RUSSIA on Saturday said it had arrested 11 people – including four gunmen – over the attack on a Moscow concert hall claimed by the Islamic State, as the death toll rose to 115.

DSWD RESCUES HOMELESS IN METRO MANILA UNDER PAG-ABOT PROGRAM

A TOTAl of 2,078 individuals who were once living and staying in the streets in Metro Manila have been rescued as the Department of Social Welfare and Development (DSWD) kicked into action the agency’s “PagAbot Program.”

“From April 24, 2023, to March 15, the Pag-Abot Program has reached out to 1,276 family members, and 802 unattached individuals, including children and senior citizens,” Social Welfare Assistant Secretary Irene Dumlao, who is in charge of the department’s Disaster Response Management Group.

“The program has indeed expanded after President Marcos institutionalized it, gaining a significant impact on its overall implementation and operations,” Dumlao said.

On January 18, Malacañang issued Executive Order 52, which institutionalized and expanded the agency’s Oplan Pag-Abot, which is aimed at reaching out to families, children, and individuals in street situations and provide them with interventions that will uplift their condition.

THE Manila International Airport Authority (MIAA) is planning to remove gang chairs from the arrival area of NAIA Terminal 3, as it has become a sleeping area, exposing well-wishers to potential dangers from individuals with criminal intentions, especially members of the “Salisi Gang.”

MIAA general manager Eric Jose Ines said the terminal manager and other officials have requested the removal of the gang chairs after Holy Week, after evaluating the pros and cons of the present situation.

The public is also advised to avoid crowds and stay in the departure or arrival area longer than necessary, as the number of people loitering, slumping, and sleeping on the floors has become an issue for maintaining order and security.

“The space is filling up, with some individuals being well-wishers and others simply hanging around and staying longer due to the comfort of air conditioning,” said Ines.

According to Ines, one problem with allowing too many people in the area is that it is difficult for them to distinguish between legitimate well-wishers and those with ill or criminal intent.

BI WARNS OF FAKE ETRAVEL ‘REGISTRATION’ IN TRAVEL DECLARATION

THE Bureau of Immigration (BI) on Saturday cautioned the public against scammers operating fake websites that charge fees for registration in eTravel, the electronic travel declaration system.

BI Commissioner Norman Tansingco reiterated in a news release that registration in the eTravel platform is free of charge. He urged travelers to register only through the government’s official website https://etravel.gov.ph.

“We advise the traveling public to be cautious and register exclusively on the official government website, or through the eGovPH application. The eTravel registration process is absolutely free of charge,” Tansingco said in a statement.

There have been reports of passengers duped by fake eTravel websites that allegedly charged between P3,000 and P5,000.

A graduate of a Bachelor of Philosophy degree at the University of San Carlos, Gigante works as a contributing photographer at Gawad Kalinga Development Foundation.

BOI APPROVES FIRST COPPER MINING PROJECT IN PH IN LAST 15 YEARS

THE Board of Investments (BOI) approved the country’s first copper mining project in the last 15 years after the Department of Environment and Natural Resources (DENR) granted the Australian miner Celsius Resources’ petition for a mineral production sharing agreement (MPSA).

“Now is our chance to deliver on our firm commitment to work with the government and the local communities to develop the copper project in a sustainable manner that creates value not only for our shareholders but also for our communities,” Julito R. Sarmiento, Celsius executive chairman, said.

The project is part of the $1.53 billion business investments gathered by the Philippines during the working visit of President Marcos to Australia. The MPSA will allow Celsius’ local subsidiary Makilala Mining Company, Inc. (MMCI) the exclusive rights to explore, develop, and commercially produce copper and associated minerals within a desig-

nated 2,500-hectare contract area of its flagship Maalinao-Caigutan-Biyog (MCB) mining project in the Cordillera Administrative Region (CAR.)

The DENR approved Celsius’ MPSA on March 15, 2024. The MPSA is a 25-year profit-sharing agreement with the Philippine government on a 60:40 sharing ratio, with the government receiving the bigger share as the owner of the resources. MPSA holders like Celsius has the option to renew for another 25 years.

The agreement grants the company exclusive rights to explore, develop, and commercially produce copper and associated minerals within a designated 2,500-hectare area for 25 years, with a possibility of renewal. Notably, this MPSA marks the first new copper project initiated in the

Philippines in the last fifteen years.

During the President’s visit to Melbourne, he highlighted the Philippines’ vision to become a regional hub for smart and sustainable manufacturing. He emphasized the country’s focus on attracting sustainable-driven strategic investments, particularly in critical mineral processing, while ensuring adherence to strict labor and environmental standards.

Sarmiento emphasized that the project goes beyond compliance, aiming to balance business viability with environmental protection, community upliftment, and supporting the government’s socio-economic agenda.

He expressed confidence in achieving this under President Marcos’s leadership.

A PARTY-LIST lawmaker said President Ferdinand Marcos, Jr. should continue to go on foreign trips to strengthen diplomatic relations and ensure that investment commitments are realized.

“As our country’s chief salesman, President Marcos is at the forefront of making the Philippines the investment destination of choice,” Rep. Ray T. Reyes of AnaKalusugan party-list group, a member of the House majority bloc, said.

BIFF OFFICER KILLED IN CLASH WITH GOV’T TROOPS IN MAGUINDANAO

CAMP SIONGCO, Maguindanao Norte—A ranking officer of the extremist Bangsamoro Islamic Freedom Fighters (BIFF) was killed during an encounter with government forces in Datu Saudi Ampatuan, Maguindanao del Sur, an Army official said Saturday. Brig. Gen. Jose Vladimir Caraga, commander of the 1st Brigade Combat Team, identified the slain rebel as Abu Halil, the training officer of the BIFF headed by Ustadz Kagi Karialan.

Caraga said a 20-minute firefight erupted in Sitio Binakuyan, Barangay Lower Salbu, Datu Saudi Ampatuan, at about 2:30 a.m. on Friday while the soldiers were checking on reports from civilians about the presence of heavily armed men in the village.

“Most people are awake even during the wee hours of the night because they are observing the fasting month (of Ramadan),” he said.

Caraga said Abu Halil is the brother of Khadafi Abdulatif, the chief of staff of the BIFF Kagui Karialan faction. Soldiers conducting clearing operations in the encounter site found the body of Halil left by his comrades. Found near his body was an M16 rifle with ammunition.

The department said at least 10,000 Filipinos live and work in Russia.

While none was affected, it advised the Filipino community in Moscow to undertake the necessary precautions after the attack.

State-run Sputnik reported that three people in camouflage opened fire with “automatic weapons” at the Crocus City Hall concert venue at Krasnogorsk in the Moscow blast.

The ISIS has reportedly claimed responsibility for the attack.

discussions and decision-making.

Among the landmark legislations passed by the Congress is the Resolution of Both Houses (RBH)  7 which seeks to amend the restrictions in the 1987 Philippine Constitution, allowing more foreign direct investments in the country. The House approved RBH 7 on the final reading on March 20.

The CREATE MORE Bill is also one of the landmark legislations passed, reducing corporate income tax from

25 percent to 20 percent to offer more economic opportunities.

“We have already fulfilled our mandate; we are looking at our friends in the Senate of what they will do,” Acidre said regarding the bills being forwarded in the Senate.

Acidre said the House members vowed to use the upcoming break to focus on listening to their constituents to improve their services and emphasize the importance of the legislative body despite the five-week break.

Congress went on a Holy Week break last March 20. It will resume sessions on April 29.

HIV CASES MAY REACH 500K IN NEXT SIX YEARS, DOH PREDICTS

HUMAN immunodeficiency virus (HIV) cases in the country would reach at least 500,000 over the next six years, with men comprising most of the patients, the Department of Health (DOH) said Saturday.

DOH Undersecretary Eric Tayag said from six cases a day, HIV cases in the country have increased to 50 new cases daily.

“By our estimate, there are 185,000 Filipinos infected with HIV and they may reach 500,000 in 2030,” he said at the Saturday News Forum in Quezon City.

Tayag lamented that Filipinos’ test rate for HIV is low at 40 percent, way below their 90-90-90 goal – 90 percent at risk should be tested, 90 percent must be undergoing treatment, and 90 percent should achieve good results.

“May kampanya kami para huwag matakot at maging regular na lang itong pagpapa-testing (We do campaigns so people won’t be afraid to get tested regularly,” he said.

He said cases are rising among the 15-24 age bracket but the majority are still in the 25-34 group.

US SENATE PASSES $1.2T GOV’T FUNDING BILL, AVERTS SHUTDOWN

THE US Congress approved a funding bill Saturday in a rare show of cross-party unity, keeping federal agencies running through September and averting a damaging partial government shutdown.

Senators missed a midnight deadline to pass the $1.2 trillion package to keep the lights on in several key government agencies but voted in the early hours to pass a resolution that had already advanced from the House.

“It wasn’t easy, but tonight our persistence has been worth it,” Democratic Majority Leader Chuck Schumer said on the Senate floor after hours of tense negotiation.

“It is good for the American people that we have reached a bipartisan agreement to finish the job,” he added before the bill received final approval.

A day of high-stakes drama began on Capitol Hill when the House of Representatives passed a $1.2 trillion, six-bill package Friday at lunchtime, representing the largest and most contentious section of federal funding. With cash running out at midnight

for three-quarters of the government, including defense and homeland security, the Senate was thrust into a race against the clock to advance the legislation to President Joe Biden’s desk.

But the budget negotiations looked like they were breaking down, with both sides pushing to tweak the legislation to reflect their campaign messaging and priorities ahead of November’s presidential election, when Biden faces former president Donald Trump.

Senators were preparing to adjourn with no deal on holding a vote, which would have prompted the White House Office of Management and Budget (OMB) to begin scaling back operations in key federal agencies on Saturday morning.

But a deal came together just as the midnight deadline arrived and theSenate voted to pass the

resolution after 2:00 am local time (0600 GMT) in Washington.

“OMB has ceased shutdown preparations because there is a high degree of confidence that Congress will imminently pass the relevant appropriations and the president will sign the bill on Saturday,” the White House said in a statement after the deal was struck.

“Because obligations of federal funds are incurred and tracked on a daily basis, agencies will not shut down and may continue their normal operations.”

Hours earlier, Republican House Speaker Mike Johnson had angered his own right flank by relying on Democratic votes to advance the package to the Senate.

Marjorie Taylor Greene, a close ally of Trump, told reporters she had filed a “motion to vacate” the speaker’s chair over Johnson’s endorsement of the funding package, thrashed out over weeks of tense negotiations between the parties.

The resolution, a rare maneuver that requires a simple majority to pass, comes after the same move led to the removal of previous speaker Kevin McCarthy last fall – and weeks

of infighting as Republicans rejected several potential replacements before settling on Johnson.

The timeline for next steps on Greene’s resolution was not immediately clear, although a vote to remove Johnson can not take place until April at the earliest, with the House now on a two-week recess.

Greene told CNN that “quite a few” Republicans were supporting her effort.

The shutdown would have affected about 70 percent of government agencies and departments, as the first 30 percent—covering agriculture, science, veterans’ programs, transport and housing—passed without major drama last month.

Five of the six bills covering the rest of federal spending were also straightforward, but disputes over the funding of homeland security delayed the release of the deal, originally expected last weekend.

Republican hard-liners were angered by a lack of stricter border security provisions in the package, as well as the overall price tag and the elevated speed with which the deal has been negotiated. AFP

The United States, Israel’s main ally and military backer, had put forward a resolution mentioning “the imperative of an immediate and sustained ceasefire” and condemning the October 7 attack by Hamas. Russia and China on Friday vetoed that resolution, which had stopped short of explicitly demanding that Israel immediately end its campaign in Gaza.

The new ceasefire text was meant to go to a vote on Saturday, but was pushed back to allow further discussions of the draft, the diplomatic sources said. AFP

HONG Kong’s new national security law came into force on Saturday, putting into immediate effect tough penalties of up to life imprisonment for crimes including treason and insurrection.

The law – commonly referred to as Article 23 – targets five categories of national security crimes, and was swiftly passed by Hong Kong’s opposition-free legislature on Tuesday.

The United States, the European Union, Japan and Britain have been among the law’s strongest critics, with UK Foreign Minister David Cameron saying it would “further damage the rights and freedoms” of those in the city.

US Secretary of State Anthony Blinken on Friday expressed “deep concern” that the law could be used to undermine rights and curb dissent, adding it could damage Hong Kong’s reputation as an international finance hub.

But Hong Kong leader John Lee has called the passage of the “Safeguarding National Security Ordinance” a “historic moment.” AFP

MULTIPLE air attacks on the Russian border region of Belgorod adjoining Ukraine on Saturday killed two people and injured at least seven, the governor said.

Further east, an overnight drone attack on the Samara region caused a fire at a major oil refinery, the latest in a series of strikes against Russia’s fuel industry.

Belgorod governor Vyacheslav Gladkov wrote on Telegram that two districts in his region as well as the regional capital, also called Belgorod, had been hit in drone and air attacks.

“It’s shaping up to be a difficult morning,” Gladkov said.

The UN Security Council also offered its condolences and urged all states “to cooperate actively” with the Russian government and other authorities to hold perpetrators and backers of “these reprehensible acts of terrorism accountable and bring them to justice.”

The White House sent its condolences to the victims of the “terrible” attack, saying it was trying to get more information.

“The images are just horrible and just hard to watch.”

The White House also said that the United States had warned Russian authorities earlier this month about a “planned terrorist attack” possibly targeting “large gatherings” in Moscow.

“Our thoughts are with the victims of this terrible shooting attack,” National Security Council spokesman John Kirby told reporters.

President Xi Jinping “strongly condemned” the attack and sent his condolences to Putin, state media reported.

Cli Parks, Malabuyo’s coach, will accompany her to Doha to strategize and help her realize her Olympic dreams. “This is the last chance for Emma to secure her spot in the Olympics,” remarked Parks in an interview with the Manila Standard.

Organizers will allocate up to eight women’s Olympic slots based on the performances of the top-ranked gymnasts on each apparatus after the series in April.

Malabuyo, a ve-time member of the US national team, currently holds the second position in the rankings with 69 points, despite nishing fourth in the women’s oor exercise nals during the Baku leg over the weekend.

IT was around early July of ‘88, my frosh year in college, my main man from the ‘hood, Rene Villanueva, no relation to Enrico, but they play similarly, went to the Big Dome, and watched the UAAP Opening Day.

This author remembers clearly--it was a game between Benjie Paras’ UP versus the late Cris Bolado’s National University Bulldogs.

What ashed through this author’s 17-year-old mind then, was National U’s longest serving and suffering coach, Sonny Paguia, who my paternal uncle Joe knew from back in the day.

My uncle Joe was a trombone player for the NU band during the 1950s, and our mentor/tormentor Jojo ‘Gubas”

Castro #17 of the Letran Squires who later became an Adamson Falcon from the early to mid-80s, both had opposing views about the Bustillos basketball program.

What I knew was that NU was the league doormat and had so many records of futility that losing seasons became as regular as the sunsets and sunrises. Their team culture was bone marrow deep, man. Losing was a way of life for these no-bite Bulldogs.

My uncle, who was 19 during NU’s rst title run in ‘54, regaled me with bedtime stories about Narciso Bernardo, his era’s top Bulldog. It was his eyewitness narrative.

WHAT MAKES RISING STAR ELLE VILLANUEVA FEEL SEXY?

“I feel a strong connection to Makiling, especially to my role. I have to admit that portraying the role of Amira is challenging. So, I’m happy that the ratings are doing well,” she said.

Beyond her achievements, Elle is a strong advocate for gender

equality. She believes that Sparkle 10 serves as an inspiration to women, encouraging them to pursue their dreams.

“We are being a good example to every woman out there. That’s the goal of Sparkle 10. To inspire women to achieve their goals, whatever they may be,” the 27-year-old star said. As her career progresses, Elle prioritizes nurturing relationships with her family, her boyfriend Derrick Monasterio, fans, and colleagues. Her ultimate goal? To be acknowledged for her talent and win an award for her acting prowess.

RISING OPM stars Maki, Angela Ken, and Nhiko Sabiniano, frontman of the band Nameless Kids, have joined forces for a melancholic collaboration titled “Sikulo.” Released under ABS-CBN’s Tarsier Records, the alternative-pop track chronicles the emotional toll of a relationship destined to fail. Written by the trio themselves, “Sikulo” paints a relatable picture of lovers caught in a repetitive cycle of heartache. This isn’t the first collaboration for Maki and Nhiko. Previously, they co-wrote Maki’s hit song “Saan?” which currently boasts over 65 million streams on Spotify.
