Welcome From Mayor Tolbert Dear Friends, As Mayor, I would like to personally invite you to join me in celebrating all the wonderful activities that happen in Arlington, one of America’s Best Communities! Our grand celebration of the Fourth of July is the kick off to many more great summer events that provide a wide variety of entertainment for all ages. The list of activities during the Fourth is immense. This year is no different, and will feature some new events to accompany our many traditional favorites. It always amazes me how many volun-
teers and community groups spend our nation’s birthday hosting the events! Start your day off with the Pedal, Paddle, Puff Triathlon, and the Pancake breakfast by The 12th Man Grill with proceeds benefitting Youth Dynamics. The fun continues with the Kiwanis Auctions, the new Stilly Beer and Wine Garden and food concessions, the Old Fashioned Kids’ Carnival, the Grand Parade & Kiddies Parade, the Duck Dash, and ending with the fireworks display. This is one of my favorite days in Arlington; it is a great day to visit with friends
old and new, discovering what makes Arlington such a special place and one of America’s Best Communities. The party doesn’t stop after the Fourth of July, as the high flying fun and entertainment of the Arlington Fly In begins on Thursday, July 7th and continues through Saturday, July 9th. The world’s finest aerobatic performers and Paul Allen’s Flying Heritage Collection will be on hand along with daily airshows. New in 2016 is the move of the airshow on Friday to 7 p.m., which will be followed by the Hot Air Balloon Glow at 9:30 p.m. The annual downtown Street Fair is always a guaranteed winner with lots of great vendors and entertainment from Friday, July 8th through Sunday, July 10th. The summer events continue with Movies in the Park in July, Music at the Terraces in August, and the Stillaguamish Tribe’s Festival of the Riv-

A percentage of the proceeds from the breakfast will go to benefit Arlington Youth Dynamics. To dine in at this feast, gather around at Haller Park, 1100 West Ave. at the Stillaguamish River. Compete in the Pedal,Paddle,Puff Race begins at 10 a.m. Starts at Haller Park For those who can’t resist the thrill of competition and exercise, Arlington takes full advantage of the Stillaguamish River with its Pedal, Paddle, Puff Triathlon, starting at 10 a.m. on July 4, with registration from 8 to 9 a.m., and course instructions from 9-9:15 a.m. The Triathlon begins at Haller Park with a 3.1 mile run. That is followed by the 5.8 mile bike ride. The final
section is approximately 6 miles down the Stillaguamish River using a canoe/kayak. The good-natured competition offers recognition for top finishers in a variety of categories including Overall Teams, Family Teams, Local Teams, Iron Man and Iron Woman. New this year is a Puff only 5K run. The Arlington Runners Club is presenting the annual event. Going,going,gone at the Kiwanis Auctions Silent auction 9-10 a.m. Live auction at 10:30 a.m. At Haller Park The Kiwanis Club of Arlington’s fundraiser auction , held on the Fourth of July at Haller Park, raises funds for scholarships that are handed out to Arlington and Lakewood students. The morning event features two auctions, the first of which is a silent auction that
runs 9-10 a.m. The live auction begins at 10:30 a.m. The donations list reads like a telephone book listing of Arlington businesses, many of them Kiwanis Club members and friends. Some of the items available this year include a Palm Springs stay, Stay & Dine Basket from the Angel of the Winds, dinner for four prepared by Seattle-area executive chef Jaesen Rapinan, glass art provided by Kurt McVey, a ride to school on an Arlington Fire Department Fire Engine, and much, much more.

Stilly Beer & Wine Garden at Haller Park July 3 4-10 p.m. July 4 Noon to 8 p.m. The Arlington Fourth of July celebration will offer a new event this year with the Stilly Beer & Wine Garden being presented by the Arlington Runners Club. The Stilly Beer and Wine Garden will be open July 3, from 4-10 p.m., and July 4, from noon to 8 p.m., at Haller Park. The event features locally brewed beers
from Skookum Brewery, River Time Brewing, Whiskey Ridge Brewing, Whitewall Brewing and Brewbakers Brewing, as well as a variety of wines provided by Grocery Outlet. Pre-sale tickets are available for $10 and include entry for both days, a mug and your first drink. Pre-sale tickets are available at any of the participating breweries until July 2. Proceeds from the Stilly Beer & Wine Garden will benefit the Splash Pad at Haller Park.

Celebrate an Old Fashioned Fourth Noon - 4 p.m. Legion Park The Arlington-Smokey Point Chamber of Commerce is once again presenting an Old Fashioned Fourth celebration at Legion Park, from noon to 4 p.m., on July 4. The event features a variety of activities including a rock-climbing wall, pony rides, a bounce house, carnival games and more. Food and refreshments will also be available. This is the fifth year the Chamber has put on the event which has grown each year that it has been held. The Old Fashioned Fourth celebration will be at Legion Park, noon to 4 p.m.

Grand Parade rolls down Olympic Ave. Grand Parade Starts at 5 p.m. Olympic Avenue Arlington’s Fourth of July Grand Parade is a grand community experience. It’s fun to see people walking down the center of the street, interacting with fellow Arlingtonians and visitors. The real thrill, though, is riding in the parade. Anyone can do it, just sign up and show up. Cascade Valley Hospital has been coordinating the parade for more than a decade. Line-up and judging will begin at 4 p.m. and the parade begins at 5 p.m. Come early and find your seating place along the parade’s route on Olympic Avenue. Rotary Duck Dash makes a splash 7:30 p.m. Haller Park Ducks, ducks, everywhere ducks, thanks to the Arlington Rotary’s Fourth of July Duck Dash which is celebrating its 28th anniversary this year. The Arlington Rotary will dedicate $50,000 of Duck Dash ticket sales to the planned Splash Pad at Haller Park, as well as raise funds for the many organizations and activities that Rotary supports. Tickets for the Duck Dash can be purchased from any Ar-
lington Rotarian and around town until July 4. Look for signs in local businesses for ticket locations. In addition, Rotarians will be in Arlington all day selling tickets on the Fourth of July. Tickets are $5 each, or 5 tickets for $20 and will be sold until the Grand Parade starts at 5 p.m. The person whose ticket comes in first place in the Duck Dash will win $5,000. There will also be five second place winners who will take home $1,000. Harman,Tilton crowned as Rotary Ducks The Arlington Rotary Club crowned Joan Tilton and Lee Harman as this year’s Rotary Ducks for the Great Stilly Duck Dash. The two ducks dress up in costume and lead the Duck Dash at Legion Park, the Arlington Rotary’s biggest fundraiser of the year. The event funds the club’s efforts and programs, which includes the Haller Park Splash Pad this year. All previous Rotary Ducks vote on the new ducks every year, said A.J. Chase, public relations director for the Arlington Rotary. “We’re looking for people good with kids and who are excited to wear the costume,” she said. He has served in leadership positions in the Rotary Club and has traveled to perform inoculations and help eradicate polio, one of Rotary International’s primary missions. “He has helped not just locally, but globally,” said Chase. “He traveled to Romania to help establish a reading library we helped donate.” Joan Tilton has also been a member for several years with the club, and recently wrapped up a project in Namirembe, Kenya, that provided a solarpowered water system. “She was instrumental in building that solar project, especially with all the tedious details like filling out solar grants,” said Chase.

Local veterans will serve as the Grand Marshal of the July 4 Grand Parade.
Localveterans will lead the Grand Parade A group of Arlington veterans will be the Grand Marshal at this year’s parade A group of Arlington veterans will be this year’s Grand Marshal for Arlington’s Frontier Days Fourth of July Grand Parade. “The veterans have been involved for a number of years in the parade,” said Jennifer Egger, community relations coordinator for Cascade Valley Hospital. The hospital is one
of the major organizers of the parade each year. Egger said that local veterans always help out with parades and are often riding in them. “They’re a fixture in Arlington, not only with the Fourth of July parade, but the Veterans Day parade and other parades,” she said. serving as the Grand Marshals. “It’s great to highlight the members of the community who have served the country,” said Egger. “It’s always an honor to recognize their service.” While in the process of nominating a Grand Marshal a couple of people on the committee wanted to give recognition to local veterans, said Egger, and they decided to open it up to any veteran who wanted to participate. “Arlington has a great tradition of service, not only within the community but for our country as well,” said Egger.
“We’re excited to be able to host local veterans in the parade,” she said. The veterans will lead the parade in a truck driven by Arlington local Craig Christianson, which he uses to drive veterans in other parades as well. Fly-In returns to Arlington July 7-9 After a fun-filled Fourth of July in Arlington, locals won’t have long to wait until a myriad of historic and modern planes will fly down to the Arlington Airport for the annual Arlington Fly-In from July 7 to 9. Planes, exhibits and more activities will be available at the airport at 18204 59th Dr. NE, Arlington. All of the days include numerous planes for visitors to look at and air shows. “It’s not often you can get a close and upfront view of aircraft,” said Barbara Tolbert, ex-
ecutive director of the Fly-In. Many of the pilots will interact with the public as well, she said. “Pilots will talk about their planes and show them off,” said Tolbert. Two warbirds from Paul Allen’s collection, a Hellcat and a Zero, will also be involved in demonstrations throughout the weekend. Other aerial shows will be going on throughout the weekend as well. “You don’t get to see those extreme performance flying on a daily basis,” said Tolbert.

There will also be a movie at the end of each day of the festival, and military tank demonstrations will be shown at noon on Friday and Saturday. Tolbert said the event is popular because it’s family friendly. “We get a lot of repeat visitors,” she said. Thursday, July 7, is the first day of the Arlington Fly-In and will be Kids Day. “There’s a magic about flight that really excites kids,” said Tolbert. Kids like the day because “there’s so many different activities,” said Tolbert. Those
activities include simulators, face painting and other demonstrations. The flight simulators are always a popular event that draw long lines of kids, said Tolbert. Demonstrations include groups like Pennies for Puppies, which raises funds for K9 units in police departments, who will be giving dog demonstrations. Friday, July 8, is Vintage Aircraft Day at the Fly-In where many historical aircraft will be on display. “Ever since the Wright brothers took off in their first plane there has been a fascination with aviation and those original planes,” said Tolbert. Older vintage aircraft give that sense of flight that has inspired numerous people, she said. “When you see those open cockpit biplanes it’s hard not to imagine the adventure of flying in one of them,” said Tolbert. “So people can get off of work and then come down to the air show if they want to,” she said. That night the movie shown will be the 2015 Matt Damon film “The Martian.” On the final day of the festival there will be military pass and review parades, a 2 p.m. air show, and a Seattle motorcycle stunt team will give a demonstration. At the end of the day, near 10 p.m., the 2014 film “Interstellar” will be shown. A free shuttle to Arlington businesses and the Arlington Street Fair from the Fly-in will be run during the event. Pre-purchased tickets online for those arriving by car cost $15 per person if they are purchased before July 4. Tickets after that or at the gate cost $17 per person. More than 100 vendors will be selling their wares on Olympic Avenue during the July 8-10 fair More than 100 craft and other vendors will set up their tents and wares along Olympic Avenue as part of the 26th annual Arlington Street Fair, which will be held from July 8 to July 10. The event is sponsored by the Downtown Arlington Business Association (DABA) and brings vendors with art, decorating items, furniture, food and more to the area. “People like that it’s that
small hometown feel,” said chairman of this year’s event Kathleen Shalan, owner of the Country Rose and the Bella Bungalow. “It’s like a little fair because we have all that street food, corn dogs, elephant ears and cotton candy,” she said. Shaman said that there will likely be more vendors at this fair. “It’s grown a lot this year,” she said. “It seems like we have more vendors than we’ve had before.” Shaman said there would be a lot of the same vendors, but many that the fair hasn’t See FAIR on page 27

seen before as well. Many local craftsmen and local commercial booths will be at the event. “They’ve come from all over Puget Sound this year. We’ve got them from as far away as Kent and Bellingham and Bremerton,” she said. Kids activities will be available including a water feature and free face painting from the Arlington Arts Council. Families also can pack a picnic for Legion Park and come down to listen to the music playing at the event. On July 8 the Old Time Fiddlers, No Chance of Rain and the CC Adams Band are playing. On July 9 Cee Cee James, Linda Severt Family Entertainer, Ginger Ups and Fabulous Roof Shakers are playing. On July 10 TJ&K Trio and Voices of the Village are playing. Last Leaf Productions are also bringing William Shakespeare’s “Henry V” to Legion Park from 1 p.m. to 2 p.m. on July 9. The Street Fair and the Arlington Fly-In will both be running on July 8 and July 9 and there will be a free shuttle between the events. The fair serves as a place where locals can find unique items and also where craftsmen can get their start.

The event also helps the businesses already in the downtown core of the town. “The local businesses also benefit from it because we have thousands of people show up,” said Shalan. DABA is the sponsor of the event, but community support makes it possible, said Shalan. “We appreciate the support from the community to shop local,” she said. Festival of the River returns Aug.13-14 Learn about tribal culture and the environment while having fun at the annual event presented by the Stillaguamish Tribe The local Stillaguamish Tribe presents their annual Festival of the River to provide information about their culture, environmental sustainability, and provide family fun and music to the community. The 2016 festival will be held on Aug. 13 and 14 this year at River Meadows County Park in Arlington. This is the 27th year for the local festival. The festival is about encouraging people to learn about their local watershed and Native American culture, as well as having fun, said Tamara Neuffer, outreach and education coordinator for Natural Resources at the Stillaguamish Tribe.
Neuffer hopes that people learn how to take care of their watershed and be better stewards of the local salmon population at the festival. “We want to tell people where they [the salmon] are at, because they’re in trouble right now,” she said. The salmon is culturally important for the Tribe, said Neuffer, so their future is important for the Tribe as well. The festival actually began with a small water quality grant and continues to be funded by the Stillaguamish Tribe as a “gift to the community,” said Neuffer. “This is not based on profits, it’s [the Tribe’s] way of giving back to the community and helping to educate people about their culture,” she said. “People always associate the Tribe with casinos unfortunately, but this is not something the casino pays for, this is something the Tribe decided to pay for with their money,”
she said. The powwow is one of the biggest cultural events at the festival, and it continues to grow every year, said Neuffer. “I think it is the highlight of the event,” she said. This year it will be expanded for the second year in a row with more dancers and a bigger tent. “It was too crowded last year because so many people wanted to watch,” said Neuffer. The other big cultural piece this year will be a feature about the Stillaguamish’s canoe journey and the return of that tradition to the Tribe. A canoe journey was a “significant tradition” where members of the Tribe would travel out in a canoe all across the Puget Sound to visit other tribes and hold feasts. The journeys can last a long time and this is the first time in many years the Tribe has sent out their own canoe. “They’re trying to regain

what that meant to them in the past,” said Neuffer. The festival will again bring in two big-name music acts this year, Aaron Neville on Saturday and Chase Rice on Sunday. Neville is an R&B singer who has four platinum-certified albums and has been a See RIVER on page 29

singer since 1966. Rice is a country singer and songwriter whose single “Ready Set Roll” became popular in 2013 and since then his album debuted as the Billboard Top Country album. Other local acts playing include English Beat, Hallstrom, Skablins, Jesse Taylor, Medicine Hat, Randy Woods and the Low Down Drifters. Both stages this year will be playing music again. Last year the Tribe experimented with storytellers on one of the stages, but that may be moving to a smaller venue, said Neuffer. In addition to music there will be

a wide range of other activities, including animal encounters, petting zoo, Sarvey Wildlife, salmon bake, education booths and craft booths. “We try to get as much handmade crafts as we can,” said Neuffer. Many of the activities are a good way to combine environmental or cultural education with fun, she said. “That’s the beauty of it,” she said. “The core of where the festival started was about the education of the watershed,” and that is where it will continue, she said. The Tulalip Tribes were organized under the Indian Reorganization Act of 1934. The Tulalip Constitution and Bylaws were approved January 24, 1936, and a charter ratified October 3, 1936. The governing body is the seven-member Tulalip Board of Directors. The Tribes provides many services to its members including early childhood development, higher education assistance, health and dental clinics, a pharmacy, a state-licensed chemical dependency recovery program, senior retirement home and cultural activities. We collaborate with the Marysville School District on the education of our youth. The Tulalip Tribes provides oversight to the Tulalip Housing Authority, which provides nearly 300 housing units for tribal members, and to the Tulalip Utilities District, the primary provider of water and sewer services.
