From the Mayor I’m pleased with the work we have done to keep Townsville moving ahead over the past year, but there’s so much more to be done. In only my second year as mayor, the city council has been busy delivering a number of important projects and initiatives that will have benefits well into the future. On the financial front the council has worked hard to keep rate increases to CPI and lower over the past two years to ease the pressure from rising living costs. Council is also on track for the second successive surplus and has reduced the city’s debt burden, which increased substantially in the immediate years after amalgamation with a huge infrastructure building program. The redevelopment of Jezzine Barracks has been a major highlight for council and an important piece of infrastructure for the

on Townsville City Prepares for 150th Birthday Celebrations The countdown has already begun to celebrations to mark Townsville’s 150th birthday of foundation on 15 February 2016. A special events committee made up of representatives from across the community has been formed to oversee the program that will include almost two years of celebrations culminating in a huge community event in early 2016.

community, adding to the city’s wonderful parks and recreation network, and visited by thousands each week. Getting our roads back in shape was a big focus. With Natural Disaster Relief Arrangements funding from the Federal and State Governments, the council also completed a massive rebuilding program on the city’s roads which were hit hard by three big wet seasons from 2010-12. Thanks to State Government funding, the Blakeys Crossing Upgrade is also making good progress under council’s project management and is on schedule to be completed by the end of the year. The focus will then switch to the flood proofing of the Dalrymple Road crossing of the Bohle which is next in line. The development of the Draft City Plan and the work the council has done in revitalising our CBD is also laying down a strong plan for the city’s growth and economic future.

Securing a long-term deal with YWAM to move in to the vacant TAFE College buildings in the inner-city was a coup for the city and Townsville’s CBD Incentives program has attracted hundreds of millions of dollars in new projects to support local jobs. With the cooler months here, its festival and events time and there is so much to enjoy in the city from the footy, Townsville 500 V8s, Townsville Cup, EcoFiesta, Super Boats and the many activities in our libraries and galleries. Artscape Garden for Changshu

Images of unsung heroes, family members, friends and neighbours that make Townsville what it is today are currently on display on banners throughout Flinders Street for The PEOPLE’S Percival. Forty images were selected for the exhibition that forms part of the prestigious portrait exhibition, The Percivals, at Perc Tucker Gallery. Check out the display of local faces until 13 July.

Council is in the final stages of delivering an interpretative garden to Changshu City as part of our ongoing Sister City relationship. The gift of an Artscape Garden will be built within the Shangu Lake Park in Changshu City in July. With its interpretative design the garden reflects different aspects of the vibrant and culturally diverse Townsville lifestyle. Changshu City gifted the Perfumed Gardens Chinese Pavilion to the people of Townsville in 2005 as part of our Sister Cities alliance.

Draft City Plan awaits approval from state Adoption of the Draft City Plan has reached final stages with the 25 year blueprint of the city’s future development and growth now awaiting State Government approval. Council resolved to provide the Draft City Plan to the Minister for State Development, Infrastructure and Planning in April after receiving and considering 4,743 public submissions. Mayor Cr Jenny Hill said council had taken into account many and varied community views put forward, with a third of all matters raised directly influencing changes to the final document. “With the input of the community, the Draft City Plan is a comprehensive planning document that underpins the economic future of the city and reflects the high value we place on Townsville’s unique character, environment and lifestyle,” Cr Hill said. The Draft City Plan targets the cost of population growth through a strategy that promotes development in existing urban areas while providing sufficient land for residential expansion. Current zoned and approved urban areas have the capacity for 65,000 new houses (well in excess of the forecasted need of 45,000) over the next 25 years.

THE HILL SAFELY WITH EVERYONE Castle Hill is one of Townsville’s most popular places to exercise with hundreds of people walking the road or one of the many tracks every day. While this is a great fitness challenge, it is important to remember: ride, drive, walk or run, Castle Hill safety is for everyone! Pedestrians must walk a maximum of two people across at all times and on the cliff side of

the road in both directions. Cyclists must keep to the 40 kilometre an hour speed limit and warn pedestrians of their approach by ringing their bell. By following these simple messages we can ensure the safe use of Castle Hill for everyone. Don’t forget, there are plenty of other areas around Townsville for your fitness challenges including kilometres of signed walkways and pathways, open green spaces, stairs and beaches. Blakeys Update Blakeys Crossing is now closed to traffic and will remain so until the completion of the project at the end of 2014. “Closing the road to all traffic will allow work crews to construct two bridges and ensure the upgraded road will be open before the next wet season,” Townsville Mayor Cr Jenny Hill said. Piling began for the three-span Pee Wee Creek bridge in May and is continuing for the seven-span bridge at Louisa Creek, near the Mather Street intersection. There are two rigs on site – one drills down through the hard layers to a depth of around 10 metres. The pile driver then works to drive the pile through the softer lower layers. The piles were cast locally and will be fitted with headstocks, ready for placement of the deck units. All funding for the project has been provided by the State Government. Council has contracted BMD Constructions to build the upgrade.

Boat park gets underway Council crews have started work on the new $25 million Townsville Recreational Boating Park at South Townsville. Stage One of the much anticipated project includes two four-lane boat ramps each with a floating walkway and a 220 vehicle-with-trailer car park. “At least one in every six Townsville households now owns a boat. This project is a much-needed step toward easing the boat ramp congestion currently experienced by Townsville boaties and fishing enthusiasts,” Townsville Mayor Cr Jenny Hill said. “Project partners council and the Department of Transport and Main Roads, are very aware of the lack of boating facilities in the region and have worked together to ease this, firstly with the Barnicle Street boat ramp expansion and

now with this much-needed project. The existing jetty will be retained as a place for pedestrians only. It is sure to be a hot spot for families and is a great spot for catching prawns. The Department of Transport and Main Roads will dredge a basin off the site to ensure easy navigational access to both Barnicle Street and the boating park. The vacant land next to Goondi Creek will also be developed as part of Stage One to include an open space reserve with playground, barbecue area and car park. It will be complemented by pedestrian and cycling paths.

Townsville Pet Expo Thuringowa Soundshell Parkland Saturday 21 June, 10am – 4pm The annual Townsville Pet Expo will include over 50 exhibitors with information and products about your pets. The free event will also include guest speakers, demonstrations and heaps of fun pet-related activities. You can also make enquiries on Animal Management and Local Laws, and even register your pet while you’re there.

Upgrade for Murray Paw Park Renewal works at Murray Paw Park will get underway this month following consultation with users of the popular Annandale off-leash area. Community members were asked a series of questions about their use of the park and how they thought it could be improved. “I used to play outside with my friends after school. I don’t feel like it anymore”. In 2013, more than 590 dog attacks were reported to council, with 133 attacks on people and 457 attacks on other animals. Council also received more than 730 complaints about dog aggression and behaviour. To increase public awareness about pet safety, council recently launched the Who are your pets hurting? campaign, focusing on an attack that left 11-year-old Townsville boy, Kynan Quinn (pictured) with life-threatening injuries and permanent scarring.

City Backdate Queen Elizabeth II and Prince Phillip made their first visit to Townsville on 12 March 1954. The city celebrated with a two-week program of events, culminating in a spectacular civic reception at the Townsville Sports Reserve on the day of the visit. The event included 4300 school children in formation to create a “Welcome to Townsville” sign on the reserve. Townsville’s Local History Collection holds a range of memorabilia relating to this visit including the minutely detailed itinerary and working programme, a commemorative booklet and photographs. This collection can be viewed online and at the CityLibraries Flinders Street branch. Have your say - Illich Park master plan Aitkenvale’s Illich Park will become a multi-use community parkland facility that is safe, functional and vibrant as part of renewal works following the 2012 tornado. Council is currently seeking feedback from residents on the plan that includes developing and selling council-owned land for residential use. The sale of the land would fully fund the upgrades to the park and reinforce the Draft City Plan’s density objectives for the area.

HOW FULL IS YOUR BIN? Some 70 per cent of the waste in the average household bin in Townsville can be diverted away from landfill. this dry season! With the dry season now upon us, Townsville residents will be turning on the taps in an effort to keep their gardens green. Thanks to our 300 days of sunshine and extended dry period each year, we consume about four times the water of most major cities. Interestingly, 70 per cent of that water use is on our lawns and gardens – and much of that could be saved while still maintaining a healthy lawn. Remember: lawns are strongest when watered twice a week. Low flow sprinklers such as the Wobble Tee or Lo-Flo are perfect for promoting the deep root growth required to build a strong and healthy lawn this dry season. Thinking about how you water your lawn is important not only to conserve water through our dry season, but also to maximise the resilience and health of your lawn throughout the year.

Rowes Bay Wetlands Project finalised The final stage of the Rowes Bay Wetlands project is now complete, thanks to funding by Together Townsville partner, Origin Energy. The three-year project transformed one of the city’s most ecologically significant areas into an education space featuring a lowimpact boardwalk, interpretive signage and an outdoor classroom. Mt Stuart Power Station Manager Paul Olsen said Origin was proud to be a Together Townsville partner. “We support and are active in the communities where we operate and we’re very pleased to have contributed to this valuable environmental project,” Mr Olsen said. The Rowes Bay Wetlands is now open to the public and for group tours. Contact Integrated Sustainability Services on 1300 878 001 for more information.
