Residents urged to support Rally for Woodend Waimakariri MP Matt Doocey has asked residents in Woodend and throughout Waimakariri to show their support for a Woodend Bypass at a ‘Rally for Woodend’ that he is organising with the community on Sunday 9 February at 12.30pm at Owen Stalker Park in Woodend. Doocey says that there is a brief window of opportunity while the government is currently reviewing its roading priorities to have this project considered. He believes that by standing together and sending a clear message, there is an opportunity to

call on the government to prioritise the Woodend Bypass while it makes decisions on which regional roading projects will be brought back to the table. Doocey says that vehicle numbers on State Highway 1 at Woodend have increased by 20 percent over

Editor’s Note The Woodpecker Board held their Christmas Social Function on 4 December 2019 at The Good Home, Pegasus, to thank, recognise and acknowledge the volunteer work from all the Trustees and Deliverers. Bryce from Canterbury Copy Services was also invited as they have also provided great support to the Editor and the Woodpecker as a charity. the last three years and people in the community are telling him there needs to be a commitment to the bypass, with funding secured. He believes actual figures this year are likely to reach 20,000 vehicle movements a day. This is based on statistics a community member has sent him, which they obtained from Downers. The Woodend Bypass, a critical project for Waimakariri, has been delayed until at least 2028, despite the huge growth in our area over the coming few years. Doocey said the idea for a rally came out his public meeting on safety issues on SH1, which was held at Gladstone Park last year. The rally will be a family-friendly event, he said, with speeches, music and a barbeque. It’s vital we show our support for our community’s safety. Cycling in Pegasus The Cyclettes Club - Pegasus The Cyclettes Club (the women’s bike group in Pegasus) is ‘1-year-old’ and has grown in numbers over the last 6 months, there are now more than 12 regular cyclists joining the Wednesday rides. Some Members also meet up on other days for various longer trips - e-bikes are now providing a new level of fun. The cycle tracks created from Pegasus to Waikuku and through to the Waimakariri river mouth, are well maintained and provide great opportunities to exercise and socialise; there’s always a café within riding distance.

Geoff McMillian - Sudden Cardiac Arrest! Words to put the frighteners on anyone, yet people from all walks of life can be subjected to SCA, I was in June 2011, after suffering a heart attack (they are different). For me the saving grace was that I was in the hospital when I had the heart attack and I was in theatre when SCA took place, so I was very lucky. After languishing in the doldrums for some time and accumulating far too many “why me’s” I decided to take up some physical activity. My wife is a triathlete (and a fairly good one at that!) but I’m an atrocious swimmer so I took up duathlon (run-bike-run) and found out I was about as good at that as I was a swimmer! I went looking for some regular run training and found Hagley parkrun, my first run there was their 10th. After a while I decided this would be a great idea to bring to North Canterbury and as we have a 2.50km loop at Lake Pegasus that would be an ideal place for a new parkrun. After discussing this with the necessary

authorities and gaining their permission Pegasus parkrun was ‘born’. And it goes from strength to strength, parkrun is a global phenomenon that is self-imbedded in Community Spirit, it’s a weekly event, every Saturday, same time 8.00am start, it’s timed and recorded for participants, it’s inclusive - Walkers, Joggers, Runners, Buggy pushers & furry friends on a lead (dogs that is) are all welcome at Pegasus parkrun.

With the 200th running of our local event, I’ve decided to hand the reins over to Jackie Hancock and Trudy Diggs - as I pursue a wider audience, I’ve taken a role as South Island Event Ambassador for parkrun and will be both supporting existing events and bringing new ones on. You’ll still see me at Pegasus frequently, either in one of my parkrun shirts, or my Cardiac Athletes running singlet, or if not those it will be in one of the dress up outfits I so easily get talked into. This month with Harry February 2020 Recently during a bit of a dungout I came across a sort of scrapbook I had kept many years ago. Mainly newspaper reports of local events such as the school centennial, the mysteries of establishing Pegasus etc, pictures I liked the look of such as several of Elle McPherson and so on. There is even a story about a local man who caught a paua that was 2 millimetres too short and proved costly. What really made me sit up and dream about the past was an article written by Frank Haden in his weekly column in the Sunday Star-Times. Could be a bit controversial could Frank, called a spade a spade did Frank, told it as it was did our Frank, which made for compulsory reading did Frank’s column. On 21 December 1997, Frank wrote a story entitled “when boys were boys and parents weren’t included” Remembering the pleasure he had had as a member of a scout troop as a youngster, he had encouraged a young relative to join the local group. A bit later he asked the lad how things were going and was informed the scout troop had closed down due to a lack of parent involvement. Frank writes (and what is in the indices are direct quotes). “Parents??? Yes, it doesn’t work unless the parents are involved. Now there is a pointer for curing the community ills the social scientists are always going on about- the collapse of the nuclear family, youth suicide, Page 14 The Woodpecker February 2020

endemic burglarising, dope smoking, alcoholism and a rape every five minutes. The answer is to make sure your children learn quickly to be independent. People who let their children depend on them will produce spineless, self- indulgent ne’er-do-wells with barely enough energy to join the nearest dole queue. Boys of 10, 11 and 12 apparently can’t be trusted to organise themselves the way we used to because these days the parents have to be involved., The very last thing we wanted was to have parents involved in the way ewe ran the scout troop I belonged to.” He goes on to describe the activities his troop did. “We could catch fish, eels and rabbits, cook good meals over open fires and wash plenty of greasy dishes without soap. We could carry our own camping gear on our backs. Dig and use latrines that didn’t smell and were not a health hazard. We sharpened our own knives on river stones, built suspension bridges, mastered as many specialized knots as the average seaman and knew how to find the shallowest part of a river to wade across”. All of this contrasts strangely, and ominously, with what a modern scout troop regards as a camp. It entails being carted to the camp in a convoy of parent’s cars, bedding down in feather-filled sleeping bags in permanent buildings and eating meals prepared by the same devoted parents. All that caper teaches you is how to be a “shiftless bludger”


He goes on to have a dig at parents and the school system. “Even more ominous is the way the politically correct parents must be involved syndrome extends into education. Parents are expected to take a full and energetic part in running the local school, making the decisions about the way the school is run that used to belong to the principals and teachers. The parents are simply interfering in the professional decisionmaking. It’s no wonder teachers make such a hash of the segments of schooling they are left with.” Frank finishes his column with “at 10,11 and 12 we knew the value of our homes, and the value of our parents. But we didn’t regard them as indispensable. We could stand on

our own feet and we didn’t have to be taught not to rob houses or attack defenceless old women. We knew without being told” For many years Woodend had a strong and vibrant scout troop fed by an equally strong and vibrant cub pack. Started by the Rev J H Haslam about 1912 the Woodend troop flourished catering for boys from as far afield as Waikuku and Tuahiwi. In the 1930s Woodend scouts gained a bit of welcome publicity when three members; Gordon Appleton, Laurie Southen and Ken Sheppard fished local lass Lucy Crawford out of the Ashley River. All three received suitably inscribed medals and citations for preventing a drowning tragedy. TBC JH

Press Release – Rangiora Lions Club 23 January 2020 Lions Ramble Supports Koru Care Koru Care Christchurch will receive funds raised from the Lions Club 2020 Ashley River Ramble on Sunday 1 March. Chair of the organising committee, Mike Clemens, said that the group was impressed with this charity, which gives a once in a lifetime experience to local children suffering serious medical issues. By giving funds locally, the proceeds will be used to support children from the Canterbury region.

The Ashley River Ramble event will follow the same scenic

track as the 2019 event, with cyclists, runners and walkers travelling 12km along the Ashley-Rakahuri stop banks from Waikuku Beach to the Ashley River Picnic Grounds in Rangiora. There will be transport available for runners/walkers back to Waikuku for a small fee. Last year’s participants ranged from primary school age to over 70s, and completion times from around 35 minutes to a leisurely 2.5 hours. Students from Loburn School used the event to complete a task for the William Pike Challenge, and there was good natured competition between those in local cycle, fitness and running groups. The event is run by volunteers from Rangiora Lions, Rangiora Lionesses, Woodend Lions, Pegasus Lions and Page 16 The Woodpecker February 2020

the Rangiora High School Leos Club. All participants receive a number for a lucky prize draw, with a large range of prizes including a family accommodation and pools prize for Hanmer Springs, supported by Hanmer Springs Top Ten Holiday Park and Hanmer Springs Thermal Reserve. Rally for Woodend

By now you all should be well aware about the Rally for Woodend which is being held Sunday 9 February at 12.30pm, Owen Stalker Park. We encourage as many of you possible to attend as we all have to work together to try and influence NZTA This was held on the 29 November and was a great community day for Woodend. Hopefully this can become a yearly event. The meal was enjoyed by around 450 people from across numerous Woodend groups. Woodend War Memorial Opening Day On Sun 8th Dec the Woodend Memorial was unveiled and was well attended by the local community. It is great to finally have somewhere to honour our local fallen service personnel. Thank you to the Woodend Lions and especially to Ian Lennie for all the work done to get this to completion. Woodend Pegasus SH1 Corridor Sub-Committee - the Woodend Bypass shouldn’t be Bypassed We encourage you all to come to the rally planned on Sunday 9th February at Owen Stalker Park on SH1 in Woodend at 12.30 pm. This is your community and it is time to stand up for it. The Woodend Pegasus SH1 subcommittee has written the following open letter to the Minister of Transport and copied it to the Prime Minister, the Associate Ministers of Transport and to NZTA. Open Letter to the Minister of Transport re Woodend Bypass The frustration in our communities over the slow progress of safety improvements on SH1 and the Woodend Bypass not being included in the 10-year plan is acute. To this end a small group of community representatives formed the Woodend Pegasus SH1 Corridor sub-committee and we are writing to you in this capacity. We have been working collaboratively with the Waimakariri District Council, local residents’ groups, businesses, the local community board, the Woodend School and residents. We want to see action taken to make SH1 safer from the Ashley River to the intersection with Williams Street. Our group is also advocating for funding for the Woodend Bypass to be approved. With the announcement of significant funding in the roading infrastructure Page 20 The Woodpecker February 2020

we would like to encourage you to include the Woodend Bypass as a priority investment by the Government in the future of this growing and key area. The Bypass is designated in the Waimakariri District Council District Plan. At present NZTA are in the process of determining safety improvements for the section of SH1 from Saltwater Creek to Belfast. This follows on from four consultations on safety improvements in three years. The latest of which closed in September 2019. We are waiting for confirmation of what safety improvements will be made and the timeframes. A concern is that the implementation of any safety improvements could be lengthy with final design, business case development, funding consideration, decision and action. Our group would like to see the following safety improvements given a high priority and completed quickly: •Signalised pedestrian crossing at Woodend School, there is currently only a kea crossing •50 km/h speed limit moved further south from Woodend •Speed reduction to 50 km/h north of the Pegasus roundabout to Woodend •Speed reduction through Waikuku township to 60 km/h. At present Woodend has no pedestrian crossings, only a kea crossing by the School. The latest figures from NZTA in 2018 have 17,399 vehicles travelling past Woodend School every day, 11.3% of which are heavy vehicles. However,


we understand that traffic counts in May 2019 had over 19,000 vehicles a day. The figures are forecast to grow significantly over coming years. Why the Woodend Bypass should not be Bypassed It is likely that any safety improvements made to SH1 between Ashley and Belfast, including the Woodend Corridor, will have some negative impacts. This includes traffic in Woodend backing up, particularly at peak hours and Sunday afternoons, to negotiate roundabouts and/or traffic lights. Safety improvements implemented are unlikely to address the following issues which will only be fully addressed by the Woodend Bypass: •safe pedestrian and cycle access between the fast-growing communities of Woodend, Pegasus and Ravenswood •limited transport choices for school pupils from Waikuku, Woodend and Pegasus as at present they are unable to cycle safely to the high school they are zoned for in Kaiapoi •Woodend becoming a cohesive community, allowing residents and visitors safe access to businesses and homes •easy and safe access to Woodend school for pupils and caregivers

neighbouring district with Hurunui commuters perhaps able to access public transport options from our area •resilience of the roading network to avoid disruption when accidents occur on SH1 •enabling a second permanent road to be constructed into Pegasus linking to Gladstone Road through to Woodend allowing for emergencies and increased traffic movements as the population grows. The only permanent road in and out of Pegasus has been closed on a number of occasions in recent years, including for fire, car accidents at the roundabout on SH1, and a diesel spill. Any safety improvements such as roundabouts and/or traffic lights in Woodend, whilst helping with some safety issues will also have some negative impacts which can only be resolved by the opening of the Woodend Bypass, including: •environmental impact on Woodend which will worsen with vehicles backing up at the roundabouts and lights. This includes noise from braking vehicles, particularly heavy vehicles, and the exhaust fumes from vehicles idling. At peak hours and on Sunday afternoons this will have a significant impact

•environmental improvements in Woodend

•safety issues with traffic backed up through Woodend and to the south of Woodend

•improvements for public transport, including rapid transit options from the Woodend/Pegasus area. This could also have an impact on our

•longer travelling times for all traffic on SH1 with the delays in getting through the Woodend roundabouts and/or lights (Cont’d on page 31) The Woodpecker February 2020 Page 21

Woodend-Sefton Community Board Around the Community The unveiling and dedication of the Woodend War Memorial was moving and well attended. This Woodend Lions project is very different from most as it reflects a pillbox with poppies and barbed wired etched into the concrete base. If you haven’t already, check it out in School Road. The Board had previously donated $5000 toward this project. The Woodend Cultural and Hāngi Day at the Woodend School was a great showcase of talent from the pupils and the hāngi was a great way to finish. The Board donated $500 toward this event. The Sefton Community Group ran their annual Carols in the Domain at Sefton just prior to Christmas. The Board donated $400 toward this event. Meeting Update There were three deputations at our meeting held in December. A group of keen and active locals shared their idea to establish a MenzShed in the Woodend/ Pegasus area. A dozen people get together each week and are looking for a more permanent base to work from so they can encourage others to join in. The Pegasus Radio Sailing Club presented in support of their

funding application to refurbish six yachts. The yachts will be available for the public at Lake Pegasus and the Board were pleased to approve a grant of $500. We heard from the Frazer family the history behind a request to name a private lane after their family. The lane will be off Rangiora Woodend Road where the family farm named after their grandfather, Joe Frazer, is located. The Frazer family have farmed in the District since 1903 and in the current location since 1937. Joe Frazer and his son, Brian, have been involved in the community for many years. The Board were supportive of the request and approved the road be named Frazer Farm Lane. A Word from the Mayor Dan Gordon Working for Woodend and Waimakariri Recent news that the Government has a renewed intent to invest in infrastructure has reignited discussions around the State Highway bypass for Woodend. This bypass is something that’s been contemplated and discussed for more than 20 years between the Council, Woodend Community and NZ Transport Agency. The Council cannot force investment in State Highways, but we have put a designated route in the District Plan which allows for the project to take place. What we’re asking for is a commitment from NZTA to start design so when funding becomes available there are no further reasons to prevent the project proceeding. Transport is something I’m passionate about. Projects like this make tangible differences in the safety and health of our community. People of Woodend know how dangerous it is having a State Highway running through the centre of town. And as our community grows it’s important we keep our current and new residents safe, and plan ahead for infrastructure that will allow us to grow while remaining safe. 20,000 through Woodend daily now and this will continue to grow. We need to act now to ensure our community is safe. This is why I’ve written to Transport Minister Phil Twyford seeking a meeting to encourage the Woodend Bypass becoming a project of priority and to discuss both long and shortterm ways that NZTA can make the Woodend community safer. For the last year we’ve heard about the planned short-term safety improvements being investigated for Woodend and residents want to see some action. If you would like to send a signal to the Transport Minister and NZTA please join me and Waimakariri’s MP Matt Doocey at the Rally for Woodend on Sunday, 9 Feb from 12.30pm at Owen Stalker Park.

Organising and running the annual Christmas at the Lake event in early December. Unfortunately, because of the wind on the day, a scaled down event was necessary, however it was a fun event for all. Gina and Shane Keating did the entertainment, Gina also organised the PB School Kapahaka Group to perform. We wish to thank our wonderful sponsors for making the day possible. On Christmas Eve we joined The Grace Church to bring Christmas Carols for the community outside the Good Home. An estimated 150 people enjoyed the event. We will be meeting with the Towns new owners, Templeton Groupearly this year and will have the chance to discuss some areas of concern. For example, we will be seeking to understand their intentions regarding the lake among other issues. We are in contact with the responsible parties regard the waterfall and have been told that a new part will be installed as soon as possible.

Templeton Group, as the lake owners, are aware of the waterfall issue and we will be talking to them about this if it has not been fixed at the time of our meeting. The Community Centre (in the same block as The Flat White) is open Monday’s from 2.00-4.00 and Fridays 9.30-11.30 and proving popular. As more volunteers come forward, we will look to increase the opening hours. This year (as last year) will have many issues for us to grapple with as a committee, and we look forward to connecting with the community about these. Happy new year. Woodend Volunteer Fire Brigade 8 Eders Road Woodend Phone 033127794 IN MEMORY - Serving Member - Fire Fighter Selise (Sel) Lo Tam It is with great sadness that we had to recently announce the passing of our beloved colleague Fire Fighter Selise (Sel) Lo Tam who was held in high regard within our volunteer fire brigade. He passed away on the morning of the 7th January following a battle with cancer.

Fire Fighter Selise (Sel) Lo Tam. 14 April 1964 -7 January 2020 Sel was a quiet man with a wealth of experience, not only as a firefighter, but also as a Senior Training Instructor for the company he worked for, Vertical Horizonz New Zealand Group. Sels’s advanced training skills and mentoring came in handy when training our less experienced firefighters, and he never hesitated to put his hand up to help. Sel served his brigade and the community for 7-1/2 years

For those of us who knew Sel, we found him to be a very private man but his passing sparked an outpouring of support as friends, colleagues which included his employers Vertical Horizonz, Fire Emergency New Zealand, The Red Knights Motor Cycle Club and the New Zealand Army who paid a big part in his life, along with the Pacific Island community, paid tribute to a "selfless", "funny" and "vibrant" man. As some of our members stated “Sel was the sort of guy that would do anything for you. If you wanted a job done, he would get it done.” “He always wanted to keep busy. " “He was fantastic with the Brigade Members families”

Prohibited Fire Season Is effective from midnight Friday 24th January 2020 until further notice and encompasses the land within the Hurunui District, Waimakariri District, Christchurch City (including Banks Peninsula) and Selwyn District. NO FIRES are permitted during this time, all open-air fires are prohibited. The only exception is for cooking purposes and the following are permitted • • • •

gas-operated appliances, barbecues, wood-fire pizza ovens, Hāngi and Umu less than 2 metres in size.

St Barnabas Happy New Year to you! We hope you all had a safe and enjoyable Christmas. Our Christmas services were a blessing to all those who attended them. The carol service and midnight communion are, in their different ways, a beautiful lead up to Christmas; and the Christmas Day service itself, a peaceful and poignant reminder of ‘the reason for the season’. The 4.30 services are now back underway, having recommenced on 19 January. The adults are following a very good Bible Project series; and for the young folk, there are studies on the Beatitudes, from the Sermon on the Mount. Our youth range from under five to teens; and this year we have introduced a Sunday Bible Study group for the under fives. We have also already had our first baptism for the year, on 26 January, when a delightful little girl from the 4.30 congregation was dedicated to God. The Women’s Group is now up and running again, starting on 29 January after a year’s break. At present they are studying the book of Romans and will be meeting on a fortnightly basis. The Tribe youth group will be meeting up for the first time this year on 8 February and are already looking forward to it. There will also be a Teen Bible Study Group starting up – if you are interested in finding out more about this, please phone Amy on 021 234 4253. On the subject of young people, Mainly Music restarts on 12 February and will Page 40 The Woodpecker February 2020

be running on Wednesdays as usual from 10 am. In November we sadly said goodbye to Litia, who has done such a wonderful job of leading Mainly Music. When it restarts, the leadership role will be taken by Ruth, who did such a great job of covering for Litia when she was sick last year and so will be known to most of you already. She and all the team are looking forward to seeing you all again this month. Looking ahead a few months, we are hoping to run another Lenten Home Group in the seven weeks leading up to Easter. We will keep you posted on that, in case you would like to join us. In the meantime, as we enjoy the hot weather, we will be thinking of and praying for all the areas affected by drought and fire, especially in Australia. Keep safe everyone!

Tūhaitara Coastal Park On behalf of the staff at Tūhaitara Coastal Park we hope everyone has had a safe and relaxing summer so far. Beaches and tracks have been well utilized this summer and we expect to see more people in the park these last few weeks of the school holidays. We have our full team back at work after the Christmas / New year’s holiday and are busily chipping away at projects around the park. Current projects include track maintenance and watering our newly planted restoration areas that are still establishing and require extra moisture to survive the dry summer season. If you would like to know more about what we are doing at the park check out our ‘Friends of Tūhaitara Coastal Park’

We very pleased to announce that applications are now open for our annual Bruce Banks Environmental Education Award. This award is open to any student with an idea for a new project that enhances biodiversity in the Waimakariri District. Last year’s winners included a native pollinator garden and a habitat for native lizards. Pegasus Parkrun Free, weekly, timed 5km run, jog or walk around beautiful Lake Pegasus. Register for free at www.parkrun.co.nz, print and bring your barcode and come and join the fun. Upcoming events: • 22 February will see our 200th Pegasus parkrun as well as a TUTU themed event! • 29 February – Leap Day fun • 7 March – Children take over parkrun for ‘Te Rā o Ngā Tamariki’ ‘National Children’s day’ This Christmas and New Year saw record numbers for parkrun all over the world and some really good numbers of people attending our events here in Pegasus. Christmas day saw 87 people, some in crazy fancy dress take on our course, New Year’s Day also saw 98 runners, joggers and walkers participate – with some then heading off to do the double with Hagley parkrun, who held their parkrun at 9:30am instead of the usual 8.00am so that people could run at both Pegasus and Foster park (Rolleston) and then head to Hagley to do a 2nd parkrun for the day! However, some breeds of cats and dogs, especially those with short noses or long coats, may need some extra help if the weather heats up. Have you tried..... - ice cubes in their water bowls or ice treats (they can even be flavoured). - cooling mats seem to be very effective and comfortable. - fans, sprinklers or misting their coat with water. Evaporating water is a great cooler. And of course paddling pools!
