Ministry of Environment & Forests, Gujarat Pollution Control Board, Coastal Regulatory Zone (CRZ) etc. In addition, measures are being taken to reduce the impact on environment by opting for sustainable practices. One such step was taken when the first government desalination plant for industries was inaugurated in Dahej in June 2022. The daily requirement of water for industries in Dahej is around 200 MLD, which is currently fetched from the Narmada River. As a result of the desalination plant, having a capacity of 100 MLD (million litres per day) and built with an investment of Rs 881 crore, the industries now gets treated sea water for their use. The growth chemistry Dahej's rise to become a major industrial hub is intertwined with the progress of the chemical industry in the region. The development at Dahej was pioneered by Gujarat Alkalies and Chemicals Limited (GACL) ­ a company promoted by the Government of Gujarat ­ when the company embarked upon expansion plans beyond its complex at Vadodara. GACL established its first unit at Dahej in 1995 and never looked back as it consistently remained in growth mode

by forward & backward integration and diversification. There was a major boost to the industrial development at Dahej with IPCL (now Reliance Industries) setting up their mega petrochemical complex spread over a large area. It is now one of the flagship companies of Reliance Industries Ltd and is on its way to further accelerated growth. As Dahej is strategically located along the coastal area, industrial giant – Aditya Birla Group visualized high growth potential here. Thus, it came up with one of the world’s largest plants for copper products under the banner of Indo­Gulf Fertilizers. The company set up the first jetty in Dahej which was known to have world’s second difficult place to set up jetty due to very high tidal currents. Now, Dahej has 5 functioning jetties loading and unloading millions of tonnes of goods. PCPIR: The petrochemical hub Gujarat is responsible for 62 percent of the total petrochemical production and 35 percent of the total chemical production in India. To further enhance Gujarat’s industrial capacity in these areas, the state set up a Petroleum, Chemicals, and Petrochemicals Investment Region (PCPIR) at Dahej. The Gujarat PCPIR occupies 452.98 sq.km land area and has key logistics advantages in terms of rail, road, sea, and air connectivity. ONGC Petro­additions Ltd (OPaL) ­ an anchor tenant of Dahej PCPIR ­ was incorporated in November 2006, as a mega, grassroots petrochemical complex to use naphtha produced by ONGC at Hazira as well as rich­gas being imported at Dahej. OPaL's petrochemical complex was

commissioned in 2017 with an investment of Rs 27,700 crore.The mega petrochemical complex of OPaL, which exports its products to more than 50 countries, has a capacity to produce 1.5 million tonne per annum (TPA) of polymers (1,100 kilo TPA ethylene, 400 Kilo TPA propylene), 0.5 million tonne of chemicals, and several other products through the associated units of pyrolysis gasoline hydrogenation unit, butadiene extraction unit and benzene extraction unit. In September 2023, ONGC announced its plan to invest nearly $ 2 billion (Rs 166.23 billion) in OPaL. The investment in OPaL is part of a financial restructuring and will see the Gas Authority of India leave OPaL as a shareholder. PIP industrial park attracts big investors Payal Industrial Park (PIP) ­ spanning over 3500 acres of land and built within the Dahej PCPIR ­ is emerging as one of the fastest­growing industrial hubs in India. The Park, which is operated by Arete Group, has been specially designed for chemical and petrochemical industries with an aim to provide a comprehensive ecosystem for businesses to operate. PIP is strategically located near the Dahej port, which provides a logistical advantage to the industries located in the park. PIP is going to be home to petrochemicals, chemicals, agrochemicals, fertilisers, dyes intermediates, pigments, chloralkali, inorganic and organic chemicals, speciality chemicals, polymer, rubber, metals and metallurgical, and textile industries. In addition to its strategic location and EC clearance, the park also has access to fresh water and an in­house common effluent treatment plant, which helps to manage wastewater from the industries operating within the park. Companies (global and Indian) are evincing interest in PIP by setting up new plants in the industrial park. For example, in September 2023, Gharda Chemicals Ltd agreed to set up a manufacturing facility in Payal Industrial Park with a total investment of Rs 600 crore. New frontiers Dahej, through the state government, is supporting the Government of India’s efforts toward the carbon­ (Continued page on 3)

neutral economy by encouraging investment in renewable energy and green manufacturing processes. In line with this objective, Gujarat Alkalies and Chemicals Limited (GACL) and NTPC RE Limited (NTPC REL) signed an MoU in July 2022 for collaboration in the field of renewable energy, green methanol & green ammonia. Two companies have also agreed to mutually explore the opportunities for the supply of 100 MW RE­RTC (Round The Clock) power and synthesizing 75 TPD green methanol and 35 TPD green ammonia for captive use for the production of various chemicals by GACL at its Vadodara and Dahej complex in Gujarat. This would be the first commercial­scale green ammonia and green methanol project in the country and would align with the vision laid out by the Prime Minister Narendra Modi for Atmanirbhar Bharat. Besides chemicals, Dahej is also getting traction from other industries. Holtec Asia has a precision fabrication system manufacturing plant in Dahej, which was opened in 2017. This facility fabricates state­of­the­art technologies, including air­cooled condensers and other heat transfer equipment to support the solar, petrochemical, geothermal and fossil power industries worldwide. Dahej has the distinction of having the fifth largest SEZ in the world In their quest to diversify their supply chains, companies are investing in Gujarat (especially Dahej) to expand capabilities. ultinational enterprises seeking to diversify their supply chains into India are tapping into the existing industrial capacity in Gujarat (especially Dahej) by taking advantage of the government’s policies and growing domestic market.On the other hand, Indian firms are using Dahej as a base to manufacture high­quality products and export them globally. Dahej has the distinction of having the fifth largest SEZ in the world, which has helped it attract large investments from across the globe. Given below are some of the recent examples.

Four companies to invest Rs 1,400 cr On 2 August, 2023, four industries signed MoUs with the Gujarat Government committing a total investment of Rs 1,401 crores in the chemical sector. These industries will set up their units at Saykha and Dahej GIDC in Bharuch district providing 2285 potential employment opportunities. As per the MoUs, by 2024­25­26, the industry will be set up by Gujarat Fluorochemicals at Dahej­2 with an investment of Rs 50 crores in Saykha and Dahej GIDC to produce lithium hexafluorophosphate used as battery chemical in electric vehicles. Apart from this, Savita Green Tech Limited will start a plastic bottle recycling project with an investment of Rs 493 crore in Saykha GIDC. Harcros Chemicals Pvt Ltd will set up a specialty chemicals plant at Dahej­1 with an investment of Rs 300 crores, while Ashu Organic (India) Pvt Ltd will start a manufacturing plant for dyes and

pigment intermediates in Dahej­3, with an investment of Rs 108 crores. SRF commissions capex project SRF's capex project (with investment of Rs 147 crore) for the Dahej plant was commissioned and capitalised on September 30, 2023. SRF operates in diverse sectors including fluorochemicals, specialty chemicals, packaging films, technical textiles, as well as coated and laminated fabrics. Fluorochemicals and specialty chemicals are expected to be the pivotal growth drivers for the company in the long run. In FY24, SRF is expected to capitalise on projects amounting to approximately Rs 3,200 crore. This capitalisation is attributed to various projects, with Rs 1,100 crore allocated for capex in the fluorochemicals sector and Rs 1,400 crore designated for specialty chemicals.

KBR to build Deepak Fertilisers' smart factory KBR Inc was selected by Deepak Fertilisers and Petrochemicals Corporation Ltd (DFPCL) in October 2023 for a multi­year service contract for the development of its smart factory project. As per the contract, KBR will design and deploy real­time monitoring and diagnostics, first­ principles modelling, artificial intelligence (AI) and machine learning, accompanied by advanced process control, to optimise operations in the four nitric acid plants, located in Dahej and Taloja, India. These digital solutions will help provide dynamic decision support and automation as well as enhance energy efficiency and value from DFPCL's existing assets, thus driving its plant operations to the top. Laxmi Organic to set up manufacturing facility

Laxmi Organics Industries Ltd will spend Rs 710 crore for setting up a new manufacturing facility at Dahej to produce multi products. The product portfolio of the first phase will consist of specialties such as Diketene and Ketene derivatives and essentials such as Esters, Anhydrides and Aldehydes derivatives. Epigral enters CPVC compounding segment Epigral (formerly MeghmaniFinechem Ltd), in September 2023, announced its expansion into chlorinated polyvinyl chloride (CPVC) compounds. With a capacity of 35,000 TPA, the CPVC compound manufacturing plant is expected to get commissioned by Q4FY24 at Dahej, Gujarat. In July 2022, Epigral commissioned CPVC Resin capacity of 30,000 TPA. This was followed by the company announcing further increase in capacity to 75,000 TPA by Q4FY24, a part of which will be utilised for CPVC compound manufacturing with an additional capex of Rs 25 crore. With this expansion, Epigral will be catering to both, CPVC resin and CPVC compound customers in the country. Lubrizol to double capacity at its site in Dahej The US­based company Lubrizol will invest Rs 1,229 crore to build CPVC resin plant in Gujarat and will double its existing CPVC compound capacity at Dahej from existing 70,000 million tonnes to 140,000 MT. Lubrizol also plans to set up a local R&D centre, which will be its second global R&D centre after North America. With this investment, Lubrizol becomes the only company in India with end­to­end CPVC capability. This capacity will also cater to neighbouring high­growth (Continued page on 5)

markets like Nepal, Bangladesh and Indonesia. Gulbrandsen opens aluminum alkyls plant Gulbrandsen, a global specialty chemicals leader, started production of triethylaluminum (TEAL) at a new manufacturing facility located in Dahej in March 2023 to meet increasing global demand. Aluminum alkyls are used as co­catalysts for manufacturing polyolefins, synthetic rubber, pharmaceuticals and other fine chemicals. Gulbrandsen is a manufacturer of industrial chemical intermediates, fine chemicals and catalysts used in process industries. Croda International to build Rs 500 crore plant In March 2023, speciality chemicals manufacturer Croda India said it will set up a new production unit at Dahej with an investment of Rs 500 crore in the first phase. The company, a subsidiary of UK­based Croda International Plc, said the new facility will increase capacity to serve rising regional consumption of its consumer care products and growing opportunities in pharma and crop care. It will also provide advanced and sustainable solutions to its customers, further increasing its manufacturing presence to meet fast­growing demand in Asia.

Gujarat Alkalies expands caustic soda plant Gujarat Alkalies and Chemicals Ltd, in March 2023, announced expansion of its caustic soda plant at its Dahej complex. The capacity of the caustic soda lye plant at its Dahej Complex has been increased from 785 million tonnes per day (MTPD) to 1,310 million tonnes per day. As a part of the

caustic soda expansion, a new 700 MTPD caustic evaporation unit (CEU) was also commissioned to cater to the requirement of caustic soda lye production. The new CEU, supplied by Swedish company Alfa Laval, is one of the largest capacity units in India at one location. Banking on future growth

With India emerging as a major alternative to China, companies (global as well as Indian) are looking to investment more in the country to enhance their capabilities. Dahej, given its locational and other advantages, will surely benefit from this trend. While few have already taken steps to increase their plants’ capability in Dahej, many are expected to follow the suit.

L&T Valves offers a range of customised SIL 3 capable High Integrity Pressure Protection Systems (HIPPS) for over­ pressure protection that leverages our expertise of over five decades in flow­control and system integration. In industrial plants, flammable gases released by pressure relief valves during unplanned over­ pressurization is primarily flared. Flaring and venting pose health and safety hazards and constitute a significant source of greenhouse gas emissions. High Integrity Pressure Protection System (HIPPS) is a Safety Instrumented System (SIS), which by definition is a distinct, reliable system used to safeguard a process to prevent a catastrophic release of toxic, flammable, or explosive chemicals. HIPPS can be employed to prevent over­ pressurization of a plant by shutting­off the source of the high­pressure gas rather than by releasing it to the atmosphere. This system closes the source of over­pressure within seconds and has at least the same reliability as a safety relief valve or flare system. A typical HIPPS system comprises the following: • Three pressure sensors (2oo3 voting) that detect the over pressure in the line • A logic solver which receives and processes the input signal from the sensors and transmits the output to the Solenoid Valve in the final element. • A final element (Actuated Valve) which perform the emergency closure action via a Solenoid Operated Valve (SOV) to bring the process to a safe state. Typically, 3 SOVs are • used ­ a manual­reset SOV (M), an auto­reset SOV (A) and one for Partial Stroke Testing (PST).
