WOMEN IN TRANSPORTATION The Power Behind the Wheels Infrastructure is the backbone of any economy, and no city can ensure economic growth and development without proper infrastructure in place. In Tampa, we applaud the women involved with daily transportation decisions whose responsibilities benefit us all. Today, you have the opportunity to hear from several of these outstanding women and learn about their future goals. We encourage you to ask this panel of distinguished women about whatever you want to know!

Kim DeBosier, P.E. Vice President, Johnson, Mirmiran & Thompson (JMT) Kim DeBosier is a licensed Professional Engineer. In a field that has been non-traditional for women, she was the first female engineer in each of the offices in which she worked. In 1995, she and two colleagues formed Bayside Engineering, Inc., a women-owned consulting civil engineering and surveying firm. She served as its President until Bayside was purchased by Marylandbased JMT in January 2016. She is a Vice President with JMT and leads the Tampa office. Ms. DeBosier serves on the Boards of the Florida Engineers Management Corporation, the Hillsborough County Commission on the Status of Women, MacDonald Training Center, and the Athena Society. She is Vice Chair of the Advisory Board of the Center for Urban Transportation Research at the University of South Florida and Co-Chair of the Transportation Council of the Greater Tampa Chamber of Commerce. In 2005, she was named Engineer of the Year by the Florida Engineering Society, the first woman to receive that recognition, and served as president of the Florida Institute of Consulting Engineers (FICE), the first—and only—woman to serve in that leadership role.

Lucia E. Garsys, AICP Chief Administrator for Development and Infrastructure , Hillsborough County

Lucia E. Garsys is the Chief Administrator for Development and Infrastructure for Hillsborough County, Florida. She manages 1500+ employees with a $ 1 billion six-year capital program and an operating budget over $300 million annually for the departments of Development Services, Public Works, and Public Utilities. For the last 10 years she has focused on transportation funding alternatives in Hillsborough County. She has worked to improve the delivery of new infrastructure projects, and ensure funding for maintenance of existing assets. Prior to joining Hillsborough County in 1990, Ms. Garsys led the comprehensive plan update effort in Fairfax County, Virginia. Her private sector consulting experience for public and private clients in the Chicago Metropolitan Area includes downtown and commercial revitalization with tax increment financing; fiscal impact analysis; strategic economic development plans; and land use feasibility studies. Ms. Garsys has worked with emerging democracies in Eastern Europe namely, Lithuania, Belarus, and Kaliningrad. Ms. Garsys has a BS degree in City Planning from the Illinois Institute of Technology and a Masters in Urban Planning from the University of Illinois in ChampaignUrbana where she also served as a Teaching Assistant. She is a member of the ULI, APA, and AICP. She served as a juror for AICP’s Student Project Awards, she served on the Board on Infrastructure and the Built Environment as a part of the National Research Council, and on three of the NRC’s committees.

Jean Duncan, P.E. Director, Transportation and Stormwater Services Department, City of Tampa Jean Duncan was appointed as a Director for the City of Tampa under the leadership of Tampa’s Mayor Bob Buckhorn in August 2014. Duncan oversees the Transportation and Stormwater Services Department, which includes oversight of the Capital Bridge and Seawall Program, Transportation Capital Improvement Program, Stormwater Capital Program, Traffic Management and Operations, and Stormwater Operations. Current initiatives include Multimodal Projects and Smart City Initiatives. Prior to joining the City of Tampa in 2003, Duncan owned a civil engineering consulting firm for twelve (12) years. Her firm provided transportation and stormwater engineering services as well as coastal and estuary modeling. She worked on the pier protection system for the Skyway Bridge when at Hydrosystems, Inc. and was involved in the 1985 Waste Load Allocation Study for Tampa Bay during her time with the USF Center for Mathematical Modeling. She also served as the Assistant Project Development & Environmental Administrator for the Florida Department of Transportation, District 7 Office in Tampa. She is a member of ASCE, ULI, APA, and ITE. As a proud USF alumnus, she has served as a judge for the CUTR Student Poster Competition for the past three (3) years. Duncan, a registered professional engineer, holds a Bachelor of Science Degree in Civil Engineering and a Master of Science Degree in Engineering Management, both from the University of South Florida.

Sue Chrzan Director of Public Affairs and Communications, Tampa Hillsborough County Expressway Authority Sue Chrzan serves as the Director of Public Affairs and Communications for the Tampa Hillsborough Expressway Authority (THEA), which she joined in 2007. She is responsible for developing, executing, and maintaining sound agency relations with the public and governmental organizations. As the primary spokesperson for the Authority, she also is responsible for legislative advocacy, media relations, advertising, marketing, public information, and community and government relations. Ms. Chrzan has more than 20 years’ experience in all aspects of communications, including writing, editing, and producing publications, public relations, marketing, publicity, advertising, internal communications, and promotions and special events. Before joining THEA, she worked for many different organizations, including a trade association for credit unions, educational institutions, and the US Navy.

Janet Zink Assistant Vice President of Media & Government Relations, Hillsborough County Aviation Authority

Janet Zink joined the Hillsborough County Aviation Authority in September 2011. Her duties include oversight of media relations, internal communications, social media, government relations, and state and federal lobbying efforts. Prior to joining the HCAA team, Ms. Zink worked for 10 years as a reporter at the St. Petersburg Times. Her beats included real estate, Tampa City Hall, Hillsborough County politics, and state government and politics. She began her journalism career at the Tampa Tribune and went on to work in the Public Relations departments of the University of South Florida and the USF Health Sciences Center, where her responsibilities included media relations, publication design and the launch of the USF Medical School’s website. Ms. Zink earned a bachelor’s degree in Mass Communications from the University of South Florida.

Beth Alden, AICP Executive Director, Hillsborough Metropolitan Planning Organization

Beth Alden leads an award-winning team of planners with a long-range vision of a transportation system that is safe and efficient for all. In recent years, she has directed several acclaimed studies using innovative research methods in a collaborative context and forged new interagency partnerships that break down silos and deliver projects. Ms. Alden’s work has been recognized for the use of market research in public-sector planning; for regional consensus-building and vision; for creative public engagement campaigns integrating on-line interactive platforms, phone polling, and social media; and for out-ofthe-box thinking on rapid transit, walkable communities, welfare-to-work transportation, and linking planning with operations and performance measures. Ms. Alden has worked in the public and private sectors as a professional planner for more than 20 years and holds a master’s degree in Planning from the University of Minnesota and a bachelor’s degree in Environmental Design & Architecture from North Carolina State University.
