being sought. Students should bring any written documentation, including e-mails, assignments or the course syllabus. An appointment may be needed to be set for a meeting.

STEP 2: Students should talk with their instructors first to resolve the problem. They may have made an inadvertent mistake.

STEP 3: If students are unable to reach an agreement

with their instructor, they should talk to the program’s department chair by setting up an appointment through the departmental secretary. Phone numbers and e-mail addresses for all of the department chairs are listed on the college Web site.

STEP 4: If a student is still unsatisfied, the next step is to

talk with the cluster director (the department chair’s boss). Very few complaints make it this far.

STEP 5: The last resort is to speak with the vice president for student learning and the president.

EXCEPTION to the chain of command: If a student believes they have been sexually harassed, threatened or have evidence of criminal wrongdoing, they should go directly to a supervisor.

The primary purpose of the TSTC Waco Police Department is to provide a safe environment. This requires the police officers to assume many different roles including: enforcement of state and college regulations; protection of campus community and property: crime prevention; educating the campus community in law enforcement areas; administering first aid; assistance to other college departments in their mission; counseling/referring and assisting campus visitors. Parking Regulations TSTC has an open parking system. Students and visitors are not required to register their vehicles for parking. However, parking in reserved spots for faculty and staff will result in a parking citation. Citations may be appealed with the Student Government Association or the TSTC Police Department.

Getting Involved TSTC Waco students are encouraged to become active in the college by participating in the Student Government Association, student chapters of professional organizations and clubs. Students should also consider contributing to the student newspaper, Tech Times, or joining Phi Theta Kappa, an international honor society of two-year colleges.

If a student has an accident or illness, TSTC Waco will assist them in receiving medical attention. Students enrolled at TSTC are eligible to participate in a low-cost, group insurance plan for themselves and their families. Although TSTC Waco’s Student Health Services department is limited to basic health care and nursing, including immunizations and screenings, the staff works closely with health care providers in the community. In addition, the health services staff is available to assist students during school hours. The office provides the following health services: set up confidential HIV testing in Waco, check temperatures, perform vision screening exams, stock a variety of overthe-counter medications and test blood pressure

Student Insurance All students attending TSTC may purchase an insurance plan. Students taking six hours or more are required to participate in this plan unless proof of comparable coverage is furnished at the time of registration, or the


Services & Activities student accepts responsibility for medical expenses. The student insurance plan protects students at home, at school or while traveling 24 hours a day. Insured students may also insure their dependents. Insurance pamphlets are available at Student Health Services in the Student Services Center.

Campus Living TSTC offers a number of housing choices Campus Living for students and families who want to Ext: 3824 live closer to their classes. Two options SSC for single student housing are the college-owned apartments, Red River and dorm-style living offered at Lavaca Hall. Another option are the campus homes and duplexes for family housing. Families and individuals over the age of 23 can choose from two, three and four bedroom, brick and single-unit homes. The homes offer students with families an affordable option for campus living. For information on housing in Red River, Lavaca Hall or family housing, contact the Campus Living office in the Student Services Center. The other on-campus housing option Village Oaks is the privately-owned Village Oaks Ext: 3823 Apartments. Campus Meal Plan TSTC students have three meal plan Student Accounting choices. These plans allow students Ext: 4803 to access meal services at their SSC convenience without the worry of paying each time. Café menus are designed and written specially for TSTC Waco students. The daily features include ethnic and cultural favorites, hearthealthy items and grab and go items for those in a hurry. The staff of the TSTC Café will also make every effort to accommodate special dietary needs. All new students residing on campus in Lavaca Hall, Red River Apartments or Village Oaks Apartments who are 21 years or younger on the first day of their first semester are required to participate in the IM525 Meal Plan* option for his/ her first two consecutive semesters on campus, in addition to housing fees. These students are not limited to these meal plans and may purchase a meal plan upgrade during the sign-up period. All three meal plans are available to every student for purchase.

At the Student Recreation Center (SRC), located near the heart of the campus, students can play a pick-up game of basketball or take a few swings on a racquetball court. They can tone muscles in the weight room or take a dip in the outdoor student pool. Whatever it may be, students can probably do it at the SRC.

The center includes a gym, a racquetball court, a weight-training room, aerobic exercise equipment, showers/locker rooms, a game room and a television lounge area. The SRC also houses offices for Student Activities, Recreational Sports and the Student Government Association, as well as meeting rooms available to campus and student groups. Near the SRC are tennis courts, a jogging track, softball diamonds, a soccer/ football field and the swimming pool. Students can use the SRC free of charge with a valid student ID card. The campus game room is located in the SRC and is equipped with billiard tables, XBox video games, table tennis and computer terminals. If students have that competitive spirit, the Recreational Sports program features a variety of activities for both individual and team competitions among students and other colleges. Team sports include flag football, basketball, soccer, softball, dodgeball and volleyball. Activities such as golf, tennis, racquetball, weight lifting and aerobics are available to students who may be interested in individual competition. Open seven days a week, the SRC provides hours of entertainment and fitness for the active student. The SRC’s hours of operation are: Monday through Thursday – ­­7 a.m. - 8 p.m. Friday – ­­7 a.m. - 7 p.m. Saturday and Sunday – ­­noon - 6 p.m.

TSTC students can attend all Baylor University home football and basketball games, as well as McLennan Community College basketball games, at no charge. Tickets are distributed through the Student Activities Office in the SRC.

Dia Techsana One highlight of the year for students is Dia Techsana, or “day of the technician.” Student organizations gather one afternoon each fall, and participants can enjoy booths, refreshments, games, contests and recreational activities. This event is hosted by SGA.

College bookstore The TSTC bookstore maintains a Ext: 3802­— In the SSC wide selection of books and supplies required for classes and labs. The bookstore also offers an assortment of educational materials, health care products, cards, envelopes, snacks and an array of college sportswear, hats and novelties. Textbooks are required for most courses on campus. The cost of textbooks and tools varies by course and instructional program. The TSTC Bookstore is open from 8 a.m. to 5 p.m. Monday through Friday and remains open when registration hours are extended.

Ext: 4846 The TSTC Library, located between http://walib.tstc.edu the Electronics Center and the Located across the Technical Studies Center, offers mall from SSC students more than 61,000 books and 350 periodicals, including general interest magazines, technical and professional journals and newspapers. Also available are private study rooms, drafting tables, TTY, photocopiers, microfiche readers and more than 2,000 videos and 500 DVDs. The library also houses a computer laboratory that provides more than 20 software programs and applications for student use. The lab has 25 multimedia computers with Internet access. Students can also access the library online databases from off-campus by going to the Web site and logging in using their student ID number. The library is a member of TexShare, a statewide consortium of libraries, which allows TSTC students to check out materials from other TexShare member libraries. To use TexShare, students must get a card at the circulation desk. New Student Orientation New Student Orientation (NSO) is designed to introduce students to the diverse technical programs, campus dynamics and unique atmosphere at TSTC.
