JOY AS WASTE INCINERATOR IS REJECTED CAMPAIGNERS fighting plans for a huge incinerator in Lostock Gralam are celebrating today after it was revealed the company behind the proposals is out of the running for the £850m contract to manage Cheshire's waste. WRG (Waste Recycling Group) wants to build a thermal treatment plant at the former Brunner Mond site off Griffiths Road, but action group CHAIN (Cheshire Anti-Incineration Network) has fought them all the way. And today the final two projects shortlisted to manage the county's household waste over the next 25 years have been revealed – and neither include incineration. ■ Full story on page 13.

WOMEN walkers are urgently wanted for the fifth St Luke’s Hospice Midnight Walk. The route will follow a 13.1-mile half-marathon course from Nantwich to Crewe and back on Saturday, June 20. Over the past four years the event has attracted 5,000 women raising a total of more than £850,000. This year places will be limited to 1,750 participants. Event organiser Jane Thompson

said: “The walk is St Luke’s major fundraiser of the year. “People tend to walk for various reasons - many will have been touched by the love and care given by the hospice either as an actual patient, family member or friend of someone who has benefited by the wonderful care given at St Luke’s. “We’re delighted to welcome anyone who would like to complete the walk for whatever reason.

“Our only request is that in taking a valuable place on the event, the walker is willing and committed to raising sponsorship.” The cost of registering is £15 which covers a walk tee-shirt and breakfast in the morning. Libby makes cadet history AN OAKMERE girl has made history by becoming the first female Cadet Company Sergeant Major in the King’s and Queen’s Combined Cadet Force. Five years after she joined up, Libby Anderson will lead the Army Section of the CCF. It’s the first time a young woman has held command in the 20-year existence of the school’s force. Libby, who attends the Queen’s School in Chester, juggles her responsibilities as CSM with preparing for A-levels, playing the cello and playing lacrosse for Queen’s and Cheshire Metros. Leukaemia fundraiser

A CHARITY fundraiser in memory of a Winsford schoolboy who died of leukaemia takes place next Friday (March 6). Andrew Taylor died in 2001 aged 12, and every year family friends Wendy and Paul Cain stage an event to raise money for the Anthony Nolan Trust, which looked after him. This year's event, which will be held at the Conservative Club at Ways Green, Winsford, starts at 7.45pm and will include include an auction, a raffle, a disco and a licensed bar. ENGLAND World Cup winner Nobby Stiles will appear as a guest speaker at Arley Hall next month. Inquest into hanging

AN inquest will be held today, Wednesday, into the death of a man found hanging in a garage on a Winsford estate. Paul Dooley, a married 46-year-old from Moss Bank, was discovered on the afternoon of November 17 at a service area between Pulford Road and Brindley Avenue on the Grange. The inquest will be heard at Warrington Coroner's Court before Dr Nicholas Rheinberg.

Taser man pleads guilty A DAD tasered at his home by police has pleaded guilty to affray at at Chester Crown Court. Stuart Williamson, 29, of Cotebrook Road, Northwich admitted the offence last Tuesday (February 17). He was released on bail and will be sentenced next month.

Horse riding facility to give big boost to county economy By Ben Coulbeck A TWENTY-TWO mile route for horse riders designed to attract more tourists to Mid Cheshire has been unveiled. The Delamere Loop is open to visitors from all over the country providing an idyllic circular track from Delamere Forest to Little Budworth Country Park. More than 40,000 horses are based in Cheshire, worth between £140m and £200m to the county’s economy. By 2015, it is expected visitors will bring in an estimated £1.5billion with the Loop playing a key role in boosting tourism. It is the latest addition to Cheshire’s list of equestrian facilities which includes, Chester Racecourse, Cheshire Polo Club, Cotebrook Shire Horse Centre and footballer Michael Owen’s training stables near Peckforton. Such is the strength of the equine industry in the county, Visit Chester and Cheshire believe the 2012 Olympics committee could consider using the countryside location as a training camp base for equestrian sports. VCC commercial director Barry Kelly said: “We been working hard to bring everyone together in the local equine community. It’s also about building the equine brand which is a niche high spend activity that will bring thousands of visitors into the area.” Horse enthusiasts, cyclists and walkers can join the Delamere Loop, which is free and well signposted. Cheshire holiday firm Equestrian Escapes is also a partner in the venture, marketing the Loop as a destination for horse enthusiasts.

Drugs squad raid home

A 36-YEAR-OLD man has been arrested on suspicion of possession of drugs with intent to supply after police raided his house. Winsford officers discovered what they believed to be cannabis, ecstasy and amphetamine at an address on Willow Square on Friday, February 13. The suspect was later released on bail while forensic experts test the substances found.

Big stash of cash

AROUND £7,000 in cash was discovered by police at the Winsford home of a 21-year-old man. The suspect was stopped on High Street on Saturday, February 14 and was found to be carrying cannabis and £700 cash. A subsequent search of his house led officers to find piles of stashed cash. The man was arrested and has been bailed until May 7 pending further enquiries.

KILLED: James Straiton. THE trial of three Northwich men accused of murdering a grandad outside his Winnington home began yesterday. Paul Blower, 19, Nigel Goolding, 20, and Joshua Spruce, 19, face a month-long trial at Chester Crown Court after pleading not guilty at a hearing in October to the murder of 59-year-old Jim Straiton. Blower, of Chapel Street, Wincham; Goolding, of Cromwell Road, Winnington, and Spruce, of Alderley Road, Winnington have been in custody since being arrested on July 27, the day after taxi driver Mr Straiton, known locally as Jock, was attacked outside his ground floor flat on Park Road in the early hours of the morning.

RUDHEATH High School pupil Demi-Lee Johnson has been picked as the face of the 2009 Northwich Carnival. The 14-year-old was chosen as Carnival Queen at the Gladstone Club on Station Road on Sunday and will lead the parade later this year. And accompanying her as part of the retinue will be her niece Phoebe Little, who will be this year’s fairy queen. Outgoing queen Ashleigh Ball said she wished Demi-Lee, of Linnards Lane, Wincham, the best of luck for her 12-month tenure. UNION chiefs say the decision by water companies to impose inflation-busting bill increases at the same time as cutting jobs and freezing pay is “a disgrace”. Regulator OFWAT has announced the average family’s water bill is set to rise by 4.1% from April 2009. Steve Bloomfield, head of utilities at the union UNISON, said: “Many low income families are already struggling to cope with the high price of fuel, electricity and food, and will be plunged into further debt by this inflation busting increases in water charges. Water companies should be doing their bit to support local communities and their staff.”

THE Mid-Cheshire Flower Club met on January 28 for their AGM when it was decided the £550 raised by a raffle should be donated to the Christopher Clark Cancer Fund. HARTFORD'S branch of the Royal British Legion raised hundreds of pounds for charity at a quiz night. A French-style supper was enjoyed by almost 100 people, who then took part in the light-hearted quiz on Anglo-French themes. The event was organised to raise funds in memory of the former quizmaster, John Crellin. A lecture on French art, also in memory of John, was given by Adrian Sumner to a packed audience at Davenham Players’ Theatre earlier this month A total of £1,010 was raised during the two events and has been divided between St Luke’s Hospice and MacMillan nurses.

Green scheme THE National Trust is to insulate all of its castles and houses in an attempt to make them more environmentally friendly. Over the coming years, many of the trust’s properties, which span Cheshire and the UK, will undergo renovations. One of the key aspects of this will be a focus on improving the environmental impact of running the historic buildings. Stephen Kane, Trust deputy head of buildings, said the “mammoth task” will include roofing repairs, measures to save water, draft-proofing and double glazing. He added: “It will also provide inspiration for visitors renovating their own homes.”


Witness plea after attack on conductor BRITISH Transport Police are calling on the public to help trace a man who attacked a conductor at Greenbank Station.

The assault happened last Tuesday, on the 9.07pm train from Chester to Manchester Piccadilly. A man boarded the train at Chester but later became aggressive because he wanted to get off at Frodsham. When the train arrived at Greenbank the 24-year-old male conductor was punched in the stomach by the man, who then ran off. British Transport Police (BTP) Sgt Sean Morgan said: “This was a disgraceful assault on a man who was simply trying to go about his normal duties. “The offender had a valid season ticket and so must be a regular user of the network. “I am hoping that someone recognises him and comes forward with information, or the offender realises

what he has done and turns himself in.” The assailant is described as white and between 20 and 25-years-old with short brown hair. He was about 6ft tall, stocky and wore a green hooded cardigan and grey tracksuit bottoms. Sgt Morgan added: “Thankfully the conductor wasn’t seriously injured, but the physical assault and the aggression displayed by the offender is simply unacceptable and this form of behaviour will not be tolerated by BTP or the train operating companies. “We are currently in the process of reviewing CCTV footage but, in the meantime, I would ask that anyone who recognises the description, or has information about the assault, contacts BTP on 0800 405040, or CrimeStoppers on 0800 555111.”

GRANT JOY Mid Cheshire women's group PACE has been given more than £8,000 to fund a new art project.

WOMEN’S group PACE (Pursue A new Confidence Everyday) has won a grant of £8,630 from the Awards for All Lottery Fund to help develop a public art project in Rudheath. The project will see a mosaic created at the entrance to the ‘skills academy’ at Rudheath High School. Funding will enable participants to work with professional artists, develop their skills and “communicate personal expression through art”. The library was closed from February 7 and reopened on Monday, February 16, at 2pm – in time for half term - with staff serving refreshments to visitors. Christine Bailey of MistyMoo Facepainting was on hand to give youngsters a new look for the day. Barnton Library was also closed for 10 days earlier this month to undergo a similar renovation.

Don’t you just hate mobile phones? I HATE mobile phones. Yes – I know they’re great for emergencies, but according to telecom statistics there were more than six billion mobile calls made in 2007 in this country. That’s a lot of emergencies! They are everywhere, in a lot of cases where they should not be. In cars, in schools and, of course, on every train and bus you ever get on. The conversation – well, half of it – can be heard by everyone in earshot, and I have to say I have never heard one that actually sounded urgent. They usually go along the lines of stating where the caller is and how long it will be before they are home. I suppose this has saved a few marriages as there is less likelihood of catching the other half in the arms of the boyfriend if you forewarn them you are on your way. In school it is hilarious at times, kids texting other kids in the same class! And they get really annoyed when they have their phones confiscated for the day – you would think we were confiscating the very air they breathe. What really is a hoot is when they get ‘free’ texts. They don’t mention that it costs their parents as much as £30 a month for them to have their phones in the first place. And please don’t get me on to

What bothers me is how we managed before they came along. When I was growing up my parents did not even have a phone in the house, and I did not have one either until the 1970s. If we needed to make a call, we went to the nearest phone box. Mind you, we didn’t do that very often as no-one we knew had a phone either. Come to think of it, we actually did most of our talking face-to-face, how old fashioned is that? But I have to take my hat off to the salesmen who have persuaded virtually everyone in these islands that they simply must have one of these infernal machines, me included. OK, I admit it, I do have one. You have to, don’t you? Just for emergencies, you understand.

We should help veterans attend D-Day anniversary I’VE been contacted by a constituent about the forthcoming 65th anniversary of the D-Day landings. I understand that the British WWII veterans hoping to travel to France this June have had their requests for financial support from the MoD refused. I also understand that the MoD has recently announced that the next time public funds will be used to commemorate D-Day will be on the 100th anniversary in 2044. British veterans of WWII are now in their 80s. For many this will be the last time they will be able to travel to France on a significant anniversary of D-Day to commemorate one of the most important events of the War. I understand that America and Canada are paying for their veterans to travel to the event. I fully support these veterans who want to go to France. My father served in the Fleet Air Arm during WWII. I’m certain that, had he been alive now, he would have wanted to go with his comrades-in-arms to commemorate this very special occasion which led to the liberation of Europe. I’ve written to the Secretary of State for Defence asking him to look again at this matter and make sure that not one veteran who is willing and able to return to Normandy is left behind this year. Bank merger made in hell

SIXTEEN years ago I was lecturer in charge of Transport Studies at the Mid-Cheshire College and I also taught Banking and Investment. Many local lads and lasses joined my classes and some of them went into banking and started work at Lloyds TSB and some are now managers. I was against the merger of Lloyds TSB with HBOS because I knew HBOS was grossly over-extended but, above all, it would not make a comfortable fit with a respectable savings bank for working and middle class people. In fact, when it became a public limited company the savers in the TSB received free ordinary shares to which they added the annual dividend which bought even more shares and this became their rainy day savings: in consequence of this the TSB had more ordinary savers than the average plc bank. I believe that by their encouragement of the takeover of HBOS by the Lloyds TSB group the Labour Government has shot itself in both feet and

that this fact alone will cost them the next election - regardless of the outcome of this disaster. However, putting my ‘banking hat’ on I seem to remember that in 1975 Lord Denning ruled that for a contract to be enforceable all matters have to be disclosed. When a takeover occurs the articles of association which regulate the governing mode of conducting the business and also its internal organisational networks which includes wire and other movements of contracts which lead to amongst other things money streams in and out: these accompany the memorandum of association, which sets out the nature, objects, capital, the issued number of shares and, most importantly, the assets available for the payment of debt. It is clear full disclosure was not made by HBOS for, as we know, one does not suddenly ‘just find’ several billions of debt because transactions are tracked and logged using asymmetric data programming techniques which were first used during the Second World War when computers had valves. It is my firm belief that

Lloyds TSB can walk away from this mess engineered by the Labour Party but they will have to negotiate with the Government over the kickback given to them to take over HBOS. The senior management at Lloyds TSB do not come out of this at all well in my opinion. GERALD MORRIS Waverton

Broken air line driving me nuts

THE air line at the Tesco Garage in Northwich has been “temporarily” out-of-order for at least a month. According to me, a month is not “temporarily” - it is almost permanent! As someone who likes to check the air pressure in my car tyres and top them up when necessary, it’s infuriating that Tesco has taken so long to get the important piece of equipment up and running again. Stop the French killing sharks

THE European Commission has adopted an action plan to urgently protect our sharks and save them from extinction. Sharks, such as spurdog and porbeagle found off British coastlines, are slow-growing, produce small numbers of young and are consistently over-fished. These factors, along with an increase in demand for shark products from China, make human beings a far bigger threat to sharks than they have ever been to us. Under the action plan, the fishing of endangered sharks will be prohibited, or at least limited, and controls on shark finning will be restricted. While these are promising, they will come to nothing unless the Government finally stands up to French demands to allow the continued fishing of spurdogs and porpeagles. The 30-bed facility will act as a ‘halfway house’ for patients who require a short period of rehabilitative care after a spell in hospital. The facility will be specifically for patients who’ve spent some time in Northwich’s Victoria Infirmary or Leighton Hospital, but

aren’t quite well enough to go back to their home or carers, and will have dedicated GP cover. The new centre is the result of a joint project between Mid Cheshire Hospitals NHS Foundation Trust, Central and Eastern Cheshire Primary Care Trust (CECPCT) and Cheshire East Community Health. Nicola Kent, projects manager for CECPCT, said: “This is an excellent new facility and an example of how we are bringing care as close as possible to local communities and creating a homely environment to help people recover before returning home.”

Julie Weir, associate divisional director for the NHS, said ‘patients’ will generally spend between two and six weeks at Elmhurst. “We will be providing 24-hour, seven-days-a-week intermediate care for our patients, supported by skilled therapies staff, with specialist support from a range of health and social care professionals,” she said. “The new facilities look great and I am sure our patients will feel the benefits of being treated in such modern, clean and bright surroundings.”

Police fight night will be a knockout hit! THE top cop in Winsford wants to round up amateur boxers to pack a punch at a heavyweight fundraiser later this year.

Insp Dave Snasdell, head of the town’s Neighbourhood Policing Unit, is resurrecting the charity fight nights which proved popular in the 90s, with the new Lifestyle Centre at The Drumber set to host the evening on Friday, October 16. “The purpose of the event is to raise money for local charities, including St Luke’s Hospice and The Joshua Tree, and Winsford Boxing Club, which needs funds to refurbish their premises,” said Insp Snasdell. “Winsford police held many of these events in the 90s and hopefully bringing them back will inspire others in the community to get involved and raise money for local charities.” The event will see around 12 bouts for junior and senior fighters from across Vale Royal and the North West. There will be compère and a comedian to entertain the

CULTURE chiefs will decide on the final design for a new landmark building in Northwich next month. Vale Royal Borough Council received 112 entries in a competition run in conjunction with RIBA (Royal Institute of British Architects) to find a blueprint for the Cultural Centre at Barons Quay. Judges have shortlisted five designs and a series of consultation sessions have been organised for members of the public to air their views. Cllr Arthur Wood, lead councillor for regeneration, said: “I was very impressed by the number and quality of the designs submitted. “I look forward to the feedback from the public exhibition and I am positive any of the shortlisted schemes would make a remarkable contribution to the Northwich regeneration project.” The consultation programme runs over three days in March, before the panel of judges makes a

It was announced today (Wednesday) that council chiefs from three authorities have approved the next stage of an £850m blueprint to protect Cheshire’s environment for future generations. Viridor Waste Management and a joint venture between United Utilities and Interserve have been chosen as the shortlisted solutions to meet the county’s landfill diversion and recycling targets. This is a huge snub to the company planning to burn 350,000 tonnes of domestic refuse and commercial waste a year at a facility off Griffiths Road, Lostock Gralam. WRG (Waste Recycling Group)

The county already recycles about 47% of household waste, just 3% short of its 2020 target. But an acute shortage of sites and the spiralling costs of land-

fill, the effect of greenhouse gas emissions on global warming and the need to gain further value from waste, demands sustainable treatment of the remaining 200,000 tonnes annually. The two submissions will now be scrutinised before the Joint Waste Management Board makes its recommendation on a preferred bidder – probably in November. A full public consultation will take place in the summer, when Viridor and United Utilities/Interserve are expected to submit planning applications which will include full details of processes and proposed sites. Cllr David Brickhill, environ-

ment executive member for Cheshire East Council, stressed: “New technologies are needed to provide an alternative option to landfill, which is being made increasingly expensive for taxpayers by the imposition of a steeply increasing government tax programme. “During the summer we shall be closely examining all the implications of the proposals from Viridor and United Utilities – the benefits, costs and risks – before making a decision on this vitally important issue.” If a programme is approved and meets its schedule, waste treatment facilities will take up to three years to build and could be operational around April 2013.

Sex offenders given cautions by police By Laurie Stocks-Moore

CHESHIRE police handed out nearly 80 cautions for sex offences in two years.

The figures, released under the Freedom of Information Act, reveal 78 cautions were given by Cheshire Constabulary to offenders, including 30 for sexual assaults. From May 2006 to May 2008, six people were cautioned for sexual assault on boys or girls under 13 years of age, and 24 for sexual assaults on males and females aged 13 and over. In the same two-year period, two were cautioned for sexual activity with a child under 13 and 19 were cautioned for sexual activity with a child under 16. An offence of sexual grooming also resulted in a caution and 22 people were warned for offences of exposure or voyeurism. Perpetrators can still become Registered Sex Offenders (RSOs) and are given a criminal record, but avoid court appearances and a possible jail term. Detective Chief Inspector Paul Moore said: “It is difficult to be prescriptive in relation to the general cautioning of offenders, as each case is assessed on its merits.” He said for a caution to be used there must be enough evidence of guilt to secure a realistic prospect of conviction, and there must be a voluntary, reliable admission. He added: “The offender must understand the significance of a caution and give informed consent to being cautioned.” He said police must decide whether a caution is likely to be effective, while taking into account the offence and the views of the victim.

A NIGHT of classic American country, pop and rock is set to get pulses racing at Northwich Memorial Hall this Friday. Vics back home but now without a boss NORTHWICH Vics have moved back into the Marston’s Arena after club owner Jim Rushe succeeded in applying for a temporary licence to occupy. Rushe told the Chronicle that the club had been granted a four-week licence to rent the stadium by administrators Deloitte, with a view to completing a more permanent deal. Rushe is attempting to buy the ground with a consortium of local businessmen from Deloitte, who are acting as fixed-charge receivers and conducting the sale. “Obviously they are confident that we can provide the funding to complete the purchase of the ground or else they would not have given us this licence,” said Rushe. “It’s nice to be back inside the stadium. We have had a visit from Trading Standards and everything is looking good.” The news will come as a great relief to Vics’ suffering supporters who had been campaigning to force former chairman Mike Connett out of the ground after he had locked the gates to the stadium last month. But Vics’ uphill battle to avoid relegation from the Blue Square Premier was dealt another blow on Saturday when Steve King became the third manager to resign this season (see back page). His assistant Justin Skinner and a host of southern-based players have also left the club. Rushe said: “I speak very highly of Steve and it’s unfortunate. I want to wish him will. “He’s made his decision after we had a meeting and I am sorry it has gone that way. “Obviously he has got his reasons for going and I was not going to stand in his way.” Vics were due to host Kettering last night and this Saturday, they travel to

Sara hopes to be the people’s champion A NURSERY school worker is attempting to secure her place at British racing’s most famous meeting – the Grand National Festival at Aintree.

Sara Morgan, 30, who works in Delamere, has made it to the last 16 of the John Smiths People’s Race. The event, in which members of the public are whittled down to a final 10 to race over nine furlongs on the flat on Grand National weekend in April, raises money for the riders’ charities. TABLE TENNIS: Crowton schoolgirl Corrina Bebbington is the cream of the county crop after earning victory at the Cheshire Schools Championships. Competing in the under 16 girls competition, Corrina defeated Janay Gibson of the Bankfield School, Widnes, in the final to lift the county crown at Halton Regional Table Tennis Centre at Widnes Vikings’ Stobart Stadium. Emmison leads the series on 101 points with Calvin Tagg and Arthur Kenney in second and third respectively. On Saturday, Terry Middleton grabbed victory on Heesoms Pool with 6-14-6 of skimmers, roach and perch, ahead of Dave Blears with 6-4-6 and Harradine’s 3-14-8. Last Wednesday, Blears took advantage of the mild weather and grabbed the plaudits on Heesoms Pool with 5-9-6 of skimmers, roach and perch. “RIGHT club, wrong time” – these are the parting words of a dejected Steve King who resigned from his managerial role at Northwich Vics at the weekend with an emotional thank-you to the club’s players and long-suffering supporters.

GONE: Steve King has become the third manager to leave Northwich Vics this season.

King becomes the third boss to leave the Marston’s Arena this season after he said his position at the club had become “unsustainable”. With only one win since taking over the role in November and working in difficult financial conditions, life at Northwich has been tough. His assistant Justin Skinner and a host of players including Dean Lodge, Dean McDonald, Stuart Robinson, Steve Robinson, Jay Conroy and Owen Price have also left the club. Although King was upset on leaving Vics, he firmly believes that his decision was the right one. He said: “My position was unsustainable due to the conditions that I was working under. If I could have had a level playing field then things would have been different. “Every single week there was a new problem but I don’t want to go into details about it as I want to maintain my dignity and respect for the club.” King paid tribute to the players and the supporters who he described as “unbelievable”. He also said the dramatic 3-3 draw at Wrexham will live with him forever. “The players deserve a medal for turning out for the club without three months’ pay and giving absolutely everything,” he said.

“And the supporters have been brilliant too. I have never been at a club where the supporters stand and clap you off whether you win, lose or draw. “We put in some bad performances but in eight games they could see that we played well and could have won more games.” King also praised club owner Jim Rushe, who this week succeeded in applying for a temporary licence to occupy the Marston’s Arena, allowing Vics to return to their rightful home (see page 34). “I can’t speak highly enough of Jim Rushe and everything he is trying to do at the club,” added King. “It is a shame. It was just a case of right club, wrong time.” The Arena hosted Vics’ first home match of 2009, against Kettering last night, and this Saturday they travel to relegation rivals Barrow (3pm). Joy as Ladies are the champs Hockey WINNINGTON Park Ladies are champions after hitting six of the best against Brooklands. The victory meant that Park moved the crucial 12 points ahead of second-placed Oswestry in Cheshire League Division One which was enough to seal league honours. With four games to go, Park have only lost once in what has been a superb season for the side led by captain Leona Trimble. On Saturday, the Ladies secured the title by defeating Brooklands 6-1 in south Manchester. Hotshots Karen Morgan and Ellie Capstick scored twice each while Eileen Miller and an own goal completed the rout. Goalkeeper Helen Egerton also earned praise for a resolute performance between the sticks. A club spokeswoman said: “It was a really good result for us as we had a few players missing, including our captain. “Due to it being a rearranged game we are keeping the celebrations on ice until Leona returns but it’s been a great season. Especially as we earned the Club Mark award too. “Congratulations to all the ladies and we look forward to the end-of-year presentations when we’ll receive our trophy.” As winners of the Cheshire League, Park Ladies will represent Cheshire at the Inter-Counties Northern Championships on March 29 in Northumberland.
