SENATORS RATIFY MARITIME ZONES BILL, CHINA SAYS IT ‘COMPLICATES’ SCS

THE Senate on Monday ratified the bicameral conference committee report on the proposed Philippine Maritime Zones Act, which China says will only make “the situation in the South China Sea more complex.”

“This law represents more than just a legal framework. It is a symbol of our resolve to protect our marine environment and secure the livelihood of our coastal communities,” said Senator Francis Tolentino.

Joe Biden will hold the first three-way summit with the leaders of the Philippines and Japan next month, the White House said, as the United States firms up alliances against China.

Biden's meeting with Philippine President Ferdinand Marcos and Japanese Prime Minister Fumio Kishida at the White House on April 11 is the latest in a series of meetings with Asia-Pacific allies.

‘US has no right to interfere in SCS’

BEIJING—China said Tuesday the United States had "no right" to interfere in the South China Sea, after Secretary of State Antony Blinken said Washington stood by its commitments to defend the Philippines against armed attack in the disputed waterway.

"The United States is not a party to the South China Sea issue and has no right to interfere in maritime issues that are between China and the Philippines,"

Quiboloy is expected to be detained at the Senate Office of the Sergeant-at-Arms (OSSA) in Pasay City until he decides to properly answer all allegations of abuse hurled against him. The arrest warrant was issued as the church leader repeatedly ignored the hearings called by the Senate committee on women, children, family relations and gender equality on January 23, February 19, and March 5, 2024.

In a statement, the DOJ stressed that the charges filed against Quiboloy before the Davao City RTC was a criminal case for violationsof Section 5(b) and Section 10(a) of Republic Act No. 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

Quiboloy's five co-accused in the case for violation of RA 7610 include Jackielyn W. Roy, Cresente Canada, Paulene Canada, Ingrid C. Canada, and Sylvia Cemanes.

Filed against Quiboloy and his five co-accused before the Pasig CityRTC was a case for violation of Section 4(a) of RA 9208, the Anti-Trafficking Persons Act of 2003.

“We have approved three bills today, clarifying that discounts apply even with promo prices, introducing the SC and PWD discount on parking, a 15 percent utilities discount for lifeline consumption, anadditional deduction of 25 percent on labor expenses for PWD and SC, and free training programs for the government,” he said.

During the hearings, Salceda insisted on retaining the additional deductions on labor expenses to encourage the hiring of seniors and persons with disabilities.

“If something is available to the general public, then by definition, it is not a privilege. The point is to ensure that the preferential treatment of PWDs and SC, as a shared responsibility of government and society at large, is preserved.”

Salceda said that, over the course of the discussions, the hearings achieved other milestones.

For his part, Manalo said the challenge ahead was how to sustain and further elevate relations with the United States, which he thanked for its support over recent altercations with China in the South China Sea.

After Blinken's remarks, China said the United States has "no right" to interfere in the South China Sea (see story on A2 – Editors).

A DOG found lifeless in a sack by its owner fueled widespread condemnation online as the man responsible for its death showed no remorse.

The hashtag #JusticeForKillua trended on social media Tuesday after Vina Rachelle posted on Facebook a series of photos, grieving the loss of her golden retriever on Sunday morning, March 17.

“Mahal na mahal ko ‘yan (I loved this dog). We found his lifeless body inside a sack,” she wrote in a status update with crying emojis.

The post included a 37-second videoclip of her confrontation with thedog’s alleged killer, identified as her neighbor Anthony Solares, which has so far generated over a million views.

Solares responded with his own post, mocking the distress of the pet owner and justified his action as the dog reportedly threatened to bite his child. He also bragged about his ties with a politician. Both Vina and Anthony apparently live in Bato, Camarines Sur.

“You even had the nerve to file a case? You are the one who unchained a dangerous dog. What if it tried to bite my child? It [the case] won’t lead anywhere because we are related to a politician,” he said in the vernacular in reply to one of Rachelle’s related posts.

CA raps colonel, bypasses him after wife’s revelations

HELL hath no fury like a woman scorned – even if the man is a military official, and especially when lawmakers are on her side.

This was after Army official Ranulfo Sevilla, who was poised to become a brigadier general, had his appointment bypassed by the powerful Commission on Appointments' Committee on National Defense, revertinghim to the rank of colonel.

The confirmation of Sevilla’s appointment was deferred following opposition from his estranged wife – and also after Senator Risa Hontiveros scolded him for allegedly lying about the amount of child support he is supposed to give to his family as discussed in an executive session.

The CA panel, which Hontiveros is a member of, earlier deferred Sevilla’s promotion following allegations that he abused his wife, Tessa Luz Reyes-Sevilla, and children and only gave her P2,000 monthly in child support.

During the hearing, Hontiveros reminded Sevilla that the CA panel had recommended that the officer give half of his base pay to his wife and children excluding allowances, an amount reflected in his Statement of Assets, Liabilities and Net Worth, and investments in stocks.

Sevilla said he was "not totally informed" about the amount that he was supposed to give but said he is willing to comply.

Hontiveros, however, said the committee recommendation is not an order, and said there are other venues for the general to step up his giving to his estranged wife.

Sevilla said he was not clear about the amount after the executive session, saying his understanding was that he would confer with his lawyers.

THE Office of the US Trade Representative (USTR) announced an increase in the allocation for the Philippines and select countries in the World Trade Organization (WTO) sugar tariff-rate quota (TRQ) for fiscal year 2024 amounting to 25,300 metric tons (MT) of raw cane sugar.

The Philippines was among the 20 countries that qualified for the increased allocation of raw cane sugar to enter the US at lower duty rate from Oct. 1, 2023 to Sept. 30, 2024.

THE Department of Agriculture (DA) has granted a three-year accreditation to meat exporters from Brazil, Germany, Hungary, and Poland, following inspections confirming compliance with international animal health standards.

The accreditation is crucial for ensuring the safety of imported meat. It guarantees that cattle, swine, and poultry products are free of diseases that could threaten both Filipino consumers and the domestic livestock industry, the DA said.

Based on the review of meat establishments, 36 German meat companies exporting beef, pork, chicken, and turkey and 48 Brazilian meat establishments have passed the compliance test by the DA.

In Poland, 12 meat suppliers for pork and beef were likewise accredited and another three firms from Hungary supplying pork, chicken, duck, and geese.

Accreditation is valid until February 2027. Exporters must strictly adhere to all regulations and conditions outlined by the DA.

The DA said exporter accreditation is necessary to ensure cattle, swine, and poultry meat sourced from abroad are free of pathogens and other diseases that could pose a risk to Filipinos and the multibillion-peso domestic livestock and poultry industry. Othel V. Campos

The Philippines has the second highest allocation next to Brazil’s 27,174 MT. TRQs allow countries to export specified quantities of a product to the US at a relatively low tariff, but

subject all imports of the product above a pre-determined threshold to a higher tariff.

On March 7, 2024, the US Department of Agriculture (USDA) announced an additional in-quota quantity of the TRQ for raw cane sugar eligible to enter the US in FY 2024, in the amount of 125,000 metric tons raw value (MTRV).

The said quantity is in addition to the minimum amount to which the US is committed under the WTO Agreement which is at 1,117,195 MTRV.

any country for which an allocation has been provided, the USTR said. The Philippine Sugar Regulatory Administration (SRA) is yet to verify if the Philippines will reconsider to participate in the program.

According to the US Agricultural Food Service in the Philippines, the SRA issued Sugar Order No. 1 for marketing year 2023-2024 allocating 100 percent of the estimated 1.85 million MT production to the domestic market. The estimated production could drop 10 to 15 percent depending on the severity of the ongoing El Niño phenomenon.

The FTEB conducted extensive monitoring activities across various channels. It has visited over 11,757 physical retail firms for compliance with product standards.

Indeed, Pope Benedict asks: “How can we understand God’s paternal goodness, if our heart is full of egoism and our own projects, deceiving us that our future is guaranteed?”

We are tempted to think, just like the rich man in the parable: ‘My soul, you have plenty of good things laid by for many years to come…”

We are all aware of the Lord’s judgment: “Fool! This very night the demand will be made for your soul…”

The practice of alms giving is a reminder of God’s primacy and turns our attention towards others, so that we may rediscover how good our Father is and receive his mercy.

In sum, Pope Benedict emphasized that at the core of Lent is the recognition of the transformative power of Baptism, where believers are initiated into the death and resurrection of Christ.

This sacrament is a gift of divine grace, emphasizing that eternal life is not earned through human efforts but freely given by God.

Lent provides an opportunity to rekindle the spiritual significance of Baptism, guiding believers on a journey of renewal and conversion akin to the catechumenate process of the early Church.

BEIJING – Chinese President Xi Jinping congratulated Vladimir Putin on his election victory, hailing the Russian president as a force for progress as Moscow’s ties with Beijing deepen.

Putin faced no genuine competition on the way to what state media reported was a record landslide win -- one that paves the way for the former spy to become the longest-serving Russian leader in more than 200 years.

AT THE outset, it’s fair to ask: Will a competitive selection process be required in the grant of a power supply agreement really lead to lower electricity rates for consumers?

To answer this question, we need to look at how power rates are determined by Manila Electric Co. The power distribution utility recently announced that an additional 1,800 megawatts of electricity is needed for baseload and anticipated demand in its coverage area.

It said it had chosen the Ilijan power plant to fill such need in a supposedly competitive selection process. The Ilijan plant, which runs on imported liquefied natural gas, is owned by a unit of San Miguel Corp.

Prior to Ilijan’s PSA with Meralco for 1,200 megawatts, Meralco and San Miguel honchos had announced a major partnership that they said would be a breakthrough in energy security.

What took place was a three-way partnership involving some of the biggest names in the highly profitable industry of providing electricity to businesses and residences alike.

The three honchos—Manuel V. Pangilinan, Ramon Ang and Sabin M. Aboitiz—partnered for what was touted as a landmark deal to expand the country’s liquefied natural gas capacity. The overall goal, they said, was to improve the country’s energy security.

How would they do it? According to reports, by building more LNG power plants, LNG being the transition fuel from coal. But they refrained from mentioning costs after the deal was sealed.

The companies led by the three tycoons are engaged in importing LNG, which is substantially more expensive than indigenous natural gas derived from the Philippines’ crown jewel, the Malampaya field off Palawan.

Of course there will be some who will maintain and insist the Philippines is the one continuing provocation on the South China Sea issue, on the same wave length as Chinese foreign ministry statement, and illegally trespassing waters off China’s territory.

Beijing has accused Washington of using Manila as a “pawn” in the dispute over the waterway and various reefs while claiming almost the entire South China Sea, brushing aside competing claims from several Southeast Asian nations, including the Philippines, and an international ruling in 2016 that has declared its stance baseless.

We hope the Mamila meeting will help clarify some security issues for everyone to appreciate.

Higher power costs on the horizon?

Malampaya gas is $12.38 per mmBTU (1 mmBTU is equivalent to 93.07 kilowatt-hours) while imported LNG is $14.55 per mmBTU, or 20 percent more expensive. Imported LNG reached $15.78 per mmBTU at a certain point last year.

But the cost of the product itself is not the main driver of the rates that Meralco passes along to consumers. It is transport, or freight cost, which plays a bigger role in whether the monthly electric bills that consumers get monthly rise or fall.

The three-way alliance appears to have been forged with one goal in mind: the hundreds of millions, if not billions, of pesos in PSAs which Meralco effectively controls because of its discretionary powers.

The announcement of the winning bid was soon followed by the award of a PSA to Ilijan despite this option being the more expensive one.

Then there was the perfect positioning of three Meralco allies—two more San Miguel units and GN power—for the rest of the supply.

Why doesn’t it come as a surprise that these three Meralco allies snagged the deal?

MGen is a power generation arm of Meralco that uses mainly coal. MGen owns power plants, mainly coal-fed, and contracts electricity from companies that also generate power. In this case, San Miguel.

This effectively goes around the prohibition on power distribution utilities from engaging in power generation themselves to prevent conflict of interest. It appears that someone may have found a loophole in the Epira law to allow what Meralco is now enjoying.

The recent announcement by Meralco of a P0.57-centavo per kwh power rate increase is due to, in its own words, increased generation costs.

How did this scene unfold? If you contract electricity supply from generating plants that use more expensive fuel, you cannot expect lower rates.

A check in on the records would show Meralco has favored power generation companies using imported LNG with contracts to supply electricity. New PSAs involve the use of more expensive fuel. Hmmm. Will this mean that the trilateral partnership supposedly for enhanced energy security would ultimately give us consumers a harder time paying our electric bills?

Tax credit eyed for stores with 5% discount for elderlies

A CONGRESS leader has appealed to the Bureau of Internal Revenue (BIR) to consider granting tax credits to supermarkets and other retail outlets.

Camarines Sur Rep. Luis Raymund Villafuerte made the appeal as these establishments would soon be required to grant the higher discount of five percent on certain groceries or basic necessities and prime commodities (BNPCs) bought by senior citizens and persons with disabilities (PWDs).

“Making price-discounted groceries bought by our seniors and PWDs available for tax breaks or deductions by the supermarkets and other establishments where these were procured will somehow ensure greater compliance by retail outlets once this new policy of a higher five percent discount on such BNPC purchases is implemented, hopefully beginning next month,” Villafuerte said.

“If the BIR does not consider granting tax credits to retail outlets, there is a greater possibility for supermarkets or grocery stores to ignore this would-be policy or jack up the prices of their BNPC items to cancel out the discounts of seniors and PWDs who would buy from them,” he added.

Villafuerte said the impending higher discounts on groceries would be “a welcome relief for seniors and PWDs, more so at this time when the DTI announced upward price adjustments in the coming weeks in over 40 BNPC items, including instant noodles, soap and bottled water.

A BILL filed at the House of Representatives seeks to bolster aviation manpower and ensure that the country has adequate supply of pilots and other air transport workers to meet local and international demands.

House Bill 10166, authored by Rep. Marissa Magsino of OFW party-list group, aims “to codify the rights and protection of aviation professionals and workers as expressed in international instruments and domestic laws of the Philippines; strengthen accountability of both the private and public sectors in the employment of aviation professionals and workers in the country; and maintain a sustainable pool of the aviation professionals and workers.” Magsino stressed that “air transport plays a pivotal role in our economy, in

our tourism initiatives, and also in labor migration.”

“However, the international aviation community anticipates a shortage of skilled aviation professionals and workers in the near future. Central Negros folk seek Senate intervention to end brownouts

FRUSTRATED over persistent brownouts, concerned residents of Central Negros communities have appealed to the Senate to end their sufferings by approving the franchise of a privately owned utility in their province.

Legislator hails closure of large e-cigarette firm

ALBAY Rep. Joey Sarte Salceda has lauded a decision by the Department of Trade and Industry (DTI) to suspend the operations of the electronic cigarette distributor FLAVA.

Salceda, chairman of the House Committee on Ways and Means, welcomed FLAVA’s closure following a series of raids resulting in the seizure of billions of pesos worth of smuggled vapes “I am very pleased with the DTI’s move to shut FLAVA down. We are already looking at a minimum of P9.3 billion in smuggled goods and evaded taxes by this company. And looking at the proliferation of its

goods in local markets, there is more to be uncovered,” Salceda said. “So, I strongly urge the Bureau of Customs to keep on doing raids. There is probably more in warehouses,” Salceda added. Salceda stressed that as a result of the proliferation of electronic cigarettes that do not pay the co responding excise taxes and duties, government collections from tobacco excise taxes went down from a peak of P176 billion in 2021 to just P142 billion in 2023.

“And the decline will continue as more people shift from the taxed cigarettes to the untaxed. Make no mistake,

that’s a threat to everyone, because Universal Health Care derives funding from tobacco excise taxes,” he said.

“Policy-wise, I want to eliminate the distinctions between freebase and nicotine salt, because the differential in rates has also been abused. For a 10mL pod, the tax on free base is P60, but P520 for salt nic. FLAVA has been labeling its goods as freebase, when independent testing finds it appears to be nicotine salt.”

Leviste buys 7.55% stake in Roxas & Co.

BUSINESSMAN Leandro Leviste said Tuesday he acquired a 7.55-percent stake in Roxas and Company Inc. (RCI), making him the second largest shareholder of the Roxas-led listed firm.

Leviste said in a regulatory filing with the Securities and Exchange Commission he purchased 188.89 million shares in RCI.

The share price of RCI has been going up since last week.

RCI’s share price climbed 381 percent as of March 19 to P2.25 per share from a closing price of P0.59 on March 11. Based on this, Leviste’s 188.89 million shares now have a market value of P425 million.

RCI, primarily owned by the Roxas Group, has interests in real estate and sugar businesses through its whollyowned subsidiary Roxaco Land Corp. (RLC), and Roxas Holdings Inc. (RHI).

RCI said it secured ownership rights over huge track of land in Batangas in February, after it ended a four-decade long land dispute with agrarian reform beneficiaries (ARBs) over its three haciendas –Palico, Banilad and Calaway.

RCI said the Department of Agrarian Reform confirmed its ownership rights with finality over 1,619.23 hectares of property, on top of its compensation for giving up 1,322 hectares to ARBs.

RCI said it is now drafting and finalizing its plans on how to maximize value of the properties. Among its options include residential, commercial, industrial and tourism projects.

Meanwhile, Leviste-owned Countryside Investments Holdings Corp. (Countryside) last week reported plans to invest P5 billion to help propel the development of rural Batangas.

KABUL—Eight civilians were killed Monday in “reckless” air strikes by Pakistan’s military in the border regions of Afghanistan, prompting Afghan forces to retaliate against Pakistani military outposts, Taliban officials said.

Border tensions between the two countries have steadily escalated since the Taliban government seized power in 2021, with Islamabad claiming militant groups are carrying out regular attacks from Afghanistan.

Taliban spokesman Zabihullah Mujahid said Pakistani aircraft “bombed civilian homes” in Khost and Paktika provinces near the border with Pakistan at around 3:00 am, adding all of the dead were women and children.

Bloomberry, GGAM settle $300-m dispute

BLOOMBERRY Resorts Corp. of businessman Enrique Razon Jr. said Tuesday it agreed to settle its long-standing dispute with Global Gaming Asset Management (GGAM) via a $300-million share buyback.

Bloomberry said in a disclosure to the stock exchange its subsidiaries Sureste Properties Inc. (SPI) and Bloomberry Resorts and Hotels Inc. (BRHI) reached an agreement for a universal settlement of their dispute with GGAM.

“This settlement will put an end

DAVAO—Lois Kaye Go, determined to rebound from a lackluster pro debut last week, did spring back at Rancho Palos Verdes here, seizing a one-stroke lead over Chihiro Ikeda with a 72 after 18 holes of the ICTSI Palos Verdes Championship Tuesday.

While it marked a significant turnaround following a disappointing 10th place finish in the Apo Golf Classic, Go’s closing stretch left room for improvement. A series of bogeys in three of the last four holes hindered her from securing a more comfortable lead, allowing Ikeda and others to remain within striking distance despite the challenging course conditions and unpredictable putting surfaces.

Despite her struggles, Go expressed gratitude for her position, admitting she didn’t expect to be in contention – more so to be in the lead – after her previous performance.

“But I’m glad I am (in the lead). It’s been a while since I’ve been in this position,” said the many-time national team standout.

Here, the artist ensured that women’s strength is defined not just in physical terms, but in various aspects such as confidence, grit, wisdom, and selfcontrol each individual possesses regardless of nationality or religion.

“There are also warrior queens who radiate with strength, honor, and pride, giving the message that women have what it takes to display patriotism and valor. The largest piece is my take on the Diwata, which of course, is a huge part of Filipino mythology and folklore. It is a one-off piece that isn’t part of a series much like how comic books do every once in a while,” shared Khan, who has a degree in advertising from UST.

After working for an advertising agency for more than two decades, while living in Vienna, Austria, the artist desired to eventually go back to his love for painting.

“It was a familiar feeling and eventually I found myself passionately working on several pieces that would form my Reyna series. The series features female characters that represent various nationalities that I have encountered through the years. Some speak of my Singaporean heritage, the years I spent in the Philippines, and my fascination with the cultures of Thailand and Japan among others.”

An exhibit on Nebrija, the grammarian who helped preserve Filipino vernacular languages

DID you know that Tagalog had its first grammar published before many European languages? The linguistic milestone can be greatly credited to the Spanish grammarian Elio Antonio de Nebrija who played a pivotal role in that development.

On March 12, Instituto Cervantes unveiled at its Intramuros branch the exhibition Nebrija en Filipinas, dedicated to celebrating the cultural contributions of Nebrija (1444-1522). Nebrija’s impactful legacy extends to languages like Tagalog and Cebuano, which had grammars published ahead of many European languages.

Nebrija en Filipinas, tailored for Filipino audiences, is an adaptation of the Nebrija exhibition organized by the National Library of Spain in 2022, commemorating the 500th anniversary of Nebrija’s death.

Through informative panels and displays of books, the exhibition will highlight Nebrija’s cultural contributions and seek to contextualize them within the publication of the first grammar of the Philippine vernacular languages. These linguistic endeavors were directly shaped by Nebrija’s teachings.

Nebrija was a highly reputed scholar during the Renaissance period in Europe. His book Introductiones Latinae, a groundbreaking manual for teaching Latin, not only earned him recognition in Spain but also garnered international fame. He also wrote bilingual dictionaries in Latin-Spanish and a Gramática de la lengua castellana, published in 1492, which is recognized as the first grammar of modern European languages. It became the model for Spanish friars who attempted to analyze the grammar of the new world, both in America and the Philippines. The missionaries, who had learned Latin from Nebrija’s methods, applied the model, with its theoretical considerations and bilingual translations, in their description of these languages. As a result, Tagalog saw its first grammar book published in 1610 with Francisco

Through evocative compositions, Santoso invites viewers to contemplate the complexities of solitude - its beauty, its melancholy, and its power to provoke introspection.

Filipina visual artist Magbanua presents a captivating exploration of movement, rhythm, and spatial dynamics in Notes on Navigation and Other Oscillations. Through a series of graphite works, Magbanua invites viewers to navigate through a labyrinth of shifting perspectives both in a physical and philosophical sense. The exhibit challenges traditional notions of movement and time and redefines the idealisms of one’s roots and identity.
