group calling itself Rosetta Raptor Watch. After a warm start to fall, northwest winds are guiding birds of prey over the Scarborough park off Kingston Road, but they’re too light to bring many. A strong northwest wind and cold front can bring migrating birds by the hundreds, riding thermals around Lake Ontario to Windsor and Detroit. On days like that, "everybody calls in sick," says Brokelman, who’s seen 40 people waiting for eagles, hawks, falcons and other raptors. Other days, when the wind blows westerly and hard, raptors fly lower, she says. "We’ve had birds almost hit people’s heads." It was Big Frank Butson who saw Rosetta McClain was on a migration route. He founded the watch in 2004. Butson was at the park almost daily, always seeing things. Standing by the chain-link fence along the bluffs, he was often first to spot approaching raptors. Eight years ago, when Brokelman met Butson, he introduced her to birds flying through Rosetta each fall: bald eagles, osprey, screech owls, red-tailed hawks. "I was totally hooked." Ansell, a bird watcher for 20 years, started coming a few years ago, and says on a great day, "you couldn’t keep up, writing them down." Other days are slow, but Ansell doesn’t mind, because, as the saying goes, "You don’t see them if you’re not there to see them." The club’s blog, raptorwatch.blogspot.ca, keeps the tally, which this morning includes two more harriers and a sharp-shinned hawk.

catch, weigh and tag them to help track the insects’ migration to wintering grounds in Mexico. Last year, a monarch tagged at Rosetta for Monarch Watch on Oct. 5 was found in the Florida Panhandle a month later.

This year, McCulloch and Whitten tagged 1,500 monarchs with help from local people, some making a wish as the butterflies were released. Next year, the insects’ great-grandchildren might be in the park, starting jour-

neys south. This week, monarchs continued flying by, dozens of painted lady butterflies sat on the selvia bushes, and the appearance of another species, a buckeye, briefly drew several watchers from the bluffs. Brokelman led a visitor

to a shady corner of Rosetta with a bench dedicated to Butson, who died four years ago. "It was pretty hard to lose him," she says. The inscription on the plate, "Soar on those northwest winds, fly fast, fly free," is one he’d enjoy.

about moving to new housing, the councillor added. "There’s a good sense that they will be there for the winter at this point." Crawford revealed the city’s Municipal Licensing and Standards (MLS) Division had declared part of the motel uninhabitable, and the owners had been issued a court date because of damage to that section’s roof. This was not confirmed by an MLS spokesperson before press time, despite several requests. When told a reporter had seen holes in the ceilings, walls and floors of rented and vacant suites outside the unused "uninhabitable" area, Crawford said city staff are unable to go into individual suites unless invited. "A lot of these people are afraid and don’t call us," acknowledged Crawford, adding if inspectors found a suite to be uninhabitable, tenants there would have to leave immediately. "It puts the people in there in a difficult position." He added he welcomed Metroland’s story, saying it brings attention to a "grey area" of housing

MIKE ADLER madler@insidetoronto.com The City of Toronto has moved to expropriate Scarborough’s East Side Motel but the lengthy legal process will allow the battered Kingston Road building to stay open through another winter, Gary Crawford said. "I was a little surprised myself when I heard that it would take that long," the Scarborough Southwest councillor said Oct. 6, when the city published an expropriation notice in a Toronto newspaper. The city has been trying to buy and demolish the East Side for two years, and councillors in April approved expropriation if an agreement with the owner, Kahlon Family Holdings Ltd., couldn’t be reached. A willing sale of the motel, where poor conditions for longterm tenants were detailed in a Metroland Media Toronto story last week, would have saved lots of time, Crawford said. For now, the city will be doing what it can for the tenants, and has started speaking to them

"They knew who they were; that this was going to be their home." Hale noted the city gets federal and provincial money for programs that can pay for first and last month’s rent and moving expenses in situations where lowincome tenants are displaced. The motel owners could not be reached for comment Wednesday prior to our publishing deadline. Alexander Smirnis, founder of City Street Outreach, said the charity’s volunteers started visiting the East Side with food and other supplies a few years ago because the group heard there were "severely hungry" people living there. "We saw the need and we just couldn’t leave," Smirnis said Tuesday. The volunteer group - which always needs more volunteers, blankets and sleeping bags - visits another Kingston Road motel, the Hav-A-Nap, but less regularly.

No time for red tape on housing Earlier this year, Statistics Canada released data from the 2016 census that indicated a long predicted, but nonetheless startling change had occurred in our country’s demographics. "From 2011 to 2016, Canada registered the largest increase in the proportion of seniors since Confederation. This acceleration of population aging is the result of the first baby boomers reaching the age of 65," StatsCan reported. "For the first time, the share of seniors (16.9 per cent) the share they represent of the total Canadian population exceeded the share of children (16.6 per cent). The increase in the proportion of seniors from 2011 to 2016 was the largest observed since 1871 - a clear sign that Canada’s population is aging at a faster pace." In our news feature Senior Tsunami on insidetoronto.com, Metroland Media looked at this change and its implications on housing for the average senior. We defined average as the range from having no additional income from a company pension or RRSPs (surviving solely on CPP and OAS benefits), to having a retirement pension or savings. In short, we focused on housing solutions for the middle-class senior; the one who can’t afford the average monthly cost of $3,526 for an Ontario retirement home (in the GTA, it is more than $4,700), but does not qualify for government-assisted housing. We also used a projection by the province’s ministry of finance that shows the senior population in much of central Ontario will more than double in the next 25 years. The results were frightening. Although we have watched the baby boomers ascend the population triangle year after year, we are ill-prepared to provide housing alternatives to match their income level. Several in-depth reports by the Canada Mortgage and Housing Corporation have forewarned of the impending crisis, but little in the form of solutions have taken shape. The province has been silent. In fact, we believe we are in a too-little, too-late situation for the Ontario government to show leadership on the issue of senior housing. We no longer have the luxury of time to meander the red tape of government. What we need are community-based, grassroots solutions. Ontario could offer surplus land or closed schools for senior housing developments. Municipalities, regional councils and provincial programs must collaborate to eliminate barriers, such as zoning and building bylaws, to pave the way for these alternatives. We need to work together to resolve this crisis. And with Food Banks Canada saying 45,000 seniors across the country rely on food banks each month, we need to start today.

It may be a long time before we’re over amalgamation It has been a long time since amalgamated Toronto’s first day - nearly 20 years - and there are no doubts some who think it’s time we got over it. Pity those poor forward-thinking cynics. Last week at Toronto council’s October meeting, Janet Davis rose to remind us that ... well ... that perhaps we need reminding. The Beaches-East York councillor was sponsoring a request from the East York Historical Society and the East York Foundation to please include the East York logo on any street signs that might be replaced. Of all the former municipalities, Davis reminded her colleagues, East York was "special."

single enclosed shopping mall, small enough that it didn’t even get to be a city it was a borough. But as signs at its irregular borders indicated, it was "Canada’s Only Borough." Its citizens were fiercely proud of it. When it came time to vote in illegal, Catalan-style referenda about amalgamation, East Yorkers voted ’no’ in greater numbers, and if anyone had been measuring it, surely greater volume. When it failed, the borough’s mayor, Michael Prue, went on to be a councillor on Mayor Mel Lastman’s first Toronto Council. And he wore East York sweaters, hand-knitted by his wife. The tradition continues, Davis told her col-

leagues. Skateboarders come at night to paint the East York logo on local skateboard parks. Teenagers, she insists, have the ’EY’ acronym tattooed on their flesh. The former borough’s senior citizens long for the sight of the old EY. Spending about $1,000 a year to put EY on street signs as they’re being replaced was the least that council could do. As it turns out, no. Council finally settled on something much larger, and overwhelmingly supported a motion from Toronto-Danforth Councillor Mary Fragedakis to blow the bank and stick up signs across all six former municipalities. Clearly, we are not over it at all.

rafting high fashion garments out of bathroom tissue is no easy feat, but 16 of Canada’s next top designers took on the challenge for the 14th annual White Cashmere Collection. The national student design competition and breast cancer fundraiser is the world’s first and only bathroom tissue couture collection. The special event held Sept. 28 at the Royal Ontario Museum brought together the who’s who of Canada’s fashion scene for an inviteonly runway show that featured intricate ball gowns, sassy cocktail dresses, and other

whimsical frocks. Chelsea Cox of B.C.’s Kwantlen Polytechnic University, earned top honours and went home with $4,000, while Adrian Arnieri, a recent Ryerson grad from Mississauga, came in second and received $2,000. Seneca College student Charlotte Li of Markham placed third and was awarded a $1,000 bursary. More than 150 students from 11 Canadian design schools applied to take part in the #Canada150 theme design competition. Of the Top 16, six were from Toronto. A local business owner says Crystal works with him When the owner and operator of RJM Roofing, Shawn McDonald, needed to rent dumping bins, he turned to Kijiji. He was tired of businesses being dishonest and charging him for services he didn’t use and he knew it was time for a change. "Yeah, it’s on the level," says Robert McDermott, the group’s founder. Free Scarborough is convinced Scarborough residents didn’t want amalgamation with Toronto two decades ago, and would leave if they could. As volunteers took their de-amalgamation petition door to door, McDermott said, other issues came up, including which "local people" should run for mayor. Myers’ name "came up a lot," and was at the top of many people’s lists, McDermott said, adding that’s not surprising, given the Scar-

Isaiah Witt, a Grade 10 student at Scarborough’s Wexford Collegiate School for the Arts, died following a reported confrontation between two groups of males in the playground of the local park near Woodbine and Cosburn avenues. A second person was also stabbed during the incident, but sustained nonlife-threatening injuries. Toronto police arrested and investigated four individuals. As a result, an 18year-old man and a 19-

Several posts on social media by those who knew and loved the teen remem-

bered him as a kind-hearted and genuine person who was taken too soon by a "senseless act of violence." The Toronto District School Board also offered its condolences in an Oct. 10 note sent home to parents. Earlier this week, friends of Isaiah Witt gathered to remember him and share stories at Bethany Baptist Church at the corner of Pape and Cosburn avenues. A Go Fund Me campaign, https://www.gofundme.com/isaiah-progress, has also been set up to help Witt’s family through

this difficult time. The campaign, which was created on Sunday, Oct. 8, is aiming to raise $25,000. Further, a Facebook group called Community Angels Toronto is raising funds and looking for volunteers to prepare meals for the teen’s family. A Change.org petition has also been created that calls on Toronto police to keep the teen’s accused killers in custody. Concerns raised over proposed SmartTrack station Residents want same even-grade service being designed for Finch RAHUL GUPTA rgupta@insidetoronto.com Residents are crying foul over accessibility options at the planned replacement for the current Lawrence Scarborough RT (Line 3) stop. The new stop is part of the SmartTrack plan to add more GO Transit rail stations in Toronto and better integrate the provincially operated transit service with the TTC. Six new GO stations are planned as part of the SmartTrack concept, including two for Scarborough: Finch-Kennedy and Lawrence-Kennedy. Both will service the Stouffville GO rail corridor. At a public meeting Tuesday evening at the Scarborough Civic Centre, attendees had a chance to see firsthand planning designs for the new stations, which are at the preliminary stage. But Raymond Chen was alarmed to see the Lawrence plan currently has a design situating the station platforms below Lawrence Avenue East, requiring riders to make use of stairs or elevators. That’s in contrast to Finch-Kennedy, where planners envision a "high quality" station entrance right on Finch Avenue directly connecting with local buses. "If it’s good enough for Finch, it should be good enough for Lawrence," said Chen, who warned riders could be in danger, particularly during winter time, of slipping and falling if they have to rely on stairs or escalators to descend to the station. Transit activist Brenda Thompson also expressed concerns about the Lawrence design, as well as concerns that the proposed GO SmartTrack, with far fewer stops, wouldn’t be as convenient to local riders as the existing service. She is also worried fares will not be affordable since GO charges a fareby-distance scheme compared to the current flat rate assessed by the TTC. "I really don’t have a lot of confidence SmartTrack will replace what we have now," said Thompson. City planner Mike Logan said

That’s best achieved by designing the station to straddle the Lawrence Bridge and placing the train platforms below the street, he said. "(The design) is also the best for people taking the Lawrence East bus who are not choosing to transfer to SmartTrack. And so, rather than have the buses as they do today loop around to stop at the SRT station.the buses will stop (on Lawrence) and then continue on its way," said Logan. Other concerns raised during the meeting - the first of three this week organized by the city, Metrolinx and the TTC to discuss updates to the SmartTrack station planning - included compensation for local business during construction, safety and reduced commuter parking options. Toronto transit planning representative James Perttula said feedback from the three meetings will go into a project update due in late November ahead of a crucial executive committee debate set for December on the latest phase of SmartTrack planning. A second plan update is due in the spring of 2018. The new stations are expected to cost around $1.1 billion and are included in the province’s regionwide plan to expand and electrify GO’s rail operations. The Regional Express Rail (RER) expansion would see current rush hour service doubled and trains running on most GO lines outside of the commuting period.

Notice of Completion GO Rail Network Electrification Transit Project Assessment Process Metrolinx and Hydro One, as co-proponents, have completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the GO Rail Network Electrification Project. n unstoppable flood is headed our way. Ontario’s senior population is rising as baby boomers turn 65. Within 25 years, the number of seniors is projected to double to 4.6 million. At that time, one in every four people in this province will be a senior. While this massive wave of seniors has long been predicted, we are still ill prepared to provide housing to meet their needs. Muskoka resident Shelley Raymond encountered this problem 10 years ago while exploring options for her parents. "I found pretty much nothing outside of a retirement home, or long-term care, which are all booked to the nines. And hugely expensive," she said. The average monthly cost in an Ontario retirement home is $3,526, but you can pay more than $6,000 depending on where you live, states a 2017 seniors’ housing report by the Canada Mortgage and Housing Corporation. As your health declines, you’ll fork over more money for added care. "Retirement homes, in most cases, are profit-based and when you run out of money they will kick you out," Raymond said. "It’s already happening over and over again." Raymond was determined to find an alternative. Due to declining health, her mom moved into long-term care. Her dad couldn’t afford to stay in the family home, but refused to give up his independence. And Raymond worried he would outlive his money in a retirement home. Because Raymond’s grandfather died at an early age, his son chose living life to the fullest over saving for retirement. The responsibility to find an answer for her dad fell at Raymond’s feet because her two siblings lived far away. Raymond was crying about her plight to a friend in a Muskoka restaurant when a solution was born. The pair was talking about shared home ownership. The idea came to Raymond after she looked worldwide for an option that could give her dad independence, affordability, and social interaction. "A man sitting in the restaurant overheard me and he walked over and said ‘You can use my house because I have the same problem,’" Raymond said. Solterra Co-housing Ltd.

Raymond has a background in real estate, her husband is a talented carpenter, and her dad was a top planner in Canada. They renovated the Bracebridge home and four seniors moved in, splitting ownership between them. But it wasn’t over. The plan sparked an uphill battle with the municipality, planners, lawyers and retirement homes. "I was pretty sure when I

announced what we were doing I could do it legally, all I had to do was convince others. That was problematic," Raymond said. She won the legal challenges at a huge cost, but her goal was never just one house. "I knew we could do it across Canada. If I was having those problems 10 years ago, I knew the numbers would increase substantially as we moved

forward," Raymond said. Demand for shared home ownership is picking up substantially. Raymond helped create co-housing projects in Brechin, Port Perry, and Guelph. Solterra Co-housing Ltd. just put an offer on a house in Barrie. Shared home ownership is one solution. We need a variety of housing options and models to ensure baby boomers can

fund their own retirement. This will require innovation, planning, and bylaw and zoning changes. In this series, Metroland examines four options: cohousing with a stranger, cohousing with family, retiring up north in Elliot Lake and renovating your home to add accessible features with help from government grants. The Association of Municipalities of Ontario (AMO) released a policy discussion paper in 2016 to recognize that the municipal sector is at the forefront of developing age-friendly communities, including affordable housing. Michael Jacek, a senior policy adviser, said AMO hasn’t come up with specific recommendations like shared home ownership, or co-housing. And they haven’t discussed bylaw and policy changes that may be required. "We’ve been operating more at a high-level to encourage people to do the age-friendly community planning. Creative solutions like that may be the result of some of these community plans," Jacek said. Urban planner John Lewis, an associate professor with the University of Waterloo’s school of planning, said there are municipalities, developers, and community groups facing the wave head on. He helped develop the province’s age-friendly planning guide. Lewis said top developers are leading the way with innovative housing solutions. "Once they have proven the market potential for that kind of housing stock, then generally the rest of the developers will follow suit," he said. Lewis said municipalities and community residents shouldn’t wait for the province to take a lead. Solutions will be found in grassroots initiatives, like Solterra Co-housing Ltd. Four alternative housing options for Ontario seniors Metroland Media explored four housing options for seniors: co-housing with a stranger, cohousing with family, retiring in Elliot Lake and renovating to add accessible features with help from government grants. 1. GO NORTH When Barrie’s Annamarie Sugar and her husband, Don Ough, began searching for a place to enjoy retirement, they wanted a small, quiet community with affordable housing costs. The hunt took them to Elliot Lake between Sudbury and Sault Ste. Marie "Barrie was a nice small town when we moved there," Sugar said. "Now, it’s just too big, too noisy, too many people." Sugar and her husband aren’t alone in choosing the community, thanks to a marketing campaign aimed at attracting retirees.

FULL HOUSE For 25 years, as he and his wife, Donna, were raising their three children, Matthew Penstone’s widowed mother-in-law, Alice, lived with the family. And then Penstone’s father, George, also moved into the family’s Aurora home. Six years ago, Penstone’s daughter, Corrine, asked if she and her partner, Steven Gagnon, could move in to save money for a home. They also revealed they were expecting twins. The boys grew up in their grandparents’ house before the family moved to their own home. The company assists homeowners to modify environments using universal design principles - a seven-point checklist that balances esthetics and comfort with accessibility for people who might be confined to a wheelchair, or have other mobility issues.
