News & Views Citizens Advice Mid Suffolk

A friend of mine was recently victim to a WhatsApp phone scam, and ended up sending money to someone. I always though “I’d never fall for it” but the messages the scammer exchanged with her seemed so plausible. It’s made me feel a little nervous, as I feel it could so easily have been me. How can I keep myself safe from scammers? Phones and computers are a brilliant resource for staying connected with family and friends. However, they are also an opportunity for scammers to hide behind a screen and try to trick people in parting with their money. There are still plenty of phone call scams, such as pretending to be from the victim’s bank, as well as newer scams like on WhatsApp and Facebook. An increasingly common scam on WhatsApp is a scammer messaging someone claiming to be a loved one, who desperately needs some money to get home or another urgent need. As the scammer will use a generic term like “it’s mum, I need help” or “dad, can you help me”, people can often get caught in trying to help and are tricked into transferring money. If you get a message like this, call the number you already have for that loved one to hear their voice and speak to them. You can then confirm whether the request is legitimate. There are many other scams similar to this, so if your unusual contact does not fit this example, it does not mean it is legitimate. This checklist can help you decide if something is a scam: a You don’t recognise the individual or organisation. If you do recognise them, have they contacted you in the normal way? a You can’t confirm their identity. If they say they are calling from a trusted source such as a bank, contact your bank directly to confirm their identity. Be aware that scammers can stay on the line after you have hung up, so do this from a different telephone or go into the bank. a You’ve been asked to hand over money or personal information. Don’t give out pins, passwords, or seemingly random information. Never send money to someone you don’t know a It seems too good to be true. “Get rich quick” often means “lose money fast”! a You’ve been asked to pay in an unusual way. Such as online vouchers Citizens Advice Mid Suffolk can provide advice on this or any other issue, including debt, employment, benefits and family law. Borderhoppa

Borderhoppa, a registered not for profit charity, provides a range of community services in south Norfolk and north Suffolk. Our service allows people of all ages without access to other forms of transport to carry out everyday tasks such as shopping, attend GP appointments, visit friends and relatives or to attend a local club/community group. The door to door dial-a-ride service has been providing a successful and reliable service since 2002. We also run regular outings for members throughout the year including trips to the coast, gardens, shopping trips, boat trips and pub lunches. If you are a member of a local not for profit community group, you can hire the minibuses for outings. Go to destinations of your choice, visit your favourite places and enjoy shopping trips. We are also looking for more volunteer drivers and trustees to support our vital community transport service. Tom Clarke, Borderhoppa manager, said “Our services really do provide a lifeline for some of the most vulnerable people in our community so anyone who can help us would be making a massive contribution to local life. If you have some spare time and would be interested in helping us we would love to hear from you”. From the Rectory

Dear Friends and neighbours. Words from Revd Canon John Parr concerning Dementia, spoken at Bury St Edmunds Cathedral How did we become the person we are? What 3 or 4 simple words would you use? This could reveal something of where our identity, our sense of who we are, comes from. According to the Christian tradition going back to the Bible, you and I have become who we are because we’re made in the image of God, with God-given responsibility to steward the earth (Genesis 1.26-28). We’re shaped by material ‘stuff’ – what the Bible calls the dust of the ground – and also by the breath of God, the Spirit that connects us to God and each other and the earth (Genesis 2.7). In Christian faith, ‘divine image’, ‘stewardship’, ‘stuff’ and ‘Spirit’ sum up how we’ve become who we are. What does it mean when I can no longer remember what has made me the person that I am – which is where a diagnosis of dementia might well leave me? Have I then lost my identity, my sense of who I am, my ‘self’? I’ve heard it said many times that “I don’t want to go and see him or her now that they’ve got dementia, because I want to remember them as they were”. That’s understandable, but I’m so glad that God doesn’t remember us like that. All our memories are held in the deep reservoirs of God’s eternal love. And when our loved ones can no longer remember, and we can no longer remember with them and for them, our faith doesn’t allow us to believe that all that has helped us to become the people we are – all that we remember and treasure – is lost. Nothing - not even losing our memory - can erase God’s image, remove God’s Spirit, separate us from God’s Christ-like love. So we can pray: God our Maker, whose love never ceases to remember us: Open our ears, our minds and our hearts, that we may grow in all that leads us in the way of Jesus Christ and the life of your Holy Spirit. Amen God bless, Susan

Next full Parish Council meetings are scheduled for: 11th July & 8th August 2022 MEETING OF STRADBROKE PARISH COUNCIL – 13th June 2022 Councillors co-opted Caroline Stebbing to the Council, after signing her acceptance of office, Caroline joined the meeting. Planning Applications reviewed: DC/22/02835 – Prior-approval: Conversion of agricultural building to 2 no. dwellings. Building at Bullocks Hill Farm, IP21 5NG. Councillors voted to request that a full planning application be submitted given the proximity of the site to livestock units, this will enable the impact of the units on the dwellings to be fully explored. DC/22/02387 – Listed building consent – erection of a stud wall. 2 Town House Church St. IP21 5HT. Councillors voted to SUPPORT the application. Planning Applications decided by MSDC: DC/22/02207 – Corner Cottage, Church Street IP21 5HS No objections raised Parish Council updates: The June meeting had a reduced agenda to allow for discussions on the Parish Infrastructure Investment Plan (PIIP) and the plans for the Community Infrastructure Levy (payments received from development in the village, known as CIL). • County Cllr Gould informed the meeting that the investigations into the collapsed pipe under Queen Street are complete and the designs for the repair are in hand. It is proposed that the work will take place in November 2022. • The proposed experimental TRO in Eye to ban HGVs is anticipated to start in November/December 2022; the Councillors will closely monitor the impact on the roads in Stradbroke and immediately report any issues to SCC. • A grant of £500 was approved for Radio Stradbroke’s Music Day. • Three projects were approved by Councillors: (a) Highways Safety Improvements – Cllr Gould will investigate the initial survey required to allow the project to proceed. (b) Chapel Improvements – the schedule of works will be sent out for quotes. (c) EV charging points at Wilby Road carpark – 2 units have been offered at no cost to the Parish Council. • An updated PIIP and implementation plan was reviewed and Councillors noted the updates since the last review. • Councillors reviewed a schedule of CIL funding and potential projects – the schedule will be updated further to information received the morning of the meeting from Mid Suffolk and further reviewed at a later meeting. The CIL funding form will be updated to reflect which potential projects Mid Suffolk might consider funding through the element of CIL which is retained by them. It will also reflect which projects Mid Suffolk have noted can be funded using some of the Neighbourhood CIL – the amount given directly to the Parish Council. Councillors noted that Mid Suffolk retain 75% of CIL on developments in Stradbroke and the Parish Council receives 25%. • A revised budget for 2022/23 was approved which reflects the new lease for the Health Centre. • The Standing Orders were amended following an update received and the revised Scheme of Delegation was ratified.

A huge thank you to everyone who helped to organise the Jubilee Big Lunch celebration that ended up taking place at the Community Centre due to bad weather. Particular thanks to the Community Centre team, WI and Radio Stradbroke. It was great to see so many people in the community centre and marquee. We were pleased to welcome Caroline Stebbing who was co-opted as a councillor and joined us for our June meeting. As you will have noticed work has now started on the first of the sites in the neighbourhood plan on New Street. This means that the Parish Council has received the first payment of CIL - community infrastructure levy. Developers have to pay this to Mid Suffolk District Council who keep 75% of it and pass on 25% to us as "Community CIL". We can then spend this money on infrastructure projects in the village or use it as matched funding together with the County and District councils for bigger projects. We discussed CIL at our June meeting and the Council approved continuing to work on three projects: - Highway Safety Improvements - Chapel Improvements - EV charging points in Wilby Road car park We also discussed the prioritisation of all the CIL projects and will be returning to this at the next meeting. Support for a new pre-school building and highway improvements remain the two key projects the Parish Council is committed to support. County Councillor Peter Gould was present and councillors asked him a number of questions about highways and he has agreed to look to fund a traffic survey that will be needed to press ahead with the plans that include a proposed 20mph speed limit. We also asked Cllr Gould about the possible impact of a proposed lorry ban in Eye on traffic in Stradbroke. Our next meeting is on 11th July 7.30pm at the Court House. James Hargrave, Chair of Stradbroke Parish Council

Stradbroke Court House and Library News

We closed the Library Post Office on Tuesday 14th June for our refurbishment but by the time you are reading this, we will have re-opened. Unfortunately, deliveries of new shelving, and library furniture were held up, which meant we have had to re-open with our books still on trollies. This is disappointing but everything should be delivered on Wednesday July 6th and after that our library and Post Office will be awesome! Come and check out our fabulous painting by local illustrator Charlie Meyer in the new children’s area, it is bright and brilliant and we love it. We have a new selection of greetings cards on our new card stand, so come and see them. The Summer Reading Challenge 2022 starts on Saturday July 16th and this year it is called ‘Gadgeteers’. This year’s theme is scientific and will focus on scientific invention and creative thinking. Come and sign up, our friendly staff and volunteers will help children find books and get them started. If you would like to volunteer to help with the challenge, please speak to Maureen at the library. Unfortunately, due to rising prices, we have reluctantly taken the decision in the Court House Café to increase the price of cake, tea cakes and scones to £1.50 (just a 50p rise) from August 1st. Coffee and tea will remain at £1.50. We are sorry to do this but it is still a very reasonable price for the quality of the homemade refreshments that our café volunteers make for us. A BIG APOLOGY FROM MAUREEN. On Friday 15th July from 2-5pm, the Post Office will be closed due to me attending my grandson’s 5th birthday in Somerset. Isabel can’t cover for me on that date but she will be there on Saturday 16th, so the Post Office will be open as usual from then. I am sorry for the inconvenience to our customers, especially after our previous 10- day closure for refurbishment. The library will be open as usual on Friday 15th as Stella will be coming over from Debenham to open up but she is not trained in Post Office services. Horham and Laxfield are our nearest Post Offices. There will be an interesting talk on ‘Swifts’ in the Court House on Thursday July 7th at 7pm. This has been arranged by Toni Wisby. Admission is free and refreshments will be provided but please book at the library, as places are limited or phone 01379 384768 during Library/Post Office hours. Radio Stradbroke

Most of Radio Stradbroke's focus, at present, is on 'Stradbroke Music Day' on Saturday 9th July. Despite much experience in organising festivals, questions like: Do we have enough beer, volunteers, or electricity? will all the acts turn up? will the weather hold? give us sleepless nights. What we do know is that you, the people of Stradbroke will support us. Remember it is free to come in to watch all the wonderful acts we have. It is not too late to offer to help set up on Thursday & Friday, or help on the day, stewarding, bar work, or the thousand and one jobs that pop up on the day itself. Get in touch. If you are wondering what a Radio Stradbroke DJ looks like, 'Music Day' is the perfect opportunity to come along and find out. We appreciate all the help received so far, proper thanks will be published in the next edition. Support your local Radio Station! Sunday Surprise Early one November Sunday morning in 1946, Frank Lummis, a hire car driver, collected a pregnant passenger from Leiston who was in labour. He was asked to take her to Eye Hospital Emergency Unit. Things moved fast and at 9am Frank, with Mrs Farthing and her newly born daughter on the back seat, pulled up at Stradbroke Police Station. Police Sergeant Ruffles immediately rang Doctor Biddle and the District Nurse who both arrived at speed and together they ‘liberated’ the baby. Mrs Ruffles then cared for the baby in the police guardroom whilst mum and nurse made ready for the onward journey to Eye. All were none the worse for the event except for the driver, Frank Lummis, who was suffering from shock!! Two Auctions Looking through eBay to see what Stradbroke gems were being offered for auction and amongst the many postcards for sale was an original letter dated 1941 from the Stradbroke Women’s Institute, addressed to a gentleman in America. It was to thank him for the seeds that he had sent, and they had received, in response to a national call for ‘The War Effort.’ The letter said that some of the seeds had been distributed and planted by WI members, with the remainder going for auction to raise funds. One of their members had made the winning bid and had then donated her prize back to the WI. The letter was both sent and signed by Mrs Ella Marion Mills (nee Bayles) of Queens Cottage, Stradbroke. There was a lot of interest in the eBay auction, and we would like to think that the new owner is local to Stradbroke. Last Month We wrote in the June issue of the Stradbroke Monthly about village cricket in 1743 taken from two early newspaper articles and asked the question as to whether The White Hart and The White Lion were the same place. We bow to the knowledge of Michael Hugman, the expert on all things to do with Stradbroke Cricket who states, ‘Very definitely NOT.’ Source: Diss Express, British Newspaper Archives. Stradbroke Cinema

On July 21st we will be showing The Duke. A film based on the real-life Kempton Button who, in the mid-1960s, stole Goya’s portrait of the Duke of Wellington from the National Gallery. Jim Broadbent and Helen Mirren shine in this underdog tale of the little man struggling against a mountain of bureaucracy as Button argues his case that public money is being spent on keeping a ‘half-baked portrait by some Spanish drunk’ instead of more pressing things to help mankind. A battle against social injustice begins. A wonderfully uplifting tale reflecting British eccentricity. There will be no Stradbroke Cinema in August but we will look forward to seeing all Cinemagoers again in September for our Autumn season of films. Doors open at 7pm and the film starts at 7.30pm. It is no longer mandatory for you wear a face covering during the performance but please do so if it makes you feel more comfortable. There will be an interval half way through the film, with ice-creams on sale and the Bar will also be open. Tickets will be on sale from July 1st via the online booking system - £5.50 for adults, £3 for 16s and under. If you are unable to use our booking system, tickets will be available using card/cash payments on the door and also at the Bar. Full details of all our forthcoming films can be found on the Village website at www.stradbrokeonline.org.uk Roger Turkington and Jane Merritt

Sports Roundup

Stradbroke Cricket Club

As we approach mid-season, the weather goes from midsummer murderous heat, to chilly and damp, in a heartbeat. Form can change too! A thumping at Melton St Audrys, despite 54 from Steve Perrin, followed by two great all round team efforts. Firstly at Felixstowe III, where a welcome return to form from Matt Wise and Michael Hugman, who put on 105 for the first wicket, followed by 30 from Brian Wilkinson, proved enough, as each bowler battled manfully in the gale force conditions. The win at Woodbridge II was more sedate, bowling out their hosts for just 81, Hugman and Wise once again putting on an opening stand of 50. It wouldn't be three in a row, with a heavy defeat to IES II, despite a splendid 41 from Tom Hargrave. Numbers of All Stars, Dynamos, Juniors, and High School lunchtime club, are encouraging. By the time you read this, the new net facility will be in place. Finally a vote of thanks to the James Grigg Youth Cricket Trust. The trust has been wound down, with the Cricket Club being one of the recipients of funds, which will be used towards our youth development, something that was close to James' heart. The next home games are on Thursday 14th July against Stradbroke High School, then a run of fixtures in August on the 13th, 20th, & 27th. Michael Hugman

Go TRI Local

Multiple world and European champion paratriathlete Iain Dawson has first-hand experience of the benefits of taking part in swim, bike, run and, alongside his own training, he’s helping to introduce more people to multisport through a new monthly event in Suffolk. Since making the switch to paratriathlon from para-cycling in 2009, a sport he represented Great Britain in at the 2000 Paralympic Games in Sydney, Dawson has won world and European titles in triathlon, duathlon and aquathlon, and also broke the IRONMAN world record for a visually impaired athlete in 2019. The PTVI paratriathlete is now working to get more people involved in swim, bike, run. Dawson and his wife Jill, who are the founders of event company ‘Can But Tri’, have worked with Triathlon England to set up a new monthly swim and run event in Stradbroke, where participants will be able to give swim and run a go in a fun and non-competitive environment. GO TRI Local Stradbroke Aquathlon was held for the first time last month and, ahead of the next event on Monday (30 May), Dawson said: “When we heard about GO TRI Local we wanted to get involved and thought it was a great thing. With all the GO TRI Local events, the aim is for them to be regular and be held in a really relaxed, fun environment and I think that encourages people to get involved. “The great thing about GO TRI Local is it has that flexibility for people to come along. They know there’s something happening more or less at the same time every month, same place, it’s low cost and they don’t even have to do the full distance that’s set out. They can do less number of lengths in the pool, they can do less number laps of the track for the run. It is very flexible and it’s about getting people down here and giving it a go.” GO TRI Local Stradbroke Aquathlon will take place at Stradbroke Swim and Fitness Centre every month, mostly on the last Monday of the month with registration from 6:15pm and the event start at 6:45pm, but some dates and times may vary throughout the year. Participants can do as much or as little as they like with varying distances for different age groups, with the swim taking place in Stradbroke’s indoor pool and the run along the track around the sports field. All GO TRI Local events are only £5 to enter with GO TRI Local Stradbroke Aquathlon organised by Can But Tri, in partnership with Triathlon England. There are GO TRI Local events across England, with more to be added over the next few months. To find your nearest GO TRI Local, visit https://www.gotri.org/whats-on. Update on the Stradbroke Health Centre from Stradbroke PC

The Councillors reviewed a revised schedule of works. Councillors noted that access to the building has been difficult since the Parish Council took on the the management of the building in 2019; however some of the urgent works to the water heaters and soffits have been able to be completed. Councillors noted that agreement has now been reached with the medical practice on a way forward on access arrangements. The schedule of works reflects both the urgent need to update the flooring and decoration throughout the building, but also requests from the medical practice that the building be updated to be made more energy efficient to enable the running costs to be kept to a minimum. An energy audit has highlighted how this can be achieved through replacement windows and doors, improved lighting and insulation. Additional air conditioning units, and upgrades to older units, will enable the inefficient and expensive old night storage heaters to be removed and the rooms to be kept at a steady temperature using the hot/cold facility on the new units. The works will allow all rooms to be usable all year round and for the temperature in each room to be cost effectively managed. A reorganisation of the back room areas will allow better and more easily accessible storage for the staff to use. The works will give an opportunity to ensure that the building also has improved access for all, including the possibility of improvements in the car park being investigated, to address the periodic flooding issues experienced by the entrance to the building. To ensure the disruption for patients is to be kept to a minimum the Parish Council is proposing to carry out all works at the same time. To be able to fund this, the Parish Council is in discussion with NHSE/CCG to seek support for a bid for health related CIL. If this bid is not successful, the Parish Council will look at the possibility of taking out a Public Works Loan to fund the work, the rent received would be used to repay the loan over a period of years to ensure there is no impact on the precept paid by residents of Stradbroke. Once the Parish Council has more information on this project, a dedicated information page will be set up on the Parish Council website (https://www.stradbrokepc.org/) with updates on the Council’s Facebook page (https://www.facebook.com/StradbrokePC). Information will also be placed on the Parish Council’s noticeboard. Odile Wladon, Clerk to the Parish Council

Police News

In the past few days in our area, a BMW vehicle has been stolen from the driveway of the home address of the owner. It’s a relatively new vehicle and likely to have been equipped with keyless entry (KE). KE offers convenience for the driver because they don’t need to use a key to start the engine or even press an unlock button on a fob. Infact, many KE vehicles have no key or traditional fob and merely use a buttonless fob which communicates constantly with the vehicle and activates unlocking of the doors and ignition once within range, usually about three to five metres. The weakness of this system is that the constant signal generated by the fob can be intercepted by criminals with inexpensive and easily acquired equipment which then transmits the signal towards the car, fooling the car’s electronic control unit (ECU) into thinking the owner is present with the genuine ‘fob’ and so the doors are unlocked and the start button on the dash can be used to start the car, all with no damage or noise being caused. This of course means less remedial work for the thief before selling the car to a buyer. The best way to protect this type of vehicle is to use a ' Faraday ' bag. Storing your ‘fob’ in a Faraday bag, lined with layers of metallic material, is the way to foil car crime and keep your car safe. The fob needs to be placed inside the bag from the moment you open or lock the car. If large enough, it can also be used for a mobile phone and credit cards to prevent hacking and fraud. They're inexpensive and may just prevent the theft of your car or its contents. Watch out for our Four Towns Crime Prevention Team at events throughout the year who will be selling Faraday bags. Alternatively Community Engagement Officer, PC Simon Green will be giving away a few, free Faraday bags at a Steet Meet on the 28th July from 10am at the Pear Tree Centre, Bungay Rd. Halesworth. Bags will be limited to one per household. There will also be information available about keyless entry and how to best secure this type of car. Simon Green, PC 187, Community Engagement Officer, Halesworth Locality

Dr Dan Poulter

Page 27

Conservative MP for Central Suffolk and North Ipswich This year, the State Opening of Parliament saw HRH the Prince of Wales deliver HM the Queen’s speech for the first time, due to concerns around HM the Queen’s health. The State Opening marks the beginning of a new Parliamentary session and the Queen’s Speech set out 38 new Bills which will help the Government to continue delivering on its top priorities. Amidst those new Bills is the Levelling Up and Regeneration Bill, which will deliver planning reforms, regenerate towns and cities and shift powers down from central Government to local leaders, giving communities a louder voice and empowering them to shape their own futures. Whilst I welcomed earlier plans to reshape planning policy, the one size approach proposed was not appropriate for Suffolk and I was very pleased to have played my part in delivering a rethink on that earlier White Paper. So, whilst the devil lies in the detail and I await full sight of the detail in the new proposed planning reforms, I am pleased that the voice of local communities will be heard as part of the new reforms. I have always taken the view that any development should be appropriate, protecting our greenbelt land wherever possible and retaining the fabric, heritage and character of our rural villages and small towns here in Suffolk. It is vital that any development should be delivered through a truly locally led planning system and communities should retain the right to shape the areas in which they live, something which this new Bill should help to enshrine in law. I have also written recently about how rising energy costs caused by the conflict in Ukraine have reinforced the need to improve Britain’s energy security. We have finally realised the importance of being less reliant upon foreign supplies for our energy and the need to improve our own energy security. The sustainable answer to securing our energy and fuel needs must come through investment in carbon neutral and renewable sources, so I welcome the proposed Energy Security Bill which will ultimately deliver a more secure, homegrown, and cheaper energy network for all of us. I was delighted to welcome the Education Secretary, the Rt. Hon. Nadhim Zahawi, to Stradbroke where he met with Head Teachers from schools across Central Suffolk and North Ipswich. He spoke to them about his aspirations for driving up standards for all children and the increased funding which has been secured via the Schools Bill. I have long been pushing for more money for our schools here in Suffolk and very much welcome this additional investment which will help to drive up standards and help our children catch up on lost learning during the past two years. Finally, I particularly welcome the new Mental Health Bill and hope to be able to use my own knowledge and experience as a mental health doctor to be part of the early scrutiny process in shaping this Bill, so that sensible and appropriate changes can be made to ensure that it better benefits and meets the needs of patients here in Suffolk. www.drdanielpoulter.com
