Villar stresses need to help help farmers
By Macon Ramos-AranetaSENATOR Cynthia Villar has underscored the need to help the farmers, saying agricultural outputs such as poultry and eggs are “vital in food security, sustainability, and poverty alleviation.
Speaking during a gathering of the United Broiler Raisers Association (UMBRA) and the Philippine Egg Board Association in Quezon City last March 6, Villar stressed that the country’s poultry industry has been a major contributor to the economy.
She said the Philippine broiler industry is composed of 20 percent small farms and 80 percent commercial –scale arms, with 588 registered poultry farms and approximately 175 meat processors.
Villar noted that poultry farming in the Philippines was projected to have a bright future.
“Our total chicken inventory is composed of native/improved chicken- 43.3 percent, broiler chicken- 34.5 percent share, and layer chicken with 22.2 percent share,” she said.
The highest chicken inventory was noted in Central Luzon with 33.68 million birds, followed by CALABARZON with 27.32 million birds and Northern Mindanao with 25.87 million birds.
“These 3 regions accounted for 43.4 percent share to the country’s total chicken inventory. Western Visayas has the highest 12.91 million birds which are native/improved variety.”
Central Luzon reported the highest inventory of broiler chicken with 18.48 million birds, while CALABARZON had the highest layer chicken stocks with 16.35 million birds.
Plebiscite creates 3 new barangays for Marawi City
MARAWI City—A near unanimous voting in a plebiscite held on Saturday approved a proposal to create three new villages out of a “mother” barangay here.
A total of 2,121 representing 94 percent of the 2,265 registered voters for the special political exercise said “yes” to the measure.
The plebiscite covered the barangays of Kilala, Patanu, and Dulay.
The commission on Elections (Comelec) said only two voters in Barangay Patani voted “No.”
The three new “distinct and independent” villages will be known as Barangays Panoroganan, Angoyao and Sultan Corobong.
The poll body said the conduct of the plebiscite was successful, peaceful, and orderly.
“All eight clustered precincts in the three voting centers of Barangays Dulay, Kilala, and Patan promptly opened and functioned at 7 a.m. and the voting closed at 3 p.m. as scheduled,” the Comelec said in a statement.

RTC exonerates suspect in 2019 slay of Davao City broadcaster
A DAVAO City trial court has exonerated one of the suspects in the 2019 murder of a local radio broadcaster for lack of evidence.
The Davao City Regional Trial Court (RTC) gave respondent Sotero Jacolbe a clean bill of health after the prosecution failed to substantiate charges implicating him in the slaying of broadcaster Eduardo Dizon on July 10, 2019.
Jacolbe’s lawyer, Vicente Andiano, announced the acquittal during press briefing in Davao City.
“The prosecution failed to establish
the guilt of the accused by proof beyond reasonable doubt, and the court acquits Jacolbe of the crime of murder,” Andiano said.
Davao City RTC Judge Emmanuel Carpio handed down the ruling last March 8.

Comelec to award polls automation deal to Miru today
THE Commission on Elections (Comelec) and the South Korean firm Miru Systems are set to sign on Monday the contract for the automation of next year’s midterm local and national elections.
The poll body announced that the signing of the 2025 automated election system (AES) service contract worth P18 billion will be held at the Comelec headquarters in the Palacio del Gobernador in Intramuros, Manila.
Comelec expressed gratitude to the joint venture with Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI) for the “seamless negotiations.”
“Comelec expresses its gratitude to the joint venture for having accepted in toto the terms and conditions of the FASTrAC (Full Automation System with Transparency Audit/Count ) contract, interposing no objections to the line-by-line provisions of the contract, and making a steadfast commitment to deliver the best election technology demanded by Comelec for all Filipinos here and abroad,” the poll body said in a news release.

Misamis Occidental embarking on ‘ridge to reef’ tourism dev’t program
THE province of Misamis Occidental is gearing up for a multibillion-peso tourism development program to vigorously promote the tourism industry of Northern Mindanao.
Gov. Henry Oaminal said the provincial government has drawn up several tourism projects dubbed “ridge to reef tourism”, “We have identified our tourism sites and a multibillion-peso fund is in the offing in collaboration with national government agencies.” Oaminal said.
“We already prepared the blueprint to spur the tourism development vis-àvis the infrastructure component which will lead to economic growth and generate employment for our people,” he
added.
The ridge covered the scenic Mt. Malindang in Tangub City where the multimillion-peso mountain top Asenso Global Garden sits overlooking the vast Panguil Bay.
The reef, as planned will feature the 49-hectare Asenso Misamis Occidental Resort and Aquamarine Park (AMORAP) described as “The Maldives of Mindanao,” Oaminal disclosed.
The proposed “Maldives” will feature a 150sq. meter villa for both domestic and foreign tourists, he added.

Solon: Tougher scrutiny of rice bu er program
By Rio N. ArajaMAKATI City Rep. Luis Campos Jr. on Sunday called for tougher congressional scrutiny of the government’s multibillion-peso rice buffer stocking program.
Earlier, the Office of the Ombudsman implemented the preventive suspension of 193 high-ranking officials at the National Food Authority (NFA) in connection with the supposed sale of rice supply to private traders without public bidding.
“Congress must take strong action to safeguard the buffer stocking program, which is meant to keep an optimal level of rice reserves at all times for use during emergencies while providing strong buying support to local farmers,” he said.
“We are counting on the congressional oversight committee on agricultural and fisheries modernization to conduct inquiries and draw up recommendations to promote greater transparency and accountability in the buffer stocking operations,” he added.
Congress earmarked P9 billion for the buffer stocking program in the 2024 national budget in addition to the P9 billion allocated in 2023.
Moreover, Congress set aside a separate P5 billion this year “for the construction, repair and rehabilitation of NFA warehouses” to boost the buffer stocking program.
The DFA earlier said it is launching a full audit of the NFA’s rice management practices following the controversial sale of 75,000 bags of government rice buffer stocks to private traders worth an estimated P93.75 million.
Agriculture Secretary Francisco P. Tiu Laurel Jr. ordered the agency’s Internal Audit Service to examine all rice disposition data since 2019, the year the Rice Tariffication Law (RTL) came into effect.
The RTL restricts NFA’s ability to sell rice directly to consumers, raising concerns about potential misuse by officials or traders, particularly regarding the sale of older buffer stocks.

Retailers seek DTI advice on discounts for seniors
By Othel V. CamposRETAILERS are seeking guidance over the proposed joint administrative order (JAO) that aims to grant an additional 5 percent discount on food and other consumer goods purchased by senior citizens.
Department of Trade and Industry (DTI) Secretary Alfredo Pascual said the DTI is poised to hold a meeting with stakeholders today to answer questions from both retailers and the general public about the JAO. While the law has been clear about the 20 percent discount in restaurants that will be treated as tax deductions from establishments, discounts from grocery purchases of basic necessities and prime commodities (BNPCs) have no clear guidelines for retailers.
Consumer Protection Group (CPG)
Assistant Secretary Amanda Nograles said over the weekend that the DTI has already wrote the Bureau of Internal Revenue (BIR) on the matter for clarity, especially to retailers.
She said the taxations matters are within the ambit of the BIR and that the DTI and CPG will defer to the BIR’s decision on this.
The discounts are accorded to purchases of BNPCs such as rice, corn, bread, meat, fish, chicken, eggs, cooking oil, sugar, vegetables, fruits, onions, garlic, and fresh and processed milk, except medical grade milk. Manufactured products are also covered, including processed meat, sardines, and corned beef, however, medical-grade milk, premium brands of manufactured goods, cakes, and pastries are exempt from discounts.
Navy halts boat carrying smuggled goods
THE Philippine Navy (PN) on Sunday announced that one of its patrol gunboats, the BRP Jose Loor Sr. (PC-390), had successfully intercepted and seized a motor launch carrying some P64 million of undocumented tobacco products during operations in the waters of TawiTawi province last March 9.
Naval Forces Western Mindanao (NFWM) acting public affairs office chief, Lt. Chester Ross Cabaltera, in a statement, said BRP Jose Loor Sr. was conducting a “maritime security patrol, maritime law enforcement operation, external defense operation and sovereign patrol” when it chanced upon the M/L Yasmen at the vicinity of Manuk Mangkaw Island, Simunul town, Tawi-Tawi.
The motor launch was immediately boarded by Navy personnel and it was found out that it was carrying P64 million worth of undocumented tobacco products.
“Upon inspection, it was revealed that M/L Yasmen was laden with a cache of undocumented tobacco goods. The estimated market value of these confiscated goods stands at an astonishing PHP64 million,” Cabaltera said.

SINCE the “economic” amendments shall have been passed by the House this coming week, what remains to be seen is whether SP Migz Zubiri can produce the magic number corresponding to threefourths of the Senate.
Last week and the week before, there was some buzz about a possible leadership change in the smaller chamber, such that Zubiri had to gather “confidence” signatures.
The “marites” in the GSIS Annex rented by the Senate was that at least nine senators were plotting a leadership change. We will no longer join that speculation since Zubiri got his 13 votes plus himself, and some other latecomers.
It is quite unseemly that the “marites” is all about “particion de bienes,” or division of “spoils,” which does not literally translate into anything good. Some are smarter than others. Some are more favored, or so the apportionment game went.
But that is of little moment, for now. Zubiri has the numbers to keep the throne.

Now the onus is upon him to produce the magic 18 votes needed to pass the measure that would lift foreign ownership restrictions on public utilities, education and advertising.

And then there are the soon-to-begraduates, Senators Grace and Nancy, independent-minded enough and with no re-election in sight.
How about the Davao group – the loyalists of FPRRD --- Senators Bong Go and Bato? Would the latter ask guidance from the missing “son of God?”
SP pro-tempore Loren Legarda and committee-of-the-whole chairman Sonny Angara will likely go along and vote aye.
But do not be too sure about the “Majo” – Joel Villanueva, whose resentment at the HoR’s appropriations chief, Zaldy Co, runs deep? The senators from the movie archives will likely go along -- Senators Lapid, Estrada, Revilla and Robinhood, who consider Quiboloy a “hero.” The Estrada sibling, JV might be persuaded by the SP to vote yes. Senator Tolentino might go along as well, despite his closeness to the former president. And Win Gatchalian too.
The senator whose survey numbers in the 2028 presidential sweepstakes have climbed astoundingly despite his being a neophyte, Raffy Tulfo, will have to read through the suspected game plan, which is that passing the “economic” cha-cha this early might be a prelude to term extension or a change in the political system, as the hardline objectors believe.
There is also the issue of timelines for the plebiscite required to approve of the amendments, assuming there are no Constitutional challenges brought before the Supreme Court.
If, as the President wants, the plebiscite should be held together with the mid-terms next year, a Constitutional challenge is likely, and so too the separate discussions on the proposals instead of a joint assembly. Many senators will likely push the process as far as possible, despite the pressure from the House with its daily press conferences, paid advertisements and synchronized “appeals.”
So will Senate President Zubiri produce the three-fourths vote? I doubt he would be able to cobble the numbers, but then again, in the kind of political system we have, the improbable might become possible.

and gun control advocates are up in arms over the policy change announced recently by the Philippine National Police easing the rules on gun ownership.
Under the new IRR of the Comprehensive Law on Firearms and Ammunition Regulation or Republic Act 10591 proposed by the PNP, the civilians may be allowed to own semi-automatic rifles or those of a caliber not exceeding 7.62mm.
A separate license is needed for the gun owner to transport the firearm or carry it outdoors.
The PNP said the new IRR was prepared by a technical working group it created and submitted to the University of the Philippines Law Center on Feb. 27 for publication, after which the revision would take affect after 15 days.
Lawmakers are reported to have expressed grave concern over this development.

Despite the expected operational, funding gaps, and the pandemic crisis causing delays, significant milestones have already been achieved.

By Alena Mae S. FloresTHE Department of Energy said Sunday that China’s latest oil discovery is not within the Philippines’ jurisdiction in the West Philippine Sea.
“I don’t have a map of the Kaiping oil field, but it’s nearer to Guangdong province of mainland China than to the West Philippine Sea,” Energy Secretary Raphael Lotilla said when asked for comment.
CNOOC Ltd., China’s state-owned oil company, announced a new oil discovery in the South China Sea containing over 100 million tons of oil equivalent proved in-place, according to wire reports based on the company statement.
“Unlike countries with expansive claims without any basis in international law, the Philippines only asserts its maritime jurisdiction consistent with UNCLOS,” Lotilla said.
The Philippines and China have been at loggerheads over oil and gas exploration in the WPS, prompting the suspension of some service contracts due to the territorial dispute.
PXP Energy Corp. was unable to conduct exploratory drilling at the Recto Bank, said to be one of the gasrich prospects in the country amid the dispute.
The DOE is pushing for more oil and gas exploration to promote the energy sector. It is offering for development a predetermined area (PDA)-
BP-1, which encompasses Cotabato City and the provinces of Lanao del Sur, Maguindanao del Norte, and Maguindanao del Norte, covering 229,240 hectares and situated in the Cotabato Basin.
PDA-BP-2 and PDA-BP-3 are both situated in the Sulu Sea Basin with areas of 780,000 hectares and 532,083 hectares, respectively.
The DOE said that for the 2024 Philippine Bid Round, two PDAs in Northwest Palawan and Southern Cebu are offered for petroleum development and production.
The Offshore Northern Palawan or PDA-DP-1, 60 km. off the northern coast of Busuanga Island, covers 100,000 hectares. It includes five wells, which led to the discovery of the Calauit and Calauit South oilfields, with estimated reserves of 5.5 to 6.1 million barrels of oil (MMbbls).
PDA-DP-2, a well-explored area in Cebu, has multiple surface geology, seismic, and well reports in the Visayas Basin. The area covering 58,638 hectares has estimated resources of 26.3 to 31.9 MMbbls of oil, with favorable amounts of gas appearing in other exploratory wells.

DTI rejects inclusion of hybrids in list of zero-tariff electric cars

CamposTHE Department of Trade and Industry (DTI) said it does not support the reduction of most favored nation (MFN) tariff rates on hybrid electric vehicles (HEVs) which is being explored as part of the review on Executive Order No. 12. Trade Secretary Alfredo Pascual said while distributors were pushing for the inclusion of the HEV to be covered by the 0 percent tariff clause under the EO, “this is not justifiable.”
“We want to increase the population of electric vehicle because this will generate interest for businesses to invest on charging stations, accelerating our goal to achieved electrified motorization sooner,” Pascual said.
He said extending the same tax breaks to HEV would defeat the pur-
pose of the EO which is to increase the sales and use of fully electric vehicles in the Philippines. The higher adoption of EV usage in the country does not only support the government’s call for greener industries but will also cut the country’s dependence on imported fossil fuel, he said. Trade Undersecretary for investment promotions and Board of Investments (BOI) managing director Ceferino Rodolfo said the DTI would, however, build on its proposal to expand the coverage of the law to also include e-motorcycles and other twowheeled vehicles.

Meralco declares failed bidding for 260-MW interim peaking power supply
POWER retailer Manila Electric Co. (Meralco) declared again as failed bidding the competitive selection process for its 260-megawatt interim peaking power supply requirement, after it did not receive any offer.
Meralco said in a report that on March 8, 2024, its bids and awards committee for power supply agreement did not receive any expression of interest, and no prospective bidder
purchased the bidding documents. This is the second round of bidding for the supply, after the first round held on February 26, 2024 failed due to lack of bidders.
“Considering that no expression of interest was received by the BACPSA and no prospective bidder purchased the bidding documents for this bidding, pursuant to Section 10[d], Article IV of the ERC CSP Guide-
lines, the bidding is considered to have failed,” the report read.
Meralco vice president and head of utility economics Lawrence Fernandez said the 260-MW peaking supply would be needed during the dry months.
He said they were preparing for a negotiated bidding as Meralco would need the additional supply until July 2024.
“If we do not have the 260 MW, then we will have to resort to use up more of the other contracts. If there is nothing available, then we’ll have to get from the spot market,” Fernandez said.

2 Japan firms plan to increase investments in economic zones
TWO major Japanese companies in the Philippines announced plans to expand their operations in economic zones, according to the Philippine Economic Zone Authority (PEZA).
PEZA director-general Tereso Panga identified the two companies as SIIX Co. Ltd. and FCC Co. Ltd. during a forum organized by Sumitomo Mitsui Banking Corp. (SMBC) and Rizal Commercial Banking Corp.
Panga said SIIX Co., Ltd., a leading global electronics manufacturing services (EMS) provider, would expand its core business and enter new markets. The company would manufacture its patented conductive ink in the Philippines, Panga said.
Meanwhile, FCC, another participant in investment roadshow, expects significant growth in its Philippine operations over the next few years.
The company plans to manufacture clutches for Honda Click 125 motorcycles in the Philippines. It is also looking at manufacturing paper ceramics for other electronics component manufacturers and investing in new advanced technology businesses involving scooter assembly lines, lining molding lines and weight lines.
FCC is also exploring incorporating new ventures such as promoting a circular economy in the Philippines through the use of solid oxide fuel cells (SOFC) for water filtration and solid biomass fuel production.

PHILIPPINE stocks are expected to stay below the elusive 7,000 level this week, as investor sentiment turned negative on hawkish signals from the US Federal Reserve and the Bangko Sentral ng Pilipininas.
China Bank Capital managing director Juan Paolo Colet said the possibility of the local market breaching the 7,000 level would depend largely on the US February consumer price index print.
“How US equity markets react to the inflation report will influence the direction of the local stock index,” Colet said.
“If we see data that bolsters bullish bets of a Federal Reserve policy rate cut in June, then our market will likely benefit from risk-on sentiment and move higher this week,” he said.
Online brokerage firm 2TradeAsia. com also cited US February inflation rate as a major factor that could affect trading in the local equities market this week. It said investors would also await the March 19 to 20 Fed meeting, which could inject volatility in the market.
The bellwether Philippine Stock Exchange index (PSEi) traded mostly in the red last week, but still managed to close higher by 0.33 percent to 6,942.21, as foreign investors continued to remain net buyers.
