he Spokane International Film Festival is back again this year with 50 FILMS from 27 countries, put on by a team of volunteers, including the new festival director, Adam Boyd.

Aside from all the movies, there are parties, awards, Vision Quest’s Matthew Modine — everything a cinephile could want (coverage begins on page 22). “It’s not just about watching a film,” Boyd tells culture writer Dan Nailen, “It’s about discussing the film, having discussions about cinema. It’s really about, are people going to leave the theater thinking and talking about that film later?”

ANDREW RINGQUIST I do when there’s no other options. A lot of the time, if I don’t have an aux cord like I do back home, then I’ll tend to. The stuff on the radio tends to be not so much what I’m interested in, and that’s a huge reason I got an aux cord.

The other issue is here, the radio stations in Spokane are not all that great.

I

f you consider yourself a lonely, independent thinker just living in North Idaho because you love it, do not despair. You are not the only soul worrying about Idaho’s bottom-ofthe-barrel status. Hope is on the way. It’s called Better Idaho.

Better Idaho is the name of a website (betteridaho.org) that will make you laugh, cry, think and generally feel a lot better. Better Idaho is the creation of a young man, Derek Farr, who arrived in Idaho County from Wyoming five years ago and got hooked on the look, feel, beauty, space and ineffable appeal of rural Idaho.

Better Idaho is communicating like crazy from a progressive point of view, using visuals and graphics and shock and awesome humor.

According to Farr, Better Idaho’s style is “defiant, funny and germane.”

Defiant because independent thinkers don’t play follow the leader. Bethine Church, wife of longtime Idaho Sen. Frank Church, used to say that Democrats in Idaho are like salmon, always swimming upstream against the current. Remaining “germane” keeps the oxygen in the water, the room or the website.

Farr says Better Idaho’s “work is visual because humans are visual creatures.

A quick glance of the magazines at the checkout stand in the grocery store affirms this.”

Better Idaho also uses humor.

On your computer screen, you can see Idaho Gov. Butch Otter making a sun-striped grand entrance to the words “Onward to 2009!” The copy that follows applauds the governor’s recommendations to increase funding levels for education. It asks, “Is it too late for a state to dream big? If everything goes according to plan this legislative session, Idaho will make a significant achievement: 2009!”

The site then lists the collateral damage Idaho has sustained in the seven intervening years: 44 Idaho school districts now operate on a four-day school week, and their scores are lagging behind state averages. Ninety-four of Idaho’s 115 Idaho school districts now depend on supplemental levies to operate.

of taxes and budgets, so the center does a real service in watchdogging the interests of every Idaho John or Jane Doe taxpayer, as well as the state and its cities and counties.

The center is a nonprofit, nonpartisan organization with a decidedly centrist approach to financial policy. The center’s advisory board includes former Republican Superintendent of Public Instruction Jerry Evans, former Republican State Senator Hal Bunderson, and other knowledgeable academics, business leaders and public citizens.

Lauren Necochea is now the center’s executive director. Necochea graduated from Pomona College with a degree in economics and received a masters in public affairs from Princeton University. She and her husband, Gary, live in Boise with their two very young daughters.

ne stated purpose of Better Idaho is to reverse the dwindling of the American middle class and to revive the American dream. All this smart thinking and raucous fun is happening down the state road a piece — in Grangeville, Idaho, on Mountain Time — at the north end of the gorgeous Camas Prairie. Farr says he can see Pacific Time from his window.

A second engine of hope is the Idaho Center for Fiscal Policy, which was founded in 2011 by Mike Ferguson, Idaho’s former chief economist, for the purpose of providing fact-based information on state budget and tax issues to interested members of the public.

Few people can frolic comfortably in the field

Idaho’s money matters. The center does not take positions for or against individual pieces of legislation. Necochea and her team let the numbers speak for themselves.

And the numbers speak volumes. Idaho’s total tax collections per person are the secondlowest in the country. And as we still blush to admit, Idaho is next to last in the country in dollars it spends per student.

I

n 2015, Necochea and her team were successful in shining the light on a questionable bill that would have substituted a flat tax for Idaho’s slightly graduated income tax.

This month, the Center for Fiscal Policy has issued a summary of four proposals from the Idaho Legislature’s Tax Working Group. These four proposals would reduce Idaho state revenues by up to $64.5 million a year and take another $21.4 million away from local governments.

It’s significant that the Tax Working Group, which was charged with making recommendations, did not recommend approval of any of the four proposals they have submitted for review.

Leading conservative opinion magazine National Review has a long history of calling out elements it wants expelled from the conservative movement. It fought vehemently against the radically right-wing John Birch Society in the 1960s. Now, in its latest issue, “Against Trump,” it’s doing the same against DONALD TRUMP. Everyone from the magazine’s editorial staff to talk show host Glenn Beck and Ronald Reagan’s former attorney general penned pieces condemning Trump as a vulgar, egotistical statist unworthy of conservative support.

On Twitter, Trump countered, “National Review is a failing publication that has lost it’s [sic] way. It’s [sic] circulation is way down w its influence being at an all time low. Sad!” (DANIEL WALTERS)

Like a reunion show featuring old cast members, two prominent Republicans made cameo appearances in the ongoing drama (or comedy, depending on your perspective) that is the race for the GOP nomination for president.

Earlier this week, former Texas Gov. Rick Perry, a one-time front-runner in 2012 who ended his 2016 campaign for the White House in September, endorsed fellow a Texan, SEN. TED CRUZ, for president. In an interview with Politico, Perry said that Cruz was principled and more conservative than rival DONALD TRUMP, a conclusion the former governor reached after phone calls and spending a day with the firebrand senator. Days earlier, Trump landed the endorsement former Alaska Gov. Sarah Palin, a Tea Party darling who became a favorite of grassroots conservatives as the GOP vice presidential candidate in 2008. SEN. MARCO RUBIO earned the endorsement of Iowa’s largest newspaper, the Des Moines Register, with less than a week until the Iowa caucus. That might not do much to help him win the caucus on Monday, however; some predict it may even help feed the anti-establishment message from DONALD TRUMP and SEN. TED CRUZ. The latest Fox News poll has Trump as the favorite, with an 11-point lead over Cruz. Trump seems confident about his chances, telling supporters at an Iowa campaign rally last week, “I could stand in the middle of Fifth Avenue and shoot somebody and I wouldn’t lose voters.”

On the Democratic side, HILLARY CLINTON and SEN. BERNIE SANDERS are in a tight race for the Iowa caucus, with younger voters polling largely in favor of Sanders. Why more time to relax away from work is needed to keep America competitive

W

e are in the midst of that dreary time of year when the wet, cold darkness seems omnipresent even as we’ve begun to inch towards the light. Many seize the season and use vacation time as a winter-blues survival strategy. With accelerating demands on our time, however, people can feel like they need a vacation just to plan a vacation, or fully recover from their adventures when they return from one. This assumes you are lucky enough to earn any vacation at all.

As the Center for Economic Policy and Research points out, the United States is the only developed country that doesn’t guarantee its workers either paid vacation or holidays. With the least vacation time offered in the industrialized world and 40 percent of Americans not using all of the meager vacation time we do earn, we need to have a conversation about our need for more time off.

Over the past few decades, trends regarding how worker productivity has increased beyond the efficiencies gained by technology have been well documented. Yet with union density decreasing, wages have largely remained flat, while buying power has actually gone down

Fortunately, there are forces pushing back against America’s senseless “more more more” mentality that valorizes self-sacrifice far past the point of productivity.

The Take Back Your Time campaign “advocates for cultural change regarding greater time affluence and less time stress,” offering employers research on how vacations are a smart investment, and supporting a “Time to Care” policy platform, which includes items such as one week of paid sick leave for workers, which recently became law here in Spokane, as well as making Election Day a national holiday.

The Energy Project promotes a paradigm shift that would focus on managing our energy, instead of our time, to maintain peak performance in demanding work environments. Telling ourselves to “tough it out” and “suck it up” around the clock actually has negative consequences for both our job satisfaction and our health.

The field of psychoneuroimmunology studies how stress and adrenal dysfunction can alter our immune systems and make us more LETTERS susceptible to illness.

Pretty much sums up the whole article for me. Why go into a job where you make $40K (if they make that) when you can earn double or triple in tech or finance?

JENNIE COCHRAN: Pay isn’t the main consideration for most teachers. I know teachers who are retiring because the new teacher assessment “TPep” is crazy. The amount of time and the amount of evidence that is required to prove that a teacher has taught is taking time and energy away from students. As far as pay… teachers start at $34K. And they are required to earn 15 credits every five years to maintain their certificates.

Costco is moving out of the city limits. How many more will leave when they tire of government intrusion?

MICHAEL KUHN: City council has no business making laws in this area of commerce. They can’t even respond to code enforcement complaints.

Who would come to your business to enforce this crap? Sick days are a benefit of working at a company which pays them.

STEVE DUNN: I’m sure a responsible employer wouldn’t want his workers to come to work sick just because they can’t afford to lose a day’s pay.

Why community college students in Washington state have trouble transferring to four-year schools

hen Washington state community colleges were faced with budget cuts during the recession, they had a choice: Either keep instructors, or keep advisors. The colleges chose to keep instructors, thinking that would let them offer the same number of courses, which would help students to graduate on time.

Those same colleges are now finding that guidance and support is crucial for students who want to further their education after community college, says Laura McDowell, a spokeswoman for the Washington State Board for Community & Technical Colleges.

For students who hope to transfer to a four-year college, like Sierra Abele, it can take years to even settle on a plan. Abele, a Spokane Falls Community College student, works three jobs. Since she’s been back at SFCC this time around, the 24-year-old has worked with advisors to put together a course plan so she can earn an associate degree and transfer to Washington State University, where she can study biology and go into veterinary medicine.

“I’ve been doing really good with it so far, but it’s like, I need the money to pay for tuition, and then I need the money for moving expenses and I need to get school done,” Abele says. “It’s more of a matter of perseverance and dedication and tenacity, I guess, for me. That’s why I can do it.”

Low-income students, or ones who are the first in their family to attend college, often face significant challenges in transitioning, McDowell says. Without support from advisors, many students become confused with course requirements or have trouble deciding on their future.

“That leaves them with nowhere to turn when they struggle with the transition to college and navigating through the college system,” she says. “The beauty of community and technical colleges is that they offer access, flexibility and a wide variety of choices. Yet for some students, that very flexibility leaves them adrift, as they struggle to define goals and figure out which courses to take.”

New research has revealed how difficult it can be transitioning from a community college to a four-year college — especially in Washington, and especially for low-income students. Only 26 percent of students who start in community col-

lege are able to make that switch within six years, which is the sixth-lowest transfer rate in the nation, according to a study released this month

by Columbia University’s Community College Research Center. Lower-income students, who are more likely to start at a community college, do worse than higher-income students on almost all transfer measurements, the report found.

The same report ranks Washington as the best state in the nation for the rate of students completing a bachelor’s degree once they make the transfer. (Three community colleges in Idaho were slightly below the U.S. average in both categories.)

What that means is transfer students from Washington state community colleges are able to earn bachelor’s degrees if they make it to a four-year college, but they have a problem getting there. It’s a problem, McDowell says, that the state’s community colleges have recognized and are trying to fix.

NOWHERE TO TURN

Erika Saucedo can’t waste any time. The financial aid office at SFCC closes in five minutes, and Saucedo, on a Thursday afternoon, hurries across campus with her 1-year-old son, Isaac, in her arms.

She usually can’t make these kinds of trips to campus. On top of going to class and taking care of Isaac, she works more than 40 hours a week.

But three weeks into the quarter, she hasn’t yet received her financial aid, pay she relies upon for her books and other expenses.

For Saucedo, planning for the future can be difficult when receiving little help. She wants to transfer to Eastern Washington University when she earns her associate degree, and she says she doesn’t get much input into the process from counselors, who are often just as busy as she is.

“You don’t get the quick response you want. You have to dedicate yourself to do everything outside of school,” she says. “I mean, I’ve got a life. I’ve got [Isaac.] I work full time. And so it’s kind of hard sometimes to be on their schedule.”

Cynthia Vigil, a counselor at SFCC, says she sees more than 375 students in her busiest months. She is one of nine counselors at the school. In recent years, faculty members have taken on some of the load in advising students.

Vigil says it can be a complicated system for students to navigate without the proper help. She says that low-income, firstgeneration students can be the most driven, but they also often have more going on. If something goes wrong — for example, their car breaks down, or they get sick — it’s harder for them to recover academically and financially.

“These are real people with real lives,” Vigil says.

At Spokane Community College, there are 1,400 students for each counselor. In the more than 25 years that SCC transfer director Cathy Shaffer has been there, the number of students has increased, while the number of counselors has decreased.

“There’s no way, mathematically, we can even see all of the students,” Shaffer says. “It seems almost impossible to be able to provide the resources they need.”

OUT THE DOOR

Davis Jenkins visited Washington state last week to meet community and technical college teams and discuss how to improve the system. Jenkins is a senior research associate for the Community College Research Center, the organization that released the report on transfer rates.

He notes another factor possibly contributing to Washington’s low rate: a limited number of public universities. The two biggest options — the University of Washington and Washington State University — don’t focus on community college transfers and are more selective. More university centers closer to college campuses might help, he suggests. He also has helped community colleges make career options easier for students to understand.

“People like us try to go on the website and try to figure out the career options, and we can’t do it,” Jenkins says. “It’s too complicated.”

Community colleges in the state, including SFCC and SCC, have moved to a so-called “guided pathways” approach, similar to the plan Abele has. The idea is to create simple, clear choices for students so they get through college with a degree or certificate.

Students may organize courses under a broad interest area, then narrow that down to a credential they want to earn while given advising support throughout.

Creating those pathways, however, requires more advisors, Jenkins says. That’s why the state’s community and technical college system has asked for additional funds for more advising in the state’s 2016 supplemental budget.

In past years, college courses were better mapped out, he says.

But because the goal was to get students in the door, the easiest way to do that was to offer a lot of different courses. Colleges focused on enrollments more than outcomes.

“Now the focus can’t just be to get them in the door,” says Jenkins. “It’s got to be to get them out.” n wilsonc@inlander.com

Labrador and Democrats agree: reduce mandatory minimum sentences; plus, ACLU’s suit against Idaho is dismissed Idaho U.S. Rep. Raul Labrador

The Idaho chapter of the American Civil Liberties Union has lost a battle in its campaign to bring sweeping changes to the way the state provides legal defense for poor people accused of crimes.

On Jan. 20, Samuel A. Hoagland, a judge in the state’s 4th Judicial District, dismissed the ACLU lawsuit arguing that IDAHO’S PUBLIC DEFENDER SYSTEM was so underfunded and overburdened, indigent defendants were denied their constitutional right to an effective legal defense.

The ACLU lawsuit was filed last year against Gov. Butch Otter and other state officials on behalf of four individuals living in different parts of Idaho. In his decision, Hoagland reasoned that the circumstances of the four individuals in the suit weren’t enough to prove that the state’s public defense system, administered by Idaho’s 44 counties, was inadequate. The judge also wrote that it didn’t make sense for the ACLU to sue the governor and other officials in the state’s executive branch, when fixing the public defense system would require action from the legislature.

The ACLU has indicated that it will appeal the decision. In the meantime, an Idaho legislative panel is

preparing a bill intended to provide better training for public defenders and address economic disincentives for providing defense to indigent clients, as well as other issues.

Jon Hanian, Otter’s press secretary, says the governor is concerned about the issue; he mentioned it in his State of the State speech, and will ask for more funding for public defense.

“This was a priority for the governor before the lawsuit and it remains a priority,” he says. (JAKE THOMAS)

Increasingly, the cause of reforming MANDATORY MINIMUM sentencing has become bipartisan, with Republicans — particularly libertarian-leaning Republicans — joining forces with Democrats to try to remove certain restrictions on judicial leniency during sentencing.

Last year, he sponsored the bipartisan Sentencing Reform Act of 2015, reducing mandatory minimums for drug offenders and giving judges greater discretion to make exceptions to the mandatory minimum laws for nonviolent criminals.

tory minimum sentencing of ranchers Dwight and Steven Hammond, and the subsequent, ongoing wildlife refuge occupation in eastern Oregon, to draw attention to the issue.

“Reforming mandatory minimums should not end with drug offenders. Mandatory minimums is not just an urban issue,” Labrador wrote this month in an op-ed in the Idaho Statesman. “This incident shows that mandatory minimums have been inappropriately applied to a variety of crimes undeserving of the excessive punishments.”

Labrador faces disagreement from his Idaho colleague on the other side of Congress over the direction Republicans should be taking on this issue. During a private GOP lunch last week, Politico reported, Sen. Jim Risch of Idaho registered his opposition to a bill loosening mandatory minimums, arguing that the GOP should be the party of law and order. Risch declined to elaborate to Politico, saying he was disappointed that his private comments were made public.

Sen. Tom Cotton, an Arkansas Republican also at the lunch, publicly argued that the bill was dangerous: “I don’t think any Republicans want legislation that is going to let out violent felons, which this bill would do.”

Shifting Precincts, Shifting Stories

The downtown police precinct’s move is still causing turmoil

t probably doesn’t matter where the Spokane police downtown precinct is located — or at least that’s what Interim Chief Rick Dobrow has said ad nauseam.

“The physical location of the precinct is probably one of the least important factors in the crime reduction strategy downtown,” he says. “It’s where we place our assets.”

What does matter, though, is effective use of city and taxpayer money, transparency with the public and open lines of communication between City Hall and its partners in the business community.

That’s why if he could do things over, Scott Simmons, the recently appointed head of the Public Works Division, would give the stakeholders invested in a police presence downtown a heads-up about his division’s plans to move the police precinct from the Peyton Building to the Intermodal Center. As the former director of the Business and Developer Services Division, it’s his call to make the move, but he says he made the final decision with input from two asset managers, two former police executives, Dobrow and Assistant Chief Craig Meidl.

Not included in that decision, or notified when it was finalized, was the Spokane Transit Authority, the Downtown Spokane Partnership and the city council, all of whom had a financial interest in it.

Also, in February 2015, former Police Chief Frank Straub told city councilmembers that the Intermodal Center would open as an additional precinct, not a replacement. In October 2015, a month after Straub was fired, councilmembers were then told the precinct was moving to save the city money and make better use of city-owned property.

On Jan. 21, in a written response to questions from the city council about the move, city and police leaders

said “potential cost savings has been discussed as part of this move to Intermodal, [but] it was not the core reason for the decision.” Then on Jan. 26, Simmons told the Inlander that as far as he was concerned, the Intermodal Center had been planned as a replacement facility since March 2015.

“That is a change in the story,” City Council President Ben Stuckart says. “When we were briefed and approved capital expenses, Straub’s plan was always for [the Intermodal Center] to cover the lower South Hill, and we weren’t closing the downtown precinct.”

n June of 2013, Mayor David Condon stood outside the soon-to-be-opened downtown police precinct right next door to the STA Plaza.

“I’ve never met a pair of scissors I didn’t like,” Condon said before cutting the blue and white LETTERS ribbons with a pair of Send comments to huge scissors. editor@inlander.com.

He went on to praise the partnership between the city, STA, the Downtown Spokane Partnership and the owners of the Peyton Building, without whom the newest effort in community policing would not be possible.

“It’s exciting to be in partnership with the DSP, and a personal thank-you to Mark Richard,” he said, referring to the DSP president. “You’re new to the team, but you’ve definitely hit the ground running.”

Those partnerships allowed the police to open a precinct downtown while paying no rent and getting funding for a full-time officer. DSP arranged for nearby businesses

to pay $2,400 in monthly rent, and STA kicked in the equivalent of a full-time officer’s annual salary, as it has done for 10 years. In 2015, that amount was $86,900.

For Straub, that was only the beginning of a larger plan to open several precincts throughout the city and eventually vacate the department’s headquarters in the Public Safety Building.

Fast-forward to Feb. 17, 2015: Straub told city councilmembers that funds to renovate the city-owned Intermodal Center would allow him to open an additional downtown precinct.

On March 23, 2015, Simmons made an official request to the city council for $147,832 to renovate the space. (Renovations ended up costing $113,518). In his mind, that meant the precinct would relocate after the remodel was completed.

Simmons did not specifically say that, and council Interim Chief Rick Dobrow members did not ask.

Stuckart and Councilwoman Amber Waldref say they voted to allocate that money for an additional precinct, and might not have done so otherwise.

In September, Straub was removed as police chief, and Dobrow announced the next month that Straub’s plan to decentralize the force into precincts was not feasible for a city this size, and the Intermodal Center would replace the precinct at the Peyton Building.

“That’s not realistic in Spokane,” Dobrow tells the Inlander. “We don’t have the capacity financially, nor with our personnel. We’re just not large enough.”

Richard, the DSP president, then testified in front of the council on Oct. 26 that he hadn’t heard a thing from the city or the police, and he was concerned that businesses downtown would be paying rent for an empty space that the police agreed to occupy.

“That deeply concerns us,” he told council members. “We’re striving to have a productive meeting with the police chief and with the administration to try and resolve that.”

He wasn’t the only one left in the dark. Councilmembers also heard about the move in October. Susan Meyer, CEO of STA, says that she and her board didn’t hear until November.

The move negated the agreement between STA and the police, which means that at the same time Dobrow says the department is struggling with staffing, he’s losing funding for an officer.

And since the police pulled out of the Peyton Building before the lease ended in May, the city is now paying DSP $2,400 a month in rent for a space they’re not occupying, Simmons says.

tuckart and Councilman Mike Fagan submitted a list of seven questions to city and police leaders during a Public Safety Committee meeting earlier this month. In short, they wanted to know: Who made the decision to move and when? And how will the move save the city money?

During a news conference last week and in documents provided by the city, they received incomplete and misleading answers.

At no point during the news conference or in the documents was there any mention that the city intended to move the downtown precinct to the Intermodal Center in March 2015.

Instead, Simmons told reporters gathered in front of the newly renovated space just inside the Intermodal Center that the move was part of the city’s effort to oc-

cupy city-owned buildings.

The documents provided to the city council and reporters that day imply that an “STA lease” was expiring at the same time the remodel of the Intermodal facility was completed.

“This left the City in a position that one of the facilities was going to remain vacant, Peyton or Intermodal,” the documents read, making it seem like the two events were serendipitous. But that’s misleading.

The “STA lease” is actually the transit authority’s agreement with SPD to fund an officer. The sublease DSP was paying for, on the other hand, wasn’t up until May 2016.

The documents go on to say that “in a February 17, 2015 Public Safety Committee meeting, then-Chief Straub did present that the police division would be keeping both the Downtown Precinct and the Intermodal facilities for police. Upon further review, it was determined that the police division could not support maintaining an officer in both facilities due to patrol coverage needs.

That decision was communicated and briefed during an October 19, 2015 meeting of the Public Safety Committee.”

Brad Arleth, the precinct captain, was put on paid leave Jan. 4, soon after the move. Dobrow’s decision to do so has placed the move under even more scrutiny.

The allegations against him stem from a complaint for a “serious violation of policy,” and go beyond the rumored squabble over moving furniture between precincts, Dobrow says.

Although he wouldn’t name the complainant, Dobrow tells the Inlander that “we became aware of things from people that work within the city and the complaint was generated at my direction.” He offered no more specifics.

As for the agreement for the extra officer from STA, there’s no new deal in the works. Steve Blaska, STA’s director of operations, says they’re in a holding pattern as to whether or not the organization feels it needs to continue providing funding.

“We’ll huddle again, and we have options,” he says referring to ongoing discussions with the police department. “Unfortunately, I think we’ve lost sight of the fact that the good news is we have a precinct downtown. That’s gotten lost in the noise.”

For his part, Simmons says he’s committed to having quarterly meetings with the DSP and other partners downtown.

“It’s our commitment to meet regularly and share what’s transpiring,” he says. n mitchr@inlander.com

Why the Washington State Department of Corrections is housing veterans together

B

ehind razor wire and under the watchful eyes of corrections officers, a venerated ritual is held each morning. First, a voice comes through the intercom in two housing units: “Veterans to the flag.” Minutes later, prisoners wearing khaki prison uniforms and white New Balance sneakers emerge from two concrete housing units on either side of the courtyard, marching in military formations or pushing wheelchairs for older inmates.

“Halt stop!” one inmate barks and the formation stops next to a flag base in the middle of the courtyard.

An American flag is dutifully unfolded and run up the pole as the other inmates stand silently. After a salute, they march back to their housing units.

These men were once exalted as heroes who signed over years — in some cases even decades — to the country’s armed services. Some were stationed at bases.

Others saw combat in Iraq and Afghanistan. But they all took wrong turns. This morning ritual is one way they’re reminded of a shared experience when they were revered by the public. Now it’s helping them cope with incarceration.

In Washington, the state Department of Corrections has joined a handful of other states that have begun housing veterans with honorable discharges together. The thinking behind the idea, dubbed the Veterans Project in Washington state, is that clustering inmates with military backgrounds will tap into the discipline they cultivated

from living in highly regimented environments in close quarters with other men.

“It’s got a profound impact on violence reduction in this unit, period,” says David Hilpert, a counselor at Coyote Ridge Corrections Center in Connell, Washington. “It’s all about trying to make a better person to hit the street.”

W

hen John Vasconcellos first arrived at Coyote Ridge more than six months ago, he was separated from the other inmates he was bused in with, leading him to think, “I’m in really bad trouble.”

But instead, Vasconcellos, a 45-year-old who did an eight-year stint in the Army and is serving time on an assault charge, was sent to B-Unit, a housing unit where inmates with military backgrounds are housed. Vasconcellos had been in jail before, and remembers fights breaking out with inmates high on drugs or in the throes of mental illness. But this was different.

He was greeted with a stern Uncle Sam extending his finger with the text, “B-Unit Veterans. We Want You.” The other inmates welcomed him and gave him instant coffee and a box of crackers. He’s getting mental health services, and he’s hoping for an early release this year.

Being around other veterans, he says, has made doing time easier and reminds him daily of his past service.

“In the military, you have to live together and put

up with each other, because you have to depend on each other so when you go out there you don’t die,” he says.

“I committed a crime,” he says. “I’m paying time for the crime, but I’ll always be a soldier. I’ll still fight for this country no matter what I did.”

There are 240 veteran inmates in the two units at Coyote Ridge, according to the DOC. In each unit, banners for each branch of the military hang from the wall, along with a POW flag. Next to the entrances are murals depicting bombers and soldiers. On the cell of each inmate is a placard designating the branch of the military he served in. On the back of each inmate’s ID card is a code of conduct stressing honor, integrity, service, respect and personal initiative.

“I think these guys feel like they can control some of their environment,” says Hilpert, the counselor at Coyote Ridge who did 12 years in the Army and helped set up the project. “They were soldiers at one time. That oath of enlistment, you take that for life.”

Inmates and staff say that both housing units are largely free of the gangs, racially charged politics and extortion that’s common elsewhere in prison. Numbers from the DOC show that infractions are three times lower than the facility’s general population. At Stafford Creek Correctional Center in Aberdeen, the only other DOC facility with veterans’ housing, they’re lower than half.

Veterans make up nearly 9 percent of the DOC’s inmate population. In 2010, 3 percent of the inmate population were veterans, according to Teri Herold-Prayer, veterans services manager for the department. But she notes that the DOC has improved how it tracks veterans, and the numbers don’t necessarily reflect an increase.

The Veterans Project began in 2012, when the DOC began looking for way to connect incarcerated veterans with benefits they might be eligible for, such as housing, disability or medical, so they would be able to access them upon their release, says Herold-Prayer. At the

time, she heard that Florida had taken it further, recreating the trappings of military life in its prisons for veterans. She and other DOC staff visited three facilities in Florida, where she says she encountered safe units inhabited by veterans glad to be there.

“We decided as an agency to give it a try,” she says.

Nationally, there are 181,500 veterans in prisons, according to the most recent count by the U.S. Department of Justice. Some states like Virginia and California also have similar initiatives. Idaho, which has 650 inmates who identify as veterans, has nothing similar.

Getting the Veterans Project started at Coyote Ridge was rocky, recalls Hilpert. Corrections officers, many from military backgrounds, would pull inmates aside in the middle of the daily flagraising and search them, he says. Veterans also were reluctant to relocate to a new housing unit.

James Turner, a Navy veteran doing time for a sex offense, remembers relocating to veterans’ housing when it started two and half years ago.

“When I started here, there was only like 15 [veterans],” recalls Turner, who is now the president of his housing unit. “So we had a lot of politics, a lot of violence, a lot of the typical prison mentality. Once we got 30, 35 people, we became the biggest gang, so to speak, and the politics dropped away and it started to get easier to live here.”

At G-Unit, the other veterans’ housing unit at Coyote Ridge, Christmas decorations hang from cell doors during a visit earlier this month.

Inmates mill about sipping instant coffee from large plastic mugs, or sit together at metal tables in the day room, which has the feel of a community center. Unlike parts of the prison, there’s no door slamming or yelling because loud noises put some veterans on edge.

“I’m Army, he’s Marine Corps, but he’s my other brother,” says Anthony Rowe, a black inmate, gesturing toward Scott Weaville, a white inmate seated next to him.

Veteran inmates, says Rowe, look out for each other and police each other. The veterans get along so well that they even prepared a special dinner of nachos for their housing unit on Veterans Day, a rare level of cooperation in prison.

Hilpert says that one of the rules to staying in the unit is having no major infractions, such as assault. To date, he’s only had one.

efugio Sanchez, a 34-year-old Army private, was moved from the Veterans Project after tearing apart a cell in November when he suspected another inmate of

stealing from him.

In an office in C-Unit, he tells Hilpert he’s sleeping more and has begun using a therapeutic coloring book for his post-traumatic stress disorder. He’s also getting more exercise.

“I cut out all the bread and muffins,” he tells Hilpert.

“A healthy body, a healthy mind,” says Hilpert. “Work on how you improve doing that prison time.”

“When I was in the hole, I was really kicking myself in the butt,” says Sanchez, who is disappointed that he let Hilpert down.

Sanchez holds an intense gaze and punctuates his speech with a crisp “sir.” He joined the Army in 2008 and was deployed to Afghanistan, where he frequently was engaged in combat. Some Afghans working as interpreters were secretly working for the Taliban, and he never knew who to trust.

Upon returning, his wife and five kids never knew what would set him off. Sometimes the wrong TV show would send him into a rage.

Some nights he awoke frantically looking for a weapon. Friends from the Army committed suicide. His marriage crumbled.

When his sergeant discovered he was receiving mental health services, Sanchez says he was told to stop, and he turned to alcohol.

“He told me, how could he rely on soldiers if they needed a crutch?” he recalls.

In 2013, Sanchez beat Angela Cannizzio, his live-in girlfriend, and strangled her to death.

He was sentenced to 18 years in prison. He says he doesn’t remember it happening. In C-Unit, Sanchez says he’s always on edge from inmates slamming doors and walking up behind him.

David Morris, a combat veteran and author of The Evil Hours: A Biography of Post-Traumatic Stress Disorder, says that Sanchez isn’t alone in his condition, and that historically after a country goes to war, it sees an uptick in violence after its soldiers return, acclimated to combat.

A U.S. Department of Justice study released last year found that while veterans were less likely to wind up in prison than the general public, those that did were twice as likely to report being told they had PTSD by a mental health professional. A 2012 study published in the Journal of Consulting and Clinical Psychology drew a link between PTSD and the likelihood of criminal arrest.

Sanchez says he’s haunted by what happened. But he says one thing hasn’t changed: “In my mind and heart, I’m a soldier, and no one will ever take that away.”

erold-Prayer hopes that the Veterans Project creates a more stable environment for veterans that ultimately means they succeed after being released. But aside from infraction numbers, she says the DOC has no data on how well the project is working because it’s so new, and there’s been no academic research to date on it.

Indeed, Hilpert says he had high hopes for a recently released inmate from the Veterans Project who now has a warrant out for his arrest.

But as Hilpert walks outside of the housing units back through the chain-link-fence corridor, he knows this: “If you treat them like they’re human, they’ll treat you right.” n jaket@inlander.com

The 18th Spokane International Film Festival brings the world’s cinema to town Considering that film lovers and filmmakers spend much of their time in darkened silence absorbing their cherished cinematic fixes in two-hour increments, it’s no shock that they love the opportunity to share recommendations and war stories when they have the chance.

Hence the popularity of film festivals across the country and around the world, serving as gathering spots for movie fans to meet up, geek out and, yes, watch flicks together.

ADAM BOYD IS NEW TO THE ROLE, BUT NOT TO SPOKANE’S FILM COMMUNITY

hen it comes to putting together the Spokane International Film Festival, new festival director Adam Boyd says it all starts with the board of volunteers and local film aficionados putting aside their personal preferences — at least to a degree — and putting themselves in an imaginary aisle seat.

“We do try to think about the SpIFF audience all the time,” Boyd says. “Who is our audience? What will they find not only entertaining, but moving? What will inspire them?”

With that in mind, the group now led by the 30-year-old Boyd sifts through hundreds of film submissions, visits other film festivals and communicates with distribution companies about what movies are making a stir in screenings across the globe.

The result each year is a Lilac City festival that brings the world of cinema to local screens, and whether the films are political documentaries tackling timely issues or feel-good family flicks, they are generally movies that would not be seen in Spokane without SpIFF bringing them to town.

For Boyd, that’s a major part of the festival’s mission, in addition to giving local and regional filmmakers an outlet to show their talents. Boyd ascended to the director position after years working for the festival in various roles alongside his mentor and now Eastern Washington University peer Pete Porter.

“As a kid, I definitely was the one borrowing dad’s camcorder and making goofy movies with my friends,” says Boyd, who works as an assistant director on films, TV shows and commercials between teaching film classes and working on SpIFF. “I love movies.

I love cinema. I teach classes where I get to show movies to people and talk about them, which for me is a dream job. And any time I can highlight the filmmaking art and industry that’s happening here in Spokane, I’m happy to do it.”

SpIFF gives him another outlet to do just that, through its combination of more than 50 feature and short films, coming from 27 countries this year. The local film scene has grown right along with the festival, over the course of its 18 years of fits and starts, to get to where it is today. When it started in 1999, it “wasn’t much more than a weekend excursion of a few mostly regional films. This is actually our 18th official festival this year,” Boyd says. “It’s grown incredibly to be a week-plus event of films and other programs.

“The festival around 2012 reached its largest size in terms of how many films we program. We’ve probably shrunk down a bit, but the thing that hasn’t shrunk is probably the community response and our attendance. I remember in 2012, the number of people coming to the festival just soared, and that’s really continued on, and I don’t think it will be any different with all the things we have going on.”

This year, that means some new features like an Emerging Filmmaker Program and Panel presented by a new festival sponsor, Terrain, at the Washington Cracker Co. building, along with familiar events like opening and closing parties, a Meet the Filmmakers panel and a collaboration with the Spokane Symphony on a special screening of Charlie “AS A KID, I DEFINITELY WAS Chaplin’s City Lights. The opening night screening of ViTHE ONE BORROWING DAD’S sion Quest is set for the Martin Woldson Theater at the Fox, CAMCORDER AND MAKING a new venue for the festival, and will feature the film’s star, GOOFY MOVIES WITH FRIENDS.” Matthew Modine, director Harold Becker and writer Terry Davis in house to talk about the film. The screening is a fundraiser for INK Art Space.

Juggling all the logistics of the festival is a challenge that would be impossible without the help of the all-volunteer staff — “all the money made at the festival goes into putting on another festival the next year,” Boyd notes — and all that work is geared toward the simple goal of giving Spokane film lovers an experience they otherwise wouldn’t have.

“We’re bringing cinema to Spokane, that’s our mission and goal,” Boyd says. “But it’s not just about watching a film. It’s about discussing the film, having discussions about cinema. It’s really about, are people going to leave the theater thinking and talking about that film later?” 

VISION QUEST I STAR MATTHEW MODINE REFLECTS ON HIS TIME IN SPOKANE

t’s been more than 30 years since Vision Quest hit movie theaters, telling the story of a up-and-coming high school wrestler’s pursuit of glory on the mat, and for the attention of a sexy houseguest. Matthew Modine, soon to star in Full Metal Jacket and Married to the Mob, played Louden Swain, the wrestler in question. He was in his early 20s and just starting out in his career when he came to Spokane to film the movie that had a lot of scenes of Modine sprinting across the downtown bridges or working at the Ridpath Hotel, an MTV-ready soundtrack (Journey! Dio! The Style Council!) and an inexplicable cameo by then-new star Madonna as a bar singer.

Modine (pictured) returns to Spokane for opening night of the Spokane International Film Festival, where he will be joined by the film’s director Harold Becker and the writer of the original story, Terry Davis, as well as Jess Walter and legendary local wrestling coach Cash Stone. Together, they will discuss the film at a screening at the Fox, with all proceeds going to INK Art Space.

Modine traded emails with us to talk about the movie, how it fit in his career, and what he remembers about Spokane.

INLANDER: What did VisionQuest mean for you in

your career when it arrived 30 years ago?

MODINE: I have to give credit to my wife, Cari, for encouraging me to make Vision Quest. You see, I was fresh out of drama school and felt the film wasn’t important and didn’t challenge the morals of the status quo. Or something silly thing like that. What I’m saying is, when a lot of actors come out of school, they’re perched upon a very self-righteous “high horse” and they need to get off of it! That said, because I was filled with those wonderful, big ideas young actors come out of school with, I brought all that knowledge and passion to the character of Louden Swain. When I broke the film and the character down, like Joseph Campbell did with Star Wars, it was clearly an epic tale about coming of age and slaying a dragon. We even had Elmo as Yoda!! I’m very happy my wife saw this aspect of the story and helped illuminate it for me.

As you look back on it now, how do you look at the movie in context of all the things you’ve gone on to do? Is it among your favorite films?

Yes. It is absolutely one of my favorites. Louden is someone everyone knows. He’s like a son or a best friend to millions of people. When I go to sporting events there will always be someone who shouts “Hey Louden! Do you think you’ll make the weight?!” How

could you not love that!

What sticks out most in your memories of your time filming here in Spokane?

I loved how the town feels surrounded by rivers.

All the bridges. But mostly the spirit and generosity of the people from Spokane. It’s a special place.

Are you at all surprised at how excited the people of Spokane still are about Vision Quest? And did you ever expect you’d be returning to Spokane to celebrate the movie?

In my opinion, in many ways, Louden Swain is the physical embodiment of the spirit of Spokane. Louden and Spokane possess that desire to accomplish great things. To live each day like there’s no tomorrow.

Finally, did you get to spend any quality time with Madonna during her part of the shoot?

ake a look at Jason McKee’s résumé, and it might be surprising how much he’s already accomplished in the film industry considering he never went to film school, and he never left Spokane.

He was a visual effects supervisor for director John Carpenter’s The Ward. As an actor, he was once shot dead by Oscar winner Cuba Gooding Jr. He spent nearly eight years as a visual effects supervisor and artist at North by Northwest, a Spokane-based production house, and he’s currently the effects supervisor for the locally made Syfy series Z Nation. Oh, and he recently started his own effects house, MODEfx. While that list might be impressive, those roles are all feeding McKee’s larger goal of writing and directing his own films. His latest, a film called Marty (or you can call it Strativarium if you want to), premieres as part of the People Are Strange showcase of short films Saturday at the Magic Lantern Theater.

“I’m self-taught in the industry with everything, and I just got into film because I was interested in it,” McKee says. “I just started teaching myself everything I could to make myself a better director. I enjoy a lot of aspects [of filmmaking], but directing is definitely where my passion is. I like visual effects as a way to kind of make money.

I like it. It’s fun. But directing for me is really where my heart’s at.”

He clearly has a talent for it. McKee’s first self-made film, a 12-minute black-and-white film noir called Lady Luck Case No. 37, won the “Gold SpiFFy” for Best Short Film in 2010.

“That was crazy,” McKee says of winning a prize with his first effort. “The first few times I showed my stuff, I don’t know if I took a breath the entire film. It’s kind of crazy to see, and it’s kind of a personal thing showing up there [on the screen].”

McKee’s next effort, ’63 Comet, similarly was recognized with a SpIFFy in 2012, and was also accepted into the Raindance Film Festival in London.

Marty is McKee’s longest film yet, a 27-minute character study of a struggling, quirky man looking for art and love on the streets of Spokane, often to the dismay of his protective brother. He shot the film nearly two years ago, but working on it between other jobs meant waiting until this year’s festival for its premiere.

Working on his own projects as a director has helped McKee land some bigger jobs, including a job directing an episode of Z Nation’s second season.

“The thing that’s gotten me noticed to direct is stuff I’ve done on my own, but certainly without the film community here, I have no idea what would have happened,” McKee says. “Things would be a lot different.

“I know a lot of friends who moved down to L.A. to try and make it big. I kind of took the opposite approach, which is being a bigger fish in a smaller pond up here.”

That film community pond in Spokane is certainly growing, though, he says. He didn’t even know there was a film company in Spokane until he bumped into an old teacher who asked what he was interested in. Starting out with that company as a production assistant — “the low man on the totem pole,” as McKee puts it — put him on the path to where he is now, about to take another film to SpIFF. “It was just a small group of friends at that point,” McKee says. “Now it’s a big community in Spokane.” n People Are Strange Showcase: Respite, Inbetween and Marty (or you can call it Strativarium if you want to) • Sat, Jan. 30, at 2:30 pm • Magic Lantern Theater • 25 W. Three SpIFF films are up for Academy Awards this year Several of the films appearing at this year’s Spokane International Film Festival were on the short list for Oscar nominations. Three of them made the cut. Here’s what we thought of them.

BOY AND THE WORLD

It’s a rare that you can honestly say after viewing a film that you’ve never seen anything quite like it, but so it is for Boy and the World, a Brazilian film that is nominated for a “Best Animated Feature” Academy Award, up against the stiff competition of Inside Out, Anomalisa, When Marnie Was There and Shaun The Sheep Movie. Don’t be shocked if this one pulls an upset. The film combines various animation styles to tell what at first seems like a simple tale of a young boy leaving the countryside for the big city in search of his father. As the film progresses, though, it touches on larger themes — globalization, environmental destruction — while never losing its beauty or getting too preachy. Boy and the World is a prime example of what a filmmaker can do with minimal dialogue, excellent music and a wicked imagination. EMBRACE OF THE SERPENT

Blending the mystic, ethno-ecological, and historic into one story, this movie nominated for a Best Foreign Film Oscar loosely follows the diaries of two 20th-century explorers. It begins in the early 1900s, when young Karamakate, an Amazonian shaman, agrees to guide German explorer Theo through the Amazonian rainforest in search of a special plant that might cure Theo’s fatal illness. In return, Theo promises to lead Karamakate to remaining members of his tribe, who he claims to have seen a few years ago. As the journey begins, there is laughter, but any lightheartedness soon fades as they witness the damage wrought by colonialism on the indigenous people — largely due to the rubber industry and the spread of Christianity — culminating in the discovery of an establishment where a Spanish priest violently rules over a group of indigenous orphaned boys. Forty years later, an older and quieter Karamakate leads American scientist Evan on a similar journey in search of the sacred plant. Together they see rainforest destroyed by white colonists and the bizarre meshing of Western and indigenous cultures. WE CAN’T LIVE WITHOUT COSMOS

It’s incredible how much story can be told in a mere 15 minutes. And as director Konstantin Bronzit shows in this affecting animated short, dialogue isn’t necessary to tell a story that is exhilarating as well as heartbreaking. This Russian entry, nominated for Best Animated Short Film at this year’s Academy Awards, tracks the relationship of two lifelong friends who go into training to become cosmonauts. They share life’s ups and downs in their efforts to make it into space, only to meet a cruel twist that threatens their relationship. To reveal more would be unkind. We Can’t Live Without Cosmos is part of SpIFF’s Animation Showcase, along with Alienation, Blindelings, Carface, If I Was God, Otto, Parade, PAWO, The Trumpeter and Zepo. A NEW REEL SpIFF AND T TERRAIN TEAM UP TO SHOWCASE NEW FILM VOICES

he Spokane International Film Festival and local nonprofit Terrain have teamed up to present a new film category scheduled to hit the silver screen this February at the festival.

SpIFF and Terrain’s brainchild started with Terrain’s Luke Baumgarten and SpIFF Director Adam Boyd discussing how to create a partnership between the work of SpIFF and Terrain as supporters of the arts. The result? The first Emerging Filmmakers Showcase in SpIFF history.

SpIFF is known for featuring experienced and established filmmakers in their event showcases, but with the help of the SpIFF-Terrain dialogue, new filmmakers will have a new opportunity to present their work to festivalgoers.

“This is kind of the opening of doors for new filmmakers,” Boyd says.

With the addition of the Emerging Filmmakers Showcase, Terrain has added a new edge to this year’s festival. Terrain’s historic home inside the Spokane cracker factory building will house several SpIFF events, including the opening and closing galas, in addition to the new Emerging Filmmaker showcase.

The indie and hard-wired feel of Terrain’s facility will give the festival an apt home for the raw presentation of new films, Boyd says. And the showcase itself will give new filmmakers an opportunity to present their productions on the big screen.

“It’s really important to make opportunities for young and emerging artists because it’s not just about giving them a place to show, but helping them get a sense of the industry,” Baumgarten says.

The Emerging Filmmaker Program will introduce a category all its own for Spokane’s 18th International Film Festival, and will help emerging filmmakers “find their foothold,” Baumgarten says.

The films screening at the showcase are Litter Bugz, My Favourite Season, Penny’s for Tea, Slide, The Teacher and the Flower, Trio and Vacant. arey Jackson doesn’t consider herself a “film fanatic” by any means. She enjoys a movie as much as the next person, sure. She’s even dabbled in screenwriting a bit, but that was just for fun.

For Jackson, volunteer coordinator for the Spokane International Film Festival, the event is an opportunity to interact with Spokane in an altogether different way than in her everyday life as a 30-year-old Gonzaga grad student and tutor.

“I really like it as a community event, especially because as the volunteer coordinator, I’m usually at the ticket desk,” Jackson says. “I get to see a lot of people who come year after year.”

Like certain sporting events or study-abroad programs, a film festival acts as a pop-up community where people can meet over a passionate shared interest and make friends who last for years, even if the festival is the only time they see each other. This is not lost on Jackson.

“It’s really cool to see how people come together around the film festival,” she says. “It’s such a diverse group because we have people who come to SpIFF who are kind of older, and then we have a younger generation, too. It’s really cool to see different generations interact and have conversations about film.”

Her role started five or six years

ago, when Jackson and a friend stepped in after a person doing public relations for the festival bailed suddenly, two weeks before opening night. As she helped the fest’s organizers rally, she mentioned to then-festival director Pete Porter that SpIFF might need some volunteers to “take tickets and stuff.”

“And he was like, ‘Yes, we do, and a great person to do that would be you!’” Jackson says. “I’ve been doing it ever since.”

The entire festival is run by volunteers; Jackson is the volunteer in charge of the other volunteers, the people who step up each year to handle will call, hand out ballots and take tickets to help the festival work as smoothly as possible.

For the most part, the festivalgoers are friendly and easy to deal with, even when they realize they showed up late and their seat has been given up.

Jackson figures she’s only had one person ever get “irate and freak out,” although she did once have “an 80-year-old woman tell me I had to get more organized because the Internet was too slow.”

Some members of Jackson’s team of 25 or 30 have volunteered longer than she’s been working with SpIFF, and they’re now some of those friends she sees once a year.

And yes, they talk a lot about film during their time together. n

Sordid Tales A new mystery magazine is telling dark stories set in Spokane

S

teve Oliver says that he’s old enough to always want to live in the past. The writer won’t give his age, even to the point of argument, but he remembers when movies weren’t all remakes or sequels. Most of all, Oliver recalls when you could easily find a good crime story.

He’s trying to revive the spirit of mystery and crime writing with his fledgling fiction quarterly The Dark City, which features Oliver’s Spokanebased short stories, in addition to pieces from other writers in based in the Western U.S. It’s a mix of classic detective tales, whodunits and even some noir-ish mystery. Oliver says his goal is to capture the milieu of Alfred Hitchcock’s films in short-story form. It’s about capturing “the dark side of human life,” and he knows that’s something people will never cease being curious about.

“People are interested in crime because it’s the most dramatic act of human beings, to either break the law or violate someone else’s right to live,” says Oliver. “When everybody is behaving well, nobody wants to read about it.” ...continued on page 31

Through The Dark City, now in its second issue, Oliver hopes to create an appreciation of this corner of literature — which he says has fallen victim to formula and cliché over the years — at least at the local level. He loves the old Raymond Chandler stories and hopes his pieces can capture some of that. In October’s inaugural issue, he wrote about a man dying from cancer who sets about murdering all the psychics, spiritual gurus, life coaches and other seers who continue to tell him he’s the picture of health.

There’s violence, but it’s not graphic.

Oliver isn’t looking to put gore in The Dark City; there’s enough of that out there already.

“What I’m looking for is to have stories that have more of a sense of place and real people,” says Oliver.

I

n the 1970s, Oliver experienced a “self-inflicted” mental episode that landed him in a hospital. He’d been experimenting with spiritualism and that led to madness; that’s where he leaves it.

When he got healthy, he took one of the only jobs he could find — driving a cab, often late into the night, through the streets of Spokane.

“In the 1970s, cab driving was pretty wild here. All of the cabs were junkers and all of the drivers were sleazeballs,” says Oliver. “I’m not saying everyone, but it was a low-rent job, especially in the middle of the night.”

Oliver eventually landed a coveted job at Microsoft in the ’80s and moved to the Seattle area, where he worked for eight years. Those were good times to have worked at Microsoft, which is why Oliver has been able to focus so much time on writing.

When he came back to Spokane, he mined his mental episode for the story that would become his first novel, Moody Gets the Blues, a tale of a cab driver still suffering from psychiatric issues who decides to become a private investigator. The Spokane-set story spawned two sequels.

With some successes under his belt, Oliver has looked to help shape the skills of other local writers through a writing group with which he’s published a pair of anthologies. One of those writers is Barbara Curtis, who has a piece in each of the first two Dark City collections. The recently retired music teacher and longtime member of the Spokane Symphony recently dove headfirst into her second love, fiction, with a little help from Oliver.

“He’s not a gentle critic, which did me a lot of good,” says the 66-year-old Curtis. “I just feel like I have done better and better with my stories until I was encouraged to get them published.”

In the most recent Dark City, Curtis lends one of the lighter stories to be found in the publication — a story about a retired woman who thinks that the knowledge she’s gleaned from reading old mystery novels will help her solve crime in her neighborhood. It’s decidedly tongue-in-cheek and harkens to pulp caper stories we don’t often come across these days. Curtis hopes that her stories, and those of others in Dark City, can spread the mystery bug.

“I think mysteries can be a real challenge to the reader if they’re well written,” she says.

M

ost everything Oliver writes is set in Spokane, which isn’t a bad place to serve as the backdrop for sordid tales, he says. The city has had its rough times, and even now, he says, you can find some of the oddest, most hideous crimes in our local headlines.

There’s a darkness here that he likes to explore, and he does so with detail and grace, mentioning certain pockets of the region with a specificity that lends an extra layer for local readers. Perhaps even more intriguing is Oliver’s ability to take us back in time to — as in his most recent story — the 1950s, a period he feels safer exploring for his writing.

“I would also say that I’m writing about the past because whatever the crime, when you have a distance from it, it can be used more as entertainment. When it’s current and gruesome, it’s real people,” he says.

Now tasked with filling up four issues a year with stories, Oliver is taking submissions from across the nation and wouldn’t mind more local stories, too. He’ll take a good story, wherever it comes from.

“Even if they’re tongue-in-cheek, whatever level they are, they’re out of someone’s real experience, which is perhaps even more interesting to think about,” says Oliver.  The Dark City launch party • Thu, Feb. 4, at 7 pm • Auntie’s Bookstore • 402 W. TV THE PEOPLE V. O.J. SIMPSON

Spokane favorite Cuba Gooding Jr. has the pleasure of playing O.J. Simpson.

R

yan Murphy, the man who gave us the melodic horrors of Glee and the twisted glee of American Horror Story, is either the exact right man to tackle the The People v. O.J. Simpson (Tuesdays, FX, 10 pm) or the exact wrong one.

To tell the tale of football great O.J. Simpson’s trial accurately, you have to don both the masks of tragedy and comedy. This is, after all, a story about a murder, about the gory deaths of Nicole Brown Simpson and her boyfriend Ron Goldman. But it’s also a story about what happens when justice collides with celebrity, and celebrity — not O.J. Simpson, but the concept of celebrity itself — comes out the winner.

In the second part, Murphy excels: His reputation for selfaware camp, full of scenery-chewing actors playing zany archetypes, works perfectly when the tale takes trashy tabloid turns. If The People v. O.J. Simpson has a soapy sheen, it’s because from 1994 to 1996, the Simpson trial was America’s soap opera.

At times, Murphy takes this idea too far — a scene with Simpson friend Robert Kardashian lecturing his daughters on the

dangers of fame practically comes with an audible rimshot — but mostly, the series’ utter lack of subtlety is a strength. Themes and character motivations are hammered home, driving the story forward with a thrilling momentum.

Yet when it comes time to dive into the really weighty stuff — two people are dead, for Chrissakes — the series falters. The infamous low-speed chase, where a suicidal O.J. Simpson (Cuba Gooding Jr.) was holding a friend at gunpoint, forcing him to drive his white Bronco, should be exciting, heartbreaking and fascinating. Instead, it all falls flat, with a mishmash of different perspectives killing any buildup in suspense.

The People v. O.J. Simpson is far more effective at getting viewers to identify with the ambitions of high-priced attorneys, rather than the grief of mourning families or the anxiety of a celebrity defendant. Instead, the paparazzi lens of The People v.

Things Past All My Sons might be about forgetting, but the Modern-Coeur d’Alene is staging a memorable production

ike many dramatic works that have been elevated to the classic repertoire, All My Sons covers more ground than it paces.

Though its action never moves beyond a single backyard and its plot is a fraught breadcrumb trail toward revelation over the course of just one day, Arthur Miller’s 1947 play has an expansive poetry that encompasses themes like blind devotion to family, the eternal struggle of practicality versus idealism, and the elusiveness of the American Dream.

At its heart, however, All My Sons is concerned with the act of forgetting. You can hear that quite explicitly in the final, resonant line, delivered

by Kate Keller to her stunned and grieving son: “Forget now. Live.” You can also hear it in subtler contexts, such as when young Ann briefly gets swept up in reverie and — quoting James Joyce’s Ulysses (another 24-hour tale with an expansive poetry of its own), itself quoting a Victorian parlor song — laments “those dear dead days beyond recall.” Nearly every character who crosses the Kellers’ yard lives a present that is encumbered in some way by a past event. Those who don’t are either children or, well, not especially bright. Yet isn’t the bliss of ignorance its own kind of punishment? And so, in the end, whether we choose to remember or choose to forget, if indeed we have any choice in the matter at all, it’s invariably a

As part of its 2016-17 season launch party on Jan. 23, the Modern Theater also announced that it would immediately begin construction of an additional stage at its downtown Spokane location, giving the regional theater franchise a total of three.

Funded by donations from Bob and Pat Mielbrecht, the new Raymond E. Mielbrecht Theater will be situated on the first floor of the building, in the area where the VIP lounge is currently located. The space will seat fewer than 100 people and will be

The current production of All My Sons at the Modern’s Coeur d’Alene location is as effective as any in driving home this tragic futility. It’s a very straight-ahead rendering — no bold flights of fancy on the part of director Jadd Davis, no radical reinterpretations of the core characters. And unless there’s airtight reasoning behind any of those departures, that’s pretty much how it ought to be. Miller’s drama doesn’t need gimmickry to make it relevant.

The set by Jeremy Whittington and George Green, albeit serviceable, seems half-realized and could do with some AstroTurf and other faux greenery to complete the effect; the dappled green of the stage is barely visible. The lighting is middle-of-the-road, too, and doesn’t always evoke the right time of day. The stage direction suffers from a slightly different lack of naturalism. All too often, the characters peripheral to the central dialogue stand at a statuesque remove, as if they’re waiting to be tagged back into the ring.

Where this staging excels is in the quality of its principals. Kim Berg’s Joe is relaxed and agreeable rather than domineering or argumentative, as some have played the character. That soft exterior has the effect of compounding his son Chris’ (Billy Hulquist) sense of betrayal.

Hultquist is hindered most by the “frozen onlooker” stage direction but otherwise gives an excellent performance, particularly when paired with the near-infallible Aubrey Shimek Davis (Ann). As Kate, perhaps the play’s most emotionally complex role, Tamara Schupman is by turns wistful, comforting, resentful and broken. L

iz Nelson remembers the S.S. Beryl restaurant and pub in North Spokane as a hip neighborhood hangout back in its heyday.

“I remember coming here in the ’80s, and it was hard to even find a table. It was that popular,” she recalls from a curving booth in the corner of the dining room, its walls fully enclosed with wood paneling.

“When the [former owners] first remodeled it, it was like the Taj Mahal — all that mauve and brass — everyone was oohing and ahhing and saying, ‘Wow, this is so cool,’” says Nelson.

The vintage relic on North Wall Street hasn’t changed much since then, nor since the Nelsons and their business partner, Todd Phelps, purchased the S.S. Beryl last October, adding it to their collection of eateries, which includes the Steelhead Bar & Grille downtown and several others across the city. Their group, Nelson + Phelps Hospitality, also owns Morty’s Tap and Grille on the South Hill, Selkirk Pizza and Tap House at Wandermere and

Fieldhouse Pizza and Pub near Shadle Park.

The interior of the Beryl is still brass-accented and nautical-themed — giant stuffed crabs and a massive ship’s wheel adorn the walls of the lounge — but Nelson says their team scrubbed the place from floor to ceiling. Out went the dusty silk flowers. Restrooms were gutted and remodeled, and the kitchen was refitted with all new equipment.

The sign out front still reads “S.S. Beryl,” which first opened in 1968 as the Beryl Tavern. Since Nelson’s company bought the restaurant, its name has been simplified to “The Beryl,” which could

change again to “The Barrel” depending on upcoming changes to its physical aesthetics.

“We’re trying to find a happy medium that identifies with us, but also retains its historical integrity,” Nelson notes. “I think we can still create a great place without it being nautical.”

The former menu, which ran 4 to 5 pages, was streamlined into a concise offering of classic surf-and-turf, complemented by seafood appetizers, sandwiches, soups and salads.

Company chef Dan Gonzalez, who oversees the kitchens of all its restaurants, retained a few items from the Beryl’s previous menu, keeping the focus on surf-and-turf. Some of the most popular dishes so far are coconut prawns ($15) with sweet chili sauce, scallops ($22) and the prime dip ($14); the latter comes loaded with grilled onions, mushrooms and cheese, with a side of au jus.

Though perhaps not noticeable from its unchanged outer facade, the Beryl’s interior has been spruced up until the new owners can budget for a full-scale remodel, including the building’s bland exterior. When it warms up, they’ll also update the Beryl’s intimate and fully landscaped garden patio that’s fenced in from the street.

“In the interim, we’re hoping to reintroduce people and let them know we have really good food. It’s a little retro, but it won’t be that way for long,” Nelson says.

The delay in upgrades is mainly because Nelson + Phelps’ takeover of the Beryl wasn’t expected to happen when it did.

Nelson says they’d long been eyeing the decades-old eatery as a potential addition to their company. Then its longtime former owners, Patty and Bob Roloff, decided to retire last year, after having previously approached the group about selling years prior.

Meanwhile, Nelson’s company has been working on opening a second location of Fieldhouse Pizza in Liberty Lake (debuting in early February), as well as beginning renovations of a historic downtown building — a brick structure that most recently housed The Hop! music venue, at 706 N. Monroe — to eventually become the company’s new headquarters and an event center. That project probably won’t be completed until late this or early next year.

“All of our time, energy and resources have been focused on those two things, so when the stars aligned, we thought, ‘How can we say no?’ so we took [The Beryl] over,” Nelson says.

Causing a Stir A new cocktail lounge mixes things up in Hayden

aking the perfect cocktail means making the right choices — sweet, sour, salty — in the right amounts. The same might be said of creating an inviting cocktail lounge, even in pairing unexpected elements.

That’s what Star Nieves thought when she met friends at Stir, a new cocktail lounge and bar in Hayden.

“When I walked in,” says Nieves, who was visiting from Boise, “I thought ‘martini bar,’ but it looks like a sports bar.”

That’s intentional, says Ray Hofacker, who runs Stir with his business partner, Scott Morris.

“We didn’t want to do the typical plush thing,” he says. “We want everyone to feel comfortable.”

So while there are blue lights over the bar, high-top tables and dark wood, the lodge-like interior is an echo of the location’s former life as the short-lived Moose

Creek Pub. And although Stir has eight televisions mounted throughout, on a busy Friday night the volume was turned down so you could hear the music and, more important, each other.

What’s On Tap? Celebrate some brewery birthdays... or buy a brewery

ou’ve likely noticed that breweries like to celebrate whatever occasion possible. When it comes to birthdays, most beer makers like to go all out.

Believe it or not, Black Label Brewing, the smallscale brewery operating out of the Saranac Commons space on Main Avenue in downtown Spokane, has already put their inaugural year in the books. They’re celebrating their first birthday, along with their fellow one-year-old and Saranac neighbor, Common Crumb bakery, on Saturday, Jan. 30. The party gets going at 3 pm and runs until 10 pm. Pints are $3 and you can get a growler filled for just $10.

Also on Saturday, River City Brewing celebrates its third anniversary from 3 to 10 pm, with live music from Folk Inception from 5 to 9 pm and food from Couple of Chefs food truck. The real attraction for local beer fans will be the aged beers River City will roll out of the cellar, including a 2014 stout that’s been sitting in a bourbon barrel.

Also on the anniversary front, Daft Badger Brewing in Coeur d’Alene celebrated one year in business last weekend. The brewery continues to release new,

MICKDUFF’S AT CRAFTED

If you’re one of the folks who loves MickDuff’s Brewing Company’s beers, but can’t always make it all the way up to Sandpoint to sample their entire lineup, here’s a way to work around that. Third Time, No Harm Kung Fu Panda 3 doesn’t reinvent the franchise, but that’s totally fine

he panda is no longer the grasshopper. Now idolized as a kung fu master, if still a little unsure about his place in the world, the titular Po (voiced by Jack Black) is tasked in this third outing of the international blockbuster series with becoming teacher to his fighting unit, the Furious Five. And not a moment too soon, what with an evil, horned spirit named Kai (J.K. Simmons) threatening to steal the chi of every kung fu master in China.

The story takes inspiration from its setting without resorting to crude cultural caricature, although the script itself is only serviceable, ticking off

preapproved-for-kids themes of community, sacrifice and the importance of inner strength.

newly found birth father (Bryan Cranston). The humor — gentle, snark-free — is entirely age-appropriate, with roly-poly panda sight gags the order of the day. And that’s how it should be: Sight is Kung Fu Panda 3’s strongest sense. This is a visually stunning picture, a rhapsody of saturated color and contrasting texture, from the painstaking detail of coarse panda fur to the painterly dreamscape that is the spirit world. The sound design is no slouch, either: The metal clang of Kai’s rattling chains and the mineral clack of the jade trophies he wears on his belt provide aural interest where the dutiful script does not. n

HEY, MR. DJ LOCAL SCENE

Disc jockeys from local stations discuss the state of radio and where area musicians fit in

n a recent drizzly Monday evening, Matt Loi of KCDA’s Local Lounge, Martin Faulks of KYRS’ Sonic Trash and Scott Steele, aka Bunz of Steele on Rock 94.5, gather at Pacific Avenue Pizza in Browne’s Addition. None of them have met before. All have completely different taste in music.

Steele admits to liking Nickelback along with classic rock. Faulks has two kids who don’t care for his taste in punk and grunge., while Loi majored in music and prefers jazz and jam bands best. What they all agree on, however, is a desire to promote local music in Spokane. Over two hours and multiple rounds of craft beer, the three talk about the changing needs of their platform and why they put local music on the air.

SPINNING LOCAL

All three DJs agree it’s radio’s job to get involved in the community; this includes being a part of the local

music scene with concerts, events and yes, airtime.

The free GA’s Too Broke to Rock series at the Knitting Factory started during the recession, when it was harder for folks to afford shows. National touring acts, along with two local supporting acts, would play for free in exchange for promotion and air time on 94.5. Now after more than 30 installments of the series, the program is still going strong, with one coming up Feb. 6. Moscow metal act Vial 8 plays the event, which normally packs in more than 1,000 people, for the third time.

“It’s really a great networking situation; a lot more people check us out online after seeing us perform or hearing us on the radio,” says Vial 8 singer Jeff Mack.

Since 2007, Loi has brought in all genres of musicians to perform on his Local Lounge radio show, a 30-minute spot going in the wee hours of Monday morning. Last summer, Loi and his bosses decided to

find another way to get the eclectic program out there.

“The show isn’t canceled, we’re just trying to figure out what’s next,” Loi says.

As KCDA is part of iHeartRadio, the plan is to eventually unleash a Local Lounge app that would only play area musicians’ work. But nothing has been finalized yet.

While commercial radio sometimes struggles to incorporate local music, Faulks’ weekly Tuesday night Sonic Trash show features a grungy mix of indie punk, including bands like Phlegm Fatale and Itchy Kitty, which recently performed at a KYRS benefit show. At least five shows on the station’s lineup include local music.

“We want to help the little guy,” Faulks says.

FADING OUT

Radio isn’t dead yet. Its imminent end was predicted decades ago with the advent of TV, and once more with satellite radio. Now, with the rise of Internet music services, radio is again feeling the strain. Certainly, the industry is reforming, with many stations streaming entire programs online, but the glory days of young people clamoring to hear their favorite artists’ newest single via radio have long passed.

However, these DJs aren’t convinced that radio will ever entirely go away.

“People will always like the price of free,” Steele says.

“The radio infrastructure is out there,” continues Loi. “In your cars and clock radio, it would be stupid to throw this all away.”

It’s the way in which consumers get their music that may be different. Many cell phones come with a FM receiver, and Android apps like NextRadio pull directly from that. Yet Apple and Verizon are big holdouts on the free technology, seeking to charge people for using data as long as possible.

Referring to broadcast radio as the sun, Steele says that as long as a station has other offerings in orbit — like social media sites, mobile and tablet apps, websites and promoting local shows — companies can survive as tastes change.

“We know in history that suns blow up,” he says. “But you’re ready for it if your brand is everywhere. As long as you have all your bases covered, a station can bring in something else.”

RADIO, STILL

DJs used to work four hours a day. Now, unless they have a hugely successful program that’s nationally syndicated, they work full-time.

“In today’s world of radio you have to be willing to do everything. I’ve cleaned the toilets at my station back in the Tri-Cities,” Steele says.

Both Loi and Steele are DJs and production assistants for various programs. Loi continues his Local Lounge campaign, documenting two to three area shows a week online. It’s not like the 1980s, when Steele’s boss, Gary Allen (GA, the namesake of the Too Broke to Rock series), first started in Spokane. Back then, radio stations were like rival gangs. Fistfights were known to break out between employees of rival stations. It wasn’t all that unlike Anchorman, Allen says. Stations had dozens of employees; today, with auto and digital capabilities, a staff of four is large.

Faulks, at KYRS, has done the DJ thing for seven years. With no formal training, he jokes he learned the necessary skills by watching Dr. Johnny Fever on the late-1970s and early-’80s sitcom WKRP in Cincinnati.

“I’m the guy here that radio is more of a hobby,” he says.

“KYRS is listener-supported. Like public radio, but with no government funding. There are two paid people at the whole station.

We do it because we want to give options that other radio stations don’t offer, like local music.”

At the end of the night, the DJs are laughing about how classic rock stations now play Weezer and Green Day. They say they’re glad that competing DJs no longer fight.

“But wouldn’t that have been something to experience?”

long with Bellingham-based singer-songwriter the Co Founder (Hayden Eller), the City Hall drives their sad-dude lo-fi rock through Jones Radiator on Friday for what they’re calling the Corps of Discovery Tour. Although original City Hall members Luke Hogfoss and Casey Dunau started making music in Bellingham, they moved to Seattle last summer to try their hand at getting a little more famous. While the band can swell to a five-piece, its core remains the original two guys. The act will clearly have to play their gorgeous recent single “Palouse 509” while here. Also take note that the Co Founder’s summer release Old Programs/New Beliefs is worth a couple of spins.

SURF ROCK THE OUTER VIBE

T

he cover art of the Outer Vibe’s latest album Full Circle features a brain in a blender surrounded by pineapple, coconuts and mangoes. That’s how it feels when you listen to this music — which they describe as cinematic surf disco — like your noggin is getting chopped and smoothed into a musical piña colada. It’s untamed rock packed with summery hooks and loud trumpet and ’60s-sounding good feelings (even during the ballads). You never know what will happen next — there’s even a track called “Mystery.” The fivepiece out of Grand Rapids, Michigan, is clearly trying to make listeners smile and dance and forget about their troubles, at least for a little while. At the band’s Checkerboard performance next Monday, the smiling, dancing and forgetting should come all too easily.

The tagline says it all: “a black comedy about white trash.”

Also, if the title of the Civic’s next Studio Theater production sounds familiar, it’s because there was a movie and then a TV adaptation of the partially autobiographical piece by Del Shores — he also wrote Daddy’s Dyin’: Who’s Got the Will?.

Beloved for its eccentric comedy and depiction of the gay lifestyle, Sordid Lives centers around a family in a conservative, rural Texas town who are struggling to recover after the strange and tragic death of its matriarch, Peggy. Like many of the Civic’s Studio Theater shows, Sordid Lives doesn’t tread lightly, and this play is rated R. Directed by Lance Babbitt, the local cast of eccentric characters take audiences on a campy, over-the-top romp.

Do you sing opera in the shower, but aren’t entirely sure if you’re any good?

Gonzaga’s upcoming multi-department production of the dance opera Dido & Aeneas offers a chance to hear ranges of opera and soak in the accompanying Incendo Baroque Ensemble’s lovely pitch. Composed by Henry Purcell in the late 17th century, the opera tells the love story of Dido, Queen of Carthage, and her love for the ancient roman hero Aeneas, who later abandons her. This show uses original choreography and staging, yet with twists throughout. For instance, a male student performs a woman’s role, singing mezzo-soprano.

CLASSICAL GO BIG OR GO HOME

You’ve no doubt been introduced to classical Russian music through Tchaikovsky’s Nutcracker Suite. This weekend is a perfect time to explore beyond the Sugar Plum Fairy as the Spokane String Quartet takes on the greatest three Russian composers of the 20th century: Prokofiev, Rachmaninoff (whose two quartet works were never completed) and Shostakovich. All of the brash beauty that Tchaikovsky brought to his compositions is still in these quartets, but has been expounded upon. Some of the pieces are incredibly weird and prickly to the ear, but rest assured that for their first concert of 2016, the Spokane String Quartet will play some of the finest chamber-music works ever written.

Next time, if you catch someone in the act of cheating, why don't you do it in a less public place, or better yet, tell your sister and send her the picture that you took of him (which I saw you do on your phone).

ith a new legislative session comes new proposals for Washington state lawmakers to consider. Among those proposals are a handful that deal with the cannabis industry. Here’s a look at the seven cannabis-related bills: HB 2347: This bill would cut the state’s excise tax on cannabis, currently 37 percent, to 25 percent.

Money received from excise taxes goes to education, parks, health-related services and the state’s general fund, and some worry that the high excise tax is driving buyers to the black market. The bill’s sponsors hope that any potential loss in marijuanarelated taxes (which totaled $67.5 million last year) will be made up by customers turning from the black market to licensed stores.

HB 2368: This bill would create a pilot program to give the OK to five licensed marijuana retailers to deliver pot to residents in cities with populations of 650,000 or more (sorry, Spokane). Opponents say delivery services would take customers from licensed stores and taxes from the state. If approved, the pilot program would expire in July 2019.

SB 6206: If this bill is passed, hemp — cannabis with less than 0.3 percent THC — would become regulated like its marijuana counterpart as a product that can be “grown, produced, possessed, and commercially traded in the state,” according to bill sponsors. The Washington State Liquor and Cannabis Control Board

regulates marijuana, but there is no group currently regulating hemp.

This bill would give that duty to the Department of Agriculture.

HB 2365: This bill would allow state-licensed recreational shops to sell “wearable apparel” to advertise their business. The board would regulate the merchandise, and apparel appealing to minors will still be banned.

HB 2364: This bill, similar to a revised rule mentioned in a previous Green Zone article, would allow out-of-state investors to enter the cannabis market. In addition, this bill would allow cannabis businesses to be structured as LLCs, limited liability corporations.

SB 6207: This bill would help business owners keep sensitive information they’ve submitted to the board regarding their business licensing and the tracking of cannabis hush-hush by broadening the type of information that’s exempt from public disclosure laws.

SB 6177: Perhaps the most exciting proposal of the bunch, this bill would simplify the research application process regarding cannabis by removing the Life Sciences Discovery Fund from the current application process and replacing it with a “scientific reviewer,” which includes educational or research institutions, peer review groups, or science or research-based organizations, as designated by the board, opening the door to more cannabis-related studies. n

I’m a 35-year-old woman, and I’ve been involved with a guy around my age for almost two years. It’s been “open.” Well, that is, he’s had the freedom to sleep with other people. I haven’t wanted to. I finally realized that I am not happy with this and want more, but he made it very clear that he’s not interested in being monogamous — with me or anybody. I’m having a very difficult time cutting things off, as there’s a lot that’s great about our AMY ALKON relationship. How do you leave somebody you really care about who you know is bad for you?

—Stuck It isn’t exactly a shocker that the thing you want to be asking your boyfriend when he comes home is not “Hey, cuddlebug, how was your booty call?”

There’s this notion that being sexually sophisticated means being all “no probski” about your partner having sex on the “I love a parade” model. But it turns out that jealousy isn’t so easily disabled. Research by evolutionary psychologist David Buss suggests that jealousy is basically love’s burglar alarm — an evolved psychological warning system that goes off in response to threats to a relationship.

So, sure, you can try to talk yourself into being cool with the sexual variety pack — just like when you hear your downstairs window breaking, you can try to roll over and catch a little more shut-eye while the burglars ransack your house.

It must seem kind of unbelievable to be so miserable yet so unable to keep enough of a grip on that to get out. You can probably blame the limits of what’s called “working memory.” It’s essentially a mental workspace — a kind of whiteboard in your head — where you lay out and kick around a few sets of information.

These info sets are called “chunks,” and one example might be the experiences that make up the idea “he cooks me these wonderful dinners!” But according to research by psychologist Nelson Cowan, working memory holds only about four chunks at once. We also tend to give priority seating to info sets that justify the choices we’ve made. So, all aboard for the he’s a great kisser chunk, the he was really sweet when I was in the hospital chunk, etc., etc. And whoops — whaddya know — seems there’s no room for he insists on having sex buffet-style.

You need to look at all the information at once, and this requires a piece of paper and a pen. On either half of the page, list the pros and cons of being with him, giving them blocks of space that correspond to their importance. For example, his home-cooked meals should probably get a sliver of space on the pro side, while his need to go home with Linda should get a big block on the con side. Carry this paper around and look at it until it becomes clear to you that you need to be somebody’s “one and only” and not just the one before their Tuesday tennis lesson.

This isn’t just some mysterious form of sexual etiquette. It comes out of how women evolved to be “commitment skeptics,” as evolutionary psychologist Martie Haselton puts it. Erring on the side of underestimating a man’s level of commitment was how ancestral women kept themselves from ending up single mothers with a bunch of cave-lings to feed.

Economist Robert Frank calls love “a solution to the commitment problem.” As he explains it, being emotionally bonded keeps you from making a coldly rational calculation about who’s got more to offer, your girlfriend or the new neighbor with boobs so big that each should be sending a delegate to the U.N. So, because women are on the lookout for signs that you love them, a hug is a hug is a hug needs to be the deal much of the time. Chilled Out Athletes swear by it. The government doens’t regulate it. Scientists aren’t sure what to make of it. Does cryotherapy work? We investigate

I

n a nondescript building off of Argonne Road in Spokane Valley is a machine that creates temperatures of negative 250 Fahrenheit, colder than any place on Earth. A person died in a machine like this last year. I’m about to remove most of my clothing and step inside.

Cryotherapy has arrived in the Inland Northwest.

It’s a trendy new treatment that takes ice baths and other cold therapies — which have been used for decades by athletes to reduce inflammation, swelling and injury while speeding recovery time — to an extreme new level, engulfing the user in a mist of unnaturally cold vapor from liquid nitrogen in a booth-like machine called a “cryosauna.”

NBA stars LeBron James and Kobe Bryant are among the athletes who use it. Professional sports teams have dabbled with it. Some, including the Kansas City Royals and Denver Broncos, turn to it regularly.

“After a couple treatments you feel like you can run through walls,” says Patrick Gannon, the owner of Spokane Cryo and Health, which recently began offering cryotherapy. “It’s wild.”

Gannon says that undergoing extreme cold triggers the body’s flight-or-fight responses, sending blood to joints and vital organs, while releasing dopamine, hormones and proteins that are a boon to athletes. It helps with arthritis and inflammation, he says, and it even burns calories and slows aging.

But the treatment is virtually unregulated. It’s blamed for injury and one death. It’s caused alarm with a Cana-

fter signing a waiver and paying the first-time discounted rate of $35, I’m led to a room that smells like a gym which contains the cryosauna, an imposing, black tube-shaped booth that’s taller than 7 feet and looks ready to blast into space. In a changing room, I slip into a robe, a pair of cotton socks, plastic slippers and wool gloves. I’ve read that wearing damp clothing into one of these machines can cause frostbite, and I give my clothes another pat-down for any sign of wetness.

“You’re fine,” Gannon reassures me.

As we watch the temperature on the cryosauna’s digital display count down to unearthly temperatures, I feel slightly nervous that my innards will be chilled to a fleshy snow cone. Gannon wears a wide grin under his Seattle Seahawks hat, as if he’s about to let me in on some juicy secret.

I step in and remove the robe. Gannon hits buttons on the cryosauna’s control panel, filling the tube with a vapor that embraces my flesh. I’m cold, but it doesn’t seem like negative-250-degree cold. It just feels like I’ve gone for a bike ride wearing shorts in December.

My three-minute session goes by quicker than I think it will. I put the robe back on and step out. I feel chilled, but I don’t feel the urge to run to my car and blast the heat. The chronic ache in my back is gone. I can feel the warm blood flowing back into my veins. It feels like an alien presence.

annon, a 31-year-old fitness enthusiast who runs 30 miles a week and competes in Ironman competitions, first heard about cryotherapy on sports commentator Joe Rogan’s podcast.

“I have to have this machine,” Gannon recalls thinking after flying to Los Angeles to try it for himself.

“There’s gotta be one in Spokane.”

In October, days after after purchasing his cryosauna, news broke that a woman in Henderson, Nevada, had died in the same machine. According to media reports, 24-year-old Chelsea Ake-Salvacion worked at a spa offering the therapy and stayed late to give herself a session.

Her body was found frozen the next day, raising new

concerns about the safety of cryotherapy.

Emilia Kuehne — the co-founder of Cryohealthcare Inc., which has sold 150 of the $50,000 cryosaunas nationwide since 2009 – says that since the treatment was developed in Japan in the 1970s, it’s only caused one death. In response, her company’s cryosaunas have been designed to shut down automatically after three minutes.

The door is now sealed with magnets and would open against the weight of a body. And the controls are on the other side of the door, making it impossible to operate alone.

Although concerned by the death, Gannon remains a believer in the therapy and opened his spa in January.

The coroner’s report determined that Ake-Salvacion died from a lack of oxygen, not the cold, and Gannon stresses that clients keep their head above the vapor-filled tube.

“It was user error,” says Gannon, who insists that all sessions be supervised by a technician. “You cannot do this by yourself.”

But there are still dangers from the therapy. A Texas woman is suing a company after receiving third-degree burns she claims were caused by a wet glove she wore into the spa. Cryotherapy also remains almost completely unregulated, meaning no one makes sure the equipment is running safely and the technicians are trained. The U.S. Food and Drug Administration hasn’t approved the therapy for medical use, and Health Canada issued a warning last year about the safety of cryosaunas.

The science concerning its benefits isn’t conclusive.

While some research has suggested that cryotherapy has some medical benefits, such as treating fibromyalgia, a string of studies released in recent years question its effectiveness in treating arthritis and reducing muscle soreness and other ailments. One study suggested that plain old ice worked just as well for muscle pain. Another noted that “the best prescription of [cryotherapy] and its safety are not known.”

But Kuehne says interest is growing, and her company now offers “cryo rooms” that evenly distribute the cold in the user’s body.

Besides, says Gannon, people do other things for their health that come with a host of side effects.

“The only side effect with cryotherapy is that you’re cold for a little bit,” he says. n jaket@inlander.com
