THE Department of Health (DOH) on Tuesday encouraged the public to keep their masks on amid the persistence of pertussis or whooping cough cases.

According to Health Secretary Teodoro Herbosa, the DOH is expecting three million pentavalent vaccines to arrive in the country soon to protect more citizens against the virus that causes pertussis.

Pentavalent shots are five-in-one vaccines that immunize a person against five diseases -- pertussis, diphtheria, tetanus, hepatitis B, and Hemophilus influenzae type B.

In a video released by BFAR, a People’s Liberation Army Navy helicopter with tail number 57 was seen hovering above Sandy Cay 3 and 4 and monitoring the Filipinos’ activity.

The research team was made up of researchers from the BFAR, the University of the Philippines Institute of Biology, and the National Fisheries Research and Development Institute. The helicopter continued to hover close to the sand bar, where some researchers were conducting their assessment.

NFA steps up palay procurement operations

THE National Food Authority (NFA) is boosting its palay procurement operations with an eye on at least 300,000 metric tons this year pursuant to its buffer stocking policy to be able to meet increased demands during the lean months and in times of calamities.

The agency said since Sept. 20 last year, it has increased its buying price for clean and dry palay to P23.00 per kilogram (kg). It also buys fresh palay with a moisture content of 22-29 percent at P19/ kg.

NFA acting administrator Larry Lacson said a key strategy to compete with private traders is to collaborate with local government units (LGUs) through the Palay Marketing Assistance Program for Legislators and Local Government Units (PALLGU).

The program allows LGUs to contribute additional funds, thereby boosting the NFA’s buying price.

Camarines Norte, for instance, is one of the LGUs actively working with the NFA to heighten palay procurement and boost the national inventory.

The province agreed to supplement the NFA’s buying price by P5 per kilogram, following the signing of a memorandum of agreement (MOA) last Feb. 27 to enforce the PALLGU program.

With the MOA in place, farmers get to sell their produce for clean and dry palay in Camarines Norte at P24 to P28/kg. for wet or fresh harvest.

Lacson said other LGUs across the country contribute to the NFA’s procurement program.

The provinces of La Union, Bukidnon, and cities and municipalities like Zamboanga City, Midsayap in North Cotabato, Calapan City in Oriental Mindoro, Candon in Ilocos Sur, Malolos in Bulacan and Conner in Apayao have also started offering premiums ranging from P1 to P5 per kilogram.

THE Bureau of Immigration (BI) has deported two Japanese nationals linked to the infamous ‘Luffy’ gang to subsequently face charges of large-scale fraud and other criminal charges in Japan.

The deportees, Sugano Kazushi and Shimoeda Saito, boarded yesterday a Japan Airlines flight to Tokyo.

The duo was said to be the subject of an arrest warrant issued by the Tokyo Summary Court for being part of a large-scale telecommunications crime ring.

In a related move, the declared Sultan Kudarat province as officially free of avian influenza (AI), easing the restriction on the movement of chickens, ducks, and other poultry and poultry products within and beyond the province’s borders.

Taguig opens park for Lenten devotees

THE Taguig City government has announced the opening of a park in Barangay Lower Bicutan as a “contemplative space for prayer and reflection this Holy Week.”

Mayor Laarni Cayetano on Monday led the inauguration of the Life of Christ in the TLC Village where visitors “can immerse themselves in the passion, death, and resurrection of Jesus Christ through various faith-enriching installations and activities.”

At the park, visitors can walk through the 14 Stations of the Cross, each featuring a Bible verse, a reflection passage, and an activity or question to ponder upon.

There is also a Prayer Corner where visitors can write down their petitions, light a candle offering, and leave their prayer requests in the designated boxes.

At the center of TLC Square stands a symbolic red cross installation. Visitors can write on black paper post-its the bad habits they wish to let go of as an act of repentance. Additionally, visitors can express their gratitude messages by pinning them on the Message Corner.

The Life of Christ also offers visitors choir performances and film showings of the life of Christ, further enriching their understanding of the Holy Week.

THE Land Transportation Office on Tuesday released a scheduled renewal of motorists to claim their plastic cardprinted driver’s license, following the lifting of an injunction order by the Court of Appeals. LTO chief Vigor Mendoza said they have to rush the schedule so that motorists could start claiming their plastic cards next week in time for the end of the long Holy Week break.

“That good news is from Transportation Secretary Jaime Bautista,” Mendoza said.

“So I have already instructed our officials down to the regional level to prepare this list of schedules and finish it before Maundy Thursday. Lawmaker urges OFWs to avail of Kuwait amnesty

REP. Ron Salo of Kabayan party-list advised Filipinos who are illegally working in Kuwait to avail of the visa amnesty program that that country’s interior ministry recently announced. Salo said the Kuwaiti government is offering the amnesty from March 17 to June 17 this year, adding that “the program offers a lifeline to those with expired visas, providing them with the chance to rectify their status or depart the country without penalties.”

“The BJMP’s initiatives to improve the well-being of detainees through its continuing education programs is a key factor in reducing the reoffending or recidivism rate among PDLs. Citing data from the 2023 accomplishment report of the Department of the Interior and Local Government (DILG), Yamsuan noted that a total of 19,299 PDLs were able to continue their education while in detention in BJMP facilities through the Bureau’s partnerships with private learning institutions, non government organizations and the Technical Education and Skills Development Authority (TESDA) Of this number, 5,927 PDLs were enrolled at the elementary level, another 9,549 in junior high school and 3,407 in senior high school. The enrollees were for school year 2022-2023.

“This amnesty initiative by the Kuwait Ministry of Interior is a commendable step towards resolving the issues faced by our ‘kababayans’ whose visas have already expired,” Salo said.

“It provides a path for (illegally staying) individuals to regularize their residency status or safely return to their home countries,” Salo added. Gesture of desperation

AS THE country is now in full swing towards economic recovery, and, more importantly, growth, NORDECO is weakening the opportunity of the people of Davao del Norte to be in the same pace and capacity. Praying while kneeling is the utmost gesture of surrender, a show of reverence and faith.

One humbles oneself and submits to the Almighty Power. Prayers uttered can be of thanks and praise—or at times, pleadings out of desperation.

When I saw Davao del Norte Governor Edwin Jubahib and Island Garden City of Samal Mayor Al David Uy, alongside other stakeholders convened by the United Filipino Consumers and Commuters (UFCC), all kneeling and respectively recited their prayers, I felt the desperation of the people of Davao del Norte.

Every prayer recited was a petition for better electric service and fair electric rates from the Northern Davao Electric Cooperative (NORDECO).

I browsed through some news stories about NORDECO. According to reports, unstable electric supply and electricity rates are the culprits behind people’s burdens and woes. And the predicament has been going on for quite some time now.

For years, different sectors in Davao del Norte have been conducting different ways to express their dissatisfaction. Appeals have been repeatedly aired to NORDECO, and even to high level officials.

Everyone’s clamor has been to seek immediate solution to the electric power problem that’s been pestering the province for many years.

I can only imagine the miserable living condition of residents who go through brownouts. Words aren’t even enough to describe the discomfort brought about by the scorching heat in a tropical country like ours, during the absence of electricity.

Why are threats used indeed?

THE ball is now on China’s turf.

This, after Defense Secretary Gilbert Teodoro Jr. challenged China to put its sovereignty claim to arbitration after it had warned – again – the Philippines to bear all ‘’potential consequences’’ amid its actions in the South China Sea.

As Teodoro said, and we rally behind his statement, “If they really want ... if they are not afraid to tell the world of their claim, why not go into international arbitration so it will be clear to everyone what right does one have over the matter? Why are they hesitant to do so?”

Teodoro maintained it is Beijing that is continuously intruding into the Philippines’ territorial waters.

Teodoro was clear, “How are we challenging them? It is China that is intruding into our territory, what’s the bottomline that they are talking about?

“No country in the world believes in their narrative. This is just their way of threatening the Philippines.”

WITH three main islands and more than 7,000 smaller ones spread out from north to south, the Philippines as an archipelago faces the daunting task of connecting the remote ones to the major economic and political centers.

The national government, however, wants to improve connectivity of remote islands with provincial capitals.

How to do this? Through the construction of an additional 200 seaports worth a total of P125 billion from now until 2028.

At present, the country has about 2,000 seaports, with the Department of Transportation having completed 250 port projects since 2015.. According to the agency, the planned terminals will have limited capacity as these will be able to accommodate only fishing boats and roll-on/roll-off vessels.

But these will boost not only domestic tourism but also agriculture by serving as farm-to-market ports. Apart from these, the planned ports will also help in disaster response during typhoons and other natural disasters.

Previously, the DOTr also laid out plans for building and expanding 14 RoRo ports across the country. Each is estimated to cost P100 million.

Projects on the pipeline include San Vicente Roro Port, Maconacon Port and Palanan Port in Northern Luzon; Dilasag Port, Baler Port, Infanta Port and Catanauan Port in Eastern Luzon; Cadiz Port, Ajuy Port and San Fernando Port in Central Visayas; Lupon Roro Port and Sta. Ana Roro Port in Mindanao.

Turtle Island in the province of Tawitawi is also one of the locations.

Continuing port development is also in line with the vision of achieving a strong and reliable Philippine merchant fleet that addresses the sea transport requirements of the archipelago.

“In these démarches, the Philippines stressed, among others, that China has no right to be in Ayungin Shoal, a lowtide elevation that lies within the Philippines’ exclusive economic zone and continental shelf in accordance with the 1982 UNCLOS (United Nations Convention on the Law of the Sea) and as affirmed by the 2016 Arbitral Award,” it said.

The WFD assisted in strengthening the Bangsamoro parliament as well as supporting the development of the region’s political party system. The party leaders vowed to “defend election integrity” in the BARMM set alongside the 2025 midterm elections.

This will be the first time that the BARMM will be electing its parliament members. The Bangsamoro region is currently headed by an interim parliament composed of presidential appointees. Under its charter, the BARMM has an 80-member legislature, 40 seats to be filled by party representatives, 32 by parliamentary district representatives and eight by sectoral representatives.

All eight political parties in the BARMM have registered with the Commission on Elections and ready to field candidates in next year’s elections.

These are the United Bangsamoro Justice Party, Bangsamoro Peoples Party, Bangsamoro Party, Rayyat Development Party, Al-Ittihad Mindanawe Darussalam-Ungaya Ku Kawagibu Bangsamoro, Serbisyong Inklusibo-Alyansang Progresibo (Siap), and Indigenous Peoples Democratic Party. Will next year’s BARMM elections be peaceful and credible? We certainly hope so, since it will consolidate the gains of the peace process after decades of bloody warfare since the 1970s.

No let-up in Gaza war despite UN immediate truce resolution

PALESTINIAN Territories – Israeli troops battled Hamas militants in the Gaza Strip on Tuesday, with no sign of a let-up in the war despite a UN Security Council resolution demanding an “immediate ceasefire.”

The resolution was adopted Monday after Israel’s closest ally the United States abstained.

It demands an “immediate ceasefire” for the ongoing Muslim holy month of Ramadan, leading to a “lasting” truce.

It also demands that Hamas and other militants free hostages they took during the unprecedented Oct. 7 attacks on Israel, though it does not directly link the release to a truce.

After the vote, UN Secretary-General Antonio Guterres led calls for the resolution to be implemented.

“Failure would be unforgivable,” he wrote on social media platform X. Israel reacted furiously to the US abstention, as it allowed the resolu-

tion to go through with all the other 14 Security Council members voting yes.

The resolution is the first since the Gaza war erupted to demand an immediate halt in the fighting.

Washington insisted that its abstention, which followed numerous vetoes, did not mark a shift in policy, although it has taken an increasingly tougher line with Israel in recent weeks.

The war began with Hamas’s Oct. 7 attacks, which resulted in about 1,160 deaths in Israel, mostly civilians, according to an AFP tally based on official Israeli figures.

Militants also seized about 250 hostages, of whom Israel believes around 130 are still held in Gaza, including 33 presumed dead.

Vowing to destroy Hamas and free the captives, Israel has carried out a relentless bombardment and ground invasion of the coastal territory. The health ministry in the Hamas-run Gaza Strip on Monday put the Palestinian death toll at 32,333, most of them women and children. AFP

AIPEI – Taiwan conducted an air defence test on Tuesday morning deploying US-made Patriot missiles and its antiaircraft artillery systems, saying it will ramp up training in the face of Chinese military “intrusions” around the

self-ruled island.

Beijing claims Taiwan as part of its territory and has said it will not rule out using force to bring the island under its control.

Chinese warplanes and ships maintain a near-daily presence around the island, as Beijing has ramped up military pressure against Taipei using what experts say are “grey zone” actions -- tactics that stop short of outright acts of war.

Taiwan’s Air Force Command said it conducted an exercise between 5 and 7 am that included the island’s domestically made Sky Bow and US-made Patriot surface-to-air missiles along with army and navy units. “The aim was to verify the command and control of joint air defence operations among the three branches of the mili-

tary,” it said, adding that the exercise went smoothly.

“In the face of frequent intrusions by PLA aircraft and vessels into the airspace and waters surrounding Taiwan, the Air Force will continue to enhance training intensity to respond to potential threats.”

Taiwan rejects Beijing’s claim over it, and its president-elect -- current Vice President Lai Ching-te, who won the country’s January election -- is regarded as a “dangerous separatist” by China.

On Tuesday, 13 Chinese aircraft and seven navy vessels were spotted around Taiwan in the 24 hours leading up to 6 am Tuesday, Taipei’s defence ministry said.

Last week, Taiwan detected 36 Chinese military aircraft around the island in a 24-hour window, the highest single-day number this year so far. AFP

US, UK, NZ accuse China of cyber attacks

WELLINGTON, New Zealand – The United States, Britain and New Zealand have accused Beijing-backed cyber groups of being behind a series of attacks against lawmakers and key democratic institutions -- allegations that prompted angry Chinese denials.

In rare and detailed public accusations against China -- Washington, London and Wellington described a series of cyber breaches over the last decade or more, in what appeared to be a concerted effort to hold Beijing accountable.

The US Justice Department charged seven Chinese nationals over what it said was a 14year “prolific global hacking operation” designed to aid China’s “economic espionage and foreign intelligence objectives.”

Deputy Attorney General Lisa Monaco on Monday said the campaign involved more than 10,000 emails being sent, targeting US and foreign-based businesses, politicians, candidates for elected office and journalists.

Washington said a unit, dubbed APT31, was behind the attacks,

describing it as a “cyberespionage program” run by China’s powerful Ministry of State Security out of the central city of Wuhan. The hackers gained access to “email accounts, cloud storage accounts, and telephone call records” the Justice Department said, monitoring some accounts for “years”. Hours later, London said that from 2021-2022 the same APT31 group had targeted UK lawmakers’ accounts, including many who were critical of Beijing’s policies. AFP

Trump trying to run out the clock on prosecutors

WASHINGTON, DC – Facing a total of 88 felony charges in four separate federal and state cases, Donald Trump is employing a simple tactic that has always served him well in the past -- running out the clock. The 77-year-old Republican presidential candidate has deployed an army of highly paid lawyers in New York, Washington, Georgia and Florida to push back his trial dates.

The goal is clear: delaying court action beyond the November election when, if he recaptures the presidency, he could potentially

have the federal charges against him dropped -- or even pardon himself.

So far the strategy appears to be working.

“There is a chance that he could evade justice by delaying justice,” said Adam Schiff, a Democratic member of the House of Representatives who was on the committee that investigated the January 6 attack on the US Capitol by Trump supporters refusing to accept the results of the 2020 election.

“This is a tried and true tactic of Trump throughout his career,” Schiff told CNN. “The courts

should not play into that stratagem.” Andrew Weissmann, a former federal prosecutor and author of a book, “The Trump Indictments,” said the stalling tactics are understandable.

“Most defendants do not want to go to trial,” Weissmann told AFP. “They are trying to put that off as much as possible.” Trump had been scheduled to go on trial in Washington on March 4 on charges of trying to overturn the results of the 2020 election won by Democrat Joe Biden, now his likely November opponent. Moscow attack raises fresh concerns for Paris Olympics

PARIS—The attack on a Moscow concert hall that killed more than 130 people has raised fresh security fears for the Paris Olympics, leading France’s interior minister to promise Monday that police and intelligence services would be “ready”.

The government upgraded the country’s terror threat level to its maximum on Sunday, with France a frequent target of the Islamic State (IS) group which has claimed responsibility for Friday’s bloodshed in the Russian capital.

President Emmanuel Macron said Monday that the IS entity believed to be behind the killings—known as Khorasan, which is a branch in Afghanistan and Pakistan—had also sought to attack France.

French Prime Minister Gabriel Attal said that 4,000 extra soldiers would be deployed nationwide in the days to come.

“The terrorist threat is real, it’s strong,” he told reporters, adding that two plots had been thwarted already this year.

Angels rebound, flatten Solar Spikers

PETRO Gazz recovered from a tough five-set defeat to Chery Tiggo with an emphatic bounce-back triumph over Capital1, 25-11, 25-19, 25-14, firmly positioning itself for the looming wild semifinal battle in the Premier Volleyball League All-Filipino Conference at the Philsports Arena in Pasig Tuesday.

With Brooke Van Sickle on the firing end, the Angels overwhelmed the Solar Spikers with a display firepower, teamwork and experience so evident throughout the 72-minute match.

Petro Gazz surged ahead in the first set with 16 attack points compared to Capital1’s mere three, setting the tone for their commanding victory. The Angels maintained their superiority at the net, registering seven blocks to their opponents’ two, and capitalizing on the Solar Spikers’ shaky reception, scoring nine aces while conceding only two.

Despite a spirited effort from Capital1 in the second set, Petro Gazz regrouped effectively, delivering decisive blows to halt their opponents’ momentum before re-asserting their dominance in the third frame.

The victory hiked Petro Gazz’s record to 5-2, staying within striking distance of joint leaders Creamline, Choco Mucho and PLDT, which all tote 5-1 slates.

After the Holy Week break, action resumes on April 2 with PLDT facing Akari and Choco Mucho tangling with Galeries Tower, also at the Pasig arena.

“It’s good to get a win coming off a loss, I’m really proud of my team for being able to bounce back the way we did,” said Van Sickle, who starred anew for Petro Gazz with 19 points, including 15 kills spiked by an impressive 58 percent attacking efficiency. HIDILYN Diaz is back and finally getting comfortable with the new weight class that she is in.

Diaz, who has recovered from a knee injury that sidelined her last November, said she is getting ready for one of her final campaigns for the Philippines.

The 33-year-old Diaz will lead the country’s bid for Olympic qualifying berths when she plunges into action in the International Weightlifting Federation (IWF) World Cup scheduled in Phuket, Thailand.

She won the Philippines’ first Olympic gold when she took part in the Tokyo games at the 55-kg

weightlifting class. “Yes, this is my first Olympic qualification bid at 59kg. Medyo matagal na ako sa weight class na ito. One year na mahigit at na-embrace ko na ito,” said Diaz after she was cited as a Flame Awardee with four others during the recent 1st Women in Sports Awards at the Rizal Memorial Coliseum. Her fellow Zamboangueñas Rosegie Ramos (49kg.) and Kristel Macrohon, Lovely Inan of Angono, Rizal (49kg.), John Febuar Ceniza (men’s 61kg.), Elreen Ann Ando of Cebu City and Vanessa Sarno of Bohol will join Diaz in her quest when they go to Phuket and join the meet from March 31 to April 11.

The WADA “signing off and declaring the case closed” last March 13 meant the Philippines can look forward to the Paris Olympics and hope to stay clear of any further complications by strengthening its anti-doping program.

To achieve that, the PSC wants PHI-NADO to become a fully independent body as practiced by other countries, and continue to educate all the stakeholders, including the various national sports associations (NSAs), and the thousands of athletes and coaches under its watch.

“Given the progression of the anti-doping world a lot of countries have independent anti-doping agencies. This is the proper time we have one in PHi-NADO,” said PSC executive director Paulo Tatad in Tuesday’s Philippine Sportswriters Association (PSA) Forum at the Rizal Memorial Sports Complex.

THE Philippines and Japan signed two loan agreements worth 250 billion yen (about P93 billion) Tuesday to fund crucial infrastructure projects designed to alleviate the persistent traffic congestion plaguing Luzon.

The two countries signed a loan agreement worth 150 billion yen (P55.7 billion) to finance the Metro Manila Subway Project (Phase 1). Meanwhile, the Japan International Cooperation Agency (JICA) said it signed a 100-billion-yen (37.18 billion) loan agreement with the Philippine government to fund the latter’s Dalton Pass East Alignment Road Project. “These two projects, for which we signed new agreements now, are among the IFPs [Infrastructure Flagship Projects] of the Marcos administration under the Build-

Globe sells 33 more towers to Unity for P396m

GLOBE Telecom Inc. said Tuesday it sold a total of 282 towers to Unity Digital Infrastructure (Unity), a partnership between Aboitiz InfraCapital (AIC) and Partners Group, for P3.4 billion.

The telecom unit of the Ayala Group said it recently completed the sale of 33 more towers to Unity Digital for P396 million. Cumulatively, Globe closed 282 of 447 towers to be acquired by Unity.

Globe said that on May 7, 2023, it signed a sale and leaseback agreement with Unity Digital for the sale of 447 towers amounting to about P5.4 billion.

“The transaction will result in availability of funds for Globe to support future capital expenditures, debt repayments and debt avoidance with the expectation to improve the balance sheet health of the company,” the company said.

It said it expects to recognize an estimated pre-tax net transaction gain of P1.8 billion from the transaction.

Globe last week offloaded 154 towers to MIESCOR Infrastructure Development Corp. for P1.85 billion. The transaction brought to 1,348 towers already acquired by MIDC amounting to P14.23 billion.

Cebu Pacific rebounded to post P7.9-b profit in 2023

CEBU Pacific Air (CEB) on Tuesday announced a return to profitability last year after suffering a net loss in 2022.

The airline unit of the Gokongwei Group posted a net income of P7.9 billion last year, a turnaround from the P14-billion loss in 2022.

It said fourth-quarter net income hit P2.9 billion, an improvement from the P1.9-billion net loss in the same period in 2022.

Cebu Pacific said it generated P90.6 billion in revenue last year, rising 60 percent from the previous year. The fourth quarter also marked Cebu Pacific’s strongest in terms of revenue, as it generated P23.7 billion, or 23 percent higher year-on-year. Passenger business led the steep recovery with P62.5 billion in revenue, up 78 percent year-on-year on the back of more than 20 million passengers and 140,000 flights flown in 2023, which were 41 percent and 30 percent higher year on year.

The airline’s seat load factor improved to 84 percent, almost 9 percentage points higher year-on-year.

Total operating expenses climbed 20 percent to P82 billion on higher fuel and fleet-related costs.

Luzon power spot prices rise on increased demand, plant shutdowns

PRICES at the Wholesale Electricity Spot Market (WESM) in the Luzon grid went up by P1.29 per kilowatt0hour in March on increased demand and shutdown of some power plants.

WESM is among the sources of electricity for Manila Electric Company and other power retailers.

The higher WESM prices for Luzon are expected to have an impact of the electricity charges of Meralco, the country’s biggest power retailer in April.

Cebu businessmen warn vs. power shortage

BUSINESS leaders in Cebu, the bustling heart of the Visayas, expressed concern over a looming power crisis as the surge in tourism and other activities fuel economic growth.

Cebu Chamber of Commerce and Industry (CCCI) former president Charles Kenneth Co said in a recent radio interview that Cebu could be facing imminent power shortage unless new plants are built. The increasing need for power that essential services depend on clean running water, connectivity, safety and security and health services, coupled with increasing temperature due to the

El Nino phenomenon is expected to impact heavily on demand, he said.

“The NGCP [National Grid Corporation Philippines) forecasts Cebu’s power requirement is growing 7 percent a year. Maybe in the next three to four years, if no new power plants are built, there will be a power shortage. This is the challenge since it also takes three to four years to build a power plant,” said Co. Meanwhile, average prices in the Visayas grid soared by P1.68 per kWh to P6.26 per kWh in March. Manalo said a market intervention was imposed in the Visayas grid on March 1 amid the tight power supply situation.

“But fortunately, the grid recovered quicky unlike last January. Because there’s a supply that that helps, particularly to supply coming from the Mindanao and going to Luzon,” he said.

Meralco vows to meet summer power demand

POWER retailer Manila Electric Company (Meralco) said Tuesday it is prepared to address the anticipated increased electricity demand following the official declaration of the dry season or summer. Meralco, however, called for a collective action and increased participation in the government’s Interruptible Load Program (ILP).

“We are in constant coordination with the Department of Energy [DOE] in working to ensure the delivery of stable, reliable, and continuous electricity service to customers during the summer months,” said Meralco vice president and corporate communications head Joe Zaldarriaga.

“Meralco also proactively obtained additional power supply via a series of competitive selection processes [CSPs] to meet the growing electricity demand of its customers. Recently, we secured an additional 400-megawatt interim power supply through a recently concluded CSP, subject to the approval of the Energy Regulatory Commission,” Zaldarriaga said. PetroEnergy’s solar unit secures P834-m loan for Bohol plant

PETROGREEN Energy Corp. (PGEC) of the Yuchengo Group said Tuesday it secured an P834-million loan facility from Rizal Commercial Banking Corp. (RCBC) for its 27.5-megawatt Dagohoy solar power project (DSPP) in Dagohoy, Bohol.

The loan will be used for the construction of DSPP, which is targeted to be completed by fourth quarter of 2024.

“This is a significant milestone for PGEC as we accelerate and increase our renewable energy business and assets,” PGEC senior vice president for corporate services lawyer Arlan Profeta said.

“We have forged a time-tested and fruitful relationship with RCBC, which have resulted in successful implementation of our other RE projects and we are grateful that we are able to continue the partnership,” said Profeta.

The DSPP is expected to be the first large-scale solar power facility in Bohol that will reduce dependence from power coming from outside the island province.

PGEC said it completed the site clearing and development as the solar panel installation will start soon. PGEC is the renewable energy arm of publicly-listed PetroEnergy Resources Corp. The 30-company Philippine Stock Exchange index added 45.07 points, or 0.66 percent, to close at 6,898.17, while the broader allshares index advanced by 20.34 points, or 0.57 percent, to reach 3,598.55.

Philstocks Financial Inc. research analyst Mikhail Plopenio said the market traded in the red for the most part of the day, but inched up near closing as investors turned into bargain hunters.

“With its Tuesday’s climb, the bourse joins its regional peers,” Plopenio said.

Plopenio said investors also cheered Finance Secretary Ralph Recto’s statement that the Bangko Sentral ng Pilipinas may cut interest rates this year by 50 points.

Meanwhile, Asian stocks were mixed Tuesday as traders weighed the outlook for US interest rates ahead of the release of a key inflation reading.

Investors are also gearing up for the corporate earnings season, with some observers warning that profit expectations, which have helped push several markets to record highs, may have gone too far and disappointing reports could spark a pullback in equities.

THE Municipal Circuit Trial Court of Alfonso-General Aguinaldo in Cavite convicted Angelina Vidallon Romasanta for violating the Revised Penal Code in relation to a fictitious loan with the closed Community Bank (Rural Bank of Alfonso Inc. (CBRBAI), the Bangko Sentral ng Pilipinas said in a statement. The criminal case arose from the investigation on CBRBAI conducted by the BSP which discovered that Romasanta forged

Philippine Amusement and Gaming Corp. (PAGCOR) said Tuesday it remitted P4.59 billion in cash dividends to the National Treasury to help fund the national government’s efforts in ensuring the country’s sustained economic growth and development.

The latest remittance represents 75 percent of PAGCOR’s net income in calendar year 2023. It was higher than the usual 50-percent remittance pursuant to the request of Finance Secretary Ralph Recto to PAGCOR to advance an additional 25-percent dividend to fund government expenditures.

PAGCOR chairman and chief executive Alejandro Tengco said the state gaming firm’s robust earnings from gaming operations enabled it to book P79.37 billion in gross revenues and net earnings of P6.13 billion in 2023 as dividend base, paving the way for a higher dividend rate declaration.

“Our remarkable income performance in 2023 set the stage for this higher dividend contribution to the national government, and this epitomizes not just financial success but our unwavering commitment to national development,” Tengco said.

The dividend declaration consists of P3.06 billion or 50 percent of PAGCOR’s 2023 net earnings, plus an advanced 25 percent or P1.53 billion which may be applied to future dividend remittances.

The agreement solidifies a turnaround for the annual Tinseltown gathering, which was taken off air entirely in 2022 after long-simmering rumors of corruption and scandal burst into the open.

CBS carried this year’s Globes, reportedly at a steeply discounted rate, which earned relatively respectable viewing figures despite a flailing host who was panned for crude jokes.

For its first recipe, actress Katrina Halili and Martin del Rosario try to defend their love against all odds in “Tortang Talong with Tuna.”

A single mother of two, Gemmalyn (Katrina) works hard to grow her small eatery (carinderia children. She is gifted as a natural cook and can come up with simple recipes that leave her customers returning for more. One of her popular dishes is “Tortang talong with tuna,” or eggplant omelet with tuna. Through her small business, Gemmalyn meets Jonathan (Martin). At first, Jonathan is just one of Gemmalyn’s frequent customers. They become close and eventually fall for each other.

Jonathan does not mind that Gemmalyn is a single parent with two kids – something that the latter is truly grateful for.

But as it turns out, Jonathan comes from a rich family.

When Jonathan introduces Gemmalyn to them, they immediately object to their relationship. They

trample on Gemmalyn’s being and try to keep her away from Jonathan.

Jonathan is determined to fight for Gemmalyn, but to what extent can the two lovers endure all the pain?

Training the spotlight on young creatives

ENATOR Imee Marcos expressed confidence that the Young Creatives Challenge (YC2) will open doors for young Filipino talents. She envisions it as a platform where the next generation of greats will emerge in music, literature, and fine arts, including the ever-evolving digital landscape.

During her speech at the grand awarding ceremony for the YC2 held on March 21 at the Samsung Hall, SM Aura in Taguig City, Senator Marcos spoke with pride about the Filipino talents who joined the competition and how the Department of Trade and Industry (DTI), the competition’s lead agency, successfully pulled off the event.

“This is the first time we’ve launched this award, and like any new endeavors, it took time to refine the competition process,” Senator Marcos, a champion of the project, said.

“I’d like to congratulate all the participants for reaching this milestone in your artistic journey. In the face of many challenges and obstacles, you have indeed persisted, honed your skills, and unleashed your creativity in the most remarkable ways. Our lesson is one of hope. Panindigan mo ang sarili mo. Pangatawanan mo. Maniwala kayo sa talento ninyo,” she added applauding the participants’ perseverance and talent.

This nationwide competition saw 579 entries showcasing Filipino talent in songwriting, screenwriting, playwriting, graphic novels, animation, game development, and even online content creation.

“Lambing” by Rocky (Surigao City, Surigao del Norte) emerged victorious in the songwriting category. The screenwriting category, subdivided based on film length, awarded top honors to Fishing

Other category winners included: Playwriting: Ang Pagbuo ng Baliana by Esmeralda Albis (Minalabac, Camarines Sur); Graphic Novel: The Girl and the Tamaraw by AJRAVII (Quezon City); Animation: Ang Kampanilya by Meeproduction (Makati City); Game Development: High Times by YYM Danni (Manila City); and Online Content Creation: Rose Ann Factolerin Espina and Kirby Jay Factolerin Caragan (Cebu City)

Grand prize winners received a P1 million cash reward alongside support in registering their intellectual property and promoting their work for production or commercial release. Runners-up and consolation prizes were also awarded across categories.

Recognizing the evolving creative landscape, DTI awarded the best YC2-promoting TikTok content, highlighting the power of online platforms.

Undersecretary Rafaelita Aldaba, representing DTI, emphasized YC2’s role in supporting the creative sector as a driver of economic and cultural development. She reiterated the goal of making the Philippines a leading creative hub in Asia by 2030.

“This competition was formed in line with the Malikhaing Pinoy Program, which aimed to harness Filipino creativity as a key driver of economic growth through the development of a robust and allinclusive creative ecosystem in the country. Our goal is to make the Philippines Asia’s leading hub by 2030, attracting talent and investment from across the region,” Undersecretary Aldaba stated. A distinguished panel of judges with expertise in each category ensured a fair evaluation process.

Building on this success, DTI announced a bigger and better YC2 next year, further solidifying its commitment to celebrating Filipino creative excellence.

How Filipinos commemorate the Lenten Season

AS A predominantly Catholic country, the Philippines unites during the Lenten Season, a 40-day period of reflection culminating in Holy Week.

Holy Week, which begins on Palm Sunday and concludes on Easter Sunday, is a time of penance and prayer for many Filipinos. It has also given rise to numerous cultural events and traditions passed down through generations.

Here are some of the most notable observances during this special time.

Palm Sunday

The commemoration of Holy Week begins on Palm Sunday, where people hold woven palm fronds called “palaspas” to be blessed by a priest before or after the Sunday mass. This tradition remembers Jesus Christ’s triumphant entry into Jerusalem, where he was initially welcomed by the inhabitants who

would later condemn him. While some churches celebrate with a simple blessing of the “palaspas” with holy water, others hold a whole procession with a statue of Jesus Christ.

Moriones Festival

Locally called “Moriones,” the Moriones Festival in Marinduque commemorates Holy Week. It features people wearing iconic costumes and masks replicating those worn by Roman soldiers as they searched for Saint Longinus. The province is widely known for this celebration, attracting many tourists who participate in the festivities.

Visita Iglesia

Observed throughout the Lenten season, Visita Iglesia is the practice of visiting and praying the Stations of the Cross in at least seven churches. On Maundy Thursday, after the evening mass commemorating the Last Supper, participants can pray to the

During Good Friday, Senakulo a reenactment of the Passion of Jesus Christ, is observed all over the country. Performers act out the events leading to Jesus’ death on the cross based on their own scripts, presented either on stages or in the streets. Some provinces even have a tradition of nailing the actor playing the role of Jesus to the cross as a symbol of their devotion.

Salubong

Following days of mourning, the resurrection of Jesus Christ is celebrated on Easter Sunday through Salubong, a mass held early in the morning. It also includes traditional dances, typically performed by young girls, such as the “Sayaw ng Pagbati” (Dance of Greeting), which proclaims the resurrection of Christ. Different provinces have their versions of the celebration, some involving dances with religious figures.

The Holy Week serves as a significant part of the Catholic faith, offering believers a time for reflection and penance. It has also become an important aspect of Filipino culture, ensuring its continued celebration for years to come.

‘Puppet’ show uses human puppetry to tackle social issues

SALINLAHI : A “Puppet” Show, a devised play that features human puppetry through the adaptation of Western Visayan short folklore Ang Biik sa Bakod, will be staged at the Peter D. Garrucho Jr. Innovations Institute (PDGii) from April 3 to April 6. The one-act production will portray the actors as puppets. It is a metaphor for limited freedom due to the bureaucratic and political cultures within organizations and institutions.

It follows the story of a curious young girl Grasya, who spends most of her afternoon play time in their small yard. Her mother, a copra harvester, is seen by the townspeople as an abused woman and often struggles to make ends meet.

One fateful evening, Grasya is served pork intestines, which her mother says came from the local meat vendor Aling Marie. The next day, she overhears a conversation that kind Aling Marie was found dead, and her intestines were missing.
