welcome I hope you enjoyed the summer taking advantage of the good weather, our GB success at the Rio Olympics, and had fun at our very own Palmers Green Festival. Now that the dust has settled since the UK decided to leave the EU there is still a big question mark hanging over the UK property market. Unsurprisingly first time buyers are more nervous about acquiring property when there is a risk that property prices may fall. In my opinion, since the appointment of Theresa May as Prime Minister, some stability has returned to the market place and we have seen an increased number of market valuations locally with sellers feeling more confident about the future. We are in a very strong position to choose the highest quality of tenant for our landlords. I am delighted to introduce you to our newest regular columnist – Joanne McCartney. She has recently been appointed as the Deputy Mayor of London following Sadiq Khan’s win of the London Mayoral election. We are very lucky as she lives within the catchment of our magazine. Anthony Webb is a small independent business dedicated to helping local people move. I am very optimistic that my team and I will continue to drive a positive path in our community. A View from City Hall

Having campaigned to remain in the European Union, I was deeply disappointed by the result to leave the EU. London (including Enfield & Haringey) voted to remain. Although it’s still early days it has already led to predictable economic uncertainty and anxiety, particularly as the EU is London’s most important trading relationship. Now our job at City Hall is to get the best deal for London so that we remain the best place in the world to do business and to remain an open and welcoming city. Our city is home to around one million EU nationals, who are our family members, friends and co-workers and who make a huge contribution to our economic prosperity, cultural and civic life. It is vital that they are given early certainty by the government that they will have the right to remain here after Brexit – many of our businesses and public services need this certainty too. I am pleased that our new Mayor of London, Sadiq Khan, has spoken out strongly on this issue and also against the rise in hate crime that we have

seen following the Brexit vote, confirming our policy of zero tolerance to such crimes. You may have seen our #LondonIsOpen campaign which sends a positive message to the world that London is united and open for business. This campaign has been supported by business, artists, universities, the life sciences sector and others. It will continue to promote London to the EU and the world at large. The Brexit vote has also sharpened our focus on the need to devolve further powers from central government to London government at the GLA* and London councils. London’s population is the same size of Wales and Scotland combined, but we have far less control over how the capital is run or how the money raised here through our taxes are spent. We are making the case for London to have a stronger voice and the powers we need to attract investment, protect jobs and improve skills training, housing, health and criminal

justice. Expect to hear more on this agenda over the next few months. The Mayor has re-convened the London Finance Commission (a group of political and business leaders), whose previous proposals on fiscal devolution were supported on a crossparty basis, to bring forward a new set of proposals to put to government. What is clear is that a strong prosperous London is good for the whole country, especially as one pound in every five earned in London is used to fund the rest of the country. Going forward we will need to work just as closely with our fellow European neighbours on many of the big issues facing the world today, as they cannot be solved by one nation alone, whether it be guarding against the threat of international terrorism, action to tackle air quality and environmental protections or the refugee crisis.

Past Times – The tale of the New River by Ellie Sales The New River is neither new, nor a river. It is a water supply aqueduct, completed in 1613, to bring drinking water from Hertfordshire to North London. You have probably crossed it many times as it runs parallel to Green Lanes through Winchmore Hill and Palmers Green. Building the New River marked the start of the water industry, and it still remains an essential part of London's water supply. Up to 220 mega litres are carried along the channel daily for treatment, which represents some 8 per cent of London's daily water consumption. Before 1600 London’s water supply was limited to the River Thames, local streams, wells and springs. These sources, often contaminated, were distributed by sellers carrying water in wooden buckets. In 1600 Edmund Colthurst had the idea to bring water from the springs in Hertfordshire and Middlesex to London. Letters Patent were granted by King James I in 1604, and Colthurst, at his own expense, started to cut a channel from Chadwell Spring. Unfortunately lack of money soon halted these works. In 1606 a Parliamentary Act was granted and in 1609 the authority to carry out the works was given to Hugh Myddelton, a goldsmith and merchant Sir Hugh Middleton adventurer, who proceeded to build the New River over the next four years.

only 5.8 metres (i.e. approx. 10 cms per km). Over 200 labourers were paid the equivalent of 4p a day to dig out the New River channel. Skilled carpenters received the equivalent of 6.5p a day to wharf the banks and erect bridges. Banks were raised and strengthened with clay to stop leaks. The water was brought to the city streets via hollowed-out elm pipes. The total cost of the construction was estimated at £18,500. The impressive feat of engineering was completed in 1613 when a formal ceremony took place at the Round Pond in Islington; this is sited near the present New River Head, just below Sadler’s Wells. A play was staged to celebrate the opening which was attended by the Lord Mayor and Aldermen of the City of London.

By 1611 Myddelton realised he would not have the money to complete the project. King James I agreed to provide half the cost of the works on condition he received half the profits and that the New River could be constructed through his palace grounds at Theobalds. The King’s involvement overcame all opposition from local landowners to the scheme. Construction of The New River followed the 100ft contour of the Lee Valley in order to maintain its level. The total fall on the 62 km (39 miles) of the original course was

The course of the New River has also changed with many bends on the original course being straightened by construction of new direct river channels or pipeline sections and the watercourse shortened; it now ends at Stoke Newington, a length of some 38 km (24 miles). The water level in the New River is regulated by means of sluice gates to meet the requirements of the pumping stations and reservoirs. In addition a series of boreholes, constructed in the 1990s along the New River, enable surplus treated water to be stored in the chalk aquifer (the ‘Artificial Recharge Scheme’) and then pumped into the New River when extra water is required. A similar scheme today would present a daunting challenge. In 1609, without mechanisation and the earth moving equipment we now possess, it was a remarkable achievement and a lasting tribute to all who took part. Since 1992, Thames Water has worked with local people and partners to create a 45 km [28 mile] long-distance footpath that follows the course of the New River, linking the inner city to the open countryside. The route follows, wherever possible, New River`s starting point near Hertford to its original end in Islington.

Councillor’s Corner

Making Palmers Green safer Cllr.bambos.charalambous@enfield.gov.uk Tel: 020 8379 2653 One thing you learn very early on as a councillor is that you can’t solve all the problems you encounter on your own; you often need to collaborate with other people, groups and agencies to find a solution. One of the groups that we as councillors consult with on a regular basis is the local safer neighbourhoods police. Each ward has a number of dedicated police officers and police community support officers (PCSOs) who are allocated with a view to solving crime and anti social behaviour locally. In Palmers Green, my colleagues Cllr Mary Maguire, Cllr Ahmet Oykener and I meet with the police and key members of the community every five weeks and discuss the crime and anti social behaviour problems in the ward and try to find solutions. In the past some of these problems have included drugs, burglaries, fly-tipping, ATM distraction theft, shoplifting, theft of mobile phones, theft of catalytic converters from vehicles, graffiti, rowdy and abusive behaviour. We have had to prioritise these problems due to finite time and limited resources but there’s nothing quite like seeing the problem first hand.

A few weeks ago I walked the beat with two of the local Palmers Green safer neighbourhoods team, PC Johnson and PCSO Arkwright to try to see how the council could help solve some of the problems we encountered. It was an eye opener for me as it was explained where, how and why some of the problems occurred. We came across a drunken woman who was being abusive to members of the public and who was known to the police. We also came across some young men who seemed to congregate on a daily basis down one particular alley suspected of taking or possessing illegal substances. In addition we found some newly dumped flytipped rubbish. Each of these problems had its’ own challenges and was not as straight forward as at first appeared. Among the things we discussed following the beat patrol were access to cctv cameras, amassing evidence, gathering more intelligence, getting witnesses to agree to sign statements and go to court if necessary, looking at the better design of certain sections of council owned land, using alternative civil remedies to achieve a similar objectives and arranging

meetings with key people who had a vested interest in Palmers Green. As the direct result of one of these key meetings, one Thursday in early August an individual who had been harassing local people and traders alike in Palmers Green was dealt with by Highbury Corner Magistrates Court. The Council asked the court to attach a number of prohibiting and compelling conditions that will hopefully lead to a more peaceful and safer environment for people in Palmers Green. This result would have in all probability not have happened had it not been for the dedication and hard work behind the scenes of certain Enfield Council officers and of course our local police too. To make Palmers Green and the rest of Enfield safer is a team effort and being someone who loathes unnecessary meetings, it is sometimes decisions taken at these meetings that can make all the difference. Referendums may not be everyone's democractic preference but the EU Referendum has got everyone talking about politics. Whether you voted Remain or Leave has mattered more than how you voted at the last general election. Rightly so given the long term significance of the UK leaving the EU. It is though a shame some of the energy and passion now shown in petitions, emails, social media campaigns and protests had not been directed to the campaign before June 23rd. The Referendum campaign has stirred passionate debate and discussion which needs to be respected on either side of the argument. Whilst a majority in Enfield voted to Remain in the EU, over 60,000 Enfield residents joined with a majority across the UK to vote Leave and the result needs to be respected. As the new PM Theresa May said on the steps of No 10 Brexit means Brexit and we all now need to pull together to get

the best result for the UK for trade and migration with the EU. I have had a number of constituents contact me, particularly those with concerns about Brexit, who want to use their skills and knowledge to get a good Brexit deal. I am therefore establishing an Enfield Brexit forum which will bring together discussions and concerns which I can feed into the new Cabinet Ministers for International Trade and Brexit. However it is reassuring news from last month's Enfield Racial Equality Council AGM that the incidents of hate crime in Enfield has actually reduced over the month since the referemdum. We need to be vigilant but also positive about our diverse community where our EU neighbours and friends continue of

The celebration of our local community was evident at the Palmers Green festival in Broomfield Park on the 4th of September and there's still time to join me at the Arnos Park Dog Show on 17th September. Like the Firs Farm Wetlands Festival in July these events are successful because they are run by the community for the community. It takes a huge amount of effort by a few dedicated volunteers and the events deserve our full support. Finally, I have been struck in recent months from my constituency casework by a significant number from our community who are isolated particularly by mental illness and addictions. In September the Enfield Good Samaritan Network will be relaunched to increase local support from the community for individuals with complex needs. Hazelwood Schools triumph in Leukaemia Cancer Society Writing Competition by Melanie Gonsalves For the last five years, KS2 children from Hazelwood Schools have been entering a short story writing competition for schools, organised by the Leukaemia Cancer Society. This charity is dedicated to ensuring that more people with Leukaemia survive, have the best possible quality of life and that their families and carers get the support they need. See their website to find out more about their dedicated work: www.leukaemiacancersociety.org.uk Our school is very happy to support such a worthy cause and our children have been inspired to write some incredible stories in the course of the annual competition. Twenty three of our children were invited to an awards ceremony on 10th June, at the Civic Centre to receive a book containing all the winning and shortlisted stories. It is always a lovely event and very exciting for the children since the judge, who is always a well-known author, presents the children with the books and talks about his own work and how he got started in writing. We asked our three pupils who actually won in their age categories if they could write a few words about what inspired them to write their entry or if they had any tips to pass on! Olivia Wilks – winner of the girls 7-9 years – ‘Trench Memories’, a story was about the memories of a World War II survivor I had read some of Michael Morpugo’s books but I didn’t exactly enjoy them as they were

quite sad stories. What I did like though was the description he used and ‘Billy the Kid’ gave me the idea to base my story on World War 2. However, I wanted to give a little twist so that it wouldn’t be too sad. When my parents read my story, they said it reminded them of my great grandpa Bill because he always looked forward to meal times. He fought in Italy during the Second World War. He survived and kept a diary which I am looking forward to reading. Leo Payne – winner of the boys 7-9 years – ‘Caught Red-Handed’, a story about a boy who is caught smuggling his pet cat into the examination room.

Nicholas Tolley – winner of boys 10-12 years – ‘That Sinking Feeling’, a story about getting stuck in muddy salt marshes. My story was inspired by a journey to Norfolk and a walk on the Stiffkey salt marshes. It was a memorable day and that is why I chose to write about it. I enjoy a competition, even if it involves writing! It was interesting to attend the prize giving and I really liked my prizes. It’s nice to know it’s all for a good cause – the Leukaemia Cancer Society.

At first I had absolutely no clue what to write down. After a while, I thought up a basic idea of what I was going to write but I still struggled writing it down though. For me the hardest part was adding a title. My top tip for writing a good story is: make it reasonably humorous. Trust me, it works a treat!

A drummer whose wedding was organised within 24 hours by North London Hospice paid tribute to his “amazing” friends. Simon Cooper, from Oakwood, whose wedding to Claire Hempsted was scheduled to take place in December 2017, had terminal lung cancer and was a patient at the Finchley hospice. So, with the help of the staff, family, friends and generous locals, their wedding ceremony took place at 4pm on Tuesday, June 21, in the Hospice’s Room of Quiet, with less than a day’s organising, and a fortnight before their planned engagement party. Mr Cooper, whose previous jobs have included playing drums for Chas and Dave and working as a photographer for Status Quo, admitted it was his wife’s idea. When asked for his reaction when she told him he was getting married the next day, his response was a single, unprintable word. He also said: “This entire day has been

amazing, the hospice helped sort everything. We told them what we wanted for the ceremony, the flowers, balloons, and they sorted it out. They even surprised Claire with our light-up initials – something she has always dreamt of. “We have some very good friends.” Born with a blocked bowel and diagnosed with cystic fibrosis at birth, Mr Cooper overcame these obstacles to pursue his dream to be a professional musician. He became drummer for Chas and Dave after being talent spotted at the Chickenshed Theatre by the stars themselves, and played two gigs a night with his oxygen cylinder hidden behind his drum kit. In 2012 he received a call saying there was a set of lungs ready for him and an ambulance would pick him up in one hour, at 4am. His second transplant lasted 17 hours, but allowed him to live a normal life. However January of this year, four years after his transplant, he was diagnosed

with incurable cancer. The new Mrs Cooper said while the year had been difficult and the day had a twinge of sadness, it was also a day of celebration. She said: “I am very happy, seeing how everyone came at the last minute, and getting married to the man I love, it’s wonderful.” Among the guests were Chas and Dave themselves, who provided the music. The couple’s first dance was “London Girls”, but with the lyrics changed to “Oxford Girls”, Mrs Cooper’s home town. Dave admitted it was so last minute he had not realised it was a wedding until they were on their way to the hospice. Chas said: “Simon is a great drummer, and as they say in Australia, a top bloke, he has our sense of humour. When you’re on tour there’s always something you can get the hump about, but not Simon. We’re so happy we could be here for him.” Simon died on Sunday, July 10, aged 33.

It has a natural place within the garden as it creates movement and sound. Hearing the sound of water can be very calming and cooling on a hot day. The surface of water reflects light and images of plants at differing angles adding movement to a garden. It is a pleasant experience to sit and drink your morning cup of coffee in your outside space with the gentle sound of water flowing nearby. A meditative feeling.

A water feature can be as small as a pot with one aquatic plant in or a shop bought feature with a small pump to get the water flowing and splashing against some pebbles. You could build a pond large enough to house fish and an array of plants. This can be built in many ways and styles depending on your taste. This could be contemporary style or more traditional style. There are wildlife life ponds to consider also which are good for the environment and will attract many interesting creatures to your garden which, in turn, help the natural balance of pests in the garden. We have built many ponds and water features over the years including small streams, ponds with waterfalls, modern raised pools and small

fountains merely to gain the sound of flowing water. We are soon to start on a project where we will construct a stream that runs along a pergola walkway. I will have some photos of the process and the finished project in a future article.

The secret fountain of youth: learning in later life by Laura Scaramella It is only after having had children that I discovered the Palmers Green community. Now, when I go out each day, I always meet somebody I know either from the school, the nursery, the tennis club, the swimming pool, the park, or of course the Italian classes that I run in Palmers Green. My Italian classes are designed for adults and take place either in the morning at 10am or in the evening at 7.30pm. My morning classes are popular with those working from home, self-employed or, more and more frequently, retired people. People are choosing to learn a second language later in life and recent studies point to the benefits of such decision: “even brief language courses could improve mental ability and ward off decline in later life.[…] So even when you are in your 60s or 70s, your brain responds” says Prof. Sorace who carried out a study on retired people. This and

other studies have discovered that learning a second language offers proven benefits for intelligence, memory, and concentration and lowered risks of dementia and Alzheimer’s. Once it was thought that our IQ and brain’s abilities were set at birth and they would simply decline with age. It is now recognised that our brain possesses a plasticity that enables it to change throughout life and it has the ability to reorganise itself by creating new connections between brain cells. In other words the ability to learn continues in later life.

A number of my students know this and take advantage of my classes and my methodology to exercise their brain and keep it agile. I admire them and in some cases they make up some of my best and most rewarding classes. They are a very active part of our community and just yesterday at the local supermarket I met one of my latest students, Doreen; she is 84 and doing well. If you had any doubt about joining a class because of your age, you are probably just a baby compared to her. Don’t wait any longer, discover the real fountain of youth and you will reap the benefits, even the ones that you didn’t expect.

Canine Capers returns to Arnos Park by the Friends of Arnos Park Please join us on Saturday September 17th at our third annual dog show ’Canine Capers’ taking place in Arnos Park. Cholmley (David Burrowes MP’s best four legged friend) will be on hand to open the show. Over a thousand local residents visited the Friends of Arnos Park Dog show last year. Some bought picnics and spent the day enjoying the show with family. This year, we have organised an even bigger show for the community to enjoy. You will be able to visit various stalls including Cinnamon Trust, Sighthounds stop, Dog’s Trust, Pets as Therapy, Medical Research Dogs and Wood Green Animal Charity. In addition,

Jollyes (Food store), Groom Art Academy, Yuppy Puppy and That item I need will all have stalls, as well as a many more. Your dog can experience an agility course, with Elmtree Dog Training & Education as they demonstrate aspects of canine skills; performing to music and demonstrating how obedient dogs can be in the right hands. The Dogs Trust will also be on hand giving short presentations on ‘Be Dog Smart’. If you are

nervous of unknown four legged friends do come along and listen or ask questions. Village Vets will judge a number of classes including the Prettiest Girls, Handsomest Boy, the dog with the wagiest tail, junior handler and the dog the judge would most like to take home. There will also be a competition for the ‘Fastest dog in the North’(of London!)

Jon Batten tells us about his Kilimanjaro climb in aid of Scope On behalf of the charity Scope www.scope.org.uk, I will be taking the Kilimanjaro Trek Challenge from the 19th to the 30th October 2016. Scope exists to make this country a place where disabled people have the same opportunities as everyone else. Scope provide support, information and advice to more than a quarter of a million disabled people and their families in the U.K. They also campaign to improve services, raise awareness and promote understanding. Scope is a charity close to our hearts within my family. Sadly we lost a dear niece at the far too young age of 17 having suffered from birth with cerebral palsy. We have another niece who has a 4 year old son diagnosed with cerebral palsy but he is a real little 'fighter' and is a joy to all. We know just what a wonderful job Scope

do in the areas of medicine and social provision, areas which are often overlooked by Governments. £25 can pay for a home visit for a family getting the news that a child is disabled, £75 can pay for a communication device giving a child independence for the first time. Having only just recently gained the status of OAP, I am busy at the moment trying to get these tired old bones and muscles fit enough to take on the Kilimanjaro Trek Challenge. If you see me trundling around Broomfield Park in Palmers Green wearing my deep purple Scope T-shirt, you will know what I'm doing. The 9 day round-trip trek begins in the sweltering heat of a lush tropical rain-forest where it will be difficult to keep cool, proceeds onto a more desert type terrain and then for the two days before the summit we

will be trekking through snow and ice to reach the top. Night-time temperatures at and near the summit are usually below -20C and we shall be sleeping in tents. Not sure I knew that when I signed up!. The volcanic Mt. Kilimanjaro has a permanently snowcapped peak despite the mountain being almost on the equator close to the Tanzania/Kenya border. It is at an altitude just below 6000 m., almost 1000 m. higher than base camp Everest. I've received some advice so far as to how to achieve the necessary fitness level but the possibility of altitude sickness might be a bigger problem. I’m not sure that the Aldermans Hill in Palmers Green quite cuts it as preparation. I am aiming to raise in excess of £4,000 for Scope so any donation that any reader feels able to make would be most gratefully received.

To avoid any difficulties or misunderstandings in the future, it would be best for you to enter into a formal written agreement making it clear that your neighbour will not acquire any legal rights to your property other than a bare licence allowing him to use the garden for clearly specified uses until such time as you or any subsequent owner of your property do not want him to

do so. You will also need to ensure that he is not given exclusive use of the garden. You must ensure that you regularly access your garden and make use of it, even if only to enjoy it. You should contact a local Conveyancing Solicitor to draw up a Licence Agreement to formalise the arrangement before giving your neighbour the right to use your garden. Lastly, if you have a Mortgage, you should first obtain your Mortgage provider's written consent before doing anything.

Brexit: - How will the UK’s decision to leave the EU affect Family Law? by Rene Panayiotou

The EU also legislates in relation to serving family Court proceedings across Member States of the EU. The reality is that there will be no immediate changes to family law as a result of the UK’s decision to leave the EU. However, one thing is for certain, there are a number of areas in relation to family law which will need to be legislated for in readiness for our exit. For my first article for Palmers Green & Southgate Life, I thought I’d write about Brexit and the ways in which our decision to leave the EU may affect family law. EU law is deeply embedded in various areas of family law to include determining the grounds for jurisdiction upon divorce, where a party is domiciled and the enforcement of Matrimonial Orders. It could be argued that EU provides an element of stability and reassurance in relation to children’s matters. For example, if an application for a Child Arrangements Order is granted in this jurisdiction and the child is re-located to another Member State, EU Legislation prohibits the need for any further proceedings taking place and the Order will be effective subject to a Certificate being issued.

The Family Law Specialists It’s All About Me! by Martha Koumbas

For this month’s article I’ve decided to share with you lovely readers some insight to my background and my path to working as a family law solicitor at Chapman Pieri.

I was born and bred in Palmers Green my entire life and have no plans to venture further afield!

I am one of five siblings, an auntie and a proud godmother to my elder brother’s 7 year old daughter who I absolutely adore. Just like Christina, I also come from a big fat Greek family and have 19 first cousins. Growing up, my parents always encouraged me to take part in as many extra-curricular activities as I could fit in between eating, sleeping and going to school. I went to ballet, piano and violin lessons and Greek School on my Friday nights and Saturday afternoons which, whilst I did not appreciate it at the time, is where I met a lot of my closest friends and learnt about my culture. I even ended up working at my Greek school as a teaching and admin assistant after completing my Greek A Level. I went to St Andrews Primary School on Chase Road, Southgate which is probably a 30 second walk from our offices and my old secondary school which is now known as Ashmole Academy is just around the corner. After sixth form, I decided to branch out of the area and went to live in Brighton where I studied at the University of Sussex. After

3 long and stressful years, I obtained a degree in law before moving back home to complete my final year of studying. I then realised that I needed to secure myself a training contract. I was constantly told by everyone around me how competitive the legal industry is and how difficult it would be to get myself on the ladder to becoming a solicitor. However, I knew that with determination and the support of my family and friends, I would eventually get there. That’s where Chapman Pieri came in. After sending off countless applications for training contracts and CV’s to hundreds of firms, I realised that this was going to be no easy task. I therefore decided to email some local firms to see if they were offering work experience whilst I continued my search. In September 2013, after 3 emails to Chapman Pieri (and 2 rejections – I am persistent!) they agreed to take me on board as they admired my tenaciousness. I subsequently undertook training contract with the firm and qualified as a solicitor in March 2016. The firm is ideal for me. I have wanted to practice family law since I studied this area in my final year of university. A career in family law is challenging but so rewarding at the same time. The personal nature and knowing that I am helping people through some of the hardest periods of their lives is what drew me to family law.
