TFAC hosts N.C. ballad singer in free program Oct. 14 Tryon Fine Arts Center will host Betty Smith as she presents “Women in Traditional Song: What the Songs Say about Women and the Women Who Sang Them” at 3 p.m. on Sunday, Oct. 14. This one-hour presentation is the final in a series of three lectures in the humanities provided free of charge by North Carolina Humanities Council at TFAC. Music City News of Nashville, Tenn. calls Smith “one of the great ballad singers of North Carolina.” Smith has performed, taught and shared the music of the south for more than 40 years. Her book “Jane Hicks Gentry: A Singer Among Singers” was awarded the Willie Parker Peace Award, and her one-woman play “A Mountain Riddle” won the Paul Green Award given by the North Carolina Society of Historians. She is the recipient of the Brown Hudson Award, the Bascom Lamar Lunsford Award and the Outstanding Contributions to Appalachian Literature Award. From “Lady Isabel,” who took care of her own salvation, and the “Farmer’s Cursed Wife,” who ruined Hell, to “Little Margaret,” who took her own life,

and “Little Omie Wise,” whose life was taken from her, Smith explores with her audience the roles women play in traditional ballads and songs. The women who sang them were carriers of the culture, not performers. They sang songs as they went about their daily chores and rocked their babies. Smith also looks at why certain songs stayed alive and why women chose to sing them – indeed, why some women are still singing them. This project is made possible by funding from the North Carolina Humanities Council, a statewide nonprofit and affiliate of the National Endowment for the Humanities. Since 1990, the N.C. Humanities Council has provided free access to interesting speakers on a wide range of topics to audiences across the state, through its Road Scholars program. For information on the Road Scholars program, visit www. nchumanities.org. For information on the series at Tryon Fine Arts Center, call 828-859-8322 or visit www.tryonarts.org. Letter to the Editor

Farms to parking lots, mountainsides to mudslides To the Editor: Just a few years ago, a majority of citizens of this county demanded that the county take action to prevent rampant development of the areas that make Polk County a special place to live, work and play. No one said they wanted to stifle growth. But, knowing that we will soon again be in the sights of developers, they did want protection from outside forces that only care for the quick return on investment and not for what is destroyed or left behind in the process. Several commissioner boards unanimously

agreed across party lines to take steps necessary to protect the values of people’s homes and quality of life. On Monday evening, Oct. 1, thousands of dollars spent and years of sacrificed hours in the lives of county citizens were thrown out the window on account of pure partisan ideologies on the part of two commissioners, and pure lack of conviction and leadership on the part of another. The two Republican commissioners have made it clear that they never had any attention of supporting a Unified Development Ordinance (UDO). For them to vote for spending the time of citizen volunteers and money for professional planners on the UDO, and to then state that we should have just kept what we had to begin with, is a great injustice that should never be

forgotten. The rabble from their corner is now that any regulations will drive away jobs and take away liberties. Tom Pack demands to know what impacts the UDO will have on new development, and repeats that we cannot put in place regulations in this economy. When is the time to plan for the future? Based on what facts does he claim that smart growth regulations prevent companies from locating in an area? As a land planner for many corporations’ new locations, I know the things quality companies look for and they include assets such as good schools, good roads, a clean environment and a high quality of life for their employees. Pack, Owens and their cronies would gladly open the door to any and all types of development in our rural and mountainous areas.

page

To encourage future unchecked sprawl across the farmlands and mountains is to disregard the value of the citizens’ property, in favor of the quick but temporary fix. When a government willfully encourages the destruction of property value and quality of life, in my book, it is “taking” and an affront to liberty! It will now be up to a new board to decide the fate of this county and I pray that the citizens of this county will reject the notion that we should trash the UDO and our countryside, and vote accordingly for candidates who believe in our future. The UDO is and always has been an ordinance to protect the citizens and quality of life in this county from outside forces. Let us not let farms be turned to parking lots and our mountainsides to mudslides. – Mark Byington, Tryon

McDermott appointed to NCACC Risk Management Pools board Newly elected North Carolina Association of County Commissioners (NCACC) President Howard Hunt III has named Polk County Commissioner Vice Chair Renée McDermott to the association’s risk management pools board of trustees. According to NCACC Executive Director David Thompson, Hunt selected McDermott because of her excellent service on the NCACC’s board of directors and because of her experience and training as a lawyer. Risk Management Pools Executive Director Michael Kelly said he’s delighted McDermott agreed to serve on the board. The NCACC’s Risk Management Pools offer workers’ compensation and liability and property coverages for counties and related entities. Members of the pools enjoy comprehensive and affordable coverage designs that counties can customize to

meet individual county needs. Polk County is a member of both pools. The NCACC began the Workers’ Compensation Pool in 1981. Then, local governments were often unable to buy certain types of coverages at a time when insurance rates were escalating rapidly. The traditional insurance market could not provide the coverages that were needed to meet the counties’ special needs. The NCACC created the Liability and Property Pool in 1986. The objectives of the pools are to help counties jointly manage risk and prevent future insurance market changes from creating havoc on county budgets. The pools not only provide coverages for county members but also help members gain control of their losses. The pools are governed by a board of trustees composed of county commissioners, county

New playground built at Polk Central Elementary School On Saturday and Sunday, Sept. 29-30, parents and other volunteers came together to install new playground equipment at Polk Central Elementary School. The playground is suitable for kindergarten through second-grade students, who had not had age-appropriate playground equipment previously. The project was completed using money collected from school fundraisers for three years and grants from the Tryon Kiwanis Club and the Unrestricted Fund at the Polk County Community Foundation. Parents and school officials helped plan the playground. A ribbon-cutting ceremony will be held on Sunday, Oct. 28 from 3-5 p.m. to celebrate the new playground. Called a “block party” for the whole community, it will include free food, entertainment and inflatables for the children. Everyone is welcome. – article submitted by Lynn Montgomery Above left: Parents Tim Edwards (foreground left) and Matt Davis (foreground right) plus Kiwanis and Habitat volunteers John Hicks (left), Denny Rook (center) and Chuck Davis (right), dig holes and install pieces of playground equipment at Polk Central School. Area hunting and fishing in the fall Hunting October is here! Cooler temps, smaller crowds, fewer bugs, hungry fish, hunting seasons are opening – what’s not to love? This year’s deer season will be different in several ways. The regular season has not been extended, but another week has been added to the season for antlerless deer in Polk County. Reports are that the acorn crop is a very good one. But the muscadine crop fell very early this year. I’m not sure if that is an indicator of anything such as the type of winter we should have. Most folks have probably heard of the hemorrhagic disease outbreak in the foothills area of western North Carolina. While this is not uncommon, this year’s outbreak seems to be a bad one in some areas. N.C. Wildlife Resources Commission biologists have put together a very informative youtube clip that explains in detail: http:// www.youtube.com/watch?v= GjYcP7bGMN8&fe ature=youtu.be.

The toothy critters get more active and seem to frequent the banks a bit more than usual. I have always done better on rainy/windy days in the fall than any other time. Last but not least, the delayed harvest sections of our trout waters are back in action as of Oct. 1. I still think this is one of the best ideas in recent years the NCWRC has implemented. Our own section of the Green River is a fine destination for numbers and size of fish. This section of river probably has more gnats than anywhere in the world, but other than that the fishing is great. Freshly stocked fish will hit about anything, but they get weary as the pressure grows. Be sure to verify any and all hunting and fishing regulations in the current 2012-2013 regulations digest.
