Fire crews battled a two-alarm blaze at a Scarborough highrise Tuesday afternoon. The fire broke out in a fifth-floor apartment at 720 Kennedy Rd. at 1:30 p.m. “Our fire crews noticed black smoke visible from the distance, arrived, found heavy smoke on the fifth floor,” Capt. Adrian Ratushniak said. “They started evacuating residents of the fifth floor. The fire was completely knocked down in a short period of time.” Fourteen trucks were dispatched to the scene. No one was hurt. Police closed Kennedy between Kenmark Boulevard and Corvette Avenue for nearly two hours as firefighters extinguished the blaze and ventilated the building.

Scarborough councillors voted this week to ask local MPPs to keep 24-hour emergency rooms open at both campuses of The Scarborough Hospital and to insist any consolidation of health services “should not jeopardize the proper services to accompany the emergency services.” Mike Del Grande, a former TSH board member, said the smaller Birchmount campus in his Scarborough-Agincourt ward “has been under siege” in terms of its services
Safety concerns The administration’s plan to make Birchmount a centre for day surgery and to send more complex surgery patients to the General campus is “not a very workable solution,” and TSH doctors have expressed concerns for patient safety “en masse,” he said. Scarborough Community Council passed Del Grande’s motion unanimously Tuesday, and the councillor said he
hoped his colleagues will speak to their MPPs personally about the hospital’s future. Senior staff at TSH have promised their cost-saving proposals won’t lead to cutbacks in emergency services at either campus. However, most of those proposals have been delayed while the regional health authority, the Central East Local Health Integration Network, supervises a review and investigates possible integrations between TSH and Scarborough’s other hospital, Rouge Valley Health

Transit a credible election issue W
ith Ontario Progressive Conservative leader Tim Hudak and provincial Liberal transportation minister Glen Murray weighing in this week on the transit debate, it appears transit is set to become a credible election issue.
We say credible because, sadly, elections seem increasingly decided by candidate personality and one-off issues that really have little bearing on governance. At Hudak’s fundraising dinner Tuesday, he outlined his strategy from the party platform, which mentions transit expansion priorities in Toronto to include new subways. Murray said at the Transport Futures conference earlier this week that after “50 years of neglect” the Toronto region was finally making progress in improving transit links. Premier Kathleen Wynne also mentioned in her Toronto Region Board of Trade remarks the importance of transit investment. Those years of neglect, as Murray noted, has contributed to the current state of highly congested roads resulting in the worst commute times in North America according to Statistics Canada and the U.S. Census Bureau. It’s not a matter of just doing what’s good for future transportation and land-use planning, but action is necessary to catch up on work that should have taken place long ago while the city was growing. We’d like to see all political parties delve deeply and specifically into their plans for funding the economic engine of the province – Toronto. Using generalist language, talking about support, doesn’t mean a whole lot when funding remains in question and competing visions for GTA transit remain in discussion. It’s in the province’s best interest to provide detailed view and leadership. It would be naïve to think transit funding is simply a Toronto problem for Toronto residents. And we don’t think anyone does. But political leadership needs to also sell its vision to other parts of the province – and they need to be clear in explaining why it’s critical the province go the extra mile to help GTA transit issues.

Staff played strong hand with casino report
I
n their advice on whether Toronto ought to host a casino, Toronto city staff have played their cards very well. They understand that Toronto is a desirable casino location to Ontario Lottery and Gaming (OLG) executives because of the $1.2 billion annually that gamblers are expected to spend in the facility. In addition, our city is attractive to Queen’s Park because of the $20 million or so in tax revenues forecast over the construction period. Both these figures are substantially larger than if a casino were located elsewhere. They also understand that at present the city is limited to a gain of under $20 million in property taxes. As a result, the benefit of a casino for the city depends on what council can negotiate. In an attempt to offset the huge financial disparity, OLG said it would be willing to offer more than the usual two to five per cent share of revenue. It talked about
david soknacki beyond the headlines the extras a casino would bring: a larger convention space, new jobs, plus the revitalization that such an entertainment complex would provide. Not enough, said Toronto’s city manager, whose report dissects each point to determine how to get the best deal for Toronto. That is why city staff recommend a larger convention floor, less parking, a smaller gaming area, all to be in compliance to city policies, plus a ‘social contract’ for problem gambling. Most importantly, they propose equal revenue sharing with OLG, with a minimum of $100 million annually. It is a term that is unprecedented, necessary, yet risky for the city’s partners. A jump from the typically low rates of revenue sharing to an even division of the
spoils is clearly the maximum for which Toronto could ask. In terms of council’s politics splitting the revenue was necessary, if only to bring a few critical votes along. Already, those opposing the casino say they have 30 of council’s 45 votes. If city staff had asked for anything less, council would scuttle the entire project. These demands are just on the edge of reasonableness, so that councillors know that it is the best Toronto can achieve. At the same time it is clear that Toronto’s proposal will cause the OLG problems with its other casino hosts, and Premier Kathleen Wynne will have other areas in the province clamoring for parity. It is no secret that OLG offers other facility hosts considerably less. In an early attempt to build interest, OLG executives estimated Toronto’s hosting fee to be in the $50-$100 million range, but did not provide a for-
mula. Even that announcement caused an uproar as every municipality already with a gambling facility wanted an increase. The premier could only respond by declaring that OLG must provide one hosting formula across the province. How the OLG and premier deal with Toronto’s steeper demands, from the richest market in the province, becomes their problem if council approves the report. City staff have turned a doubtful proposition into proposals so aggressive that they merit consideration. They point out that bringing a minimum $100 million per year to Toronto, plus 10,000 jobs, plus compliance to city regulations will be a significant accomplishment. City staff were correct to play their hand strongly. The game now turns to council, the OLG and the premier.

Casino future up to council
T
hey asked for a report on casinos. What Mayor Rob Ford and Toronto Council got was a Rorschach blot. On Monday, the mayor’s executive committee will be starting what could be a two-day marathon to consider the long-awaited report from Toronto city manager Joe Pennachetti, setting out “the facts” on the prospect of allowing a casino in Toronto’s downtown. The report is curious. It lays out many benefits to approving a casino, makes mention of the potential downside, and also notes that Torontonians who participated in the public consultation this winter were dramatically opposed to the idea, and those who responded to a poll were more marginally so. But it does not recommend any course of action. What it does do is set out conditions for approval that on the face of it would make it nearly impossible for a casino to happen. Toronto
david nickle the city would need to receive an unprecedented hosting fee – effectively splitting the fee the province would receive 50-50, with a guaranteed minimum of $100 million a year. The private-sector operator, meanwhile, would be responsible for any infrastructure improvements, including public transit improvements it might desire. Ontario’s new premier, Kathleen Wynne, has made it clear several times Toronto won’t get a special deal. The only way Toronto could see the kinds of hosting fees that Pennachetti recommends is if the OLG offers the same deal to other municipalities hosting casinos. In the parlance, that seems like a long shot. Which makes it easy for councillors who are uneasy about placing a casino in downtown Toronto to sup-
port casinos, conditional on Toronto receiving everything Pennachetti recommends. Before the report came out, Ford released a spirited pitch in favour of the casino – one of the most convincing public pitches he’s made since the election in 2010. Whether he can get the report through council is up for debate. Pro-casino lobbyists have been at work on Toronto Council for more than a year trying to drum up support. But so have grassroots community members, urging the opposite. Last week, a coalition of religious leaders weighed in with strong opposition to a major casino. Councillors who were hoping for some guidance from the city manager will only be frustrated. As before, the future of gambling in Toronto will be theirs to call.

In the Wishing Well Players latest show, The Red Feather Ladies Get Their Man by Maxine Holmgren, the ladies are gathered at a local tea room for their investment club meeting, but instead end up discussing a man who has duped them all. It seems that Will – or Willie, Wilson or Bill, depending on who you’re talking to, was simultaneously engaged to all six of these women, designating one day a week to each and whom none suspected until a photo was shown by one of the ladies to the rest of the group. Each of the characters in this one-act play has a story of their time with their version of “Will”. There are many funny oneliners and colourful bantering, but investments seem to be the last thing on their mind as they talk about how they’re going to get revenge while sharing their previous efforts that have all failed. Throughout the show the presence of their waitress Alice (Nancy Crabb) exasperates the situation because while she is sweet, her waitress skills are sub-par, which annoys the women but is a
great comedic role. She is also the one who surprisingly plays a bigger role in all of this, far greater than serving the ladies tea. This cast does a great job both as an ensemble and individually, and there a number of laugh-out-loud moments. The different personalities make each lady’s plan for revenge more creative than the last and keep the show interesting and entertaining. stunning set The set is a stunning tea room, meticulous in detail and beautifully constructed. It has an elegant look, complete with antique tea cups and kettles, pink and yellow walls, decorative linens and artwork. The result is a set that resembles an actual tearoom open for business.
This production is part of St. John’s United Church’s annual dinner theatre fundraiser, and there is one more weekend left to see the show and enjoy a meal while supporting a great cause. This year, money raised will go towards supporting various programs within the church. The remaining shows of The Red Feather Ladies Get Their Man will be this Friday and Saturday, April 12 and 13, at St. John’s United Church, 2 Nobert Rd. Abandoned bikes to be removed City workers will be setting out to pry the locks off abandoned bicycles on city ringand-post locks over the next few weeks, so cyclists who use their ride will have more places to park. The program is part of the city’s annual spring cleanup — when city workers and eventually the public scrub away graffiti, pick up litter left by melting snow and generally spruce up the old town
for the warmer months. The bike removal plan is a new component. “Removing abandoned bicycles is an easy and effective way to ensure that the city continues to provide adequate bike parking for cyclists,” said public works and infrastructure chair Denzil Minnan-Wong in a statement. The city is asking for the public to call in with reports of abandoned bikes — or
bikes that appear abandoned — by contacting the city’s 311 service. Abandoned bikes can usually be identified by having parts that are missing or damaged, flat tires, is in some other way unusable, and usually it’s been locked in the same place for more than a month. Workers won’t immediately remove any bike where there’s any question as to its status.

A restaurant owner was tied up during a holdup Monday evening. Police said three masked men entered Biryani House on Markham Road near Eglinton Avenue at about 7:45 p.m. One suspect tied the owner to a chair while he and his accomplices stole appliances, rice, a TV, a cash register and a laptop. Jewelry and cash from the victim’s purse was also taken. The victim, a 23-year-old woman, escaped injury. One suspect is black, 25 to 30 years old, 5’10 tall with a thin build. Police are looking for two men following a knife-point robbery near Eglinton Avenue and Kennedy Road. Police said two knife-wielding men came up to an 18-year-old man and demanded his belongings around 6 p.m. on Sunday. The victim complied, and the suspects fled with the victim’s cellphone and iPod. No one was hurt. The robbers are 20 to 22 years old, about 5’9” tall with medium builds. One had short black hair. DRIVER HURT IN ROBBERY ◗CAB
A 45-year-old cab driver received minor injuries after being robbed Sunday night. Police said a Royal Taxi driver picked up a fare at Steeles Avenue and McCowan Road at 10:15 p.m. The passenger was driven to the Ellesmere and McCowan roads area where he stole the driver’s cash and ID and hit him in the head. The robber, who was armed with a gun, fled the scene. H e i s described as 19 to 24 years old, 5’2” to 5’3” tall with short black hair and a medium build. The teen was walking to the mall when she spotted a man sleeping in his car recently. “I came back out 30 minutes later and I see him in the same position,” she said. “Something told me something was wrong.” Mayenge knocked on the car window. When there was no response, she called 911. “They gave me instructions: try to
check if the door is open,” she said. The door was unlocked so Mayenge opened it and performed CPR until emergency crews arrived. “It was very nerve wracking, but I just did it out of instinct,” she said. “I didn’t now it was such a big deal until I got that positive ticket.” Mayenge said positive ticketing has changed her perception of police. “I thought cops only went to
people to tell them what they do wrong.” Rajiv Singh, 45, earned the second positive ticket for finding a missing elderly man. Singh was leaving his home one bitter cold morning when he noticed police at a nearby house. He asked an officer if something was wrong. The officer told Singh there was a missing 90-year-old man with dementia. “She gave me a description: a
white puffy coat, blue jeans,” Singh said. “I went about my business and I saw this guy matching the description leaning against a post and looking dehydrated, so I turned around and went back to the officer and told her that this person is standing at Birchmount and Ellesmere.” A few days later the officer showed up at Singh’s home. “I go, ‘Am I in trouble?,’” Singh recalled. “She said: this is a positive ticket
