BOARD CHAIR AND CEO MESSAGE At The Kitchener and Waterloo Community Foundation (The KWCF), we like to think of ourselves as collaborators, innovators and connectors. Last year surely marked a year of such work, as you will read over the coming pages.

local organizations were selected for the case study, including The Working Centre, Region of Waterloo and Foodlink. We can’t wait to see how these dynamic and passionate leaders will change the face of our community.

The first report in a new cycle began for Waterloo Region’s Vital Signs® (WRVS). In this report, we stepped back and reviewed all 11 indicators, and with the assistance of focus groups and the Vital Signs Expert Panel, it was determined that the four priority areas for our community will remain the same. This year also marked the first time The KWCF worked with the Canadian Index of Wellbeing in hosting the Community Wellbeing Survey. Read on for more details on this exciting partnership.

As always, Random Act of Kindness Day® was a hit last November. Over 160 ‘Kindness Krews’ participated in random acts of kindness on November 7th, and a brand new initiative began last year that we are really excited to share. Read on for inspiration from our youngest community members!

The Engage! K-W program saw many highlights in 2013. Including the 2013 –2014 class, we are proud to announce that 115 local emerging leaders have graduated from the program. Another six

The Foundation’s partnerships flourished last year and we are proud to call Capacity Waterloo Region, Conestoga College, Skylight Productions as well as Decision.io community partners for our important work with the Centre for Community Knowledge, as well as our Community Fund Grants. Last year, over $2.2 million in grants were disbursed to over 190 different charities and non-profit organizations. New endowed gifts to The KWCF in 2013 reached over $2.3 million, with an additional $4 million in new non-owned assets. The KWCF would not be able to do the work we do without the support of our volunteers, community champions and sponsors. Those hundreds of hours of brainstorming, collaborating and meetings do not go unnoticed! We can’t thank you enough for believing in the work we do, and for making your community a better place to live, work and raise a family.

LEADERSHIP IN ACTION Over the past year, The KWCF Board has been developing and refining governance processes. Members of the Board also participated in the national conference for Community Foundations in Winnipeg back in June. There, they had the opportunity to connect with volunteer leadership from foundations across the world, to bring insight and learnings back to The KWCF. Given the completion of the governance work, the Board has now shifted its focus outwards, seeking input and information in an engaged dialogue with people in Kitchener, Waterloo and surrounding areas who have expressed an interest in or are actively investing in bettering the community.

The KWCF Board believes that connecting with its owners is vitally important for determining our strategic outcomes and ultimately accomplishing the Foundation’s mission. The owners of The KWCF include people who have demonstrated commitment to our community by stepping up and being counted through a gift of time, talent or treasure. Throughout 2014, the Board of Directors will be seeking out members of this community who represent our ownership to participate in that dialogue, and looks forward to sharing the results of these conversations.

A NEW DIRECTION The history of the Catholic Community Foundation of Waterloo Region (CCFOWR) dates back to the 1970’s when they, in the absence of government support, actively raised funds to assist in the hiring of teaching staff and development of learning spaces for the local Catholic secondary schools. A major fundraising campaign took place, successfully reaching their goal of $1M.

Then in mid-1984, full funding from the government necessitated a change in the Foundation. Their focus shifted to assist the community by providing financial support within Waterloo Region for worthwhile programs and projects, primarily those of a Catholic educational nature.

realized they needed professional help. They also happened to meet with a former KWCF Board Chair and Foundation friend who suggested that they sit down and connect with The KWCF once again to see what alternative options there were.

CCFOWR reached out to The KWCF looking for ways to work together in managing their funds. It was important to CCFOWR to retain ownership of their funds, and at the time, The Foundation’s services did not allow CCFOWR to retain that ownership, so they opted to invest their funds in a different way.

They discovered that The KWCF was now able to offer similar services at comparable rates, all backed by a team of investment specialists overseeing both The KWCF’s owned assets and managed funds. They also appreciated how, over time, The KWCF adjusted their financial offerings, being reactive to the needs of the community, which made participating in the newly structured pooled fund appealing. In particular, the CCFOWR liked the idea that not only would they maintain the identity of their fund, but they had the opportunity to work alongside an organization like The KWCF, giving each the chance to grow and learn from one another, all for the betterment of community.

Fast forward to 2013. When the CCFOWR were looking to diversify their portfolio, they reached out to the financial community. The CCFOWR Board no longer had the investment expertise in-house to handle managing their investments in a new structure and quickly

GOING ABOVE AND BEYOND If you ask people at Conestoga College Institute of Advanced Learning and Technology, they will tell you that what happens there goes well beyond vocational skills. Students’ understanding of employability and volunteerism is of equal importance to their coursework. Conestoga helps to educate people on who they are, and what role they can play in the future of our community. It was no surprise then, that when Conestoga was looking for a way to invest their endowed funds, they looked to The KWCF. The two organizations share similar values, separated only by how they work to fulfill those values. Over the past few years, several opportunities have arisen for The Foundation and Conestoga to work together, each more successful than the last. The work has ranged from connecting media and design students to local non-profits seeking to tell their story through The Foundation’s Centre for Community Knowledge, to student-designed custom artwork for The Foundation’s collaborative office space, to partnering on Random Act of Kindness Day® activities. Because of this, each has developed a mutual respect for the other and their commitment to community.

In 2013 Conestoga was looking for opportunities to invest some endowed dollars in a way that was affordable and that ultimately aligned with the values of the organization. After extensive conversations with The KWCF, Conestoga decided to invest their dollars as a part of a pooled fund managed by The Foundation. Conestoga still owns the funds, but by investing in the pooled fund, they are able to take advantage of the lower fees and historically higher returns that The Foundation is able to provide. The Foundation is delighted to provide this service to Conestoga and other organizations in this community. It allows organizations to focus on the work they are meant to do, like helping shape the future of young leaders of Kitchener-Waterloo and area!

After the successes of priority grantmaking in 2012, The KWCF decided to continue this focused approach in 2013. Grants from the Community Fund reached over $600,000 to the priority areas of Arts and Culture, Getting Started (in this community and in life) and Health and Wellness, all supporting the overarching area of Belonging and Leadership. With the assistance of a new decision-making tool, Decision.io, KWCF staff worked with our Community Fund Grants Committee volunteers to select projects that demonstrated the ability to make a lasting impact in one of the priority areas. In the coming pages you will read about some of the projects supported by The KWCF’s Community Fund, and the impact that The Foundation’s investment will have in our community.

BUILDING NON-PROFIT CAPACITY The Family Centre is all about working together. When Family and Children’s Services of the Waterloo Region opened the doors of The Family Centre it was as a service hub delivering programs to vulnerable children and their families. This was all done through partnerships with a diverse group of organizations that support the wellbeing and health of families and children.

The potential at The Family Centre to foster and develop partnerships was quickly realized, and the concept of a non-profit ‘Community Hub’ was a logical next step. It also addressed a key need in the community: small and startup non-profits were facing financial and logistical challenges, creating barriers to developing sustainable organizations able to meet community needs. So, plans were made to develop a model for a non-profit ‘incubator,’ creating an environment for partners to work and think in a collaborative way. Participating non-profit organizations would receive startup assistance with rent, organizational capacity building and mentorship, while engaging in a culture of collaboration with small and large organizations. Space within The Family Centre was re-purposed to house these smaller non-profits, with mentorship meetings provided by Capacity Waterloo Region. Through the financial generosity of funders like The KWCF, the

Community Hub truly is a space designed to build capacity in the local non-profit sector. The proximity and positive working relationships do lead to more cost-effective creative services and solutions; however, the greatest value of the Community Hub is its social value. The ultimate benefits to the clients of the non-profits include improved accessibility, broader service offerings and an inclusive community environment, making our community a better place. RIDERS WANTED! The Working Centre is helping to breakdown transportation barriers, making our community a healthier place, one bike ride at a time. The Community Access Bikes Project is a community-based bike sharing model that offers affordable, easy access to bicycles. Plans are in place to deploy 100 bikes at 12 hubs throughout Kitchener-Waterloo, and The KWCF is proud to support this program with a grant of over $52,000 from the Community Fund. Bicycling in Waterloo Region has grown in popularity over the last few years, and the development of a bike infrastructure through programs like this, along with safety initiatives such as the Region of Waterloo’s Bike Ambassador project, is well timed and much needed. Best of all, the Community Access Bikes Project will not only have the expected positive effects on health and wellness of the riders, but will inevitably add to members’ sense of wellbeing and belonging. Part of the program will be the increased need and deployment of volunteers with the community bike shop Recycle Cycles, another

program hosted by The Working Centre. Of course, having access to cost-effective transportation will also assist in getting marginalized sectors of the community access to new job opportunities. The benefits of a community bike share program are endless. The local program has been customized to meet the needs of our community, and at a mere $40 per year for a membership, how could we afford NOT to help grow the cycling culture in Kitchener-Waterloo? Over the first 90 years of existence of community foundations across Canada, as a movement, we have traditionally focused on building endowments and granting to the community. It has only been over the last decade that community foundations have taken a two-sided approach to community impact, stepping into the area of leadership programming. The KWCF’s first step into this area was the launch of Waterloo Region’s Vital Signs® in 2007. Since then, the work that your Community Foundation does in philanthropic ‘programming’ has expanded to include Engage! K-W, Random Act of Kindness Day® and the latest addition, the Centre for Community Knowledge. These exciting initiatives are highlighted in the following section, and we’d like to encourage you to visit The KWCF website at www.kwcf.ca to learn more or to get involved.

THE START OF A NEW CYCLE In October 2013 The KWCF launched Waterloo Region’s Vital Signs® (WRVS), marking the beginning of a new three-year cycle for the check-up on community vitality. It was in this past year that we paused to reflect on the past six years of Vital Signs® in Waterloo Region. What began as a simple printed report has since morphed into so much more. WRVS today represents the way we do business as a community foundation.

A lot of time and consideration goes into understanding which Vital Signs® issues are in most need of attention. Although there will always be some level of need in each of the areas, to truly effect change, the community must focus its efforts. The report is a tool designed to help make informed decisions. There will always be more need than available resources, and Vital Signs® helps The KWCF be diligent and dutiful in the allocation of what resources are needed in order to maximize community impact.

New for the report is the addition of data from the Community Wellbeing Survey. The KWCF partnered with the Canadian Index of Wellbeing to roll out the survey to over 20,000 randomly selected households across Waterloo Region. The survey, designed to capture what it feels like to live and work in the Region, was highlighted in the 2013 report.

LEADING THE FUTURE OF OUR COMMUNITY With over 100 graduates to date, the Engage!KW program is a roaring success. Included in these graduates are 27 bright, emerging leaders participating in the 2013–2014 class. These graduates have been working side-by-side over the 7-month program to reflect on their values, their philanthropic goals and to learn how to make their community a better place to live, work and raise a family. Each year the Engage!KW classes are polled about their volunteerism and philanthropy. Year after year the message heard is that emerging leaders are very busy and often have a hard time saying no to volunteer opportunities or projects. The program is designed to help guide participants in determining what they want to achieve from their volunteering, and whether the time, talent and sometimes treasure they are contributing are really satisfying their philanthropic goals and community priorities. Engagers are also given the opportunity to learn with one another, working together on a case study tackling a real-life challenge facing a local non-profit. The case study organizations for the 2013 year were: • The Working Centre • Canadian Blood Services • Foodlink

• The Heart and Stroke Foundation • The New Story Group • Region of Waterloo

Each of these organizations presented their teams with a problem or issue they are currently facing. The teams developed plans, strategies and recommendations to address those needs. The critical learning often comes not from the work itself but from working through some of the trials of partnering with a non-profit; limited resources, time and staffing all play a part. In addition to the program, the Engage!KW Advisory Group has taken on the challenge of networking the current “Engagers” with a host of alumni. Several sessions have been held around K-W and area and alumni from all four years have come together to share their experiences. The recruitment process for the program happens over the spring and summer, and applications are available online at www.kwcf.ca. A SMILE GOES A LONG WAY Random Act of Kindness Day® (RAK Day) has grown over the last six years into a community-wide celebration of kindness. What makes the day so special is that it’s really about people. It’s about strangers and neighbours, co-workers and friends reaching out to one another to make someone feel cared for and appreciated.

That was certainly true for the students at Elizabeth Ziegler Public School in Waterloo. They participated in a new activity put on by The KWCF to help connect students to the elders of our community. In early October, blank ‘sending a smile your way’ cards were circulated to grade one and two students around K-W and area. Students were asked to colour and decorate the cards and return them to The Foundation. Hundreds of cards were received from over 10 different schools, including Elizabeth Ziegler. The cards were filled with rainbows and words of encouragement, poems and promises of friendship; an unbelievable sight for The KWCF staff who collected the cards. Then, on November 7th, volunteers visited seniors homes and longterm care homes around the community to meet with the residents and hand out the cards. The experience is one they will never forget.

As a special act of kindness, The Foundation coordinated a surprise for one lucky school who participated in the activity. A random draw was held, and with the generous support of Erik Traplin, a private concert was held for the students at Elizabeth Ziegler. The students learned something that day. Sometimes when you do nice things for others, nice things can happen in return. For the seniors, it was a chance to feel re-connected to their community, and to truly experience the impact of a random act of kindness. For the children, it was an afternoon of fun and laughter. CONNECTING OUR COMMUNITY The Centre for Community Knowledge (CCK) was founded on partnerships: Capacity Waterloo Region, Conestoga College, Skylight Productions and Igloo Software. Each of these organizations has made a significant impact on the development and roll out of the Centre for Community Knowledge in our community. With close to 60 local non-profit organizations now posting videos, photos and stories on the CCK, it is proof that partnerships can make amazing things happen. The cornerstone of the CCK is the training program. Designed to assist charitable organizations in telling their stories and translating them to video, the hands-on program runs over five sessions, with opportunities for hands-on work with industry professionals. Organizations have the opportunity to work closely with experts in storytelling, video design and editing. Facilitators Christian Aagaard and Nelson Dunk make themselves available for questions and problem solving outside of the sessions. The end result is a profile page highlighting a program in need. 2013 FINANCIAL RESULTS We understand the amount of trust placed with us and take that responsibility seriously. The KWCF Board of Directors is committed to representing our community’s interests, setting direction and monitoring The Foundation’s operations. We are pleased to report that the assets of The Foundation are now approaching the $65M mark. The KWCF Investments: In 2013, The KWCF’s return on pooled investment funds was 16.2% versus the benchmark return of 13.2%. (The benchmark combines performance results from the TSX Composite Index, the MSCI World Index, the DEX Universe Bond Index and the DEX 91 day Treasury Bill Index.) We are pleased to report that over the past 10 years our portfolio has averaged 7.5%, and since inception in 1984, The KWCF’s investment return has averaged 9.7%.

The KWCF uses a ‘specialty’ investment management structure that assigns asset class responsibility to different investment managers. An Investment Committee with senior-level investment management expertise reviews performance using a benchmark performance measurement system. The Committee reviews the target investment portfolio mix regularly and controls allocations to each asset class using the following asset mix targets:

The KWCF Investment Policy was last revised in November of 2013.

The KWCF’s investment goals are to: • Support the mission and principles of The KWCF. • Manage the assets in the investment portfolio to achieve a total rate of return over the longer term that allows the organization to cover grant obligations and operation expenses. • Protect the purchasing power of the capital of the fund in “real” terms (e.g. compensate for inflation).

Donations: Donations are received from individuals, corporations, other charitable organizations and government. Donors may contribute to endowed funds (funds that are held permanently or for a specified period of time, usually 10 years), funds for distribution (funds that are held for granting usually within two years) or to the operations or programs of The KWCF. We are pleased to report that annual donations for 2013 exceeded $2.8M.

Granting: Our granting trend over the past six years has remained relatively stable despite the market downturn in 2007/2008. This was due to the establishment several years ago of a Community Fund Grant Stabilization Reserve and a Community Fund Strategic Granting Reserve to preserve past years’ earnings for future granting requirements. In 2013, almost 100% of the Community Fund Grants were able to be directed to the top four priority areas identified in the WRVS Priority Report. Operations: Operating costs are funded primarily by fees levied on assets under management. However, The Foundation also received grants and sponsorship funding for program-related activities. In addition, The KWCF has an Accumulated Operating Reserve to help ensure future viability of The Foundation.
