Black bear killed on Allamakee County highway A young black bear was struck and killed by a truck Friday evening on Highway 76 near the Yellow River Forest in southeast Allamakee County. The bear is believed to be the same one that had been pictured on social media last week in a corn field near the Yellow River Forest. It was a young bear weighing about 200 pounds. The last bear reported to be killed in a traffic collision in Iowa was just over a year ago on U.S. Highway 20 near Jesup. DNR Conservation Officer Burt Walters said the bear has been frozen and will be analyzed. It is likely the bear will be put on display at a new Allamakee County nature center being constructed in Lansing. Bears are believed to wander into Iowa from neighboring states such as Minnesota, Wisconsin and

Missouri where there are breeding populations of black bears. Walters said the wooded terrain of Allamakee County combined with the Mississippi River provides prime habitat for bears. People seeing a black bear, or finding sign (tracks or scat), are urged to contact local Iowa DNR wildlife or law enforcement staff to report the animal’s presence. If the bear is causing conflicts with humans, livestock, pets, or bee hives then measures can be taken to deal with the situation. Human safety will always be the first concern; however, respect for the animal receiving the attention from the public and how it is handled is also a priority. Even though the black bear is not currently managed in Iowa with wildlife management laws or a regulated season, the Iowa DNR’s law enforcement and wildlife per-

sonnel will continue to play a lead role in public reports of black bears. However, in cases where human safety or livestock depredation are a concern, the DNR will work closely with the following partners: USDA-Wildlife Services, Iowa Dept. of Agriculture and Land Stewardship – State Veterinarians (IDALS), local police departments, county sheriffs, and other officials as needed. In 2015, there were at least three to four black bears reported several times as they moved around northeast Iowa. In addition to the bear killed on the highway near Jesup, mushroom hunters found a dead bear along the Fayette-Clayton County border in May 2015.

BeneďŹ cial insect to be released in Jefferson County to help manage emerald ash borer BeneďŹ cial insects that will help battle the emerald ash borer (EAB), a highly destructive pest of ash trees, have been released in Jeerson County. Several thousand stingless, parasitic wasps were released near FairďŹ eld. This is the ďŹ rst release of the natural enemies of EAB in Iowa. When EAB was accidentally introduced into North America from Asia, its natural enemies, unfortunately, did not accompany them. This eort is being made to reunite pest and natural enemies to help suppress EAB populations. Following rigorous testing and research, one or more parasitic wasp species, native to Asia, have been released in 23 of the 25 states where EAB has been detected. The parasitoids were produced and supplied by the USDA EAB Parasitoid Rearing Facility in Brighton MI. The two species of parasitic wasps available by USDA Animal Plant Inspection Service target the larval and egg stages of EAB. Tetrastichus planipennisi female wasps, which are about the size of a grain of rice, lay eggs inside EAB larvae, terminating their development into adult beetles. Oobius agrili female wasps, which are the size of a gnat, lay eggs inside EAB eggs, parasitizing them before given the opportunity to hatch. Both species are harmless to people. According to the USDA Forest Service, Iowa has an estimated 52 million rural ash trees and approximately 3.1 million more ash trees in urban areas. Additional suitable sites will be approved and utilized for biological control releases.

Recently, many care providers have reported that they are struggling to be paid by the for-profit, outof-state corporations that now run Iowa’s Medicaid program, which provides health care services to more than a half million Iowans. Farmland leasing meeting set for August 8 in Independence More than half of Iowa farmland is rented. In some Iowa locations, as much as 70% of the land is farmed by farmers who don’t own the land. In northeast Iowa, the result is many conversations and negotiations between farmland owners and producer-tenants to determine what makes sense for farmland leases and cash rental rates. Iowa State University Extension and Outreach in Buchanan County and BankIowa are hosting a farmland leasing meeting at 1:30 PM August 8 to address questions that land owners, tenants, or other interested individuals have about farmland leasing. The meeting will be at Heartland Acres Events Center, 2600 Swan Lake Blvd., Independence and will be approximately 2½ hours in length. ISU Extension Farm & Agribusiness Management Specialist Melissa O’Rourke will present a wide range of topics related to farmland values and leasing. She is a licensed attorney with extensive experience in working with farm, ranch and agribusiness interests. “Year after year, I receive numerous contacts from persons who have questions about farmland values and rental rates,â€? said O’Rourke. “The interest in and conversations about farm leasing arrangements continues to grow, and 2016 is no different. We always have good attendance and discussion at these meetings.â€? “Due to the volatility of land and commodity markets, we have seen had increased inquiries regarding flexible cash lease methodologies,â€? O’Rourke continued. “There are dozens of methods for putting together flexible cash lease arrangements, and we will work through several examples.â€? She also noted that ISU research indicates that on average, cash rent values across the state have declined for three consecutive years, dropping by 6.5% from 2015 to 2016. Farmland owners and producer-tenants need to have more conversation about the cost of inputs to put in the crop and reasonable expectations on profit margins. “ISU Extension and Outreach has good resources for people to use to gain an understanding of how crop input costs can be considered in setting cash lease rates, and I’ll show how those can be used.â€? O’Rourke also noted the increasing age of farmland owners. “ISU Extension research indicates that the average age of farmland owners continues to rise. Fifty-five percent of Iowa’s farmland is owned by people over the age of 65, while 28% of the land is owned by individuals over age 75. We find that children and surviving spouses may be less likely to continue operating the farm themselves. That’s a major reason why farmland leasing continues to increase.â€? Anyone with an interest in farmland rental rates is encouraged to attend. “Both farmland owners and producer-tenants should attend. In fact, the ideal situation is for these folks to attend together and then sit down at the kitchen table to discuss their farm lease arrangements for the coming year.â€? Public Health Department donates sunscreen Submitted by RMC

Skin cancer is the most common cancer in the United States. The most deadly skin cancer is melanoma, which is caused by exposure to ultraviolet (UV) light. Protecting skin from the sun is very important. One step in protection is using sunscreen. Delaware County Public Health (DCPH) recently received incentive dollars for completing their Community Health Needs Assessment. With the increasing cases of skin cancer, DCPH recognized the need to promote sunscreen in the county. Gallons of SPF 30 hypoallergenic sunscreen were purchased with these incentive dollars and donated locally to areas able to accept the sunscreen. “We wanted to give it to areas of high need where children and adults are getting exposed to sun. And where do many go for fun in the summertime? Swimming pools,â€? shared Delma Hardin, Delaware County Public Health Manager. “I am very excited that we were able to get this sunscreen out and available to such a broad group of people in our county. Everyone was very excited to have this sunscreen available to further encourage sun safety.â€? Recipients included swimming pools in Colesburg, Earlville, Edgewood, Hopkinton, and Manchester as well as Kinderwood Child Care Center in Edgewood. In addition, DCPH is giving out small packets of SPF 30 sunscreen at local parades and at the Delaware County Fair. Sunscreen safety tips: • Apply sunscreen approximately 30 minutes before being in the sun. • Reapply after swimming or strenuous exercise. • Apply often if working outside. • Be sure to apply enough, generally an ounce to cover the entire body. • Cover all parts of skin exposed to the sun – don’t forget the ears! • Pick a sunscreen that protects against both UV-A and UV-B with an SPF of at least 15. For children under six years, an SPF of 30 is recommended. • More expensive does not mean better. • Be aware of expiration dates, as some ingredients may degrade over time. • Avoiding the sun between 10 AM and 4 PM and wearing sun protective clothing are additional ways to prevent sunburn. NOTICE OF MEETING FOR APPROVAL OF DEVELOPMENT AGREEMENT WITH WAPSIE VALLEY CREAMERY AND AUTHORIZATION OF ANNUAL APPROPRIATION TAX INCREMENT PAYMENTS The City Council of the City of Independence, Iowa, will meet at the City Hall Council Chambers, on July 11, 2016, at 6:30 p.m., at which time and place proceedings will be instituted and action taken to approve a Development Agreement (the “Agreement”) between the City and Wapsie Valley Creamery (the “Company”), in connection with the construction of a new chiller building for use in its business operations, which Agreement provides for certain financial incentives in the form of annual appropriation incremental property tax payments (the “Payments”) to the Company in a total amount not exceeding $275,000, as authorized by Chapter15A and Section 403.9 of the Code of Iowa. The agreement to make the Payments to the Company will not be a general obligation of the City, but will be payable solely and only from incremental property tax revenues generated within the Independence Urban Renewal Area. Some or all of the Payments under the Agreement may be made subject to annual appropriation by the City Council. At the meeting, the City Council will receive oral or written objections from any resident or property owner of the City. Thereafter, the Council may, at the meeting or at an adjournment thereof, take additional action to approve the Development Agreement or may abandon the proposal.
